On science and whether americans listen to it. Millions of americans traveled last week and the week after, cases are starting to head back up. Experts say the covid surge will likely climb even higher. You dont see a difference from a day, two, three, five days. You see a difference two or three weeks from now. Puts it right at the time people will be traveling for christmas. So all things considered, were not in a good place. A cdc Vaccine Panel meets today to decide who gets a vaccine first, front line workers and hospitals are of course at the top of the list. It seems pretty clear that the top group of individuals will be health care providers. We understand there isnt enough vaccine to go around at this time. Each individual institution will need to decide how theyre going to prioritize that vaccine. When the vaccine is ready for everyone else depends on the fda and if it grants emergency use authorization. The scientists who make recommendations on whether to approve vaccines meet later this month. Despite the record breaking speed of all of this, the president is frustrated by the wait. This morning, the white house chief of staff summoned the head of the fda to the white house. A vaccine decision will be made on data, but listen to the white house suggesting the fda should hurry up. I think the fda is working around the clock as well, this is a partnership here. Everyone wants to see american lives saved from dr. Steven hahn to this president , but this president will never apologize for putting fire under the agencies to say yes, we want a safe vaccine, absolutely. We also want a fast one because lives are at stake. A vaccine by end of the year is key and paramount. Lets go straight to Cnns Kaitlan Collins at the white house. Kaitlan, what are you hearing about the meeting . Reporter we know the meeting ended. We saw steven hahn go in there earlier when the meeting was supposed to start. Expectations were high. The commissioner wanted it to be over a phone call, mark meadows insisted he come in person. Really what we heard was amounting to a Progress Report on whats going on, why the emergency authorizations havent been approved yet. You cant ignore that it comes amid backdrop of a president demanding to know why it hasnt gotten emergency approval. We knew when they applied november 20th it would take time. The outside Advisory Panel that will review the data is not set to meet for another nine days or so. However, the president was getting impatient and making clear he has pressured the fda to move faster on things like this. It is notable because a few months ago when we were reporting things like this out, the white house denied the president was pressuring the fda. Now he blatantly, proudly admits he is pressuring the fda. They believe it will be a tense meeting. Steven hahn said it is not he has makes the decision, it is career scientists that make the decision whether to grant emergency approval, thats not full approval, of course. That appears to be the case. They cant fire the fda commissioner in the last six weeks of the administration as the vaccine comes out. It would be difficult to change the date of when they were supposed to meet december 10th without being accused of playing politics. It seems like the white house is going to sit back and wait on the fda and career scientists to do their thing, review data, make the decision. That doesnt mean that President Trump will be happy while that is happening. Dr. Hahn said he would resign before allowing political pressure to trump, no pun intended, the Science Behind this incredibly fast moving vaccine effort. Thank you so much for that reporting, kaitlan. Lets go to cnn chief medical correspondent dr. Sanjay gupta, good to see you. First on the meeting kaitlan was talking about, how unusual is it for the president to apply this kind of pressure on science, especially the head of the fda . Well, you know, it would be unusual in any other administration, i mean, but weve seen this kind of pressure being applied by President Trump. He also you remember at one point said he didnt necessarily want to wait for the two months of safety data to be collected. He sort of said he might not allow that to happen. So this doesnt surprise me. Obviously theres this desire for things to move as quickly as possible. We are in the middle of a pandemic, but the context and you know well that you were describing, it has been a speedy process. 243 days between the time pfizer developed the vaccine to the time they apply for authorization. Eight months. Eight years would be considered fast. Part of whats happening is that you look around the world, the uk, they may authorize this vaccine. They have a similar sort of authorization process. I think people are looking and saying is that country going to do it quicker than we are. Steven hahn has data scientists, he is not the one ultimately looking at the data. The scientists then report back up to him. So it is not really entirely his decision. No. Exactly. And by people looking at the uk, wondering if theyre going to be first, you might mean a person in the white house. But lets talk about the cdc advisory committee. Theyll vote on the first group to get vaccinated. Who will likely be in that group and what is the time line for distribution. Yeah. I talked to a lot of people about this, dana. It is not clear cut. This isnt just a totally easy decision. We can show you a list of people in terms of what were understanding are going to be at the front of a line. Phase 1a is Health Care Workers. 21 Million Health care workers in this country. As you dig into that, it is more kn nuanced. I am a Health Care Worker but dont care for patients directly. My colleagues are in the units every day taking care of the patients are at higher risk, theyre probably first in line for that. Hospitals and states probably have to figure out the triage. After that, essential workers, people at high risk from age or preexisting conditions, it is a large list. Well over 200 Million People and that means as you know 400 million doses. Were probably not going to get to the more vulnerable populations until middle of the spring next year. And sanjay, talk to me about the study now out that says the coronavirus may have been circulating in the u. S. Way earlier than we thought. This is fascinating, dana. We have gotten glimpses of this sort of thing in the past. January 21st when the first patient was officially diagnosed. People said how likely is it we caught the first patient. Unlikely. What were starting to realize is that there was evidence of Community Spread of this virus in china earlier than we thought. Nick peyton walshs reporting underscores that. And as soon as theres Community Spread anywhere in the world, it can be an outbreak anywhere else in the world because of global travel. So if there was Community Spread of the virus in china earlier than we thought, it is very likely people were getting on planes, traveling around the world, including to the United States. So it is not surprising. I think it is a really good study. They found evidence of antibodies specific to this coronavirus, not onback to mid december. My guess is the time line will shift earlier than that. I am sure you know people that going back saying i had a weird flu, it wasnt a flu, didnt feel well. Thats right. Entirely possible. Before i let you go, i have to ask about dr. Scott atlas who stepped down from the White House Task force. You looked into his views that had been widely denounced by Public Health experts. What does it mean now that he left the administration . Well, you know, he clearly had the president s ear. Deborah birx who i interviewed last week, two weeks ago, she said she basically wouldnt sit in meetings with him, because what he was saying was so nonscience based. What i found frustrating because he was advocating harmful strategies is he would say it, advocate these strategies and quickly say he didnt. Really frustrating. Listen close if you have a second, dana, to someone who said he never advocated for herd immunity. Listen to what he said shortly before that. We should be fine with letting them infected, generated immunity on their own, and the more immunity in the community, the better we can eradicate the threat of the virus. That is herd immunity, dana. Thats a terrible strategy. Thats exactly what he is describing, let people infected. He was advocating for that, and 268,000 people have died in this country because of terrible ideas and strategies like that. Yeah. I mean, he is sacrificing people who are immuno suppressed and have other issues for a theory thats as you said so many times completely faulty. Sanjay, good to see you. Great to learn from you. Appreciate it. A marquise transition event today, the president elect announces his Economic Team this hour. Want to go straight to jeff zeleny in wilmington, delaware. Jeff, millions of jobs have been lost during the pandemic. What are you hearing from sources inside the biden team about their plans to dig out of the recession . Reporter well, dana, theres no question that the economy really is at the center of the successes or failures that will be to come of the biden administration. He knows that better than anyone. Thats why this afternoon here in wilmington he is going to introduce the first part of the Economic Team here, led by janet yellen. She will be the first woman nominated as treasury secretary. She of course comes from a history of the federal reserve. Has a history. We have seen what she has done before and her economic views are to jump start the economy by focusing on workers, by focusing on how to gainful employment, focusing on raising the minimum wage. Were going to see a much more labor oriented Economic Team. You saw the rest of the team. Neera tanden, this is the first part of the president elects Economic Team. But dana, it will be a stark contrast to the last four years from the Trump Administration and it is going to be imperative to watch what they do. As you know very well, what they can do, what janet yellen can do in the new role if confirmed will be dependent on what Congress Allows her to do. This is a dramatic change from trump years, dana. Lets dig into that. You and our colleagues, mj lee, have been reporting on the first 100 day agenda. Briefly, what are the highlights from that, aside from the obvious, which is the pandemic and economy. Reporter sure, and that is the obvious. Reporter right. This has been the most lucrative month of fundraising since the election. Most campaigns ramp down after election day. The campaign has ramped up. They sent 500 emails or so, raked in as you said 170 million or more. And most of that money is going to an outside political group, the president can support other candidates, use it on a wide range of personal expenses. The money is coming from small dollar donors that feel the president is under siege and want to support him and are sending checks. And theyre getting bombarded by the president on email and on text. Im on some of the emails. It is just nonstop. 400 fundraising emails according to a cnn team who looked into it. I want to read a couple of quotes from some solicitations. November 24th, we cant let the democrats steal the election from your all Time Favorite president , we need to bolster our critical Election Defense Fund if were going to keep going. I emailed you this one from last night, my sons emailed you, now i am meeemailing you. We must try to stop them. On and on. Not subtle, but not entirely honest at all. It is 15 to 20 emails a day, different messages based on how frequently you have given. Like the ones you have seen, they have not donated, you have given, you need to give more. Some folks that are frequent givers get different language. The goal is more quantity than anything. They believe if they email a field of people, millions and millions of people, theyll get more money in. So far they have been proven right. I want to talk about how some statewide republican officials are dealing with what the president is doing, and in arizona, the governor there, governor dues cey defended his States Election process. Last night he said this is all clear in arizona law if anyone has challenges, now is the time to bring them. Will we see more republicans challenging the president in this way. That is my question for you, josh. Here in washington the answer is no. Right, but across the country the answer is different. Youve seen in georgia, in michigan, in arizona, the president has put pressure on elected officials, elected republicans. And they have certified ballots, defended their processes. Said even though we supported you, sir, the Election Results are accurate. The president had more luck twisting republicans and washington to his will than republicans outside washington since election day. Most of the republicans here mainly stayed silent. Some defended him. Across the country, these officials, key battleground states for the most part have not done what the president wanted them to do. The president elects Economic Team will inherit a complex economic crisis in a new piece for foreign affairs, our next guest writes that biden can, quote, go beyond merely addressing todays crisis, establishing an enduring legacy that helps the United States respond to future crises. The chairman of council of economic advisers under president obama joins me. Jason, thank you so much for coming on. I want to show viewers another bit of your piece because you go on to argue the following. You argue biden must go beyond merely seeking to address the pandemics immediate economic fallout. After all, his slogan build back better suggests fixing structural problems that predate the covid19 shock and shoring up systemic weaknesses the crisis has highlighted. When you look at the names and people were going to see momentarily introduced by the president elect on his Economic Team, are you optimistic the signals he will tackle long lasting agenda that you argue is needed . Dana, i think his economic picks are just terrific. In one respect, theyre the most diverse Economic Team weve ever seen in this country, in another respect, theyre the most focused Economic Team. Four of the economists on the team specialize in labor economics, understanding what you need to do to get people jobs, to get people jobs at better wages. And that clearly is the focus he is signaling with the appointments. I was going to ask you about that. New york times has a piece this morning on just that, that he is stocking the Economic Team with people who are champions of organized labor, champions of marginalized workers which does signal a desire to focus on economic inequality which we heard from all of the democrats during the primary process, then of course joe biden during the general election. How do you see that playing out in real terms . Yeah, i mean, theres so many different aspects we need to improve labor markets. Cc rouse, focused on education. Heather boushey, focused on balance in family paid leave. Jared bernstein focused on manufacturing and trade. Those are important parts of it as well. And then of course, the treasury secretary, janet yellen is one of the towering Economic Policy figures of the last decades and will help put all of it together for the team. You mentioned heather boushey. She and neera tanden, another nominee, both are going to be on the stage today. They wrote a few months ago the following. Wrote the impending economic downturn will likely come faster than in 2008 and could be deeper unless the federal government acts swiftly and decisively to cushion the blow. Given the magnitude of the crisis, now is not the time for policy makers to worry about raisi raisi raising deficits. Do you hold the view the team does which is put concerns about debt and deficit aside for the short term . Absolutely. Right now we cannot afford not to do major things to help the economy. If youre worried about the debt, you want to have a good economy there, so we can repay that debt. We got off to a good start in march with the cares act. That helped our economy grow back more quickly than many expected. We still have more than 10 million unemployed. Were still deep in a hole and a lot more action is needed and it shouldnt wait for president biden. I would like to see President Trump sign the next Economic Relief bill. Well, he might, at least it might be tucked into a broader bill. This Republican Party under donald trump as you well know has kind of put their 2010 tea Party Concerns about the debt and deficit aside in a big way, but just kind of putting not just your policy hat but political hat on, are you concerned the same thing could happen to the biden team that happened to you with the obama team, meaning that you did what you felt you needed to do, stimulating the economy, but that was used as a weapon politically against democrats in the midterm elections. Is extra spending you think is needed for the economy going to be politically hurtful . Yeah, so from an economic hat theres more room for fiscal policy today than when i was with president obama in the white house. Thats because Interest Rates are a lot lower now. Financial markets are telling us not only do we not need to worry about the debt but we need to do more. Unfortunately, economics doesnt always translate as you noted into politics and i think there are too many, especially on the republican side of the aisle, that are going to use the deficit as an excuse to not do more, even after they, themselves did a deficit expansion just a few years ago to pass a large tax cut for corporations. Sure did. I want to ask what the fed chair said about the economic outlook. He was testifying before the senate this morning. Listen to what he said. As we emphasized throughout the pandemic, the outlook for the economy is extraordinarily uncertain, will depend on success of efforts to keep the virus in check. The rise in new covid19 cases both here and abroad is concerning and could prove challenging in the next few months. A full economic recovery is unlikely. You also argue that economic problems will persist, even once the virus is under control. They existed before, they will afterwards. The treasury secretary, Steve Mnuchin said he wants a targeted fiscal response that can be passed quickly. Fed chair says risk of overdoing it is less than the risk of underdoing it. Can they both be right . I certainly think the biggest risk we have is underdoing it. Think about a restaurant. Right now, restaurants arent filled to capacity because people are afraid of the virus. If we solve the virus, people will be able to go to a restaurant, but you need them to be able to afford to go to the restaurant. For that, theyre going to need jobs, incomes. There are a lot of empty restaurants during the financial crisis in 2008, even without a virus. Thats what we want to avoid here. We want to be sure when people can safely return fully to the economy that they have jobs and can afford to do so. The government doesnt act, im not sure that will happen. Jason furman, chairman of the council of economic advisers under president obama, came in during a very, very bad financial crisis, so he knows what he is talking about in a lot of ways, but the timing is also one of them. We are waiting to learn more about this mornings meeting between President Trumps chief of staff, mark meadows, and the fda commissioner, steven hahn, who was called to the white house. And that happened as sources tell cnn, the president is privately frustrated, which is spilling into public now, as usual. It is about the frustration is about the approval process of the Coronavirus Vaccine and how long he believes it is taking. Now, a process done by career scientists in careful consultation with the data, thats how the process normally works, and it is continuing to work that way now, even though it is happening so quickly. I want to talk about this with the former commissioner of the fda, mark mcclellan, now director of Duke Margolis center for health policy. Thank you so much, dr. Mcclellan, for joining me. The white house is frustrated. They call a meeting with the fda commissioner this morning. First, is this appropriate given the fact you had that job . Well, it is understandable, dana. One of the things that happens a lot when youre fda commissioner is getting pressure from all sides, some wanting to go faster when theyre really important unmet needs like a pandemic thats currently out of control in the United States and many parts of the world. On the other hand, concerns about making sure that treatments that we are using are ones that people can have confidence in and the fda has worked with support from the administration on a remarkably fast process to get us to this point. Were almost there. The fda does need to take a close look at the data and review it in public. Thats whats going to help make sure people decide to take the vaccine when it is approved. So lets talk about that. There is still a lot we dont know. When you have a story or piece in the wall street journal ill read part of it to viewers. Best way to answer these questions is through randomized Clinical Trials. Thats why the vaccine makers will continue to follow the tens of thousands of patients in trials for at least two years. But with millions of people vaccinated, there are opportunities to learn at a far larger scale. So what needs to be done to answer the many outstanding questions about the vaccine. Let me first say, dana, that we know a lot about the vaccines now. When the fda has a Public Meeting with its independent advisers in less than two weeks, coming up on december 10th, all of that will be discussed, a critical, close look at all of the evidence produced in the Clinical Trials so far which appear to show that the vaccines are really effective. You cant really imagine a better case in terms of the vaccines ability to reduce complications and hospitalizations, but also will be taking a close look at whether there are side effects. When people get the vaccines, they have a tough day. There are sore arms, fevers, aches, flulike symptoms, so it is tougher than the usual flu vaccine. But it doesnt look like there are significant long term or other serious rare complications, so there will be close review of that. What we want to do after the products are approved is we want to know more. People start using it, does it work as well in practice as the trials, what are the long term consequences. How long does the effectiveness last, does it keep people from not only getting clinical complications when they get covid but does it prevent them from transmitting covid to others. Those are the kinds of things that well need to learn about. I am sure that fda is reviewing and will have some expert guidance on the next steps after any emergency approval coming out of this process thats going on right now. So many implications, so many questions. Just some of those you raise now that obviously nobody knows the answer to yet, but hopefully we will at least in a couple of weeks. Part of the need to be careful with vaccine approval thats better than i or anyone has to do with potential side effects. Listen to the head of operation warp speed, what he said about this last night. I would classify them as maybe 10, 15 of the subjects immunized have quite noticeable side effects that usually last no more than 24 to 36 hours and resolve. Most people will have much less noticeable side effects. We will learn as we go. Thats why we put together with the fda and cdc active systems to assess longer term side effects. We predict they would be very infrequent, but they may exist and we learn as we go. Learn as we go. You mention when you get the vaccine, youre going to have a tough day, tougher than when you get the average flu shot, and this is not just a shot, it is multiple shots. Thats how the initial vaccine is being made. Thats right. So it is important for people to know what to expect with the vaccines.
