American dream. The hope there in the president s words is that in these final 13 days, you will somehow forget the past seven painful months and ignore todays soaring reality, two horrid coronavirus peaks behind us and the United States staring down a new climb. Tuesday, the highest single day total since the end of july. The daily average of new cases for july now just below 60,000. This hour, zero states trending in the right direction, zero. Deaths ticked up 933 american lives lost. The result of the pandemic is less cases so makes it likely this jump is just a blip. But President Trump said back to normal is coming soon. Dr. Fauci said reality, though, is very different. Unfortunately, weve plateaued again to about 40,000 to 50,000 cases a day, and as were getting into the cooler weather, were getting more and more cases. So this looks like were going to have a very difficult fall and winter. Lets look at the numbers behind that sober assessment from dr. Fauci here. If you look at the statebystate map, whats missing . Green is missing. Green means down. There is no green on this map. Red and orange are bad. 26 states trending up. More new Coronavirus Infections now in 26 states than a week ago. Thats trending in the wrong direction. The beige are States Holding steady, 24 holding steady. 26 trending in the wrong direction. 24 trending water. No states right now reporting fewer infections this week compared to the data last week. That is not a good map. Thats why dr. Fauci has that sober message. In fact, three states deciding to impose new restrictions, illinois and washington state, as you see, holding steady. The governor wants to impose restrictions even though the positive rate is low. Mexico is in deep red, 50 more cases than last week. Illinois also trending up. New restrictions there. Heres what reminds us of history and, b, what could lie ahead. Lets walk through this a little bit. Remember, the president said this would disappear in april. That is here. Vice president said it would be largely behind us by memorial day. No, thats here. More than 80 of the infections happened since after memorial day. Now just draw it out. Were heading back. You thought the summer was horrible, its inevitable we will reach that peak in the days ahead. If this was horrible, what comes in the fall and winter is what dr. Fauci is talking about when he talks about the trends. Heres another trend we hope, hope the number is wrong, meaning not the beginning of a trend, just a bad day. 933 americans dyeing from covid yesterday. You see the blue line, it had been below 1,000. All of the models and projections say giving the caseload we have, that will trend back up. We hope thats not the case but that number tells you we need to keep an eye on that in the weeks head. Something else to watch, hospitalizations. Peak of the summer surge, you see the line down and now going back up. With all of those cases, you get hospitalizations, death follows that. Weve been through this cycle sadly before. Heres what tells you we will have more cases today, more cases tomorrow and more cases into the foreseeable future. 14 states have a Positivity Rate, 14 states above 10 . Look, 17 and 18 in alabama and mississippi, 52 iowa, 36 south dakota, 35 wyoming, 29 in idaho, 21 nevada. Look at the high doubledigit Positivity Rate. That means more cases today and likelihood more will be infected tomorrow. 14 states with Positivity Rate over 10 . If youre keeping count, 11 of the 14 have republican governors and its a fact republican have been less to use powers like mask man dace. Th mandates. And it means more community spread. And it has dr. Fauci saying once again, please, get back to the fundamentals. There are fundamental ways to prevent the acquisition and transmission of sars coronavirus 2. I have repeated this so many times publicly but i think its worth repeating now. The universal wearing of masks or clothfaced coverings, maintaining physical distance at least six feet, avoiding crowds and congregate settings, particularly indoors. Remember outdoor functions are always safer than indoor functions. And frequent washing of hands is important. Joining us now is our cnn medical analyst and chief clinical officer at Providence Health care system, dr. Elaine phillips. Thank you for your time today. You hear dr. Fauci there. You just watched him go through the numbers and you see above 60,000 cases, heading up towards a third peak. It appears inevitable to me we will surpass the summer numbers. Is there any way thats wrong . We have to do an aboutface and start doing exactly what dr. Fauci said. Unfortunately we have this libertarian belief we dont have to do what the science says. But if we do, we save lives and its so simple. Its not hard to wear a cloth face mask. Its not hard to stand further apart from people and its not hard to wash your hands. So i would implore people to do that. We dont have to go to not only where we were this summer but likely worse. And yet as you and i have had this conversation and we sadly had it too many times over the past seven months, you have the president at rallies and interviews on twitters saying dr. Fauci is a democrat, not to be listen ed to, dr. Fauci talks like idiots. His words. And the doctor he listens to most, dr. Atlas, who is a radiologist, says this about dr. Fauci. I dont speak for dr. Fauci at all. Hes just one person on the task force. There are several people on the task force. And his background is virology immunology Infectious Disease. Thats his approach. Its a very different background. Its a more limited approach. And, you know, i dont speak for him. Can you help me with the lunacy of that . Dr. Atlas, who is a radiologist, not Infectious Disease expert, says of dr. Fauci, his background is virology, immunology and Infectious Disease. Its a very limited background. Its a more limited approach. No, its more expertise in the very areas were dealing with now, right . Yes, its exactly the expertise we need. People train for this their entire lives. This is the moment we should be letting them shine and take point in this and not depend on people who study xrays, exactly what radiologists do, or business school, which is really important for most of the time but at a point when the problem with the economy is a virus, lets let people who know how to control the virus get the economy back on its feet by making sure we can get this contagion under control. Let me ask you in closing about the new data from the American Academy of pediatrics, is this something to worry about or something you think is normal, 13 cases of children in the past two weeks, october 1 and october 15th, 741,000 tested positive since the start. Is it the kids are back to school, virus is coming back because of the fall and winter, is that a normal number or is that something you look at and say we better be worried about that . I definitely think we better be worried about that. First of all, theres a myth children cannot get infected. Clearly, they can. Secondly, as kids get infections, those kids live with adults and those kids bring the germs back home to adults so part of the reason i think were seeing the virulent spread is children are heading to school, getting exposed to the virus and bringing it home uncirculated in incumbered communities. So its a worry. Doctor, thank you very much for your time and, more importantly, your expertise. Thank you. The president had another templer tantrum yesterday because an interviewer asked tough questions about his krns response. He not only abrupt lipded the interview with his interview with 60 minutes, he said she was not wearing a mask but she was wearing a mask and took it off simply for the interview. And new fights with dr. Anthony fauci at a time aides are imploring the president to stay focused on joe biden and comparing the two cases, the economy. Lets get to our republican strategist. 13 days until election day, the president of the United States is losing and the ditch is pretty deep and here he is picking yet another fight with a powerful woman and walking out of the room and saying im done here. Is that what you would advise him to do right now . Absolutely not, john. The next 13 days they need to talk about covid, covid, best practices regarding face mask wearing and social distancing, plans to reopen schools and businesses and plans to help get a skrierous, to put an end to this. The American People want to know what their next president is going to do for them, not what the press and dr. Fauci is doing to the next president. The shift of focus needs to be back on what is top of mind for the voters and that is coronavirus is certainly the economy and race relations. That is, certainly, i think a much more productive use of time and messaging. To that point, the president did talk about covid a bit last night in erie, pennsylvania. But he talks not about the case count going up right now in the commonwealth of pennsylvania and just about 24 states around the country going up, 26 going up and the rest treading water, the president instead talks about normal. Listen. Before the plague came in, i had it made. I wasnt coming to erie. I have to be honest, there was no way i was coming. I didnt have to. I would have called you said erie, if you have a chance, get out and vote. We had this thing won. Then i got hit with the plague and i had to go back to work. Hello, erie, may i please have your vote . He said ending. Its not ending. Its going back uphill and looking worse than it did in the summer. Right and im not quite sure saying you dont really want to visit the sloeters whose support you need right before the election is an astute strategy but the president does go his own way at times but youre right. Hes kind of tried to wish away or talk away the virus for months and months and months. Yet it was the case that persisted, and the administration has come under criticism for its handling of the virus. What the president is doing, attacking dr. Fauci, attacking a lesley stahl whose 60 minutes interview is expected to center a lot on his handling of the coronavirus pandemic brings the issue back to the pandemic e. Which is the top issue in the election. You see Vice President joe biden laying low ahead of the debate this week. Obviously, hes come under criticism for doing so and not going out there and campaigning but the spotlight is still on because of that, the spotlight is on the president , his outbursts against fauci, the pandemic. And i would assume thats where democrats would like the attention right now. So, alice, what is it like in a Campaign War Room when you know time is short and you have a lot of hills you need to climb . The president is traveling among his base voters, white blue collar voters who dont have a college education. We know hes trailing in the suburbs. He barely won in 2016 and trailing now. And we have an historic gender gap now. Biden 58 among women nationally, trump 35 . You see 23 points there. The wall street journal poll has it a little bigger than that. What do you do in a Campaign War Room right now when you have a problem here, problem here, problem here, how do you fix them all . Is it the debate . Does he have one more chance . Is. You do exactly what theyre doing, you go here and you go here and you go there and you talk to the voters. And i think the strategy that theyre implementing now in terms of him not leaving anything on the field and going to these towns and talking with people is critical. Thats the key to his success back in 2016. Joe biden i understand the need to prepare for the debate but not being out there and calling a lid for several days is simply not a good look. I think that may come back to bite him. I am really not buying these polls showing trump is so far behind with regard to the women voters. These are the same polls that said Hillary Clinton were going to win women voters at this time of the game. So im not putting a lot of stock into that. But i am reading a lot into the fact the Trump Campaign is working hard, going out there, communicating the message and fighting for every vote thats out there possibly to gain. I get the excescepticism of polls, believe me. But they are a lot different thaen 2016. But we will see. Assuming lee hil sung lee hill, a republican from the great state of missouri, hes talking about the president s attack on the Debate Commission saying the president s apparent strategy is challenge the validity of the election should he lose. We saw that strategy that claims mailin votes are the tools to master fraud. He said its not the honor of the kmis at stake here. Whats at stake is whether americans believe in the fairness of our president ial debate and in turn president ial election. When that faith is undermined, the damage to our country is incalculable. This is a leading conservative minister republican voice telling the president to stop it. I dont suspect he will. I dont suspect he will either, especially with the new changes that the commission instituted this week. You are going to see the president go after the format. Youve already seen the campaign doing so. You will see him go after the debate moderators because thats what the president does. A lot of times he struggles to make his case on sub substance or message so he goes after the moderators, after the foreman of the commission, he attacks the messenger. And depending how the debate goes thursday night, we may see more of that after the debates. We just might. Grateful for the reporting, your insiders expertise. 13 days. It will be interesting. Blowout, blue wave, landslide, those are words Many Democrats are afraid to say out loud because superstition is a stable of politics anyway and 2016 makes democrats all the more nervous about believing what their eyes are seeing. But these are all facts 13 days out. Joe biden is leading nationally and hes competitive in many states that usual lane republican for president , states like texas, georgia, arizona, iowa, florida, north carolina. Democrats are leading or very close in more than enough races to recapture the Senate Majority. Democrats look poised to add to their house majority, and they might make gains in key state legislatures. Early voting looks good for dmsz and democrats are awash in Campaign Cash for the final days. Turnout is always the key to turning opportunity into victory. Today in philadelphia and in videos targeting key video groups, Barack Obama Joins the effort to close the deal. I know theres plenty out there to make people feel cynical and plenty of people are going to seize on that to convince you that your vote doesnt matter. Its not new. Its one of the oldest Voter Suppression tactics there is. What is new is a growing movement for justice, equality and progress on so many issues. This is really a Tipping Point and that momentum only continues if we win this election. Our National Political reporter for the new york times, astead williams. I want to read a little from your piece today. Democrats are afraid to say this out loud. Some are stating to say it but theyre nervous. For some democrats mr. Trumps attention to red states is a sign for something else, something few in the party want to discuss out loud given the surprise from 2016. Its an indication mr. Biden could pull off a landed slide in november, achieving a rare election blowout that many thing are necessary to quell out any disputes by mr. Trump that mr. Biden won the election. This is one point to think, yeah, if we can win a florida or georgia, game over. Trump cant stay rigged election, stolen election. But its even deeper than that. Democrats are looking at this map saying, wow, we have a lot of golden opportunities. Yes e. Its true on a lot of fronts. This is something democrats are wary to talk about through the summer months. They were saying its going to tighten, its going to tighten. Were not expected to have these leads as we get up to the fall or election day. Theyre weeks out and theyre still looking at the mini roadmap, not just 270 big electoral vote but to a Big Electoral College victory. Iowa, ohio, florida, mustwin places for donald trump. So for biden and some of those democrats on the grounds in those states, theyre starting to think a little better. Theyre starting to see joe biden should invest in these places and he can close the deal here. For example, the logistics concern to follow the winner on Election Night, a moral call to see if we beat trump by a lot, republicans see that and think differently into a possible joe biden administration. But they also want to lay the ground work for a robust presidency. They dont want the kind of obamaesque 2009 when theyre trying to recalibrate and get to the middle where republicans are and they dont think they have a mandate on the vote front on specific issues. They are saying this could be the groundwork for a robust presidency and progressives see this as a first step of making the case to joe biden, you have to listen to us. One, theyre encouraged by early voting numbers but that doesnt matter if theyre going to vote anyway. It matters to people who might not show up on election day. So youre just adding to your vote. We put the map up, if youre democrats, your snalt candidates also have money, state parties, iowa. If joe biden is competitive there, maybe it tips the senate race. North carolina, senate race there. There are two senate races in georgia. If you win florida, youre making a big statement and then look at texas, we lean red but wow, if we can win texas, what a statement that would send and what a possibility to flip legislative seats and even keep a senate race in play. The question is can the democrats coordinate, spend wisely and use their resources right in the final days . Exactly. Its not the question of the amount of resources. They are as you say awash in money from president ial down to state legislature point. But the question is, will those investments, particularly at key times in these final pushes in key states, allow that tipping over the edge . I heard one democratic strategist say the most important numbers from democrats, particularly in the Southern States when you think of the georgias and texas ask not getting to 45 but moving from the last 5 up to 50 where you can get a real robust win. I heard a republican tell me recently that georgia isnt a purple state just yet so democrats can win one of those statewide elections, its still a red state. So people are still having a waitandsee approach because they know democrats are close to making the breakthrough but it requires turning out new voters, new populations, latino and voters who are yuchk andy proportionately nonwhite in texas, converting them from residents to voters is something that takes longterm investments and campaigns have historically mixed records on. We will see in november the real turning point on that front. The opportunity is right there. The question is can they seize and take advantage . Were grateful for your time. But look at whats happening around the country and say i need to manage this now so i dont end up like that . Precisely. Our experts down here, some of the modeling that they have actually showed an uptick that was supposed to start this week. They now shoved that back a couple of weeks, probably because of a measure we did take. So we want to make sure if we do have an uptick, that its an expected uptick in positivity and hospitalizations and the lower we stay now, the lower that wave will be and fewer people in the hospital and in the end fewer fatalities. We had several conversations over the past month. Walk us through where we are. We know the American People, understandably, a lot have covid fatigue. Work from home, kids cant go to school, social distance. And we also watch political conversations, you have some, youre a democratic mayor in maemd, the larger county. You have a remember governor drawing national attention. What are the political conversations . I guess there are partisan differences and were in an election year. Do we have fatigue in the sense its getting harder to keep the coordination up and going . Yes, its always been an interesting job here. I have 34 cities that actually Miamidade County encampuses. And as the mayor of miamidade, im actually the mayor of all of them. If you look at the knew ni municipalities, me and the municipal mayor, who is actually republican. But its all nonpartisan down here. Its really what you think is right. Ive served in a nonpartisan capacity here for 9 1 2 years. I do what i think is right. Im a paramedic, im a firefighter. I have some knowledge of medicine and what it takes and also contagious diseases and preventive measures you have to take. Look, at the end of the day, really, its all up to us, the people, to keep our mask on, keep our social distancing and take common sense approaches. We can legislate away all we want and if people dont comply, were still going to be back in the same boat. Fortunately here, the vast majority of the people are complying with our mask order, indoors and outdoors. But we have some businesses that want to go beyond that. Now, in fact, the curfew is lifted, we still have a lot of measures in place with distancing, mask wearing, et cetera, that should keep people safe. My concern is that after hours, people have a tendency in these places, have a tendency to drink, keep their guard down, and now you have a large number of people in a place where people are not really following the rules, now you have a spreader event and next thing you know, weve got an uptick. Weve seen a little bit on the younger people, their Positivity Rates going up in a number of younger people, the same people that actually started that wave back in july, weve seen that start to craw up a little bit. Thats what we need to tamp down and keep as low as possible so if we do have another wave, its well under control. Mr. Mayor, grateful for your time today. Interesting to hear the smart approach. This is what happened last time. Were watching an uptick this time. We will keep in touch and how the legal part plays out and hopefully keep the numbers down. Mr. Mayor, thank you for your time. And even if the white house and Speaker Pelosi do reach an agreement and even if that agreement clears the house, leader mcconnell is noncommittal on the timing of a senate vote. If a president ially supported bill clears the house, at some point well bring it to the floor. Cnn manu raju is live at capitol hill. At some point, manu, what does that mean . The senate is likely to leave town after monday. Thats when theyre expected to confirm Amy Coney Barrett to the Supreme Court and then head home, campaign a week before the election and then return after the election for a lameduck session of congress. That is not final yet but its a clear indication of where things are headed. The action right now is in the house and any deal that could be reached between pelosi and Steve Mnuchin is unlikely to get a vote in the senate before election day. In fact, its more likely, im told, from local choices in both parties that any deal will have to get voted on in a lameduck session of congress. That happens after the november 3rd elections and up until january. And not just because of the divisions of the Republican Party and there are significant ones, but also the logistical hurdles in moving the built, a roughly 12 trillion price tag theyre talking about, moving that will be difficult so most people believe people waiting for relief will still have to see when washington will finally act, john. We will keep an eye on that calendar. Manu, its interesting the disagreement over stimulus is not the only sign of separation or tension between the senate and president right now. Yes, a lot of different issues, particularly the way the president is closing the campaign, attacking anthony fauci, going after the media, calling joe biden a criminal. Republicans want to talk about the economy and anything but what the president is pushing on the campaign trail. I spoke to several republicans, including ones in difficult races, particularly about the president s attacks and this is what a few told me. Senator tom pilsen, up for reelection in north carolina, a very difficult race said i have a lot of confidence in dr. Fauci, this after the president called dr. Fauci a disaster. And Lindsey Graham saying i trust his judgment. Lindsey graham is in a very difficult senate race. John thune is not up for reelection but second highest ranking republican in the senate and said the president needs to quit attacking fauci, focus on the issues and almost said quit attacking the media but, of course, the president is not listening to his colleagues, which is why a lot of republicans, john, fear a lot could impact the Senate Majority and debate about what it means for the party if trump loses is also starting to intensify, john. When the president wont stay focused, those candidates get asked about what the president said and they cant stay focused either. Manu raju, thank you. We will watch this one as well. We still may not know the winner november 3rd. That is what were hearing from a taxpayer official at the department of Homeland Security who says this, theres a very good chance we will not know the winner of the president ial election on Election Night itself. Thats not because something isnt working, its because extra security measures. Cnn contributor, those are responsible words from the Cabinet Agency that helps with Election Security in the United States telling everybody, chill. Pandemic election, a lot of mailin voting, it may take some states some time. In fact, if you look at new york times, michigan and pennsylvania, may take them three days. They are confident they can finish counting within three days of the election. There is nothing unusual and nothing wrong here, yet the president keeps saying he wants a fast count. Should we listen to the president or his own department of Homeland Security. I think at times like this, john, you have to listen to the state and local Election Officials and say whats doable. Right now they are talking about any partisan motivation in the sense their job is being sure the ballots are cast and counted properly. And from my experience, those state and local officials have a great deal of integrity in wanting to get the job done right. They say its going to take a few days, listen to them. As someone who has been through this before, recounts, watching counting of ballots after the election and the like, what does it say to you when you see those numbers, plus 179 in volume of early voting in states were tracking compared to four years ago. We knew it would be up because of the pandemic, is that higher than anticipated and what does it tell you about the pace of the count . I think its higher than i would have anticipated. I think what you never know at a time like this from the early numbers is whether this is energized voters wanting to cast their ballots early or really an expanded pool of voters so that well see even more than the 150 to 160 Million People that are anticipated. You never quite know the answer to that until you have the total. Remember democrats thought they had a huge advantage in 2016, turned out in the end we know who is president. We have to watch. Just because you vote early, it doesnt affect the math unless more people are voting. Well talk again about legal challenges, one was resolved because they had a settlement in mississippi. The state agreed to expand curbside voting and allow absentee voegts to fix ballots. They will notify you if theres some discrepancy in your ballot so you can show up. If it is your ballot, you can show up and fix it. This seems to be a reasonable compromise in an age where were seeing a lot of deep fights in the course. What do you make of that . I think it is a reasonable compromise. What mississippi did not change, will not change, thais you still need an excuse to vote absentee. So it is not a no excuse absentee state like many more are. So mississippi kept its core process in tact and agreed to accommodation for covid. All right. Well track that as it plays out. We have a lot to track the next new weeks. Were laughing now, see if were laughing in the coming days. Voters getting threatening emails, florida and alaska investigating the threats. In new york tracking this one. Sounds ominous. Yes. First let me fill you in on what these emails say. They purport to be from the proud boys, the hate group President Trump embraced at the last debate, although the proud boys didnt have anything to do with this. The emails are scary. They are going to voters in two dates. We have all your information, email, address, everything. Youre a democrat, we know that because we have gained access to entire infrastructure. You will vote election day or welcome after you. Some emails include home addresses, a chilling message for any voter to get. The most important thing to know is what the Cybersecurity Government Agency is saying about these emails. The information false. Here is what they are saying. While were looking into the emails, we can tell you this. Your vote is secret. These emails are meant to intimidate and undermine American Voters confidence in our elections. Dont fall for sensational and unverified claims. So who is behind these emails . Well, we have been looking into some of the metadata attached to the emails. When you and i open an email we see the message. Behind that a lot of technical indicators that tell us where its coming from. Weve had cyber experts look into emails voters have sent us. They are routed through estonia and saudi arabia. Does that mean that the people who sent these emails are in estonia and saudi arabia . No, it doesnt. What it does mean is that whoever is behind these emails have taken a lot of steps, somewhat sophisticated steps, to mask who they are and where the messages are coming from. Of course we should mention the proud boys, though their name is on the email and they are a hate group, they say they have nothing to do with this. That is very possibly the case. We have seen groups try to pose as opposing groups online in recent months, including, of course, the summer we saw White Supremacists pose as antifa on social media, all designed to sow division, chaos and fear. John. Grateful we have you and experts you rely on helping us through this sad time in politics.
