Hospitalizations now within whisper of that pandemic peak back in april. The experts know this. And for now those experts do not have invitations to join the president at todays daily briefing. Those Daily White House Coronavirus Briefings canceled because the president kept contradicting dr. Fauci and other experts. Then the president left the experts speechless suggesting if you ingest bleach or disinfectants that might help you fight off covid19. The president demands schools reopen and suggests the ones that do not should lose federal money. The Surgeon General says this issue simply not that simple. What i want people to know is the biggest determinant of whether or not to go back to school actually has little to nothing to do with the schools. Its a background transmission rate and it is why we have told people if we want to get back to school, to worship, to regular life folks need to wear face coverings, need to practice social distancing. The Surgeon General talking about what people can do to stop the summer surge. If you look at the state map now, 25 states heading up. Thats the orange and the red. Half of the states going in the wrong direction, i was here a few days telling you 38 states so theres some progress here. Dont score it by any one day. Watch the trends but this is more encouraging than yesterday. 25 states heading up. 20 holding steady. And the steady importantly is florida, includes arizona and california. They have been on the leading edge of the summer surge and hop they stay beige and then move to green going down. Five states reporting a lower case count this week compared to last week. Lets hope the map better today than yesterday continues to improve. Take a look at the trend since july 1st. This is 38 states. Look at the orange and the red. Flip back to where we are today. This can change pretty quickly so you have to be careful about this but as of today this looks a lot better than this. Well hope it continues. Look at three of the states leading the edge, florida, california, texas. All today steady. You see florida maybe coming down a little bit. Texas holding up here. California up here. What you hope for is for them to flatten out and come down. When you have the case count go up, wait two, three weeks, the death count goes up and you see in florida, texas and california the number of deaths going up. If they can flatten the curve, wait a week or two or more and this comes down hopefully and the sevenday moving average of the deaths in those states going up. Texas, back here on the 1st of june, 941 new cases. Thats a big number but texas is a big state. July 16th, just shy of 15,000 new cases from just under 1,000 to 15,000. You see the numbers down a little bit. Lets hope texas is flattening out. As the president comes in today, a summer surge during which he is largely silent on the coronavirus. No public events, hardly, and when he does talk about it, its winning and reopening the schools and what will we hear today . Lets get straight to the white house and kaitlan collins. Some changes for the president coming back in to the Briefing Room today and last night after a weekend in which he said a mask restricts your freedoms, mask can cause problems, last night the president tweeting a mask might be seen as patriotic. Reporter last night seen at the fundraiser at trump hotel not wearing a mask. John, first, lets start with what we expect to see today because this morning we heard the latest plan is none of those task force members, the Health Experts here in the administration, were going to appear with the president at todays briefing and the white house now is playing a little coy on whether or not those Health Experts will show up because when they were asked about the reporting that none of the Task Force Experts expected she said you have to tune in. That is not going to help the administration dispel the notion that the president is only bringing back these briefings not to give information to people but because of the ratings he got and the sagging poll numbers that show 60 of americans dont think he is doing a good job of handling the coronavirus pandemic so far. It is not really funny to say whether or not the Health Officials will be there. People want to know if the experts speak alongside the president about what is happening inside the nation because it is not just that the president hasnt been attending the briefings, john. We have had two Coronavirus Task force briefings in the last several months so those are opportunities to also have reporters ask questions of these officials apart from the interviews you have seen people like the Surgeon General or dr. Anthony fauci is going to do on our air today so it is a real question, will the Health Experts be there . I think potentially now that our reporting has shown they were not expected to be there its raised questions and theres a chance to show up and we have to wait and see because we dont have a firm answer from the white house on that but, john, coming to the president now changing the tune on wearing a mask we were told thats the result of poll numbers that were pretty negative for the president and why he isnt sent out that tweet in july and when the White House Press secretary was asked why the president wasnt wearing one seen in public last night around other people that do not work in the white house this is what her justification was. The president wore a mask in may, at walter reed out of an abundance of caution and the president is the most tested man in america. Tested more than anyone multiple times a day and we believe that hes acting appropriately. Reporter so that part about being tested multiple times a day, john, raised eyebrows because before we were told it was a daily basis so when she was pressed for clarification she said sometimes he is tested multiple times a day which is interesting because he gets that rapid abbotts lab test and has a chance of giving some false negatives so maybe the white house doesnt trust that test entirely and thats why they give the president multiple tests a day on some occasions. Thats just adds another question for the president , his own testing regimen, as well. Kaitlan collins, appreciate the live reporting. Lets continue the conversation. With me are senior political analyst nia malikahenderson. The briefings whether the experts are there or not are helpful with a consistent, clear noncontradictory message. This president is not known for that. He is not known for that. He is known for contradicting his experts, putting out false information, advancing quack cures for coronavirus which is why the press briefings ended. We saw him dip into very low territory in terms of credibility and in terms of how Americans Trust him. They dont by and large trust him. A quarter of Americans Trust what he is saying and think about dr. Fauci and his credibility, many more americans almost 70 trust his judgment and advice on the coronavirus pandemic that everyone is experiencing every waking moment of their lives in this country so well see. What the president does. I think what we know the president looks crowds, sort of enjoyed the back and forth of these press conferences, going after reporters. He likes the ratings, he likes having this time slot of 5 00. It is right before the evening news. So is that the reason why hes doing this, sort of being front and center . We know what the president feels about covid. We know what he feels about opening schools back up. Wants to do it, wants to ding School Systems that dont open up in person. We know that he thinks that somehow testing leads to the coronavirus and instead of detecting it so he has been out there on twitter and in the ways that he is out there its only hurt his credibility and his standing with the american people. Hard to see him being able to reverse that standing up at a press conference like its open mic night. Thats whats hard, josh, because the president s enemy if thats the right term here is not just the coronavirus. Something he has not been able to tweet away or talk away. His enemy is himself in the sense that i will do a flashback here. Heres the president. What he says turns out not to be true. This is the president four months ago today. Then we will have a great victory, celebrating a great victory in the not too distant future. We will win with as few lives lost as possible. The numbers on the right side of the screen tell you that was just simply not the case. The president way out ahead of the facts there. That was four months ago today. This is two months ago today. The numbers are going down very substantially without question. Very powerfully going down. You look at florida. You look at georgia. You look at many other states. The numbers are going down. The country will be in a very good place. Very good place. I guess my question, josh, you spent a lot of time reporting on the president and the team. Do they think he can be different . Theyre hoping that he can be. Theyre hoping that these briefings are shorter and more focused and less about the meandering answers as he suggested previously that they could disinfectant in the lungs or uv light to kill this. Some briefings a few months ago were seen as very deleterious to the president and the advice of the advisers, they all came to him and said that the twohour briefings are fighting with the reporters, hurting the numbers and then some reason ended previously and now whats happening is that theres a fear in the president s orbit that he is not spending time focusing on coronavirus and that the American Public simply can have turned on him on this issue and seen the numbers which is the issue of the election by all accounts. His numbers have gone down, down, down. Theyre looking to get him talking about it more, highlighting the potential for a vaccine or talking about therapeutics or ppe or somehow getting out to show the American Public that there are things happening inside the administration on the virus even if the president s not regularly talking about it. The president knows television and the art of the tease and whether the experts will be there, a big question. Well see about four hours from now in the white house Briefing Room. Today Senate Republicans and the white house at the moment at odds on priorities for the next round of coronavirus recovery spending and then democrats say if the republicans settle the family feud theyre still ignoring other needs. The republicans dont even seem to have their own act together and hard to negotiate when the president says one thing, Senate Republicans say another and many of them are divided so we hope theyre going to be unified and present something to us, present something to us in detail. The first challenge is getting republicans on the same page. Theyre divided over a whole host of issues, one the payroll tax cut. N mnuchin wants to push forward on that but the president wants that and republicans think it is not a good idea. The republicans calling for more money for testing and are also concerned about the white house call to make money for schools contingent on reopening. John thune raised concerns of that. And also there are a whole host of other issues unresolved, n m namely, how to deal with the unemployment benefits. The democrats want them, of course. The question is when the republicans ultimately do get a deal they expect to get one eventually within their own side and presumably put forward a proposal as soon as tomorrow and then how to bridge such a significant difference with democrats. Theyre 2 trillion apart right now so theres a ton that the two sides have to agree with but first the challenge is getting their own party on the same page and wrapping in it is Election Year politics making things incredibly challenging to get it done. I think theres a great deal of local variability and need better science about the role of pediatrics, transmission and daycare, schools and colleges. Three companies now showing some promising results from early, emphasis on early, vaccine trials in humans but an effective vaccine probably still months away at the earliest. Today new hope that the antibody therapy until a vaccine is produced. Chief medical correspondent dr. Sanjay gupta has more. Reporter if theres one thing most humans on the planet right now is antibodies. A vaccine can provide you with them but there is another way. Its called antibody therapy. That means taking the antibodies from the blood of someone infected and recovered from covid19. We have used it for ray byes, for hundreds of years. More recent history in the Ebola Outbreak in west africa, people tried something called convalescent plasma. Reporter dr. Lyon treated some of the first ebola patients in the United States. Plasma is the part of the blood with the antibodies. Reporter within the plasma you are likely to find antibodies which specifically attach to this part of the virus, the spike protein, and its the key to entering human cells. If an antibody binds this Little Finger part thats obviously going to block the attachment to the cell. That will yneutralize the virus. Theres other spots that combine the protein that disrupts its function. Reporter what he is describing is neutralizing and bodies, they work to block the virus from infecting cells in our body. Having antibody or the plasma from convalescent patients allows you to accomplish at least temporarily what we try to accomplish with the vaccine. So you can just give the antibody. We call it passive immunization and give the antibody ahead of time and create temporary immunity. Reporter taking antibodies in that plasma and giving that to somebody either to help protect them against becoming infected or even possibly as a treatment. How effective should that type of and body therapy be . I think its very important that the serum therapies and plasma therapies and others are tested both as treatment for serious disease but maybe also intervention in the early phase of infection so it doesnt progress to serious disease. Reporter the hope is that these antibodies can do a preemptive trike preventing more serious disease from developing or blocking infection altogether of people at high risk Like Health Care workers. Some have called it a bridge to the vaccine. Companies like eli lilly are now trialing therapies with neutralized antibodies found in recovered patients and manufactured in the lab. Theyre known as monoclonal therapy. It is really an exciting new technology. Reporter but there is an issue. Some recent Research Found that covid19 antibodies may wane after several weeks and it was those who were sickest that produce the most antibodies. Keep in mind the majority of people with covid experience just mild similar tolls. How does that compare to how long the antibody to last from a vaccine . Typical half life in humans is around three to four weeks. And so, those antibodies if given at a high dose to last for a couple of months. Reporter these are all considerations in developing a covid19 treatment as well as a vaccine. Sanjay, you present this as a potential bridge but at the end you talk about the waning antibody response sounds troubling. Is it troubling . What are the implications . I think that this is something that theyre definitely going to have to Pay Attention to, both on the use of antibodies as a therapy and the vaccine. But one of the thing that iss t coming out is antibodies with an indication of an immunity status and another thing of tcells and its something everyone has to Pay Attention to but its basically the core of the bodys immune response and what they have found is that even if antibodies start to wane the body has significant tcell reactivity and if exposed it can mount a Fast Response and start to build bodies very quickly again so even if the antibodies arent there the person may have significant immunity, john. I want the take on this amp. The president back taking questions at the white house. The white house says, though, at least as of this hour stay tuned but none of the members of the Coronavirus Task force invited at least coming on the air and some confusion about this. What do you make of that . Yeah. I spoke to dr. Fauci this morning and i was quite startled to hear that he didnt know what his status was going to be for the briefing. Going so far as to say a briefing not considered a Coronavirus Task force briefing. It is he is the guy and then ambassador birx and others are the ones to hear from about the path forward here. I will say this, john. I think this may be more of a subjective point but the idea of someone like dr. Fauci having to consistently go up and fact check and even contradict the president on a regular basis is tough. It is tough for anybody to do it. Hes certainly cape frbl a scientific perspective but that back and forth i think is quite a challenge for anybody including dr. Fauci so if theyre given plenty of time to talk, answer questions and to talk about Solutions Going forward i think it can be a great thing. Overall i think its important because hopefully it reminds the country that we are still in the middle of a pandemic. I think for a lot of people once the briefings went away people thought this thing is over now and hopefully that will at least adjust that sort of thinking. Testing delays are now complicating efforts to slow the coronavirus summer surge. The mayor Lab Quest Diagnostics say test results can take up to two weeks in some cases and seeing this across the country. Long lines at testing sites. With me now to discuss this, former cdc official, now the director of prevent Epidemics Team at resolve to save lives. Lets just start by listening to dr. Fauci here saying this is a problem to fix and quickly. I think the thing that we need to make sure if it occurs to correct it, to get the results of the test back in a very ample amount of time because if the test comes back multiple days later it kind of lessens the impact of why you are doing the test to begin with. So i think thats one of the important things to focus on. Help us walk through why that is so important. Why not just for me or you getting a test, of course, we want to know in 24 or 48 hours and not waiting 2 weeks the find out if we have covid but walk through the long wait. Yeah. Essentially if we take too long to get test results we miss the time when a person is infectious and not informed about the period of which they could transmit disease to others and dont find out that they perhaps had covid until after the period is done so theres a delay in diagnosis leading to ongoing spread and disease and need timely testing and a huge problem but we dont know how we are doing coming to test turnaround time. We looked at 50 states data dashboards and none report on this turnaround time. We hear media reports or anecdotes of delays in testing and dont have consistent standardized information and thats a huge problem. It is a huge problem because transparency helps if you can identify a problem, then you can direct public attention and resources to fix it. This is some if we look at the delays we know about the delays, quest says if these are sevenday average and the delays are northeast and south is the biggest problem with cases there, as well. I would ask the question in this context. We had testing issues at the very beginning in february and march and april. Here we are talking as we get near the end of july. Should this have been anticipated . Should they have ramped up . Should the federal i assume the federal government would have to be involved. Labcorp. And quest are private companies. Should there have been a significant ramping up . I think systems should have been prepared to deal with more tests. We are not at the level of testing we need in this country and anticipated hundreds of thousands of tests per day. We are still not at the level we need to be at and seeing capacity constraints because of it and test turnaround time and yes we should have ramped up the ability to process a lot of tests and get better information about the tests, whos getting tested . What groups perhaps arent tested enough . And then a distinction of the number of tests done and the people tested. We dont have good information on that so theres information about testing to be improved twae as well as our capacity to test. 8 positivity right now nationally in the testing data we have available to us. But if some of that is old meaning that the people being added to that or the negative co column from ten days, two weeks ago is that useful . What does it tell you . Test positivity is a useful indicator. To have eyes on the virus. So i think tracking that information over time is important and we have seen a rise in National Test positivity and also in some of the states exceeding 20 and some of the problem areas so looking at that information really to see where the hotspots in the country, changing over time, yeah, certainly delays are not ideal but that remains an important indicator. He checks on a middle aged covid patient and gratified by the progress. Real strong guy. Started out on some remdesivir coming into the hospital. Reporter but its a very different feeling as registered nurse walks into this room, this man is being treated in a specially designated covid you fit, not the icu but there is worry that he might end up going there. This patient has been here for two days and concern for anybody in the covid unit, but particularly for this man because he is very old. There you go, darling.
