The coronavirus summer surge is accelerating and fresh evidence today that the white house is well aware of the scope of the problem yet seemingly will not take charge. A new daily case record yesterday. More than 77,000 new infections reported. The surge also causing a spike in hospitalizations in many states. Deaths heading up in many states, as well. Yet its been tn days since the president of the United States held an event specifically to address the pandemic. And that was to tell schools to reopen despite any local coronavirus numbers. You get the scope of the challenge. Even if the president doesnt. 60 of americans disapprove of how the president is handling the Coronavirus Crisis and greater numbers say they trust little or nothing of what the president says about this pandemic. Now weve watched for months as the president ignores oris puts the science, cannot ignore the numbers and the trend. Thursday more than 77,000 new infections. This is one month ago. 23,000 new cases a day. This take last hour from dr. Anthony fauci. People keep talking about the possibility of a second wave in the fall. Thats a historic terminology related to another time and another outbreak. I think we need to concentrate on where we are right now because if youre talking about waves we are really essentially still in the first wave when youre having, you know, up to 70,000 new infections in certain areas of the country thats something you need to focus on right now as opposed to looking ahead at whats going to happen in september or in october. Thats sober take there going through the remarkable summer surge. Take a look at the numbers. Take a look at the new cases. If you come back here, again, 77,000 plus new cases yesterday. Right . The summer surge we continue to set records, the records as you go. Back to june 40,000 cases and then spiking up to 50,000 and we thought this was troublesome. See the trend right now as we go. 38 states heading in the wrong direction meaning more cases this week than last week and see 77,000 there. Obviously every day we count this number we are still counting today. Records coming to deaths. New records in florida this week. New records in texas this week and new records in South Carolina this week when it comes to deaths. Remember when the reopenings happened. Most governors say cases will go up but we have the Hospital Capacity and dont think the death rate will go up and starting to go up in the cases. Lets hope that that trend turns itself around soon. Records for hospitalizations, in california this week, in arizona this week and in georgia this week. Again that was the big question when you reopened. People go back to work and get back out in public and it was inevitable that cases go up. Everybody knew that. How fast . How many . Can you handle it . You are starting to see record hospitalizations in at least these states, some stressed in other states as we watch this play out. This horrible week as we close the work week. Another big debate this week, can children go back to school in august and september and Kaitlan Collins is live for us at the white house now. We were told to get some new cdc guidelines. Where are we on that . Reporter were not getting them. Certainly not this week because the cdc confirmed last night they were not ready yet which is interesting because the Vice President announced them last week and then again after the president had been so critical over that guidance for reopening schools and they were saying this week they were going to come out with the five new documents, more guidance for reopening schools and of course the time is critical here because some schools are set to reopen in a month from now. Four weeks from today and so the question still is when do we get the guidance . Could be next week, still something thats to be determined but a document we did get from the administration, not something released but obtained by the center for Public Integrity and thats the document, john, that was prepared for the Coronavirus Task force and it shows that over a dozen states they believe are in these red hot zones and should start rolling back the reopenings back to the more stringent measures with wearing a mask outdoors, no gatherings of ten or more people, closing bars, gyms. Things like that. It is the 18 states that are in this documents that was obtained by the center for Public Integrity and basically the threshold to be in the red zone is over the last week is over 100 new cases for 100,000 people in the pop laulation and theyr having a Positivity Rate over 10 . So that is the concerns that theyre looking at and the document not made public. Its really unclear why. You think this is the information they want people to have considering for reopening in general and reopening schools. Something that the president continued to push so its still unclear and the question is have they told these 18 states that theyre in this zone and that their got counties in the area and they believe that they should be changing the way they do things now . I covered the Clinton White house overlapping your tenure as Surgeon General and not a guy that loves to dive in politics, yet you joined former colleagues this past week and headline in the Washington Post essay. We ran the cdc, no president ever politicized the science the way trump has. You have felt compelled to step into politics and heard the white house, the cdc says it was going to have School Guidelines and delayed again. Theres a document presented to the white house Coronavirus Task force saying 18 states should roll back. It is not made public. The president of the United States has not had a coronavirus event in ten days. What does that tell you about federal leadership at this moment, sir . It tells me we have a reason to be very concerned. We have a reason to worry. Were facing a crisis situation going forward. We are in the middle of a crisis now. So it tells me we have serious problems. Serious problems. Listen here. One of the big debates in the country and it would be a debate for you if you were still at the cdc or still the Surgeon General is what do we do about schools . It is important if you can to get children back in schools. Listen to dr. Anthony fauci, the toppen feck shouse disease expert, someone you know well, last hour. The default position should always be we need to do as best as we possibly can within the framework of safety but the best we possibly can to have our default position to get the children back to school. Always thinking were going to do whatever we can to get the schools open and the children back to school but always remember that safety and the health of the children and the teachers comes first. Help any parent or anybody involved in education watching walk through this. If you were the Surgeon General or still the head of the cdc and you were sitting in a Coronavirus Task force meeting dealing with the question of schools knowing that 38 states having the surge at the moment, walk through it. Well, number one, i would be concerned that children need to go back to school. But i also would add the word safely as dr. Fauci said. Safety is really critical here. We should do everything we can to create an environment where children can go back to School Safely. But until they can go back safely then i think we will be irresponsible to push their going back to school. So i think thats what were facing. When can our children go back to School Safely . And i think it would be helpful, too, to get more information going through this. You are speaking to me today from atlanta and well aware of the case count in the state of georgia and that the mayor of your city and the governor are in a legal fight of masks and mandates. 39 states plus the District Of Columbia and puerto rico have a mask requirement and different from state to state, especially in a public place and cant keep distance from other people. Number one, what is your view in the state of georgia . Is the mayor right and at least the city should have the authority to mandate masks . The governor, some credit, he does go around the state with a mask and say i wont mandate a mask. What is your position . My position is that knowing what we know about masks and their ability to prevent the spread of this virus, we need to find a way to get as many people as possible wearing mask so that the dilemma is based on the fact that we all know that about the only thing we have now to use to prevent the spread of this virus effectively is the mask and so we should all be pushing for that. But then when it gets to the legal issues and should it be mandated, i think whatever it tac takes to get people to wear a mask now we should do it. How did you go through those issues working in the government . You want to focus on the Public Health, seencience and data and politics comes up and dealing with an election year. How did you try to break through . Well, first, let me say that i was both Surgeon General and assistant secretary for health at the same time. So that was a dilemma but clearly the health of the American People should always be the first issue. And we should not let other irses g issues get in the way of doing the best for the people of this country or georgia. We need a way of working out disagreements between the mayor and the governor but we should all be working with the health of the people in georgia in mind and especially the health of our children. Averages just over 1,900 cases a day for the past week. You see the trend there. We are also seeing in South Carolina you see the numbers there and the trend up. Rising hospitalizations. Yesterday the state reported its highest number of covid19 related deaths, 69 neworted deaths lag behind because it takes a while to confirm that the death was actually reko vid relatted, especially if the person had medical issues. 69 deaths over the past few weeks and the governor has been calling for School Districts here to submit their plans that must include inclassroom learning options and that was his opinion and not an executive order. The state superintendent is the one to approve or deny the plans. The deadline is today though the department of education here tells me about a quarter of the districts requested an extension to submit those plans. Greenville, for example, the Largest School district in South Carolina said they would like to submit on tuesday and plan to submit options ranging from all virtual to five days a week and everything in between. So far, we have not heard that any School District here has submitted plans that are virtual only. I want to read part of a statement from the state superintendent Molly Spearman saying in part School Leaders with Public Health experts are best positioned to determine how inperson operations should be carried out to fit the needs of their local communities. I remain committed the supporting them in this endeavor. And keep in mind that the state task force on reopening schools recommends virtual only for places with high disease spread and as of this week the States Health department actually says most counties in the state all but one are seeing a high rate of spread of this virus, john. You see the state trends in cases, in hospitalizations. We have some data provided by your team that also shows in the charleston area active infections going up that way. What is it . Is it a Single Source . Is it bars and restaurants . Is it large gatherings in churches or Public Places or a little bit of everything . I think its all of the above. Thank you, john, and greetings from beautiful and historic charleston. But what happened, not only here, but around the country, we opened back up. We didnt really follow the cdc guidelines. We were just so ready to get open and we thought we were going to a new normal but i believe most folks fell back into the old normal and we were preaching the measures of wearing a mask and distancing and unfortunately voluntary wasnt enough and led charleston, the city of charleston this week to put in a mandatory mask ordinance with teeth to it. If you come to charleston we want you wearing a mask. I will. So lets talk about where we are. I was hoping in march and april with the numbers in the northeast and you would hope talking to mayors across the country from a position of better strength and a low case count about opening schools. Instead in 38 states heading in the wrong direction right now your state heading up at a steep count but listen to the governor here saying schools will reopen and not up to you or your school board but up to parents. Parents need to have a choice. They need to say to their districts, whether they want to go with children to go in class five days a week or whether they want a virtual education. At home. It must be their choice. But we must have our schools available. Is that a workable approach in your view that leaving this up to parents, i can stay at home and im worried. I have to go to work, you must have the school open five days a week for my child. I absolutely believe that safety comes first and Charleston County we have our own School District and did a great job on planning to reopen in a safe fashion. They have already had to put off the opening date because of the case numbers here in charleston as you have shown. Theyre not where we want them to be. So im all for all inperson schooling and virtual and wait for the inperson until its safe and need to go back to those tenets or those values of the cdc that you wait until the numbers go down to make decisions about reopening and opening things up. Now back to the important breaking news. The Supreme Court justice ruth Bader Ginsburg is receiving chemotherapy since april. Shes been in chemotherapy for months. Thats right, john. I hope you can hear me clearly. She told me on friday that the cancer reemerged and undergoing chemotherapy treatment since may at the most busiest time of the recently completed court term and she told us all in a statement she is tolerating the chemotherapy well and is encouraged by the success of the treatment so far. She said, quote, i have often said i would remain a member of the court as long as i can do the job full steam. I remain fully able to do that. And she did demonstrate that at the end of the term but i have to say this is worrying. She said she began the course of chemotherapy after a bip opsy se lesions on her liver and the most recent hospitalization to remove the gallstones and treat an infection unrelated to the recurrence. As you know she has a history of four prior cancer ordeals. She was treated last august for p pancreatic cancer. In 1999 she successfully underwent surgery to treat colon cancer. She was treated for early stages in 2009 and as i said a recurrence last august. She is regularly checked for cancer. When i sat with her in her chambers in january she said she was cancer free. According to the statement, it was a scan in february that revealed that was then followed by a by opiniiopsies that revea liver issue. Stay with me. I am tolerating chemotherapy well and encouraged by the success of the Current Treatment and will continue treatment to keep the cancer at bay and am able to maintain an active daily routine. Throughout i have kept up with opinion writing and all other court work. I would remain a member of the court as long as i can do the job full steam and i remain fully able to do that. We are just learning this. Just more of your take because you mentioned the history. She has been a remarkable fighter of cancer repeatedly. The term badass is used to remove the tenacity of ruth Bader Ginsburg but this is more than significant. This is a big deal given the age and the history and the moment. Thats right. She is 87 years old. She is the senior liberal on this closely divided bench and if she were to feel the need to retire, any appointment by President Trump would seriously tip the balance of this court. Hes already gotten two appointees. And if he were to bring on a third this would be a much different Supreme Court. Much different to the law in america. Now you mentioned her resilience and there are two things about her coming to her health. She is vigilant about getting checked for cancer and vigilant in responding to any fever or chills which is exactly what happened earlier this week when she had when she went in to Johns Hopkins hospital in baltimore to check on a potential infection in a stent that had been inserted the year before related to the pancreatic cancer. She is on her own case coming to her health and shon her resilience but we have gone through many, many instances with ruth Bader Ginsburg and hope that she is exactly right and will continue to do the job full steam and concerning given where she is at. Thousands have scaled back or shut down with the hopes of opening again. The treasury secretary on capitol hill this morning. The administration supports using the existing money and topping it up with some additional money in that that will be discussed and allowing for a second payment to the businesses that are especially hard hit. I think what it underscores more than anything else is theres not a ton of agreement right now as Senate Republicans prepare to release the proposal. Small businesses, theres a recognition that significantly more aid is needed. It needs to be more targeted, to focus on the smallest businesses in particular businesses like the restaurant industry, an industry thats just crushed over the course of the last several months. We sold out every day. Reporter when she left the corporate job she couldnt have dreamed of how big of a hit it was going to be. We had lines down to the costco so probably two miles long and as if that opening day lasted a month and a half. Never in a million years could we have planned that it was going to be as crazy as it was, the demand surge for us upwards of 200 month over month. Reporter john, i think one of the key things to think about having spoken to dozens of Small Business onners over four months is the takeaway is we want to a chance. Right . This is not happening because of their own bad decisions. Theyre asking to stay afloat as theyre ordered to shut down and the shutdowns or rollbacks of openings have increased and doesnt seem to be an end to that as long as the coronavirus surges and i think even lawmakers on both sides who disagree about everything acknowledge that the Paycheck Protection Program didnt do enough for long enough and i think that what you see lawmakers trying to target over the next couple of days and weeks.
