Just driving around a normal day and then i hear the gunshots at least ten shots. I have one on the door and one went through and ricocheted right here through my wrist, and i cant get it out because it is a piece of metal. That is where my legs are when i am driving, and i am thankful for that all i got is a scratch with a metal piece in me instead of a bullet hole. And it all ended in the parking lot of a movie cinema. This played out about 300 miles from el paso where a gunman killed 21 people in a walmart. And now, this couple were driving when they pulled over to allow the emergency vehicles to pass, and it is when this mass shooting unfolded before their eyes. Oh, my god, he is fixing to shoot. [ bleep ]. Yall get down. Oh, my god. Cody, are you down . Are you shooting that over there . I dont know. I cant see. Oh, my god. I think that. They were not the only ones who caught the end of the chase on camera, and alex woods was right behind the Movie Theater when the shots rang out. With us now on the line from odessa, texas, is the man who recorded those amazing images, alex wood. Thank you for being with us. Yeah, no problem. This is a harrowing day for you and another awful day for the peoplef of texas, and first up, how are you . Are you doing okay . Yeah, man. Im still a little shook up. I am trying to wrap my mind around this, because i never thought that i would witness it. And this is a whole lot worse, because just four weeks ago, a mass shooting in el paso, texas, and have you processed this and had a moment the think all of this through . Yeah, just, i am a little confused why, like, why it happened. Like i know they had the one in el paso, but i never thought that it would happen here. I mean, it is a calm town. There is a loft peopt of peoplet seems unreal. Yes, unreal indeed. What struck me is how quickly you reacted to what was happening in front of you. I wanted to play the first few seconds of your video which we have. Listen to this. There is a shooting going on in odessa, texas. Oh, god, they are shooting right there. Oh, he hit the barrier. The cop just hit the barrier. Get down, get down. There seems to be no doubt no, hesitation, and you jumped into action. So can you explain where did that clarity of thought come from . From there, it was all adrenaline. Just my brain was not really thinking, but it was saying get it on camera, because people need to see what is happening. And plus, i would like to hand this footage over to the police and maybe it would help in their investigation. And i mean, looking at the video, it appears that there is quite some distance between you and the police and the gunman and often the camera phones can be deceptive, but in reality, how close were you . Could you see the final moments when the police opened fire on the gunman . Yes, in the video, when i, and it is hard to site, but when i said that the Police Officer hit the barrier, it hit the mail van that was driving and then he hit the barrier, and in that moment, the Police Officer jumped out of his vehicle and discharged his weapon into the drivers side of the mail van. And in that moment, i believe that is when the shooter was killed. Because there was a no more shooting and a silence over there. It is not shown in the video, but s. W. A. T. Did show up and they threw a flash grenade in the back of the van, and i assumed they did that to make sure there were no other threats hiding in there. Yeah. So, that officer, he was in his vehicle and somebody was driving and he got out, and he was sort of a garden variety Police Officer and not from some sort of Tactical Team or wearing the kevlar for example and just a regular cop who drew the sidearm. Is that how you saw it . Yeah, that is correct. He might have been highway patrol. He was not like, you know, like a s. W. A. T. Or anything, but he rammed into that mail van, and the mail van spun around and he jumped out of his vehicle and eliminated the threat. And with the regular sort of the police issue sidearm. Yes, a sidearm, pistol. When you are considering everything that this guy, you know, driving this mail van had done over the last couple of hours and the number of people he had kill and wounded this cop was incredibly brave. Yeah, absolutely. You know, wed like to thank the First Responders for the way they had dressed the situation. They put their lives on the line, and this cop was very brave for just jumping out of the vehicle and going straight to the threat to eliminate it to save lives. Wed like to thank you, alex, for capturing the images for us as well for the final moments, because it is important that everyone gets to see how this played out in the end, and we thank you for that, alex, thank you. Yeah, no problem. And the white house says it is closely monitoring the developments from texas, and the u. S. President tweeted this that the a. G. Barr is following the shooting, and we have not heard anything since. And the Vice President pence was to go on a trip to poland, but decided to suspend because of the hurricane. I spoke to the president and he is at camp david and he is closely monitoring the investigation and the mass shooting in odessa. Our hearts go out to all of the victims, families who had loved ones lose their lives. We commend this Law Enforcement in odessa for the swift and courageous response, but at the president s direction, we deployed the full resources of the federal government, and they are on site. The president spoke to the attorney general and the fbi is already assisting the local Law Enforcement in the investigation going forward, but, we will continue to monitor those events, but the president is fully engaged. The governor of new york, a state with some of the toughest gun laws in the country is demanding for the president to do something in the second shooting in texas in less than a month. Andrew cuomo tweeted this, how many more families will lose loved ones or how many tragedies before the leaders act. The bloodshed must end now. Do something. Okay. Here is the reporting that we have on the moments before this guy opened fire. The shooting spree appears to be around 3 14 central and 4 14 eastern when two Texas Department department of Public Safety troopers attempted to stop a vehicle on interstate 20 westbound and several shots were fire towards the trooper. And so without too few details burk was he ready for the confrontation or a spur of the moment thing . Well, yeah. I think that those are excellent questions. Why the police dont say the word routine. You didnt hear them say routine traffic stop. They were conducting a traffic stop. That could mean something very significant. The fact that this person was shooting out the back indicates to me that maybe desperation, but certainly not a plan to ambush these officers, because, he could have done better if he had planned it. I hate to say it that way, but it is kind of where i am going with that. So i think that it was some reason that they were stopping him besides the broken taillight. Yeah. And the routine, and we were talking about that earlier in the newsroom of why that was not in there, and also something that is standing out and doesnt seem right, it is not easy to shoot people from a moving vehicle into another moving vehicle and actually hit something, and this guy managed to do that and ditch the car and steal a mail vehicle, a postal vehicle, and again, that is sort of implies that this guy has had some experience. May or may not, and he may have trained, you know, a lot of the selfstyle survivalists and stuff, they go out the train, but believe it or not back in my old fbi days, we had a mass shooting in the los angeles area. The guy at that point changed all of the plans. He thought that he would die by police, but he car jacked Somebody Just like this happened, and then once he car jacked the person he went out and shot somebody, because of their race, and the person happened to be a postal carrier, so i mean, there is too many ironies in this for me, but i think that what happens is that you are going into the rampage thing. No matter what started this, he decided at the point where he right before he fired at the officers that this is going to be his final, final act, and he was going to make it big, and i think that is what we are seeing, john, you know, taking all of the politics and taking anything else out of it, i believe that one of the things that we are seeing is a almost like a cluster suicides, and we are seeing something happening a phenomenon where the people who are on the edge are taking strength from the people before them and saying, hey f they can go out big, i can go out big. Well, the suicide cluster theory is one that is valid and holds true when there is a number of suicides amongst a group of people and encourages more, and it is not a bad theory in some ways, but when it is coming to working out the motive, it is easy when the gunman leaves a manifesto and taken live and answers questions. Sometimes in vegas, no note, no manifesto and killed 58 people and took his own life and we have no idea where. Where is this investigation in whe there somewhere between the two points . I will give you my guess that it is closer to knowing what was going to go on. If it is the vehicle that was registered to him or the vehicle they expected him to be in, they knew who he was while the shooting rampage was going on, and even if he, even if they didnt know, all you have to do is to pop his fingerprints into an email and send it to the fbi and they will have him within minutes. So the police have known who he is since at worst minutes after the shootings, and once that happens, they are going to begin a basically writing his biography and they are going to start from the day he was born all of the way to the minutes leading up to the shooting, and they are going to find out his motives, his friendships, his online personality, all of these things that really make a difference now in investigating these cases. And i think that somebody like this who is 30 years old, ill bet you he has left something, and that is my blink on this. And so quickly from my understanding, and correct me if i am wrong, the same Fbi Field Office who is dealing with the el paso shooting is dealing with this one, and that is a heavy lift given all of the details of these two incidents put together. We know that the fbi guys are tough, but they are human after all, and what impact does this have . This is going to be very difficult and i would expect that the fbi is going to reinforce it with the agents from other offices. Okay. We hope so. Steve, thanks. We appreciate it, man. We are continuing to follow breaking news here in the United States. At least five people are dead and 21 injured after another mass shooting in west texas. The gunman went on a driveby rampage and opening fire from his car and after a traffic stop in midland odessa in texas, and it is about 400 kilometers from the scene of the el paso mass shooting four weeks ago. The attacker is identified a white male in the 30s. He eventually abandoned his vehicle and hijacked a mail truck. He was shot dead outside of a cinema cinema. To other breaking news, Hurricane Dorian is whipping up wind and surf in the bahamas in the coming hours. More than 70,000 residents and tourists are in the path. The deadly threat is the storm surge. We are speaking to the Deputy Director of the bahamas. It will start to stall, and sit down to 180 miles from the forward speed and we expect it to reduce as it is pushing farther to the west. The problem is that it is going to dump the heavy rains over the islands which has been receiving rain from the tropics for the past week or so, so that the grounds are saturated from the rains. Dorian will only add and exacerbate the rainfall situation. Well, after the bahamas, there is no clear idea where or if it is going to make the landfall in the u. S. , but coastal areas from florida to the carolinas have been warned it could be prolonged and damaging reveevent even if dori stays out over the atlantic. We go to Karen Mcginnis who is tracking the storm. So is this a situation bad or really bad . Exactly, john. That is a very good description of it. What we have seen, and we have another update from the National Hurricane center and very few of the parameters are changed. It is still category 4 and 150mileanhour winds and traveling to the west fairly slowly, but it is expected to slow down. What you dont see through all of this is that the central pressure has also dropped that. Tells us that there is some strengthening or maybe the reworkings of the innards of this hurricane at 150 Miles Per Hour, and it is now interacting with the bahamas. It will languish across the bahamas for the next better part of two days. The airports will be affected, hotels, guests, visitors are going to be affected and no boats should be out in this. Heed what they tell you to do. What i have noticed here in the last few hours is that the southwestern quadrant of the hurricane has eroded a little bit, and more than likely that is due to the interaction with land, and usually that is usually going to interrupt what is going on, but warm waters here, but it is going to be days. We will see the fluctuation, but overall, it is a major hurricane. All right. So the guidance is that from the computer models the next couple off days the same. Then we start to diverge again, and is that going to impact florida . It will probably with the Tropical Storm force winds, and currently Tropical Storm watches out right around vero beach down the deerfield park. What we anticipate over the next 24, 48 hours is this slog across the bahamas. And then gradually, that turns more toward the northwest, so will it move 30 degrees more towards the florida peninsula . Might it move in the trajectory that is more towards the north . This is going to be days long. So all of the way from the bahamas, and right around freeport all of the way to west palm beach, it is roughly miles, give or take or 160 kilometers and that is a narrow channel, and this is a broad system that it couldnt help but impact this east coast of florida. Landfall, we are still unsure. It is too early. I know that is fraustrating for people, john, they have put it together, and gotten the water and the cash and prepared the homes and it is frustrating to not know at this point, but we will keep you updated. We know what we know, and we dont know what we dont know. And karen, thank you for the valuable reporting. The bahamas is going to find out very soon how bad Hurricane Dorian is going to be, and if the residents are not in a safe place, it could be too late. Patrick oppenheim is reporting. The time has pretty much passed for bahamians where the hurricane is going to hit. We will seek refuge as we get into the night hours around Early Morning saturdays when we will begin to feel the effects of the incredibly powerful and slowmoving hurricane, and particularly dangerous, because the bahamian officials said that we could experience category 4 winds up to 48 hours, and that is going to bring devastating damage and storm surge up to 15 feet. Remember, we are in the island of the grand bahamas, and the highest point of land is 30 feet high, and other islands that are much more low lying and talking about the 15foot storm surge, you are talking about the homes washed away and incredible damage and danger to people who live in this area. So the Prime Minister of the bahamas on friday implored the people to listen to the government warnings and get out of the path. But this window is now basically closed at this point. People will have to shelter in place if they are not already in the refuge, and certainly the time to buy supplies and get gas and water has passed, because this hurricane is coming here, and if you are an island like this one where the airport has been closed and now it is too dangerous the leave, there is no escaping dorian. And the guess is that dorian is going to make a turn and avoid making a direct hit on the are florida coast, but still a threat of the coastal flooding and storm surge, and now we have a report from west palm beach. We are now under a Tropical Storm watch here in palm beach, florida, and we can feel the winds picking up and we have had a rain shower. That is why the hotels are passing out flower no fliers wi evacuation orders and ways to leave. People bracing for Hurricane Dorian. Reporter dangerous dorian is said to pummel the northwest bahamas and then the path is more murky, because the hurricane can make landfall anywhere from florida through the carolinas. We have to take it very seriously. Reporter the sunshine States Eastern seaboard could feel the impacts of the large and powerful storm. Lets not forget what happened two years ago in 2017 when Hurricane Irma was predicted to go up the east coast and at the last minute cut to the west coast and up from orlando to jacksonville. Reporter even if it is offshore, it can bring lifethreatening wind and storm surge and flooding to florida as early as next week. While we are told today it is looking more favorable of a northerly trend, we need to be prepared. The police say they have identified the gunman who fired from random from his car while speeding on the intertate as well as a highway. In all five People Killed and 21 others injured. One of the youngest victims is a 17monthold girl is listed in satisfactory condition. This is how the shooting played out. After the state troopers pulled over a gold honda, the driver pulled away and sped awayb and he continued to shoot at vehicles and at one point he ditched the car and stole a mail truck. Then the ending came at a parking lot of the Movie Theater where the gunman was killed. 2020 president ial candidates are taking to twitter to weigh in. Andrew yang says that we are the only country who struggles with gun violence at this level. Other countries respond to tragedy and we must as well, and our people deserve better than to be living in fear and struck down at random. We will do better for our children. Kamala harris says that keeping the midland Odessa Community in my thoughts and prayers and thankful to the First Responders who ran into this, and im sick of this and americans are thick of this and we have to act. And Elizabeth Warren said that we should not have to live with this near daily fear and horror. We have lost far too many to gun violence and Congress Must act now. Earlier, cnns ana cabrera spoke to Julian Castro who says this and every other mass shooting that happened in the United States shoi shows it is way pae for sensible and reasonable gun control. Our hearts go out to victims of the shooting tonight and their families and all of us have heavy hearts and thinking of them. It is also another very powerful reminder that we have to act. We have to act to stop these kinds of incidents. The most powerful moment of the last three weeks after what happened in el paso and in dayton to me came one or two days after dayton, and the governor of ohio was giving remarks about what had happened. The crowd that was listening to him, people who were from every walk of life and people i am sure of different political backgrounds began the chant do something, do something, do something. That is our responsibility to do something to ensure that people who shouldnt have weapons dont get them. And that certain types of weapons never get on the street. And we dont know all of the details of what happened today, but we certainly know what happened in el paso and dayton, and at Mother Emmanuel Church in charleston where i was yesterday and we know that we have to do something. Let me read you a part of the statement from Governor Greg Abbott who writes that the first lady and ri heart broken over this senseless and cowardly attack and we offer our unwavering support if the victims the families and all of the people of midland and odessa and goes on the say that i want to remind all texans that we will not allow the Lone Star State to be overrun by hatred and violence. When you are talking about doing something, anding action, what are you proposing specifically . What we need to do is to twofold. Cup number one, and although we dont know the details of this incident, we do know that extremism, and in particular White Supremacy is on the rise, and that is turning to violence in places like el paso and charleston and other places. So we need to give our department of justice and Homeland Security and fbi the tools that they need to root out that extremism before it turns into violence. Secondly, we need common sense gun safety legislation, universal background check, limiting the capacity of the magazines, renewed assault weapons ban. As your viewers know the ar15 has been unfortunately the weapon of choice of many of the shooters. Those are the weapons of war, and they dont belong on the streets. In addition to that, we need to do things like institute a sevenday waiting period for the purchase of a firearm and i would actually raise the excise tax on the guns and ammunition from 10 to 20 and use the 600 to 700 million that would garner in extra revenue every year to invest in gun violence prevention programs in low communal tis. We know what we have to do. The issue is who is going to have the political courage, the political will to do it. I think that republicans and democrats need to Work Together on this. That is true. It is also true as much as id like to believe governor abbotts words, this is a governor that champion and signed legislation that takes Effect Tomorrow eight new pieces of legislation that will make it easier for people to carry weapons in texas. So, you know, this time of the reckoning has come, and i believe it is a new era in the United States where people of different backgrounds are saying, do something, do something, do something. And i hope that we will. I will work like others will so that we will. As you are arguing on the gun control and ill quote directly from you that it is possible to have the common sense gun control and have the Second Amendment in place, and what do you say to the fellow texans who believe that a moment like this is exactly why lawful gun owners should be allowed to keep them ready and in more Public Places . You have had a shooter who drove ten hours to el paso knowing that he would go into the walmart with 2,000 to 3,000 people in there in the state of texas who allows open carry and conceal to carry and open campus, and he knew that he was going into the situation where many, many people were armed and ready. Castro mentioned that those new texas gun laws make effect sunday, september 1st, and that means that the licensed gun owners can legally carry weapons in places of worships, and guns do not have to be locked off of the school lots, and residents are not restricted from carrying on their property. And when the state Governor Greg Abbott signed the bill earlier this year and made it law, the nra boasted about the success it had about pushing through the members and telling it that all of them were to protect your Second Amendment rights. This is 2 41 on a sunday afternoon and the protesters are organizing at the city airport and asking people to block the airport, and so what we have seen so far at the airport is hundreds of protesters turning up to answer the call, and that they are building barricades, and this is a scene a short time ago. This is essentially what the protesters have been doing on a number of occasions at the International Airport and building the barricades and staging the sitins and causing major disruption, and the flights have been canceled for a number of days because of the protests like this, and again, these are the live images coming to us from hong kong and to the airport at 2 42 eastern time here in morning which is 2 42 there in the morning in hong kong, and so, how this develops, and it remains to be seen whether or not the officials or the authorities there will allow the sitin to continue. They took a hardline a week or so ago to end the sitins at the airport because of the disruption that it caused, but also we are told that the trainer is Train Services have been suspended because of the disruption of the protesters as well. It is seems they are chanting, and they are also getting ready for a long day and possibly a long night as well. This is coming after some of the worst violence in nearly three months of the unrest which happened last night. The police and the demonstrators clashed in a number of train stations late saturday, and at least 40 people were arrested in one train station alone and the police were using batons and the tear gas to try to clear the crowds. Cnns will ripley has the latest of reporting on the scenes of the barricades and tear gas. Reporter just as the Hong Kong Police dispersed one demonstration that way we walked down and found this. I thought that we were walking up to a rock concert or burning man, but there were laser beams and cheers from the crowd of thousands of protesters behind this barricade of fire that they have set up in the heart of hong kong and one of hong kongs busiest streets here, and shutdown by protesters who burned an umbrella. They set up barricades and obviously, there was enough propellant there, because this has been going on for some time. We have seen the protesters use the usual tactics, but this is one of the more dramatic things that we have seen. They have thrown the bricks at police, and thrown petrol bombs at officers and that i have fired back. Okay. I am not sure what that was, but we will get farther back from the fire. And the Police Officers have been using tear gas, and something that has been a main stay this summer, and also using Water Cannons and shooting out water with blue dye to try to identify the protesters who are sprayed with the water, because all of the gatherings here are illegal. The Hong Kong Police did not give a permit and the demonstrators came out anyway and smaller numbers and not the families that we saw at the park, and these are the people who are out here and ready to fight, and that is exactly what they are doing here on the streets of hong kong. Troopers pulled him over and he sped away. At one point he abandoned his car. He was eventually cornered in the parking lot of a Movie Theater. This subject was contacted by Law Enforcement. And an exchange of gunfire happened, and that subject is deceased. And witness alex woods caught the end of the rampage on his cell phone camera. Theres a shooting going on in odessa, texas. Oh, he hit the barrier the cop just hit the barrier. Get down, get down, get down. Get down. Stand still. Hes shooting him, hes shooting him. Oh, he killed him, he killed him. . We. Were watching a shooting happen. Former assistant secretary julia is with us. Not all Mass Shootings are created equal. The Mass Shootings in el paso, texas, four weeks ago, that appeared to be borne from a white nationalist. This one started from a traffic stop. Theyre trying to piece together what happened and why and motive. Motive and Mental Illness and all these issues are relevant. We want to know who this man was, why was he pulled over, why was his reaction not only to kill Police Officers but to go on this rampage. All very important. But if you just put the summer of you and i being on late at night on saturday night together, the common theme is obviously the accessibility of weapons that can kill lots of people very quickly. So we tend to have a reaction to say el paso, and oh, we have to make the home depots or the walmarts, you know, safer, and we have to secure places, schools or arm teachers. But when you, given the you uniqueness of each attack, this one basically done from the road, almost impossible to warn people to get out of the way. We really do have to recognize that the capacity to kill very quickly is a uniquelyamerican phenomenon. Because you know, unlike other shootings, it appears that this guy, you know, hadnt been stockpiling ammunition for weeks and weeks and weeks. He wasnt wearing kevlar or camouflage gear. It may have almost been at random. But even so, he had an incredible amount of ammunition for a saturday afternoon drive. Thats exactly right. So, and he had it accessible from the drivers seat. Thats the most important thing. He gets pulled over. The Police Officers approach him and hes able to shoot them and go on this rampage. Based on my experience, if someones trying to evade Law Enforcement, they may go after Law Enforcement. But this rampage he did against innocent drivers on the roadway, that is unique, that suggests either someone who had some intention, some, some sort of motivation that that was going to be his exit out. Because he eventually gets killed. That is unique, and thats whats sort of scary about this incident. Because, remember, the people who approached him first were armed. So this notion that if we arm more people the nation will be safer is belied by the facts. If arming people made us safer, the United States would be the safest country on earth, its just not. I wonder if he was listening to rock metal and playing video games. Two small American Cities are sent into lockdown. The only information coming from officials was basically, dont go outside. Once a lunatic like this has carried out an attack like this, is it a safe bet there will be another and another and another . And the creativity will be that much more. Because essentially, theyre just, once you harden one thing, right . Theyre going to go to the softer thing. In this case, its people traveling on a saturday during the long weekend. And the challenge from the Law Enforcement perspective, lets say he walks into a walmart, someone walks into a walmart or a big institution. Normally, they would have communication protocols in place. They would have active shooter protocols in place. You can notify people whats going on. If you are in a car, how are you going to know that the car coming behind you is actually someone whos armed. So your only choice as a Law Enforcement, someone trying to protect the public is everyone off the roads, and thats just not sustainable, honestly, as an open country. More than 70,000 people there are directly in the path of the storm. Earlier they were urged to go to shelters while they still could, while its still safe. Right now its still not known for certain when, where or even if dorian will make landfall on the mainland United States. Residents of the east coast have been told to prepare for the worst. Even if the storm makes a sudden turn to the north and does not make landfall the storm could still bring major damage from flooding as well as storm surges, so everyone there is being told to prepare for the worst, regardless of where this storm ends up crossing or not crossing onto the u. Welcome to viewers here in the United States and around the world. Im George Howell at the cnn center in atlanta. And we start in the state of texas. The cities of midland and odessa, the latest mass shooting that took place in that state, the shooting leaving at least five people dead, 21 others injured after a gunman started firing from inside his car. This happened on saturday. You see one of the scenes here, and it is a large scene there between those two towns. The attack started after the Texas Department of Public Safety troopers initiated a traffic stop. The gunman pulled a rifle, wounding a state trooper. And after that he drove off and continued firing, eventually hijacking a mail truck. The rampage ended when the shooter was cornered and killed by police. A man who knows one of the people shot spoke with cnn affiliate kosa. He said that his friend actually had saved his life, performing cpr on him months earlier. All i know is that they were on their way home, him and his wife, and he got shot. I guess it went through the door of the car and shot him right in the, his side. And my shop foreman is in there right now, and he said his wife was just covered in blood, but he had made it to the hospital still talking and breathing. He was way out there in mission dor ah dough, in that area, i guess when it happened. Just dropped to my knees and hit my head on the floor and started praying like you wouldnt believe, saying, you know, this cant happen to him. He saved my life. Id trade my life any day for his. And the story of two witnesses. They were driving when they pulled over to allow emergency vehicles to pass them and it was then that it played out in front of them. Oh, my god, hes fixin to shoot. Get down. Oh, my god. Cody, are you down . Is he shooting at that man and lady right there . . I don. I dont know. I cant see. Oh, my god. I think they, that looks like a so we have a lot of video that we can look at. We have few details. Lets talk about what we do know at this point, with steve moore, a retired supervisory special agent for the fbi joining us this hour in vancouver, canada. Good to have you. Good to be here, george. Good to have you, because we need some insight here. Look, weve seen too many of these Mass Shootings, steve. Its noteworthy to point out that some of the key differences about this one are very clear. The gunman seemed to have a rifle ready. He didnt fully stop his car when instructed to do so by texas dps troopers, and he started firing. It raises the question, steve, as to whether the gunmans actions here, do you see it as spontaneous . Or could he have been waiting for a moment like this . I think he was probably, you know, based on what ive seen, not expecting this to happen. I think if he had planned an attack, planned this to be the initiation of his attack he would have planned in a more efficient way. And, as, as horrible as it is to say it that way. He could have been, he could have put a much more efficient ambush on, and i think, to me, it smacks of somebody who had realized that, you know what . If they pull me, if they arrest me, its over. I cant go forward with this, with life. And had decided to end it all at that point. The weapon here, to fire a weapon while the vehicle is moving, because, again, he didnt fully stop that vehicle. It does yes, maam pimply a lev here, doesnt it . Yes, it does. It doesnt necessarily mean he was military trained, although it could. But it, you know, you can get that kind of training in a civilian world. But shooting and driving and hitting things is not easy at all. So he was either at very close range or very well trained. I spoke with one mass shooter after his capture. This guy was shooting thousands of rounds of ammunition a week to, to, and he had become a very good shot. And thats frightening. You know, i heard you talk about this with my colleague john vause in an earlier hour. You mentioned that it was also noteworthy to hear that the officials never described this as a routine traffic stop. Yeah. And also according to Odessa Police, the Department Spokesperson there, he said he had an idea of who the gunman is. Yeah. Officials at this point not releasing his name. So, steve, from those two lines, can you glean anything from that . Yeah, you hit the nail on the head. Just reading in between the lines of how police talk, how police think, how we Law Enforcement people think, they would, i believe, have said a routine traffic stop, to emphasize how surprised and how unexpected this was. But they dont use the term routine. And that, to me, leads me to believe that he was being stopped for a particular reason that may have been part of this entire thing. Maybe not in the way they expected. And at this point, i mentioned this at the top of the broadcast, between mid land and odessa, theres i20, and theres quite a scene here that investigators will have to go back and comb through to speak to witnesses. Where does this investigation proceed . Where does it pick up from here . You know, youre really going to have to break it down and into bitesized pieces the different departments can hammedle. Because mid land and odessa are fine departments but they dont have enough people, pure and simple, to handle a crime scene this large and this spread out. I would probably assume that theyre going to give tags to dps, theyre going to give odessa and midland any crime scenes in their jurisdiction, and i believe that theyre going to be utilizing federal resources as much as possible. And thats a big, thats a big advantage for them if they can leverage those. Steve moore with insight and per spe perspective on this. We appreciate you. Thank you for having me. The president routinely speaks very ambitiously about passing some sort of gun control legislation, even talking about comprehensive background checks at times. Frequently that changes as days pass and he speaks directly to the leadership of the National Rifle association. The governor of new york right here, demanding President Trump do something after the second mass shooting in less than a month there in texas. Andrew cuomo tweeted this at the president. Quote, how many more families will lose loved ones. How many more communities will be torn apart, how many more tragedies will it take before leaders act, the bloodshed must end now, do something. Democratic president ial candidates are also weighing in to this. Joe biden tweeted this. Im heartbroken, sickened and angry, weeks after the horror in el paso, another community in texas has been terrorized by gun violence. Enough. We must end this epidemic. And beto orourke was a bit more blunt about it. Dont know what the motivation. Dont know the firearms that were used or how they acquired them, but we do know this is [ bleep ]ed up. We do know [ applause ] that this has to stop. There is no reason, there is no reason that we have to accept this as our fortune, as our future. As our fate, and yet functionally, right now, we have. And senator cory booker saying this. Beginning on day one in office, i will take executive action to reduce gun violence, closing dangerous loopholes in gun sales, cracking down on gun manufacturers and investing in communities impacted by gun violence. Keeping in mind, this shooting came just a day before texas put new laws into effect. And here are what some of those laws mean. Licensed hand gun owners can now legally carry weapons in places of worship. While schools can no longer prevent licensed gun owners from storing a firearm in a locked vehicle. On a School Parking lot. Both the weapon and ammunition must be out of plain sight and landlords, now they cant stop residents from lawfully possessing, carrying or storing a firearm on their property. At least five people are dead there, 21 others injured after a mass shooting that took place on a highway there between midland and odessa. The gunman went on a driveby rampage, opening fire from his car after a traffic stop. And for some context here, this happened just four weeks after the massacre in el paso, texas, which is in the same state, around 250 miles or 400 kilometers away from midlandodessa. Police eventually cornered the attacker and cornered him outside a Movie Theater. The shooters identity has not been released. We only know he is a white male in his 30s. Well continue to follow this developing story and bring you anything more that we learn. All right, now tracking Hurricane Dorian. It is set to start kicking up winds and surf in the northern bahamas. In just a few hours time, more than 70,000 residents and tourists are directly in the path of this monster category four storm. The greatest threats are deadly storm surge and flooding. Basil dean is the Deputy Director of the Bahamas Department of meteorology. We spoke with him by phone a short time ago as the storm is getting closer. Caller we anticipate it will stall and has already started to. Its now down to 8 Miles Per Hour in terms of its speed, and we expect that to reduce further as it continues to push towards the west. And the problem with that is that it will continue to dump heavy rains over these islands, which have been receiving rainfalls from a trough that has been over the bahamas now for the past week or so. So the grounds already saturated from these rains. And dorian will only add and exacerbate the rainfall situation. And then once dorian leaves the bahamas, theres still no clear idea of when it might make landfall in the United States, if it even does make landfall. But coastal areas from florida to the carolinas are being warned it could be a prolonged and damaging event, even if dorian stays over the atlantic. Our meteorologist, kara mcginnis is on deck in the International Weather center. Yes, and george, things are rapidly dough tear greating across the bahamas. This is the water vapor imagery. Strong winds, heavy rainfall. Before its all said and done, the better part of the next two days there could be between ten and 15 inches of rainfall. Some locally heavier amounts, and were looking at a storm surge maybe 15 feet on some of those eastfacing beaches. So we are in the danger zone as far as the northern bams bahamas are concerned. Freeport bahamas is right here. Something under 100 miles from freeport to west palm beach. And will the florida peninsula be hit or landfall from dorian . Well, its really too early to tell. Youre not out of the woods yet here along this east coast, but you are definitely in for potentially catastrophic damage across the northern bahamas. Already, 150mileperhour winds. We have a very strong category four hurricane. What is getting my attention is this southwestern quadrant down here looking a little rough, a little bit of dry air intrusion perhaps, but it is still concentric Eye Associated with dorian. Its moving towards the west, but we think its going to slow down. For, as i mentioned, about two days, and then sort of stall here and make that turn more towards the northwest. But depending on just what degree it moves in that northwestern vicinity depends on what will happen in florida. We heard about gas stations out of gas. People had been boarding up. They are securing their homes. All of their loved ones taken into account. Also we could see Tropical Storm, possibly hurricaneforce winds along this east coast of florida. So you are not out of the woods. Nor is coastal georgia, nor is coastal South Carolina. Or North Carolina. And the computer models are suggesting even as we go into thursday and friday, george, well still be talking about this remarkable and ferocious hurricane. Well have to keep an eye on it, karen, thank you. So usually your Organization Goes in to help people after these storms pass, but in this case, chef andreas, you will be riding the storm out as well, correct . Yeah, here we are. In nassau. In the bahamas. We were trying to get to freeport, but the airport was closed. Around 12 00, 2 00 p. M. Today. Here we are making sure that we are coordinating with the government of the bahamas, to the Prime Minister and gathering food and learning about everything we can learn about where we should arrive once the hurricane passes, you know, in the north of freeport and the island. We are here getting the teams and volunteers ready to go in and feed anybody who may be in need of food. As your team gets to work, what exactly will you do in those hours after the storm, and how will you serve people . Listen, we are an organization that we are a lot about software not about hardware. Our plan is very easy, lets feed anybody whos hungry. We have great plans in the bahamas, one of the great resorts, i have a restaurant here. But theyre great partners, they only care right now about helping any person in the bahamas that may need help. So theyre giving us a lot of support. And what we do is simple. We already have many partners, obviously, in abaco, in the secondbiggest city, in freeport. We already know where were going to arrive. We already have assets like food. We have water. We will be bringing more food and water with us. The government of bahamas has many shelters in both islands, in the north. And hopefully well go there and well support the people on those shelters and anybody else that may be in the island in need of food and water. Thats what we do. Thats who we are. We are many chefs, and thats what we do. We believe that use adapting and feeding one person at a time, one plate at a time. We can solve an issue. And we are looking right now, chef andreas, we see the storm getting closer and closer to you. I want to raise this tweet that you shared on your twitter feed a short time ago. You said Hurricane Dorian threatens disaster as Tropical Storm warnings are issued. Were here ready to support the bahamas government with the help of clinton global, bill clinton leadership. What do you frequently see . How desperate are those people in those hours after the disaster . Well, listen, every hurricane is different. And this hurricane, you know, its going to be a long one. Its going to be a hurricane that were going to be following for days. Already weve been following it almost for the last week. We had teams. Some of these amazing people behind me, theyve already been in puerto rico. We were expecting a big hit in puerto rico. At the end, luckily for everybody in that island the hurricane moved north and puerto rico somehow is being saved. So the entire team went to florida. And we began getting ready. We thought the hurricane was going south to florida, almost going to the keys. But as we see now, its moving north and east, and so we have the entire teams in florida that is moving north and almost getting ready also to answer to South Carolina and North Carolina and who knows, even north of that. But right now, we felt that we had to be right here in the bahamas, helping the great people of bahamas. And thats what we do every time because sometimes a disaster is so big that even if the government prepared for everything chaos happens. And what we do very well is adapt to chaos and able to assist anybody who may be in need of food or water. Thats what usually we do. We wait, but we keep moving nonstop. It is an interesting and important organization, the work that you do to go into these places and at scale help so many people. This is cnn breaking news. The breaking news in west texas. Odessa, texas, at this hour. Police are investigating yet another mass shooting. For context here. The shooting happened just four weeks to the day after another mass shooting in that state, in el paso, texas. In this case, the gunman killed five people, wounding 21 others. According to police, they have an idea now of who the shooter is but not releasing his name at this point, only saying that hes a white male in his mid30s. The attack started when a trooper stopped the car. Once the car was pulled over, the driver opened fire and then took off. And as he drove he shot more and more victims. At one point, the shooter ditched his car and stole a u. S. Postal service mail truck and kept going. He was eventually cornered in the parking lot of a Movie Theater, cornered and killed by police. The subject was contacted by Law Enforcement, and he, an exchange of gunfire happened, and that subject is deceased. And the investigation certainly under way. Cnns Paulo Sandoval has more. Reporter authorities saying two of their state troopers were attempting a traffic stop on interstate 20 when the lone okay pant of that vehicle before the car even came to a stop grabbed a rifle and aimed out his rear window and opened fire, wounding one of those two state troopers. Well, that gunman, authorities say, then fled and then began shooting randomly at other innocent bystanders, wounding several people, that includes three additional officers, one with the Odessa Police department and one with mid land. He was cornered outside a Movie Theater and Entertainment Center where he was shot and killed by police. As for the injured, we can only tell you what the Medical Center Health System has confirmed, that is that they treated 13 people, one died from their injuries, and at least ten others remain hospitalized right now. That includes a pediatric patient, were told, one of the younger survivors of the shooting who had to be airlifted and is being treated at an area hospital in dallas, texas. We do understand two people have been treated and released. As for the officers injured, the state trooper is in serious but stable condition. As for the other two officers, they are expected to recover from their injuries. Investigators still trying to determine more about the gunman. They have not officially identified this individual, only saying that he is a white male in his 30s. Authorities still trying to investigate a possible motive and why he opened fire on those state troopers. But it is important to point out that this shooting happened exactly four weeks after the deadly shooting in el paso, texas. Paulo sandoval, cnn, new york. Earlier, my colleague, john vause spoke with one witness to this shooting, alex woods, who was right behind the Movie Theater when he heard the shots. Listen. This has been a harrowing day for you, and another awful day for the people of texas. First off, how are you . Are you doing okay . Caller yeah, man, im a little shook up. Im just trying to wrap my mind around this, because i never thought i would witness it. And this is a whole lot worse, fiour weeks ago there wa a shooting in el paso, texas. Have you taken a minute to think all this through . Caller im still confused, why it happened. I know they had the one in el paso. I just never thought it would happen here. I mean, its a pretty calm town. Theres a lot of people and all, but it just seems very unreal. . Yeah, very, very unreal indeed. What really struck me was how quickly you reacted to what was happening right there in front of you. I want to play just the few seconds of your video. Listen to this. Theres a shooting going on in odessa, texas. Oh, god, theyre shooting right there. Oh, he hit the barrier the cop just hit the barrier get down, get down, get down. There seems to be no doubt, no hesitation. You just jump into action. Can you explain where that clarity of thought came from . Caller from there it was all adrenaline. My brain wasnt really thinking. It was just saying get it on camera, because people need to see what is happening. And plus, id like to hand this footage over to the police. Maybe it would help in their investigation. And we look at the video. It appears, you know, theres quite some distance between you and then the police and the gunman. But often camera phones can be deceptive. In reality, how close were you . Could you see the final moments when the police opened fire on the gunman . Caller oh, yes. In the video, when i, its hard to see it, but when i said the Police Officer hit the barrier, it hit the mail van that was driving, and the barrier. And in that moment, the Police Officer jumped out of his vehicle and discharged his weapon into the drivers side of the mail van. And in that moment, i believe thats when the shooter was killed. Because there was a, no more shooting, and it was a silence over there. Its not shown in the video, but s. W. A. T. Did show up, and they threw a flash grenade into the back of the van. I was assuming they did that to make sure there were no further threats hiding in there. Yeah. So that officer, he was in his vehicle, there was someone driving, and he got out, you know, was he sort of regular garden variety Police Officer . He wasnt from some sort of Tactical Team, he wasnt wearing kevlar for example, he was just a regular cop who drew his sidearm. Is that how you saw it . Caller yeah, thats correct. He might have been highway patrol. He was not like, you know, like an s. W. A. T. Or anything. He just rammed into that mail van, and that mail van spun around and he jumped out of his vehicle and eliminated the threat. Just with his regular sort of police issue sidearm. Caller yeah, pistol. When you consider everything that this guy who was driving this mail van had done in the last number of hours, the number of people he killed and wounded, this cop was incredibly brave. Caller yeah, absolutely. Wed like to thank the First Responders for the way they addressed the situation. They put their lives on the line. And this cop was very brave for just jumping out of his vehicle and going straight to the threat to eliminate it, to save lives. And wed like to thank you, alex, for capturing those images for us as well to see those final moments. As we say, its important that everyone gets to see how this all played out in the end. And we thank you for that, alex, thank you. Caller yeah, no problem. And, again, the suspect was killed at the synergy Movie Theater in odessa, and kosa affiliate was in the middle of all this. Their studios are located in the mall where that theater is. This is when people started running, anchors had to leave the set and continued to report offscreen before returning to air. There are more officers with guns in here. I just saw them. This is still active. I just saw three deputies coming by with guns drawn. We dont know if prance someoere is in here. Police there say theyve identified the gunman who shot people, people and officers, from his car then stole a mail truck and continued the spree of chaos. This is the scene there in odessa, texas. The gunman killed five people and left 21 others injured. One of the youngest victims, a 17 month old whos now listed in satisfactory condition. Heres a look at how all this played out. A state trooper pulled over a gold honda. The driver then opened fire and took off. As he drove off he gunned down more victims. Along the way he ditched his car and hijacked a mail truck. Police caught up with him at a Movie Theater. Thats when the shootout happened and the gunman was killed, bringing the rampage to an end. Were also following another story in hong kong, another day of protests there. Demonstrators holding an unauthorized rally at the International Airport. This video taken from earlier in the day. Police telling them to leave immediately. They tweet thed that they point laser beams at workers. Crowds are coming together outside the terminal building. Theyre not allowed inside that building after earlier demonstrations caused massive flight disruptions and descended into violence. Already the government has suspended the airport express train. The demonstrations follow a night of some of the worst violence seen in hong kong in these nearly threemonthlong protests. Take a look. Police and demonstrators clashed in a number of train stations late saturday with police using batons and tear gas to try to disburse protesters. 40 people were arrested in one station alone for criminal damages and illegal assembly. One of hong kongs busiest streets here in won chai, shut down by protesters who burned an umbrella. They set up barricades, and obviously, there was enough propellant there, because this fever has be fire has been going on for quite some time. This is one of the more dramatic things weve seen. Theyve thrown bricks at police, petro bombs at police and police have fired back. Okay. Not sure what that was, but well get a little further back from the fire. Police officers have used tear gas, something thats been a mainstay this summer and using Water Cannons, shooting out water with blue dye to identify the protesters who might get shot with the water. All these protests are illegal. Demonstrators came out anyway. Smaller numbers. Not the families that we saw out at the park. These are the people out here ready to fight. The gunman went on a driveby rampage, opening fire from inside his car after a traffic stop near midland and odessa, texas. Only about 250 miles or 400 kilometers from the scene of another mass shooting in el paso, texas, just four weeks ago. In this case, the attacker has been identified as a white male in his 30s. He eventually abandoned his vehicle and hijacked a mail truck. After a shootout with police, he was cornered and killed outside an odessa Movie Theater. Do something to ensure that people who shouldnt have weapons dont get them, and that certain types of weapons never get on the street. And we dont know all the details of what happened today. But we certainly know what happened in el paso and dayton. And at the church in charleston where i was yesterday. And we know we have to do something. Let me read you a part of the statement from Governor Greg Abbott who writes the first lady and i are heartbroken over the senseless and cowardly attack and we offer our unwavering support to the victims, their families and all the people of midland and odessa and goes on to say we will remind all texans that we will not allow the lonestar state to be overrun by hatred and violence. When you talk about do something, when you talk about taking action, what is it youre proposing specifically . Caller what we need to do is two fold. Number one, although we dont know the details of this incident, what we do know is that extremism and particularly White Supremacy lahas been on t rise and thats turned into violence in places like el paso and charleston and other places. So we need to give our department of justice of Homeland Security and our fbi the tools that they need to root out that extremism before it turns into violence. Secondly, we need common sense gun safety legislation. Universal background checks. Limiting the capacity of magazines, a renewed assault weapons ban. As your viewers know, the ar15 especially has been unfortunately, the weapon of choice of these shooters. Those are weapons of war and dont belong on the streets. We need to do things like institute a sevenday waiting period for the prchl purchase of a firearm, and i would raise the excise tax and use the money that would garner in revenue every year to invest in gun violence prevention programs in local communities. We know what we have to do. The issue is whos going to have the political courage, the political will to do it, and i think republicans and democrats need to Work Together on this. Thats true. Its also true as much as id like to believe governor abbotts words, this is a governor that championed and signed legislation that takes Effect Tomorrow, its neight ne pieces of legislation that are going to make it easier for people to carry weapons in texas. This time of reckoning has come, and i really believe its a new era in the United States where people of different backgrounds are saying do something, do something, do something, and i hope we will, and im going to work like others will. So as you argue on gun control and ill quote directly from you, that its possible to have common sense gun reform and still have the Second Amendment in place, what do you say to your fellow texans who believe a moment like this is exactly why lawful gun owners should be allowed to keep them ready and in more Public Places .
