uphill battle for president biden heading into 2024. the president facing negative approval ratings and widespread concerns about his age. and ading to headaches to the white house, the special counsel investigating the president's son hunter biden plans to seek an indictment against him on gun charges by the end ofrt month. donald trump also facing continued legal challenge this is morning. one of his aids is flipping on him. an i.t. worker threatened with prosecution in the classified documents case is now cooperating with prosecutors. new this morning, double manhunts in washington, d.c. and how that pennsylvania fugitive broke out of prison. and new overnight, the boss postponing his september concerts as he deals with peptic ulcer disease. "cnn this morning" starts right now. this just in. we have brand new polling this morning and the numbers are rough for president biden. it could spell trouble for democrats and the president's hopes for reelection in 2024. still early, but biden's aremoval rating has sunk to 39%. close to 70% democrats want the somebody else to run for president. the president's approval among democratic voters, that's slipping. >> these are all very troubling for the white house. this new cnn poll shows no clear winner between president biden and all of the leading republican presidential candidates in these theoretical matchups except for nikki haley, who leads president biden by 6 points. donald trump, 1 point ahead of biden. this all comes just hours before president biden heads off in a big foreign trip to meet with world leaders at the g-20 summit in india. we want to get straight to david chalian to break down all of this new polling. we always say a poll is a snapshot, but this is a snapshot that's ugly on several fronts for president biden. what do americans think about how he's handling his job? >> 14 months away from his reelection effort here when election day happens, and this is a rough snapshot. you noted his approval rating is at 39%. 61% of americans disapprove. this is a brand new poll. look at that approval number over time. since the spring, he's been hanging out in this very low, troubling approval rating. it really has not fluctuated all that much. take a look by party. you noted among democrats, his approval rating is down a bit from where it was in july. he's at 74% among his own party faithful. independents, holding troublingly low for the president at 36%. obviously, single digits among republicans. and look at how biden stacks up against all of his modern era predecessors at this point in their presidency. going to draw a line here to show he's hanging out in this category with trump and carter. something about trump and carter, they lost their reelection efforts. >> that begs the question about the mood in general of the country. did we get numbers on that? >> it's a sour mood out there. it really is. which is hard news for an incumbent. only 30% of americans think things are going well in the country. 7 in 10 americans say they are going badly. you noted earlier, 58% of americans say that joe biden's policies have worsened economic conditions. that's a majority there. this is why you hear them talking about bidenomics and trying to get that number lower. >> it makes you think was it right to label it bidenomics. >> he has to convince americans he's improving the economy. and look at these attributes. he doesn't have majority support on any of them. a third of americans say proud to have as a president and down here 28% of americans only say he inspire confidence. >> this is going to nationally bring fort the booitdennism of don't compare me to the al almighty, compare me to the alternative. >> is you heard that before? >> so first, let's look among democrats. this is among democrats and democratic-leaning independents. this number is troubling. a third of democrats want joe biden as the nominee. two-thirds of his own fellow partisans would like a different candidate. what is the concern here? we asked the question what is your biggest concern as biden as a presidential candidate? 49% of democrats and independents say age. 7% say health. and then we broaden it out, we asked everyone. are you seriously concern ed tht biden's aim might negatively effect his ability to serve. three quarters of americans seriously concerned about that. nearly three quarters of americans seriously concerned that it negatively impacts his mental and physical competence. 68% concerned he understands what the concerns are of the next generation. >> how csignificant are those numbers? if this is democrats? >> this is everyone. but this is what he's entering into a reelection campaign. this is the backup to that. so that explains when we look at these hypothetical matchups against the republican candidates why joe biden, everything we just said, this is why it's a margin of era race. except for one candidate, nikki haley, the only republican who is actually besting him outside the margin of error. everybody else here is in a margin of report race. >> real quick. we have a millions questions to ask you. that's a pop for haley in terms of the difference there. >> i think this is coming off what was seen as a good debate performance for her. she is one of the republican candidates trying to make an appeal a bit broader than just the base play. i think you saw that in her approach in some of the answers on the debate stage. perhaps that's what we're seeing there. >> it's really interesting. we have a million and one questions for you. we have a lot of polling ahead. also this morning, new developments in the tight timeline for the sweeping georgia election interference case. the presiding judge rule ing th defendants pro-trump lawyers sidney powell and ken chesebro will stand trial together in october. october 23rd, that denied their motion to sever their cases from one another. as for the rest of the defendants, including former president trump, the judge did say he was skept call about the district attorney's hope to try all 1 defendants together next month. listen. >> if we can press compress our timeline to 40 something days, our ability to weigh those and think through these issues, it just seems unrealistic to think we can handle all 19 in 40 something days. >> sara murray has been following every single step of this case. how might the judge choose to break up this case based on your reporting? >> first of all, he seems pretty clear he's happy to have folks that want a speedy trial go to trial quickly in october. that's what he decide d with sidney powell and chesebro. he was not moved by their arguments they tried separately and decided from the bench, which is somewhat unusual, they would go forward in october he was much more reticent that everyone should go ahead together in october. you heard him say it sounded unrealistic, and part of his commentary was the logistics of trying 19 defendants at the same time in this 40-daytimeline. but also this issue they are having with a number of defendants, including former chief of staff mark meadows who are are trying to move their case to federal court. he expressed concerns about just barrelling ahead with a trial of everyone in the state court while these challenges are playing out. he did indicate he's going to have another hearing on this matter next week and hoping to issue some sklking orders soon. he wants to try to rangel and organize the rest of the defendants quickly. that's also partly because of the length of a potential trial. the district attorney's office said they expect it would take four months to try this case. it would include 150 witnesses and all of that is excluesing jury selection. >> there's also this development that's really interesting in the classified documents probe, the mar-a-lago probe. people learned his name and the superseding indictment. a deal to cooperate s that a big deal for trump and the team? >> reporter: that's one of the big questions that police haven't answered is how exactly did the 30-year-old manage to escape from the hospital behind me. we know that he's about six feet tall. he has a prominent w tattoo on his neck. it resembles the washington nationals logo. he had been in police custody on a homicide charge. police haven't said what exactly that charge was related to, but when he broke out of this hospital behind me, he had handcuffs around one of his wrists. we don't know what went wrong, why he wasn't properly handcuff ed inside of the hospital. plus but police released an upstate daited photo show whag appeared to be a backyard garden in a black t-shirt, gray shorts and his socks. no shoes. he had ditched a jail jump suit that he would have had when he entered the hospital. now the big question is where has he gone? there was a shelter in place order on the campus yesterday. although by the late afternoon, the school said that they didn't believe haynes was still in this area. we know several agencies are involved in the search. and the fbi has offered a $10,000 reward for information leading to the arrest. we expect the search may widen into the day. we're not far from maryland and virginia, so we expect to learn more about what resources are being put out there to find him in the coming hours. >> it's remarkable to have this going on and the ninth day of the manhunt in pennsylvania as well for that escaped inmate. thank you very much for the reporting. speaking of that manhunt, we want to check in. there's been so many unanswered questions in what has been more than a week searching for an escaped killer. surveillance video starts to answer one of those questions of how danelo cavalcante was able to crab walk his way up the wall and out of the prison yard. the convicted murderer was serving a life sentence for stabbing his girlfriend to d death. danny freeman is live outside that prison. this has been one of the questions that we have been repeatedly asking. we now have video of this, but this isn't the fist time this tactic has been used to escape, right? >> reporter: that's right. just to address the video, truly stunning images showing that escape. but we got court documents yesterday that shows there was another breakout of the prison four months ago back in may. and local law enforcement officials confirmed that yesterday afternoon. they said they added security measures to prevent another breakout. they did that back in may, but obviously, that did not work. new video showing the moment danelo cavalcante escaped a pennsylvania prison last week. the 120-pound inmate extends his arms and legs against the exercise yard before crab walking up the wall to the roof and. droing down on the other side. danelo cavalcante then pushed through multiple layers of razor wire to escape the prison. >> we believe the security measures in place were sufficient. they have proven otherwise and we moved quickly to enhance our security measures. >> reporter: officials say this escape is nearly identical to another inmate's escape at the same spot just four months ago. court documents obtained by cnn sdrieb describe how that inmate also climbed a wall in an exercise yard and pulled himself on to the roof of the prison. but the tower guard on duty flagged the inmate within five minutes he was caught. that did not happen last week. >> reporter: the officer has been put on administrative leave and the attorney general's office is investigating. meanwhile, pressure continued to build wednesday to catch danelo cavalcante. >> i think it's a very challenging area. >> reporter: the search perimeter has been rapidly expanding. on monday night, he was caught on camera in a botanical guard. on tuesday night, another sighting by a resident in a creek bed. but this time, no video. >> everything that i'm able to see, the various sugtings we have had, other aspects of this investigation lead me to believe that he is still there in that area. >> reporter: hundreds of officers, dogs, drones and helicopters continue to search. police have created road blocks, check points and often issuing warnings. >> if you see this individual, do not approach him. >> reporter: fear gripping the community, especially for sara, it was her sister he was convicted of murdering. you know that feeling of fear, that insecurity, she told cnn. fear of him showing up here at home. police say the heat and humidity have also been very challenging for the search efforts, but they emphasize if it's been challenging for the police, it's been very challenging for danelo cavalcante as well. >> that search continues. thank you. we have more of this brand new stunning cnn polling this morning. how americans feel about hunter biden. and what role they believe the president played in his son's business dealings. and hurricane lee, which is currently churning in the atlantic, is expected to rapidly strengthen. forecasters say the storm could become a major category 3 hurricane and could possibly reach category 4 later in the day. the center of the storm is expected to pass north of northern leeward islands and puerto rico this weekend and early into next week. we'll be right back. stay with us. ♪ the biggest ideas inspire new oneses. 30 years ago, state street created an etf that inspired the world to invest differently. it still does. what can you do with spy? >> reporter: there's two sentences that stand out to me because it really gets to the crux of this case. and also to the position of this judge. i want to read them to you because this judge wrote, quote, governor abbott announced that he was not asking for permission from operation lone star, the antiimmigration program, under which texas constructed the floating barrier, unfortunately for texas, permission is exactly what federal law requires before installing obstructions in the nation's navigatable waters. the state of texas tried to argue the self-defense argument saying in court and also in closing arguments that were written and submitted to the court that the state of texas was being invaded by migrants and by the cartels. and this judge was simply not having it. he was not having it in this order either saying that that was unvensing. greg abbott said he plans to appeal this and take it all the wit to the u.s. supreme court if necessary. it's unclear exactly if and when the buoys will be removed and how long this fight could take. i have to mention i have been texting with residents of being being impacted on their taunt and river. they say they are thrilled by this decision. they know the governor aplanned to appeal it, but to them, what this decision means is that no one, not even the governor is above the law. >> that's so interesting given the questions of where this was going to go in the courts. what's also really interesting is just south of the border, what mexico's supreme court decide d to decriminalize abortion and what they said is to do so basically violates the human rights of women in the country. saying to block that would be unconstitutional. you have covered this issue extensively in texas. i wonder what reaction you're getting. >> this is extremely interesting because there's this texas angle, there's this u.s. angle because of this post dobbs world that we live in now. after dobbs, i remember talking to a clinic in south texas and them telling me their patients were going to cross to mexico to get abortions. now historically, you and i have talked about this before. women in texas have crossed the border for other types of medical treatment and medication. decision in mexico, this could mean that more women could do that at this point in time. i have been text ing with the executive director of the women's march, and what she points out is actually fats naughting because it speaks to the bigger, broader picture. the fact that mexico and other latin american countries have been expanding and progressing their reproductive rights of women and the rights of women, and that the u.s. is regressing, which is really fascinating based on where we are now. now women in mexico have to point out have been looking at the united states as a beacon of human rights and women's rights. when you look at where mexico is right now and look at this decision by their supreme court saying that a ban on abortion is unconstitutional because, quote, it is contrary to the right of human dignity. i have to leave you with this. the two front runners for mexico's presidential election, they are both women. so the loikelihood that mexico will have a woman president is really high. >> it's all really fascinating. thank you for the excellent reporting. the next republican debate is three weeks away. the candidates are trying to meet the requirements to get on to that stage. our next guest, will he make it this go around? >> we're working hard to make that happen. we have cleared one of the polling thresholds in new hampshire, a state that i spend a lot of time in. i have the opt sut effect of one of the other leading candidates in this race. when more people meet me, they actually like me and that helps my numbers. youi have to get my message out more. and the donor thresholds, we're going to be hitting it. if your viewers want to see someone like me on the debate stage, i need you to go to my website and donate at least $1. >> can i ask if you yourself are surprised at how hard it's been? >> we always knew the difficulty of the task. i knew it was hard when i moved back to texas after living there for 15 years and nobody knew who i was. and so this is the thing that is fascinating though in a place like new hampshire, they actually care about their role. they take their role seriously. they know they are a small state, but they are going to interview and go to places and hear about candidates. it make mess feel good that there are people that take that job seriously. i wasn't expecting entities like the rnc it was only independents and the democrats that were voting for me. hey, news flash, that's how we're going to win in november to have independents and democrats be able to come over. so it's an interesting process. to me, i love people and being able to learn about folks. i have also been shocked. the three biggest questions i get, one question is on ukraine. and it's why should we be there. another question is about what is the real threat of china. the third question is about artificial intelligence. and a lot of people are shocked that those are the things that people are asking someone like me about. >> you and i share an affinity for voters. however, it's not for several months. i have covered many candidates that just wait until new hampshire and stay in the race and end up 9th. the concern here when you talk to republican who is agree with you on a lot of things is we can't have people staying in the race six months from now given the dynamics of things. how cognizant are you of that? >> i recognize it. i think chris sununu said it best. there needs to be a consolidation coming around winter. wu winter is coming. but also to the voters that want to see something different, y'all did some polling that democrats want somebody different than joe biden. those people have to get engaged now. it's too late to wait until when voting starts in iowa or in new hampshire. folks do not want to see a rematch from hell in 2024 between joe biden and donald trump. they need to start getting behind candidates now. but yes, there's no question that donald trump is the front runner in this race. it's not unbeatable. his numbers are not insurmountable. the country wants something different. we deserve something different. >> we were really struck by former vice president mike pence is going to join us later, struck by the speech he gave yesterday in new hampshire talking about populism and warning against it. let's listen to part of that. i'm interested in your reaction. here it is. >> the pop list movement is rising in the republican party. the growing faction would substitute our faith in limited government and traditional values with an agenda stitched together by little else than personal grievances and performtive outrage. >> some similar sentiment. what i'm interested in is why you think what pence is saying, what you have been saying does not seem to be resinating with the majority of republican primary voters? >> i would say it's resinateing with the folks who are more worried about putting food on the taubl or a roof over their heads. they are not doom scrolling on social media all day long. they are not consuming cable news, great shows like this show, i speak the truth. and the disconnect is often times november 2024. that's a long way away. the fact that only 23% of americans enengage in primaries is another problem. usually we have about 67 or 70% engaged in the general election. so that 40% or so of americans that participate in november but don't participate in primaries, those are the folks that we have to engage. those are not the people you're talking to in the polls. those are not the people that people are talking to. if we want to change this country, if we want to make sure that we're dealing with a thriving economy, this is now the time we have to engage. if we want unprecedented peace when the north koreans and russians are working closer together and the bricks nations are trying to dedollar rise the world, then now is the time that we have to. >> you're running in a primary. and the point that pence was making yesterday ask your point, you have lost bat until the primary. >> there's still more people that would like someone other than donald trump. so we have to consolidate that vote. and we have to inspire that group of people. there's also still a good majority of people that right now say we like donald trump and they voted for him twice, but they know he has so much baggage that it's going to hurt his chances in november, even against someone like joe biden, whose numbers are so terrible. >> congressman will hurd, thank you for your time. i appreciate it. >> it's nice to have you. thousands of kids in new york will return to school and will join ed by some new classmates. over 19,000 students have registered for the first day of school. many of them coming from migrant families and temporary housing. last night eric adams delivered a stark warning about the larger impact the influx of migrants will have on the city. >> never in my life have i had a problem that i did not see an ending to. i don't see an end ing to this. i don't see an ending to this. this issue will destroy new york city. destroy new york city. >> when our team said that this morning, the framing of that and just the visceral words were jarring, to some degree. >> they were jarring as a resident of new york city for 20 years, to hear a mayor say it that starkly torks hear democrats say that, he's been calling on the biden administration for a lot more federal aid and help to the city. but we should have a conversation with him about it and get more information. >> if the mayor would like to come on, we'd like to talk to him about it. it's a significant issue that's not going away. >> also something happening here in new york. the u.s. open, americans have been dominating. could they take it all the way?
