At any moment Law Officials in chester, pennsylvania, giving an update on the manhunt for 34yearold Danelo Cavalcante now in its 12th day. The search spanning miles away from the location first focused on because he was spotted more than 20 miles away from the search area. Take a look. Looks different. Cleanshaving and a green hoodie. The escaped Murderer School a delivery van and tried to make contact with acquaintances, people he knows in the area. Cnns Danny Freeman is live in Chester County following all of this. Danny, do we know how cavalcante was able to get past officers . Reporter listen, thats the big question weve been having the past 48 hours, especially yesterday since cavalcante was able to slip this perimeter. Context, and were, of course, awaiting a Press Conference any minute. Understand if you dip out. Context. Back on friday the largest Law Enforcement presence a few miles away in the main perimeter police held better part of two weeks and that was the Spot Cavalcante was able to slip out of. Almost 400 officers, troopers looking in back seats of cars and trunks. The Environment Cavalcante was able to escape from. A little more about what weve learned yesterday specifically about this. He slipped perimeter probably sometime on saturday. Then stole a van from a nearby dairy farm and reason he was able to steal the van, because keys were in the car at the time. Then drove a little more than 20 miles north of the perimeter, also north of the Chester County prison where he escaped from to the phoenixville area. There we know he tried to get in contact with a couple associates he had known before. Those associates did not help him at all. Wham he was looking for. Looking for help. Because of those associates, tried to reach out we got a glimpse of him on a ring doorbell camera where you see the new images of cavalcante, cleanshaven, now wearing a green or yellowish hoodie Law Enforcement says he got at the dairy farm where he also swiped a van. Thats the last we know of him, saturday evening, when the ring camera was taken and learned Sunday Morning Law Officials found that van outside of the phoenixville area, but cavalcante was nowhere please stand by. Live to officials now in Chester County providing us an update. Lets listen. That all of you have given, thank you very much for that support. At this time we will be happy to take any questions you might have. Do you have evidence someone has likely helped him . Is that what the rest of the the sister . The sister is an overstay and chose not to, not to assist, and because of being in an overstay status, she has been entered into a Deportation Proceeding and is being detained at this time. Chose not to help you . Wanted her to help you. She did not. She has not assisted. Any evidence of anybody else trying to help him . Just put a warning out there . How is that going . We know you did try that . Im cautioning people preemptively, and, yes, we are monitoring, we are monitoring for any possible help in a variety of ways, and so what i will tell you is, that if we detect assistance that will be prosecuted. Im not going to say anything further than that in terms of who may or may not have. What im going to say is, as a warning, you will be prosecuted. There is an Alternative Path to try and assist with his safe capture. And the timeline here. 10 30, do you think . To say this morning a young starting to we werent notified until well after midnight of the, the sightings. [ inaudible ]. At least two hours. 911 was then called from that family want to walk us through that entire im not aware of any issues with the 911 system, and i am not going to comment further. Im going to tell you ive laid out what the timeline was and what i will tell you is that the individuals, so with, for example, the one was not home at the time. They were utilizing a doorbell to speak with him. They arrived home sometime later, reviewed the video and contacted local police. Whatever occurred there, we not a part of it. We received a notice and i gave you the time yesterday. I dont have it in front of me, but sometime around 12 30, as i recall. So after midnight. Which we received the notice, and our investigators then began working on that information. Places that you [ inaudible ] another case [ inaudible ]. Those were the only two that we have reported that he communicated with anyone. And at this point, have there been any other visuals besides this doorbell . There have not. And reason to believe of course hasnt vanished without a trace and for a variety of reasons, yes, i do believe he is in pennsylvania. How many Law Enforcement personnel are working on this now that total right now its still probably hovering around the 300 mark, and, yes, brought in Additional Resources. So were switching some out. I described yesterday that today as a matter of fact we planned a major push. There were a lot more uniformed resources. There were tactical teams, very large number of tactical teams and other assets utilized. We have instead replaced some of those resources, certainly not all, with other investigative resources. Because as i told you. The investigation has shifted. So not only the state police, but our federal partners as well have brought in Additional Resources that we believe will be useful going forward. We collectively conduct fugitive investigations every day of the year. And so this one is a little different scale, but its its the type of investigation each of our agencies works on, on a very regular basis and were adjusts with resources we believe we need. Why werent there assets at the [ inaudible ]. Well, when you say akwwantens homes these people have not, to my knowledge, had any contact with cavalcante for years and were not friends. They were prior work associates, for example, and they were not people that, that we would have expected or that we would have known even to contact. Again, from the distant past. And can you tell us [ inaudible ] to help bring the no. Again right now were announce, the rewards 25,000. I believe thats a lot of money. I am hardpressed to believe someone is sitting out there with information saying 25,000 is not enough. I suppose were consider things going forward. Whether that will increase or not, but for right now, that seems to be a pretty reasonable amount. No defined areas to search, are you 100 on no. A lot of to say that the sister previously was seen near a certain perimeter and [ inaudible ] briefed for that, her arrest . Ive heard those reports. Her arrest was, again, because she is an overstay. That was a process that, that would play out for anyone in her same circumstance. And what i would say is she has, she has failed to cooperate. So there was no value in Law Enforcement keeping her here at this point. And association with the sister and acquaintances what do you know about the resources cell phone, money, food . What is he asking these people if he can have . What kind of intelligence have you gathered . I dont want to talk specifically what i think he may or may not have or what hes looking for. Those are all pieces of our investigation, but i think its, again, fair to say what ive said all along nap is he needs additional help and resources for the long run and he is seeking those. And [ inaudible ]. We dont have a defined search area at this point. We are considering and certainly acting on investigating any information or tip receive. We follow those pieces of information. Had a piece of information with our investigation as done from the very start, regardless where they are. There are areas i described, for example, in the eastern area township a little more focus of some resources more visible. Again, that certainly is not a limiter at all for Everything Else that were doing. Speaking generally, why do you city believe because i have no reason to believe sheis not. I dont believe he has resources to get out of pennsylvania and other pieces of information that we have generated within this Investigation Lead me to believe that he is still here. And why is now [ inaudible ]. Im not going to talk about who weve contacted. He does he does he does still have some family and friends in the area, and we are aware of those. And analogy, and cooperated with prosecution, i assume earlier since august. Why wait [ inaudible ]. From my perspective, i dont have anything to do with that process, there is no reason for me to try to interfere in that process, because she serves no value to the investigation, and she potentially could provide assistance. Im not confident she would not in future. And talk about outlets, Spoke Absence [ inaudible ] weve had, we continue to receive significant number of tips, and so, again, we will followup on all of those. We have things that we are doing proactively. You may see some activity as a result of that. We have, you know i said there are other things that may not be so obvious that you wont see that are going on as well. And what about the [ inaudible ] efforts in terms of [ inaudible ] very small, very intimate since yesterday . Managed to [ inaudible ]. Very similar challenges in terms of the search efforts. Very similar challenges to what we have faced previously to this point. Unfortunately, we dont have a Containment Area right now. So thats another, you know, another concern, another challenge. But, again, were working through all of that. Trying to pull together pieces of information so that we can narrow and, a search area and ultimately use those tools to be able to capture him. And what about the previous circle and [ inaudible ]. As i said yesterday, i dont have a definitive answer. I have theorying how that happened and those theories because im aware of the weaknesses in there. I explained yesterday no perimeter is 100 secure. Not a wall, doesnt have a ceiling, doesnt have all the things you might normally use if trying to contain someone. We used the Human Element and technology and so forth to be able to try to secure the perimeter best we can. I am aware of some weaknesses, Longwood Gardens presented very unique challenges and i believe exploited one of those weaknesses. And mistakes made in a lot of the i dont know i would characterize it as a mistake. I said, without knowing, again, specifically what happened. I would tell you that i had concerns. I knew there were weaknesses in that perimeter. It was very, a very strong perimeter as far as perimeters go but there are always weaknesses and that posed unique challenges. Perhaps when all over i can talk about some of those, but it was a, a very difficult place to try and secure. And Lieutenant Colonel, because a bigger area. No perimeter to really sir, we conduct, as i indicated. We conduct fuv fugitive investigations every day of the year across the commonwealth as well as our partners standing here with me. Each one of them pose as challenge. We of off the often very successful in those. Most dont lead to a protracted search like this. I am confident using all of those resources we will ultimately bring this to a successful conclusion as well. And any losses on the ground with federal, state, national Law Enforcement to say [ inaudible ]. Certainly today is a day of remembrance and our thoughts and prayers go out to the victims of 9 11, but what i would tell you is that the men and women that are working here on this investigation are not pausing or taking a break. They are actively working and doing their jobs s because that what people expect them to do out in out investigating, like a game, a tactical game of cat and mouse. What changes now in your eyes . Thats a good question. So in the beginning we were prepping here for the short game. We had a Tactical Response prepared in a certain area, and w while that response was being prepared a group of investigators from the u. S. Marshals service here, some of the brightest minds in the agency. Having a Contingency Plan what to do if he broke perimeter or outside the perimeter. We had pro actively planned for this and i would say have our tactical and Technical Resources all here and now planning for the long game. The search in the woods was to cavalcantes advantage. He was in an 80squaremile area, different terrain. Difficult to get to and there were weaknesses in the perimeter. I think the commander was great doing the absolute best we could. We had, i think, over 200 Law Enforcement officers in or around that perimeter. Knew we k now well prepare for the long game. What we do best. Doing those investigations every day, this is a manhunt. All that means to us, a longer investigation with more resorces. So we are prepared. Im sorry . Cavalcante cavalcantes now, i think advantage switched to Law Enforcement. Advantage cavalcante, while playing that tactical hide and seek in the woods. Now i believe its advantage Law Enforcement because hes in an urban setting. U. S. Marshal service Inve Investigators do best and fortified by state and local agencies. Advantage forced to Law Enforcement. What do you do in this long game . In this urban setting . Well, theres a lot of different investigative techniques. I dont want to specify exactly what they are, but were going to do the same thing we do every day in the city of philadelphia. Were going to go out, were going to talk to people. Were going to utilize the assets of the u. S. Marshal service. Certain investigative techniques that i dont want to reveal, but were going to try to stay one step ahead. And recall this based on [ inaudible ] geographic sorry. First part of your question . Said there was weaknesses in the perimeter. Right. Based on that maybe i misspoke. Not weaknesses. A lot of challenges inside the perimeter. I believe the Lieutenant Colonel says yesterday and was very accurate. Ive been inside of perimeter there with our investigators. A massive tunnel system, a lot of ravines, thick, thick vegetation there. Its a, it was a very, very difficult environment to maintain. Calling this the long game saying you dont expect to catch him soon . No. I mean, we expect to catch him as soon as possible, but were not going to put all of our ducks in a row say well have him by this thursday. Were planning for a long investigation, because we dont want to get caught planning for an immediate arrest and then not prepared later down the line. Sir, given that hes very close to, potentially a park, another vast area. Are you also anticipating the danger, and [ inaudible ] in the Southern District area versus, you know, 202 and cameras everywhere and easier to find him, via a cell phone or debit card . Do you think hes in the woods now . The colonel said, were investigating that area. Well continue to invoeft gate there. I reiterate the message from the colonel to the public. Please, be vigilant in areas were searching. Make sure your doors are locked, keys out of your vehicle and vehicles locked. Wed like to investigate 100 bad tips rather than miss that one good tip. And unusual not that were aware of. Talk about the search. What comes to mind [ inaudible ] there are similarities. Thats a question probably better for the colonel. Well what i would tell you is, every search has its challenges. Some similarities, large search area. Very difficult to know exactly where he was, and i would tell you that almost nine years ago to the day, some of you all were standing with me in that area up there. Some of these same questions were being posed. What makes us think we can catch him . Hes a trained survivalist. And i would add that he had already shot two troopers at that point. So it added another dimension to the whole thing. Some of those same challenges, some of those Lessons Learned from then have made us better as an agency. And weve taken those lessons and adapt those here. There have been a number of certains between then and now. And, again, we learned something from each one of those and well learn things from this search. In the end, collectively with our partners we will be successful and we will capture him. And continuing to say hes leaving pennsylvania. Any reason to think hes still in chaster c Chester County . Again, without information to the contrary. Yes, i believe hes in Chester County, but with that said, we have always considered other options. You know, the marshal just said that weve had plans all along. Hes exactly right. We collectively have been discussing right from the very beginning, what if, what if, what if. You know, its when we can bring this group of experts weve assembled here together it makes for an amazing team. A lot of good ideas. A lot of plans for contingencies and a lot of great resources that are put to work out there in the field every day. Were trying to use the talents of all of those people and make this a successful operation. And [ inaudible ] driving around the perimeter, helping [ inaudible ] made any arrests appropriately walking the perimeter or otherwise [ inaudible ]. We have not made any arrests. We have received calls from others about some of those citizens weve investigated again and have not made any arrests. And i would ask, again, that people consider not doing that. Theyre interfering in our investigation potentially drawing resources away from the task at hand. We dont want an unfortunate incident to cause anyone to get hurt. Talking about the [ inaudible ] because of this contact in different places that hes gone. That hes obviously dangerous. He might have got an weapon somewhere. Always treated him as being dangerous and always treated him as potentially being armed. Hes been carrying a pack. Theres no way to know exactly whats in that pack or what he obtained early on in this, in this investigation search. So weve always treated him as though he may be armed, and certainly with his history being at dangerous as he is, having been charged with one homicide and now charged and convicted with a second, i think its fair to say that he needs to be treated in that manner. And interaction with the im sorry . Plan to release the [ inaudible ]. Ive not played amade a deci that. Its in portuguese and not something easy translated. Weve done it for investigative purposes. As i said yesterday for me to focus on getting these photographs out, they really are the thing that provides value, and, you know before we release full videos along with audio, we want to make sure theres no impact on the investigation. And with [ inaudible ] what happens with number theres . Youre misunderstanding. I was talking about was an operation that had been planned over the weekend to begin this morning. And was to scene the entire secured perimeter of Longwood Gardens and the surrounding property within that perimeter. We had planned a very large operation in order to try and make sure we thoroughly searcheds those grounds. What i was talking about with those very large numbers. The marshal mentioned, ive alauded before about the challenges in there. Alluded. It is a unique place to search and really takes a lot of resources. You know when some of those sightings occurred in there we had skilled tactical teams in there from multiple agencies. And even then it was problematic to try and capture him or to find him again, once a Brief Sighting occurred. The kcover is that dense and jut a multitude of places to hide. And in that area listening to Lieutenant Colonel George Bivens giving an updaten whereabouts of Danelo Cavalcante. Escaped convicted killer on the run 12 days now. State police saying the investigation shifted with state and federal partners bringing in Additional Resources. Adjusting to what is needed and officials believe he is still in pennsylvania, because he does not have the resources to get out of the state. In fact, officials were saying they believe he is still in Chester County, though there is no defined search area as of this moment. A couple of important nuggets from that Press Conference to point out. Officials believe cavalcante reached out now to several people looking for assistance and say hes desperate and need help. In fact, this image taken from a doorbell camera over the weekend. You can see, he changed his appearance there. One of at least two instances in which this escaped killer has tried to seek help from people. Officials in pennsylvania warning anyone who might assist him, saying those who may be aiding him will be prosecuted fully, but if you choose to cooperate with the investigation, you could be in line for a reward up to 25,000 in assistance, reward money for finding this convicted killer. Also notable, cavalcante, his sister has been arrested and now in Deportation Proceedings. Officials saying refusing to cooperate with the investigation and feared she might help her brother in this attempted escape. Lets get perspective now from cnn Law Enforcement analyst charles ramsey, former Police Commissioner philadelphia, not far from the area where this search is ongoing. Chief ramsey, youve been listening to this press briefing. What most stands out to you now in the 12th day of this search . Well, obviously, its become a little more complicated now. They dont have the a confined search area any longer, and sew he was able to escape that. I think its important that people realize that was a very, very large area that they had to try to secure and create a perimeter around it, but its not as if troopers are standing shouldertoshoulder. There are going to be gaps there, some weaknesses. Unfortunately he was able to exploit a weakness and at least escape that particular area. Find transportation and then go to an area he was familiar with. The people who he knew, trying to get help. He is desperate. He does need help. He needs transportation once again, and so the warning that the colonel gave around making sure your vehicles secure, and all of those kinds of things, is very, very important, because this guy needs to get out of the area, and the only way to do that is if he can secure transportation. Chief ramsey, one of the things that stood out to me hearing from Lieutenant Colonel bivens, officials are now monitoring people he may potentially reach out to. I wonder what that looks like . Well, theyve got to set up surveillances. Reach out to people in advance and tell them. Listen, if he reaches out to you, you need to give us a call. Give them a number. Not the number that everyone has. The manhunt tip line. It will be a different number. So they can answer the call quickly, and then, you know, set him up. I mean, pretty much work with this person to try to get him to come out so that they can get their hands on him. I mean, so, right now theyre going through that process. Theyre not going to put a whole lot out publicly around that sort of thing, but thats what theyre doing now. Apparently the first two people he reached out to were acquaintances he had not been in contact with for some period of time. And so they could provide Additional Information as well as to who are some of the other people that worked with you in that group that he might reach out to, and so its not just family and friends. Its also those acquaintances. And i want to dig in on this concept of a perimeter around a certain area. The Lieutenant Colonel was asked multiple times whether it was secure enough or not. 300 up to 400 people at any given time searching for cavalcante. You spoke about weaknesses in the perimeter. How is it possible that he could have gotten through if there were so many people out there looking for him . Well, he also is in an eightsquaremile area. Think 400 people in 8 square miles. Theres gaps there. Its unfortunate. Hi wish they had been able to capture him during that period of time. In fact, bringing in Additional Resources so they could do a more thorough search of that particular area. But he was able to get out before that took place. So, i mean, when they debrief late around look at all of the things theyre certainly go over all of the different issues and things that they did right, things they did wrong, you know, gaps that may have been there they could have plugged, but the bottom line right now, the focus, has to be on catching him. Thats the biggest thing that they have to do right now. He is a very dangerous person. He is desperate. He needs money. He needs food. He needs transportation. And hell do whatever it takes in order to get it. And so people need to be very aware and these folks out there on their own, think this is a game. You know, they may have their gun and theyre out there trying to find him, they are just getting in the way and they better be very careful. This is nothing to play with. No, certainly not. Hes a convicted murderer on the loose, armed potentially armed and dangerous, we should say. Was able to get some 20 miles way from where police are looking for him. Are you confident from the assessment hes still in pennsylvania, in Chester County . I can only go by what the Lieutenant Colonel said. I mean, they have more information and are certainly putting out, than theyre putting out publicly. I have no way of knowing. Hes hes not been able to get access to another vehicle of some kind he probably still is in the general area, at least within the commonwealth of pennsylvania, because its too far from a walkout. I believe hes still there and of course they always have more information than they put out publicly. Right. Bad guys watch television too. You have to be very careful with that. Theyre. I know it really is a critical point in this window for rescue. First of all, hello, dana, an thank you for having me. As you know, its 72 hours. Its the window that we have, to be able to rescue and save the lives of those under the rubble. And thats, the rescuers and volunteers are on the ground supporting local authorities and have been deployed there to do Search And Rescue operations, and they have been providing first aid, food and water, and transferring injured to hospitals and providing social support. As you know, this area, its very hard to reach, a very hard to reach area and mountainous area so teams on the ground face difficulties and challenging, in accessing these areas. So the ongoing Search And Rescue operations are ongoing, but its still, there are a lot of abilities, you know that people cannot access to. Its a a huge disaster, and the monthroccans responding fro the very first hour. Mey, we see the pictures. Very mountainous and very challenging for the rescues. How long is this recovery going to take, do you think, as this is moving from rescue and also into recovery . Yeah. As i was mentioning from previous experiences we have in dealing with disasters and earthquakes, what we have witnessed in syria and turkey shows that to recover from such massive, you know, disasters, it takes months and years. So we are expecting a long time recovery for people there. So in the meantime, the water networks, sanitation, electricity no shelter for people. So it will take a lot of time to be able to, to assist the people and to have them have recovery as soon as possible, but this Needs Investment in infrastructure and providing also lifelong opportunities and support and people until now are still traumatized. So providing health care as well as you see a lot of Health Facilities are damaged, and before the crisis this disaster, morocco already suffered from Shortage Conductors but luckily with this disaster, there are doctors on the ground and sending supplies in and try to support local communities struggling in this crisis. The lawsuits from gun Rights Groups are rolling in against new mexicos brandnew Emergency Public Health order on guns. Governor Michelle Grisham issued the edict last week. She suspended all open carry and concealed carry permits for the county, which is the most populous county there. Thats home to albuquerque. She said the orders are in response to the shooting deaths of three children in the last several weeks. Those victims ranging in age from 5 years old to 13, according to the governors office. She also cited two Mass Shootings in the state back in may that killed six people. The National Association for gun rights is one of the groups suing. Its arguing that the order violates the second amendment. Cnn contributor and writer for the trace, jennifer massia, is with us now. Jennifer, we should be clear. There are some pretty Liberal Democrats and voices who want to see more Gun Legislation who agree that this is not constitutionally sound. Were going to talk about that here in a moment. The bigger issue for the governor may be that local officials dont believe they can legally enforce this. The d. A. In the county in the state saying, as an officer of the court i cannot and will not enforce something that is clearly unconstitutional. According to new mexico law, the governor can suspend Gun Possession on public and State Property in an emergency. The question here is, does gun violence in new mexico constitute that type of emergency thats laid out in state law . The courts might not agree that it does, and one of the reasons is because of the Supreme Court decision last year that changed the calculus for deciding these gun cases, and thats the basis of these suits. These gun groups are saying, you know, you need to have an historical precedent for this type of law, and thats missing. And theres no way i mean, theyre arguing that its not constitutional. And it is very controversial, even some Gun Violence Prevention Advocates came out this weekend and said that this is not okay, that they dont agree with it, and one of them was a parkland survivor. So, this is very controversial on both sides of the debate. The Supreme Court, last summer, ruled that the conditions the governor is putting into place here, restrictions on carrying a concealed weapon in public, on an emergency basis, yes, in this instance, thats a little different, but that its unconstitutional. Is that enough to make this constitutional or okay in the courts, that its on an Emergency Health order basis . Well, as we saw with covid, that has mixed results. It really comes down to, do the courts view gun violence as a Public Health emergency in new mexico, but also, this actually isnt entirely without precedent. In january 2020, thengovernor of virginia, ralph northam, declared a temporary State Of Emergency ahead of a big gun rights rally. A court upheld that ban. That was only for four days. This is for 30 days. This hasnt been tried before in this fashion. So, well see. Im curious to see how the courts are going to decide on this one. We should note that when you talk to the majority of americans, including gun owners, they actually are in favor of stricter gun control laws. Cnn polling found 64 of americans say they favor stricter gun control laws with only 36 opposed. I think you see some folks, like da david, theyre really hoping to channel that kind of enthusiasm, but it makes you wonder if they look at whats happening in new mexico, are they worried that its actually going to backfire . Yes. I believe so. Theyre worried this is a misfire. You know, this is valuable Political Capital, and we all know the environment. If you pass something, it is going to inspire 30 lawsuits. So, you want to use that Political Capital very carefully. The governor was firmly elected. Her term doesnt end for several years. I dont think its an immediate political risk, but for the movement as a whole, and for the, you know, fight for stronger gun laws as a whole, a setback like this is a significant setback, and i think a lot of Gun Violence Prevention Groups have been silent on this, because they are also in waitandsee mode. Nobody really wants to put all of their stock in a decision thats going to backfire. Do you think the governor saw this coming, this reaction to what shes doing here . She said she did. I mean, i cant imagine that she didnt, and i believe, you know, she even remarked governors in california havent done this. But the reaction from the left . The reaction from the left . As well as the right . Well, that i honestly, i dont know. It has been surprising. Its been more quiet. Usually, gun groups applaud lawmakers who make bold moves. This is a bold move. Whether you agree with it or not, its very bold. I really i dont know if she anticipated it. It would be very interesting to see. She knows that her contemporaries who feel just as strongly about guns like Governor Newsom and governor pritzker, theyve never tried anything like this before, and new york and illinois have declared gun violence a Public Health emergency. So, this is a big test, and well see if any other lawmakers do anything in this fashion if this fails. Its just so interesting. There are so many people who, i think, very much in their heart agree with ultimately what she wouldment want to see.
