Fulton countys District Attorney facing a deadline of today to explain to a judge how she plans to make it happen. At the same time, lawyers for former President Donald Trump are fighting the case trying to get most of the charges against him thrown out. And armed and dangerous. In pennsylvania, police hope theyre closing in on a missing killer, but after a sighting overnight and a standoff with a homeowner, they now know he has a rifle with a scope. Theyre warning people to stay inside as they mobilize some 500 officers to hunt him down. Were following these major developing stories and many more all coming in right here to cnn news central. Another bitter chapter has kicked off in washington. House speaker Kevin Mccarthy is green lighting an Impeachment Inquiry into President Biden focusing on republican accusations of bribery and corruption from bidens time as vice president. Today i am directing our House Committee to open a formal Impeachment Inquiry into president joe biden. This logical next step will give our committees the full power to gather all the facts and answers for the american public. Its exactly what we want to know. This is something that republicans on mccarthys right flank have wanted for months and they have threatened to Strip Mccarthy of his speakers gavel if he didnt move on this. But its something gop moderates could have major cost for them. Lauren fox is on the hill. We have jeff zeleny here in studio with us. This push has been building for months. What brought this to a head . Yeah, this actually moved much more quickly today than anyone anticipated. We expected the House Speaker Kevin Mccarthy would announce on thursday that this was supportive of this Impeachment Inquiry, but then he announced it today around 11 00 a. M. Hes arguing that this is going to empower his Committee Chairman who have been working on these investigations to get more information. He also pointed out a series of what he views as A Culture Of Corruption from the biden white house. But we should note that there is no direct link at this point, nothing that these committees have uncovered to this point that shows a direct link of joe biden benefitting from Hunter Bidens foreign business dealings. This comes at a critical time for House Republicans as they are trying to find a consensus around funding the government. Its also not clear that the announcement today that mccarthy made is going to satisfy those on his right flank who have been threatening to oust him now for several weeks. Heres matt gaetz just moments ago on the house floor. The path forward for the House Of Representatives is to either bring you into immediate, total compliance, or remove you pursuant to a motion to vacant the chair. And matt gaetz argued during that floor speech that opening this Impeachment Inquiry was just a baby step and warning that the motion to vacant was still very much on the table, warning it could come up on a daily basis if mccarthy does not give into his right flank. So there are so many moving pieces at this point and the House Of Representatives is expected to vote tonight at 6 30. But this is quite the opening to what is going to be a very long week in the house. Certainly is. Jeff, we should be clear, there are divisions in the gop, there are divisions between the senate and the house. A lot of senators gop senators are not on board with this. And you even have some republican members of the house who are on board with it who seem to be illustrating some concerns, like nancy mace. Lets listen to what she said. The inquiry, my understanding, gets us or will assist us in getting joe bidens bank records. Theres no doubt based on the evidence that ive seen, whistleblowers, et cetera, theres no way that any of this happens without joe biden. And so if that is a tool in the toolbox we can use to get more evidence for the american people, then im going to support it. The problem is, how do you avoid doing an actual impeachment . And, you know, that puts a lot of seats up at risk, particularly for republicans who won biden districts. That is the web that we will weave if he move forward on it. The weab they might weave. Its a complicated web and a thorny one. 14 months before the next election. If impeachment as our forefathers intended was for, you know, a major deal, not just to look at a president s bank records. Thats interesting there, the mindset of wanting to go halfway but not all the way. There are divisions among House Republicans. There are divisions between House Republicans and senate republicans, all the while this is really wrapped up in so much else. What Speaker Mccarthy is trying to do first and foremost is save his speakership if he would not have done this, the right flank is exposed in a major way, also as lauren was saying, a busy month shaping up the budget. What was supposed to be happening in september and will still be happening is getting some type of deal on these spending bills. He also needed to do that to protect his right flank. So, you know, this is going to be an unchartered territory, really, in many ways. But it doesnt really feel like a full Impeachment Inquiry which we have seen several of just in our short time here. Yeah, its a trend. How does joe biden how does his campaign, how does the white house counter this. Theyre saying theres been no evidence, no shred of evidence through all of these investigations into the House Committees that any wrongdoing has been committed. Well see about that. Long term they think the politics of this is good. Look, this is something that no president s wants to be under. Any time theres an investigation or an inquiry, you dont know how this is going to end. This is something that a white house likes to control events, they cannot control this event. So they can call it politics and it may be that, but who knows how this investigation will unfold. Its a cloud of suspicion even if they dont find something that he doesnt want to be under. Jeff, thank you so much. Lauren, thank you as well. Boris . We want to pivot to georgia now where former President Donald Trump has asked the judge to toss out all 13 counts hes facing. Theres a deadline today to explain to the judge how she plans to try all 19 defendants at the same time. As of now, at least two defendants are going to be tried together next month, but plenty of legal fights are under way to figure out which others, if any, will join then. Nick valencia is in atlanta tracking the details. What should we anticipate for fani willis fani filing today. Shes going to show how she expects to try all of these defendants. She faces, though, a very, very daunting task. Last week we learned that a trial against these 19 codefendants could take at minimum four months and require at least 150 witnesses. And you remember the special purpose grand jury, they heard from 75 witnesses who testified, so thats more than twice as many. And that process took seven months. What the District Attorneys office is saying is that these 19 need to be tried together because their charges are effectively linked together and that they go to this overarching conspiracy of trying to keep the former president in power. We mentioned these challenges, though. These codefendants are going a variety of different directions, some that are want a swift trial, others asking for a delay, the former president s want to get their indictment quashed all together and you have some like the former Chief Of Staff who are trying to get their case moved from State Court To Federal court. And the judge brought up challenges and the scenario that would be presented if a federal court hands down a decision while a state trial is under way in georgia. So the 11th circuit could take any idea of how long to weigh . As long as they need to. Right. It could potentially even optimistically be a sixmonth turnaround for the 11th circuit to come up with a decision, right . Yes, sir. If its a fourmonth trial, were sitting at a point where we presented the entire states case, maybe the jury has returned a verdict, but we cant enter that judgment of conviction until the 11th circuit comes to a decision. Is that the scenario were playing out here . Willis responded to this in part in a motion saying that a decision against the mark meadows, the verdict in the state trial would come down by a decision is reached for a federal court. So this is part of the defense that were going to see later laid out in this deadline. Were also heard last week that some of the witnesses are victims, boris. The das office saying they dont want to retraumatize these victims by having them testify in multiple cases. A lot that were expects to see here later today from the District Attorneys office. The Election Workers that were accused of all sorts of malfeasance that turned out to be completely false and fabricated. Thanks so much for the reporting. Turning to the worst setback by far in the nearly two week long search for an escaped murderer west of philadelphia. Danel danel danelo cav can they is armed with a rifle with a scope. The call was received from a resident indicating a short hispanic male, no shirt, and wearing dark pants, had entered his garage while the homeowner was in it and he grabbed a rifle that was leaning in the corner of the garage. The homeowner drew a pistol and fired as he fled with the rifle. It was in the garage. State police have set up this Search Perimeter believing the killer remains in that area. One School District has closed, several others are moving all outside activities inside as a precaution. Danny freeman is in chester county, pennsylvania, i wonder how residents are reacting. This is not the first time that police have said that they have a cordon, a perimeter around where they believe him to be. Now hes armed and i warned what their confidence is in the police now. Reporter thats a very fair question and weve been standing at this intersection here of route 23 and route 100. This is the northeastern most section of the perimeter and you can see behind me, these roads entering the perimeter are closed off. But were standing at a gas station where there are a lot of residents milling about, going to fill up their tank and they have voiced frustration to us that, once again, this man, Danelo Cavelcante twice last night, but still no capture. Folks are on edge because of that. Let me talk about the updates that we learned a few hours ago in that Press Conference with state police. The first thing we learned is that there was a sighting last night actually at 8 00 p. M. That was when police got a report from a woman who was driving by the area that police had been searching for a couple of days, near the area where cavalcante ditched the van. Police said the woman Saw Cavalcante crouched down on road. They didnt find him, but they found footprints and his shoes. And last night he entered an open garage, spotted a. 22caliber rifle equipped with a scope and a flashlight. But the owner was in the garage, he opened fire at cavalcante, he was able to escape and took that rifle with him. Why Police Believe hes armed and extremely dangerous. Lets listen to how the police are thinking about cavalcante after this new development. Take a listen. Hes killed two people previously. I would suspect that hes desperate enough to use that weapon. We have considered him dangerous right from the very start. It changes nothing. We have always considered him to be a risk. We just now absolutely know that he has a weapon. Now a few important details here. Police do not have any reason to believe that cavalcante was injured that brief shootout. The other thing that was brandnew that came out of this Press Conference is that cavalcante, according to police, knows where he is in this area. Initially when when he learned that he dropped off this stolen van in this area, it seemed like a random location, but now police says he knows where he is and he has been in this area before. And the last thing ill note is that Pennsylvania State police, they were asked if anything has gone wrong during this investigation. So far, the police saying, no, nothing has con wrong. So this is new video just in today, it shows kim jongun in russia ahead of his expected meeting with Vladimir Putin. And you can see kim sitting with a senior russian government official. This is coming after kims heavily armored train stopped at a russian station just over the border from china. It is unclear when kim and putin will be holding this closely watched summit. But we do know what putin wants for this meeting. Hes looking for ammunition for his war in ukraine. Kim jongun wants everything from satellite and Missile Technology to hard cash and food in return. U. S. Officials deeply concerned that the two leaders could be striking an arms deal soon. Paula hancock is in seoul with more on this. Do we know where kim jongun is now . Reporter well, as far as we know, hes still heading north. We dont have an exact location. Because we dont know for sure exactly where hell be meeting Vladimir Putin. There are rumors and speculation that it could be a little farther north at a space launch center. This is an area that Vladimir Putin will be going to that area. He said so at his Eastern Economic forum to staterun media saying he had a personal agenda. Clearly that could be where they are going to meet. But we still dont know exactly when. What we do know is that it will have a military focus. We have heard from the kremlin spokesperson saying its going to be a fullblown visit with talks between two delegations which will touch upon quote sensitive issues. We know that the Defense Minister will be part of that delegation. And we have already seen from footage with kim jongun that his main Military Person who is the leader of the Missile Program in north korea is with him as well. Hes sanctioned by the u. S. And the u. N. So we know it will have a military focus. Earlier this morning, we heard Vladimir Putin speaking pretty glowingly of russias relationship with china. How does that relate to what were seeing as a growing alliance between russia and north korea . We did hear from Vladimir Putin. He met with the chinas chinas vice premier on tuesday and he said, quote, relations have reached a very high level. Of course this is all a derivative of what has been achieved in the political spear adding that the results are more than good, they are excellent. Theres a closer relationship between russia and china, the same were seeing between russia and north korea. And what we heard from south korean intelligence just last week was that they believe when the Russian Defense minister was in pyongyang, they were talking about a Military Drill between russia, north korea and china. Catastrophic flooding now responsible for at least 2,000 deaths, confirmed, while 10,000 people are reported missing. We want you to warn you this next video is disturbing. You can see dozens of covered bodies on the ground. This on the grounds outside a morgue. Officials say they are being left there, those bodies, because the local morgues are completely full. Theyve seen the worst of the devastation from this flooding, 6,000 people reported missing in that city alone. Hospitals completely off service. Ben wedeman has been following this. Ben, i mean, the statistics of this are just staggering. Thousands upon thousands dead and more missing. What are you hearing about Rescue Efforts and do they have a real grasp of the extent of this. Jim, it doesnt appear that they do. In fact, the Facebook Page has a very simple message at the top in arabic. It says the situation in this city is out of control. International intervention is needed. And what we heard from a spokesman for the Libyan National army which is the army that controls the eastern part of the country is they need help desperately and as quickly as possible. They need help to find bodies under the ruins, to rescue to find bodies at sea and just find anyone who might still be alive out there. They simply dont have the capacity to deal with really what was a freak storm. Basically in the span of 24 hours, this area of Eastern Libya received the equivalent of eight months of normal rainfall. Now there is help on the way, the turks, according to president erdogan of turkey have sent three planeloads of Search And Rescue personnel as well as Relief Equipment from the other side of the country, its other the control of a rival government, theyve put aside their differences and sent a planeload of medical personnel to help. But one of the problems is that many of the roads into the area have been washed out. So getting to the city is very, very difficult. Jim . How about other countries . Is the International Community reaching out now to see what he could do . Italy is dispatching a team to assess the damage to determine what italy can provide. The United States ambassador to libya who is actually based in the area has put out an official document who is the beginning of the process that would allow the United States to send humanitarian aid as well. Theres been lots of verbal messages of support, but not enough aid is reaching there at the moment. Keep in mind because of the divisions within libya, after the convulsions of the uprising that led to the down fall of ka daffy, since then the country has been divided between two mutually hostile governments that normally dont cooperate at all. One Consulting Firm says a strike lasting ten days could cost the American Economy 5. 6 billion. It could plunge the state of michigan into a recession and potentially even drive up inflation. Another report from jd power says that a twoweek strike could spike a 2 jump in new car prices across the board and cars arent exactly cheap right now. What does the uaw want . Its 150,000 workers are asking for protections against job losses and plant closing as their Production Shifts to electric vehicles. Also, limits on parttime workers and forced overtime, and a big issue, Health Care Coverage into retirement as well as the restoration of Pension Plans and heres the big sticking point, pay. Workers want an immediate 20 raise with additional increases that would bump up pay by 36 over the life of a fouryear contract. Of course, negotiations are still ongoing. But stellantis, the group that owns chrysler and jeep says its reached a tentative agreement on several issues. Theyre offering a 14. 5 wage increase. Ford and jim offered a 10 pay increase. The push and pull is not new. Theyre fighting to restore many of the benefits lost during the 2008 financial crisis, concessions they made to keep the big three in business. They posted a profit of 21 billion in the just the first half of this year. To put that into perspective for you, the union calling for a 36 raise over four years, the ceo of gm last year was paid 29 million. Thats roughly 34 jump just from 2019. Stellantis ceo, he took in about 25 million last year. He makes roughly 365 times as much as the average employee. Now fords ceo he takes home roughly 21 million a year, nearly 1 million of that is for, quote, personal use of aircraft. As talks continue ahead of thursday nights deadline for a new fouryear contract, im joined by a uaw member. He works at the General Motors plant in indiana. And also with us is a former uaw president there at fort wayne local union. He also worked with gm for more than 40 years. Because you were president of the fort wayne local uaw chapter during the auto bailout back in 2008, i think many of us remember that, when the union made some pretty big concessions to the Big Three Automakers to help them secure bailout money, how much of that is getting some of that back now that automakers have recovered . Well, the rankandfile and the retirees went into this quite soberly, trying to save the corporation. And the Auto Industry itself. After we gave up such benefits, pay, they slapped us in the face with more plant closures, more layoffs, moving a product a new product to mexico, the blazer, and the list goes on and on. And its time that we had some due respect. And so what are you looking for . What are the biggest issues that would affect that the daily life, the lifestyle of an auto worker . I personally like to see them do away with this multitiered wage system where a young man can go to work for mcdonalds for nearly as much as a temporary that they make they make suffer as a temporary for years before they become fulltime employees and the c. O. L. A. Should be added to the retirees and back to people on the floor which has help set the bar for wages across the. For the entire industry. Not just the entire industry, the entire workplace. And he mentioned for a young worker, thats you, you work there at the gm plant in fort wayne, indiana, that makes silverado trucks. What would that costofliving adjustment mean for you, someone who is junior in their career . It would mean so much to me. It would be being able to buy one of these trucks that we build, we build around 470 trucks a shift. And theres no way i could afford one of these trucks. Yeah, it would make life a lot better of not being able to worry about do i have enough money in my Checking Account to pay my mortgage, to pay my car payment, if i had a medical issue. I dont have that much in savings. If i had a medical issue myself, right now im not being being able to cover an unforeseen medical emergency, even though i have health care and im glad i do. But i cant see see the future in this cost of living c. O. L. A. It would help me having that correct the finances to be able to pay for something that i cant foresee in the future. Carmaker profits are up. My cohost boris just went through all of the numbers there. Ceo salaries are up. Jacob, do you think that automakers understand where auto workers are coming from in these negotiations . I do feel like they understand, but i feel like they they have their own interest ahead of the collective interest as auto workers and the big three together. I feel like the corporate greed is a little bit too much and were just asking for our fair share of we produce these vehicles that sell for theyre making billions in profits every year. I believe its a quarter of a trillion in the last ten years of North American profits. Were just asking for them to share some of that profits with us to make us whole. We learned overnight the uaw is lowering the raised demand to around its coming off that 40 , lowering demands to around 36 over four years. Are you optimistic that that is acceptable enough, that you can help avert a strike by friday . Do you think that a strike is going to happen . Well, im not in the position of bargaining at the moment and that would be unfair for me to speak for those that are. But right now, i dont believe its it will be adequate. And the whole country should realize whats hanging in the balance of this. The union is not successful in raising the bar, we very well may be put in an Expiration Date on middle class. A lot of people dont realize how much responsibility lays upon the union on the future of your working class america. We know that youre very busy this week. The Biden Administration has issued a waiver allowing International Banks to transfer 6 billion in frozen iranian funds from south korea to qatar without sanctions. The u. S. Agreed to release five detained iranian citizens. Were following the story from the state department. Jennifer, a combination of money and people. Is this a done deal . Reporter well, its not quite yet a done deal, jim. The National Security Council Spokesperson said the process is ongoing and sensitive. However, the issuance is a very promising sign that things are moving forward to bring these five americans, all of whom have been declared wrongfully detained to bring them home after some of them have spent years in iranian custody. We saw this process start to move forward about a month ago when four of the americans, siamak namazi, morad tahbaz, emad sharghi and a fourth whose identity we dont know were moved into house arrest in iran. And in the weeks since, weve seen the steps start to be taken, including with the 6 billion in iranian funding. This is going to be moved from those accounts in south korea to qatar and the reason they issued these waivers was to ensure that the banks in europe dont have to fear getting sanctioned. Now the administration has come under some scrutiny from lawmakers who are condemning them for making the agreement with the iranian regime. The state Department Spokesperson matt miller hit back on the criticisms just a few minutes ago. Take a listen. I do recognize that there are tough choices involved here and the secretary has been forthright about this. The president has been upfront. There are always tough choices involved in bringing home american citizens. But we the president and the secretary have decided that their First Priority is to bring these american citizens home and thats why agreed to this arrangement to do that. Israels Supreme Court is Hearing Arguments in a historic case concerning Prime Minister Benjamin Netanyahus plan to overhaul the countrys judicial system.
