The hospitality that they have shown us, the logistics that you need to bring to bear in an operation like this, we would have been hard pressed to do that without them being good hosts to us. Lastly, but certainly not least in any way, shape or form, to the women and men of the Pennsylvania State police, thank you. Thank you for your hard work and your diligence. This is my Third Man Hunt with lieutenant george bivits. It is not lost on me that it was nine years yesterday for the bloomingberg ambush and in all those operational cycles, there is no person who enjoys more of my trust and confidence. He was tasked withstanding this operation up. My confidence in him is marrow deep. He is the consummate professional, and i would now like to turn it over to Lieutenant Colonel bivins to the capture of cavalcante. Lieutenant colonel bivins. Thank you, governor, thank you, colonel. It is a true pleasure to stand here this morning and talk to all of you about bringing this manhunt to a successful conclusion and without getting anyone else hurt, most importantly. None of this would be possible without the support of this team represented by members of various agencies standing with us up here, by others standing throughout this fire hall and by still more who are out there in the field. So let me give you a few details about how this unfolded. As you know, we have been working most recently in a perimeter established in northern Chester County. Last night, shortly after midnight a series of events started to unfold. First, we had a Burglar Alarm at a residence near prisler road, within the perimeter. Our people investigated that. Did not did not find cavalcante there or anyone else, but it brought it started to bring some of our people into that area. We had been searching an area not far from there already with some Tactical Teams that night. There was an aircraft overhead utilizing Flare Technology and close to 1 00 a. M. Picked up a heat signal that they began to track. It was west of pa100 north of prisler road. The Tactical Teams began to converge on that location where the heat source was moving. Unfortunately, we had a Weather System that also came in and we had lightning that was flashing all around and it caused the aircraft to have to depart the area. Tactical teams made a decision to secure that area, that smaller area as best they could and hold it through the storm and until we could bring Additional Resources in and bring aircraft back overhead to ensure that we did not have an issue with an escape. That resumed early this morning, and shortly after 8 00 a. M. , Tactical Teams converged on the area where the heat source was. They were able to move in very quietly. They had the element of surprise. Cavalcante did not realize he was surrounded until that had occurred. That did not stop him from trying to escape. He began to crawl through thick underbrush taking his rifle with him as he went. One of the customs and Border Patrol team, bortac, had a dog with him. They released the dog and some of our psp members were also there and had him surrounded. The dog subdued him and team members from both of those teams immediately moved in. He continued to resist, but was forcibly taken into custody. No one was injured as a result of that excuse me. He did sustain a minor bite wound. We had medical personnel at the scene and they took a look at that. Cavalcante was, as i said, taken into custody. He was transported to our avondale station for further processing and interview, and he will ultimately be transferred to a State Correctional Institute where he will be housed and begin to serve his Life Sentence. In just a few minutes ill open this up to some questions, but i before i do that, i want to turn this over to one of our very close partners, District Attorney deb ryan, and i know she would like say a few words and we would take your questions following that. Thank you, Lieutenant Colonel bivens. Today is a great day in Chester County. Our nightmare is finally over and The Good Guys won. We owe a debt of gratitude to all of the First Responders for their tireless and dedicated efforts in bringing this fugitive to justice. They worked around the clock, and we are deeply grateful to all of them. Our community can finally regain its normalcy and breathe a collective sigh of relief. This would not have happened without the collaboration and effort on behalf of a multitude of agencies. I need to thank the governor, colonel perris, and Lieutenant Colonel bivens for his unflappable leadership, the u. S. Marshalls, the fbi, the u. S. Customs and Border Patrol, the department of emergency services, the Sheriffs Department and every Single Person who went out into the field in the most horrendous conditions, we had weather problems. We had Terrain Problems and a ton of obstacles that prevented our capture to happen as expediently as we wanted and we never lost faith that this capture would occur. We knew that it was just a matter of time. The scope of this manhunt was extremely impressive. The brave men and women wo went there who went out there every single day are our heroes, and i am proud to be a part of this collective team of people who worked around the clock to bring this man to justice during this monumental challenge. They utilized every piece of advanced technology, dogs, drones, helicopters, every asset available was put out for this capture. I cant express our gratitude deep enough to all of them and to the community for their support. We received dozens and dozens of donations, well wishes, and kind support from everyone in the community and we thank this firehouse for housing us. We know we disrupted their lives for a while. One of the first calls we made upon learning about this capture was to the brandau family who as you can imagine had been living in a complete nightmare. They are so grateful to the men and women that helped with this capture. They can now finally sleep again. I cant thank Law Enforcement enough for their efforts. Thank you. Okay. With that, we will be happy to take your questions. Yes . With the helicopter overboard, we saw the arrest taking place. There was criticism about the photoop that was taken with the fugitive and can you explain how that is standard procedure and theres a photoop. I am aware that that is a photoop that was taken out there. Those men and women worked amazingly hard through some very trying circumstances and theyre proud of their work and im not bothered at all that they took a photo of him in custody. Theyre proud of their work and kept the Community Safe and i say thanks to them and good job. Did he say anything the moment he was captured with the k9 officer. We will probably not be releasing the name and in terms of anything that he said we need to use an interpreter and he needs to be taken back at the station and at that point we will attempt to interview him at the station. Did he say anything upon capture . . Im wnot aware of it, if he did. I dont have that information. Your officers were authorized to use lethal force . Was the goal to take him in alive . Thats always our first choice and preference. Again, that option is only to prevent the escape of a very dangerous individual. Had they not been able to contain him that would have remained an option. Who made the arrest . It was a combination, a combined group of the Border Patrol and psp. [ Inaudible Question ] is that normal procedure . Yes. Was he in the same location where you found him . Im sorry, you asked first. [ Inaudible Question ] he was proned out. Im not ive not been told he was asleep and he began to crawl away. [ Inaudible Question ] it was in that close proximity to that, yes. [ Inaudible Question ] no one was assisting him at that point. Sir, what was the agency that was flying the helicopter that first spotted the heat . That was the dea, and that was a fixedwing aircraft. Were you worried as Law Enforcement that you had to down the plane and there could be a chance for escape . Obviously, the plane had to land, but what kind of as ive told you throughout this investigation, there are always things we have to contend with. Everything isnt scripted and doesnt go perfectly, and so its just another challenge. Worried is not the word that i would use. We simply had to adapt and so we secured that inner perimeter while always keeping our outer perimeter secure so that if he did manage to get out of that perimeter, we would box him in again. [ Inaudible Question ] you know, i dont know that he was particularly skilled. He was desperate and i said that all along. We have an individual whose choice is go back to prison and spend the rest of your life in a place you dont want to be or continue to try and evade capture. He chose the evade capture. He was in good shape, obviously able to climb to get out of prison, but ultimately, as i said all along, we had an amazing team assembled here. Capabilities that are just very formidable, and i was confident all along that he would eventually be captured and ultimately this team, and i credit all of them for bringing together their collective experience, the resources and being able to apply that and capture him. Its never easy to find someone who doesnt want to be found in a very large area. Previously, you said you were reserving comment upon anyone helping him in the search. You said no one helped him this morning. There were people who were intent and intended to assist him. We had been successful to the best of my knowledge, we had been successful in preventing that assistance from reaching him. Would that be his sister . Yes. There have been frustrations and criticisms from the public and now that its over do you consider this anything other than a success . No, its absolutely a success. I have to tell you, i think by and large the public stayed amazingly supportive. I had some third grade students stop by yesterday and drop off letters and notes of support for all of these responders. We put them out for them to see at the Briefing Time and things. Thats the kind of support we saw from this community. There will always be criticism. There will always be people who think they can do this job better, and theyre entitled to their opinion. What i will tell you is i put my faith in this group of experts and this group of seasoned, Law Enforcement professional, the dedicated men and women not only of the Pennsylvania State police, but of all of the other Partner Agencies and ill put my money on them any day of the week, and i believe the Community Supported them and continues to. Will he be charged with escape and when will those charges be filed . Well be discussing with the District Attorney, what, if any, charges will be filed, but for right now, again, there is a commitment and he is going to begin serving his Life Sentence at a state correctional institution. [ Inaudible Question ] she is in the deportation proceedings. That will proceed as had been initiated. Do you know where cavalcante got the eagles hoodie from . I do not. Other than the rifle, what did he have with him . Did he have Anything Else . Just the clothing and things he was wearing. Did he attempt to shoot or try to engage . He did not have an opportunity to. [ Inaudible Question ] i dont have an exact number, but looking at the teams we were sending in there in the immediate vicinity was probably 20 to 25. [ Inaudible Question ] yes. There were Tactical Team, you would expect camouflage, full armor, long rifles, that kind of what agency . Customs and Border Patrol bortac team out of el paso and the Pennsylvania State police and our special Emergency Response team. [ Inaudible Question ] they were on the ground and length of time . From that point, probably five minutes. It played out fairly quickly once they identified him and moved in. He detected them at that point once they were already in position and again, he started to crawl away and it played out very quickly. [ Inaudible Question ] i dont know that there is any single lesson. I will tell you that i learn something from all of these and as i told you before i bring that experience to the next one, and so i just go back and its all about the team. Its about assembling the right group of people, the right technology and the people with cando attitudes who will stick with you through the investigation and thats what we did and its worked well for us in the past, and im sure it will work well for us in the future. You said there were people intending to help. I want to see if we can get more detail from you on that. You did confirm the sister was intending to help him. Who else was intending to help him and can you tell us how . The reason i will not talk about that, we will be discussing with the District Attorney whether there will be any additional charges. I dont expect that there will be on that aspect, but we want to have that discussion before we before we discuss Anything Else. How did police catch him. No, i think he stopped because his normal pattern was to travel in the late evening, earlier, overnight hours. Whether he got tired or whatever normally, if he typically didnt travel later at night, and he typically did not travel during the day unless we pushed him and we did have several instances of that in which we pushed and had to move. He didnt have night vision or anything like that, the technology that many of our operators had out there and so traversing rugged terrain is difficult to do. I believe it was just easier for him to do in the late evening hours and late afternoon. [ Inaudible Question ] there was a scalp wound and i am told there was not any significant injury. Did he have a phone . [ Inaudible Question ] no. All along, we asked people to secure as best he could. Unfortunately, he was still able to acquire some of those things and again, those are some of the challenges that we deal with in an investigation like this. Our people rise to those challenges and again, he was captured. I know that you led the effort also in july earlier this year when that person it ultimately led to his arrest and here we are again. You are talking about a k9 moving in and disabling cavalcante. Can you just talk about having k9s and how much of an asset they are when you are trying to navigate tough terrain and track down dangerous people. In the case of tucker, he was kind of oa civilian and i would say we deputized and that was in warren that the gentleman was referring to. I believe its a shepherd or Belgian Malinois. Just if i can come back to this gentleman. I apologize. In any event, k9s play a very Important Role not only in tracking, but also for just in a circumstance like this, safely capturing someone, far better that were able to release a patrol dog like this and have them subdue the individual than have to use lethal force. So again, our preference is always to use other means. K9s play a very Important Role. Can you tell us more about where he was near a commercial building . He was in the wooded area west of pa100. Im sorry . Pa100. Are you aware how he was getting nourishment and liquids . That is all part of the interview that well attempt to do. Whether hell talk to us is entirely up to him, but that will be something that well be asking. Sir, can you release where he worked prior to his 2021 arrest for homicide . Unfortunately, i dont have the list of those locations. I know that he did a variety of jobs installing flooring, but i dont have the specific list of his work locations. How long will he be there . Long enough for us to process him and however long an interview lasts with him. I dont expect it to be for a very extended period of time and again, at that point he will be transported to an sci. Would he team up with another man . No. Can you give us more detail on the actual encounter with the dog . Did the dog tackle him . Bite him . Again, i didnt see the specific capture. What i would tell you is the way those dogs are train side to simply go to the person. They will grab whatever is closest for them to grab, and then they are trained to detain that individual. They dont just keep biting and releasing or trying to cause additional injury. They simply grab on to and try to hold that person in place until officers can get there. So thats why theyre never released, at some great distance or unsupervised. There are officers close by and the handler can immediately pull the dog back off they give a command and pull the dog back off. Did he resist the dog . He did. He did. I dont have the name. Two questions. Was there any bodycam footage or doingie cam footage of this arrest or anything happening . Wnot that im aware of. Border patrol are they here . Yes. Can we talk about the Border Patrol expertise here to make that arrest . What your experience played and if you can step up . Border patrol is trained in tracking and pursuing. From the time an agent comes on duty assigned to the southwest border they get lots of Experience Tracking and trailing people, and with our technology and other resources, it just aids in the searches like this one. Different terrain than what you are normally working with. Border patrol is in the southwest border and we have training and experience in all types of terrain. Tell us specifically what did you do here . What did you do here to capture this man . We assist the tfederal, stat and local partners. With our resources, whether performing observation at night, searches during the day, searches during the night and obviously, we had our Tactical Teams here. Question for governor shapiro. Governor, you described the last 24 hours that your commanders over this operation were also calm. How did you balance the obvious pressures from the outside that were saying find him yesterday . We had a job to do, and that was to capture cavalcante, and i had the absolute best team working on this. I am proud to be associated with the Pennsylvania State police, and all of the Law Enforcement leaders who were behind me, federal, state and local. We knew we had the best and we knew as Colonel Bivens said, he was desperate and it was a matter of time. I couldnt be more proud of them. I want to come back to two questions over here that were related to mr. Holdens question. One was about the assets that we deployed beyond the people. I hope that the public takes great pride in the technology and the k9s and all of the assets that were brought to bear here. We ask a lot of the public through their tax dollars to support the police, to support Law Enforcement at every level and they got a frontrow seat here in Chester County and across pennsylvania to see the extraordinary work, not only that these individuals do, but the Great Technology that we are able to bring to bear to ultimately capture dangerous suspects like this. The public should take great pride in that and then to the gentlemans question there in the suit, folks, whoever had their eagles hoodie stolen, if you can let us know, ill do my best to get you one of the kelly green ones, okay . Two individuals from the same prison in the same year. What do you say to people who live in this area who say what is happening at the Chester County prison and what will you guys do moving forward to try to prevent this kind of thing from ever happening again. Here in pennsylvania our system may be different from other states. We have state correctional institutions and then we have county jails. In this case, the Chester County jail is run by Chester County officials. Theyll answer those questions as to what occurred and what changes are ultimately going to be made. Certainly, the state Department Of Corrections will be here to assist in any reviews or in any other work that they need done to make sure that facility is secured and they obviously have a lot of work to do there, and i am confident with the leadership of Chairwoman Moskowitz and other leaders, theyll get that done. How much did this cost . Is it estimated that the cost of the man hunt is about a million a day . I cant put a price tag on it. Well do our best to make sure that whatever can be tallied up and is shared with the public at the state level. I cant speak for our local and federal partners. You mentioned [ Inaudible Question ] were there other patterns that you picked up on . There were there were a number of things that we picked up on, and he didnt follow the same pattern every single time. He seemed to like to travel via creek beds. He liked other paths of least resistance, wood lines, power lines, gas lines. That type of thing and thats actually fairly normal. Nobody wants to force themselves through heavy underbrush and things and again, i mentioned the time of day, but all of that combined with some outstanding work and technology is really what brought this to a conclusion. The people of chest are Coareer County are grateful for your efforts and that tactic was successful. Anyone that you would like to thank at this time. I know they doan eighted breakfast and what what, and anyone else you would like to thank and the people of Chester County . We have been compiling a list and i dont want to stand here because i will absolutely miss many. Some of those that you mentioned have been outstanding supporters of us, and i thank them. We will publish a list of all who helped us out because we are very, very appreciative. That level of support is one of those things that allows our people to focus on the task at hand and to, you know, try to be successful quicker than we might otherwise have to be. When i gave you all a tour of the facility in here, i talked a lot about logistics and the support thats required to field a team of three, four or five or more hundred Law Enforcement officers out there, it takes a lot to put it out there, and so the help of all of those folks, the help of the average person who stopped by and dropped off a case of water was very much appreciated and not only for the case of water, but also just for the kind thoughts and words of support that they always included when they dropped out. Do they contain the capture was it the way to go . As i said, we always take a multifaceted approach and depending on the circumstances theres always a contingency and were always prepared to move in whatever direction we need to. [ Inoddible Question ] were officers wearing body cameras . I dont believe the officers on the Tactical Team had one. [ Inaudible Question ] it was a de affixedwing aircraft. I believe thats south covington. We were operating in several townships and it was north of priser and west of pa100. Where were you when this happened . Do you have a personal satisfaction for 14 days of very long, hard work. How did it feel for you this morning . I was here in the command post when the capture occurred and yes, i am very happy that this occurred, and that no one was injured. You know, it brought a new level of danger for all of our people out here in the field when we knew that he obtained a firearm. So for me, the biggest sense of relief is that no one in the community was harmed, and no Law Enforcement officer was harmed either. So that, really is, is the win. [ Inaudible Question ] no, i believe he was more mobile the entire time. Where is he being transported to . We are not releasing that, but it will be a State Correctional Facility and once he is secure there, i believe they will release where he is being housed. [ Inaudible Question ] did he have any means of communication to reach out to those people and coordinate where he snfs. He did not at the time that we captured him. [ Inaudible Question ]. He did not at the time that we captured him. [ Inaudible Question ] he did not at the time that we captured him. [ Inaudible Question ] . He did not at the time that we captured him. [ Inaudible Question ] well, as i addressed a few minutes ago. Yes, he had the firearm with him. Yes, he was a threat, and he did not have an opportunity, and i believe he was taken by surprise, and i believe the k9 played a large role in him not being able to utilize that firearm. What i would tell you is again, that it is our last choice, our last preference to use lethal force, and so while there were other options, the team did the responsible thing, did what we expect and they used other options and again, lethal force is always their last option. What kinds of questions were asked of him . We have the criminal investigators that have been involved in this, everything from the escape up through the time that he has been on the run. I am sure all of that will be included in their list of questions. Whether hell choose to talk, i have no idea and that will be his choice. Do you guarantee the public that this man will not escape again because clearly, he has that ability. He will not escape our custody. He will be turned over into a Sit Institution and i have every confidence that they will safely and securely house him, as well. Was he within the perimeter you had yesterday . He was. How close was he to the edge of the perimeter was he . Do you know where in the perimeter . . It was within the perimeter and he would have been a few hundred yards from the eastern edge of the perimeter. In terms of the public being involved there was Video Surfacing of vigilantes in Chester County trying to get involved in this case. Moving forward, if this happens again, what would you tell the public in regard to getting involved in a case like this. I would ask the same as this time, please do not come out and be involved like that and you would take away resources that other otherwise spend on the search and we dont want them to get hurt unintentionally. [ Inaudible Question ] within a quarter mile. It wasnt it wasnt a burglary, it was an alarm, by the way. How long is the transfer . It depends on whether he is cooperative when he is interviewed and that could take minutes to hours, but i dont have the answer yet whether hes [ Inaudible Question ] do we know if his sister and mother are in puerto rico, as well . I dont believe his mother is here, and i dont have that information immediately available here about where they entered. As i said, his sister, though, is in the process of being deported now. More questions . Everything that youve been through and seen with cavalcante . Do you plan to have a conversation with him and ask him anything about this . No. The investigators are quite competent and theyll gather the information that is important, and i am confident that everything we need is gathered in that way. We dont need to have a personal discussion. What would you say to anyone who tries to escape . Think it is a bad idea. We will be here and well put the Team Back Together and well be right back out after them. Thank you all. Thank you, everybody. [ applause ] you have been listening to a Press Conference from Chester County, pennsylvania. Extraordinary new details about the capture of escaped, convicted killer Danelo Cavalcante which played out overnight starting at around midnight. We will walk through the timeline of what we just learned of how that happened because the details here really are so revealing. So after midnight in Chester County, inside the perimeter where theyve been searching a Burglar Alarm went off at a residence. They went and checked it out. They could not find anything, but overhead a dea aircraft with Thermal Imaging picked up some kind of a heat signal on the ground. But then there was a thunderstorm. They had an aircraft in the air and apparently it was a dea plane that was flying around. There was a thunder and lightning storm. They had to landes that so they could no longer use that aircraft to help them out. So what did they do . They surrounded the area. They locked down the area where they thought that he may be because of that heatseeking signal. They surrounded this area and just after 8 00 a. M. They moved in on what was the heat signal, and it was Danelo Cavalcante in the grass, in the brush there. They had him surrounded. They were able to get up close to him without him noticing, but ultimately he did take notice. He did take notice. That is when they sent the k9 in. He tried to flee. He was basically crawling on the ground. He had his gun underneath him crawling on the ground, trying to get away. They sent in the k9. The k9 grabbed him by the scalp and he has a scalp injury and he continued to resist according to the officers. Continued to resist, but the dog subdued him. The dog got him and with no shots fired, they took him into custody. No one injured other than a slight scalp wound to cavalcante. All of this from beginning to end from when they had him surrounded and began to move in and he crawled away took about five minutes total. Five minutes is what they said it took as soon as they saw him, got a hold of him using the dog and took him into custody. We do now know, and i think we have new pictures for you that well be seeing in just a moment of him being taken out of the van that traversed from the area where they caught him to a new facility where he will be processed. He will be questioned, but he has to have an interpreter and as john miller pointed out, probably an attorney with him if they try to question him and we will show you those pictures of what he looked like after ward. In the first time they cut off his shirt. They were looking for markings, which he has a huge tattoo on his back and they were making sure for Safety Reasons that he didnt have anything in his clothing because remember, this is a convicted killer who was sentenced to life and was trying to get away in a desperate attempt not to have to live in prison for the rest of his life. Well get new pictures of him being removed from the police van. Right there. You can see his pants legs were sliced off, wearing virtually nothing being led into a facility. Danelo cavalcante now in custody being processed which hes being questioned with portuguese interpreters inside the facility. Extraordinary new details including the moment of confrontation, it was a dog, a police k9 that more or less, subdued and captured him and he did try to resist which is different than we initially heard and there was a moment when he tried to get away and he tried to fight off the dog and john miller here. Incredible new details, john. It shows that they have been through this drill more than once in the case of this hunt. Sometimes that heat signal has been a deer moving through the forest, but this time they had that Burglar Alarm which was a tell. He didnt actually get into the house if hes the one who set that off, but hes been doing his burglaries as hes been on the run, looking for clothing, food, supplies, cash and then when that aircraft had to depart, the idea was do we want to saturate this in total darkness and go through it in the rain or can we hold this ground, lock it down and when we have some light go through this . And thats what led to the success. Whats interesting as were watching this unfold before our eyes as theyre describing all of this, we had also already learned some of the things that he may have stolen which was food. He needed something. Its been 14 days. He wasnt getting a lot of help from anywhere else. We know in talking to one of the residents there that we believe he went into a Horse Trailer and stole five granola ones, large ones where as john pointed out he could live off of those because theyre highcalorie snacks, if you will. They found him in a very difficult position because it had been raining like crazy, thunder and lightning and these officers stayed in that environment, surrounding the area they believed he was in and yet when they got upon him they still found him resisting, though nobody was shot. Nobody was injured except for what the dog did which was basically trying to hold him until he stopped resisting until they were able to capture help. Can you talk about the dog here and how he was used and the description of how he was used and for what he was used because for this 14day manhunt, it does come to a conclusion by a dog catching an escaped murderer. A dog is an essential element of many s. W. A. T. Teams and the dog is highly trained, highly disciplined. Usually he goes home and lives with its handler. Youll remember, one of the key factors, you know, of the team that captured Osama Bin Laden in abbottabad was a navy s. E. A. L. S team with a navy s. E. A. L. S k9 that was built into that and its based on the theory that if you are in all that tactical gear, and you have to run after somebody the dogs going to be faster than a person. Right. And its going to be faster than somebody in that gear and the dog is trained to bite and hold, which is latch on to something, a leg, an arm and hold that person until the human team can get there which sounds based on the description Lieutenant Colonel bivens gave, exactly what happened today. You also mentioned how important it was, their noses. He had a sweatshirt and he took that off and they have a fresh scent and the dog will be able to smell his scent very, very quickly, even though all this rain, all of this lightning and thunder. Clearly, they needed their k9 to help get this done. So thats an interesting question because thats a logical process for the k9 team, but this was a tactical dog. We dont know if the dog was read into that scent or was just there for the purposes of chase, grab and hold, but we also learned something in terms of detail. Yeah. When Lieutenant Colonel bivens said they got into the area, they moved very quietly. They took up their positions and had him surrounded before he realized they were there, and then he said he did. Once he realizes hes there he starts crawling away. He takes the rifle with him which had been underneath him, and you know, i had reported earlier that this went without incident. They gave him verbal commands and he stopped. The commands he got were from the dog which im biting you and youre not going anywhere until they were able to safely take him into custody. One of the things the dog did is it tied him up in terms of hands while they wanted to close that distance and get the rifle separated from him which was at that moment, the key consideration. Perpetrator, gun, separate. And no shots fired. Which does feel extraordinary given how this all went down with him trying to crawl away in the grass with the rifle at that point. I imagine the dog was the last effort to get him before. The authorization they gave him last week, if he does anything, but actively surrenders is the term that you are authorized to use deadly force meaning it would have been within their instructions and case law, but tactically, they were able to overcome that and didnt have to which is a better outcome for everybody. Up until recently, up until the perimeter went down we are a mile down the road from priser road where this all went down, and i want to emphasize a few Different Things that you all have been talking about. This is the easternmost edge of this tightly held perimeter, and Lieutenant Colonel bivens said that he came within a few hundred yards of essentially crossing this easternmost edge which puts into context that he was clearly trying hard throughout the past 24 to 48 hours to get out of and escape this perimeter, and that, i just want to make sure that viewers understand the other thing, too, and we talked about it because i want to highlight it because the aspect of weather has been something that has been discussed throughout all 14 days of this man hunt. First, we were talking about extreme heat and Lieutenant Colonel bivens early on in this investigation and man hunt that the heat was affecting their officers and it was incredibly hot and they were weighed down and there were emergency issues even with the k9 during the manhunt because of the extreme heat and he said that heat is likely also affecting cavalcante and that bring us to last night and meteorologists in the area reported that these violent storms were going to come through. They had him in the area, dea, fixedwing plain sights and because of the lightning and because of the weather and because of the storms they had to shut down and that could have definitely helped cavalcante take that last bit of cover and could have helped him, ultimately, vad that perimeter, but that description of the Law Enforcement officials coming in fresh just around 8 00 a. M. To have the element of surprise as bivens said, that was a remarkable moment in this case and they used the weather in this moment to their advantage and we heard the u. S. Marshals service say yesterday, or perhaps the day before, forgive me that now that hes in this area, outside of that initial, more intensely wooded area or in this suburban area that advantage is Law Enforcement and that clearly is thes a and the one thing that struck me was actually said by the colonel of the Pennsylvania State police and not bivens who came out and said that he dedicated this Search Effort to the victims of dannello caval kapty. He was just convicted of murdering deborah brandao, his exgirlfriend in a brutal, vicious way and was sentenced without the possibility of parole for that particular murder. The d. A. Of Chester County noting that the family is finally relieved. The family of that victim is finally relieved that this person is once again behind bars and he is wanted for another murder back in brazil that happened in 2017. It shouldnt be lost that the relief, yes, for the area is Emfrom Endous and the relief from those directly affected by cavalcante that were closer to the prin thson that he escaped. It is such a good point, there are families behind this suffering from this, and we also heard from the District Attorney whose office put him behind bars who was also furious, im sure, to see that he escaped from the jail before he went to serve out his Life Sentence. Now hes been captured and brought back to justice and we want to bring you up to speed to where we are just before 8 00 a. M. He was found. A k9 went in and was helping to capture him, grabbed a hold of him, held him and officers were able to get a hold of him. No shots fired, but caval kapty who has a slight injury to his head from the dog and he is headed into custody yet again into another facility where he will likely be questioned and he will be processed and eventually be put back into prison, but not the same one he came from which was the jail into a State Correctional Facility. I want to bring in danielle brunner, a retired fbi supervisor sperm agent who is with us this morning. Can you give us some sense of how extraordinary. Were listening to all of the details of this, and it just struck us like almost like a movie when you were talking about every single thing that Law Enforcement has at its fingertips to try to bring this person in and it finally worked. Well, whats amazing and it shows such great cooperation from the agencies that so many agencies were able to come together, but we practice and we trained like this with the fbi, the u. S. Marshalls and the Pennsylvania State police in a multiagency command post for everyone to come together and this one command post, all of the information was getting fed. The aircraft, the information from the aircraft and they werible able to see it live and that was fed to the bortac to the Pennsylvania State police in realtime to get a federal aircraft information being fed to the ground. The communication, the cooperation, it is remarkable, like you said, it is, but it shows the dedication of all these agents and these officers that were on the ground, the restraint and the training that they had at the moment where as mr. Miller said they could have used deadly force when he was trying to escape, but they didnt and they had the dog and there were other ways to use less than lethal because the intent is to capture him and bring him to justice and not to kill him even though that is a possibility, the intent was to capture which shows the incredible restraint and training of the officers on the ground. Talk to us more about that moment because talk to us from the moment that they had him surrounded to the moment they had him in custody was about five minutes total, but we just learned from this news conference. Its a long time when you think about it. It does feel like a long time. We just learned he was trying to crawl away with the gun. He had a gun and trying to get away. Whats going through your mind if youre one of the officers and we know there were pennsylvania s. W. A. T. Team and federal agents and whats going through your mind at that moment . Like i said, the training that these officers go through to become a member of these special tacktics teams, is amazing. You are taught restraint, training and looking for different actions of the criminal that may be moving towards the weapon, and the fact that he was attempting to crawl out and the fact that he was fighting the k9 and resisting arrest. Your your senses are heightened. Youre constantly looking for the threat as they released the k9, im sure that was part of their training before they go out, they advise and they talk about it and they say if this happens well release the dog. There are steps in preparation if we go out. If we encounter him, lets release the k9 and each one of the officers and training is to get into position and to contain the threat. The fact that he was crawling away, it clearly was an attempt to escape, but the k9 was able to subdue the fugitive. John, just about everything that your source told us happened happened except for the very end with the k9. We didnt know exactly how this capture actually went down. So now what . Because now he is in custody. Now he is actually going into the facility where they will do what and going forward, he has an attorney because theres an appeal. Theres an appeal that was the appeal of his murder conviction was to be filed like the day he escaped or the day after. So clearly as a client he didnt put much faith in the appeal because he escaped jail. Does the attorney have to be there when hes questioned since they know he has one or is this something they can do without the attorney and obviously, they need an interpreter for him. This is a legal nuance which is he is currently represented by counsel. So there is a question about whether you can question someone who is currently represented by counsel and there is a Language Barrier and he speaks portuguese and not much english, but enough to get by so what will have to happen . Where are we now in we are at the Avondale Barracks of the state police. He will be processed there and theyll take another set of prints to match. Theyre going to take a mug shot and do whatever their normal Arrest Processing is. There will be a medical screening which is, you know, theyve done the preliminary version, but a guy did fire shots at him so you have to make sure is there a wound . Is there a graze wound, does he need medical treatment . Does he need treatment for the scalp. The Interview Phase is going to have to come with a miranda warning. Right. Which will have to be done through the interpreter. Someone who has been in jail since 2021 and operating in the scope of a prison is probably well schooled in the idea of wnot talking to authorities, but theyll have to go through that process to see if he wants to waive nah and then its going to be off to state prison. There may be things that can happen here. He may be charged and its likely hell be charged with escape. There may be the desire to question him about who, if anyone, helped him on the outside up to and including his sister or other friends . Was there other prisoners . Thats going to be part of an investigation. No idea whether he would cooperate with that and relatively unlikely and hes already convicted and already sentenced. To life.
