Owners . And will he lay out how seriously he really is about pushing new tax cuts as fears grow about an economic slowdown . This just as a new cnn poll shows for the first time in trumps presidency americans perception of the economy is on the decline. Lets get to it. Cnns Sarah Westwood is in louisville, kentucky, where President Trump is headed today. Sarah, first on greenland. Are you hearing anything more from the white house on the president s decision to postpone this meeting with the Prime Minister . Reporter well, kate, President Trumps stated reason for not heading to copenhagen is the fact that the danish Prime Minister had signaled that the government was not interested in talking about the sale of greenland to the United States. In fact, the danish Prime Minister had described that as an absurd idea. The announcement of trumps postponement to denmark has not been received well by danish politicians. The danish Prime Minister said she received the news that trump was no longer coming to denmark with, quote, regret and surprise. The former u. S. Ambassador to denmark telling cnn this morning that this is just simply not how a u. S. Ally should be treated. Keep in mind that on sunday when President Trump was talking to reporters, he confirmed his interest in greenland, purchasing it for the first time. Sources told cnn that the White House Counsels Office had been directed to look into the possibility of purchasing greenland. Also, President Trump told reporters that his trip to copenhagen had nothing to do with his interest in buying greenland. In fact, he had said that was an issue that was pretty much on his back burner. So kate, weve seen a pretty dramatic shift from President Trump saying the two things had nothing to do with each other to now citing denmarks disinterest in selling greenland as the sole reason for why hes scrapping this travel, kate. All right. Well see what happens. Sarah, thank you so much. Im also going to be talking to the former u. S. Ambassador to denmark in a moment about all of that. Joining me right now, much more to discuss, elena plot, White House Correspondent for the atlantic, and the White House Reporter for the Washington Post, boath cnn political analysts. Elena, you broke the story last night about the president s call with the nra and the fact he would be taking universal background checks off the table in this conversation about what to do in the aftermath of the Mass Shootings in el paso, texas, and dayton, ohio. What are you hearing today . Today im hearing that the white house is scrambling to try to assure conservative allies that the call was, in fact, real, that what they would like to say is theres a difference. Universal background trumps were never an understanding of meaningful background checks. Pursuing avenues of getting guns out of the hands of mentally insane people, as he calls them, is itself a form of a background check. So you know, from what im hearing inside the white house this morning, kate, they are a little bit upset at the nra right now. But as we have seen from the beginning, even if trumps instinct is to say that he cannot be cowed by this organization, shooting after shooting he returns to the line that they would most like him to stand behind. This is so interesting. This morning i was starting to wonder if this could come down to something of a game of semantics. Im wondering if you can see the possibility or if youre hearing something that if the president could still support some kind of expanded background check, some closing of some loophole in the background check system without supporting universal checks for gun purchases. Well, if you look at just the president s language itself, compare what he was saying right after these shootings happened in el paso and dayton. He talked about the need for strong background checks, meaningful background checks. He talked about how he was in position to bring democrats and republicans together to do something significant. Then more recently, hes talked about how we already have background checks, and this is all about mental illness. Hes really retreated to the lines that the nra likes. Even if the president ultimately lands on something that has to do with background checks, his language has shifted so much that its unlikely hell back anything significant, anything major, or anything bipartisan. Democrats control one house of congress. Theyve already passed a major background checks bill. Theyre not necessarily looking for very small incremental changes. They want to be able to show their voters and people who will be voting in 2020 that theyre backing bold ideas. The president seems to be retreating from anything major or bold. Its not clear hell land on anything that could pass with both democratic and republican support. And elaina, that leaves me to wonder, is this conversation over before it even really began when congress returned to capitol hill . All the smart money was nothing is going to happen without real leadership or direction coming from the white house when it comes to pushing republicans to do anything. But specifically on something so politically sensitive as anything with regard to guns. Is that what youre hearing, this is over before theyve even returned . I mean, i think its a great question. I think its the reason that in the immediate aftermath of a mass shooting, a lot of my sources will get frustrated and rightfully so, hearing from reporters, wondering if it is different this time, if the president s initial tweets about supporting strong and meaningful background checks or gun control in some way are just false flags to fizzle immediately. We saw it after parkland. I mean, weve seen it time and time again in the 31 months of this presidency. You do have a lot of democrats on the hill, democrat aides in the senate saying, you know, why is anyone surprised by this . And real quick, i want to ask about the other thing percolating from the white house right now, the president considering tax cuts to stave off an economic downturn. His staff he says hes been thinking about it for a while. His staff denying it for days. They kept putting on this very specifically at this time. Does it tell you anything about how seriously the president s actually considering pushing Something Like a payroll tax cut . The president likes to talk about tax cuts. Its clear the white house is not on the same page. When it comes to responding to these signs of a potential economic slowdown and if we were to actually have a major crisis, it would be hard to figure out who to listen to within the white house because you have a president saying one thing, advisers saying its not true, and the president confirming it. The fact of the matter is if the president wanted to get a pay control tax cut through, hed have to work with democrats and have a bipartisan approach to anything he wants to do on reducing tax rates because democrats control one house of congress. He hasnt really shown the ability to work in a bipartisan manner, specifically when it comes to issues of the economy and issues like tax cuts. So its not clear that this is anything more than just internal discussions within the white house. If we were to face a major crisis, then we may see the president wanting to bring democrats and republicans to the table to stave off what could be a major recession that could have impacts on his political fortunes as well. But then again, according to the president , as we heard yesterday, his consideration of this has nothing to do with any looming recession, nothing to do at all. Such amazing coincidental timing. Thank you, guys, very much. Really appreciate it. Following another story this morning. The Trump Administration just announcing a new rule to hold migrant families indefinitely. That includes children, who right now are by court order only allowed to be held for 20 days then must be transferred elsewhere, to family, to relatives. We know from recent history that the Trump Administration has had a real problem come plying with that kind of an order. Joining me with more details on this is cnns Senior National correspondent Alex Marquardt in washington, where the acting secretary of Homeland Security just laid out this announcement. Alex, what did he say . Reporter thats right, kate. Acting secretary of Homeland SecurityKevin Mcaleenan is essentially saying that this new rule that theyre putting into place will replace what is known as the flores settlement agreement. That, as you said, allowed Migrant Children to be held for no longer than 20 days. As a result, mcaleenan said, that created an incentive for migrant families to come to the u. S. Illegally because they know that they could then get released after 20 days. So what this new rule will do, if and when it goes into effect, would mean families will be held for much longer period of time. As you say, it could be indefinitely, but essentially its as long as the immigration proceedings will last. The second core component to this new rule is that it sets a higher standard for the way that children are kept, the way that they are held. Obviously weve seen these horrific scenes of children being separated from their parents, held in dark and dirty centers. So he laid out at length the elements theyre putting into place to make sure theres a higher standard of care for these children. Lets take a quick listen to what mcaleenan said about how this will deincentivize families from coming to the u. S. Illegally. The result of Holding Families together under the Previous Administration was a dramatic reduction in the flow of unlawful crossings by families. By closing this key loophole, the new rule will restore integrity to our immigration system and eliminate the factor fueling the crisis. Reporter so mcaleenan there saying that it closes a key loophole, but what it really will do is it will ensure that families with their children will be held as long as these immigration proceedings last. As i mentioned, that could take months. Mcaleenan saying that this has happened before, and generally proceedings can be over within 50 days. Mcaleenan was very clear that he wants to make sure that these children, by doing away with the flores agreement, are not used as what he called pawns or passports. Kate, this rule will be published on friday. If it was smooth sailing, it would go into effect in 60 days. Thats not expected to happen. Mcaleenan himself saying theyre expecting fierce opposition in the courts. This does have to clear the courts. They are expecting groups who have already come out today with statements against this new rule to require a lengthy Legal Process before this rule goes into effect. Kate . Alex, thanks so much. Really appreciate it. Coming up for us, much more on President Trumps snub of a longtime u. S. Ally because its Prime Minister would not discuss the sale of greenland. The former u. S. Ambassador to denmark is our guest. Plus, President Trump attacks two democratic members of congress, and in doing so sparks outrage and charges that hes making antisemitic remarks. The head of a major Jewish Advocacy Group joins me next. Dad, we need to talk about something important. You dont need to go anywhere dad, this is your home. The best home to be in is your own. Home instead offers personalized Inhome Services for your loved ones. Home instead senior care. To us, its personal. Wheres the Democratic Party gone . Where have they gone, where theyre defending these two people over the state of israel . And i think any jewish people that vote for a democrat, i think it shows either a total lack of knowledge or great disloyalty. That was President Trump from the oval office yesterday, continuing his attacks against two democratic members of congress, Rashida Tlaib and ilhan omar. In doing so, the president tapped into a centuries old antisemitic trope that jews cant be trusted because they have dual loyalty, a concept thats long been used to try to belittle the jewish people. The president s comments faced swift and wideranging backlash. One group speaking out is the American Jewish committee, tweeting this. Enough, mr. President. American jews, like all americans, have a range of political views. Your assessment of their knowledge or loyalty based on their Party Preference is divisive, disrespectful, and unwelcome. Please stop. Here with me now is the ceo of that group. David, thank you for coming in. I read in the statement you put out, you also call what the president said is down right dangerous. Why is that . Well, its downright dangerous for the reason you mentioned a moment ago, because there are historical overtones to whats being said here. The issue of disloyalty, disloyalty to america. No matter how long weve lived in a country, the service weve rendered, our military participation, no matter what, there are those who ask, do jews really belong here . Unfortuna unfortunately, thats what the president did yesterday. What did you think when you heard that come from the president s mouth in the oval office . To be very frank, i was appalled. I understand this is going to be a very closely contested, heated president ial campaign. We should be under no illusions. But the fact he would refer to jews as ignorant or greatly disloyal if they choose to vote for a democrat, to me, was way over the top. And do you see the president pedaling antisemitism from the oval office there . Ive never personally believed that the president is an antisemite. He has close family who are jewish. But knowingly or unknowingly, hes pedaling in places and spaces which allow antisemites to believe they have more room to maneuver. That can be just as dangerous and just as horrible. It can, indeed. What weve seen in recent years is antisemitism globally and in this country have been on the rise. Theyve come from multiple sources. But all of us need to ask, beginning with political leaders, are we doing anything to contribute to that environment . Are we tamping down the danger . And david, to be clear, you have been critical of the democratic members of congress and how they handle the controversy around the trip to israel. Youve spoken out against what you call their hostile views toward israel. I want you to answer to the criticism this is political for you. Thank you. This is totally nonpolitical. I may be among the last nonpartisan standing in america. Certainly the American Jewish committee is nonpartisan. Were swivel headed. Well take on antisemitism wherever it comes from. Our goal is to depoliticize it. Its being weaponized by some. Were trying to say you can be on the left and be antisemitic, you can be on the right and be antisee mettic, and were going to call you out. Ive heard commentary this isnt about Jewish Voters at all. Instead, its more about evangelical support for the president in the election. A Washington Post columnist put it this way. Trumps indulgence of israel stems not from my love of the jewish people, but from an even greater desire to thrill his evangelical followers. Do you see that . Im not sure i see it that way. I see it as an election that may come down to places like the state of florida. Lets recall the year 2000 when it came down to a few hundred voters in palm beach county. Therefore, every vote counts in those swing states. Ohio, michigan, pennsylvania, florida, where there are a number of Jewish Voters. I think there are going to be a number of scare tactics. If you vote for the Democratic Party, youre voting for a party that hates jews. Im afraid they may take the bait. Thats dangerous. This isnt a game. As you point out, especially with the rise of antisemitism and hate crimes here in the United States and definitely around the world, this is far beyond politics and why it deserves this conversation. Thank you so much for coming in. My pleasure. Thank you. Coming up for us, its soldiers have lost their lives alongside american troops in afghanistan, in syria, in iraq. And the president just snubbed its Prime Minister because she wouldnt discuss the sale of greenland. The former u. S. Ambassador to denmark joins me to discuss next. Youre turning onto the street when you barely clip a passing car. Minor accident no big deal, right . Wrong. Your Insurance Company is gonna raise your rate after the other car got a scratch so small you coulda fixed it with a pen. Maybe you should take that pen and use it to sign up with a different Insurance Company. For drivers with accident forgiveness, Liberty Mutual wont raise their rates because of their first accident. Liberty mutual insurance. Liberty. Liberty. Liberty. Liberty. This morning, the danish Prime Minister is speaking out after President Trump abruptly canceled his upcoming visit, all over greenland. Listen. It is with regret and surprise that i received the news that President Trump has canceled his state visit to denmark on the 2nd and 3rd of september. I had been looking forward to the visit. Our preparations were well under way. It was an opportunity, i think, to celebrate denmarks close relationship to u. S. , who remains one of denmarks closest allies. What the Prime Minister is responding to is this. It came in a tweet. Based on the Prime Ministers comments, the president wrote, that she would have no interest in discussing the purchase of greenland, i will be postponing our meeting. Essentially, the president saying that since you will not consider selling me an island, im not going to meet with you. And this isnt just a headscratching, almost silly selfcreated conflict with another world leader. This is a very close and very important ally of the United States. Denmark was the only ska scandinavian country to approve of the invasion of iraq. Denmark fought alongside the United States in afghanistan, iraq, and syria. 43 members of the danish military have died in afghanistan. Another seven died in iraq. Denmark is also a Founding Member of nato. So again, this isnt just any fight with just any country. So what does it mean now . Joining me now, the former u. S. Ambassador to denmark. Thank you for coming in. Thank you, kate. Thanks so much for having me. Thank you. What did you think of the Prime Ministers remarks this morning . Well, i think she was appropriately diplomatic. Frankly, i would have loved to have seen the american president display the diplomacy and the tact that the danish Prime Minister did. I think she paid homage to this great relationship that has not just the last 70 years, since the formation of nato, but thats been in place for hundreds of years. So i respect it, i do. I think behind the scenes, though, this is so much more problematic. We have a president who, like you said, danes have fought and died alongside americans in war after war. I had the great responsibility of asking danes to go to places like syria and iraq. And the idea that you would make a state visit contingent on the idea, on the concept of negotiating the sale of part of their kingdom, this is offensive. Its a slap in the face. Its just not how you treat an ally that has been as good to us as denmark has been. As you mentioned, you know firsthand how strong of an ally dnmark has been to the United States. This might not jeopardize hundreds of decades of work together, but what does it do in the short term . Kate, i think listen, danes, europeans more broadly, obviously donald trump is remarkably unpopular in this part of the world. But ill speak for denmark here. They may not love donald trump, and they may not love his politics, but they do love the United States of america. And were going to have a lot of fixing to do once this chapter of American History is over. Were going to have to go back and try to earn some of the trust back that we have lost during this chapter of American History. And all of us, its going to be incumbent on all of us as americans, to understand that. But ultimately, these alliances have survived world wars. They are stronger than any individual administration. Lord knows europeans have had their rocky history. They understand that. So we will get through it. I trust that. This is a hiccup. But you know, lets call it out for what it is. This just this chaotic version of diplomacy and Foreign Policy just feels unamerican to me. American Foreign Policy has been dictated by a level of consistency thats been nonpartisan, whether you are republican or democrat. And this chaotic approach to Foreign Policy, Foreign Policy by twitter, turning your back on some of our best allies, it just feels unamerican. We have to turn the page of this chapter of American History. I actually was just going to ask you in light of this what your assessment was of how the president does conduct diplomacy. Unusual, of course. Do you see it in any way effective . So i do not, kate. Ill tell you why. So in the last 12 hours or whatever it is since we learned he canceled the trip and i am in copenhagen, coincidentally, on vacation. The response from the danes is something i find very, very troubling. It used to be that our allies, like denmark, held us to a very high standard. The idea that a president of the United States would cancel something as significant to them as a state visit would be very, very insulting. It is insulting to danes. It is. But this is almost what im most afraid of. They treat it with a collective shrug, an eye roll to a certain extent. They somehow expected it. This kind of behavior is normalized somehow. And thats what scares me. So to answer your question, no, i dont find it effective. In fact, i think as an american and someone whos proudly represented this relationship, i find it very, very troubling and not effective. At the same time that the president is clashing with the danish Prime Minister, hes also embracing russia again. Saying from the oval office that he would like to invite russia back into the g8 and putting it on obama, saying that obama was outsmarted by putin, and if someone proposed that russia be asked back into the g8, he says i would certainly be disposed to it. The president wants to allow wanting to allow that, just your reaction to it. This is my reaction, kate. I welcome the day that he talks about the Prime Minister of denmark or Angela Merkel or theresa may the same way he talks about vladimir putin. It just seems to me that this wouldnt have happened, that the last 24 hours in relation to denmark would not have happened had the person on the other side of the negotiating table been vladimir putin. Ambassador gifford, thank you for your time. Thank you, kate. President trump is backing away from his multiple statements supporting stronger background checks in the wake of the mass killings in texas and ohio. Joe biden, though, is definitely not backing away from attacking the president on that very point, writing this on twitter. Once again, President Trump has folded to the nra and broken his promise to pursue the most modest of gun safety policies. Meanwhile, one of bidens democratic rivals, Bernie Sanders, is facing questions over his gun safety record. Reporter it was one tweet following a horrific weekend of violence. Gu guttenberg lost his daughter in parkland, florida. He heard Bernie Sanders talking about the loss of life, the call for stricter gun laws, and also this. And i think all over the world, people are looking at the United States and wondering, what is going on . What is the Mental Health situation in america where time after time after time were seeing indescribable horrors . You wrote, shame on you, this is a gun issue, to use the gun lobby talking points on this only discredits you. What did you mean . Blaming gun violence on the mentally ill, i have a problem. I do agree we as a country need to deal with a broken Mental Health system. But when we have gun violence, we need to be really specific. Theres only one factor in gun violence that matters. And i guns. Reporter guttenberg was immediately sanders supportersd hed taken the line out of context. He disagrees. Unlike the other toptier candidates in the democratic primary, Bernie Sanders has sided with the gun lobby on two crucial laws. In the 1990s, sanders voted against the brady bill five different times, the legislation that finally passed and allowed for instant background checks sanders voted against. And in 2005, sanders sided with the nra, voting for a bill protecting gun manufacturers from being sued by victims of gun violence, like fred guttenberg. Hes now calling for its repeal. In his 2016 president ial race, sanders passed votes on Gun Legislation became an issue. Secretary clinton, is Bernie Sanders tough enough on guns . No, not at all. When theyre a threat to others or themselves reporter which at the time, sanders denied in an interview with cnn. So i do not accept the fact that i have been weak on this issue. In fact, ive been strong on this issue. I can get beyond the noise and all of these arguments of people shouting at each other and come up with real constructive gun control legislation, which most significantly gets guns out of the hands of people who should not have them. Reporter guttenberg says he appreciates Bernie Sanders has now evolved on the guns issue but says sanders legacy has become a personal issue in his own fight for Gun Legislation. You could say ive changed my mind. You can say ive evolved. But your votes and what youve done are still there. Im thankful that he has evolved, but he has to answer for it. Reporter sanders did vote for instant background checks, voted to ban certain semiautomatic weapons, and voted to eliminate the loophole of no background checks on private gun sales. And on the campaign trail recently, hes been urging the senate to pass what he calls common sense gun safety legislation. Assault weapons are militarystyle weapons designed for one thing. Thats to kill as many people reporter even so, Professor Robert spitzer, who has studied the intersection of guns and politics in the u. S. For decades, says sanders passed votes could be a political problem as the Democratic Party moves even further left. It kind of stands out as something of an anomaly. Many people are puzzled by the fact that the most liberal member of the senate, this one democratic socialist, takes the position that seems at odds with liberalism in america. Senator Bernie Sanders. Reporter during last months cnn debate, sanders try toddy fu tried to diffuse the issue saying the nra gave him a dminus rating. That may not be low enough. Kate, Sanders Campaign sent a statement saying as president , sanders would take immediate action to reduce gun violence, including repealing that law that protects gun manufacturers, the law Bernie Sanders helped pass. Fred guttenberg says hes looking for a candidate that doesnt have to explain why he ever voted with the nra. Kate . Important piece. Good look, drew. Thank you so much. Following the new report from the pentagon that isis is resurging in syria, there are new questions about what the United States will do about a massive refugee camp in the northeast of that country, where isis is now taking root. It is home to some 70,000 people. 70,000 people in that refugee camp. Thats about the population of wilmington, delaware. Now the pentagon watchdog says members of isis are inside the camp trying to recruit, trying to radicalize these civilians who have been caught in an endless war. Heres how Washington Post columnist josh rogan put it. The Islamic State is recruiting from the camp, smuggling fighters in and out and using it to plan attacks in other parts of syria, officials told me. If its not already effectively caliphate 2. 0, it soon will be. Joining me now is the executive director of the Syrian Emergency Task force, an ngo that helps Fund Humanitarian Efforts for hf h rv r refugees in syria. This camp were talking about it something youve been worried about for quite a while. What are you hearing from there . Sure. This refugee camp encompasses a lot of the people that were under the control of isis in that final push by the coalition to defeat the physical since the inception of the camp, this camp is well, well over capacity in terms of how many people its hosting and it is only guarded by a few dozen kurdish sdf fighters that are providing at best minimal security. The rest of the population is in limbo. You have about 10,000 multinationals. People who are not syrian or iraqi that came and joined isis. Most of the camp is women and children. The vast majority of the camp are children under 12 years old. Youve got the visuals, the isis women who have come and joined that are really abusing the rest of the population of the camp including about 30,000 syrian thats are internally displace that had happen to be under isis control as the liberation of that area has been. So it is a humanitarian crisis and a National Crisis at the same time. I spoke to leon panetta and asked him about this. Heres what he said. If we simply withdraw our forces and pretend that isis and the remnants of indicatal qaeda threat, it is an open invitation to terrorists to establish the kind of base from which they can conduct attacks against the United States. We cannot let that happen again. So its a real threat to the United States. Whats going on there . It means it is a real threat to the syrian people. What is your greatest fear, whats playing out there at the moment . Absolutely. First of all, my greatest fear the children. 50,000 at least under the age of 12 that are very vulnerable to isis propaganda and are very vulnerable to radicalization if theyre left unrehabilitated. I think it is important that we repatriate as many as we can and we need to pressure the europeans to take pack their citizens that have joined isis. The United States has taken back about 21 or so people. And that needs to happen. But if we continue to be unclear about the strategy in syria, and at any point, we just pull out, that will keep our allies from being as committed to the fight and that will allow isis to resurge. And there is another crisis unfolding this time. 3 million civilians, a million children there who have been trying to escape the assad regime. Your organization has been running a school and a Womens Center for two years to help. It was just attacked. It is truly heart breaking. Its been devastating. Weve been helplessly trying to keep people, all of our staff, our teachers, our kids are in basements awaiting the bombardments to slow down. Assad backed by the Russian Air Force are slaughtering civilians. They are targeting hospitals and schools including our school and our Womens Center support by amazing americans across the United States. We lost a young kid named ahmed, only eight years old. Another young girl, linda, who were just used to seeing herring that. Full of joy. We saw that joy robbed from her eyes as she was injured when she was playing with her friend. It is very real. They are just like our kids here in the utah and this must be a call to the end of the inselfincrimination in a shelling of civilians by the russians. It is becoming a National Security issue as well. It is not someone elses problem. It is everyones problem. These children are children just like our children. Thank you for your work. Thanks for having me. Coming up, since the horrific shootings in dayton and el paso just over two weeks ago, at least 27 people have been arrested over threats to commit mass attacks.
