A meeting going on at the white house, responding to iran shooting down that u. S. Military drone. Were not expecting President Trump to attend that based on what our sources are telling us but they are tightlipped about the details. We know that the outgoing acting defense secretary Patrick Shanahan is expected to attend, as well as incoming secretary and secretary of state mike pompeo in that meeting as well. Weve been reporting on what exactly is going on at the white house as were learning the details of what happened here with iran. And we do know that the president has been speaking to lawmakers this morning, including senator Lindsey Graham who said this is what the president told him. Now, they shot down an american drone. They fired into saudi arabia. So, i talked to the president this morning. You need to tell the iranians that if they increase their Enrichment Program for uranium that would be a provocative act towards the United States and israel. And all bets are off. Reporter now, graham also told the president that he should respond to iran with firmness and resolve. Of course, erica, weve been noting in interview in recent days, the president said he believes everything was under control when it came to iran. And says he believes they do not have to go to war. The question is, what is the president going to say that . We will see him in the next hour or so when he welcomes the Prime Minister of canada here at the white house. We want to turn to Fred Pleitgen in tehran, obviously a much different response that were seeing coming out of iran. Reporter yeah, absolutely right, erica. A much different response. The iranians are essentially putting out a blustery message saying this is the way they deal with their enemies. The iranians are claiming the drone entered into their own airspace illegally. It was interesting early in the morning today that the iranians had come out and said that the drone had gone to the persian gulf area and made a turn towards iranian airspace and shot down by iranian airspace missiles going into their airspace. It was quite interesting to see because the revolution guard corps, erica, which is irans most elite military unit and the unit that shot this drone down. They came out very quickly and said this is something that they will absolutely react to if it happens again. They also said that iran does not want war. But they said that iran is absolutely prepared for war at this point in time. Those are statements that weve been hearing from the iranians over the past couple of days. Of course, all of this comes in the context of the standoff thats going on between iran and the u. S. , especially in the persian gulf. After the tanker attacks that took place last week. The u. S. Blaming the iranians. The iranians saying it wasnt them. Saying they dont want this tos escalate, but if it does, they are well prepare. Fred pleitgen thank you. We want to give you a birdseye view, a better sense of what were talking about, this is such a volatile region. Joining us max booth and if we could bring up the map, as fred mentioned what happened in the last week. To remind us how we got here, it was the president elect trump a Trump Administration that said there was a threat. Put this isnt perspective, max, where is the threat today . Id say that the threat is growing. This is really a crisis that donald trump said himself and set into motion when he left the court and said that the iranians were abiding by its terms. More recently in the last months, the Trump Administration has put punishing restrictions on iran. I think what youre seeing here is the way the iranians are pushing back against the pressure theyre feeling from the United States. Thats one thing. What the iranians are doing to push back. What else are you looking at, though, today, in terms of signs that there is another shift happening in the region . Well, i think the big question mark here, erica, is not so much in the region, its in washington, d. C. Youre getting very conflicting and mixed signals from President Trump. Remember that last week, you had the tanker attacks. Then on monday, President Trump said theyre very minor. Seemed to dismiss their importance, and perhaps encourage further iranian escalation. Now, today, you have donald trump tweeting that the iranians made a very big mistake. We dont know what that means and it suggests some u. S. Retaliation. And from weeks he said he doesnt want war. He wants to talk. As you just heard from Fred Pleitgen, theyre saying, listen, we dont want war either, but we are prepared. Lets look at this region in terms of where u. S. Troops are. As we look at military bases in the rege, theres a significant presence as we know in this area of the world. What are the options at this point . Well, theres a whole range of options, obviously. And the fact that we do have the bases gives us capability. But on the other side it also creates targets for the iranians. This is a dhaucountry that has 0 missiles, they have drones, they have mines and proxy forces. And we saw proxy forces firing to southern iraq. To areas where containers for u. S. May be located. Theres no question the u. S. Is going to come out on top, we have much more capability. But the iranians also have capability to strike back including in the persian gulf and the gulf of oman about which a quarter of the worlds oil passes. This is a dangerous situation. And the drone, theres a question was it in iranian airspace. Was it in International Airspace. What would that change . Well, you do have Central Command saying this was a drone shot down over International Airspace which is a very different act than shooting down an aircraft over your own space. But, remember, the Trump Administration has no credibility. This is a president who lies Something Like 12 times a day. They have disregarded intelligence in the past. And President Trump refused to listen to what the Intelligence Community has to say about saudi arabia. Now he claims that the intelligence is saying something he likes, he putting it out there. I tend to believe Central Command. But there is a very high threshold that the white house has to reach for the world to believe what theyre saying. And right now, i think their comments have been met with disbelief, just because of their track record of not telling the truth. Max boot, thank you. Also will us david sanger, for the New York Times and National Security analyst. I want to talk about messaging, david. Lets start specifically with the president. Yesterday, this is what he had to say in terms of iran. I want to play that moment. As you look at the geopolitical workup there, iran, russia, china, tell me your concerns. Dont worry about a thing, everything is understand control. You say well never get nucleared . I would say, if i were you dont worry about a thing. Dont worry about a thing, nothing to see here. Almost blase. His tweet in response to the events overnight, changing his tone. What do you makes there based on what max just said in terms of what his words mean now . Well, erica, he has not had much message discipline in the course of this. You had secretary of state mike pompeo after the attacks on the ships last week, come out to the state Department Press room and make ail series of declarations. And then the president seemed to undercut that over the weekend, when he stepped in, he said im not terribly concerned about these and so forth. And so, what it seemed like, the policy was headed, was to say, look, we can manage the small tactical stuff in the gulf. The big issue is dont restart the nuclear program. Because if you do that, youre in for a world of hurt. Now, weve lost a drone. Its obviously a pretty provocative thing to do. But fortunately, there were no casualties. The u. S. Has lost 150 million worth of machinery. Theres an argument about where it was located, in International Waters or not. Its not the first drone weve lost over iran. Back in the obama administration, there was famously one lost because of an accident with the drone. But the iranians put it out on display. And then they copied it. And made some of their own kind of drones. So the question is whats the proportional response here. And its possible that the proportional response should actually be pretty modest on this one. But pretty severe if the administration wants to stick to the position if they move ahead on the nuclear program. So your position is its not clear what it is. Part of that is the mixed message we get not just from the president it, it would make sense for the president to shift his stance over what happened overnight. Im talking about the stance were seeing from secretary of state mike pompeo and john bolting and the impact that has on the world stage if the u. S. Takes whatever action is decides on, but also where it continues its plans for beyond that action. I think thats right. And when you talk to the europeans, they seem confused on whether or not the administration really believes it, when they say, oh, were not here for regime change. We just want the regime to change their behavior. Many American Allies believe they really do want regime change. Its my sense from talking to Administration Officials that theyre not in a big rush on iran. They would rather see the sanctions that theyve now put in effect. And which have really put the arm on iran in the past six weeks to two months, play out over the summer and into the fall. Because they believe that theyve finally gotten to a point where theyre Cutting Irans Oil revenues down, not quite to zero, but close. And forcing the iranians to make really hard decisions about their budget. And so, i think they would like to see what the maximum pressure really looks like. The iranians may be responding by saying, you know, were not going to let it get to that point. Were going to create a crisis that forces the europeans to choose between lining up with the americans, or lining up with iran. And they know europeans believe that exiting the iran deal was a bad decision. Two wiquick question. Earlier in the week you reported, about u. S. Cyber warfare in russia. And that the Intelligence Community was actively keeping communications on the president because they were concerned with not only what he would do with that information but who he would share it with. Do you think thats the case when it ultimately comes to the information about iran . I dont. Theres a particular sensitivity about russia because the Intelligence Community, the military, is not quite certain why the president has not called the russians out in public. Or rarely done so for their activity in crimea, even yesterday when you saw russians indicted in the downing of an airplane, you didnt hear much from President Trump about that. And that interview that you played excerpts from when you were talking with max. So, the president is extremely reluctant to get out and criticize the russians. Its a bit of a mystery to them. I think theres a care about russia that doesnt exist in iran. The oddity, its the pressure that seemed the more restraining influence. Despite their differences, neither senator called him boy, a term with significant racial overtones. Heres what booker said on cnn. The Vice President said i should know better and this is what i know. As a black man in america, i know the deeply harmful and hurtful usage of the word boy and now its used to humanize and degrade. I know joe biden. Hes better than this. This is a moment he should have spoken about the issue and move on. Now, heres joe biden. Are you going to apologize . Apologize for what . Cory has called for it. Cory should apologize. He knows better. Theres not a racist bone in my body. Ive been involved in civil rights my whole career. Period. Period, period. One thing that struck me with that moment with joe biden were the parallels with the way he approaches this and the way that President Trump approaches situations which is dont back down, dont apologize. What are voters seeing, david . Well learn what voters are going to see, obviously, theyll have a chance to weigh in here. I dont think joe biden would welcome the comparison to donald trump but i think theres something is there about an era of no apology. And do you need to respond to every single attack coming your way. Heres where i think joe biden, instead of using that moment to clean this up and move past it, where he may have extended this for himself is calling on cory booker to apologize. Apologize for what . What did cory booker say or do that joe biden believes requires an apology. He didnt make that clear at all in his comments. The other thing thats interesting, as you look at this, there have been moments before with things joe biden has said that has definitely caused some people to bristle. This is a moment were hearing from the candidates. What is it about this particular instance that is prompting a more democratic response . I think what were seeing why joe bidens candidacy is until a lot of ways a doubleedged sword. Hes such a popular figure. We talked about high name recognition. He is sort of a familiar candidate for anybody who has a sense of nostalgia or pretrump era. Joe biden initially may have been the guy for them. But on the other side of that, times have changed and i think joe biden has been tested since getting into the race on the question of is he the white man for this time . Times have changed the way we talk about gender issues and race issues have changed. Our cultural norms have changed. Biden for his part is obviously sort of harkening back to this time when he says there was more civility in congress, when he could even work with segregationist senators and get things done. But there are folks in the party now who say and think, the year of 2019. And that tone doesnt work for me. And that tone doesnt really fit with the times were in right now. We should point out, david, the former Vice President does have support here, right . Were hearing from members of the congressional black caucus. Were hearing from the white House Majority w. H. I. P. Who is about to host a whole lot of democrats in South Carolina. Yeah, jim clyburn who youre referring to in South Carolina said he spent a big chunk of his career working with Strom Thurmond to get things done. And you dont have to agree with people to work with them. Youre right, playing host to all of the democratic nominat n nominations this week as they fight specifically for the africanamerican vote. And that is welcome news to the biden camp, there is no doubt about that. I dont think thats going to stop as we see Elizabeth Warren or Kamala Harris, or Bernie Sanders who thought they saw political opening here and could brushback joe biden a bit. Mj, you pointed out things are different in 2019, in terms of how you talk about issues. Race being one of them. Race is not going anywhere because its something that needs to be discussed. How much are voters, as youre out on the trail talking to voters at different events, where does this fall on the list of priorities, things that they want to hear for candidates . One thing i would note about Elizabeth Warren and the many policy proposals that she has put out, is that almost every single one of them, she explicitly talks about how that plan or how that idea would address racial inequality. And the racial gap that she sees as a big problem in the country. Its no doubt that has gotten the attention of community activists. But one thing to note, the cynical way of looking at that, shes a politician, and hes obviously trying to appeal to black voters and win over their support. I think what her team would say, it is genuinely an issue that i care about a lot and its a problem that i see as being serious. I think if were talking about the first part of that, winning over black support question, theres no question that joe biden has years long relationships and deep relationships with the black community, obviously having served as president obamas Vice President. But i do think, at this moment, his peril is that there are other candidates in the race. There are other candidates our voters who are not satisfied with him could easily turn to. Somebody who they feel is offering the right policies. Or somebody like cory booker or Kamala Harris because theyre africanamerican and they feel like they connect with them. House Speaker Nancy Pelosi said the briefing on iran is being held this hour with a gang of 20 leaders from the house and senate. She also called this is a dangerous situation. Joining us congressman john e jerromandi. In walking to wolf blitzer, you made clear, an attack on a u. S. Ship would be considered an attack on america. Is an attack on a u. S. Drone an attack on america . It certainly is an attack on america. And the question is, where do we go from here . This has been the thing that i and many others have feared. The maximum Pressure Campaign that the administration has pursued for the last year now, year and a half, has created a very tense situation. Its always been tough with iran, irans always been bay bad actor. Theyve always been troublesome and caused enormous problems in the middle east. Now, with this attack, shooting down an American Military asset, it is very serious. Where do we go. If the president wants to attack in retaliation, the question rises is that a defensive move, or is that now an offensive move . In either case, i believe he needs to come to congress and very clearly explain to congress what his next step is going to be in that process, asking congress for appropriations, as well as an authorization to use force, if he intends to take kinetic, that is, offensive action, against iran. And i know thats something youve been working on, to prevent the president from raging war, without authorization from congress, without going to congress first. There is of course an amendment that is attached to the spending bill to reteal the use of military force through 2001. Right. Even if this makes it to the house, the senate, what is your sense of what ultimately may happen in the senate, especially while this is playing out while tensions escalate in iran . We actually have two things. One is the 2001 authorization use force in afghanistan is which is now the legal justification for military action in 16 countries in that area, as well as as far away as indonesia, philippines. So, the question here thats one question. The other question is a requirement, that if the president believes he has to go to war with iran, that he come to congress and get authority to do so. Thats what the constitution would require. Were 25 betwixt and between here. The government and military always, always has authority to take defense as action, if necessary, to protect americans. Whether that be a drone or a ship or a plane, whatever. Now that this has happened, is a defensive action the next thing . Or is it to protect our assets and, if iran were to ever attempt again do the appropriate defensive action, which might be taking out the Missile System that is attempting to take down an american plane, drone or ship. That would clearly that would be a significant move. Absolutely, it would. But weve never, ever prohibited the president or any military defensive action. We need to have that. That has to be available. Otherwise, were sitting ducks. Now, where do we go from here . The briefings that are under way, the discussions that are under way, are very important. From my position, it remains the same that if the president believes it is necessary to take offensive kinetic action, that is, military strikes against iran, that would require authorization from congress. If, however, he moves, and i would hope he would, make whatever moves are necessary to defend american lives and assets. And that requires a kinetic, that is, a strike against an iranian position, if its defensive, then in my view, thats justified. So, as you mentioned the briefings, youre expecting to be briefed later today. The president , as we understand it is being briefed at the white house along with the acting defense secretary, the incoming defense secretary, john bolton as well, National Security adviser. We put up a tweet from the president earlier, iran had made a very big mistake. That is all weve heard from the president. Hopefully, well hear more after this briefing. But apparently he did speak with senator Lindsey Graham. And this is what graham had to say about the president s mindset. Take a listen. He believes that were getting into a bad space, that his options are running out. He does want to try to get a better deal. But not this way. Real quickly, what do you make of that . Im confused, and i suspect it is a confusing situation. Since the president moved the United States out of the jcpoa which was the way in which Irans Nuclear ambitions were delayed and actually stopped, the president has proceeded with what he calls maximum pressure. And thats sanctions and more recently the rampup the rampup of American Military presence in the area, creating a very tense and dangerous situation is not fair or correct to say its only america. Iran has similarly done that. The jcpoa and the inability of this country to maintain our alliance with europe and others that were behind the development and the implementation of that joint agreement has created a problem which weve been now split from our normal alliant allies. So, its a dicey situation. Its a situation in which we need to be very thoughtful. Very calm. And look to the long term. What exactly is our goal here. Is it a new version of the original agreement to stifle Irans Nuclear ambitions or more. Those goals need to be clearly articulated by the president. Thus far, its been vague. Similarly and again we need to be very clear about what we intend to do about response to this. Questions, answers, that many are looking forward to hearing more on. One of its most anticipated involving a 40foot cross that is part of a war memorial on public land in maryland. The court ruling 72 the cross may stay. Cnns Jessica Schneider is at the court. Reporter this decision generating a lot of feedback from all nine justices, including Justice Ruth Bader ginsburg who read her dissent from the bench, something thats saved for what justices strongly disagree with the ruling. But this was a 72 decision. The Supreme Court saying that a 40foot peace cross may continue standing and it is not a violation between the separation between church and state. Justi they say it cross serves a historical purpose and carries special significance in commemorating world war i. That was the key here, this was a Historical Monument built to honor 49 Fallen Service members from world war i. It was only in 2012 when a group of residents sued, saying that since this cross was on public land maintained by taxpayer money that it was a violation of the establishment clause of the constitution. Justice ginsburg in her dissent shared some of that same sentiment. She said just as a star of david is not suitable to honor christians, a cross is not suitable to honor those of other faiths. So strong dissent from Justice Ruth Bader ginsburg but this was a 72 decision to allow the cross to remain standing.
