They dont want to have basically rebuke the president of the United States but republicans deeply concerned about these tariffs. Here is what a few republicans told me this morning. We think tariffs, in this instance, are hurting the chances of getting usmca and, for me, thats a very important goal. I support getting mexico to doing more and i hope conversations occurring today produce more cooperation by mexico. They could have a big impact. But i think the tariffs are unnecessary, if we can get Congressional Democrats to just do their job, which is to support bipartisan legislation, which would fix the holes in the law that are being exploited by cartels. We would be better off if we dont put a round of tariffs on mexico. Reporter behind the scenes, kate, republicans very frustrated at that lunch yesterday. Im told about half a dozen republicans rose and told white house and justice officials in the room that moving forward with tariffs could put them in a difficult position where they may be forced to vote against the president s Emergency Declaration on the border and these tariffs if it comes up for resolution of disapproval, which could happen if democrats in the house force the issue. Kate . Right. But do they have then the question then, of course, becomes do they have enough support, overwhelming amount of support need in both chambers to override a veto you would expect to be coming . Much more on that, lauren. Where do negotiations stand between the Trump Administration and mexico over the president s demands here . There are some optimistic signs. From mexico, weve been hearing based on what theyve seen from the white house, they feel like a deal can be worked out. That sounds somewhat comforting to all of those Business People and farmers and republicans, members of the president s own party, who have been so concerned out there. And today the white house, one of the white house aides is spelling out exactly what they think mexico could do better. More resources at their border, take care of asylum seekers, make sure people arent profiting on human trafficking. So, theyre spelling out some points where mexico could do better. It seems that the point that mexico is in at least some agreement on that. So, a couple of hours from now, we could have a clearer picture. Kate . Depending what comes out of the meeting, there might be progress to avoid it. Even short of that, michelle, i mean, the president s trade rep when he was on with jim sciutto this morning said also that they believe that the tariffs might not even need to go into effect, precisely his words, because they have mexicos attention. When i heard that, im starting to wonder if this will be another example of some machination of the president starts a fight, then backs down only to claim himself the victor on this. Starting to catch on, kate. Yeah. So, weve seen this many times before. Note that the only person who is not expressing some hope or optimism on this tariff issue is the president himself, saying while he was traveling that he feels like these tariffs will go into effect, saying that mexico has to stop all immigration through its country to the u. S. Border. Is his standard of what doing something is, is not, one, not clear and maybe completely different from what his trade advisers are negotiating . Of course. Of course. And he likes to be the one to make the threats. We have seen with tariffs that he will allow them to go into effect in some cases, even when it will hurt u. S. Businesses and u. S. Consumers. So, hes willing to do this. Its just that there are so many people out there now who are getting tired of this. And people are calling it negotiation by threats. And this is the way, in some cases, diplomacy is also conducted. First come the threats, then comes the stress and in the end, lo and behold, it somehow works out. The trade version of fire and fury. The president has made his views clear once again even as World Leaders have spoken to him. Theresa may, the Prime Minister in the uk, said she spoke to the president about Climate Change. Its a big concern for her. We do expect that to come up here in ireland. The Prime Minister here also said he will bring it up to President Trump. The president brought it up in a wideranging interview with piers morgan in the uk. He talked about his discussion with Prince Charles and said Prince Charles is very passionate about Climate Change and he was moved by what he had to say, but it was clear, kate, that it didnt convince him otherwise on his views of climate hang and his skepticism of it. I believe that there is a change in weather, and i think it changes both ways. Dont forget it used to be called Global Warming. That wasnt working. Now its called Climate Change. Now its called extreme weather. With extreme weather, you cant miss. So he talked about several other things in that interview, kate. He aimed to clarify his comments on meghan markle, saying she was nasty about him not as an individual. He talked about the vietnam war, saying he was never a fan of the vietnam war and that basically he claimed at the time when the war was happening, nobody had even heard of that country. As you know, he received a deferment, claimed he bone spurs and so he never served in the vietnam war. President trump arrives here in shannon, ireland, 30 minutes from now. He will meet witha the the vip lounge with the Prime Minister. There was a lot of dispute between ireland and the uk over the venue because initially President Trump wanted to meet with the Prime Minister at his golf course not far away from me here in shannon and the irish balked at that suggestion. Theyve been able to finally settle on a neutral venue. Theres been questions raised, kate, about whether this trip to ireland is so that President Trump can come and play golf. U. S. Official said that is certainly not the case. They wouldnt say whether he will play golf while hes here but said there are several issues to discuss with the Prime Minister. While i understand that saudi arabia is a strategic ally, the behavior of mohammed bin salman, the crown prince, cannot be ignored. Now is not the time to do business as usual with saudi arabia. Im also concerned about the precedent these arms sales would set by having the administration go around legitimate concerns of the congress. You have members who essentially do not want to reward the kingdom of saudi arabia with these arms sales. Frankly, these resolutions of disapproval, theyre not much more than that. Do you think that with the house judiciary committee, starting with Committee Hearings next week, that youre essentially launching impeachment proceedings, but just not calling it that for whatever reason . Were doing a lot of the same things, no doubt about t were just not doing it in the context of an impeachment inquiry. I think theres growing momentum in the caucus, though, for going ahead and initiating what would be called an impeachment inquiry. And theres a couple of advantages to that. A lot of legal scholars and others think it will give us enhanced standing in the various fights were having with the administration, but secondly, i think it helps us tell this story to the American People and put it in the proper context. Help me understand, though, where nancy pelosi is wrong. Her main point is that the goal of impeachment, if you are going down that road, is to get a result. And the result that you would want is to remove the president from office, which youre not going to be able to do because the senate is not going to go along with it. Until you have movement and you convince the senate, if you could until you could convince them otherwise, where is the speaker wrong in this . It really doesnt work that way. Im not saying that the speaker is wrong. Im saying that those who say we have to wait for a green light from the United States senate before we do our constitutional job in the house, i think, have it confused. Thats not the way the constitution lays it out. Weve got a job to do, i believe. And the evidence is overwhelming. Its compelling. Its time to begin an inquiry. And then it will be on the senate. And, look, the politics of this issue and where things are with the senate are not static. They can change. As we bring forward these facts through proper hearings, if we do it in a thoughtful way. There will be a tremendous amount of pressure on United States senators. If they want to stick with a criminal president in the face of all of this compelling evidence of unprecedented misconduct in office, there will be a price to pay. You, though, when you talk about politics are all over this thing, right . You are in a safe seat, deep blue district in northern california. But democrats in the house won the House Majority back, in part, because democrats were able to flip red districts and turn them blue. I want to play for you what i am hearing from some of those house members, those House Democrats. Listen to andy kemp. People in my district were so upset about that paralysis and just the partisan knife fighting and they said we just need to get Government Back and be able to move forward and be able to get the job done and actually try to work where the rubber hits the road. Those are the cues im taking. Those are some of the concerns that certainly i and others worry about when we think about not having that focus on our legislative agenda. Do you think theyre and thats the reason hes not there yet. This wont happen unless you convince folks like congressman andy kim. How do you convince him . Hes not wrong. We have to walk and chew gum and keep working on all these issues so important to the American People. Last night we passed the dream act out of the house of representatives. That was a big, historic action. I wish we were talking more about that today. Thats the thing about impeachment, though. Its such a huge thing, there is no question it is going to overtake all the conversation if and when that would happen. Kate, were talking about impeachment right now, arent we, even though were not in an impeachment inquiry. Hamlet act, endless hand wringing over should we have an impeachment inquiry, should we not . Were calling the president lawless, saying impeachable offenses have occurred but were not willing to put it in context of an actual inquiry. Investigators say peterson failed to confront the gunman, never going inside the building where the shots were fired a ede it all went down and then lied to investigators about it. He peterson has always said that he acted properly. Here is what he told nbc last year. The families need to know, i didnt get it rieght but it wasnt because of some, oh, i dont want to go into that building. Oh, i dont want to face somebody in there. It wasnt like that at all. You werent scared . No. There was no time. Things went so fast. Those shots i heard, immediately i thought they were outside. I didnt know where they were coming from. Made his First Court Appearance this morning. He could spend the rest of his life behind bars if convicted. What does this mean for the families of all of those killed . What was your reaction when you heard that peterson was arrested and charged . I was very happy that finally justice is served and that he is going to be held accountable for the death of 17 people. And its not that the memory of that day is ever very far from your mind at all, but i can imagine that it is moments like that, like this, that bring it all flooding back. You know, on february 14th when the shooting was happening, i texted alyssa. I told alyssa to hide that, help was on the way. Peterson was that help. He had a duty to go into that school and take down the threat and he froze. Peterson has always defended himself. You heard in that interview with nbc news and in that same interview he said last year that it will haunt him for the rest of his life. And his attorney, in responding to the charges, had said one of the things that he said was that there was only there has only ever been one person to blame for those deaths, and thats nikolas cruz. Do you hear that . You know, thats unacceptable. He had a duty to go in there. He was an armed Police Officer with a gun. He could have gone in there and taken down the threat and he could have saved lives. So, he is at fault and he should be held accountable and should spend the rest of his life in jail. Hes charged for his inaction, right, for not not for what he did, but for what he failed to do. And as were learning very quickly, criminal liability in that regard is quite unusual and rare. What if, lori, after all of this, where you feel justice may be served, that he will be held accountable in your view in this moment. What if after all of this, then, he doesnt go to jail . Well, i think our Justice System will prevail and he will be held accountable and justice will happen. And they will make sure that he serves the rest of his life in prison, as he should be. Do you have anything that youve been wanting to say to scott peterson, if you had the chance . I would just tell him that i hope that the picture of my daughter haunts you for the rest of her of your life and that you spend a miserable life in jail. And the 17 lives that were taken that day were because of your lack of failure to go in and engage the threat. Were showing some of the pictures that you shared with us of alyssa. Shes such a beautiful soul. We cannot forget that. And also reminds me, seeing pictures of her again, that your entire life changed that day. But you have since really turned your grief into action. You ran, now sit on the County School board. You formed an organization to try to make schools safer around the country. And youve had some success. New jersey approved alyssas law this year. But still it has only been about 16 months. How are you . Im okay. You know, for me, alyssa lives withinside of me. If you look at the tariffs he has applied to allies like canada and like new mexico, those have been especially unpopular and especially unpopular in the key swing states that are probably going to decide the 2020 elections. What this tells me is that trumps increasing use of threats outside the trade arena, his current threat against mexico to stanch the flow of migrants is not something that is necessarily going to benefit him. I think there is a mystique around trump with tariffs that these are always a winning move for him and the data seems to suggest that its not sgla according to the chamber of commerce texas would be the state hardest hit by tariffs on mexican goods. Followed by that would be michigan, california, illinois, ohio. I know there are people looking at this and advising against this. It became public a day or so after he made the announcement that his chief trade negotiator was very much against this deal not only because it upends the effort to put through a nafta replacement, but also because if you look at who is going to be hit by these tariffs in the u. And swing states and where he is already underwater in the polls and where republicans faired very poorly in the mid term elections. Just 25 of americans nationwide say it helps the economy. So the tariffs, voters are moving against them. Its not just tariffs. Lets talk about trade more generally. Approve or disapprove of trumps job on trade, just 39 approve of trump on trade. 53 of voters disapprove of trump on trade. Check this out. Look at this. Has trump been or will be successful in revising trade deals to be better for the u. S. . Back in december of 2016, 62 . He was a trust negotiator. It would be good for americans. Jump ahead to december of 2018. Then it drops only to 40 and the plurality 47 of voters nationwide say he wont be able to do that. Thats a large jump. You have two things. You have people dont like what he is doing in terms of trade moves. People are afraid of what it could mean when it comes to the economy, but it comes down to what real impact they see in the economy that is the real kind of x factor that we dont know in the next month. I will point out that trumps trade numbers in the midwest are just as weak as they are nationwide when you break them down into the key midwestern states. This is something, its not just that people are upset with trump individually. He is changing their mind on free trade more generally speaking.
