This is in many ways reminiscent of the fire and fury when it came to north korea. President trump issuing these tweets on social media that seem to escalate the tensions between him and iran, but at the same time, suggesting he wants to negotiate. He wants to talk, and more importantly, that he is against war as a political principle. Listen to how he described his approach to iran in this fox interview. Its going to sound very different from the tweet you just read. Just dont want them to have nuclear weapons. And they cant be threatening us. And you know, with all of with all of everything thats going on, and im not one that believes, you know, im not somebody who wants to go into war, because war hurts economies. War kills people, most importantly, by far most importantly. The president there saying he does not want to go to war, and what our sources are telling us is President Trump is hesitant to be goded into war with iran. Hes been trying to temper his aides, including National Security adviser john bolton, about this idea that the United States is inevitably in conflict with iran, but at the same time, this is also a president who is usually the first to ratchet up the rhetoric on social media. In this case, you know, aides say the president is trying to push iran back to the negotiating table, letting them know a conflict with the United States is not in their best interests. The question now becomes, will it work . It looks like iran is not interested in talking and theyre willing to meet the president , as you put it, tweet for tweet on social media. Where is this all heading . Its anyones guess at the moment, but the administration is also trying to make it very, very clear this threat from iran in their view is very real. They had briefings with senators over the weekend to that point. Well hear more about that in the coming days. Thats for sure. More briefings to come on that front. A member of his own party going where no republican or even a lot of democrats have gone before. Justin amash, the republican from michigan, declaring the president s behavior as spelled out in the Mueller Report, justifies impeachment. The president in response calling amash a loser who sadly plays right into our opponents hands. Manu raju is following this on capitol hill. Good to see you. This is a major moment, the first republican to break from the party on this not so small at all issue. How are republicans and even democrats reacting to it right now . Well, the backlash from the republicans has been swift. From not just the president but members of Justin Amashs own party here on capitol hill, pushing back against amash, saying hes doing this for attention. This comes as amash this morning got a new primary challenger in his race. His house race, assuming he does run for reelection next year. Well see if republicans get behind that primary challenger. In very sharply worded remarks yesterday, the House Republican leader, Kevin Mccarthy, attacked amash and said hes doing this all for attention. Those who know justin amash, this is exactly what he wants. He wants to have attention. You have to understand justin amash. Hes been in congress quite some time. I think hes only asked one question in all the committees hes been in. He votes more with nancy pelosi than he ever votes with me. Its a question whether hes even in our republican conference as a whole. What he wants is attention in this process. Hes not a criminal attorney. Hes never met mueller, never met barr. Now hes coming forward with this because this is what he wants. Pretty remarkable to hear a leader of the party attacking a member of his conference, but it shows how republicans are aligning themselves with trump and pushing back against justin amash. Amash has broken with his party on a number of issues, including whether the president s Emergency Declaration at the wall, his effort to try to fund money administratively. Justin amash saying its not conservative values, but he was the only member of the House Republican conference to break from that. He does for the most part vote with republicans, despite what Kevin Mccarthy is saying there. And kate, democrats are putting a bit of an awkward spot, too, because hes gone farther, amash has, on the question of impeep mpt than a lot of their own leaders have. That will be a question for them to answer from their own supporters, why arent you aligning with the republican who said that the president has engaged in impeachment conduct . I think you hit it there. It really cant be overstated how significant it is to hear Kevin Mccarthy coming out and lambasting him in that way so publ publicly. Its not one of those, the statement is said in public and we deal with our problems in private at all. Were going to continue through your resume, as i like to do, governor. What do you think of congressman amashs take here . And the stand he took this weekend . You forgot to add mvp of both the congressional baseball and basketball games. Obviously. That was my next question. This is not a big deal. I mean, this is a tempest in the teapot. No one is going to Pay Attention to him. Romney came out and said he praised the guy, said hes got guts, but isnt going to go anywhere. Whats interesting is when you saw family separation, the republicans didnt have much to say. All of a sudden, because someone in the party is saying something about the president , theyre out to really rip into him. Maybe they ought to show a little courage on some other issues at the same time, like so many of these crazy tweets. But we dont hear much from them on that. But this is not going anywhere. If it clearly seems that its not going to change anything with regard to republicans, like this does not at least appear at this moment that this is the crack that opens the floodgates with republicans in terms of impeach mptment, do you think it changes anything for democrats . No, nothing. I wouldnt pay much more attention. You wont hear about it in a couple days. Im going to mark that one. There is an interesting thing that preet bharara, the former u. S. Attorney of new york, posing an interesting question this weekend. He wrote, are Democratic Candidates being asked whether theyll consider pardoning trump if hes charged after leaving office . Bharara says they should say no. This is not ford nixon. Sometimes an indictment can bring unity. This is down the road, to say the least, but what do you think of that . Do you think that thats the question the Democratic Candidates should be answering right now . I dont think anything about it. Joe biden wont answer a question like that. And by the way, lets just talk a little bit about joe, because when we first did your show, i told you at the time, not that im somebody who can see the future, but i said i felt biden is going to run a campaign basically ignoring the other democrats and focus on his campaign and his election and donald trump, which is exactly what hes done. And i notice hes really moderating himself. Hes not allowing the left to push him farther to the left, which is really interesting. Interesting but smart. Which do you think . Interesting, yes. Smart . Yes, because the country is center right, not left. Center right, center left, not far left. I can tell you, somebody said to me the other day, they watched some democrats and theyre saying not only are they not likable, but they seem angry. If you want to run for office, if youre not likable and youre angry, youre not going to win. They have to be careful. Well see what happens as biden moves forward. Lets talk, you mentioned crazy tweets. I want to ask you, it does stem from a tweet, though. The president on this new threat he leveled toward iran overnight, threatening the end of iran if they threaten the United States again. This is very, very serious stuff, kate. Let me suggest on the debate stage, i think i was the only republican who said we shouldnt tear up the Iran Nuclear Deal unless they violate it. Here was the thing. We had three goals. One, iran does not get a nuclear weapon, two, so they stop Ballistic Missile development, and three, they stop messing in the region with radical groups. We had one thing working. There was no violation of the iran nuclear agreement, and our european allies told us if you hang in there, well work on Ballistic Missile development and stopping them from funding groups like hezbollah. The president ignored the whole thing. Not only do we have a stop of ballistic misp development, not only have we not stopped them messing in the region, but now we withdrew and its possible they will restart their program. And the fact is that iran long term, we need to think about it in the long term, filled with many young people who are westernized. We just dont want to say every day, death to iran. Its not smart. Its not smart geopolitically. And a lot of this being driven by his president s relationship with saudi arabia, who is not exactly a box of chocolates. These are people, have preachers inside the country who are very, very radical. The fact is we need a more balanced policy, working with our allies. It doesnt mean iran doesnt do horrible things. They do very bad things. To shut off all dialogue and write them off is a mistake. And it maybe wouldnt be your approach, but what do you think of, how seriously do you take the tweet . Because its very ala fire and fury that supposedly the president says was a successful approach because then it got north korea to come to the table, though we have seen dpaesh. Wait a minute. What have we gotten from north korea . Right. We now have more development. Shooting projectiles into the ocean. Heres the interesting thing. He calls kim, you know, hes a good man. And hes dealing with them. Why has there been no effort to try to create a more balanced policy and an opening to iran . You see whats happening in iran right now is that the hard liners, the radicals, the ones we know are just the pathetic ones in that country, in some respects are being enforced. Theyre saying you see what we told you, and the more moderate people who created the deal, who want some better relations, theyre being pushed out. This is a dangerous place for us to be. We need to have a little bit more balance, clear eyed, and working with our allies. And this is not what were doing. And now we are right on the edge of all this friction. Do i think its going to lead to war . I certainly hope not, but when tensions get ratcheted up so high, you can have mistakes. And thats what we want to avoid. Nobody in this country wants war. Let me ask you about another relationship that seems to be kind of at a turning point and a precipice right now. This trade war with china. Talks are at a standstill, or at least all signs point to that right now, but that does not mean people arent already feeling it already. I spoke with a farmer from maplewood, ohio. I want to play what he said. His name is christopher gibbs. He said the tariffs that are put in place have put him already in a freefall. Let me play you what else he told me. Certainly not unpatriotic at all, and im certainly not going to have my patriotism questioned and im not sure why the president is even bringing this up. The Farmer Community has to take one in the shorts just so the president can have a talking point and be tough on china just is a little beyond me. His frustration, governor, is that he says the president keeps talking about the patriots that these farmers are. He said thats just code to get them to try to stop speaking out when he wants to speak up for his farm and his livelihood. When i ask some republicans about, you know, respond to christopher gibbs, they say kate, short term pain, long term gain. Do you see that . Look, first of all, republicans, when i was in congress, i used to raise the issue. We have a level Playing Field, and that was like harrisy when i was in the house. Republicans were free trade on everything. Balanced policy does make sense. However, again, i hate to say this, but we have a bunch of countries that are connected to us through the world trade organization. Its the way in which we manage this trade relationship. If you dont have good trade relationships it can lead to conflict. The president was right to go after them from the standpoint of them stealing our intellectual property, not having a level Playing Field, having state subsidized businesses, but the best way to resolve this was to work with all of the nations in the west who share the same view we have to increase the leverage and the pressure on china. Furthermore, we also withdrew, we never ratified the pacific trade agreement. You know why . Because it was obamas. You know what were doing with iran . Because it was obamas. There are some things that people in the other party do that make sense. And so here we are in this trade war. Its hurting farmers. If theres one thing that farmers want, its two things. They want great weather and access to international markets. And theyre not getting it now. And they wake up in the morning and say whats going to happen to my family, whats going to happen to my business. Thats the crux of many a successful investigation, but employees ach Deutsche Bank were doing just that when they say they flagged suspicious activity involving accounts controlled by donald trump and his soninlaw, jared kushner. The New York Times is reporting that they even went so far as to recommend that trump and kushner be reported to a government watchdog over foreign deals, but that never happened, and some of those Bank Employees are now speaking out. Cnn business and politics correspondent Cristina Alesci has been looking into it. Important to say there was no evidence offered, no proof there was anything illegal that was found. But why was this what are you learning about why this raised red flags . At the crux of this is several Deutsche Bank employees who sit in the antifinancial crimes unit. Essentially saying that they think transactions they saw, that the Computer System flagged and they determined needed to be sent and forwarded to treasury for further investigation should have it should have gone that way. Instead, they send it to senior bankers and the senior bankers who have the authority to determine whether or not the transaction should be forwarded to treasury decided not to forward them to treasury. Now, the employees say it should have happened. But it didnt happen because Deutsche Bank was too concerned about its relationship with trump and kushner. But we dont know if thats actually what motivated the bankers not to forward it, and look, i have covered banks for years. I know that once these transactions get flagged, they dont necessarily go to the banker who has the relationship with trump and kushner. They go to a compliance person in that department, and that person makes the decision on whether or not to flag it to treasury. And these are this is transactions from 2016, 2017, and theres a whole lot that comes with how much scrutiny people like public figures like kushner and trump get when it comes to their transactions. But what is everyone saying about this . Is deutsche responding . One of the employees essentially said that she was fired after flagging these transactions, which suggested there was some kind of retaliation. Deutsche bank did shoot that down. The bank is saying that it had nothing to do with that. At no time was there an investigator prevented from investigating activity. Furthermore, the suggestion than anyone was reassigned or fired in an effort to quash concerns relating to any client is categorically false. Thats Deutsche Bank. The Kushner Company had a much more pithy response. They said the New York Times tries to create scandalous stories which are totally false when they run out of things to write about. I have not heard back from the Trump Organization yet. But you know, this is just an example of why Deutsche Bank needs to be very careful, because they have come under a lot of scrutiny. This is another negative headline for them. Theyre facing fines in europe because there were potential implications that they were somehow tied to a large anti sorry, a large Money Laundering operation tied to russian criminals. Between 2010 and 2014. You know, they are theyre being asked for information about the Trump Organization because its being investigated by the attorney general. And by members of congress. So everyone just assumes that Deutsche Bank is a bad actor because of all of these negative headlines. But it really requires a little bit of, you know, scrutiny in terms of what really went on here. Yeah, and much more to come, im sure. This might spark another investigation. Would not be surprised, especially in this day and age. Lisa, what are you hearing about this policy rollout from harris . It looks like shes trying to kind of take on two birds, hit two birds with one stone, however you want to say it, taking on big business and the pay gap at the same time. This is her third policy, the first dealt with teacher pay. The second dealt with gun control. And now we have this policy, which is on, of course, equal pay. It does feel like shes targeting pretty aggressively women in the Democratic Party. I think its very interesting because we talk a lot about electability. Particularly when it comes to joe biden. We talk about electability, a lot of times were talking about white male voters in places like pennsylvania and wisconsin and michigan. But electability in the primary race could look different. It very well may look a lot different. Women are expected to be a majority of voters as they were in the 2018 midterms. In places like South Carolina and some of the southern states, the vote on super tuesday, black women are supposed to be a very significant part of the primary electorate. You see senator harris rolling out these policies that really are targeted squarely at the interests of those voters who will be a big part of the base that she needs to win over to be successful in this primary race. And jeff, one part of the rollout of this that i found interesting is that shes already saying that shes ready to use executive action as president if congress doesnt go along with it. This isnt the first time that shes said that as shes rolling out the policy. She said something similar when it comes to gun measures. I find it really interesting considering how much President Trump and lets be honest, president obama before him, have been criticized for their use of executive action. No question, we are seeing a lot more of proposals that say if congress does not act, then i will, from the executive. A couple things are at play. One, shes in the senate and knows very well that things havent exactly been the most productive session of congress, i guess, for the last couple sessions, if you will. She knows its difficult to get things through the house and indeed the senate. Its a way as a president ial candidate to show that, look, im going to act on my own. Shes not an executive, not been a governor, so shes going to say im going to act on my own. Whenever there is a president doing executive action, the other party is crying foul, but it always switches or it usually switches. Certainly we have seen that in the trump administration. A lot of republicans on capitol hill seem just fine with President Trump doing executive orders, when they certainly didnt like it for president obama. At this time of the president ial campaign, i think its just senator harris saying look, if congress isnt going to act, ill do it myself. Ill fight for it, take it on, even if it would become a problem when i become president. Another democrat, lisa, who is taking, lets say a unique approach, is Pete Buttigieg, taking on fox in the middle of a Fox Town Hall that he took part in. Let me play you just this moment for folks. When you got Tucker Carlson saying that immigrants make america dirty, when youve got Laura Ingraham comparing Detention Centers with children in cages to summer camps, summer camps. Then there is a reason why anybody has to swallow hard and think twice before participating in this media ecosystem, but i also believe that even though some of those hosts are not always there in good faith, a lot of people tune into this network who do it in good faith. What do you make of that . Is that buttigieg successfully threading the needle . There is this big debate in the Democratic Party about whether or not to go on fox at all. Elizabeth warren, the Democratic NationalCommittee Say its not something democrats should do because by going on fox, democrats are just helping this network that vilifies them every day nonstop make money. And then you have the flip side, which is senator bernie sanders, you know, mayor buttigieg, saying we need to reach people where they are. There is some concern with the warren argument that it tip toes dangerously close to deplorables, that phrase that got Hillary Clinton in so much trouble during the last election, so you dont want to sort of vilify people. Even if youre trying to vilify the network. Frankly, its hard for me to imagine that that many reliable democratic primary voters are avid fox news watchers. It seems like a cross over demographic that doesnt happen. What hes doing is trying to send a message about the kind of campaign he would run and he would be willing to reach out to everybody, and trying to, without losing the support of a liberal base that really wants democrats to just demagogue box. Thats a good way of putting it. Jeff, you sat down with the mayor and talked to him about his time in afghanistan among other things. One thing when you kind of compare it with other Democratic Candidates, one thing we havent heard from him yet are a bunch of major policy rollouts. What are you hearing on that front . Is that to come . Is that important to Pete Buttigieg right now, do you think . He is saying hes going to be unveiling a lot of policy ideas, knut hes very much behind if there was a competition for who has the most policy proposals either in speeches or on their website or other things. He is not in the hunt or leading the way by any means for that, but look, hes making the sort of the risk potentially by potentially just the idea of introducing himself and the idea of his candidacy, and it shows one thing. Hes confident in his abilities and his intellect in the fact that a sort of reminding voters hes a rhodes scholar. Harvard, oxford, spent time in afghanistan. Hes done some things and i think hes trying to, you know, introduce the idea of him to voters, and most of them who are watching say okay, hes a smart guy. Hell probably have policies, but theres a limit to how far you can go to running a president ial campaign without releasing any policies at all. I expect him to at some point, but right now, hes not bothered by the fact hes not sort of unveiling a lot of tenpoint plans. Hes making the argument that voters arent looking at all of those at this point. Theyre just trying to get a sense of who candidates are. Well see how long that lasts for him. Edward gallagher, accused of stabbing and killing an iraqi teenager. If convicted, he could face life in prison. Hes pleaded not guilty and has yet to go to trial. Now, well find out. Let me bring in the reporter who breck the story, dave philips of the New York Times. Thanks for being here, dave. Happy to be here. Thanks. This is important reporting that youre laying out here. I gave obviously just some detail about chief gallagher, what hes accused of, but hes not the only one. Can you lay out what you have learned, who these people are, what theyre accused of doing as the president is considering pardons . We learned a little but not much. What we started hearing late last week is the white house had asked the department of justice to send, get the military to send packages on these accused or convicted war criminals to the white house so that they could consider them. And what the military was told was there was a plan to pardon them by memorial day weekend. Now, we dont know who is on that list of potential pardons. We do know specifically that navy s. E. A. L. Chief Edward Gallagher who you mentioned earlier, is on that list. Heres some other people that we think or the military believes is also on that list. A convicted blackwater contractor who was convicted of killing several people in a shooting in a Traffic Circle in iraq several years ago. An Army Special Forces major who admitted to killing a detainee in afghanistan a number of years ago. And also, a number of marine snipers who got in big trouble in 2010, i believe, for desecrating the corpses of dead taliban fighters. There may be more, and we have no idea whether the president will actually follow through on this. I think even within the white house, thats an open question. Yeah, it always up right until the last second. The thing about chief gallaghers case, and this is your reporting as well, dave, i want to point out for folks, it was members of his own team that other navy s. E. A. L. S that turned him in and tried again and again to raise alarm. That was some of your reporting as well. The fact that there are so there could be so many of them that hes looking into, the fact that they are some of them are accused, some are accused, some are convicted of war crimes. And some, they havent even yet gone to trial. How unusual is this if the president does end up pardoning them . So experts i talked to said this is unprecedented, at least since the civil war. It is extremely unusual for the president to intervene before a trial takes place. Theres a big belief within the military that at least the system should be able to play out. And interestingly, mr. Gallagher, chief gallaghers attorneys have said the same thing, that ideally they would love to see him acquitted in a trial. Now, there have been a number of people who were pardoned in the military before. I mean, most notably probably, president carter pardoned some 40,000 people who avoided the draft. To pardon people who are accused of very serious crimes, premeditated murder, attempted murder, these are the most serious crimes in the military. There isnt anything like that since president lincoln was alive. And as you note, well see if the president does follow through with these pardons, but i want to tell folks, this is really important reporting you have been doing not just now but previously on the issue and people should look it up.
