What are you seeing there right now . Investors are sending a clear message to trump. They are not buying his positive spin on his trade war. Heres the deal. Investors are now pricing in the possibility this tit for tat goes on for longer than expected. And look, that can change as we head into 2020. For sure, trump is not going to want to see this kind of Market Movement on the campaign trail. Also, what may push the two sides to a deal is the pain that the consumers will start to feel because of these tariffs. Unlike what the president is putting out there on twitter, it is not true that china is the only one feeling the pain. The u. S. Consumer is paying for these tariffs. And will pay even more if he goes ahead on imposing a 300 billion tariffs on 300 billion in addition to what trump did last week. But look, no doubt about it, President Trump loves to blame fed chairman Jerome Powell for a decline to the market. This move today and these losses, its all trumps doing. All trumps doing. 573 points down now. Thank you so much. Theres a lot to watch from your angle. Lets get to china. Matt, what are the chinese saying about the latest move they just did . Well, theyre basically saying we told you this was coming. You know, the chinese have been very transparent. This government isnt transparent about most things but theyre transparent about what theyre going do in the trade war. As soon as trump said theyre raising rates, chinas government said were going to retaliate. The question was when and how. We found that out late this evening when china said it was going to raise tariff rates on 60 billion worth of american imports here to china. Now, its also interesting the timing of that announcement, they could have announced it over the weekend, but i think they waited until about an hour before u. S. Stock markets opened to make sure they have the maximum impact. As you put it off the top, this is what happens in a trade war. If youre looking for a Silver Lining here, i think a couple things. One, its owndly 60 billion, not the whole 110 billion worth of tariffs. They didnt kind of escalate. They just retaliated in kind. And two, these tariffs in chiba are not going to kick in until june 1st. Conceivably, that gives negotiators a couple weeks to maybe come up with a lastminute deal. Do i think thats like . Probably not, but it does give negotiators a small window to maybe avoid these tariffs coming into effect full force. Kate. A real statement of where things are right now when youre talking about tariffs on the 60 billion and the Silver Lining and the good news in all of this. Thank you. Leaning on you once again to make sense to what doesnt make sense to a lot of us. Lets start with the president denying the reality of what these tariffs do and who actually will be paying for them. You can speak to this as someone from montana as well. Tariffs are going to be paid by and large by u. S. Companies and by u. S. Consumers. Thats the reality. Even though the president doesnt say that, i know you have heard this, im sure you have, but even his economic adviser is needing to concede that in interviews now. Let me play you what larry kudlow said. Its not china that pays tariffs. Its the american importers, the American Companies that pay what in effect is a tax increase, and oftentimes passes it on to u. S. Consumers. Fair enough. In fact, both sides will pay. Both sides will pay in these things. Do you think the president at this point, that he doesnt understand this, or that he does not care that he is not giving it to the American People straight on this . The facts are clear. His tariffs really are a tax on the American People, not on the chinese. He likes to imply china is paying this. China is not paying this. Americans are paying. Were all paying the. I think the president just likes to talk tough on china generally. Add to that, he loves tariffs. Hes got tariffs on lots of countries around the world. And this is his way of appearing macho. And i think hes either disingenuous or ignorant. Either one is probably not acceptable, i would say. Its a problem. I have heard you say you think china has more leverage right now. Look, this could go on a very long time, and leverage and the momentum can change hands, but i have heard the opposite from a lot of folks, that they think at this moment the u. S. Has more leverage. Tell me why you think china does . Those who think the u. S. Have leverage do not really fully understand china. China thinks long term. China is an authoritarian government. Their Party Controls everything. They think the long haul. I think to some degree, china thinks oh, well, these tariffs will kick in, hurt the American People pretty soon. America is a democracy, and their government is going to be forced to respond. Whereas all of us in china were not a democracy, we can do what we think we want to do. Add to that china is a big country. Americans really dont realize how big china is. Its so important, such a Major Economic force in the world. And china feels it does not have to give in. Add to that, saving face is a big deal in china. President xi jinping does not want to appear to have backed down. I dont think americans understand that. Also, an interesting element when you bring up xi jinping is this relationship that donald trump talks about all the time, the personal relationship between him and xi. Do you think how much do you think that factors into how this is going to play out, this trade war . Well, i think not much. Really . I think the president has put too much stock in a lot of great personal relationships. Really what counts is the best interest of that country. President xi is only going to do what is best for china. Irrespective of whether he has a Good Relationship with donald trump. Same with the United States. Still, knowing somebody helps. Do you think if donald trump take the next step, putting tariffs on all chinese goods, is that a way to get china to bend . I think theyll bend a little but not much because china is proud. They have other options. They can boost the belt road initiative, it can invest in other countries around the world. You see this ending poorly for the United States . I think were in a tough spot, especially because President Trump is so public about what hes done and its such a big deal, its hard for him to back down from what hes done already. The danger i see, too, this is a faint echo of smoot hawley. Explain. The 30s, depression was caused in large part was countries put tariffs on each others products. Were putting big tariffs on chinese products. China is putting tariffs on our products. I hope we dont get momentum to move us in that direction because thats going to cause a recession in america and other countries as well. With concern like that, i do then wonder, how happy are you that youre not the current u. S. Ambassador to china . Its mixed. I loved the job. I like being there, maybe a bit of a masochist. I like jumping in. I care a lot about the u. S. china relationship. I wanted to do all i could to help people understand each other. A lot of this is misunderstanding both ways. Because more people look at each other as premises and assumptions, you can start to talk and understand each other. Whats your advice to Terry Branstad right now . Keep asking questions. Keep talking. Ask constructive questions. Whats the one question you would be asking or how you would be trying to direct the conversation, if not to stop a trade war, deescalate tensions, if its possible . Well, it depends on who youre talking to. If hes talking to President Trump, say hey, china is not what you think. Its not a pushover like you think it is. If he were talking to president xi, he would say we want to work with you. The United States and americans want to work with the chinese because we need each other. Lets find a way. President trumps efforts to Stonewall Congress are escalating so quickly its getting tough to keep track. Thanks to the Washington Post, we are. At least 20, yes, 20 congressional investigations are being blocked by the white house. That includes blocking requests for testimony, blocking requests for documents. Even includes going to court to try to block outside Financial Institutions from complying with congressional subpoenas. Some of the fight is over issues relating to the Mueller Report and the russia investigation, but at least ten such stonewallings have nothing to do with the russia investigation or trumps finances for that matter. Things like Disaster Relief for puerto rico and security clearances. Lets go to the white house to figure out what theyre saying about it. Abby phillip is there. What are you hearing there this morning . Well, the strategy from the white house is really hold the line on all of these various inquiries. The president and the white house have a strategy of not really giving an inch on any of them. And this has to do with the president s view that democrats are using what theyre calling oversight to become what he is calling president ial harassment. And over the weekend, we heard from one of the president s aides in a statement talking about how the white house believes that democrats are asking the president to provide them with information that they simply are not entitled to. Steve grove says there are rules and norms governing congressional oversight of the executive branch, and the democrats simply refuse to abide by them. Democrats are demanding documents they have no legal right to see, including conversations between the president and foreign leaders and grand jury information that can not be disclosed under law. That being said, the white house hasnt exerted executive privilege over all of these materials. They have only done so in one case over the unredacted Mueller Report. Even without doing that, the white house is saying no, you cant have any of these documents. At the same time, President Trump is really going on the attack on all kinds of different fronts, including in his own administration. This time, this morning, attacking his fbi director, chris wray, who by the way, he appointed, saying this in a series of tweets. The fbi has no leadership. The director is protecting the same gang that tried to overthrow the president through an illegal coup. He is quoting someone else there, but the president putting his own spin on it at the end, saying in parentheses, recommended by the previous doj. This is someone President Trump appointed when he came into office, recommended by an associate of his, an adviser, chris christie. Christopher wray is not a random person, but President Trump is seeing attacks coming from all fronts, and hes pushing back pretty aggressively. I think this is just a sign of how they are going to go forward with all of these investigations for months and months to come. Yeah, i mean, easier to count friends than enemies at this point. One line from the first graph of your piece kind of encapsulating the scope of the stonewalling coming from the white house in your analysis is amounting to what many experts wall the most expansive white house stonewalling in decades. Do you get any concern the white house is concerned about this . No, and from the president on down, they have taken that defiant attitude, that defiant stance towards congressional investigations because they do believe its political. Theyre trying to make their case to the public that it is political. His allies are going out there saying this is just the work of democrats who are still bitter about losing the 2016 elections to donald trump. But democrats will tell you, and if you look add kind of the list of 20 investigations that my colleague rachel and i examined, some of them have to do with the president s conduct, sure. Some of them do stem from the mueller vision, but a lot have to do with actual actions, actual policy initiatives of this administration that, you know, congresses in the past have generally exercised oversight over from any administration. Youre looking at the roots of the family separation policy, democrats want to know why the administration decided to stop defending the Affordable Care act in court. And they also want to examine the federal response to puerto rico. For this white house, its all kind of wrapped up in one. Democrats are overreaching and were going to make that case to the public. Yeah, and dpaniel, you interviewed the president late last week with your colleagues. One thing that came up is donald trump jr. And the fact you have the Senate Intelligence scomity chairman, a republican, senator richard burr, subpoenaing don jr. To come back in to answer questions. And what i was really struck by in this moment when this was the moment that when you asked him about if it frustrated him that richard burr was doing this, that was the moment that donald trump decided to bring up Election Results and bring up Election Results in North Carolina, which is where richard burr is from. I think that says almost everything. Hes obsessed with the 2016 election still. And so he talks about it and the way he talked about it to you. Its like it surprised him because of Election Results that this would be happening. Just because he won the state of North Carolina, that means the senate and the House Oversight committees cant actually do any investigating of people who had meetings with russian agents. So you know, he didnt say that he had called up richard burr and is yelling at him on the phone, but i think privately, there are a lot of people in the white house and republicans who think that it is an act of betrayal on burrs part to actually do that oversight even though there are questions about whether some of that testimony lined up between what he told mueller, what he told the senate. And so kind of thats the sense that we got from the president. He also seemed in a very good mood. He feels pretty untouchable now and reminds me of what i heard from a good friend of his who says hes not a person who sees danger around the corner very easily. Another part that came up in your interview that i want to ask about is another possible investigation. I guess we could call it right now, would be the president told you that he would be okay with the attorney general of the United States investigating joe biden. And this is over joe bidens son working with a gas company out of ukraine when biden was Vice President , and questions, though no evidence yet emerging, that joe biden had a hand in helping that gas company, helping hunter biden out in that. Did you get a sense that did you get a sense he was serious about that, in how he was talking . That he would be okay with the attorney general investigating joe biden . He said it would be appropriate for him to talk to the attorney general about this. Really . When in any were not an african dictatorship the last i checked. That type of stuff happens where you want to investigate your political opponents. You want to put them behind bars. And so i think he thinks thats a weak spot for biden, when, you know, for hillary clinton, there was all these questions about her ethics. But with joe biden, its more about is he too, you know, comfortable with women . Is he too old . Not many people think of joe biden as a corrupt person. They think of him as a workingclass guy from pennsylvania. And bill barr has gotten a lot of flack for his role in what democrats see as a coverup of the Mueller Report. And hes almost said hes open to getting asked by the president. On this exact point, right after the interview that daniel and his colleagues did with donald trump, Rudy Giuliani all of a sudden canceled his planned trip to ukraine when he told the New York Times very openly he was going to be pushing for an investigation and this was part of it. Like this whirlwind reversal. Do you think that in some way was acknowledging they knew this was a problem . Well, i think clearly Rudy Giuliani knew at the very least he was pushing the boundaries of what would be appropriate. He even acknowledged in the first interview, some could call it improper. Thats a direct quote, exactly. Exactly. Perhaps he realized that this may not have been a good idea and backed down. But i also wanted to go back to daniels great interview with the president and go back to the burr point. There was a really interesting point where the president was saying i won North Carolina. No one else could have won it beyond me, and burr ran with me. If you look at the numbers, almost every Senate Republican on the ballot that year outran the president. So burr won North Carolina by a bigger margin than the president did. And also, richard burr is not running again for reelection. So he does have a little bit of this freedom despite all the pressure that hes facing from trump allies right now. Hes going to be impervious to political pressure. It remains to be seen whether oers in the Republican Party will continue to stand with him. A great point. On 2020 politics, daniel, the president seemed to make clear in your interview he thinks joe biden is the only democrat hes worried about. He nicknamed mayor pete as alfred e. Newman. He said an alfred e. Newman person could not become president. Kind of making fun of mayor petes age. Mayor pete doing it in turn, saying i didnt know what he was talking about. Had to google that guy. Mad magazine getting in on the fun and saying who is mayor pete . But in terms of a more serious point about joe biden, he said his 2016 race reminds him of the democratic field. Its a massive field. Ut if you extend that analogy one step further, that means joe biden could be elected in 2020 and thats probably something that trump hadnt thought of. Well, his political analysis only goes so far until it collides with reality, it seems. Theres a lot of trump advisers who are worried that joe biden could be a big threat. Absolutely. Shes agreed to plead guilty to paying 15,000 to a fake charity associated with the man at the center of this massive case and scandal, rick singer. The scam for huffman was paying for someone to cheat on her daughters s. A. T. Exam, something huffman says her daughter knew nothing about. The charges could land her in prison for up to 20 years but with the plea, federal prosecutors are expected to ask for much less. What is really going to happen today . Joining me for more is Brynn Gingras in boston. Shes been following all this. What are you hearing . Whats going to happen in court today . Hey, kate. Right now, were actually keeping our eyes peeled because the last time huffman came to court for her initial Court Appearance where she was formally read the charges against her, she was three hours early. It was about this time, because court is at 2 30. So were trying to see if shes going to arrive early. Last like, it was with her brother. Were wondering if her husband will be here as well because this is a big day in court for her, when shes going to formally plead guilty to that single charge you laid out for your viewers. Like you said, she has admitted guilt. Shes actually admitted shame. She released a Statement Last month really apologizing, and im going to read part of it. She said i am ashamed of the pain i caused my daughter, my family, my friends, my colleagues, and the education community. I want to apologize to them and especially to the students who work hard every day to get init college and to their parents who make tremendous sacrifices to support their children and do so honestly. It was quite a statement that she released last month and its unclear if shell make any more statements in court today. What we know, shell appear in court before the judge. The government is going to outline the details of her plea agreement. Were hearing from a source that theyre going to recommend anywhere from four months to ten months. And remember, like you said, she was facing 20 years. Quite an agreement, but it will be up to a judge to make the final determination about her sentencing. It could be no time at all. Thats going to happen at a later date. Stay tuned for that. It will be fascinating to hear, especially after that statement that you read that she put out a month ago. An abrupt change of plans for secretary of state mike pompeo this morning, and it comes as tensions rise even further between the United States and iran. The state department announcing pompeo would skip his planned visit to moscow today, instead meeting with european allies in brussels to discuss iran. Last week, the u. S. Announced it was deploying a strike group, b52 bombers and additional patriot missiles to the region. The pentagon says intelligence suggests iran may be planning to threaten u. S. Forces over interests abroad. One defense official even saying late friday, heres a quote for you, the threat is still real and credible and were taking it seriously. Joining me right now to talk about how serious it is right now, democratic congressman John Garamendi who sits on the House Armed Services committee. Good to be with you. This is the second time the secretary of state has canceled or postponed these visits at the last minute over concerned about iran. The administration keeps moving more and more assets to the region. How serious are you taking the threat from iran . How real do you think the possibility is of military action . I really do not see military action against, directsly against iran. That would be an extraordinary and a very, very bad situation. There is, however, in the area, continuing hostilities, certainly syria is undertaking a major attack in Northern Syria against the turkish border. Russia is in that area. We have allies that are also operating there. The persian gulf has always been a risky place, and so it is difficult, keep in mind that the european allies are not in lockstep with us with regard to iran, when the president pulled out of the iran nuclear deal, the europeans didnt like that. And have remained somewhat apart from the United States with regard to iran, so thats probably why pompeo is heading off to our wouldbe allies. Do you doubt at all the intelligence that the pentagon and the white house are citing for making these moves . We have not been briefed. To my knowledge, theres not been a significant or serious briefing by the pentagon or by the intelligence agencies. Now, were in the midst of marking up the National Defense authorization act this week, as chairman of the Readiness Committee that has a third of that total budget, including all of the activities, the force tz, the equipment, the personnel, i have certainly not been briefed about any of this. Which is, i think, a major problem that the administration continually engages in. That is to leave congress in the dark and just expect us to go along. Congressman, have you asked for a briefing . Is there a reason that you havent that nothing has happened . You guys need this information in order to make your decisions. We certainly do need the information. Perhaps well get the briefing. It was over the weekend, so most people were gone. Im hopeful that early this week, maybe even today, we will get a briefing on what is happening. Bottom line of all this is an extremely dangerous situation in the middle east has been for decades, and we need to understand what it is that this administration tends to do. They really did kick over the apple cart here by pulling out of the iran nuclear deal. And also, when the president said he was going to pull out of syria prematurely, that led to mattis retiring or resigning, and so all of these things create a situation where we have significant chaos. By the way, isis didnt disappear. It just was defeated on the ground war, but its very, very much alive in syria, in iraq. And throughout the region. The pentagon has said the threat from iran is very serious and very real. Theyre taking it very seriously and its very real. Yet you have not yet been briefed. At this moment, do you support the moves they have made, moving assets to the region as they have . Well, its always good to be prepared. Now, i dont know prepared for what specific new threat exists. And therefore, nonetheless, be prepared. Thats fine. We often move our aircraft carriers and other equipment around as a show of force. And so we also have a situation where four tankers were somehow sabotaged in some way by someone unknown who it is. I do not want to have a tonkin gulf situation here that could set off a conflict, so lets be very sure that we understand all of the elements, take our time, get the intelligence, and then make a rational, careful decision. And you better involve congress in that decision. One thing that we know definitely today, Washington Post has a new analysis that there are more than 20 congressional investigations that the white house has been stonewalling on. I want to play something from lindsey graham, because this is a suggestion coming now from lindsey graham. The republican senator, on how he is suggesting that President Trumps son, don jr. , handle a subpoena from the senate intel committee. Listen to this. As i understand it, this subpoena relates to what Michael Cohen said about some meetings and about the trump tower in russia. If i were donald trump jr. s lawyer, i would tell him, you dont need to go back into this environment any more. You have been there for hours and hours and hours. And nothing being alleged here changes the outcome of the mueller investigation. I would call it a day. Senator graham is the chairman of the Senate Judiciary committee. He seems to be suggesting right there and saying that he should ignore a legally binding request from the senate. What do you say to that . Outrageous. Absolutely outrageous that this senator who just during the clinton impeachment hearings was all too happy to have clinton and everybody else in the world come in with or without a subpoena. And here he is on the other side of the coin. Lindsey graham is just outrageous in this situation. He, as chairman of that committee or as a senator, took an oath to uphold the constitution, and a good piece of that constitution is the division of power and the oversight of congress. There are critical issues. Im not a member of the senate. I dont know all of the background that was involved and why the Republican Senate chairperson, the intelligence committee, authorized that subpoena. It must have been a very good reason for it. Similarly, we have a problem on the house side that goes far more in number, but this is a pattern that this president is engaged in. And it is extra constitutional. You consider just rebuffing everything that Congress Wants to do in its oversight role, and in its appropriate review of what this administration is doing, those 20 different investigations. And similarly, with regard to the border wall in which the president has assumed using the emergency appropriations, excuse me, the emergency powers, has assumed the appropriation power of congress, which is explicit in the constitution that only congress can appropriate money. Congress decided to not appropriate money, and now the president is using an obscure emergency power, is in fact appropriating money. We have a pattern here of the president acting way beyond the constitutional limits of his article ii powers and ignoring the article i powers of the congress. A very serious constitutional question. The outcome of which will decide the very nature of our democracy in the decades ahead. Yeah, and you have a very Important Role when it comes to the border wall and funding and that regard and whether theyll be taking the money. I want to continue that conversation. Hungary used to be a country that had a very robust oppositional raucous press, but it doesnt exist anymore. They used to have a robust system of higher education, and its been brought steadily under the control of the state. If you want to talk about all of these things that we worry about, what might happen here, what might happen in the rest of the world as this autocratic illiberalism takes hold, we only need to look at hungary as ground zero for it. After your time profiling him, are people calling him a White Nationalist . People who call him a White Nationalist, are they right . Is it fair . So hes a nationalist. I mean, hes unabashed about that, and hes unabashed in describing himself as a proponent of illiberal democracy. He positions himself as an enemy of multiculturalism, as an enemy of liberalizing forces of the European Union so this came to a head a couple years ago when you had this tide of migrants coming in from north africa, crossing hungary on the way largely to germany and points north, and he decided that he was going to demagogue this, and he demagogued it not just as an invasion of people with with brown skin.
