Over his financial records. And also, his seething anger continuing over the Mueller Report. And if there was any question if its top of mind for him still today, the president then just tweeted this. Only high crimes and misdemeanors can lead to impeachment. There were no crimes by me, no collusion, no obstruction, so you cant impeach. Like many things in the day following the reports release, that is not exactly what the report said. Lets get over to Kaitlan Collins at the white house for us today. Lets begin. What is this legal battle now between the president and House Democrats . This is a big new development. Its essentially the president and his businesses are now suing the House Oversight committee chairman, elijah cummings, because they want to block his efforts to get the president s financial records. Now, at the center of all this is this Accounting Firm the president used for several years to prepare his financial statements. The House Oversight committee sent them a request saying they wanted roughly ten years of the president s tax information. Now, masars responded and said they would need a subpoena if they were going to respond to that, so cummings did issue and authorize that subpoena to them. So now in the next this is 141 years we have been doing this. I dont remember lets listen in to the president. For the last three years, we had an awfully good time. I have to thank our first lady. She worked so hard on this event, and without her, it would not be like it is. Its as beautiful as i have ever seen it. So melania, thank you very much. Fantastic job. Thank you, honey. I also want to thank the White House Historical association for the incredible job they do. Hes all smiles, but behind the scenes, there is this fight over his Financial Information. What we were talking about is this new lawsuit filed today by the president and his business against elijah cummings, the House Oversight chairman who is trying to get the president s Financial Information, in particular from this Accounting Firm the president has used that the Oversight Committee issued a subpoena to get roughly ten years of the president ials Financial Information last week. The president and his business responded by filing this lawsuit. Theyre saying the democrats in the house are going with overreach here, that they dont have a right to get the president s Financial Information. So what were essentially seeing, kate, is an escalation in this legal battle that we have seen happening so far or starting to brew on capitol hill. And of course, its not the only fight. Theres also that deadline tomorrow from the house ways and Means Committee because they want the president s tax returns from the irs. They had a deadline of two weeks ago. They extended it to tomorrow. But it doesnt seem likely its a deadline theyre going to meet because the president s attorneys are fighting it. What it really shows you is even though the Mueller Investigation ended and the president is continuing to fume about it, privately and publicly on twitter, there are all these other battles going on that House Democrats are focusing on while some of their counterparts are debating whether to punch for impeachment. This is still going on as the president is continuing to fume behind the scenes because hes newly furious at the aides who sat down with the special counsel and detailed a chaotic look inside the west wing. And your reporting over the weekend about the president s reaction, how hes fuming over the cable News Coverage of this is fabulous. Go to cnn. Com to take a look. Thank you so much. I really appreciate it. So what are democrats in Congress Going to do now and do next . As kaitlan was alluding to. Manu is on capitol hill. The Top Democrats have already had a lot to say in the postMueller Report world. They sure seem to be struggling to decide what to do next . Well, theres a divide within the caucus about exactly what to do because there are some folks on the left, particularly younger members who and some more veteran members like maxine waters, who have pushed for impeachment proceedings to begin. Theyre alarmed by what they see in the report. But Democratic Leaders who are also alarmed about what they saw from the Mueller Report and the president s activities dont think impeachment is necessarily the way to go right now. They want to focus instead on the investigative aspects about looking into exactly what mueller laid out as it relates to obstruction of justice in particular. What you can expect on this Conference Call tonight is for pelosi along with our top lieutenants like jerry nadler, the house judiciary chairman too, lay out their concerns with whats in the report, how they plan to proceed in the days and weeks ahead. Namely, hearings that they plan to have. That includes hearings with bill barr, the attorney general who is going to come before the House Judiciary Committee in may. As well as their efforts to bring in bob mueller and other individuals highlighted within the report. Recall, also, there are five subpoenas that were authorized for former white house officials including don mcgahn, who of course was mentioned throughout that Mueller Report about efforts the president had, including to fire bob mueller, which don mcgahn resists. Those are individuals this committee wants to see, wants to talk to, wants to get records for. Will that be enough to satisfy folks on the left who are pushing a much more aggressive approach . Right now, Democratic Leaders are saying impeachment talk premature. The investigation still needs to move forward. Manu, thank you so much. This is a wonderful encapsulation of the juxtaposition that is our lives as were talking about the Mueller Report and subpoenas, i always love beautiful children running around the White House South Lawn with the easter egg roll. Joining me joe lockhart, and also charlie dent, he represented pennsylvania for more than a dozen years. Retiring last year. Joe lockhart offering his most important advice ever, saying any speech you give with a bunny standing next to you should be a short one. I appreciate that, joe. Lets talk first about the lawsuit that was filed earlier this morning. So the president , hes filing this lawsuit to stop his financial records from being released from this accountiving firm. Not surprising the president is going to fight this, but it does escalate it. It does, and i think the context here is important. Every president going back over the last 40 years has made their tax returns available. And as well as most of the candidates have made their tax returns available. Its a simple gesture to the public to show that the president or candidate is not using the office to further their own financial gain. And that theres nothing in their financial background that would give pause to the voters. Thats been a tradition. The president has resisted it. Hes been hiding behind this socalled audit, although hes never been able to produce an audit letter. This is not a winner for trump. But it will continue to escalate. Except, and it is true, and we always hear it, this was a fact and this was known during the 2016 election. He was elected regardless. But now it is a different situation. Congressman, let me ask you this, on the Mueller Report more broadly, there was something that Rudy Giuliani, the president s personal attorney, and he has said a lot over the course of time, and hes said a lot since the report came out. But he said one thing in particular to jake tapper yesterday that deserves more attention, about russias interference in the election. Listen to this. Theres nothing wrong with taking information from russians. Nothing wrong with taking information from russians. It depends on where it came from. You would have accepted information from russians against a candidate if you were running in the president ial election . I probably wouldnt. I wasnt asked. I would have advised out of excessive caution, dont do it. Just what do you think when you hear Rudy Giuliani say that theres nothing wrong with taking information from the russians when youre trying to run for president . Well, thats a real head scratcher to me. I tell you what. In any normal functional campai campaign, had some russian approached the Campaign Staff and said we have information for you, that would have immediately prompted some kind of meeting with the top levels of the campaign, and certainly lawyers would have been brought in. I think likely, they would have turned around and called law enforcement. Thats how a normal campaign would react. They wouldnt say this is great, lets set up a meeting and accept whatever they have. Even after the fact, even now after the fact, i mean, in the Mueller Report, one of the things that was so very clear was how extensive they were able to pinpoint the attempts and interference of the russians down to like the social media domain names of who were spreading misinformation and interfering in the election. The fact that even at that point, even though it was the report and the investigation did not find coordination between the Trump Campaign and russia, the fact that Rudy Giuliani is still saying its almost fair game, i just dont understand. Well, i dont either. And i guess what i have always said, if you think about this russia issue in a broader context, what the public is focused on, they were more appalled by the helsinki performance of the president , and the things the president says and the embrace of putin. I think thats what really bothers americans. This Mueller Report is very complex. Most people get lost in the weeds. At the end of the day, i think russia is going to be a very big issue, but not the way we think. Its about the president and talking about getting out of nato and, you know, precipitous pullout of syria and bad mouthing the eu. All things Vladimir Putin wants. I think thats whats so mystifying to me, and the fact that the Campaign Staff and its chairman in particular, manafort, was so hip deep in it with the russians should have set off all sorts of alarm bells for the campaign. Joe, you were with president clinton, with the white house during clintons impeachment process. What do you think democrats should do now . Theyre going to jump on this Conference Call later today. There is a divide manu laid out clearly of what they think the next steps should be. What do you think the next steps should be . The shoe was on the other foot the last time. The first thing is to try to get the caucus to agree on one position and not have democrats im not sure they will. But theres two things here. It really is right now a false choice between impeachment and to impeach or not to impeach. There are a lot of investigative steps you can take before going to impeachment. I think thats where theyll end up, where theyll keep going with the Judiciary Committee, with oversight, with adam schiff and the Intelligence Committee and make a decision somewhere down the road. I want to pick up on something manu said. He said something about the younger members being for it. I disagree with that. Its not the age or the progressiveness of a candidate. Its whether youre in a safe seat or not. So people like maxine waters, ayanna pressley, and aoc are in safe seats. They can push harder. The bulk of the pickups in the house, Something Like 33 out of 40, were moderate democrats. They got elected because they said we dont do all this nonsense in washington. We do health care, we do immigration, things, economy. So those are the voices that really need to be heard in the caucus, even though some of the other ones so i think thats the divide. The divide is whether the prize is, Everyone Wants to hold the president accountable, whether the prize is removing him or retaking the senate, extending the majority in the house, and pushing through a progressive agenda. Still, the questions are not going to cease all the way up to that point. Thats why i think today is crucial to see if they get on the same page, if they can on message if not principle. Well see. Well, kate, there has been a great deal of recrimination before they have even managed to get to the end of this investigation or even halfway through it. There is, as yet, still no identification of who might be behind it. Other than hints coming to cnn from american intelligence sources saying they believe it was an isisinspired group. Here in sri lanka, all the government spokesman will say is he doesnt believe they were simply local actors and that there is a supposition it was part of an International Plot given the scale and coordination of what went on. Of course, the Police Dragnet continues with the destruction earlier on today, kate, of a van thats believed to have explosives onboard in what was called a control explosion. But a pretty spectacular explosion it was, too. And earlier on today, i was at the st. Sebastian church where 122 people were killed by a single suicide bomber who was, we believe, captured on cctv. There was an individual at the front of the church who got densely packed people and detonated himself. There is now the first indication, the first named victim from the united states, dieter kowalski. A tourist who arrived just moments before he was murdered on an aircraft. He was from denver, colorado, sat down to a breakfast here not far from where im standing in a local hotel, one of the fivestar hotels struck, and was murdered by a suicide bomber. In an act that has taken a very large number of sri lankans and according to the government, 38 Foreign Tourists with them, too. Kate. Sam, thank you so much. Really appreciate it. Joining me now for more on this is paul kirkshank, a terrorism analyst. Good to see you again, paul. U. S. Intelligence, as we have been laying out, sees indications that this is inspired by isis. But in terms of jihadi activity, has sri lanka been on your radar . This really has come out of the blue. There hasnt been much jihadi activity at all in sri lanka. There havent been groups operating there that you would thought had the capacity to launch Something Like this. Therefore, sri lankan authorities believe this might have been a local group acting in concert with an international network, a network like isis or al qaeda. When you look at al qaeda, theres a regional affiliate in the indian subconnent that has been responsible for attacks, but just a few weeks ago, al qaedas general command told their followers around the world not to launch attacks on places of worship. That takes you much more in the isis direction. I believe thats why u. S. Intelligence believes this could be isis inspired. They have a track record of launching attacks on churches, whether its in egypt, from their supporters in indonesia, in europe. This has the hallmarks of an isis type of attack. This was an attack of significant sophistication on both sides, very large country, simultaneous. You would have had to have a degree of planning, coordination, and terrorist knowhow to pull this off. Sri lankan authorities at the end of 2016 said about 30 sri lankans had gone off to fight with isis. Perhaps some of them may have been able to come back. Perhaps they were able to get in touch with individuals within sri lanka to plan this sort of attack. We have seen that before, that kind of type of attack where you have a local group acting in concert with an international organization. We saw that with that attack in july 2016 in a cafe popular with western tourists in bangladesh. Where there was a strong isis role in coordination with a local group. Because it does lead you to wonder, then, if isis, the caliphate, the territory they held has been defeated and largely wiped out, what does this mean then . Is this a sign of the next chapter . You talked about what happened in bangladesh, and here, is this the next version . It may well be. We have to see how it shakes out, who was responsible. The fact it came out of the blue and surprised people like me, nearly 18 years after 9 11, thats a worrying thing indeed, because where is the next attack going to happen . The next big attack. Nobody really saw this coming. Of course, there were these warnings but nobody expected an attack on this scale in sri lanka, one of the deadliest attacks in the entire history of the planet. Even with the warning, seeing the sophistication and how it played out is one of the many scary things about it. Thank you. Good to see you. To impeach or not impeach, that is sabig question when House Democrats speak to each other just hours from now. House Speaker Nancy Pelosi is hosting her entire caucus on a confruns call to presumably get on the same page after the redacted version of the Mueller Report dropped. She said friday congress will not be silent, but will they be speaking with one voice, at least on the democratic side . That is far from clear at this moment. Heres what one top democrat, elijah cummings, has said about it all. I gotta tell you, there comes a point in life where we all have to make decisions based upon the fact that it is our watch. And you know, history, i think, even if we did not win possibly, if there were not impeachment, i think history would smile upon us for standing up for the constitution. And the president just responded to the first questions on impeachment. Kaitlan collins was there. She asked the president , and shes joining me once again. What did he say . I believe this is the first time the president has interacted with reporters since the Mueller Report was publicly released on thursday. We asked him about not only impeachment but also this depiction in the Mueller Report that the president is often ignored by his own staff, and its clearly something thats been on the president s mind because he was quick to answer it. Are you worried your staff is ignoring your orders, as the Mueller Report portrays . Nobody disobeyed my order. Are you worried about impeachment . Not even a little bit. He said hes not even a little worried about impeachment. Democrats are deciding which way to go on that. But back to the staff that has ignored the president s orders. He says nobody disobeys my orders. Thats certainly not what the Mueller Report showed on thursday, because not only did it detail a president who has been dishonest at times, the Mueller Report also portrayed a president who had his white House Counsel ignore his directive to start the firing of the special counsel. It also showed his attorney general ignoring his questions about him unrecusing himself from overseeing the investigation, as well as a former Campaign Aide who refused to carry out the president s directive to send a message to the attorney general to curtail the russia investigation. But clearly, kate, we reported over the weekend the president was pretty furious at those reports that detailed not only a dishonest president but also a president who was regularly managed, restrained, or flat out ignored by his staff. That was something he wanted to address with reporters. He sure did. Great to have you there. Really appreciate it. Lets talk more about this. Joining me is democratic congresswoman Eleanor Holmes norton. Thank you for coming in. Of course. The president says hes not worried even a little bit about impeachment. The chairman of your committee, elijah cummings, suggests even if the effort would not be successful, it could still be worthwhile because it would put you guys on the right side of history. Do you agree . Well, the way we get on the right side of history is by doing the investigations that are going to be under way next week when we begin to meet. We have been here before and we have to be very careful. We do have precedent to guide us. That is the impeachment of president clinton. I think that many members may not recognize what that entailed. Impeachment is essentially an indictment that begins in the house. That could happen in the house. Im certainly not sure it would. But if it did, it would then have to go to the senate, where two thirds is required. First of all, the senate is controlled by republicans. Two thirds of the senate, even if it were controlled by the democrats, would be difficult. Now, when president clinton was impeached, the house did indict. Thats what impeachment is, indict. But the senate did not district. So impeachment did not occur, and clinton was more popular after that attempted impeachment than before. So i am not prepared for the first time that the democrats have had control of the house in seven years to go down an impeachment path that possibly, and i think almost certainly, will lead nowhere. A waste of our time. If you do think its a waste of your time, i wonder if you think, as you said, your job is to continue these investigations, but if these investigations are into the matter that was fully investigated by robert mueller, are the investigations also a waste of time, if you think this is not leading anywhere close to impeachment in the end . Well, actually, the Mueller Report was a virtual invitation to the congress to do the kind of investigation that only the congress can do. Remember, mueller was confined by the legal process. We are oversight. Therefore, we can look much more deeply into, for example, collusion. Now, we know that there were countless contacts between the russians and the trump organization. And we know exactly why they occurred, but we need to know more about those contacts. Thats not the standard that a u. S. Attorney thats essentially what mueller is, uses. He uses the standard of whether or not somebody can be indicted. We use a standard of what do the American People need to know. And this report just begs for that kind of oversight. It begs for us to look at obstruction of justice, where the invitation was even more clear because the Mueller Report said we cant say that we certainly dont say there wasnt obstruction of justice. Let me play for you on obstruction of justice, i want to play what the chairman of the Judiciary Committee said on that yesterday. You think this is impeachable . Yeah, i do. I do think that if proven, if proven, which hasnt been proven yet. Some of this, if proven, some of this would be impeachment, yes. Obstruction of justice if proven would be impeachable. Hes talking about the at least ten episodes of obstruction mueller was targeting in his inquiry. If proven, do you think it would change your mind on impeachment . Certainly. Jerry was being careful. If proven. If proven where . Impeachment is a political process, not a legal process. So it would have to be proved not only to indict in the house, but proved for real in the senate. By the way so you dont think are you saying you think he was dodging the question . Do you see, if after investigations in the house into the matters of obstruction, do you see yourself getting into a place where you would support impeachment or think no matter what, it still is a road to nowhere . I believe its a road to nowhere because i do not believe the senate would indeed complete the process and impeach. Therefore, we would go to the people in 2020 with a failed impeachment attempt. I do not favor impeachment. I certainly dont say it should be off the table. Theres more to come. It seems to me from our investigations. But to assume that impeachment is going to occur when it has almost never occurred in the history of the united states, and we have a recent example where impeachment failed with president clinton, is to go to a road to nowhere and well go to the people with nothing to show for having been in the majority for two years. My goodness gracious, you can barely see the text on the screen. We have a field of 19, we think its going to go to 20 when biden announces. Thats a modern record for the democrats, and the other thing i should say, a partridge and a pear tree is not included here. You dont get to say it unless you do the full run. Six senators, six representatives, two governors, two mayors. One cabinet holder, and one former Vice President. This field is very, very crowded. You get a slice of every different part of the democratic party. You really do. And also surprising theres only two governors. You think back, bill clinton, george w. Bush, ronald reagan, they were all former governors. This time, nothing on this side of the aisle. Take us through the cnn town hall in New Hampshire tonight. What do the polls like like . If you were to look at the early states, specifically New Hampshire, biden is up, although this is not an overwhelming lead. We see buttigieg climbing in the polls. You also see that in iowa where buttigieg seems to have the moment momentum. Remember, Bernie Sanders got over 60 of the democratic primary vote in New Hampshire last year, and right now hes only at 16 . And its early. We still have like nine months to go. We have so much time. This could change 1,000 times. Harry acts like hes exhausted but he gets excited. I got a lot of energy, folks. Good to see you. Thank you so much. On this, joining me more for more on this, cnn washington correspondent jeff zeleny. Lets start with number 19, who is seth moulton . Seth moulton is a congressman from massachusetts. He was elected in 2014 and one of the several new members of congress who had military service in the years after 9 11. He was in iraq four times. He led his marine units there. So he is someone who is going to be talking about National Service a lot. Its something hes been sort of a centerpiece of his time in congress. He also was one of the House Democrats who tried to challenge nancy pelosi. Of course, that did not work out very well, so thats one of the things hanging over him. So he is 40 years old, on the younger side of these candidates. Not the youngest. Thats Pete Buttigieg at 37. But hell be emphasizing his military service as he jumps in, and hell be in New Hampshire tomorrow, south carolina, and iowa later this week. Elizabeth warren rolled out a new plan on Student Loans. A huge proposal promising to cancel billions of dollars of student loan debt, expand her promise on Free College Tuition for someone. Its like forgiving Credit Card Debt for everyone in the country plus someone, and thats all ahead of the big cnn young voters town hall tonight. What is this all about . Look, shes been continually raising policy ideas. More than most other democrats in the race. Shes been putting out full fledged policy ideas. Boy, this is one of the most significant ones we have heard. We talk about medicare for all, but College Student loans, it is a major issue facing so many americans. Her plan would forgive loans for people making under 100,000. Loans of up to 50,000. So this is something that is going to be certainly of interest to a lot of voters out there. This affects some 95 of all people who hold Student Loans would be eligible to apply for this, but kate, the spending, the price tag, 1. 25 trillion for this. So it will be picked apart, but boy, it is popular. Theres now 19 democrats in the race, and you have new reporting joe biden will be number 20. Hes going to be joining this week. What are you hearing about his plans now . Hes planning to announce later this week. I was told a short time ago, aitds to the former Vice President are calling around to iowa legislators. They say hes getting in soon and expect joe biden to visit iowa next week. That would be his first visit there as a full fledged candidate. He will be the 20th person jumping in. Hes leading in the polls, as harry was just talking about. This is going to be the biggest test for him. Is he able to maintain that lead, if you will, that edge, as he actually jumps ip. So for all the talk for months and months and months about joe biden jumping in, kate, its almost on the verge of happening in about 48 hours or so, probably on wednesday, and look for the early state visits coming up after that. Joe biden saying if he would, he would want to be the last one jumping in. Still we have to see if he will be the last one. And it does make sense when you consider meghan and harry and how they are looking to move their roles forward, how to define their roles after the baby. Queen has asked them to be involved and really lead on commonwealth issues. Most of the commonwealth countries are in africa so africa might be an interesting place for them to focus on.
