That was time in president Trumps Administration when he talked about the intelligence people, he might have been referring to his predecessor, or the people who worked for his predecessor. This time around all of those individuals are people who work for him that he put in those jobs. But they represent an Intelligence Community that have produced an assessment of the situation in the world that seems to directly contradict President Trump. But of course this is not new that President Trump would, in his own view, have a better understanding of the facts of the situation than intelligence chiefs or perhaps the generals, as he used to say on the campaign trail. What is happening here is that President Trump is singling out iran in this situation, saying that the situation with irans economy is proof that his policy of pulling out of the iran deal is working. He says the iranian economy is crashing, but at the same time the intelligence chiefs say the underlying deal which was about dealing with irans ability to obtain a Nuclear Weapon is still working. Not only that, this full assessment they laid out to congress yesterday details all of the different threats throughout the world, whether it is isis or climate change, and says that they are still present despite the president saying isis has been defeated. Intelligence chiefs said that there are thousands of fighters still in iraq and syria. And one more thing, President Trump has been talking recently a lot about the situation at the border, calling it a major crisis, calling it a National Security crisis. But yesterday when those individuals testified, they did not rate Border Security as one of their top concerns. That is incredibly telling and it just goes to show that when President Trump is talking about a lot of these issues, he is looking at it from a political lens. Intelligence chiefs have a different job. Theyre looking at it based on the information theyre collected over months and years and their perspective is clearly very different. So what are the chances and what is expected . Reporter the president of course tweeted this morning saying that it essentially would be a waste of time for these negotiations to even go forward if theyre not going to discuss funding for his border wall and for the barrier hes been asking for on the southern border that prompted that 35day government shutdown. When i asked House Speaker nancy pelosi whether she agrees if its a waste of time, she said this. No. I think the conference can reach a good result left to its own devices without any interference from anybody else. I have confidence in the appropriato appropriators. Now that we look back on it, the premiums have skyrocketed and we need to go back to the Affordable Care act, refine it and fix it. Now in the case of that criticism, is harriss Campaign Walking her position back now or not walking it back at all . Joining me right now, cnn politics reporter chris cilizza. What is harriss campaign saying now . Having gone back and forth with them over twitter for the last 24 hours, heres how i would put it. On monday night in the town hall with jake tapper in iowa, she says lets eliminate all of it, talking in the context of private insurance companies. What her campaign has said afterward is really, i think, a clarification, which is yes, her ideal situation is medicare for all, singing payer, a nationalized Health Insurance system that gets rid entirely of private insurance companies. But in the interim shes also sponsored other bills that are a little bit more nuanced on re public or private insurers. Thats where she wants to be. I dont think its where she came across on monday night. I think they are trying to clarify to get her to that point. Medicare for all is not the only option that she is open to. Thats where were landing at this moment. Yeah. Its a little bit complicated. So is health care. In 2016 Bernie Sanders running against Hillary Clinton makes a big push in january of 2016. He says we need what he calls medicare for all, which essentially says we take away the private Insurance Market entirely. It is a National Run Program to provide insurance for everyone in the country. Okay. Hillary clinton says it cant happen. Its going to lead to the repeal of obamacare, et cetera, et cetera. But there are other plans that harris has signed onto as have other members of congress who are running for president that would do not less but more nuanced, which would provide that Public Health care option but not do away with private insurance. This is the whole, if you like your Insurance Company, you can keep it sort of argument, that youre not forced into this public system. Its instead designed to create more competition on the obamacare markets. Does that make sense . Sure. Sure, chris. Its complicated. I know. It is complicated. Just look back at 2008 when they started debating overhauling the Health Care System in general or 2007. Let me ask you this. This is becoming a really important issue among the Democratic Base and any president ial candidate now. Where are the other candidates on this issue . Whats fascinating is in 2016 when Bernie Sanders runs against Hillary Clinton and embracing singer payer medicare for all, Hillary Clinton says pie in the sky, pipe dream, never do it. Basically the establishment agrees. But by 2018 Kamala Harris and others are signed onto Bernie Sanders legislation that would establish medicare for all. So it shows you where the partys moved. A very important person who has not signed onto medicare for all, former Vice President joe biden, who is ostensibly the front runner if he decides to run. This gets rid of private insurance. Lots of people who may not agree with republicans on health care do not want to get rid of private insurance and we lose their votes in a general election and its too dangerous. The liberal base of the party very much wants it. Thats the kun noconundrum. It is complicated. I think the Health Insurance industry employs like 500,000 people in the country. Correct. Do you support the majority leader on this one . Isis is weakened, but isis is not destroyed in syria. Yeah, weve got to continue to work with our allies. Everybody wants to get our troops out. There are about 2,000 troops there, but weve got to do it in a slow and concerted way, in other words working with our allies and region partners. We also have have to protect the kurds. These kurds have stuck by our side. There needs to be an understanding, particularly with turkey, that were not going to leave the kurds to a disastrous result for them. We need to move very slowly and work with our allies in the region. Its one thing to say this to the president in private, but in trying to have this amendment and this statement coming from mcconnell just yesterday, can this be viewed as anything other than a direct rebuke of the president s Foreign Policy . I think it reflects what a lot of us are concerned about. The president started the discussion. As i said earlier, people want our troops out. We dont want to be spread as thin as we are and we do have vomit involvement in a lot of countries. Its not really a discussion coming from the president , right . Hes the one that says, theyre coming home. He says theyre coming home, but my understanding from talking to members of the administration including some comments that members of the administration have said including secretary pompeo and also john bolton, the National Security advisor, is that they are look at a withdrawal that will be more thoughtful and more carefully planned with our allies to avoid some of the problems weve talked about. The other thing ive been promoting is to have a Regional Strike force no matter what in other places to have the ability to respond quickly. Thats what we really missed last time when we precipitously pulled out of iraq and the obama administration, there were a relatively small number of isis fighters who came into iraq and we werent able to respond. Soon they had almost twothirds of the territory. It took a long time for us to push that back and its taken us a long time to have these relatively good results in syria. Theyre not destroyed yet. Theyre weakened, no question about it. With syria, a lot of it comes down to intelligence. This morning the president is attacking the leaders of the Intelligence Community over their assessment of threats posed by isis, iran, north korea and more. The assessment contradicts much of his policies. He said in tweeting this morning they are wrong and suggested they need to go back to school. I mean, who do you believe . Do you think the top brass of the nations intelligence apparatus are wrong . Well, i didnt see the tweet. I thought i saw the tweets this morning. I missed that one. I have a twitter alert on my phone for the president s tweets. They were lengthy tweets. He says theyre wrong and they should go back to school. Yeah. I havent seen the tweet. Let me say this. I think there is a continued threat certainly from isis. The president has acknowledged that. Ive heard he understands theyre still in existence not just in syria but globally and we have to be cognizant of that. My understanding is the assessment also had to do with north korea and their move toward Nuclear Weapons and that we still have a long way to go there. Not saying its not positive what were doing. Its very positive. For the first time in three or four administrations finally were Getting Movement in the right direction. Does it bother you, because the president clearly thinks that the assessment coming from intel leaders, he thinks its in contradiction to what hes saying. He thinks that. Does that bother you . Do you think theyre in contradiction, because the president does . Again, i havent seen his tweet so i need to look at that. I think we need to Work Together with regard to the Intelligence Community and their assessment. Theyre not always right. Theyre not always historically accurate, but thats the best we have. We need to rely on them. So i think about wmds in iraq as an example where they werent exactly accurate. Yeah, we need to have oversight here in congress and people need to be sure were getting the right information. Its the best we have. Of course we need to rely on them. Lets talk about the shutdown quickly. Negotiators are meeting today. You are pushing for a bill that would effectively ban any government shutdowns in the future. I asked tom reed about it yesterday and he doesnt support that idea. He says that it lets yall off the hook, effectively. Youre abdicating your responsibilities. What do you say to that . Well, i havent talked to tom about it, but i do know we have half of the republican conference already cosponsoring our legislation over here in the senate and theres a companion bill in the house thats bipartisan and theres just a lot of momentum for it right now. I cant tell you the number of colleagues coming up to me and saying this is it, after going through this 35day shutdown it was so painful. We dont want to do this again. There are different ways to get at it. One of the things about our bill that i like is it deals with what congressman reed is talking about in the sense that it says after four months when you havent come to an agreement and you have this continuing resolution in place, then the spending is reduced by 1 . Why do we do that . Its to get republicans and democrats to the table so that people are feeling like theyre accountable to coming up with a result which is an appropriations bill, a spending bill. We want spending bills. We dont want continuing resolutions forever. I think its a good way to do it. By the way, 54 of the spending were talking about is now defense spending. This notion that republicans wouldnt mind the 1 , i think they would mind it. I would mind it. A lot of people would. Its a significant way to deal with the issue he raises and others have raised. We need to stop the shutdowns. Thats the most important thing. Second we also need to provide incentive to get the appropriators to do their work so that we have spending bills so theyre done on time so we can indeed have better government for the people we represent. Are you open to discussing or contemplating money for a wall or physical barrier at the border . A wall is a 14th century solution to a 21st century issue. We live on the border. I know what works down there. If you want to stop drugs, most drugs come through ports of entry. So weve got to put canines, the latest xray machines, personnel at the ports of entry. If you want to stop people, keep in mind that 67 of the people that we have here illegally came through a visa. Even if you put a wall, theyre going to come in and come through a legal way. Weve got to secure the border. I want to do it the right way. So youre saying no, you are not contemplating money for a wall or physical barrier at the border . That is correct. Again, id be willing to go in with an open mind. Any time you sit on a Conference Committee, you listen to the negotiators. Those two things dont seem to go hand in hand. Youre saying going in youre a no on any wall or physical barrier. Thats correct. If its called a fence, does that change it for you . No. A fence look, we have 654 miles of fencing right now. Theyve got bills under the clinton administration, mainly under the Bush Administration and some under the obama administration. We already have 654 miles. Under the secure fence act president bush said build 700 miles and were just a few miles away from that, you build 700 miles so we can have full, comprehensive Immigration Reform and what President Trump is doing is moving the goalpost. We want to secure the border, but we want to do it in a smart way, a strong, smart, effective way. Another negotiator, another democrat, senator john tester, he told the New York Times noting that there had been a wall on portions of the border, he told the New York Times this, i think to take that off the table entirely, this is my opinion, okay . Would be not the best direction to go. He is indicating a willingness. Well, again, the senator who is a Ranking Member on homeland appropriation is going to take his position. I have a different position. We all have a different position on how we settle this, but again, were negotiators. Appropriators, democrats, republicans, senator, house members. If we dont have an outside influence, say President Trump we can sit down and work a compromise because all of the members on this committee are appropriators compromise is an important word here, but republicans are not going to see what youre saying as any kind of openness or any compromise. Youre saying absolute she no on the border and funding anything to keep the government open, correct . That is correct. Go ahead. No, i totally understand. Look, look, look on. If the negotiations passed and today is a new day and another potential issue not being discussed is daca and dreamers and he rejected a threeyear reprieve for them. Steny hoyer said he doesnt expect that to be a part of the negotiation, dreamers and daca protections. Right now from your perspective, is that also off the table . Well, again, lets keep in mind the makeup of the committee. We are all appropriators. We have a house bill and a senate bill. The purpose of a Conference Committee is to look at two different bills and put them together. I support dreamers. I support Immigration Reform, but again, under the timeframe we have, under the timeframe that we have and what we have to get done, were looking at two bills and were going to conference the differences between the house and the senate. Thats what appropriators do. Do you think daca and dreamers was likely to be part of it . Again, i wish it would, but under the circumstances, the timing that we have here. Youre skeptical. Yeah. Im skeptical especially the way the president said, give me a wall and ill give you temporary dreamers. The Supreme Court already declined the case. So the Supreme Court already gave us some time so hes not giving up anything at all. So again, thats another discussion, but right now there is a house bill, a senate bill, the role of the Conference Committee is to get two different bills and put them together.
