And a few mixed messages coming with this tweet because around the same time that the president posted this tweet, his trade adviser, one of the chief architects of the tariff proposals was on another network saying something a little different. I understand if we get a great nafta agreement, and ambassador light heiser is trying to do that. That would be a great thing for the american people. At this point in time, 25 on steel, 10 on aluminum, no country exclusions, firm line in the sand. So there you see Peter Navarro saying it is a firm line in the sand and as far as a formal announcement, they say that were supposed to expect that later this week. But next week at the latest. And next hour the israeli Prime Minister Benjamin Netanyahu arrives at the white house. Tell us about this meeting. Reporter youll see netanyahu likely tout the United States decision to recognize jerusalem as the capital of israel, move the embassy from tel aviv to jerusalem, something very big for the Prime Minister here. But one thing you likely will not hear these two men talk about when theyre not taking questions from the press is how theyre both actually facing scandals here. The president with the investigation into russia, and whether or not Trump Officials colluded with russia, of course, hes not personally accused of any wrongdoing but netanyahu is also facing a scandal of his own as hes been accused by the Israeli Police of bribery, breach, breach of trust and fraud as well. So all of those things going on here today. We have some clarity on who will be in that meeting, and the white house is now saying that Jared Kushner, the Senior Adviser and the president s soninlaw will attend, will participate in those meetings today, with Prime Minister netanyahu. To what extent we do not know because, of course, briana, as you know, Jared Kushner was stripped of his top secret security clearance, just last week. So that has been the question on everyones mind. This is certainly the first high profile visit that has included kushner since he was stripped of that security clearance. It will be very interesting. Kaitlan collins live for us at the white house. Thanks so much. I want to bring in our panel to discuss this. We have mark preston, rebecca berg and david singer, security analyst and National Security correspondent for the New York Times. You have the president now dangling this possibility of removing this tariff to gain leverage over canada and mexico when it comes to nafta renegotiations. Is that something that would cor work . It might work in the broad sense. You have a president who is used to negotiating on buildings, real estate, doing what he did at times quite successfully then, when is bringing in all kinds of extraneous issues. So nafta is, of course, a Free Trade Agreement within within north america. Steel and these tariffs, if he puts them on, would apply to far more than to canada and mexico, as you heard there are no exemptions being discussed today. You have all of these other countries that deal with steel and aluminum to the United States that have no role in the nafta negotiation, no particular interest in the nafta negotiation, who sunnily has been wrapped up in the outcome of the negotiation over which they have no control. I see you nodding your head over there, mark preston. David is exactly spot on. What hes doing is hes creating these battle lines, not only to ourself, but to our north, not only on nafta, but now youre talking about the importation of raw material that is needed for industry here in the u. S. , whether thats cars or any kind of construction. And what have you. It is also affecting south korea, which is one of our top allies right now. And it is affecting brazil, right . So what we see from President Trump right now is hes negotiating by chaos, i think, in many ways. Im sure some of his folks are looking at him, his supporters are saying go get him. But there are ramifications that come with every decision and everything he says and i dont think that that has been thought as clearly through as it should be. And speaking of, you seem to get that sense from the commerce secretary. Lets listen to what wilbur ross said about this plan, about the tariff plan. Whatever his final decision is is what will happen. What hes said he has said, if he says something different, it will be something different. I mean, that is jello. Try to pin that against the wall, rebecca. Clear as mud. Wilbur ross is obviously pushing for these tariffs. He along with Peter Navarro. Theyre the two main advisers to the president who support this decision. But on the other side, you have gary cone, for example, arguing against this, potentially leaving the white house if the president moves forward with this according to some reports and so it is there is a split. And the president is hearing, you know, both sides, and so who will be the last person he listens to . Wilbur ross, even though he said that thing there which was whatever the president decides he will yes, of course. But he is, as you said, is leaning in favor of the tariffs. He doesnt think the president is going to change his mind. Who really knows . Is it really just the last person the president talks to, rebecca, who are the folks in the white house who really have his ear when it comes to influencing him on this . Right, well, i think at the heart of this is, you know wilbur ross and Peter Navarro and theyre lobbying the president , also the president himself. He believes that this is going to be a proposal that resonates with his base, that resonates with people, for example, in steel country, in pennsylvania, where there is a special election going on right now. Near pittsburgh, in pennsylvania, formerly steel country, but a lot of plants closed there. Those types of voters are on the president s mind. How can he appeal to them. He wants to be a cheerleader for american manufacturing. Lets talk about the meeting the president will have today. Set the stage for us as we look toward them having this discussion. Well, complicated at several different levels. As kaitlan pointed out, when she was reporting from the white house, netanyahu has been a big supporter of trump, trump has been a big supporter of netanyahu, both of them are immersed in their own big domestic problems. Netanyahu will certainly celebrate the movement of the American Embassy to jerusalem whenever that happens. But the big issue that is up between the two of them right now is does the president essentially exit the iran deal and the deadline for that is in may. Netanyahu has been arguing for it, but much like the policy chaos that we have just discussed about steel and aluminum, inside israel the military that reports up to Prime Minister netanyahu said the deal has been in place for the past two years and has actually meant that israel has not had to think about taking military action against iran because there is no right now, no considerable nuclear threat. And so you got netanyahu having to decide as hes pushing for this how far out ahead of his generals he can get. Thats pretty complicated. So netanyahus visiting, and there is not going to be the customary press conference with President Trump and netanyahu. Were going to see a photoop in the oval office, but thats it. It was seen as president obama spurning beebe. But is this different . Is this trump doing him a favor . If it isnt trump doing him a favor, hes doing a big favor. Back at home hes under investigation, several different investigations now for corruption and bribery. It could be very uncomfortable to see these two powerful World Leaders getting questioned by the free press, which could undermine or at least help certainly those whether it be iran or iraq, whatever, to show that were not as unified as we think and we have two embattled leaders now who are standing side by side, supposed to bring peace to the middle east and still havent seen it yet. And Jared Kushner, this question, rebecca, how involved is he going to be in this meeting . He is supposed to be the white house envoy on Israeli Palestinian on the peace process. And his security clearance has been downgraded. Hell be in this meeting. What does that tell you . His role, you would imagine, is much diminished from what it would have been. If hes in a position where he cant even discuss classified information on this very roll ti volatile region, it creates a question mark if he can do his job now. Chief of staff john kelly said he has no doubt that jared will be able to fulfill his duties as adviser to the president without his security clearance. But i would say there is some doubt about that, especially when youre looking at regions like china, israel, where you are dealing with a lot of classified information. Thank you, guys, so much. President trump taking to twitter this morning to accuse the Obama Administration of trying to discredit his president ial campaign back in 2016. This back and forth has been going on for some time about what the Obama Administration did and didnt do in 2016 as the Intelligence Community was learning more and more about efforts by the russians to interfeinte interfere in the elections. Then candidate trump was raising concerns about a, quote, rigged system. Saying over and over again, the system was rigged. Well, then the Obama Administration was nervous about making a statement just along party lines to say the russians were in fact trying to interfere with the elections, they wanted a bipartisan response to what they are viewing from the intelligence reports. Now, according to denis mcdonough, the former white house chief of staff under president obama, suggested that they would have put out a much stronger worded statement in september of 2016 but got push back from the Senate Majority leader Mitch Mcconnell. The president asked the four leaders in a bipartisan meeting in the oval office to join him in asking the states to work with us on this question. It took over three weeks to get that statement worked out. It waswatered down. Watered down on the insistence of Mitch Mcconnell . Yes. And nobody else . Yes. Now, these echo concerns that former Vice President joe biden has also raised saying that mcconnell tried to undercut this statement going forward. But mcconnells office is pushing back, theyre pointing to an oped that mcdonough wrote last year, suggesting that that statement they put out was, actually, in the words of mcdonough, was quote ultimately successful, saying that by election date, 33 states and 36 counties and cities had used Homeland Security tools to scan or strengthen their systems. So this blame game, going back and forth about whether the Obama Administration did enough, some democrats themselves believe that the Obama Administration did not do enough, should have taken a more aggressive approach to point the finger at russia during the elections, but theyre worried about political concerns and, overshadowing all of this, what is going to be done in 2018 to prevent the russians from doing this again . The blame game taking place. No strategy to deal with this in 2018 when we know from leaders this is already occurring, the efforts by the russians to manipulate the elections. Thats right. An ongoing threat as we speak. Manu raju, thank you. I want it talk more about the latest developments with seth waxman and Communications Director for the dni shawn turner with us. So you observed the Obama White House and their response to russian meddling. I think maybe we divided up a little bit too, before the election, clearly sensitivities about looking like they were going to put their finger on the scale for Hillary Clinton and then after the election. But just fact check that for us, donald trump saying that nothing was done by the Obama Administration on russian meddling. Yeah. Once again, simply not true. You take a look at what the Obama Administration did, first, i think it is important to point out that the Obama Administration was extremely measured in decisionmaking. But it was the case that when there was indisputable evidence that russia was meddling in the election here in the United States, the Obama Administration did take some very direct steps. We know that the Obama Administration ejected some russian officials, we know that president obama confronted Vladimir Putin himself very directly. And after january, we know the administration put out an Intelligence Community assessment. There were things that were done after that evidence was presented. What we also know is that it has been more and a year now and we know that russia is doing the exact same thing again and nothing is being done to prevent them from meddling in the 2018 midterm election. You get the sense that the internal response of the Intelligence Community, certainly Law Enforcement is, when it comes to this criticism. We have seen the intel chiefs on the hill, they seem exasperated theyre not being given really the push to go ahead and tackle this problem that it hasnt resolved, still very much ongoing. I think thats exactly what youre hearing. Shawns point about what happened during the Obama Administration preelection, i think it is entirely correct. Were facing a real live current problem now, leading up in the coming months to the 2018 election. What is happening today to fix this issue. And we heard just on the hill most recently the nsa director telling congress that he hasnt been given an order bit president to dig into this issue. So if im in the Intelligence Community, thats more shawns spot than mine, but you have to feel frustrated. You say to yourself, im watching this train wreck happen in real time in front of me and my hands are tied if not one hand but two. The New York Times reporting that Robert Muellers team, the special counsel, has questioned a lebanese american businessman, adviser to the united arab emirates, george nader. When you learned this, what does that tell you about where the scope of the investigation is . I think it is where it always has been. A bribery charge. You have this quid pro quo, the idea the russians giving dirt on hillary or the uae giving favorable business transactions to Jared Kushner or anything else that is being given to this administration and in exchange for official acts. Thats a definition of bribery. When President Trump was sworn in on january 20th, 2017, he became subject to that law. But what he also became subject to is that same law six months earlier because if you look at the federal bribery statute, it applies not only to people who have been sworn into office, but also people who have been nominated for office. And thats in the summer of 2016, right where bob muellers focusing a lot of his attention. Also a significant potential National Security nexus to this. If you recall last year, President Trump kind of broke with law and cited with egypt, saudi arabia, the uae and bahrain and a blockade of qatar that was peculiar to a lot of us in the National Security space. Why was the president suddenly siding with the uae and this instance, something we have never done before. And in hindsight, now there is some legitimate questions whether or not there is a nexus between political potential political influence and that decision that he made last year. This morning, a landmark meeting on the Korean Peninsula where tensions spiked last year amid Nuclear Tests and bellicose rhetoric. Just hours ago, north Korean Leader kim jongun met with a high ranking delegation from south korea. It is believed to be the first such meeting since taking power more than six years ago. Cnns Andrew Stevens is in the south korean capital seoul for us. Do we know what they discussed . Do we know what happened here . Reporter well, we know what they were supposed to discuss. What we know is that the this delegation is a delegation from south korea, had a meeting with kim jongun and then was also had dinner, host of a dinner of the delegation as well. A letter handwritten letter by the south korean president was handed to mr. Kim, we dont know the contents of that. What i can tell you is just before the delegation left seoul, a very brief News Conference in which they said that they were going to talk about denuclearization, which is obviously the key issue here. They were going to talk about intrarelations between the two koreas, developing relations further. And which is needed, given these two sit on either side of the most heavily for ttified milita zone in the world. And they were going to talk about north korea having more dialogue with the International Community, particularly the u. S. That, of course, is the key to this global at least. Can north korea and the u. S. Sit down across the table and talk to each other . Very good question. Andrew stevens for us in seoul. Thank you so much. Joining me now is ian bremer, president of the Global Risk Consulting Firm irasia group. Thank you for being with us. What does it mean that these talks are happening right now without u. S. Involvement . One small disagreement is that it is not clear just how critical it is that the americans and North Koreans sit down. In the sense that south korea and north korea are engaging at the highest levels right now. And it is quite possible that south korea will decide that they want to move more in their own way. If we end up with the possibility that the south koreans saying they would be willing to stop their joint military exercises with the United States, if the North Koreans are willing to stop testing, even if the Trump Administration doesnt want to talk with them, the International Community and actually the chinese critical in all of this, the most critical player, would consider that a major diplomatic breakthrough and what is otherwise been pure escalation between both sides. I think this is very important. But the u. S. Is very much on the sidelines now. Lets talk about this tariff on steel and aluminum that is being put in place by the Trump Administration, you wrote an oped for the Washington Post, trump is so obsessed with winning that he might make america lose. In it, you argue that trump seems to believe that as you put it, quote, u. S. Interests rise only at the expense of others. I think of that description of seeing the u. S. Position and the world as zero sum game, it is the same description used for authoritarian leaders like Vladimir Putin. Thats right. Certainly if the United States on the Security Side with the soviets or with the russians and the chinese, there is a lot of we win, you lose, we build more military capacity, that makes us stronger, makes you weaker, you can see the north korean negotiations, militarily, denuclearization, theyll be much less secure, but well be more secure, were stronger, we can force them. On issues like trade, of course, it has historically been for countries at least a winwin. So if the United States decides it is going to put tariffs on other countries around the world, both our friends and foes, theyre going to put tariffs on us, thats going to end up costing more money, it certainly is true that a lot of people inside countries havent necessarily benefited trickling down from that growth. Thats trumps base. So i understand where the politics are coming from. But this will weaken americas position internationally. You conclude in your oped, if trump wants to make the best deals, hell need to learn a few words, respect, cooperation and compromise. With what we have seen with the tariff, what we have seen with other language coming from the white house, do you see that happening . I dont think hes going to learn it. I think a lot of people around him are not him. And we have certainly seen many advisers to trump have strongly been slow rolling the idea of supporting tariffs. We see paul ryan just coming out in the last hour saying hes going to try to push trump very hardaway from the idea of throwing these sanctions, tariffs against our ail highs around the world, that he thinks it is a bad idea. They dont want to see that go forward. Trump has been more than capable of backing off of ideas when he cant really get them done or cant get support. We have seen that on immigration, on the muslim ban, we have certainly seen it on the mexican wall. We could easily see it here on tariffs. Lets see. None of us have a crystal ball with whats going on inside his head. But trump as the american president is not a Supreme Leader that gets to make all the decisions, the way xi jinping or putin are. That constrains the ultimate decisions. Im sure you saw wilbur ross this weekend. Lets listen to a sound bite from him. As to the idea of retaliation, sure they may well be some sort of retaliation. But the amounts that theyre talking about are also pretty trivial. It is some 3 billion odd dollars of goods that the europeans have threatened to put something on. In our size economy, thats a tiny, tiny fraction of 1 . So while it might affect an individual producer for a little while, overall it is not going to be much more than a rounding error. When you, ian, saw that, you wrote on twit, yter, i know ros hes smarter than this, what do you make of him taking that position . I think wilbur ross is an extremely bright guy, he absolutely understands that trust for this administration on the part of other countries around the world is very low. Concerns about nafta, concerns about the u. S. Pulling out of transpacific partnership, the reality that chinese are writing very big checks to support infrastructure around the world and the americans arent writing those checks and cant get the legislation done at home for big infrastructure spent. Wilbur knows all of these things. I understand that as secretary of commerce he does not want to be in the limelight saying things that the president does not agree with. Thats a fast track to a very challenging week for you. But i also know that it doesnt really sort of recognize the underlying understanding of the Global Economy he actually has. So what do you make of that . Hes being disingenuous. Hes being untrue to facts as he knows them. Hes spinning. But i think we all do understand, were not naive that if youre going to be working in this administration, whether youre mattis or tillerson who many consider to be quite patriotic in their in the service that jobs they clearly dont need, or wilbur ross, there are challenges, particular challenges in working with this president. And it led a lot of people to say one thing on television and others when talking to allies or antagonists behind the scenes. I know there is an awful lot of pushback inside the white house right now, trying to talk President Trump off the ledge when it comes to these tariffs. There sure is a lot of talk in the white house. Ian bremer, thank you so much for that. The white house is in a state of flux, the chaos isnt keeping the president from cracking a few jokes at his own expense, though. Following a week that saw the resignation of Communications Director hope hicks, and the security clearance downgrade of adviser and soninlaw Jared Kushner, the president took over the podium at washingtons annual gridiron dinner and comedy roast to land this joke about the recent turnover. So many people have been leaving the white house, it has been really exciting and invigorating because you want new thoughts. So i like turnover. I like chaos. It is really good. The question everybody keeps asking who is going to be next to leave . Steve miller or melania. Here with me now, two cnn political commentator, democratic strategy hilary rosen and former Communications Director for the trump transition, brian lanza. He also apologized for being late saying that he is so sorry, but it was because Jared Kushner couldnt get through security. I mean, he was really never apologizes. Right. He started off apologizing. That was funny in itself. There was some really funny jokes more in the tradition of what you would see at the gridiron, a lot of selfdeprecation. But, brian, thats not normally what he does. He doesnt. He just you may see it on tv nr, but the small group of people he never acts like this in public. We have never seen it, why now . I thought he played true to what the night is, selfdeprecating humor. You saw the president s humor. Hes comfortable in his own skin, comfortable about joking about these things. A good event for everybody. I see this president in a personal means from time to time. I see that at cpac talking about the bald spot on his head. It is a shame that on tv there is a different image. We are where we are. It is okay for you to talk about the bald spot, though. Well find out. Wasnt that selfdeprecating. He was mostly making fun of other people, which, you know, is different. But what i thought was so interesting steve miller or melania, that goes to the heart of what i thought was so interesting about this dinner from people in the room and similar to cpac, hes both the talent and the reviewer. He never leaves a joke for the audience to go. After every single joke on saturday night, he would say, oh, you liked that one, i didnt think that was going to be a good one. And then he would go to the next one. Im not criticizing him. Just saying the amount of well, i am criticizing. The amount of narcissism and even the delivery of it is just odd. Sometimes it is just entertaining. He goes to rallies and sees the audience interacting, he spends to that. Thats what makes him gives him the ability to connect with people, hes responding to whats there. Were used to politicians who ignore any noise on the outside, we have a person interactive and engaging. Thats a different thing. It bothers hillary. But the vast majority it doesnt bother me. I think it was good he showed up. It i dont think it is any i think it is a problem he shows up at a place that is not televised, that is not, you know, very insidery in the washington media world, that sort of thing. Well see whether he ends up going to a place like the white house correspondents dinner, which is televised. And whether he can be selfdeprecating in that kind of environment. It is worth lets get serious. The Washington Post has this report out that is capturing a lot of attention, that trump is angry and increasingly isolated. Gloria borger, this hues to what she reported last week, where there are people who support donald trump, theyre outside the white house, they want him to succeed and theyre worried that he, that the white house, is unraveling. So hillary, if you can take off your partisan hat, and you are just dealing with a principle who is having these struggles, things are off track, what would you say to them to get them back on track . Look, i think that the president has two problems. People keep saying nothing can be done about this, this is just who he is. But at some point the fact that they hired a significant portion of the staff that never had any white house experience, the couple of people in there are holding it together. I think as a practical matter they need to bring some people in who actually know how to run the government, which is very different than, you know, a very small circle of people that he always surrounded himself with in business. You cant run a white house that way with, you know, two or three people that you can trust. It has to go broader and i think that is a significant portion of his mistake and to simply say, well, hes not manageable, i think it is, you know, it is a travesty. And, brian, youre going to work at the white house when again . Not anytime soon. Teachers across West Virginia are striking for an eighth day as they wait for state lawmakers to meet their demands for a 5 pay increase and better benefits. 20,000 teachers walked out late last month, keeping nearly 277,000 kids out of class, and their parents frustrated. Do teachers get a 5 razor do they get a 4 raise . As you can see, there are plenty of teachers at the State Capitol who have come in to try to get their messages heard. I have seen them firsthand every day to make their way into the capitol, and now it all boils down to this. Will they get that 5 razor perhaps that 4 raise . For teachers, both current and retired, its about getting that 5 as a show that legislators promise to take up the issue of better benefits. You are a former teacher, mag e maggie. Tod today is extremely important. What is the issue for you as to whether teachers get that raise or 4 . We were promised the 5 raise. We have to stand up for whats right. Were here for the 5 raise. Right now its still in committee, this back and forth. Tomorrow we should get an idea of whether or not they will choose to give you that 5 raise as well as other teachers. But if somebody is not swayed in that committee, this could all die. This would be devastating to you and the rest of your colleagues . For sure. Governor jim justice would like to give the teachers the 5 raise, but the senate wants to give them a 4 raise. Thats why they have until tomorrow night to come up with a report, submit that report to the chamber and then decide. If there is at least one person that cant be swayed on that committee, then this bill would potentially die. And you heard from maggie that would be devastating for teachers and students alike. Its been six months since President Trump called an end to daca and put a sixmonth delay in place. It made todays deadline really meaningless. Joining me now, sunlin cervato. Youre there on the hill. Tell me what were expecting. Those briefings you talked about there gave some shortterm legal reprieve for the daca recipients. It basically made congress operating without a specific deadline. Of course, that deadline was supposed to be today so it took a little urgency off the moment for lawmakers here on capitol hill. Thats what these activists today are trying to do. Theyre right now marching up independence avenue. They havent reached capitol hill yet. But when they do, they want to call on congress to put some more momentum into this issue, to move on this issue. Certainly the reality of the moment up here on capitol hill, though, brianna, is that a lot of air essentially is out of the tires. Last Month Congress voted on three proposals for these daca recipients. All four of those proposals were voted down, including the one that was proposed by President Trump and by the white house, so certainly that coupled with this court ruling has taken a lot of the momentum out of the air up here on capitol hill. Thats the idea these activists are trying to bring forth to Congress Today to keep up the pressure, especially when faced with all these uncertainty. Brianna. When does the urgency kick in, sumlin . Thats the question. What does it kick in . It feels like from the activists perspective that congress is acting on a shortterm mentality. Keep pushing this issue. Keep kicking the can down the road. March 5th today was the deadline that had been circled for so long, but with those court rulings, it now leaves essentially a question on when the next issue, when the next deadline will be that congress will be feeling. You have, of course, midterm elections coming up in november. Many politicians here on capitol hill very hesitant to take up this issue as that deadline inches closer to november.
