You can hear those bullet, the barrage of bullets raining down on the crowd for about 11 minutes. Law enforcement now says. What must have seemed like an eternity for everyone who moments before had been enjoying a Country Music concert. This morning, a clearer picture is emerging. A timeline of the shooting and the timeline of how the shooter prepared for it. He bought 33 guns in the last year alone. 50 pounds of explosives, 1600 rounds of ammo were found in his car. The sheriff in las vegas now raising the possibility late last night that he couldnt have done this alone. And also this, was he planning to escape . Theres a lot of new information we need to work through this hour. Lets get to it. Dan simon in las vegas for us. What is the latest youre learning from investigators . Well, kate, at this point its clear that a motive remains elusive. The sheriff talked about the shooters socalled secret life. What does that mean . Well, we know he did not have a social media media presence. Apparently had very few friends. Ascertaining a motive is proving to be difficult. We know that the sheriff raised the possibility that other venues may have been targeted. We know that shooter rented a condo in another part of las vegas the week prior that overlooked another Music Festival and were also hearing that sheriff talk about the possibility about whether or not the shooter had help. He said he must have had help given there was so much meticulous planning involved. And also, did the shooter have plans to escape . He said its clear there was a plan, but he did not elaborate how. Meantime talk about the girlfriend. We know she did arrive in los angeles and did speak with fbi investigators and said to be cooperative. Her attorney put out a statement basically saying that she was distraught, she didnt know anything about this, and she did also talk about, through the statement, the wire she received when she was in the philippines. It was 100,000. She thought it was something of a breaking up gift, that stephen wanted to break up with her and that thats what that money was for. And that she was supposed to use it to buy a house for herself and her family in the philippines. Kate . Well, lot more to be learned for sure from her and all of this. Thank you so much. Incremental but important developments. James allen fox with us professor at criminology of northeastern university. Jonathan, start with theres new developments every day and its important we try to work through them. Start with this, the sheriff last night said its almost like he was thinking out loud when he said it, said when you look at all the facts here how could he not have how could he not have had help . Do you agree . I actually absolutely agree with him. Whenp you start looking at a little ambiguity around the definition of help. Is this someone an unwilling participant and thats what were going to find. When you start looking at how he received the bump stock, how did he ascertain all of the ammunition and these weapons, how did he get stuff, so help is really a little bit ambiguous in that statement, but i do agree, you know, to launch this type of an attack, with all of these weapons and the sophistication that went into this preplanning, you know, i think that there are other people who are involved but again, they may not know they were involved. Right. Researching these cameras help is not going the way of saying coconspirator. Absolutely. Not a coconspirator but providing information he then changed and used for, you know, a bad purpose. Michael, there is evidence, according to Law Enforcement, that he planned to survive the attack and to escape. Theyre not giving details on what that is. What do you think that evidence is . Part of it is the fact that he tried to set up cameras outside of his room so he could have an idea of who is aproe approaching it. The weaponry he brought into the room was long range and shorter range. Hallway, youre going to be able to use the weaponry to basically fend somebody off. Okay. But, you know, the fbi has done a tremendous amount of work on active shooters and weve learned most wind up taking their lives and usually happens very, very quickly. Here, there are two aspects that again are outside of the norm. This prolonged attack, 11 minutes, isolated up in this room and then deciding he was going to, perhaps, defend himself and not take himself out. That is what then raises the question then, james, what then changed that he shot himself . Well, he shot himself because he was being besieged by the police. Yes. There was a lot of planning involved here and i disagree with the speculation that he had help. Yeah, look online and learning stuff on the internet if you call that help. A lot of speculation going on here. Its unfortunate. But clearly hes like most mass killers, planned the event for days, weeks, and months. These are not people who just suddenly snap and decide theyre going to kill lots of people. Now let me also say that this is now gone from news reporting to celebrity watch. Some of the details were now hearing about his jobs, his divorces, doing karaoke, is making someone into a monster into a human being. Its a humanizing him. Shedding a spotlight on this individual. Making him a hero in the eyes of some other people. I think weve gone overboard. Surely well know i definitely promise you that one, im not saying his name and im in no way trying to do anything than just report what the facts are. I mean the fact i dont think weve done anything here to try to make this man into a celebrity in what were discussing. I hope you would agree . We want the motive, certainly. If we get the motive that will put closure on the event. But its not going to help us identify and predict future mass killers. All im saying is some of these details youve indicated they are important, but weve heard so many other things about his background and what people said about him, when he went to high school and college, that only makes him larger than life. We have to be careful about that line between reporting the news and turning someone into larger than life. Do you think that i would jump in here, kate. I actually think and professor, im going to disagree heres why. The reporting thats been done not just by cnn but everybody is necessary. Because you need to Start Building the profile of who this individual is. There is somebody that knows what made this individual snap. And by disseminating information about him, somebodys going to its going to resonate with somebody and go i was at a restaurant and i heard him talking about x or theres going to be a thread of fact thats out there that will be jumped on by Law Enforcement that they will be able to start bringing this together. Again, i in one instance i understand what the professor is trying to say here, but, you know, in this construct, i think everything is being done right. I think the Law Enforcement having been, you know, an investigator myself, trying to gather information, you know, its theres a flood coming in. You have to look at every available resource thats available. And one of the things but how much has to be publicized . How much has to be publicized . I worked on investigations and done profiles of mass killers and sure, its helpful to know why it happened, but the amount of publicity about this man and i dont mean his name, everyone knows his name, is a little excessive. In terms of the reporting the cup stant talking about it being the largest, the Record Number of victims killed, would it be any less tragic if it werent a record . I think we sometimes but its a fact. Hyperbole. It is a fact. How many times do we have to hear that fact . Are you going to be i dont professor, whos to be the judge of like where the limit of okay and not okay is when its a fact . My opinion. Im trying to understand it. There are Lessons Learned here thats really, really important. Like right now the entire Entertainment Industry and Hotel Industry is saying wait a minute, take a look at this guy, look what he did. Everybody knew he was a gambler and sitting at the tables and no one picked up anything. Im talking about are there indications, indicators we can learn from. We always do that after an event. Thats one of the things that has come out. Hindsight is 20 20. Thats one of the things theyre looking at. Hindsight is 20 20. Right. Hindsight is 20 20. Let me bring something up, please. Okay. Thats one of the facts that has come out in the last 24 hours, getting to the how did something happen, where is that thread that is being searched for, is he bought nearly three quarters of his guns in the last year. So 33 guns from october 2016 to september of 2017, what happened there . Thats of course was there a trigger. Heres the other thing. Whats the system that we currently have constructed to try to pick up these things . We have background checks. He passed background checks. So that now questions, well whether or not background checks are effective . But also, the assistance of bringing the bags up to the room. Should we do training with folks in the hotels . More importantly, professor, i think what hes talking about also is theres been a failure of imagination. That we are reactive in a security world and weve seen ate thousand times. But then if you go work with venues and if you go and talk to venues and say this could possibly happen and they sit there and go wait a minute, anything can happen. What kind of resources do we apply against this. Whats the probability. Has it ever happened before. Whats our exposure. In the security world, as tom knows very well, we do a thread assessment, threat analysis, and we have a formula we do. That doesnt always work in these types of situations. James, ill let you have one final thought. Im sorry . Me . Were very reactive here, always trying to figure out what previously happened. I have a study hundreds of mass killers over the past years, past decades and everyone is a little different. Nothing there gives us the ability to identify these warning signs in advance. Hindsight is 20 20. But trying to identify these people in advance is virtually impossible. Every case seems to have a new wrinkle about the strategy they used and were trying to do catch up. Lets try to put some perspective on this. Theres not much we can do about it but the only hopeful news here this is still a rare event, its not growing, its not an epidemic. Lets keep that in mind. And definitely not a word that i have used on this show. James, jonathan, michael, i appreciate it. Thanks. 58 people were killed in this massacre. There has been an update on the people injured. Authorities believed it was more than 500 injured and now say it is 489. In the chaos following the attack so many victims were in so many hospitals Authorities Say some were double counted. The number regardless still enormous. This morning 172 of the 489 wound rea wounded are still in the hospital. Lets go to scott mclean in las vegas. Hey there, scott. Hey, kate. I should point out there are still 29 people between two hospitals in Critical Condition fighting for their lives, many more facing long recoveries including taylor barr, a 2yearold young woman i met yesterday, she was shot in the arm, but despite that, she says shes one of the lucky ones. Reporter moments after the first shots were fired, taylor barr was bleeding and ducking for cover. Hit in the arm, she recalls panic, not pain. All the adrenaline and confusion, i dont remember feel it that much. Reporter her dad chris used his belt to stop the bleeding and used his body to shield hisses daughter from the next round of bullets. The act of courage captured in this cell phone video posted on facebook. Oh, my god. I love him. Hes such a hes my hero. He was just trying to keep us safe. Reporter minutes later, taylor, her dad and step mom scrambled to a nearby parking lot and were rushed to the hospital in the back of a pickup truck driven by complete strangers. What do you want to say to these people . Thank you for saving my life. If it wasnt for them i probably wouldnt be here right now. Reporter Robert Aguilar was at the concert with his girlfriend rosa when he was shot in the spine above his right hip. You could hear the bullets whizzing by. I told her to stay down and i kind of had my head turned just thinking the next one will hit us again. Reporter doctors feared he would never walk again, but against all odds, he took his first steps on wednesday. I wasnt going to accept that for an answer, accept not being able to walk again. Reporter upon hearing gunfire, Jamie Jackson dove for cover ending up next to addison short. Her foot ended up in front of me and i saw her boot was soaked through with blood so i was like, im going to take this off. So when i pulled the boot off thats when the blood like screaming for someone to give me a belt. A guy about two over we were ducking, he threw me the belt and i held it. Reporter he carried adson to safety before leaving her with an off duty police officer. He didnt know her name or if she was still alive until his motherinlaw saw her interview on anderson cooper, monday night. Its the guy that helped me is watching i just want to tell him how grateful i am for basically saving my life. Reporter yesterday, jamie and his wife jennifer were reunited with the young woman. You have no idea how much i appreciate you guys. Reporter Jonathan Smith ran towards those in trouble as shots rang out. Likely saving the lives of dozens before being shot in the neck. Im not a hero. Im far from a hero. I think i just deal with anybody would do. Reporter an offduty officer found smith bringing him to safety. Its it was a scary moment for both of us but i remember holding his hand telling him this is the time to fight. Youve made it this far. I kept telling him i dont want to die. He kept saying youre not going to die. I got you. Reporter the survival stories are amazing but the reality of what comes next for many of these victims is, harsh. For taylor barr, she has limited movement and limited feeling in her hands. Doctors say she likely wont be able to use it for about a year, which is especially unfortunate for her considering she has a Small Business doing nails for a living and she needs both hands. So not only is she going to be hit with a massive hospital bill but likely also be out of work for a year, kate. Scott, thank you so much for bringing us their stories. So important to hear. We want to turn to these stories now to the 58 people who did not survive the senseless tragedy. With that is there now new momentum on capitol hill in the aftermath . Somewhat surprisingly you are hearing openness from republicans, some signaling they would consider a measure banning bump stocks and that is the device that las vegas killer used to convert semiautomatic rifles to mimic automatic guns and essentially help pull the trigger of the gun much, much faster. Officials say at least a dozen of the 23 firearms were modified using bump stocks. That is legal to do. Well, now, heres House Speaker paul ryan this morning. Look, i didnt know what they were until this week and im an avid sportsman. I think were quickly coming up to speed with what this is, fully automatic weapons have been banned for a long time, apparently this allows you to take a semiautomatic turn it into a fully automatic. Sunlen serfaty is joining me from capitol hill with more. What are you hearing right now. There is some momentum, kate. The issue is picking up speed as y heard from speaker of the house paul ryan to look into legislation to ban bump stocks. Thats what were hearing in the hallways of capitol hill all week including from deadria walsh who has one republican lawmaker telling her they believe theres enough support in the house of representatives among republicans they can push forward with this sort of legislation and it could potentially pass. Of course, that legislation still needs to be written but the source telling deadria walsh that something a moderate republican could craft in the coming days and weeks and to give you an indicating of how much sentiment is growing behind this issue, one conservative lawmaker representative bill flores from texas himself, a gun owner, says i think they should be banned, speaking about bump stocks. I have no problem from banning myself from owning it. Now over here in the senate side theres already legislation that has been introduced by democratic senator Dianne Feinstein and thats got some tepid republican support as well. The number two republican in the senate, john cornyn, says hes open to looking at it, it shouldp be held up for hearings and we heard from senator tom cotton, heres what he had to say. I would be willing to entertain any kind of device that turns a semiautomatic weapon defined asone pullof the trigger equals one round discharge into an automatic weapon, which means one pull of the trigger means an unlimited amount discharged until your ammunition is discharged or barrel overheats. For the reason we strictly control automatic weapons in this country. Reporter thats what were hearing from republicans. The most cautious support saying wep well look into it in the coming day days. A lot of people have to learn about bump stocks but the fact that theyre entertaining this idea is significant since were hearing from republican leadership. Of course a lot of talk, a lot of movement, a lot of momentum but unclear if that will translate into something tangible. Talk is more than weve heard in the past. You wrote a letter to the atf asking them to take another issue everyone is learning about bump stocks. Do you with what we heard from sunlen and what, obviously, your conversations with your colleagues do you have confidence a Republican Congress will move on this . Yeah. I do. I weve got a lot of people coming on to our letter. Ta as letter to the atf saying look n 2010, the atf declared the bump stocks were compliant with the law and the question is, take a look again and tell fuss theyre technically compliant or even compliant with the spirit of the law. Is this the right thing to do. Because any look, technology sometimes always outpaces government speed and people are ingenious and come up with ways to do it legally to make a gun fully automatic. This is one of those cases, its much faster if we can do this through an atf ruling but if they dont rule legislation is to follow. It would be i mean if legislation would be more permanent, right . Yeah, it would. Once the atf makes a ruling saying bump stocks the thing is theres a lot of different iterations. When you start putting things in legislation thats an issue, is a certain kind of trigger or whatever. Atf is best handled to rule that. Were not ruling out legislation. We want to start with this letter. As a gun owner myself and i enjoy shooting for sport theres a point we banned automatic weapons for a reason and anything designed to get around that doesnt make people who own them for sport as bad people but we have to catch up to that technology. What if the nra opposes a move like that does that change your mind . I dont think they will. Well see what they end up saying but this is about protecting consti wepts, saying heres the spirit of the law and how do we comply with that . You know, any time i do anything out here its based on what i think is right for my country and district. Well, lets swree that goes, congressman. Appreciate your thoughts on this. You on the House Foreign Affairs committee. What was Pretty Amazing played out in the show yesterday, secretary of state rex tillerson, he held a really surprising press conference. Essentially just to make sure everyone knew he was not going to be leaving his job. But then all the reporting that has been coming out is the secretary of state calls the president he works for a moron, should he be secretary of state . Well, look, i think thats a decision im not trying to punt on this but thats a decision for the administration, the claim is he didnt say that, so im not going to sit here and say i believe one side or the other. I think secretary tillerson is doing a great job and i think the president and him from what i understand have a Good Relationship and i think our Foreign Policy has been very strong lately and its were pushing back on a lot of areas we need to. So ill let the intrigue play itself out, but i think we have a good secretary of state and i think he gets along with the president very well from what i hear. Let me ask you this, your colleague in the senate bob corker, chair of Senate Foreign relations said this just yesterday. Listen here. I think secretary tillerson, secretary mattis, and chief of staff kelly are those people that help separate our country from chaos. And i support them very much. They are what separates us from chaos and he was asked and ill ask you, is President Trump the chaos here then. See, i didnt catch that from that. I didnt say he was separating him from a chaotic president. He was using those three people to separate us from world chaos. Look at north korea, you look at isis, these are the three people basically at the helm of protecting america from this chaotic world out there and frankly using america as instruments of power to bring order to a chaotic world. Ive seen all that. I dont think he was and i i know the senator well enough to know i dont think he would intentionally say that the president is anything of chaos. I think he was talking about the world. I hear you. Thats why it was surprising. He actually was asked directly if he meant trump is the chaos. Listen to this part of it. Okay. That tillerson, mattis and kelly are separating this country from chaos . Do you mean from the president s chaos . Well, just they, they act in a very they work very well together to make sure that the policies we put forth around the world are, you know, sound and coherent. There are other people within the administration n my belief, that dont. Im sorry. So now what do you think . Well, i dont know. Again, its hard for me to get into his mind of what hes thinking and i cant justify what he says or doesnt say. Do you agree . Give me your assessment. Earlier this week the Trump Administration asked congress for an additional 29 billion in disaster aid. Sources say that congress could get to voting on it by the middle of the month. But what exactly does that mean for the folks on the ground and how is recovery going as we speak . Nick valencia is live in san juan for us. What are you hearing and seeing there . Hey, kate. Help is here on the island of puerto rico, but its not enough. Progress is being made but those who desperately need help its not going fast enough and as we learned yesterday, there are plane communities on this island that still have not been touched by the local government. It was yesterday that we met a man named johnny who took us into his home or whats left of it and he had very pointed words for the local government and specifically president donald trump. [ speaking Foreign Language ] reporter he says this was a real disaster. [ speaking Foreign Language ] reporter where the president saw its not like this. [ speaking Foreign Language ] reporter where the real damage happened he didnt come. What more real is this . How can it be more of a real disaster than this . He says the president says Nothing Happened here, but what more do you want to happen to me, he says . Reporter millions are still a semblance of modern life. Still so many on the island that dont have electricity, dont have clean Running Water and also thousands, if not millions of others, like johnny who have nothing left. Kate . Youre on the ground. Theyve sent down 29 billion about half is Debt Forgiveness which will give the fema some additional head room, but the fact of the matter is were going to need much more than that over the long term. But things is a significant figure and i expect more to come. Hopefully they will not be burdened down with politically controversial items that the majority may want to put in these bills. I hope thats the case. This is a humanitarian crisis. Kate, its interesting, in terms of the figures you gave, within two weeks of haitis earthquake, we had 22,000 military personnel on the ground. We need more people on the ground. We need more resources allocated. Frankly, the military is the one institution in our country and, indeed, in the world, who could respond to deal with the crises that you have displayed on your screen and we need to be in the rural areas. So many are going to san juan. San juan has got resources and is getting up to speed, but it is the rural areas in which most of the puerto rico lives that are in such crisis without sufficient water and sufficient food and without sufficient sanitation. On exactly that point, and whats being done, whats going there, you were just at fema headquarters i assume getting an update on things. Are you satisfied with what you heard there . No, but im going to follow up with them and talking to governor rossello which i talked to some days ago. I talked to secretary mattis just two days ago about the necessity to give all resources necessary to get electricity up, get water availability, make sure they have access. Whos dropping the ball . Does fema need more people . My own view is the president needs to authorize both fema, but also the armed forces, which do have the resources, do have the money, to respond to the crisis now and certainly were going to pay for it. That 29 billion and weve done billions before that, is a start. When governor rossello says, when he was the president was down there was complimentary everything the president and the white house and the administration has done, you say you dont believe it . Kate, i think that governor rossello knows hes dealing with President Trump and the Republican Administration and he wants to make sure that hes on good terms with them, but very frankly, im going to urn the governor to tell us what he needs, what the condition is on the ground and frankly be animated about getting that to them. We have the ability to do that. We need the will and then we need to get it done. Do you think hes not telling the truth . No, i dont i wouldnt ascribe that to governor rossello at all. I think he may be tempering what hes saying to the president. You would have to ask him on that. But im going to be talking to him hopefully later today and im going to urge him to, as accurately and fully explain what is needed, what is being done, but more importantly what is not being done to save lives, to intervene in areas that otherwise are inaccessible and he has to energize both the puerto rican infrastructure and resources in terms of Human Capital on puerto rico, but it is the armed forces of the United States in my opinion that has the capacity to put in the kind of resources necessary to save lives, and to stabilize communities.
