The leadership agreed to pass aid for harvey and continuing resolution to december 15th. I think they changed it back to the 8th and asked if that was okay. All together, both sides have every intention of affording default in december and look forward to working together on many issues before us. All the appropriations bills, we have state Childrens Health insurance program, Community Health centers, we have extenders, we have many items on the agenda. But, for us, as Democratic Leaders made it clear, in the strongest possible way, we believe the dream act must come to the floor and act as soon as possible. We will not rest until that is done. Did you get the impression, during this discussion at the white house, that the president seemed more inclined to negotiate with you and leader schumer than paul ryan and Mitch Mcconnell . No. I think the president , when we went into the meeting, there were two of us and five of them, the president , the Vice President , and three. The republican leader, the speaker, the majority leader and secretary of treasury in terms of those conversations. So, no, i think they all came in, the Vice President said, you know, you put out your number before we had this meeting. We put up our number after you put out your number because they put out the number earlier. I think, frankly, as i said and maybe make it clear, when it was clear that we couldnt go for a longer cr from their standpoint because the d. O. D. Needs the resources in a fair way. A cr, they dont like the cr. They would rather you pass the bills now and hopefully will do it soon, but we have issues. We want parody. If you lift the caps on d. O. D. , we are going to lift on disgregs nar investments as well. So, there was it was kind of, became persuasive when mitch, the majority leader in the senate said, im going to put the cr. That was really just what actually strengthened our hands. Were you surprised the president came around so quickly . It wasnt quick. We went in there, put it ton table, boom, out the door. It wasnt like that at all. It was a very long, intense conversation. Now, im an appropriator so i have had a little bit of an advantage in my view on left to our own devices, the pr appropriators, democrats and republicans Work Together to have a compromise. I was very proud of the Senate Minority or democratic leader, Chuck Schumer. The president all right. Republican leaders said to be blindsided, shocked, maybe not so happy about the outcome. Nancy pelosi seems none too pleased, seems very pleased about the outcome. One of the most powerful atlantic storms ever recorded. It tore across the caribbean and now continuing toward florida. Millions of americans are in the path and they will take no comfort in the first images emerging from what irma left behind. This is barbuda, virtually wiped off the map. Winds topping out at 185 Miles Per Hour. Something out of a horror movie, one person there described it. Like a desert island, said another. Here is the Prime Minister. It was heart wrenching, absolutely devastating. I have never seen any destruction government officials saying more than 90 of structures on the island are damaged or destroyed. And, as this this is what a category 5 storm looks like. It is scary. All of its awful mite as it tore into the British Virgin islands, now headed to the u. S. Mainland. Mandatory evacuations are under way. More in minutes from now. At least ten are dead in the caribbean. Underestimating this historic storm could be a deadly mistake. This is a serious, serious storm. I called it a nuclear hurricane. I cant stress it enough. Get off miami beach, whether you are a visitor or whether you are a resident. Find shelter, we have shelters. This is a serious situation. Do not play around in this. The mayor of miami beach. We have breaking news on the storm from the National Hurricane center on irmas track. Lets go to meteorologist chad myers for more on that. Chad, what is the latest . Where is she headed . South florida, just issued at the 11 00 advisory from jupiter to the bottom, to the keys and back up the other side, cape coral. You get the idea, the whole southern quarter of florida under a hurricane watch will eventually get upgraded to hurricane warning as the storm gets closer. Its 175 Miles Per Hour. Last update was 180. You can tell the difference, thats great. Its still a very deadly hurricane category 5. We are way above that, 20mileanhour above that. Also, including lake okeechobee, too. The wind will be strong there in the coming days as we roll this up into florida and possibly into the carolinas. There was a slight wobble to the right in the past hour or so. Well see if that goes back to the left or not or if that is a meaningful trend. We hope so, not for the bahamas but hope it gets through and misses everything. That is not the forecast right now. Category 5 running between cuba and grand bahama island. This couldnt be a worse place for it to hit florida. It will pick a huge storm surge to biscayne bay to florida and up to jupiter inland with huge surges. Slightly offshore and slamming into the u. S. North of jacksonville. Thats the middle of the cone. The western part, almost out of tampa. Certainly in the atlantic ocean. The cone getting smaller because the storm is getting closer. Thats how it works out here. There is the cone. Here are the models we have been talking about. The United Kingdom model to the west. The uk model, compared to the euro, it looks like the United States, the National Hurricane center believing the yeuro more than the american model in the atlantic ocean. There are other things they are looking at. They divide the models and come up with the storm. Here is what the european model looks like. North of key largo through ocean reef up to homestead, cutler and as far north as you can imagine, tearing things up at 150 Miles Per Hour. Now, the american model, much better. I know its only 40 miles, but if you push it offshore, you dont get 150 on shore, you get 130. What is the difference . There is. There is a difference in damage at 150 and damage at 130. There is going to be damage whether its left, right, middle of center. Eventually, up to the carolinas and expecting land fall there as possibly a major hurricane. Not over, someone is going to get hit. Theres going to be damage. You have to keep watching it and make the right decisions. Chad, at this point, with what you are looking at in this new track, is there any chance the storm could veer off and back to the atlantic, sparing direct hit on florida . Sparing a direct hit at florida, yes. Sparing a direct hit at the u. S. , no. Because when it gets farther to the north, ill try to give a route here one more time. When the storm finally, if it does miss florida, if it misses south florida, the models are absolutely all of them will turn it back to the left. So, you are going to get it here if you dont get it here. So, depends on are you living here or here . It makes a huge difference. A catastrophic loss. Tens of billions of dollars loss, maybe more if it hits with a vengeance. If you run over miami with such elevation, like ten or 12 feet, with a 20 foot storm surge, you knock everything down within two miles of the coast. If you miss the coast, you are 160 Miles Per Hour because you are in the water. You are not other land. You are not decaying the storm. It comes up here. Theres not a model that doesnt turn it left. We know it doesnt go left. It could stay along the coast the entire way like matthew and turn left eventually around savannah, but it wouldnt be as stronlg because it is interacting with the land longer. In the water, it stays stronger longer. No good and coming our way. Thats the basic news right now. Chad, great to see you. Still a category 5. Thats coming in. Floridas densely populated areas, emergency workers bracing for what could be the massive evacuations in u. S. History. More than 4 Million People live in just two counties that are being evacuated. Miamidade, broward. Gridlock is not the only concern. Monroe county, home of the florida keys, the mandatory Evacuation Order is running into another problem, a fuel shortage. We are experiencing difficulty with fuel. A lot of gas stations are shut down. We are worried about what is going to happen. I have been in contact with the Governors Office to get fuel down here to make sure the evacuation is smooth. Rosa florez is live on the beach with some people. Reporter there is a huge concern from what we heard from the governor, they are lifting weight limits and that sort of thing to make sure the flow of fuel into the state is slow, but steady. Im here on the beach with ashley and her daughter, angie. I know shes not the only one on the beach. You can see a few more people behind us. You know, a lot of people not from florida, they look at people on the beach at this hour and think, what are people thinking. Explain it to us, ashley. It is chaotic with the lines and gasoline and waiting for water. You kind of need a break. Yes, we have in the back of our minds a huge storm is coming and we are prepared mentally and emotionally as best we can. The hustle and bustle on the streets waiting in line for water and gas, we needed a break. They gave us a day off work. We are taking in the sun the best we can and preparing for what happens afterwards. Reporter this is the last dip. You plan to evacuate. What is your plan . We are going to leave just, as i mentioned, on a regular day here, the rain can get heavy. We have seen flooding and know how long water can stand. Just the inconvenience it becomes. So, prior storms, we are definitely going to leave. We are probably going to head north, just to be safe. I mean, i went through andrew as a child and my parents and i hear stories and i have seen videos of destruction and everything that it entails. I dont want her to be around for that. Reporter you were 4 years old when you went through andrew. Yes. I dont remember the preparation my parents went through, but i remember it being a loud storm. I remember some of the destruction. Cars were damaged. I mean, i know if it happens, its coming, its coming, its going to happen. I try to be far away from that and deal with it afterward, the best we can. Theres no Evacuation Orders in orange county, but flooding is a concern. This is actually the first full day of sandbagging operations. They did a half day yesterday. You can see, its a well oiled machine here. We have a car that pulls up and an Assembly Line of workers that toss them into the trunk of the cars. They are able to drive away. Ten sandbags per household unit. You have to show an id to get through the line. Some are worried its not enough sandbags for their homes. Certainly, this county is doing their best to have at least some sort of protection for possible flooding from irma. You have to see the line. This line, again, this is the first full day. This operation here and a half dozen or so around the rest of the county. This has been a full line for the entire morning. They have given out over 21,000 sandbags just from 7 00 to 11 00 today. Yesterday, in total, they gave 28,000 sandbags. If you cant judge by the line, you can judge by the numbers about the need that is here. I was talking to a number of people through the line. Their major concern is, of course, flooding. If you know this area, this is home to disney, orlando with a lot of swamps and reservoirs. They are worried this is going to surpass levels and cause flooding inside homes. Talking to other people in this county, another issue is evacuation. All those people rosa was talking about in miami, if they want to evacuate, this county is prepared to take them in. 100,000 hotel rooms in this county alone. They are welcoming anyone who wants to come to this area and they are keeping an eye on the levels making sure theres enough as the warning continues. Absolutely. Great to see you. Thank you so much. We survived the hurricane. It was hell last night. It was hell. I dont wish this for any of my enemies. The hurricane is marching on as we speak. Mandatory evacuations are setting in in the next hour. What is your message to residents right now . Caller all residents east of federal highway and evacuation areas a and b. They are aware of it. They need to understand the severity of the storm, how dangerous it is and even though it might be inconvenient to leave their own home for a 48hour period, its a lot safer. You can replace the house. You cannot replace your life. Thats definitely the message we were hearing from the governor of the state. Mayor, you grew up in hollywood. A lot of folks are making comparisons to hurricane andrew. What does that mean to you . Caller its scary. If this storm comes in with a direct hit, whichever locality suffers the direct hit, well see buildings brought down to rubble. Thats a scary thought considering theres people who might be taking shelter in those buildings. The governor said his biggest concern, as we were hearing and the senator, bill nelsons concern is gas shortages right now. What is your concern right now . Right now, the biggest concern is people Pay Attention to the Evacuation Order, they make sure they have a plan for storm readiness. We are looking at a saturday night, sunday event. There is ample time for people to make their plans. I hope they dont decide they want to leave town too late so they dont find themselves without a destination or hotel room, even in the northern parts of the state. We have 1. 9 Million People in the county here. 150,000 in the city of hollywood. There are not enough shelters to take in more than, i think 35,000 people. So, advice is to, if you are in an evacuation zone, go find family and friends outside evacuation zones, find shelter there through friends and family. If not, shelters and other destinations are always an opportunity. At some point, First Responders are not going to be able to come out to help you in the middle of this storm. She described it as democrats being in a better bargaining position. She could deliver her voting block, if they agreed to a threemonth extension of the debt ceiling. Then it was the republicans who said they wanted to add a continuing resolution to avoid a government shut down and harvey funding. They wanted 18month extension and the democrats werent able to go there. She said voting is the currency of this realm, echoing game of thrones i think. Se shid President Trump seemed to recognize that and he sided with them. She down played the idea that somehow President Trump made an about face and moved away from ryan and mcconnell saying it was a long and involved discussion and she seemed to understand it. Lets listen to what paul ryan had to say about the discussion from this morning. What the president didnt want to do is have a partisan fight in the middle of response to this. He wanted to make sure in the moment of National Crisis where we are being hit by two horrible hurricanes, he wanted a bipartisan response, not a food fight on the timing of the debt limit attached to this bill. Basically, thats what i think thats what i believe his motivation was. Well see here in the next few minutes if the speaker expands on those comments. Kate, you made the point, it was earlier in the day, he described attaching a debt ceiling extension to harvey being ridiculous. He had a change of heart after the meeting in the oval office. Kate . Yeah. Id say so. What are other republicans, thats what paul ryan is saying, but what are other republicans saying on capitol hill. Tough be confident conservatives are not happy. Reporter i talked to a number of senators and some said they understand this needed to be done. They were okay with the debt ceiling, but conservative reps that were upset about it. Among them, rand paul, who is opposed to a debt ceiling increase without significant spending reforms in any case and thinks its a problem its tied to harvey funding. The other is sass of nebraska. He said the pelosischumertrump deal was a bad deal. He essentially said if this were a deal hatched by a democratic president that republicans in congress would never go for it. So, there are certainly some conservatives concerned bt it. The problem is the votes arent there. If the democrats can vote in the house and senate, it doesnt take that many republicans to come over on the other side. If house and Senate Leadership are on board, it will likely pass. The question becomes, what becomes of the negotiations over tax reform that the white house wants to see done. Are these conservative republicans going to want to be as involved in this conversation and want to help the president out if they feel they were blindsided in this respect. One person we havent heard from is ted cruz, the senator from texas. Under any normal circumstance, you could never see ted cruz support a bill like this. It is obviously tied to the funding for harvey, his home state, his hometown. Hes in a very difficult position here and has yet to say whether or not he will support the package. These are the people who elected you and brought you into office, the people who are paying. Its a different story. We see that time and again. Ryan, thank you so much. Political commentator for bernie sanders, his president ial campaign and steve rogers, a member of President Trumps adviser board for reelection. The motivation of this president was bipartisan. Look, we all talk about wanting to see a bipartisan moment. Can you take me behind the scenes . What do you think Mitch Mcconnell was saying yesterday . I think the speaker and majority leader are going to put on the best face they can. They are team players. They will play team ball on it. I dont think its difficult to figure out what happened here. The president s own staff, if you read the coverage, the secretary of treasury, the office of management are all on the same page as paul ryan and Mitch Mcconnell. Somehow the president didnt get the message. The idea nancy pelosi had more leverage here the only way democrats were able to with hold is filibustering harvey funding. Think about that. That would absolutely never happen. They had no leverage and walked out with a perfect deal. Thats what paul ryan was saying. Democrats with a threemonth extension will playing politics with harvey funding. Thats it. Thats it. Thats right. They would have had to make the case and lost and lost badly. My guess is theres a huge defection and democrats would have supported whatever republicans wanted to go along with. Simone, how do you do this moment . It is bipartisanship . Do you stand with donald trump now . You will never get me to utter those words on this program. What i am happy with is we have a deal that the people that need this harvey aid, this funding will get it. Fema will not run out of money and folks will get help. What we have to at least recognize here is if the republicans had the votes they wouldnt have had to play ball with the democrats. They did not have the votes. Nancy pelosi knew they didnt have the votes, Chuck Schumer knew they didnt have the votes and donald trump knew they didnt have the votes. This is a president trying to avoid another embarrassment. He has not one win in eight months. Who doesnt love to help hurting people. If donald trump can get a win this way, he was going to take this win. This sets it up for the democrats to come with a stronger position toward the end of this year when we have to do this again. If you are from the outside looking in, if you are in texas looking at this, you say, ill take a win no matter how i can get it. No matter how i get this funding, ill take it. Forget the poll tigs of it. For folks that are hurting, they will take it. Its a win, politics aside. Steve, if this deal angers most, a lot of republicans, gives democrats more leverage at the end of the year for the big negotiation that is are going to happen once again, is it worth it . President donald trump did something similar that Ronald Reagan did when he reached across the aisle and embraced tip oneil. Im not a fan of pelosi or schumer, but im giving them credit. I would say this, its not a democrat win or republican win, the president set this up so the American People win. A meeting between the house, senate and white house on tax reform. We are in the midst of working on tax details. This is our number one priority this fall. We want americans to begin with a new tax system. It is high time. The rest of the world pass zed our country on and its time to get back in the game of being competitive. We will get faster Economic Growth when we do this. Its about growth. Its about fairness. Its about finally giving American Families a tax break. What we should be doing as policymakers is focus on outcomes and results, not just based on input and effort. We are going to talk about this later in the capitol today. This is something i think is high time in coming with big data, analytics, with the tools we have in techtology. We ought to be able to get our policy focus on achieving the results we intend, not just hoping, but doing. Thats what this is about. Questions . [ inaudible question ] i hope the Democrats Join us on tax reform. I think its fantastic if they do. We are going to go the path we are been planning on tax reform. I have heard from a few democrats they like what we are talking about. Yeah . [ inaudible question ] i do. Look, i know theres a lot of interpretations about this and the meeting yesterday. Isnt it a good thing congressional leaders talk . Thats probably a good thing, number one. Two, the president made it clear. What he was aiming for in that meeting yesterday was a bipartisan moment while the country is facing two horrible hurricanes. What he made clear to us is he didnt want to have look, personally, the debt limit and the credit market, the longer the better. Thats my strong opinion. He was interested in making sure that this is a bipartisan moment to respond to the hurricanes. He made that clear. Thats what his motivation was. [ inaudible question ] no, i didnt describe it that way. I think you are putting words in my mouth. I described a short term debt limit. Im worried about the credit markets. We cant keep doing short term. What the president expressed is, at this moment, when we had a mass zive hurricane hit texas and louisiana, we got one that just hit the Virgin Islands, puerto rico, now florida, if you look at the cone, it could be from georgia to south carolina. So, that is a tough moment for our country. We need to make sure the government responds to people. The president wanted to make sure we are going together as republicans and democrats to respond to this. I was making an economic point, which is with respect to the credit, stability and longevity are key. [ inaudible question ] no, i think i wont get into a conversation we had, but theres a will and something we defend here in congress. [ inaudible question ] i wont get into what they have or arent doing at the legislative session. I spoke with the governor last night. What we know is the Disaster Reserve fund, which, by the way, isnt just for harvey. This is all disasters. We have more than just one disaster occurring this this country, especially today, than whats going on in texas. Whats happening is, unlike katrina, where i dont think iphones existed then, people on their smartphones are quickly applying for fema relief. Those applications are being approved and the money going out the door at such a faster pace than we ever experienced before, to the point where omb is telling us, fema could run out of money as early as tomorrow and no later than tuesday. So, that is basically the projections we are getting from homeland and omb. We have a treasury secretary worried about the Borrowing Limit to cash flow the payments to fema, particularly now that theres a new hurricane hitting this country today. So, those are the concerns that trump everything else, no pun intended. Those are the concern that is prevail over everything else. That is why we have this issue in front of us. [ inaudible question ] im sure they are going to. [ inaudible question ] yeah, thats a good question. Yeah. [ inaudible ] i do. I think its in our interest to have one, but one that works for war fighters. I want to have one that works for the men and women we are asking to go in harms way and do it in a way that doesnt put them in jeopardy. I think the administration should take the lead. I didnt like the one obama wrote, excuse me, president obama wrote because he was tieing the militarys hands. I didnt like the deadline. What matters, in my opinion, is that we have one that respects the fight we have in front of us, which is multicontent. We have isis in libya. We have isis in the arabian peninsula. We have central asia. We have a lot of fights on our hands that we have to engage in, in order to keep the American People safe. I think the president recognizes this threat. I think the president , through a long analysis recognizes the need to go a better, different way in afghanistan. I think in afghanistan, i think the best description over the last 16 years in afghanistan is we have had 16 oneyear strategies in afghanistan. We need to have a real strategy in afghanistan that shows what victory looks like on how we keep ourselves safe and deny terrorists safe havens. It should reflect that. [ inaudible question ] im not going to get into our meeting yesterday. That was a private conversation. Im sure theres going to be rivals. We, as republicans, the administration agrees, remember, daca is a symptom of a problem. We dont have control of our borders. So, while we deal with the issue, i think its only reasonable that we deal with the root cause of the problem, open borders, uncontrolled borders. We need to control our borders while we deal with this problem so we dont have the same problem ten years from now. Its perfectly reasonable. It wasnt too long ago a lot of democrats agreed, we should have operational control of borders. Funding the border is part of controlling the border. [ inaudible question ] well, we havent done the i dont know the answer to your question about the vote count. We all thought we had more time obviously to deal with the debt limit issue, and thats before the hurricanes hit. When these hurricanes hit and we saw the new numbers coming in from fema, that changed the entire calculation. So the president made it a game call yesterday that he thought it was in our countrys interests to have a bipartisan support, in a bipartisan package, to deal with these ongoing hurricane disasters. And so that is where we are right now, and, look, hurricanes dont discriminate between republicans and democrats. Hurricanes just hit people. The New York Times is reporting that donald trump jr. Says he wanted russian dirt to determine Hillary Clintons fitness for office. Thats what he said to investigators. It started at 9 30 this morning. Donald trump jr. Actually not going in a public entrance, not seen before he went in to meet with staffers this morning. So hes still in there, but what we know from the New York Times is they have gotten donald trump jr. s prepared statement. Things that donald trump jr. Has said to staffers before he answered their questions that are still ongoing. So interesting, donald trump jr. Simply said he was intrigued when he got this email saying that there was potentially damping information that maybe the russian government or people affiliated with the government had for him. So to that point, he says he was intrigued something he said before. What was somewhat new from his statement, he disclosed he was initially conflictsed and indicated after he got this information, which, of course, he says he never actually got, he said that he intended to confer with counsel. His exact quote, exactly what he said to senators a little while ago according to the New York Times is this to the extent they had information concerning the fitness, character or qualifications of a president ial candidate, i believed that i should at least here them out. Depending on what, if any, information they had, i could then consult to counsel to make and informed decision at to whether to give it further consideration. This is the first time weve heard donald trump jr. Say he intended to meet with attorneys with counsel if he got anything from that meeting. Recently said nothing came out of it. Very interesting, kate. Previous to this disclosure, before staffers and senators on the Senate Judiciary committee, donald trump jr. Stuck to the line, well, anyone would have taken this meeting. The result of me being a political meet ooh miophite saying anyone would have taken this meeting. Its come out, yes, he was a bit concerned about this information intending to meet with counsel. So donald trump jr. Still on the hill right now. We havent gotten a glimpse of him, but we know that he is expected to speak for at least a little while longer to members of the Senate Judiciary committee and well as their staff. He says, it was a short interruptry meeting i asked jared and paul to stop by. Primarily discussed a program about adoption of russian children and no followup. Now is saying clearly he went in initially to find out if Hillary Clinton was fit for office. Right. So obviously listen, the idea it was about russian adoptions was sort of blown up and made clear when the email was revealed. Exactly. About the pretext of the meeting. Now its a lie completely made clear. He went in today explaining his motivation for taking this meeting was indeed to get damages information on Hillary Clinton. The other jessica noted is important to underscore. We were told by the president himself and others that this was a meeting anybody would have taken. Anybody in campaigns takes meeting from anybody who offers opposition research. They said. Well, obviously a lot of people at the time that excuse was given said thats not truth. If youre conflicted or have suspicion about meeting its not a slam dunk its a meeting anybody would take.
