One hospital in beaumont, texas begins evacuating patients as taps run dry. Administrators deciding, they couldnt care for the sick and injured without clean and running water. This morning 14 babies will be flown out. Lets get the late es on the evacuation at babtist beaumont hospital, where we find miguel marquez. Whats happening, miguel . Reporter we are waiting for the first of the helicopters to come in. They think they have an incoming helicopter bringing in somebody who is injured. Thats something that Baptist Beaumont hospital is asking other emergency crews not to do, but there is an ongoing emergency here with the water crisis. So, you still have injured people coming into the hospital here. The baby that is are being air lifted today, three of them are healthy. 11, though, are premature babies. We got a look at a few of those babies in the Neonatal Center here and the nurses caring for them. Some of the parents, amazingly enough, you know how protective and possessive parents are of newborn babies, some of the parents are stuck in floodwaters and cannot be here to go with their babies when they are evacuated. I would think for all parents, its terrifying for us as well. We are doing the best we can. You know, the parents, some of them can be here and see their infants. Some parents are stranded. They havent seen their infants for days. We are just calling them and letting them know every couple hours how their babies are doing, giving them updates and reassuring them they need to take care of themselves and well take care of their babies. Reporter now, perhaps one of the most incredible stories i have heard is a woman who was pregnant with twins, she was trapped in the floodwaters. She had to be air lifted out by the coast guard. She was brought here to baptist and delivered the twins. One is healthy, the other had to go to the nicu. All three, mother and two kids will be transferred at some point today. Thats a lot of flying for brandnew born babes. It is, all three of them fragile at this state. Miguel marquez, thank you so much. Lets go to another scene in beaumont. The city just opened a water Distribution Center, much needed. Calee is there. Reporter that announcement went out from the city of beaumont that they were opening up this water Distribution Site. Already, there are cars lined up down st. Helena road here. I want to bring in the officer from the Beaumont Police helping to organize this effort. Officer, first of all, if you could explain to people exactly where we are when they are in need of resources. Right now, we are at i10 in st. Helena. This is the city of beaumont. If you go to the Beaumont Police Facebook Page, we have a press relief. It is flowing efficient. I didnt coordinate this effort. There are so many different people. The city of beaumont parks and rec and the fire department. This is the First Official water Distribution Site they have. We want to be as efficient as possible. We are running at about eight cars a minute. As we see the cars lining up, what do people need to know to make it continue to run efficiently . The best thing to do is be patient. Its going smoothly, but we just put it out 40 minutes ago, so people are scrambling to get here. We have a lot of water. I dont have an exact number. The resources are coming in and we are distributing. We need you to move as close to the vehicle in front of you. Be aware, these Texas National guard and the people loading the water will be walking toward your vehicle. Do not stop. Do not get out. When they tell you to pull up, if you stop, if you have a trunk you want it in, pop the trunk, roll the window down. Move on. Reporter where are the resources coming from . They are coming from the state. Honestly, i dont know. They are coming from everywhere. We are just trying to coordinate it. So many people are calling saying we are on our way, what can we do. We defer a lot of donations to local charities. Theres a lot of logistics and things that go into setting up an operation like this. Reporter thank you for all you are doing. Thank you. Reporter officer, we have one more question for you. What about people that cant get to the site . Are there plans for delivery . Right now, top priority was just getting this open. There are people that cant get to the facility. Again, the main priority is to get something going to get citizens water. We are working on that. Again, we are going to publish a press release if more resources come in. We are hoping to open up more locations. But, again, we are trying to get this one up and running and well assess from there and try to help people out. Some of the water receded, but that doesnt mean the problems have gone away. Whats going on. Reporter it looks like some of the water receded, but thats back wash from the boats that have come in trying to rescue the people that are still stranded a week later. A short time ago, as we were getting prepared for the report, the Houston Police department emerged from the water back there that is still waist deep. They were with a group of people that had been stranded there since the storm hit. One of them was isaac, whose been stranded there with his family. He is running out of food and water. He called for help and rescue. We spoke to him for the first time as he was touching dry land for the first time in more than a week. So, i mentioned that isaac was telling me he was running out of food and water. That is what we are hearing from a lot of people. Some parts of houston are cleaning up. Some parts have dry land. This is not the case in barker cypress. We went in yesterday with a man named ryan for the first time as he was going into his apartment complex to get back his boys little bike. His boy is 2 years old and having a tough time being displaced. He went in to try to bring a sense of normalcy to his sons life. When we walked in, we were waist deep in water. In some cases, this is the question for the Electricity Department here. In some places, the electricity is still on. We saw an airconditioning unit spitting out water. It was eerie. What you see is a row of people that showed up to try to get a ride on one of these civilian boats. These boats came from san antonio, austin, texas, they are not waiting for the police to try to help them out. Though, in some cases, as i mentioned, the police are here. But, these civilians are taking it upon themselves to help out perfect strangers. We are looking at this as another boat is launched into the water, a man saw the need these people have here, specifically in this barker cypress neighborhood. We are hearing harrowing stories of people going back. They have limited time. In some cases only able to grab their medication and leave. We understand there are people that are still stranded in those apartments. Some of them dont want to leave. They are afraid of looters, afraid of people coming to ransack their apartment. In other cases, people are trying to cling on to their home while Everything Else is falling apart. So understandable. There are lots of fears and colossal needs. Theres a lot of patience being packed throughout. Nick valencia, well check back with you in houston. Thus far, at least 72,000 rescues in texas. The coast guard is playing a vital role in those efforts. Joining me on the von is vice admiral charles. He is in the atlantic area. So glad you can be with us. We have been watching unbelievable heroic rescues taking place. The skies are clear. Does that mean the pace of rescues is going at the same clip as it has been in the past couple days . Caller good morning, fredricka. Im on the ground in port arthur, texas. Rescues are under way. The sun is shining and the water receded some but its a dynamic situation. Theres cresting of the rivers here at about 2 00, 1 00 or 2 00. We are watching that carefully. We have dozens of boat crews pushes to that area. You will see helicopters and National Guard and state helicopters in the sky looking for folks to assess the situation. Its very dynamic. We have 3,000 rescues that the cost guard has been involved in. We have a lot of coast guard men and women on the ground to manage the locals and states. A lot of great americans, texans helping texans. I have seen the fire department. I have seen the county sheriff marine units. I have seen the cajun navy in the parking lots. They are pushing out in the water today. Its very dynamic. We are trying to find out where folks are to make sure we are getting rescuers out as need presents itself. You all are doing an amazing job. So many people are grateful for all you are doing as well as good samaritans. You know, as of tonight, it will be a week, you know, since that storm hit. When you do plug people from their rooftops, what kind of condition are they in, generally . Caller i think its the full continuum. I think folks leaving their places, you know, as the situation is unfolded, i think some folks were reluctant to leave. As they realize the magnitude of the flooding or the direness that the word is out theres no water, hopefully that will be the local officials working hard on that. Our rescue swimmers encountered, tragically, unfortunately folks where they are beyond, their life expired, to people that the immediate si is not as extreme. Its a whole continuum of situations there. And you are and your coast guard are very experienced in rescues of so many different calibers. Given that this is particularly unique, does this take an emotional toll on you and those who serve . Caller i tell you, i think thats a great observation. We have chaplins down here that talk to crews when they get back. Folks are tired. It is my job and the local regional commanders to make sure our folks get a hot meal, a few hours of rest. The coast guard has been like the men and women from the responding agencies at all the levels of government. They are all tired. They are all, you know, a couple days, a week into it. They are committed to getting out there on the streets, on the water ways, supporting texas, supporting texans. We are in this fight until things settle down. The rescue part is where we are now. We are transitioning to a recovery piece. The coast guard has a lot at stake in that. We have opened ports in corpus and houston with restrictions. This area, where im on the ground, the Golden Triangle is chemical and refinery. We are ahead on that. On the river, theres a ship tied up, 700 foot ship. They have tugboats holding it at the dock as waters flow down from up state to stabilize that. In the coming days, they hope to return to normalcy here. Its vital to america. Thank you so much. Border protection is involved in these events on a routine basis especially in times of natural disaster. For this event, we brought in more than 50 boats and aircraft to assist in the search and rescue. We have rescued 1300 people and 30 pets. We are proud to help. Texas being a border state, i have to ask you, undocumented immigrants, their friends and loved ones have expressed a lot of concern that asking to be rescued means risking deportation. What is the policy . Are you asking people about their immigration status before being rescued or during rescues . Caller our priority mission, in a life and Safety Mission is to save lives. When we are rescuing people, we are not checking documents or asking for id. We get them in the boat or aircraft and get them to safe haven. President trumps home larnd security adviser was asked about these conditions and this is what he said. In terms of immediate life saving, no individual, human being should worry about their immigration status, unless they have committed a crime on top of coming here illegally, when it comes to getting food, water or shelter. The authorities will not conduct searches inside those shelters. So, can you expound on that comment that there shouldnt be any worry about the immigration status unless they have committed a crime. How do you probe . How do you find out about their background without intimidating or placing fear in people who want to be rescued . They are brown and murky. Watch as we set out to find out what was in them. Countless people waded through the floodwaters, some for hours. Now, the question is, whats in it. Alligators, hoards of fire ants and many things you cant see. Lets start sampling. Reporter we asked the Senior Scientist at the Water Testing lab to investigate. What do you think is in the water . Based on sampling we have done in previous storm events, we are sure there will be bacteria, sewage related, fecal strep. Reporter thats not all. We are testing for metals . Yeah that are health hazards. Reporter like arsenic, lead . Yeah. Reporter this water is everywhere. Yes. Reporter that means the contamination is. The potential is everywhere. Reporter what does it mean for the people in the water . We asked an emergency medical specialist. Reporter if you are walking in the water, you cannot see what you are walking on. Theres fecal material and sewage in the water. Reporter what worries you the most . The most concerning thing are things like can cause things like reporter flesh eating bacteria . Exactly. Reporter the first wave, flooding and rescues. The second wave, the Health Concern that is come in the aftermath. Now, fred, we will be getting those test results back in the next day or two. Its hurricane irma. Its now a category 2 storm. Chad myers is tracking it. Chad, does that mean it is lose zing steam or has the potential to grow . It had an eyewall replacement overnight so it did lose a little bit. I am so glad you called it an it. Harvey was not a boy, irma is not a girl. All hurricanes are its. They have boy and girl names, they are its. Here is irma out in the middle of the atlantic. To be honest, it is closer to africa than america. We are moving toward the west. It could become a category 3 storm again and i think it likely will. A couple things going against it. It is fairly far to the north. This is 20 Degrees North latitude. That water is not nearly as warm by four or five degrees as it would be if we were ten degrees farther to the south, that explosive type of water in the gulf of mexico that made harvey so explode. The forecast is for the storm to turn to the left a little bit. Thats concerning because then, its going to make a run toward the u. S. If it stays on the northward track, then its probably more likely a gutter ball between bermuda and the u. S. , north carolina. Here is the american model. The red here, pretty certain is going to be in here. After we get past that, the certainty is less. The air in the models goes far, far, far. The farther you go out, 120 hours or 240 hours, you could be 1,000 miles one way or the other. The trend is toward bermuda. The european model is on the left track to the Leeward Islands and turks and caicos. Then it turns to the right late in the forecast. Does it actually turn . We hope so. This will be a big storm. Theres another one behind it, too. Im happy this is so far north. Im not so happy this is where it is. 50 chance of developing in the next five days. It is more to the south, which is more in the warm water, which is more likely atrackive to the caribbean. Well keep watching for you. New pictures this morning, an Overflowing River and piles of debris knocked out part of that rail bridge. Nearby roads are washed out in that area in texas. In beaumont, texas the city opened a Distribution Center to hand out drinking water. Folks have been lining up in their vehicles and getting much needed water. All 135,000 residents are without water after the floodwaters knocked out the pumps for the water system. The army corps of engineers is hoping to deliver new pumps today. An emotional woman had a return to her home. Rosa florez was with her. Rosa. Reporter hi, fred. We met willie at the Convention Center and she was telling us about the ordeal. Sh is her house. We kept in touch with with her. The water was really, really high at the highest point. Wherever the brick is darker, thats the water line. She explains at 3 30 a. M. Sunday morning, the water started rising very quickly. She had to escape. She spent the entire sunday at a parking lot. It kept on raining. They were waiting to be rescued. In the back of her mind was her dog, lassie. We met her at the Convention Center. You can see the water line past her door. Everything inside, for the most part, completely destroyed because the water creates a giant soup of furniture and belongings and that sort of thing. We were in there with her when she saw that everything was destroyed. That didnt phase her. Here is what did. Take a look. Hi, lassie. Hi. I know that storm scared you. But im glad you made it. Its okay. Its okay. [ crying ] reporter now, on top of all that, that was willie maries birthday. She just turned 66 yesterday. Imagine all that emotion, losing everything, reuniting with her dog. She is a symbol and sign of resilience. She and her family have been in there trying to get stuff out, trying to recover. You can see the mounds of furniture and tables and belongings all around her street. All of her neighbors, fred, trying to do the same thing, coming together, helping all right. R rosa, its extraordinary to see the amount they pulled out. We are glad shes got her life, she is okay and her dog is all right, too. Rosa, thank you so much. Still wish her a happy birthday. As air and ground rescue operations are ongoing this morning, we are hearing the stories of people helping one another. Theres so many of those extraordinary stories. Here is another one. One man who was awaiting rescue in port arthur, texas took matters into his own hands and helped to save dozens of his neighbors. He is joining me on the phone from port arthur. Your story is impressive, too. You were on the rooftop, waiting, trying to flag down rescues. You were told that they were on their way to another home to rescue, they would be back. Apparently, they werent able to come back, but then you took matters into your own hands, how . Caller in my yard a few minutes after the helicopter hovered over. We got on the boat and went from there. You could have, in that boat, gone to safer ground and shelter, but, instead, you all decided to help other people and, in the end, upwards of 50 people. How did you do that . Caller yes, maam. Basically, we picked up as many people as we can. We got a lot of address requests, people that needed help on social media. As we were going to their homes, there were dozens of people that needed help on the way. Excuse me. So, whoever we could fit in the boat at that time, we fit them in and took them down to the fire station a couple blocks up and dropped them off and headed back out and repeat that. Galin, you are 23 years old. Your mom, i understand, was back at the house. As you were helping to assist other people, you know, describe for me how your mom was doing . You left some Family Members on the rooftop, right . So if the choppers came back they could see people were in need. Describe all of that for me. Caller yes, maam. My mother was in the attic, still. I left her. She told me to go on ahead. They were going to wait for the chopper to come back. Eventually, the chopper never came back and my mother called my uncle and told him they were still at the house and could we come get them. An hour after leaving the home, we had to pick up her and my stepfather and the dog. Oh, my goodness. Amazing how social media, cell phones and the ability to still connect with people through this storm, the aftermath of the storm, really has been instrumental in helping out one another. Describe to me the looks in the faces of people you were able to rescue. Many of them were people you didnt know or were most of them people you did know in the neighborhood . Caller no, maam. Most of them i didnt know. I actually picked up one of my classmates, so i knew her. They were people i have seen before, but not people i knew. Their faces, everybody was relief and happy to get away. Nobody was really just, you know, down. Everybody just was so happy to be, you know, taken out of that situation, so to speak. Wow. Even though you may have known some people at the glance, now, after this, you clearly are family from this point forward. So, describe for me what you, friends, family in the port arthur area really need most right now . Caller right now, i would say probably clothes and food and just hotel rooms. I guess as safe as possible and as close as possible. Just shelter and probably supplies and funds while they are away from their homes. I would say pretty much anything people can donate, im pretty sure they would greatly appreciate it. Im sure after that plea, much more help, donations all on the way. We have seen lines snake around the property quite a bit. Now, we are starting to see this gas station run out of gas. It got a shipment of gas this morning. Shipments of gas, supply is coming in, but not coming in enough, enough to fit the demand. The demand you are seeing is partially happening because of what we are seeing on social media. Refineries shut down, pipelines shut down. That created panic in the social media world and people started posting pimtures. Everybody cake out with their cars to fill up their tank. The supply wasnt there. Ironically, the supply is somewhere else. It is where, it is in houston, in port arthur where the refineries are shut down. Gasoline is in storage containers. The problem is, the refineries are closed and you are seeing the pipelines operate at full capacity. We are not seeing them come in as quickly to certainly meet the demand we are seeing as we see the lines continue to wraparound this gas station. Fredricka . I mentioned that price gouging at the top of the intro to you in the form of water, 99 for a case. Are you seeing prices like that for necessity items, even in dallas . Reporter so, i havent seen it for necessity items, i saw one gas station double the national average, but 4. 49 for a gallon of regular, much higher than what i have seen in and around dallas. You have to wonder if something was going on there. Ken tpaxton put out a warning nt to take advantage of the situation. You could be fined a lot of money if you hike the prices. There are situations around dallas where some complained they have seen 6 to 8 a gallon. They have received hundreds of complaints about this. Honestly you know, seeing so many of the photos of what was transpiring in houston at first, and my family lives in houston. I have a baby brother in houston, and one day i got a call that he didnt make it to the store to get any food or water, and all of a sudden hes stuck, and you know, hes young and doesnt have groceries and was eating his last can of chili that someone shared with him, and that right there just made my heart break. I cant get there. My parents are stuck. My brother, my family. So i said, okay. What do we need to do . We need to organize some food to get to houston and then beaumont happened and all areas i grew up in, know very well, further damage there. I said we have to do something about this, and as a chef, i decided to get with other chefs and other organizations that are already working out on the field. Especially not being able to get there by commercial jet. The Community Protections are there and were going to put our resources together and make a stronger impact. Are these mostly nonperishable items youre asking people to donate to drop off at your restaurant, the cupboard there in dallas and then somehow all of that stuff is going to get to the folks in houston . Correct. So theres actually multiple facets to what were doing. One of them, we have one at the cupboard at my restaurant. There are others. Especially as a community. Everybody cant use the same thing. You know . For some folks its easier to bring cases of water or diapers. Whatever that nonperishable item is. For others, easier to donate in other ways. So we have financial donations going to the mercy chefs and also larger businesses donate cases of vegetables and fruits and its easier for us to get that to them. So a restaurant can say, you know what . I want six cases of lettuce. Send six cases of oranges and they already worked some of the companies that are already delivering to houston, and will soon be delivering to beaumont. We were just able to help organize. Getting on the same page. Wow. An amazing colossal undertaking and i know folks are so grateful youre doing that, and you do, indeed, have a heart of gold by doing that.
