I would not be willing to make significant troop lifts until we made certain what we knew was the stratstrategy, wha the commitment going in in that regard, the president has made a decision. He wants to announce it to the American People. Ill stand silent until then, until that point. So this is a big moment for the president here, jim. Hes essentially asking the american america to trust his decision regarding afghanistan. All of hthis comes after one of the worst weeks of his presidency following the comments he made about the violence in charlottesville what we ask for the president to do tonight f he does decide to send additional troops to afghanistan is explain why he thinks thats the best path forward. Alice, this is a difficult time for the Trump Administration following charlottesville. But other questions not just from democrats but from republicans about his leadership, about his moral authority. How do the American People receive that message from the president at this time in his administration . As you say, after the week that weve had, its important to do some type of reset for certain. And the best way i see the president can do that is to reassure the American People that there is a longterm strategy in the works. And that they can and should have the full faith and confidence of the generals that the president has at his at the table. Thats basically what were hearing is the case. General mattis has made a clear that he supports the plan as long as theres a full and comprehensive plan. Theres a tweet yesterday by general nicholson, fully involved in this, he made it clear that afghanistan were with you. We will stay with you. Which sort of telegraphs the direction that this may go. But its imperative for the president to reassure the American People that they can put their full faith and trust not only in him but in the generals making their decisions. For years donald trump publicly called for complete withdrawal of u. S. Forces from afghanistan. Here are some tweets from the president. Calling the war a waste of money, of lives. How will the populist National Wing of the party react if he sens mo s sends more troops there . How do the American People rectify those comments if the president sends more young men and women into harms war where American Service members continue to die in service to their country . Right. The number one job of the president is to also be our commander in chief. During the campaign afghanistan really wasnt talked about too much. And, you know, at the end of the day one thing he has to make clear to the American People tonight is what his path will be to bring that forward. He has to demonstrate that leadership. Secondly but on that we dont know, jim, what he will say tonight. There hasnt been leaks. I think right now were speculating on him increasing the troop volume. But, you know, he also might have some other measures that appear to his populist base. His number one job, he has to examine all the options. Thats what he did this past weekend what hes been doing for the past several months. I trust he will look towards general mattis and others for their advice. You make a fair point. We dont know the president s final decision. The talk of several thousand troops and the 3,000 to 4,000 range is based on what general nicholson asked for a month of months ago through the defense secretary. If the president said in the past that the Afghanistan War is a waste of lives, and he sends more Young American men and women there at risk of their lives, how do americans rectify those two contradictory statements in. I think you have to trust that the president has examined all the options that were on the table. He also said during the campaign that he believed he would leave no stone unturned when examining this. We have to look tonight at his speech. If hes sending more troops what is the justification for doing so. Robby mook, i imagine you have a different view of the situation. Lets be honest, president obama faced a similar challenge as did president bush during his time in office. This challenge of a long war, not going well, deciding to send more troops there. The surge for president bush, the surge in afghanistan for president obama. Of course obama getting a great deal of criticism from republicans and democrats for pulling troops out of iraq at the time he did, that partially blamed for the surge or the advances of al qaeda of isis, rather. What is your view of this decision that President Trump faces now . Well, this has got to be an incredibly difficult choice for any president to make. I think we need to give any president of the doubt and space to make the decision that makes the most sense at that time. I would argue, though, i dont think this was Donald Trumps decision. He has an allstar team around him in fairness of people who have a lot of expertise, not just in national defense, but in afghanistan specifically. I think this was their recommendation and their decision. I dont think the president spent a whole lot of time on this. And, look, youve rightly brought up the question on whether the president has the moral authority on this. I think hell have a wellwritten speech. He has a lot of experts. They did a great job crafting it. Hell stick to the teleprompter. But the commander in chief has ten shipmates that are lost right now. Thats was worries me in the longterm. You will have more troops putting their life on the line. I think the president needs to step up and rethink himself as a leader of these young women and men moving forward. I think youre probably referring to the president s comments last night when he was shouted a question about the events of the uss john s. Mccain when his answer was thats too bad. In effect its not clear that the president had been fully briefed on that at the time. Fair point. Wes lowrie, if i could ask you. Moral authority, it was a republican senator, tim scott, the only africanamerican republican senator now serving who raised the question of the president s moral Authority Just yesterday. Have a listen. As we look to the future, its going to be difficult for this president to lead if, in fact, that moral Authority Remains compromised. His comments on tuesday that erased his positive comments on monday started to compromise that moral authority that we need the president to have for this nation to be the beacon of light to all mankind. Wes, im curious if your view is similar to me and my colleagues, we heard questions like that from some republicans in private recently. But in public it seems that republicans are more willing to go out on a limb and challenge the president. Those were quite strong words from senator scott. Where is that right now in washington . How often do you hear that from not just democrats but republicans . How much of the challenges of that is that for the president when he does exercise what is his most solemn duty here in terms of sending u. S. Troops into harms way . Of course. Those comments from senator scott and similar comments from senator bob corker a few days prior were also important. Remember, senator corker raised questions of the president s competence this is one of the most respected senators on the hill on the right, on the Foreign Relations committee. Here he was questioning the competence of the commander in chief. Nowr that commander in chief is sending troops into harms way. You have a space where republicans are willing to challenge their own president in public to raise questions about his competence, about his moral authority. These are questions that have been murmured and talked about privately since the day donald trump entered the campaign. And now is being discussed publicly by republicans. At the same time you have a president coming out announcing a strategy in afrghanistan, our longest running war. Robby raises an important point. The comments last night, whether breefd briefed or not that came across as glib, giving a goodfaith read of that, it did seem dismissive to have missing sailors referred to in that way. I expect the president to give a strong speech tonight, probably lay out an action plan, he has a rally planned for phoenix on tuesday. We know how President Trump gets in these rally environments, he ad libs, starts to talk. Theres a risk, knowing this president , that he may lay out a strategy tonight only to undermine and contradict it tomorrow. Thats a pattern weve seen before. When hes on prompter, like in charlottesville, the message more middle of the road. When hes off the cuff, we see what happened last tuesday. Eric, if i could ask you this. Folks like myself who cover the intelligence agencies wondered this since the president has laid into the Intelligence Community, questioning its credibility, its ability, there were times he even accused the u. S. Intelligence community ofi. The question being when the president needs the Intelligence Community, relying on their assessments, he would look at the intelligence and rely on that when he sends troops abroad. How much does that undermine the president s ability when he says i believe this is the threat in afghanistan, therefore this is the response necessary after he spent months laying into the credibility of his own Intelligence Community . I think theyre two different matters. He was laying into credibility, he was believing he was undermined by leaks coming out from the intelligence agencies. Not just leaks. He questions the Intelligence Community really its ability bringing up iraq, wmd, questioning whether russia was many people did. Many people did. Many people questioned wmds for the iraq war. Robby mentioned earlier, he has the best and brightest around him. His job is to examine every option on the table. He needs to take that into account. Candidate trump may be different than President Trump when he examines all the data, whether from the Intelligence Agency of his advisers. I think thats what he will lay out for us tonight. This latestship, uss john s. Mccain the latest in a series of mishaps. This is the fourth time a warship has run into a collision in the pacific. Now the theyve i have has pana operations for one day. Ryan brown is live at the pentagon with more details. Ryan, first on those ten missing sailors. After the incident with the uss fitzgerald it was later found those missing sailors were killed sadly in that, they were inside their compartments. At this point theyre deploying divers. They think they might be missing in the sea . Theres a mix of Search Operations going on, jim. Theres an aerial and naval search operation being conducted by u. S. And aircraft and aircraft from singapore and ships from singapore on the path that the mccain traveled from where the collision took place back to the port in singapore. They are also bringing in the uss america an amphibioussh sp that has a diving team on board. Theyll get down and look into the uss john s. Mccain to search that capacity there. Its a broad search operation at present. Given the extent of the damage there was flooding in several compartments, like there was in the fitzgerald, including a sleeping area and a coms area. They will look at that, these diving teams, as the ship is in port. Let me ask you this, youve been chasing this story down since yesterday. These are extremely capable warships. The fitzgerald, the mccain, with a whole array of sensors designed to protect itself. Is there early understanding of how this could happen . Twice in the span of a couple of months. Well, its interesting. Because last week, we attended a briefing by the vice chief of naval operations, he was talking about the fitzgerald incident. They pegged that on human error. Relieving the Senior Leadership of that vessel from their command. This case coming two months later, thats sparking new questions about is it training . Is it how they certify watch crews . Those are the people responsible for maintaining that Situational Awareness as the ships transit the heavily trafficked areas like the straits around singapore are. So they are look at Human Factors as they do this overview that is being led by an admiral, admiral richardson. These are some things theyll be looking at. Remarkable now suspension of all operations for a day across the u. S. Navy. Thats a major step. Ryan browne, thank you very much. To see this happen multiple times, not just twice in the last two months, but four times in the last year. What could possibly explain that for the worlds most capable naval forces . Jim, i think its one of those areas where there are going to be a lot of issues that immediately come to the forefront. When i look at it, one aspect is what ryan mentioned in his reporting. That was the training factor. Theres clearly something going on here where whether its just within seventh fleet or a navywide issue. Seventh fleet having the responsibility for asia in the u. S. Navy. That becomes the most important thing to look at. But then you have to look at the operational aspects. How is command exercised on board the ships . I served briefly with the navy on the uss blue ridge the flagship of the seventh fleet. The procedures at the time were quite tight. You wonder if the procedures used to navigate and steer the ship through various places such as the area around tokyo, if those procedures need to be reworked because of other factors. You have the u. S. Navy, military forces on alert already for a different threat, possible use of force against north korea. Uss john s. Mccain sailed close to the contested islands in the south china sea. M manmade islands there. What does this do to americas show of force in the region . How does it undermine that . Does it undermine the credibility of the u. S. Show of force . Imping it impinges on tha ability to get the navy out to the areas where they need to show that force. There are things we do when we perform a freedom of navigation exercise, when those things occur, we demonstrate u. S. Resolve and power and sending political messages. The fact we may not be able do that is being reviewed in beijing and in other places around the world who may not want our best interests to actually succeed. Thats a huge issue. Yep. Troop numbers there, if this is what the president announces tonight, do you believe thats necessary . I think that the president has inherited a difficult situation in afghanistan. He has done a comprehensive review by all appearance and reports. Looking at u. S. Objectives and the strategy for pursuing that objective. If the objective is to help afghanistan be able to deal with the threat of terrorism and extremism, and to prevent afghanistan from becoming once again a sanctuary for terrorists and extremists, yes, based on the recommendations of the commanders, significant increase of 4,000 to 5,000 as theyve asked for is prudent to prevent the situation from getting worse as it is right now. As part of a comprehensive strategy. I say the review was comprehensive. I hope the president s strategy will be comprehensive. Let me ask you this. If its just 4,000 or so troops, up from the 8 sfsh,400 there no. Why would that solve the problem if some 40,000, 50,000 troops that president obama ordered in a couple years ago did not or the higher number of u. S. And Coalition Forces that were there in the years after the u. S. Invasion in 2001 2002. Why would a handful by comparison of u. S. Troops make the difference now if those much largers did not . Those much larger deployments did have an effect, though i was critical of president obamas increase when he increased the number of troops to about 100,000, but then immediately announce d the date for their return. I think those increases and those circumstances prevented afghanistan from falling apart, becoming under the control of the taliban. Now its a sign of success that a more modest number is recognized or regarded by the military to be necessary to prevent that with the substantial and dramatic and quick reduction against the advice of the military by the previous administration. The taliban thought that they could break the afghan force. They have not been able to break the force, but theyve made progress. Now the military says that they need a modest increase relative to past increases to be able to hold afghanistan together while other elements of the strategy and i emphasize comprehensive necessity for a comprehensive strategy, its made to work without security everything will be at risk in afghanistan. Thats a key requirement but not the only requirement. We need a regional approach, an approach to afghanistans internal issues as well. Let me ask you this. One question the president will have to answer tonight, how long. I remember i was in afghanistan a number of years ago, interviewed general mcchrystal, i asked him that question. His answer to me was dont we still have troops in germany and japan . Decades later. Is that what the u. S. Faces in afghanistan . An almost endless deployment of u. S. Forces to keep the country from becoming unstable . I dont believe so, but general mcchrystals point was a valid one. If you telegraph to the enemy that youre going to be there for a short time, unfortunately you help them to sustain themselves to outlast you. So while we shouldnt be there in an openended fashion in afghanistan, its very important to signal the desire that youre prepared to stay there for as long as it takes. That youre prepared for a longterm commitment in order to effect the calculation of u. S. Adversaries, the taliban, regional players like pakistan. Its a dilemma. It cannot be openended. It has to be based on conditions. But it has to signal, however, that we will be there as long as we have interests to protect in that region. Understood. I think the director is correct in addressing these issues. If i go back to my time in the secreted service, there are a couple years when i was on the president s detail that i was in the same situation. I worked over 200 days away from my home. The maxout rule has been a problem for agents in working overtime for a long time. The one thing that i will point out is when i was in the secret service the mission was so important that agents didnt Pay Attention to how much they were paid or not paid in a given year. You make a good point. You draw attention to it. The way the rules are, the secret service cannot pay an agent above a certain total annual compensation, even if they end up working many, many more overtime hours on top of that just f that. Each trip that the president takes to maralago, thats 3 million total per visit. Of that, 60,000 alone on golf cart rentals, think of those secret Service Agents following the president around on his golf rounds. This applies to his childrens trips as well. Eric trump went to uruguay a short time ago. And just on hotels, the bill for the secret service there, 100,000. If the secret service cannot pay these agents for the rest of the year because of this budget going over the top what do they do . Well, it becomes a morale issue. So you have to address the morale before you can travel and do your job, you have to have that type of attitude where youre not worried about whether youre getting paid or not. I will mention that president s have always traveled. They always will travel. Its hard to budget two years in advance for how much the president will travrel. 18 protectees for President Trump is quite a bit. During the clinton and gorneorg. Administration there were other protectees that were add after the budget. I imagine folks at home hear you talking about morale, people being stretched, agents not being paid. You know the commitment of these agents. Could this somehow compromise the level of protection that the president and his family get . I i dont believe so. Basically because training is so intense that you are constantly in a zone. You are always doing your job. Theres always the pressure that one misstep, one bad advance, one mistake will youll be in front of Congress Testifying like agent johnson, how could this have hatchppened under you watch. Theres pressure but agents are taught and trained to control that pressure. What theyre getting paid, because of the mission, really doesnt get into the mind of the agents, so that you let your guard down based on the fact you maxed out for the year. I chased an eclipse might 20 years ago in 1977. Happened to be on my birthty b and i went to mongolia. Whiteout conditions and i had to go up in a helicopter and held my life in my hands in a helicopter, that one right there. And i remember the other worldliness of that region in that it wasnt quite nighttime dark. Looked sort of end of days. That feeling. Can you describe to viewers what it will look ike and curious how nature reacts to it. Animals and that kind of stuff. Yeah. The eclipse is unfolding. One of the things youll notice, you can actually see the shadow of the moon racing across the lay and over 1,000 Miles Per Hour towards you. As the moon begins to cove the sun, the moon is not just a smooth orb. It has mountains, craters, crevices. The edge of the sun isnt covered all in one. There you few craters and valleys that still show the sun when the rest is covered. It appears as a series of beings around the edge of the sun, of the moon. We call those baileys feet and when there is one last valley remaining that one last valley looks incredibly bright and the rest of the moon has a thin ring around it. So it looks like a diamond ring and we call that the diamond ring. Then finally well not finally. You see a red material right around the edge of the sun. Like hoed dydrogen emitting gas finally complete totality. And the eclipse emerges. When you see video of that its not what you see with the naked eye. What you see with the naked eye is much more fabulous than you get on camera. Its really worth it to travel to a total eclipse and see it for yourself.
