Is there some sense things are going to come to conclusion, theyre going to figure out a way to sing merrily towards 50 votes . Theres not. If you look at the debate within the republican party, you have Medicaid Expansion senators who want an easier phaseout or fewer cuts or reductions in spending in the program. 772 billion would be removed over the course of ten years through this bill on medicaid. On the other side of the spectrum, you have conservatives who want to significantly ratchet back the regulations that are included in the Affordable Care act. Kate, what that means is they want to go after the regulations that in some cases protect preexisting conditions or protect the price protections for preexisting conditions. You have two groups of senators on the opposite sides of the spectrum with ideas and plans and things that they not just want but need to support the bill that dont mesh with one another. Thats kind of the thicket that the majority leader is trying to navigate right now. I can tell you this, they know what each of the senators in the conference need. We have seen a lot talk about it publically. The question is, how do you give moderates enough while still giving conservatives a cut did the a cutback of the regulations they want. The reality is, they didnt have the votes. They were short of the votes. They hadnt figured out a way to thread the needle. One of the biggest questions i have asked over the last 24 hours is, what changes . You knew where the die many n y. They are pushing for that. Some aides caution things could slip as they try to finalize the draft. When you have people like senator Susan Collins saying she needs fundamental changes to the bill, dean heller saying something similar. Ran paul saying the same thing. Those are significant problems. Those are twinkeri eritinkering there. How they navigate this will be fascinating to watch. Theyre just not there. What shakes this lose . Is time just enough to get just under . I dont know. Look, as a person who was criminal defense attorney for ten years, someone with the ego like that, you give them a public stand, they tend to open up. Thats what we need. We need to know, the American Public has a right to know what mr. Stones relationship was with assange. He says he knew him. He says they communicated. He said he knew that these emails were coming. If we know that the russians were the ones who attacked our community that was revealed in january by the Intel Community and we know that wikileaks was the one that released it, this is mr. Stone talking about his open relationship and Good Relationship with that same entity following the president talking about encouraging wikileaks to further hack mrs. Clintons emails. Look, it all points in an obvious direction that there was some sort of cooperation as admitted by mr. Stone. Lets get all the details. I will put you in the category of if you had the power to decide, you would have him testify in a public format, correct . Absolutely. So then let me ask the first questions. If i had the power, maybe i would allow you after i get the first question. Let me ask you this then, are these decisions political . Who can testify in public and who is testifying in private . In fairness, i dont think that they are. Here we are just talking openly. About you the fact of the matter is, again, those are decisions that so far have been made on a bipartisan basis by leaders of the Intel Community. Whether or not someone testifies, whether they testify in open or closed session. Im going to respect those decisions. Im just enthused that the person one of the people i would most like to see testify is publically saying that he wants to come clean on all these things. It needed legislative improvements. Clearly, aca does as well. My message to the republicans, if you want to work on a bipartisan basis to show up a Health Care System in our country, we would be glad to work with you, as long as you are not knocking 20 Million People off health care. You are not eliminating planned paur parenthood, hurting people with preexisting conditions. If you want to change incentives on the plans, if you want to provide a public option in some of the exchain exchanges, we wi with you. There are bipartisan opportunities out there. How big of an impact did the ad only on air for a little while or maybe just the threat have on this process, do you think . Look, there are a lot of smart people at America First policies who have a good record of success in republican politics. This ad was a horrible miscalculation. Mitch mcconnell can only spare the president can only spare two republican votes. Even then they need the vicepresident to cast the tiebreaking vote. What they did is put senator dean heller where even if he eventually comes around on the Health Care Bill which he may in july, because he has been in favor of repealing and replacing the Affordable Care act in some fashion, its going to look democrats can now play it as least as a capitulation. He was threatened with ads. He is under pressure for 2018. Now he has come around because the president threatened him or the president s official group threatened him. Thats going to weigh on senator hellers mind as he tries to work through competing issues of wanting to do something about health care but on the other hand he is in a state with a very popular republican governor who embraced Medicaid Expansion and is against the senate bill. No one wants to look like they have been forced to do anything. No one does. Correct. They should have at least let this thing play out to a vote before they decided to go after one of their own, particularly somebody who is so vulnerable heading into 2018. Kiersten, the pac behind the ad seems to have no regrets. Katrina wilson is with this group, she had this to say to anderson about this last night. Listen. Our main concern is pushing forward policies that support americans first, particularly those republicans have been campaigning on for last seven years. If i could give you context. Because there were other senators who did not support the bill in its current form. However, they stayed at the table. They offered their own ideas. Senator heller held a press conference friday, said absolutely not and walked away from the table. Im happy to see he is back. She said that the prepared to resume the ads if need be. What is wrong with this group doing this . Isnt this what pacs are about . Its not a matter of right or wrong. Its a matter of whats typically done. This typically isnt done. It surprised the senators. The feeling is i think among republican Mitch Mcconnell and other republicans is that the white house isnt really sensitive to the needs of the people on the ground, that the trump people arent sensitive to the needs of the people on the ground. It has created a disruptive environment when theyre trying to not just hold on to the senate but possibly expand seats there. This is just not helpful to the process. They dont the trump people dont really understand the process, that this would they could have predicted this would alienate senator heller, not bring him to the table. You can hear katrina saying we think its what pushed him to at least go to the meeting. We dont really know the answer to that. The bottom line is mcconnell does not find it helpful. Dadvid, ads can be effective. Poll numbers can be as well. New poll out from npr pbs showing this about the Health Care Bill. 17 of people polled approve of the Senate Health care plan. 55 disapprove. A quarter say they havent heard enough to have an opinion about it. What does that do to gop senators right now . Is it more or less troubling to them or problematic to them than the cbo numbers . I think that this is a larger problem for republicans trying to get health care done than any one particular senator who may or may not have walked away from the table. Dean heller never said he wouldnt negotiate. Thats just incorrect. You have a president who wants to get this done and is trying to get this done. But he does not have a lot to offer his republican colleagues in the way of political cover. He hasnt even been doing much in the way of political cover. We have not seen much in the way of public speeches or Grassroots Efforts spurred on by the president the way we saw from president barack obama when obamacare was on the rocks during the legislative process. Even though it was never popular and they never liked it, when democrats were wavering, they could count on president obama to use his leverage with the liberal base to keep them going, whether he gave speeches, whether he traveled the country. This is not something we have seen from the president. I think its why some republicans, though not all, have felt like he is not immersed in the details. He doesnt talk about why he wants to repeal and replace the Affordable Care act in a public sense beyond twitter. Beyond that, in states like arizona and nevada and others, he doesnt have much in the way of political cover to help wavering senators. Thats an sh here. You raise a good point. The president seeming to try to it appears push back on reports that he is struggling to be struggling to be a closer on this, to get in the weeds and get the deal done. With the reconciliation bill because of the legislation being held up going to the floor, they are left with this its not necessarily dems faults. Totally get it. Mitch mcconnell, master tactici tactician, could use parliamentary procedure to let a broader bill come to the senate for a vote without needing to have 60 votes to get it to the floor. Mcdonald was killed when officer jason van dike shot him in 2014. Van dike pleaded not guilty to firstdegree murder. Here were going to show you dash cam video. It shows mcdonald walking away from police, he had a knife in his hand at the time. Officers said there was some lunging towards the officers. The video seems to dispute that. It seems to contradict a lot of what the police had to say that night. That has now become the focus of this investigation. Brian young is here with more on this investigation. Ill never forget people walking through the straights crying saying they could not believe that a young man could be killed like this on the streets of chicago. Since then theres been changes to the Chicago Police department. But these three officers are not only being charged with conspiracy but with obstruction of justice and official misconduct. The conversation goes to what exactly happened, what we dont see in this dash cam. The officers made sure that certain evidence didnt come to light, that mcdonald had a knife and lunged at him. You see him fall to the ground and the shots continue. This has been a case that has sent such shockwaves in the city, that officer van dike had to were a bulletproof vest because theyre worried about safety. Theres been drastic changes here in chicago, theres a new head of the police department. Especially the idea that there could have been some code of silence among officers that tried to make sure that certain parts of the evidence never came to light. Ryan, when it comes to what theyre indicted on now, what kind of jail time could they be looking at . Reporter we saw the felony charges, some of the counts even have 10 Years Associated with them, with a 25,000 fine. What were also told is this investigation is continuing. Something to remember is that more officers could be charged. These officers could also face more charges as this special prosecution looks into the entire bit of that night. One thing to note when you watch that footage in the dash cam, there was no audio, and we actually found that the audio was turned off that night. We know the Chicago Police department now has body cameras, the audio has to be turned on, you can get in trouble for that. So you can see some changes being made. But this definitely has a Ripple Effect throughout the city.
