Cnns Sunlen Serfaty is on capitol hill with much more. So, sunlen, theyre confident. So, where do things stand . Reporter well, there certainly is a real sense of urgency up here on capitol hill, kate, coming not only from the white house pushing for them to hold a vote, but house republicans, frankly, want this off their plate, they want this to go over to the senate. So, there is this sense that they will push and drive towards having a vote this week. Of course, they are set to head out on recess on thursday, so very short window of time, but there is some confidence that in this window of time, they will be able to have a vote. They are not there yet with the vote. They do not have 216 votes necessary to pass this bill through, and thats why we saw really a flurry of activity behind the scenes over the weekend where house leadership was trying to educate members of whats in this bill, trying to flip those votes from either undecided or no to the yes column. There is certainly a clear sense of momentum. You had the House Freedom caucus getting on board last week, but the same issues, the same divides with house moderates that has bedeviled this process from the beginning still remain. And one of those issues, sunlen, that were talking about here is preexisting conditions. There seems to be some confusion over what this latest bill, this latest amendment does with regard to preexisting conditions. Even the president , is he also confused . Reporter well, thats right, the president certainly raised a lot of eyebrows over the weekend in this interview with cbs where he really called into question his own understanding of the bill or how hes selling the bill and certainly a discussion Going Forward about what the details actually mean in the bill. Heres first what he said, where hes basically saying that the republican plan theyre pushing forward he said guarantees coverage for those with preexisting conditions. Preexisting conditions are in the bill, and i mandate it. I said, it has to be. One of the fixes that was discussed preexisting was optional for the states. Sure, in one of the fixes. And theyre changing it and changing so those will be permanent . Yes. Okay. Well, thats a development, sir. Crucial question, its not going to be left up to the states. Everyone gets preexisting, no matter where they live. No, but the states will have a lot to do with it because we ultimately want to get it back down to it. The state will be in a much better position to take care because its smaller. So im not hearing you say it will guarantee preexisting conditions. We actually have a clause that guarantees. Reporter thats not whats exactly in this bill. The mcarthurme amendment allows states to opt out for those guaranteeing coverage with preexisting as long as they set up these socalled highrisk pools, so certainly mixed messages from the president on this important week for the Health Care Bill on capitol hill. And even mixed messages amongst republicans as weve heard on this exact provision this morning, which is wild, considering they could be moving towards a vote and theyre still debating exactly how this all affects americans. So, President Trump also now 100plus days in still seems to be holding on to the unsubstantiated claim, his claim, that former president Obama Wiretapped him, even though he said in the very same interview that hes not standing by anything. Just listen to this. Well, he was very nice to me, but after that, weve had some difficulties. So, it doesnt matter. You know, words are less important to me than deeds, and you saw what happened with surveillance and everybody saw what happened with surveillance. Difficulties how . I thought that well, you saw what happened with surveillance. And i think that was inappropriate. What does that mean, sir . You can figure that out yourself. Well, the reason i ask is you said you called him sick and bad. Look, you can figure it out yourself. He was very nice to me with words and when i was with him, but after that, there has been no relationship. But you stand by that claim of i dont stand by anything. You can take it however you want. I think our sides been proven strongly and everybodys talking about it, and frankly, it should be discussed. I think that is a very big surveillance of our citizens. I think thats a very big topic, and its a topic that should be number one and we should find out what the hell is going on. I just wanted to find out, though, youre the president of the United States. You said he was sick and bad because he you can take it any way you want. But im asking you because you dont want it to be fake news. I want to hear it from President Trump. You dont have to ask me. Why not . Because i have my own opinions. You can have your own opinions. But i want to know your opinions. Youre the president of the United States. Thats enough. Thank you. Yeah, the president there volunteering his take once again on wiretapping, saying it should be discussed, and then shutting down the interview because he doesnt want to discuss it. Lets get over to the white house. Joe johns is cnns senior washington correspondent with more on this. Joe, is the white house saying anything about this today . Reporter not so far that i can recall, quite frankly. I have to tell you, listening to that, it goes to white house credibility, the credibility of the man in the oval office, but he said two things, if you listen very carefully. He said i dont understand by anything, but he seemed to be supporting the assertion that president Obama Wiretapped him at trump tower before donald trump came here to the white house. Thats an assertion that he put out there on twitter on a weekend. It has been roundly refuted, including by the likes of none other than the director of the fbi, james comey, who, in fact, said that he had no information to support that allegation. He said that in a public hearing on capitol hill. Right. To members of congress. So, it seems like that has already been asked and answered, but the president continues to stand by it, continues to put out there. Its been referred to as a conspiracy theory, quite frankly, and it has not been advanced except for the fact that it certainly distracted from the National Conversation about russians allegedly participating, or at least interfering with the last election and whether the Trump Campaign in any way coordinated with that. So, once again, we hear that from the president , and once again, it sort of needs to be refuted. And the president raising this himself and then not wanting to answer questions about it with John Dickerson, who rightfully wanted to follow up. Joe, good to see you. Joe points out, james comey very futed the wiretapping claim, but so were all on the same wiretapping page again, heres what republicans in Congress Also concluded about the president s wiretapping claim. The point is, the Intelligence Committees in their continuing, widening, Ongoing Investigation of all things russia got to the bottom so far with respect to our Intelligence Committee that no such wiretapping existed. Right. Why do you think hes not letting up on this . I mean, wasnt this something that the white house very, at least privately to reporters was very excited to get past, these tweets . Yes. It was a gigantic unforced error by donald trump on a saturday at maralago. I still remember, i woke up and i looked and i thought, that doesnt seem right. Then i woke back up an hour later and there it still was. You could go back to sleep after that . Im impressed. Yes, i know. Well, ive been a political reporter for a long time now. Look, he continues to do things like this. This is the biggest, most damaging claim, because it goes right to his credibility. I mean, its just not true. Fbi director, director of national intelligence, head of the house and senate Intelligence Committees, whoir both republicans, paul ryan, barack obama. On the trump side, on that John Dickerson interview, he says, i believe our side has proven proven right or proven wrong, i think he said. This is not accurate. I keep being reminded that youre entitled to your own opinions but not your own facts. The patrolmen problem is donald trump conflates opinion and fact. If he feels that way, then its true, and thats on the same level of the fbi director, the director of national intelligence, you know. Its just, its not accurate, and yet, there are a lot of people who believe him and will not believe the two of us having this conversation because we work for a Mainstream Media outlet. Along the same lines of kind of not being on the same page with his intelligence with the Intelligence Community or what the intelligence is showing right now, the president still doesnt seem to be on the same page with the Intelligence Committee with regard to russia being involved in the hacking of the election, still leaving open the possibility that it was not russia, but china or someone else. Listen to this one, chris. If you dont catch a hacker, okay, in the act, its very hard to say who did the hacking. With that being said, ill go along with russia. Could have been china. Could have been a lot of different groups so, President Donald Trump is ambivalent, or just not sure . No, id love to find out what happened. But you dont think it was russia. Ill tell you something, it had nothing to do with us. It had nothing to do with this, and everyone knows it. So, on day 102 now were still back at day 1 on this one. It makes me wonder if anythings going to change his mind in terms of evidence coming out that would change his mind on either of these topics were talking about. Just to be clear on this one, kate, fbi and the cia have said it was russia, and not only that it was russia, but they were actively trying to help him and hurt hillary clinton. The fbi and the cia both agreeing on that point. Again, i think donald trump has a situation where if he says it, he believes it to be true. That doesnt make it true, but he is taking advantage of the fact that there is a lot of distrust with the media, a lot of distrust with factchecking, broadly speak but this, we should not be surprised by this, kate. Its not as if the campaign he ran was a strict ad herniate to the truth. The Washington Post has a factchecking operation there and they found that twothirds of the 90plus things that donald trump said that they factchecked from the campaign were 100 totally false. And yet, you look at exit polling after the election, more people thought donald trump was honest and trustworthy than hillary clinton. Right, but i dont know what you do with that, but its not new. Its one thing to distrust the media, right . But its another thing for the president of the United States to seemingly distrust his Intelligence Community. I mean, thats a completely different thing. And what we have seen time and time again in this first 102 days is donald trump says things that are either directly contradictory to or not on message with things that his defense secretary, the department of homeland security, the secretary of state, the u. N. Ambassador are saying. And then his aide, sean spicer, other people are tasked with trying to say that, well, know, a and b are the exact same thing, when we know the letter a and the letter b are not the exact same thing. It doesnt pass the smell test here. The thing about it is we talk about it, kate, we go back and forth. I think that it is clear donald trump is not telling the truth on a number of these things. Its been proven over and over again. And yet, you could go to that rally in harrisburg over the weekend, and every person there will tell you hes doing what he said he would do, hes telling the truth about things. And again, i throw my hands up because im not sure what else we can do. We do factcheck him, we do say hes wrong when hes wrong, and he continues to say these things. And the fourth and most important point, people believe it. Yeah. Going back to lets go back to square one together. Okay. Republicans working on getting the votes together on the Health Care Bill. I want to just kind of get your gut on where things stand because there now is this big focus, well, has been kind of throughout, on preexisting conditions and respecting people with preexisting conditions, but it appears the president and his party are not on the same page. He says its guaranteed to be protected. Senators like charlie dent dont agree with that. We dont have time for the sound bite, but charlie dent has real concerns about what people with preexisting conditions, how they would be impacted with this bill. Why the confusion here . Well, for the exact reason we just talked about, which is he says stuff thats not consistent with what his advisers say, and then they have to try to make it work. But remember the reason that the Freedom Caucus signed on to this new version of the Health Care Bill was because the preexisting conditions things went to the states, right . Thats the whole difference, that its not for everyone. It went to the states. Now hes saying its not true, but then if you listen to the clip you played earlier, then he says, well, the states are going to have a large role. How do you square that circle . I talked with one senior Republican House member who said gary cohn, President Trumps economic adviser who said the votes are there, that thats premature, still not there. Doesnt mean they cant get there by the end of the week, but on the raw vote count, theyre still not to the 215, i believe that they need. All right. Stand by to stand by on that one, chris. Why could that one not have been worked out . I was definitely not a history major. I do remember, though, Andrew Jackson died quite a few years before the civil war, about 16 years before. You know, i think that its a legitimate question to ask in terms of what led up to the civil war. Why did we have a civil war . Was went into the mindset of a nation that was so divided to make us get to the point of but legitimately, people have asked that for a long time, right . Like while we were in school and such. I dont i was told the reasons for the civil war. I think hes asking the American People to ask why, ask why we got to the point there was so Much Division in our nation that we got to this point. I think he was drawing parallels between his candidacy and Andrew Jacksons candidacy and the deep divisions and the issues that went on between those campaigns, drawing the parallels between then and now. So, i think we should ask the question now, why did the country get to the point where so Much Division, so much for basic human rights and pect looking at people that look like me, treating them differently why did this happen . Maybe hes saying more people need to ask the question why, especially millennials, especially younger people. Bill . Let me just say with all due respect, thats the most nonsensical statement ive ever heard on any television network. We all know why there was a civil war. It was because the Southern States treated people inhumanely, immoral slavery existed, they refused to give it up. The last thing we need today is to go back and question or fight the civil war. Thank god its behind us. It was a shameful moment in our history. We have made Great Strides since. We have a long way to go. Everybody i mean, this is the same where did donald trump get his history degree from, Trump University . Here he is well, he didnt get a history degree. Well, obviously he didnt get a history degree. But heres a man who thinks Frederick Douglass is still out there doing great things wrong. Who thinks barack obama tapped his phones at trump tower. And now, who thinks that Andrew Jackson was some role model. Andrew jackson was a slave owner. Andrew jackson murdered thousands and thousands of native americans. Thats how he got to be so famous. And were holding him up as a role model . I mean, come on. This is the worst donald trump i think has ever sunk. I think that when paris, go ahead. In a day in age when people are still denying the holocaust and talking about that issue as if it didnt happen, we can go back and ask why hitler did what he did to exterminate so many jews. We should ask why so that it never happens again. So, it is fair, bill, for the president to ask the question. No, no as to why we had the civil war so that it never happens again, so the divisions we saw again will not happen now. Paris, paris and as it relates to Frederick Douglass, bill, wiei in the room when that happened [ everyone talking at once ] if everyone talks at the same time, i cant hear you. Paris, finish. The only point im making is, we can ask the question why, and we should always ask the question why and make sure that things like this never happen again. May i point out why bring up the civil war . Like, legitimately, i do wonder with what why on earth is the president talking about the causes leading up to the civil war and saying that Andrew Jackson would have been the guy that would have prevented it from happening, when clearly he died 16 years earlier he stated that. He said had he been there longer, had he been around at that time, he would have made that happen. He acknowledged that Andrew Jackson was not there paris, no no, let me finish, bill, thank you. Well, you have, three times. Bill, dont interrupt me anymore. Im going to interrupt both of you if you dont get along. Go. The point was that there was division in the country and there was parallels between his administration and Andrew Jacksons administration and there was Great Division in the country during the civil war time and there is Great Division right now. Ask why we got to that point then so that we cannot get to that point now. Well, and bill, you cant deny, his long talk about admiring Andrew Jackson. I mean, its the one piece of art he wanted in the oval office. He later went to Andrew Jacksons tomb, i think like a month ago. True. Thats not a surprise. No, he did. I just want to point out, the facts matter, okay . The fact is, in that interview, donald trump said that Andrew Jackson was very angry about what he saw happening in the civil war. He talked about him as alive in the civil war days, dennard. So, he got it wrong. Lets admit that. And the other thing, is and kate made this point earlier, i mean, weve been over and over and over the civil war. This is not a new thing. We know why it happened. Again, its a shameful moment in our history. The same with the holocaust weve been over and over that, and we all condemn that, deplore it. We all committed ourselves that Something Like that never happens again. Why would donald trump be raising this issue . Are we going to redebate the civil war, really . If we went with bill paris, final word on this one. If we went with bills analogy, get away with the holocaust, do awave with the native American Museum i dont think bill was suggesting we do away with the holocaust all im saying is we all know [ everyone talking at once ] i do not think bill press is trying so aye get rid of the holocaust museum. Or the africanAmerican Museum. We should study it and ask why. Its a fair question. Oh, get out of here. I will not get out of here. Youre both going to get out of here because i love you dearly. Lets move on to something thank you i dont know if this is less angerinducing or not. Who knows . The next big fight after health care is tax reform. A big question has been how will the cuts be paid for so not to add to the deficit . This is obviously i mean, if you say the word deficit hawk, you mostly think of republicans, right . Yes. Well, listen to the Vice President just yesterday and what he had to say about it. You are going to increase the deficit. Well, you know, maybe in the short term, but the truth is, if we dont get this economy growing at 3 or more, as the president believes that we can, were never going to meet the obligations that weve made today. Right, adding to the deficit. Its one thing to say its going to be paid for by Economic Growth, which is a theory, but thats a big thing to admit by the republican Vice President , that it will add to the deficit maybe in the short term. That sets the white house up for a big problem down the road. Will republicans sign on to that . Listen, ive said from the beginning that this administration is going to upset both republicans and democrats because the president does not compromise as an ideologue. I think at the end of the day, what he wants to do is have the best Health Care Plan out there for the American People, and if that adds to the deficit, i think in a manner of true candid and honesty, he said it may add to the deficit to do that, but these are the tough decisions and questions that the president as well as the congress will have to work out to get the best deal for the American People, because the deal we have now is certainly not working and is a bad one. Right, but bill, heres the point, republicans have control of the floor calendar. I mean, are republicans going to be okay bringing, even if the president strikes a tax reform deal with democrats, are republicans going to bring that to the floor . Well, first off, i think its important to point out that we do not have a tax reform bill. We dont have a plan. We have a onepage memo dwlee was released by the white house last week in order to get that out before the 100day mark, number one. Number two, anything that the Trump Administration is talking about is going to have to get through a republicancontrolled house and senate. As we see with health care or with a wall, thats not automatic. And thirdly, youre absolutely right, the outline weve seen so far, at any rate, there is no consideration for how these tax cuts are going to be paid for, other than piling it on to the deficit on to the national debt, which means our kids are going to pay for it with their credit card. So, it totally contradicts everything the Republican Party has said that it stands for, and this idea that tax cuts are going to generate huge Economic Growth first started by ronald reagan. If they had been strapped in, if they had had their seatbelts fastened, the number of casualties would have been far lower. Now, from the Airlines Point of view, from aero flights point of view, which is a very wellrun airline, there will obviously have to be an inquiry as to what the weather radar was showing, what other aircraft in the area were reporting. Should the pilots have known there was going to be turbulence of a heavy nature and should they have had the seat belt sign on . Richard, im going to ask you Something Else. Youre at the stock exchange. As we talk about many a time, donald trump during the campaign promised 3 growth, maybe 4 Economic Growth if he were to become president. Theyre talking about that now, of course in relation to what they want to see in terms of tax cuts and tax reform. The former fed chief just was asked about that on cnbc, and he doesnt think its likely. Listen to this. Can you get growth over 3 in this country . On a sustained basis its certainly possible but probably not that likely. I think if theres a big tax cut, for example, that lowers tax rates, you might have a bump, because the increased demand, increased consumer spending. That gets you over 3 . Probably not. I would take the under on that. So, hes going to take the under on that. What do you think . What are you hearing . Well, look, is it realistic to get growth to well, 4 is what donald trump wants. Right. 3 is perhaps what others are saying. The answer is, yes, you can do it, if you put the economy on steroids. But if you do that, you will have other problems elsewhere, not least of which is inflation, which will cause the fed to raise Interest Rates to slow things down again. So, youve got to be careful you dont end up in a vicious cycle. Were in a lowgrowth internationalglobal environment, and thats really the problem here. Yes, the u. S. Remains the fastest engine of growth, and it is growing, and it is growing sustainably, 1. 5 to 2. 5 , but to get it to up 3 to 4 , youre going to have to juice it up. And the truth of the matter look, ben bernanke knows this better than anybody to get the sort of oomph thats the word you want, kate, oomph to get that oomph, to get it up to 3 to 4 will be very difficult and probably shouldnt happen when nobody else in the world of Similar Economic Development is growing of similar size. Okay, well, then what does that mean for what the logic, reasoning, planning for this effort towards tax reform and these tax cuts . Because the Vice President himself is even touting, we need the tax cuts, we need to get 3 , and when we get to 3 growth or plus, thats going to pay for the tax cuts, thus its not going to add to the deficit, like, its you know . Look, no sensible, serious academic economist believes that simply by having tax cuts, youre going to make up the difference from the lack in revenues. Its not going to happen. Now, dont get me now, before i can feel all the coming at you from the trump theyre coming at me. There are legitimate reasons why you would want to have tax cuts. They could be public policy, lower tax regimes. You do want to stimulate corporate development, you do want to encourage companies to bring money back, you do want to have an enterprise culture. All valid reasons for moving to a lowtax environment. And the philosophical reason why should the government take more of my money than i keep for myself . But do not try and conflate that with an economic reason which says youre going to make up the shortfall from lack of economic revenues. Youre not. Its not going to happen. And ill buy you a meal at any restaurant you like if they manage to close the deficit gap as a result of having lower tax cuts. Im still just was thing for you to take me to tea. You threaten the u. S. s commitment to human rights by welcoming somebody like this to the white house. But then you have the white houses take, saying, well, this relationship is necessary to try to counter the north korean threat. Theres a lot of dispute over that, though. I mean, its usually the u. S. Helping out the philippines, not the philippines helping out the u. S. In an effort like that. But remember, this is the leader, the populist that hes often called a fire brand leader of the philippines, that president obama wouldnt even sit down and meet with because of the many things he said. Its somebody who, you know, when you try to go back and think of all of the controversial things duterte said, theres too many. Its just one after the other after the other like when he stands up to the microphone. And its like the next thing he says is more shocking than the last one. This is how he gets headlines and gets a lot of attention, and it has worked for him in a limited way. I mean, he is the leader of the philippines. But the fact that President Trump is now saying we had a very friendly conversation, were going to sit down with him, its raising the same kinds of eyebrows that were raised for a number of things, for example, starting with President Trumps praise of russian president vladimir putin, his recent congratulations of turkish president erdogan, his welcoming to the white house of egyptian president el sisi, who by the way, was also banned from coming by the obama administration. Are you getting any response from the state department . Was this coordinated . Was there an element that they were surprised . Reporter i mean, theyre not going to want to say that, but of course, thats what were working on. Yeah, of course. Reporter and there are reports out there that this took some people by surprise. That would not be a surprise, because weve seen some of this before where the messaging is a little different or someone isnt happy with what was coming out of this agency or from the white house. But that is so, just because mr. Trump said hes not going to be happy, it doesnt mean we are going to take military action. I think for too long the narrative has been that this epidemic is about bad people abusing good drugs that were meant for pain patients. It just isnt the case. This is good people struggling with the disease of addiction and weve got to change that narrative. Everybody in this film started with a prescription. It doesnt mean thats where stay th stayed. In this journey, do you see a fix . The government, the president wants to put more is asking for more pomoney to put at it, t is more money the answer . That is such a good question and youre right. The president said he wants to do everything he can to bring this under control. But more Law Enforcement to deal with the problem is likely not the answer. We need to start to control prescribing and we need to make sure that the millions of people across this country who are addicted can get access to treatment and thats what our concern is about. I think whats most surprising to us is the stigma around this disease. If we dont change the conversation, its at our peril. As long as we think it can happen to everybody else but it wont happen to us, that changes the way we respond. The truth is it happens around us. To us, our fam leerily, our lov ones.
