This is why this is important. The president said he embraced the House Republican plan that Speaker Paul Ryan and others rolled out. To bring on some of those conservatives who dont like it, he has since said hes open to making changes in it, looking specifically at medicaid, essentially ending that or rolling it back sooner. That has all types of implications for the bill. A, it is going to if that were to happen it would mean more people are not covered sooner, which is of course a problem. But paul ryan, the speaker of the house, was hoping the president would endorse the whole plan and not make any changes, because if you take out one small thing it creates other issues, particularly in the senate. So this is also under negotiation. The fact that this president says hes open to negotiating is actually worrying some republicans on capitol hill, because they believe it could make it more difficult to pass in its entirety. So as he meets with House Committee chairmen later this hour of course hell be talking about that. Kate, this is an example of how the sausage is made here, the legislation is made. Often, as you know, its pretty. Its not pretty and its starting to look even tougher and tougher, sausage is tough to make in general. Also this, jeff, the first jobs report out this morning under President Trumps watch. 235,000 jobs added to the economy. The white house is celebrating, no doubt. Reporter the white house is celebrating. They are saying this is one more example of the success that he has in office, this 4. 7 Unemployment Rate. But its the same factors that go into this that this president has often said was a hoax, and he has often criticized. Lets look back. Every time it comes out, i hear 5. 3 unemployment. That is the biggest joke there is. Dont believe those phony numbers when you hear 4. 9 and 5 unemployment. The number is probably 28, 29, as high as 35, in fact i even heard recently 42 . The unemployment number, as you know, is totally fiction. If you look for a job after since months and you give up, they consider you statistically employed. Its not that way. Reporter now, kate, again, these are the same numbers that he was talking about then, as the white house is claiming responsibility and smiling about today. So just a sense that, you know, what goes around may come around. Of course i can promise you, White House Press Secretary Sean Spicer will be asked why the president believes these numbers now and didnt a year or so ago. Hell be holding his briefing later today. Also this breaking news, in the investigation into President Trumps explosive claim that president Obama Wiretapped his phones, congressman adam schiff, the top democrat on the house intelligence committee, just spoke to our manu raju about what congressional leaders are learning here. Reporter i had a chance to talk to him after this meeting that he had with other top members of congress with fbi director james comey in a classified setting last night. I asked him specifically, have you seen any evidence yet of the president s stunning charge that president Obama Wiretapped him last year . Take a listen. Is there any evidence to substantiate what hes been saying about president obama spying on him . I havent seen any evidence whatsoever to substantiate that. And i think when sean spicer isnt even willing to talk about it, you know theres a real problem. Reporter do you think that the march 20th hearing, comey will be prepared to talk about this issue . Hes certainly prepared for the question. And i dont see any reason why he cant answer it. He may even welcome the opportunity. Reporter so its interesting, kate, because that meeting, that classified briefing last night, the members came out very tightlipped. So we can only read from their signals about exactly what they discussed. We know privately that from our sources at cnn, that fbi director comey was concerned about the president s charge over the weekend, and schiff there saying that perhaps james comey would welcome the opportunity to discuss this at the march 20th hearing suggests perhaps that comey may back down the president of the United States when they talk, and also not seeing any evidence, you have to assume in that meeting they discussed this rather surprising charge at that meeting. Also, kate, he would not discuss or comment at all when i asked him did he see any evidence of connections between the Trump Campaign collusion and russian officials, he said im not going to comment on that issue either, an area comey is also exploring they moment, kate. Definitely, it definitely suggests the adam schiff has the sense that james comey has something to say at the march 20th hearing, an important detail you just got out of the top democrat in house intel. If we can change gears to health care, this interparty battle about health care, republicans leaders just this morning after hearing from the white houses openness to negotiations on this key portion, it sounds like Republican Leaders are pushing back against that already just this morning. Reporter yes, thats right, House Majority leader Kevin Mccarthy made it clear he does not think its a good idea to change that aspect of the bill. Why . Because its a delicate balance right now to appease conservatives. Youll put off moderate members like charlie dent of pennsylvania who is concerned about how aggressive the bill is currently when dealing with medicaid. Expect that to be a problem in the senate too if they go that route, which is why youre hearing pushback right now, kate. Maybe the timing of showing that willingness on the same day when paul ryan held his ted talk saying this is the best thing weve got and moving forward with it, that has something to do with it. The white house is saying it was unaware former National Security adviser Michael Flynn lobbied for a turkish businessman while working as an adviser to Donald Trumps president ial campaign. On tuesday flynn filed paperwork identifying himself as a Foreign Agent. The Vice President had a different reaction. Lets go to cnns jessica schneider. What are you picking up . Reporter kate, these are actually the documents that were filed on tuesday with the justice department. They disclose that former National Security adviser Michael Flynns company, the flynn intel group, at the height of the election it received a 530,000 contract with a Consulting Firm in the netherlands. The exact project was actually to improve u. S. Business confidence in doing business with turkey. Well, as late as september and october of 2016, as the retired Lieutenant General was appearing at Campaign Rallies with thencandidate trump and advising him, mike flynn was meeting with turkish government officials in new york, weve learned. The disclosure just filed states that no fees were actually paid by a foreign government, just that dutch Consulting Firm. Nevertheless, flynn waited until just this week to file that mandated paperwork with the department of justice that he was operating as a Foreign Agent. So the question is now, why did flynn wait so long to file, and what path did the Trump Campaign and the Trump White House know about all this . Vice president mike pence was asked in an interview. Hearing that story today was the first i heard of it. I fully support the decision that President Trump made to ask for general flynns resignation. Reporter youre disappointed by the story . When you see this news, a National Security adviser registering as a Foreign Agent for work that he did prior to the election, should the white house, should the thencampaign and those who ran it, should they have known about this . One would think so. I dont know the details of this case involving general flynn. I will say this, in washington there are lots of temptations for recently departed government officials. There is lots of money being offered, consultations, all kinds of job offers. We all have to keep it clean. Dont cross the streams. Either you do Public Service or you do consulting. There is nothing wrong with either one. But when you mix the two, it creates all kinds of problems, as were seeing. Just dont go there, as a general rule. Speaking of Trump Administration staffing, i think its very important for our audience to understand, you are recently retired as americas longestserving diplomat, 40 years you worked as a Foreign Service officer. Thats right. Your expertise is russia. Just first and foremost, why did you leave the state department . Oh, it was time. 40 years seemed like a good round number. I want to make it clear, no one in the new administration asked me to leave. So this was i wasnt forced out and i didnt resign. I just retired. I thought it was time. At the time, as you depart, where staffing stands right now, today is 50 days into this presidency. Key posts like the number two position at state, ambassador, the number two positions at defense and treasury, they remain vacant. From your perspective, your years in service, what is the real impact of that . It means the u. S. Government doesnt have a capacity of senior people to deal with unexpected crises if these come up. And things do go wrong. Thats the nature of the business. Usually and in past administrations, when an incoming team wants to make changes, its their right. But you usually ask the people who were in place to stay in place until their successors are named, thats what the Bush Administration did with the clinton holdovers, thats what the Obama Administration did with the bush holdovers, and its a good practice. Keep the people around, or most of them around, until the new ones are there. That means you dont have a gap and you dont have a lot of acting people in difficult positions. So i hope that pipeline is filled with names and i hope that people start coming out and getting confirmed. I want to ask you about russia and this president s position on russia. He wants a warmer relationship at the very least, weve heard him say that. What do you think the one thing this president needs to understand . What is your advice if you were still in your old post . Theres nothing wrong with seeking areas of Common Ground where we can work with the russians. President bush tried that, president obama tried that, and they had some progress. But i would say a couple of things. One, keep your expectations under control. We have real differences with the russians. And cooperation often doesnt end up making your high hopes. There are some limits. The second thing to keep in mind is that we shouldnt pay the russians in advance for the privilege of cooperating in areas that should be ones of common interest. Dont give them advance presents, dont cave unilaterally as gestures of goodwill. Theyre apt to misinterpret that not as a sign of goodwill but as a sign of weakness. By all means try to work with them but keep your interests in mind. The fbis Counterintelligence Team is examining a possible link between a computer server belonging to the Trump Organization and a russian bank. Jose pagliery is here with me now. Whats happening here is this russian bank, alfa bank, was repeatedly looking at the Contact Information for the Trump Organization server in the United States. Its like looking up a phone number. But it did that 2,800 times last summer. That sounds like a lot to a layman. It does, but put it in context, the computer scientists found this was 80 of the lookups. So all these lookups are happening, and 80 of them are coming from a single bank. When they looked to see who else is doing these lookups, the rest came from Spectrum Health here in the United States. Most people may not know Spectrum Health, its led by dick devos, the husband of betsy devos, now the education secretary. So its raising questions, were there links there, were there communications . Any accusation of wrongdoing . No, not at all. All we know is that servers are acting strangely. Computer scientists have said, this is weird, its not really being explained. We reached out to all the players involved, the Trump Organization, alfa bank, Spectrum Health. They all have theories but no actual explanations. Alfa bank says maybe we were doing these lookups because we were receiving spam marketing from trump hotels. Fair point. Except they couldnt produce a single email that summer. There are competing theories about whats going on. We all have questions and no answers. Thats why the fbi continues its investigation. Thats right. I started by asking the new York Lawmaker about the concerns regarding this latest Russian Investigation news. We have to allow the fbi to do their investigation. We also have two oversight committees, one in the senate, one in the house, that are investigating into the russians contact with the campaign and the administration and their interference in our elections process. So i was a prosecutor for 12 years before i came to congress, kate, so i would allow them to let them do their work. Ive heard some reports that the activity didnt seem so unusual. Ive heard other reports that say this is of great concern. So i have great trust in the fbi, director comey. I would allow them to do their work before we reach any conclusions. Congressman, the big issue youre facing on capitol hill is health care. The House Speaker just yesterday said, this is the closest we will ever get to repealing and replacing obamacare. Do you agree . Are you on board with your leaders . You know, kate, i have always said throughout this whole process, i think our Health Care System is broken and needs to be repaired. There are some great things that are coming out of this document now that were seeing for the first time yesterday. People have been speculating what was going to be in it. Now they know well protect people with preexisting conditions, well protect young people until their 26, people starting their careers later in life. We know were not going to allow Insurance Companies to discriminate against women and charge them higher premiums than they do men. All these things are good things. Ive said all along what we have to do is to make sure we help the people who are harmed by the Affordable Care act, because so many people were, and at the same time dont harm the female who are helped by it. We have families paying astronomical premiums and have high deductibles, they have insurance, they just dont utilize it, its too expensive to utilize. You wonder if you can do both of those things, help the people that were hurt by the bill and not hurt the people that are helped by obamacare. That gets to the spot youre in, youre in a tough spot. Your District Voted for President Trump. But many constituents have also benefitted from the Medicaid Expansion in obamacare. What do you tell your folks back home right now . Im doing more listening than i am telling them. Ive listened to scores of constituents. Monday im holding a roundtable with doctors and hospitals and hear about their concerns. Im very concerned about our seniors, if were going to allow Insurance Companies to charge seniors five times the rate they charge younger people, right now the law is you can only charge them three times as much. So i have great concerns. But im listening to people before i make a decision. The bill is not going to be perfect, kate. So i have to decide whats best for the 740,000 people that i represent in new york city, not whats good for the Republican Party or whats good for the rest of the country. Its interesting you say youre going to be meeting with a roundtable. I have seen a lot written, congressman, about your constituents, saying they want to see more of you. They want to meet with you more in person, there have been protests outside your district office, some jokingly putting up missing signs for you. Are you avoiding town halls over there, are you avoiding constituents . Not at all. Ive had scores of individual meetings and Small Group Meetings in my Office Every Day that im back home. Im here a lot but every day back home. I had 150 members of the chamber of commerce coming to Exchange Ideas about tax reform, immigration reform. The event was taken over by professional protesters, 40 of them had to be taken out. Nobody got to ask questions or Exchange Ideas with me. Im not going to put those people through it. Im an elected official, ive been in Public Office for 25 years, i can take the hit. Its unfair to those people who come out on a rainy night, want to hear what i have to say. Ive been doing Teletown Hall meetings where i spoke to 14,000 families two weeks ago, 2009 comfort of their home, people with childcare needs, caring for elderly parents, were able to participate without disruption. When the rhetoric calms down, when the people who want to just obstruct stop obstructing, i will do it again. Those people might say they arent being heard by you. They are being heard by me. I have had protesters come in to meet with me one on one or in small groups. Its unproductive for people who are there to hear ideas and voice their concerns and they dont get the opportunity because of people who protest and disrupt the event. The white house is open and privately pushing the idea of ending the Medicaid Expansion even sooner than Republican Leaders have proposed. What do you say to the president about that . I dont think thats a good idea. One of the good things about the proposed bills now is that all the people that are on medicaid and who benefitted by Medicaid Expansion will be grandfathered in in perpetuity, they will be protected. In fact theyre going to allow people into the Expansion Plan for another two years. Thats the debate right now. Right. Thats kind of the core. This is a major, a major divide. If you game this out, congressman, leaders cant get more conservatives on board unless they cut that date shorter. If they do that, they lose you. So whats the solution . Leadership will have to figure that out. But im not alone. Theres many moderate republicans who are concerned about the people who are helped by the Affordable Care act. And most of these people are hardworking people who just dont earn enough to pay for their own insurance or dont get insurance from their employer. We have to make sure that were not pulling the rug out from underneath those people. Right. We have to make sure, again, im not an economist, but there are people who believe 23 keep those people on the Expansion Plan long enough, with the economy growing, they will actually phase out because their income levels will raise, they wont need to be on medicaid at all. Thats not a bad thing, getting the people off medicaid. You say there are great things in this document but you have great concerns. Are you yes or no on the bill thats out right now . Im an undecided. Ill meet with my constituents, listen to the hospital people. The hospitals are very concerned. Ill listen to the doctors who actually do this day to day and can tell us how this is affecting their ability to care for their patients. Health care should be between a patient and a doctor. Governments role in this is just to make sure people have access to health care. And everyones entitled to access. And my goal is to, again, make sure we help those people that were harmed by the Affordable Care act and make sure we dont harm those who are helped by it. Well, i think its important for the public to understand as this very fast process moves ahead, there are really two battles that the republicans are targeting. One is, as they talk about replacement and repeal of obamacare, shifting subsidies away from lower income people, folks who have higher cost insurance, to really wealthier and healthier folks, but certainly less for Older Americans and allowing Insurance Companies to charge Older Americans five times the rate of a younger american, but in addition to the Medicaid Expansion which you just mentioned, which now about 14 Million People have taken advantage of in 31 states across this country, there is actually a fundamental shift in the underlying medicaid program, which has been in place for 50 years and may be the most Important Health safety net under disabled people, Older Americans in nursing homes, moms and kids in every state in the country. Governors rely on this federal partnership. And capping that program and over time dramatically reducing the federal share of that program is going to impact state budgets well beyond those states that have expanded medicaid. President trump, as theyre working through this, and obviously theyre far from the end zone at this point, but President Trump, were told hes already talking about a fallback plan. The fallback plan would essentially be to let obamacare fail on its own and blame democrats. So if this fails, its on you. What do you say . Republicans at this point own all the real estate. They have the house, the senate, and the presidency. So i think its really difficult to say somehow this is the fault of the Minority Party which cannot even offer amendments, as we saw in the two committees. I think that there is no evidence of a death spiral or obamacare failing on its own. There are about 11 Million People who signed up again this year. I was just with pat garritty with the florida blues, florida hasnt been a friendly state, they havent embraced medicaid, they havent fully come into the bill. Pat garritty ended up open enrollment this year with 1 million floridians signing up in the exchange, just that one program in one state. I think its evidence that people are eager for health insurance. Most consumers are not seeing the great increases, their subsidies actually help cover those. There are rate increases. On the death spiral bit, thats clearly up for there are very differing opinions, paul ryan made clear yesterday, using the quote from one of the Top Health Care Insurance Companies ceos, saying obamacare is in a death spiral. Some of the markets are fragile but theyre certainly not fragile across the country. The pullback of advertising at the end of open enrollment and the instability, promising that this law is going to change dramatically and not having a clear vision, is adding to the instability, not helping it. I do recall as this is now playing out, i remember very distinctly when obamacare was passed, the Affordable Care act was passed, that the administration was very resistant to the moniker obamacare until the administration decided to embrace it. What do you think this version should be called . Well, i frankly hope this version isnt called anything. I hope by the end of the day we have a different kind of bill, because i think this bill, if it were to pass all the way through the house and the senate, would make sure that millions and millions of americans who desperately rely on Financial Security and health care lose their coverage, and that we shift back to a point where americans no longer can take care of their families and know where theyre going to get their health care. So i dont know what at the end of the day, i would love to see an opportunity to get a cbo score, to look at who gets insurance, who gets helped, have subsidies that actually look at peoples income in addition to the cost of insurance, and where the needs are, and then make sure that we stabilize this. Do additional people need some help paying their premiums . You bet. That would be a great idea. But taking that coverage away from some to give it to others, im not sure is the best way to go. Youve got a very similar report coming out for february 2017 as you had for february 2016. You look at republican statements from then to now, it looks like a whole different world. Theres some politics behind this, huh . Of course. If i were the Trump Administration i would be saying, thats great but not good enough, we need more growth, we need higher job growth, we need to bring up that number that trump mentioned repeatedly during the campaign that of those out of the workforce who are alienated, particularly middleaged men that are in pretty rough shape these days when it comes to finding good employment. Thats what trump should be focused on. We need a tax bill. We need to reform obamacare. We need to not be satisfied with that number. I feel like im not hearing that good advice, senator, from republican statements ive seen. John, you probably were involved in crafting many a jobs report reaction statement for max baucus. Whose jobs report is this, who gets the credit . The Trump Administration says of course its the optimism from this new administration that is leading to this jobs number. Right. I think as you pointed out, kate, these numbers are very consistent with the numbers that came out last february and actually the february before that as well. The administration is going to take credit for the job numbers because they any president would. Any president would. They are good numbers, so thats good for america. But i agree with senator santorum, i would take a more measured tone from the white house. The last couple of weeks have been rough for them so theyll highlight any positive news out there. I dont know, kevin madden, is this positive news or not positive news, the status of where these Health Care Negotiations are coming from capitol hill . The news out this morning, coming from last night, the president is signaling privately theyre open to negotiation on one of these key portions of this bill, when you sunset the Medicaid Expansion. The fact that the white house is signaling that now, does that help or hurt where this bill goes . I think its a nod to reality, kate. Ive worked on capitol hill long enough to know that no bill gets proposed and then passed in its original form from start to finish, thats just very rare. The market that there will be changes and there need to be changes and theres a long process ahead for finally enacting this Health Care Reform that republicans have promised as part of repeal and replace, you know, thats just whats going to happen here. I think whats more important is the fact that whats really going to help this process along is the engagement from the white house. So the fact that President Trump and Vice President pence today are leading a panel to talk about the Health Care Bill and what they do or what they plan to do to support it, thats really important, particularly with the president s salesman abilities with constituents of congress across the country and particularly with Vice President pences relationship with hill conservatives. Those two components will be crucial in the weeks ahead. And going to be tested in the weeks ahead. Kate, as you know, we had disagreements amongst democrats in putting this bill together. But i think the big difference is, when we were putting the aca together, we had weeks and months of discussions amongst our caucus, with republicans, with key stakeholders. And that made the members in our party and in Congress Much more educated on health reform. I think ultimately it made it easier for us to bridge the differences that we had within our caucus over things like the public option, which were real differences but at the end of the day i think they understood health care better. The house participates in that process too tangentially. But if theres one thing i would say, pass something. Youve got to get this thing over to the senate. And dont worry so much about the next race and running your next race. Worry about running the government. This is an opportunity for republicans to make good on their promise.
