Sadly, we begin with grim stories, a place of calm and peace turning to a scene of mayhem. Two men storming into a jerusalem synagogue today, attacking worshippers with axes and knives. Police say all four killed were rabbis, three of them israeli americans. This deadly rampage left at least six other people wounded. Police shot and killed both palestinian attackers. Now, because three americans were killed, the fbi will now launch an investigation. Were going to bring you a live report from jerusalem ahead but first we turn here stateside to the state of emergency in ferguson, missouri. On orders of the governor and Police Vigilance in citys nationwide on the urging of the fbi. Those precautions come in advance of a grand jury decision on whether or not to indict officer Darren Wilson in the Fatal Shooting of teenager Michael Brown. We all remember the death of the unarmed teenager back on august 9 and how it triggered weeks of protests that sometimes turned violent. Authorities are determined not to have a repeat of that unrest. Now, the question is, are they going about it the right way . I have two excellent guests today, im joined by michael balboni, a former new york state Homeland Security director and also Susan Johnson cook is a former u. S. Ambassador at large for International Religious freedom and, of course, a community leader. You know, i was thinking we were talking about this just a moment ago, just before we went live here. We have the benefit this time of forethought. We have an advantage, we can prepare, but i wonder what the message, michael, well start with you, thats being sent by issuing a statement of emergency in advance. I understand its a preparation but you have to wonder what the optics would be. Then also, sending in the National Guard or at least readying the National Guard. Its all about resourcing. Its also about communication, being able to talk to the folks in the communities ahead of time say heres our plans, heres what were going to be doing. The key in these types of situations is to set up protest zones and secure zones to make sure that you have to Community Aware of whats going to be happening. You can understand peoples concern after the last incident but its important to begin with information an communication. Theyre ramping up quickly. I think part of it is that they have a lot of different jurisdictions that are there bringing together its not like new york city. Thats proven problematic before. Coordinating different jurisdictions is always problematic but its about anticipating whats going to happen but telling the community what youre going to be doing. So on the part of the community, does this send up regular flags. First of all, let me give my condolences to my rabbi friends and family who were killed in jerusalem but my condolences to Michael Browns family as well because there are families at stake here. And thats an important thing to remember. Theres an individual and family that was involved in this so it sends up red flags. Were talking about response, relationships and america doesnt want to deal with the race issue. So it sends up red flags when you have 68 of your population who are africanamerican. Yes. Its inciteful but theyre trying to have something the only time the National Guard comes is when theres a storm. When theres a problem. So youre sending them ahead of time. You equate it with trouble. We had the police chief of cincinnati on new day this morning. He made a really interesting statement. He said its not right to react to an emergency situation like what we saw in ferguson and then try to establish a relationship . The community. You have thief relationship the jump. Thats something the two of you were talking about. The need for this cos i haveness. What would you advice . Because i know youve been in a situation where youve had to depl deploy military personnel. How would you advise officers who are standing by to go to ferguson . You have to recognize the assets you have. National guard a fantastic opportunity to restore calm and rebuild communities and help in natural disasters. But theyre not Police Officers. They havent been trained in sensitivity. Thats very true. Theyre going into something thats volatile. Have they been trained to be sensitive . They have weapons against people who do not have weapons and theyre going into something already volatile so now what happens . Is it another kent state do they start shooting at innocent them . The optics are important because tear gas, things like that, very, very bad. Theres all sorts of nonlethal and different types of strategies. Mounted patrols are much more effective but you have to have communication back and forth you have to talk to Community Leaders and say this is how were going to respond. But the real issue becomes why is it taking the grand jury so long to meet and give a response . We cant get away from that. We have eric garner in new york, we have Michael Brown in ferguson. Whats taking so long . So when you send the optic of National Guard coming in, what happens . It sounds like a decision has been made and youre waiting. To be fair, they have until january 7 so they can we dont know what kind of information and what details and what witness that theyre getting. They have a time and theyre allowed to deliberate on this and we hope they make a prudent, rational decision and not rushed to judgment. Heres something i do want to ask you about susan because i know it seems in a way theres a bit of an us and them and then theres the folks in the middle. The folks that are business owners, the parents of School Age Children that are worried this decision will impact their childrens safety to get to and from school. How do we get all of these people together . Well its about relationship build not guilty to and in the future. We have to look at the long term impact as well so people who are affected, yes, there are people affected from whats already happened and people who are going to be affected in the future. How do begin longterm relationships, youre talking about restoration, relationships, how do you have that . With Community Leaders, you had reverend jamal bryant on, you have to deal with the churches, the civic organizations, the naacp has had a presence there. So begin to begin the relationships now. President obama for his part has condemned these attacks saying there can be no justification. He added at this sensitive moment in jerusalem, its more important for israeli and palestinian leaders and ordinary citizens to work cooperative to lower tensions, reject violence and seek a path towards peace. Its been very tense since about 7 00 this morning when this attack took place when these two palestinians from East Jerusalem burst into morning prayers and killed those four people. There were actually about ten or possibly a dozen people inside this synagogue, six remain in very serious condition, one of them was one of the Police Officers who responded to the calls for help, arriving on the scene just seven minutes after it happened and, of course, they were able to kill those two attackers but we are expecting the israeli Prime Minister benge men netanyahu to make a statement in about 1 15 fro now on the situation in jerusalem which, of course, is very tense. He has come out and said that they the Israeli Security forces will be demolishing the homes of those two palestinian attackers. He has come out also earlier in the day condemning what he callcall called incitement by hamas as well as the Palestinian Authority led by president mahmoud abbas. So certainly were expecting some sort of further, plan nation as to what israels steps will be. Its important to keep in mind that these attackers dont come from the west bank, they dont come from gaza, they live within an area that is under full israeli control, michaela. Quickly, im wondering, ben, if you can give us an understanding that the authorities believe these were lone wolf actors if you will. But we have also been reporting here in the last few weeks of other similar attacks. Yes, weve had a variety of attacks. In fact, six people have been killed in the last few weeks by what are being described as these lone wolf attacks. Attackers largely from East Jerusalem with no apparent affiliation to any radical palestinian organizations. And this is what makes it so difficult because under normal circumstances these t Israeli Security forces intelligence who are quite capable have a lot of means at their that they can use to watch and follow people. When it comes to judges who are just acting on their own its very difficult to anticipate any possible attacks. Ben wedeman, our thanks. Ambassador prosser is here with me in studio. Our condolences certainly have to be given. What a terrible day. Weve heard the reaction of Benjamin Netanyahu saying he is going to respond and that israel will respond with a heavy hand. I think theres such concern about a new level of conflict, but what do you expect that heavy hand to look like . First, lets look at the facts. Just think. In less than a month six terrorist attacks against israelis. Trains, streets, the Palestinian Authority putting cartoons on their official sites calling the ram jews. And if you look at today, basically innocent israelis can not find sanctuary. In a house of worship. In a sanctuary of a synagogue. And you saw with american citizens and british it is zinns. Terrorism doesnt have borders, doesnt know nationalities. And i have to tell the American People and everyone else, look israel is on the front line from encounter this terrorism from hamas, hezbollah, from all the radical elements. If youre not with us today youll find terrorism on your doorsteps tomorrow. And we are already seeing the terrorism working its way around the world. What do you expect the reaction to be like from your country . Well, first and foremost, every Prime Minister, every president , the first thing he has to do is protect his citizens so i think you see a reaction trying to protect israeli citizens, which is quite obvious. But the point that i want to make which is really important is the incitement. Because the inclimate issue continues day in and day out and we can see that in the Palestinian Authority on hamas calling for a day of rage. And those are the results because people come and listen to this, so you have israel and the Prime Minister on the one hand with kerry and King Abdullah and jordan, Prime Minister netanyahu stand iing tl and saying, hey, no changes on the temple mount and the other side inciting. Weve tried to explore this many times here. How do you counter the inciting of an ideology . Because you can destroy a people but the ideology will continue. Thats true. But what do you have . You have to make sure that terrorist organizations like hamas, hezbollah, isis, boko haram and nigeria, they all have an ideology going out against the values that we all cherish, americans, israelis, everyone in the world. We cant make a differentiation. We have to really stick very strong and counter it everyday. Because at the end of the day only through education we will be able to change something. To that end. Theres no we are in for a long haul. True. We here in for a long haul understanding that there are powers and terrorist organizations with ideology trying to take us down. And if you look after 9 11, the terrorist acts after 9 11 have increased by five times as much around the world. So we all have to stand very strong, not making any discounts, not blaming ourselves, but making sure those that those terrorists are going to be attacked and stopped before they reach our doorsteps. Lets listen. We know that two attackers senselessly and brutally attacked innocent worshippers in a synagogue during their morning prayers. Obviously we condemn in the strongest terms these attacks. A number of people were wounded and four people were killed including three american citizens so for both nations, israel and the United States, our hearts go out to the families who are obviously undergoing enormous grief right now. Secretary kerry has spoken to Prime Minister netanyahu, president abbas has strongly condemned the attacks. Tragically, this is not the first loss of life that we have seen in recent months. Too many israelis have died, too many palestinians have died. And at this difficult time, i think its important for both palestinians and israelis to try to Work Together to lower tensions and to reject violence. The murderers for todays outrageous act represent the kind of extremism that threatens to bring all of the middle east into the kind of spiral from which its very difficult to emerge and we know how this violence can get worse over time. But we have to remind ourselves that the majority of palestinians and israelis overwhelmingly want peace and to be able to raise their families knowing theyre safe and secure. The United States wants to work with all parties involved to make that a reality and isolate the kinds of extremists that are bringing agent this terrible carnag carnage. That was moments ago. The president speaking about the horrific attacks at a synagogue in jerusalem where three american israeli rabbis and a british rabbi were killed brutally in an attack. Several other people. He also mentioned the secretary of state has spoke within Benjamin Netanyahu. John kerry for his part calls the attack an act of pure terror and senseless brutality and murder. Right now we want to turn to a headscratcher. Weve seen this situation play out a few times here now. A young American Woman under arrest at this hour after claiming that she is a recruiter for isis. Heather kaufman 1 her name. She is charged with lying about ties to her terror group. Deborah feyerick is here with me now. I think this mystifies so many people. What more do we know about this young woman. Shes 29 years old. Its interesting, shes charged with making false statements that promote international terrorism. And so she may have exaggerated her actual ties to isis, but 29yearold Heather Kaufman lives in enrico county, virginia. According to a criminal complaint, she describes herself almost as a recruiter, telling an undercover fbi agent shes able to arrange travel to turkey so a wannabe jihadi can meet with isis facilitators and she describes the facilitators as legitimate isis contacts who can arrange training and enter into syria for anyone to join isis and die in battle. According to the fbi, she tried to recruit two people in the first case it was a man that she claimed was her husband whom it appears she never met but who said that he wanted their future son to be a mujahadeen. Well, the man changed his mind, he stayed in macedonia instead. The second was this undercover fbi agent. He was part of an operation that developed that summer after fbi agents executed a search warrant on the womans multiple facebook accounts. They suggest she was becoming more and more radicalized and supportive of isis. She posted images and quotes calling the virtues of mujahadeen, claiming she loves isis. So there was a lot going on with this young woman, those accounts were deleted because of her views. When she was confronted she denied the activities. Federal agents said lying to federal officials is a crime and thats what she was charged with. Heres a question. When you see theres smoke, is there fire . Is there anything to substantiate her claims that she has these ties or is this somebody making a lot of noise . Thats whats under investigation right now. The fbi executed a search warrant on the facebook accounts, their key thing was finding out whether or not this woman had a legitimate network because thats what they wanted to know. Who shes speaking with, can she make the move for somebody who says i want to go fight to say okay, i have a guy who knows a guy. Squots thats what theyre looking at. Ultimately they didnt charge her with that, they charged her with making false statements. Shes got a hearing tomorrow, correct . She does. What happens . The journalist and publicist says it happened 45 years ago when she was just 19 years of age. She spoke to alisyn camerota, my colleague on new day earlier today. We went up to his suite and he knew that i liked to drink bloody marys and he topped them off with a bit of beer which he called a red eye and i drank one of those and, which he made for me, and the next thing i remember is being on his couch with him taking my clothes off. And feeling very drugged and very hazy. So he took your clothes off and then he sexually assaulted you . No, first i said to him he was starting to and i said i have an infection. I thought i was being clever. I said if you have sex with me your wife will know, shell catch my infection. And he very quickly made me give him oral sex instead. Which was horrible. And, joan, why didnt you go to the authorities . Why didnt you go to the police . Who was going to believe me . Its he said she said. Bill cosby is mr. America, hes the perfect father, hes the perfect husband, his image is clearer and whiter than the whitest snow. Whos going to believe me . Theyd think i was out for something. I didnt think id be believed. Hes a serial rapist and i dont believe serial anythings quit what they do. I think they do it until the day they die, until they continue do it anymore. Cosby is now 77 years old. We need to point out, he has never been charged. His lawyer released a statement on sunday. We want to read it to you. Over the last several weeks, decadesold discredited allegations against mr. Cosby have resurfaced. The fact they are being repeated does not make them true. Mr. Cosby does not intend to dignify these allegations with any comment. Miss tarshis joins a growing list of women who have come forward. Another accuser, barbara bowman, has been out spoken. Sunday she appeared on cnns reliable sources and said shes disturbed that cosby is in talks for a new show on nbc. The fact that he has a show coming out, perhaps, this summer in my opinion is a little bit on the irresponsible side of a network to be endorsing. You think nbc needs to back away from the programming theyre developing . I think they need to take a good hard look at what is important to them and with the allegations its not that its just me, theres 13 of us on record that were going to testify in a court of law. There are others. It is a big deal. What happens is victims dont come out. They dont talk. Theyre ashamed, theyre embarrassed, theyre scared, theyre intimidated, theyre pushed into darkness and shame and fear by the perpetrator. Our cnn media correspondent Brian Stelter is here with me now. We were watching this and shaking our heads. Theres so many things i can talk to you about but lets talk about the Business Aspect of this. Nbcs planning a show. Netflix is in work with a show with cosby. That puts them a tight position given all of that thats in the atmosphere. Its a conundrum. Netflix faces it more tightly, its supposed to premier the day after thanksgiving. Maybe they wont promote it as much as they were going to. How do you think it will be received . Cosby has a lot of fans out there. Some fans might want to support him more than ever throughout this so i think it will do just fine but netflix never releases ratings so we never know how these things perform. The tougher situation is for nbc because nbc started developing this project with him many months ago. It was a big deal and still could be a big deal for the network. The return of bill cosby. Is a big sitcom, hed be the grandpa on a cosby show style series, multigenerational family sit come. It might be like modern family with cosby at the center. The network hasnt gone very far down the road, they havent produced a pilot episode so it would be easy to walk away but its a pr nightmare for them aside from the other nightmares in this story. Absolutely. I was thinking about the notes of family and all of that with these kinds of allegations out there. You and i both honed in on one interesting thing that joan tarshis said. When she was you didnt get to hear it but i was there during this interview this morning on new day and the thing, when she was asked by allyson, there are people that think she wants money, is trying to embezzle him. When asked what she wanted to come out with this, she said she just wanted to be believed. She wants her story to believe believed and the other womens stories to be believed because in the past for decades these stories werent believed. They didnt get as much Media Attention as theyre getting now. Somethings changed. Many things have changed. Theyre getting attention now. Thats the kind of thing nbc couldnt have expected ten, 11 months ago when they developed this show. Even those these allegations have been around for years thaurks go away, resurface. Is this time different . It does feel different. But i think lets take the nbc situation one step further. If they walk away from this show, if they walk away and dont produce a pilot or put it on television, they probably owe cosby a lot of money. Often times in these contracts the stars will get some payout if it doesnt go forward. Keep in mind, as youve said in the beginning, he hasnt been charged so its a very thorny situation. Well talk about it and hopefully you can work your sources. By the way, cosbys silent, so is nbc. Absolutely. Well take a short break here at this hour. Ahead, they are brutal terrorists. Heres the question, should the u. S. , should our administration negotiate with isis to win the release of hostages . This is a top question. Well try and look for answers next. Heres another question youve probably been pondering around the dinner table. Is College Worth it . Well look at why College Tuition has been so high and the tough choices facing parents and kids. Peter kassig, of course, the aid worker beheaded by isis talking about her son one day after we learned kassig had been murdered by the terrorists. Were learning the president has now ordered a review on how the u. S. Handles hostage cases. We know that isis is Still Holding at least two western hostages, one of them is british journalist john cantlie. But the u. S. Doesnt pay groups ransom like ransom to groups like isis and we know that neither does the british government. We do know that some European Countries do, however. Those countries are believed to include germany, france, italy and spain. However, the Foreign Ministers of those countries have denied that they pay ransom to terrorists. We want to discuss this with the director of the Allison Center for Foreign Policy studies at the heritage foundation. First of all, i think we can both agree its heartbreaking to see the press conference of peter kassigs family having to address the fact that their son has been brutally murdered. For any family to lose a loved one this way in such a horrible fashion in front of the whole world, it just tears you apart. It really does. But lets talk about the fact that now the president is said to be considering looking at this policy and reviewing it. Where do you stand on this . Do you think the no ransom policy is part of what should be reviewed or do you have concerns about that . Well, i think that the review of the policy, all of our policies, needs to happen periodically. Particularly on something as gut wrenching as this type of situation. So the fact that theyre doing the review, i think, is a good thing. I personally do not believe that we should change our policy and begin to try and ransom people. But there are situations where, you know, not all of these things are exactly alike. Theres a difference between isis and, say, some of the groups that are in latin america that, frankly, do kidnapping solely for business purposes. And there a ransom might be more appropriate. With somebody like isis, absolutely not. One of the points that we hear made repeatedly is that those ransoms in fact, we can show that the u. S. Treasury estimates 120 million has been paid to terrorist organizations, essentially helping to fund these groups. Is that your concern . Well, yeah. I mean, the ransom is part of their funding stream, if you will, on how they run their businesses. We dont want to help these people that are then going to turn around and try and capture more americans or more allied citizens and sort of perpetuate this whole system. We need to fight against these folks. Heres the concern. It must be so challenging. I think that when we watch video like that we saw of peter kassigs parents and we feel their plight and their pain and their anxious wish, if we ever thought we were in that situation most of us think we would be so desperate we would do anything to get our loved one back. How do you deal with families in the midst of the throes of that kind of grief and help them understand what needs to be done . Well, i was not part of the dealings with these folks. I know mr. Foleys family has been very vocal that they did not feel they were treated in a respectful manner, in a manner that gave them the impression that the government was really as concerned about this as they were. We really need to do a better job, and this is not a political thing, all of our government officials need to make sure that they are so conscious of the pain that these people are going through and that they deal with them appropriately. It is just a horrible situation. And we know that part of the review that will be looked at is that the Family Engagement portion, which youre speaking of. In terms of intelligence gathering, do you think that that part of the policy needs to be tweaked . I suppose this kind of thing needs to be reviewed periodically, does it not . It does. I mean, you never know when changing a policy is suddenly going to be advantageous. Not all terrorists are alike so there could be situations where a review would cause us to change. I dont think, though, with the case of isis this is the time to do it. These guys are not there to negotiate, theyre not there to get any political gain. They would see negotiation, particularly by the United States, as a sign of weakness that they would then exploit for their propaganda needs. Such a challenging conundrum that i hope we never find ourselves in having to weigh these issues and thoughts. Steven bucci, thank you for sharing your thoughts with me. I appreciate it. A little breaking news just in. We know today is a big day in congress, a big vote today scheduled for the Keystone Pipeline project. Not one without controversy. Some news in. Our dana bash is joining us. Sorry, dana, im putting too many things in my head at the same time. A little bit of news weve got here. Thats right. Cnn has obtained a statement from independent senator angus king saying he is going to vote no on the Keystone Pipeline. The reason this is important is that the democrat pushing this, Mary Landrieu, says she has 60 votes needed to overcome a fill buster from her fellow democrats. We dont know who those 60 votes are but we keep hearing no votes publicly and this is the latest. Angus king had not said explicitly that he was going to vote no but the thought was perhaps he would go along with Mary Landrieu who would be the one to help her because he is an independent and all about problem solving and coming together and finding compromise. But in the statement cnn has obtained, collusively he said that congress is not nor should be in the business of legislating the approval or disapproval of the construction project. He says he hopes the president does make a decision soon and that if he doesnt then then congress should take over. Who is going to be the yes vote . Landrieu says that shes got it and this is critically important for her because shes trying to prove to the folks back home shes got power and gravitas in washington. Shes in a runoff in december.
