It is called natos most important meeting in more than a decade. The pressure and stakes are made higher by russias actions in ukraine and isis bloody rampage in iraq and syria. British Prime Minister David Cameron saying nato is as vital to the future as it has been in the past. Russian troops are illegally in ukraine. The extremist islamist threat has risen in a new form in iraq and syria. These are two of the threats that we face. Nato is the anchor of our security and over the next two days we must reinvigorate and refocus this alliance to tackle new threats and to ensure it continues to foster stability around the world. This morning we learned a peace plan between russia and ukraine could go into effect tomorrow. That is the word of the ukrainian president. In addition, prorussian separatists say they are ready to call a ceasefire if certain conditions are met. Of course the other major issue fading this nato conference is isis and how nato might help to fight it. Natos chief saying he would seriously consider helping iraq fight the extremists. Michele kosinski is in wales following the details of this meeting called one of the most important in a decade. Michele, ukraine backed off the peace plan yesterday. There was all kinds of confusion. Is there a sense where you are that perhaps this deal is now the real deal . Definitely sounds more serious and at least more agreed upon. Were still trying to get details on what it would entail ourselves. It was confusing yesterday because it was announced a plan had been agreed upon, but then as more information came out, it turned out one of russias demands was that ukraine essentially give up part of its territory and ukraine has said that would be unacceptable. That quickly fell apart. Today the ukrainian president tweeted out that there was an agreement to a ceasefire, but it looks like what will happen now is that ukraine and russia will meet tomorrow in ukraine. They will each present proposals for a peace plan. If they can agree on those proposals and sign the document to it, then there would be a ceasefire effective essentially immediately. That would be tomorrow. Whats unclear still is whether russia is still making these demands about taking over part of ukraine, crimea, including other parts of the east, that it controls now. Thats been the big question mark from the beginning. Is it a foregone conclusion that russia now controls those territories indefinitely or is there something to be worked out where ukraine is going to take them back. Remains to be seen. We also know, obviously, isis and michele, a big topic of conversation there and a great concern globally. Is there any sense beyond sort of the fiery talk that were hearing about substantive action that would make us understand that nato sees this as more than just a regional problem. Right. Good question, because there has been a lot of tough talk, even before the summit started. Were still hearing that, but several leaders have mentioned that, you know, it cant be just about talk. This is urgent. Its a serious threat to European Countries and there has to be some kind of action. So what this will be about is coalition building, laying the groundwork for future action. We dont know exactly what that action will be yet aside from the u. S. Air strikes that have been continuing in iraq, and also Regional Coalition building. So the u. S. Wants European Countries to use their influence, also regionally in regards to iraq and syria and that will be the basis for moving forward. All right. Before sitting down with allies british Prime Minister David Cameron spoke to cnn and made it clear the isis threat is a threat to the british way of life. Many british citizens are believed to have joined isis. The killer does seem to speak with an accent believe to be from the london area and he has warned a british hostage will be executed next. British Prime Minister cameron is unequivocal when Nic Robertson asked him what should happen to isis. President barack obama yesterday ins estonia saying that isis should be destroyed. He also went on to say it should be shrunk to a manageable size. What should it be . Destroyed, squeezed out of existence is the way i would put it. We should be clear what were facing here is this islamist extremist narrative. It isnt just in iraq and syria. Weve seen it in somali, mali, in afghanistan when hosted by the taliban. This is a generational struggle. Something else from that terrific interview that nic did. The british Prime Minister did not rule out the possibility of his military carrying out air strikes against isis, as u. S. Forces have done in iraq. Did not rule out the possibility which is different than saying an enthusiastic endorsement of British Military action. Want to bring in douglas who served as director for iraq at the National Security council during the bush and obama administrations. Ive been reading a lot of the stuff youve been writing about air strikes right now. You heard the british Prime Minister said he would support maybe in the future air strikes against isis. What are the limitations . They seem to be working in iraq. How far could they go in syria . Well thats a complex question. Air power can work almost exclusively by itself when youre fighting an opponent whos attacking. For example, when isis was pushing up towards erbil a couple weeks ago, air power was very, very effective in destroying that almost by itself because someone whos attacking has come out of their position or out of their house or city and moving in the open and a pilot can see them and its very, very easy. Then weve seen air power working in a second role lately at amerli, mosul dam n support of the iraqi forces on the ground, be the kurdish or iraqi. So well see air power used in one of those two roles in the coming weeks. So if not air strikes, then what . Well, air strikes are certainly going to be what the u. S. And other western powers will contribute, but you have to have forces on the ground to push the Islamic State out of the territory thats controls in iraq an syria. I think we may see a very, very Strange Coalition of the willing, including not only iraqi forces, but we saw the pkk which is a Kurdish Terrorist Group out of turkey play a very helpful role in rescuing the yazidis off the mountain. We have a seen iran have a relatively helpful role, although were cautious about that, and there may be other forces that can play as well. But are these boots on the ground, this Unusual Coalition youre talking about, of iraqis and kurds and perhaps iranian advisors going to cross the border from iraq into syria . Who is going to fight isis on the ground in syria . Thats the complicated piece. The poll it ticks in iraq are difficult. The politics in syria are exponentially more so. Its going to be difficult to find the right ally in syria. The force with the military capability, the syrian regime, is politically impossible for us to use and the force we would like to use politically, the Free Syrian Army doesnt have the military might to be an effective partner. Doug glass, president obama and Prime Minister David Cameron together inked an oped in the times of london and in it among the things they say, speaking strongly about it, they list a plan to sort of unite iraqis, the sunnis, shia, kurdish, christian, other minority population, partnerships and training for others who are peaceful and tolerant. This obviously is something very lodge term. Do you think theres value . You see the value in doing that as well . Absolutely. I mean, iraq for all its faults and its very easy for us to be frustrated with iraqi politics, is still the only parliamentary democracy in the entire region. While its extremely dysfunctional and its very, very easy to criticize their politics, its the only regime in the region thats not an authoritarian monarchy of some sort. We do kind of have our cards all in with iraq trying to make it better. Were hoping they form a government in the coming weeks as i count the days, they sometimes count them different than we do, but they should have a government by the middle of next week. You make a good point. A dysfunctional parliamentary democracy but a parliamentary democracy nonetheless. We really appreciate it. Thanks very much. A former editor at the jerusalem report where sotloff freelanced wrote, in the end our selfimposed censorship made no difference. Jamie is an independent Foreign Correspondent and daily beast contributor. So you think, jamie, these blackouts helped isis . Explain that to me. Yes, i do. Because i think were providing a certain amount of control we could take away from isis by, for example, not naming the hostages. As a war correspondent out there i know most of the names of the western hostages at the moment as do my colleagues. But our organizations are keeping to these media blackouts on the grounds theyre being told by governments and security people that will help protect the hostages. It didnt help to protect james foley, a friend of mine, nor Steven Sotloff. What its doing is adding to the drama for isis to be able to name these people when they feel like naming them. As well as its not helping us in the field. There is information that these blackouts are blocking in a way information, realtime knowledge, that some of us need when were going in and out of these war zones. I can think of two or three cases subsequently in terms of operations ive been involved in, that it would have been useful to have realtime knowledge of certain details. But first of all, our condolences with your friend and we want to pass those along to you. I think all journalists and people are reeling over the deaths of these two young men. What about the families . Do they at least deserve to have a measure of privacy . I know that even though they may be aware of the situation, that rest of the world doesnt, and they may not have to be suddenly dealing with us journalists in their face wanting to know how theyre feeling, is there an aspect of that we should consider some. Of course. A lot of us are sensitive to the families and the families are often very confused. David rode, former New York Times journalist who had been abducted in 2008 originally believed the media blackout in his case helped. Recently he kind of started changing his mind and was saying that there are no good choices for the families. Ive tucked to some of the families. They are not sure what to do. Theyre told by employers or security people or governments, a media blackout would be the best thing. Often a lot of these families subsequent believe the blackouts have allowed the governments in particular off the hook, that they could have been doing more if they there had been more public pressure to do more. Governments are very nervous about revealing this kind of information because in one way theres an erosion of confidence, it advertises their impotence in these cases which is why they prefer to keep the lid down on them. A lot of families subsequently are unhappy when they look back about the blackouts. A lot of times secrecy is dealing with countries that do pay to get some of these hostages back. The United States and britain dont officially pay. That kind of secrecy doesnt factor in. What about Steven Sotloff. We just learned he was jewish, he was a dual israeli citizen. It seems awful to ask now, obviously we know what happened in the end, but that could not have possibly helped him as a captive of isis, that information had come out six months ago . Sure. I agree there are certain things, im not saying all information should be provided and there are a couple cases i cant go into where information came out, they could certainly lead to a very quick death for one or two of the hostages. So obviously there has to be a certain amount of responsibility if we think that a certain piece of information is going to result in someone being killed of course we should withhold it and the New York Times published that information and took it out of their piece online because they came to the came to that conclusion that it was very highly dangerous. And theres certain things no one is saying, for example, and no major Media Organization is providing links to these terrible murder videos. And thats denying in a sense the blood pornography that isis is using which i think is a very important ingredient in attracting some of the western fighters to isis ranks who seem to get turned on by this violence, im not saying everything should be go, but we need to get far more serious about how much power were giving isis in terms of the narrative. Martin savidge is on the scene finding out what he can and we will speak to him in just a moment. Eight counts including malice murder for Justin Ross Harris, a very serious range of counts he faces. The question were all now asking is after more than four months of fighting could there be this major breakthrough in this conflict . Prorussian rebel leaders say they are prepared to order a ceasefire if an agreement is reached for what they call a political settlement. Joining us by phone is former u. S. Ambassador to ukraine. Thank you so much for joining us today. I think you can give us a unique perspective on this since you know the region well and the intricacies involved. What do you think . Do you think this plan will actually get a cessation of conflict . Im a little bit skeptical, but i dont rule it out. Okay. Whats happened is, over the past two months, the government of ukraine has inserted greater and greater control in the eastern part of the country. Finally over the past two weeks, russia introduced directly its own troops and with those troops they have stopped the ukrainian advance and pushed back substantially in the other direction. If, in fact, there is a ceasefire, it will be a ceasefire which recognized significant portions of Eastern Ukraine are under moscows control, not kievs and that would be very unfortunate. The ukrainian leader, Petro Poroshenko keeps on suggesting this ceasefire will take hold. Do you think that indicates at least some willingness in his camp to accept a russian, if not direct presence, at least influence, in the eastern part of his country . Well, i think your question is a good one, and, in fact, youre right, he said several times over the past 36 hours, that a ceasefire can be achieved and hes looking for it. He may have decided, given the fact that russia has continued and escalated its aggression, given the fact that the west has in a shortsighted fashion refuse to give him arms, this is the best deal he can make. That is possible. Lets understand that this all is rewarding russian aggression. Help us understand what it is that brought russian president Vladimir Putin to the table to begin with. Because there has been so much rhetoric out of the region and he has said look, we cant be part of a crease talk plan because were not part of this. This is the separatists. What do you think brought him to the table . Well, lets understand when he says that, he is simply lying. This is a man who praised the artisttry of the propaganda, a man who said the troops that took over crimea in march were not russian and then admitted a month later they were russian troops. Right. He has taken this position in order to sow confusion in the west and deny legal responsibility for the aggression because its possible russia will face some sort of action in International Courts as a result of its aggression. Thats why he says that. But the game for mr. Putin is pretty simple. He wants to make sure either ukraine is a country which follows his National Security dictates or ukraine is a country which is unstable because he does not want a stable ukraine which pursues its own National Security policy. And you do wonder if hes trying to mess with nato leaders who are meeting in wales this week, make their job more difficult as they consider possible action. This is cnn breaking news. The breaking news is out of cobb county, georgia. The socalled hot car death. Justin ross harris has been indicted on eight counts, including felony murder and malice murder. Some very serious charges. Martin savidge has been covering this story from the beginning and joins us now. Good morning, martin. Good morning, john. Yeah, as you point out, there are eight counts here, maybe more than we might have surmised, but the most serious, of course, is malice murder. Just summarizing really quickly that comes from this indictment it says that accused person, that is Justin Ross Harris, in cobb county in the state of georgia on about the 18th of june, thats the date in which all of this went down, did nuflly and with mals aforethought cause the death of Cooper Harris, the 22monthold child, a human being, placing said Cooper Harris in a hot vehicle contrary to the laws of the state, the good order peace and dignity thereof. This charge opens up the possibility of the Death Penalty being applied in this case. Were not going to walk down just that road so far yet, but it shows you the seriousness at which in cobb county they are treating this. I want to bring in now philip holloway, a former prosecutor in cobb county, also a defense attorney. What did you make of this indictment . This indictment, martin, as we know, replaces the original arrest warrant and supersedes it. It means that prosecutors at least believe that they have enough evidence to prove that there was premeditation, there was deliberation, and that there was some planning involved in this, sthauch it rises to the level of malice. Thats something more than mere intention. That shows under georgia law an abandoned and malignant heart. You mentioned the word sinister, that it implies in some way its not just the planning of it, there is a sinister nature to it by that charge. The word malice does imply something more sinister. Whats interesting about the indictment, theyve included a felony murder count based on seconddegree Child Cruelty which involves only criminal negligence. So you have two competing theories within the same indictment. And what will the theories be . In one case this was a planned, premeditated kind of murder. The prosecutors believe they have enough evidence to support the charge or they would not have put it in there. The good strategy that prosecutors sometimes employ, if a jury has a question about whether or not it was intentional it gives the jury a fallback position to still convict someone of murder under these circumstances. I want to bring out there are two other counts here, count 7, which is dissemination of harmful material to minors and count 8, dissemination of harmful material to minors again. This is going back to the what has been implied by authorities there was a relationship, apparently an improper one, with an underaged female online that he was, Justin Ross Harris, was involved with. Presumably regarding the testimony we heard at the probable cause hearing that involved him sending Text Messages of his genitalia with this underage girl under the age of 18. Thats part of what made this case go from what had been a horrible one to a sen stational one. John . Martin, thanks so much. Such interesting developments and maybe a little shocking. I think we were wondering what would come down in this indictment. Jean is here with us. Eight counts. Again as martin was going through these malice murder, felony murder, felony murder, cruelty to children in the first degree, you keep going on and on, if hes convicted, he could face a long time in jail. The Death Penalty is what he could face because georgia has the Death Penalty. I think one of the things here that weve been wondering and the grand jury has been look at all the evidence on this, is what degree of homicide, if it was a homicide, malice, every state terms it differently. This is firstdegree murder, murder one. I pulled the law. Its intent to kill. A deliberate intention to end the life of his son. He killed his son, he meant to kill his son, he planned to kill his son. Exactly. Exactly. Now its interesting because you have inters laced with this interlaced with this an alleged relationship or communication with a minor which forms the basis of some of the counts, but its during the criminal episode is what prosecutors will say, during that day, right, as we h was texting with an underage minor . Does that help get that evidence moo a trial when it happens by charging him for the sexting with a minor . Does that really make that a prominent factor and get that in the jurys mind . You know, one would say yes. The defense might say no. The defense might say you charged him with this and thats where his mind was. His mind wasnt on his son and why it was negligent, it was an accident. Jean, incredible, Justin Ross Harris indicted on eight counts like you said one of them this takes it to another level. Ive covered many Death Penalty trials in georgia. Its a very different proceeding. You have the guilt phase, if this goes to trial, and then youve got the penalty is. Does this mean anything for his wife . Because that was such a factor during the weeks that we were covering this. Does this make it more or less that she could be charged . Some new developments for you on two fronts stemming from the Police Shooting of Michael Brown. The Justice Department is launching a top to bottom civil rights investigation into the Missouri Police department. Attorney general eric holder has scheduled a significant update for 2 30 eastern today. The Ferguson Police department has come under fire for its past practices in the weeks since office er Darren Wilson killed that unarmed black teener. A judge is deciding whether to unseal browns record. Two Media Outlets have sued for any records the 18yearold might have has a juvenile. Jean, an attorney, is back with us right now, been following the Michael Brown case from the beginning. This new case that eric holder, new investigation i should say, that attorney general will announce, is different than the criminal case that might or might not be launched against Darren Wilson and is different than the federal civil rights investigation into the incident where Michael Brown died. Explain whats going on this time. Exactly right. This is an Inclusive Department of justice civil rights investigation into the Police Department. We believe the Ferguson Police department could be expanded to be more of st. Louis county, but its not unusual and its actually a good thing. Its an oversight in a sense. What can result is that you want corporatikoorps from the p department because it can become a change in programs, personnel. I received, newark Police Department had an investigation, albuquerque Police Department, they had an investigation, full report, and what they found in newark, for instance, was stops and arrests, unreasonable searches, based on race, even theft, they found that officers took belongings of people that had been arrested, inadequate investigations, civil complaints really looked at, so it will take a long time because for newark, new jersey, it started in 2011, three years later. Its interesting, too, because weve heard since Michael Browns death, so many calls for transparency. Not just in the investigation into the death of the teenager, but also in terms of the practices there in ferguson. Let me also turn to that question of the juvenile record of Michael Brown because theres a lot we know two Media Outlets are suing to get access to that but the st. Louis Juvenile Court has shown he had no serious felony convictions or pending charges when he was killed. Correct. So if theres nothing there theres nothing there. Nosy. Wanting to know the information some would say. There are no charges here. Someone just believes they have a right to his juvenile records. Theyre sealed and the reason they are sealed when youre a juvenile its a different procedure, its not a guilt or innocence proceeding, even if there were charges the defense would not get this in. There is a grand jury looking at this case, some might believe that it would be good to taint them. You see what im saying. I see what youre saying. Have you heard of records being released posthumously on a media request . Back on Trayvon Martin in florida there were rumors and a local miami Police Department got records of Trayvon Martins juvenile record, never came into the trial but it did hit the media and potentially some believed it could taint a jury. Well, getting a jury and that canp be the point. Thats a good point. A lot of information going around. You have civil rights investigations going around, how could that affect a jury. Jean, interesting discussion. You worked hard for us today. Thank you. Other news, fast food workers in cities across the country protesting to have their pay boosted to 15 an hour. Theres been at least 30 arrests in detroit, 19 in new york city, on charges of Disorderly Conduct for blocking traffic. The median pay for fast food workers is about 9 an hour, that comes to 18,500 a year. Thats below the poverty level. If theyre working full time. The workers want to be able to join a union without retaliation. Going to take a short break. Ahead at this hour, isis forcing children to attend terror camps. My goodness out of the mouths of children, such a horrifying thing to hear and to you know, i dont even know where to begin. Its so horrifying. What do you think International Leaders around the world are thinking . They look to stamp out a group, right . They want to come in and knock out isis forcefully. Not so easy to stamp out an ideology, though, peter. Right. Very important. Even getting one of their leaders. And it appears we may have gotten their number two in iraq. You have to go after the ideology. You know, the things were seeing here are, you know, brainwashing, depravity, horrifying, sickening. I mean, its just absolutely terrible. We know how impressionable Young Children are. And instead of being told taught to love, theyre being taught to hate. These people, this isis group, or isil or whatever you want to call them, the Islamic State, they plan on governing for some time. Theyre setting up camp. Theyre setting up a state, and theyre not going to go away very easily, so we have to be very sober about the threat were facing. We throw around the term brainwashing, and i wonder if that oversimplifies it because look, i dont believe babies are born good or evil. Theyre born babies and theyre taught good or evil over time. Or theyre raised in an environment where such things are acceptable. So could it be that they are just raised in this environment that hates the west, that wants to kill people, thats what they learn and thats what they grow up believing . Is that qualitatively different than brainwashing . Well, john, im not a psychologist, unfortunately. I mean, im just john q. Public when it comes to those sort of subjects. But it seems to me if anybody who has a child, how impressionable they are. And if theyre taught these things that they may actually embrace them. You know, the other things we have to look at is from a practical standpoint, these children could be taught to be suicide bombers. You know, the fact is, and when we look at sometimes children, we dont see them as a major threat, but these kids could be trained to put on a suicide vest and go out and kill other people besides the idea of beheading, theyre being exposed to stonings, to crucifixions. I mean, this is sheer evil. And the soul of this organization is very, very dark. And we need to do something about it. Its horrifying to think that children are being forced to bear witness to this. And we should also point out, peter, and i think its a really important point to make, that these arent just children of isis fighters. Theyre often iraqi children whose parents dont align with isis. And theyre being forced to attend these camps under threat of death to their parents. In fact, some of these people have fled because they think that, you know, its either be called an infidel and be killed, or they flee. Yeah. I mean, that shows the increased level of depravity that were dealing with here. You know, and theres plenty of videos out there. I mean, were getting a limited amount of reporting on this. But its very troubling. We should look further into this. There are human Rights Groups that should be looking at this and trying to get more information about it. Like i said, theres been very limited reporting. But obviously very, very troubling for a whole host of reasons. It shows the reach here because kids are being taught to hate there. But a kid in minnesota can grow up and learn to hate as well and end up fighting for isis, too. It just shows the scope of the threat. Peter brooks, thanks so much for being with us. Home depot says forensics and security teams have been working around the clock to determine whether or not the hardware giant is the latest major u. S. Retailer to fall victim to hackers. I bet theyve been working. The company says it will offer Free Identity Protection Services including credit monitoring to any customers whose credit card or debit card information may have been breached. Cnn money tech correspondent lori siegle is here following this story. Okay. Break it down. What do we know in terms of the investigation right now . Right now were just in the beginning phases. We know theyre investigating it. They havent confirmed it. I spoke to an actual hacker who went into those russian forums where theyre looking at this data. He said theyre seeing new data. Were waiting for the next couple of days for home depot to come out with something a little more concrete. What is this kind of data, this kind of information worth . Well, this is where it gets really interesting. On the black market, a credit card could go for about 100. But i actually spoke to a privacy group. Theyre called the digital citizens alliance. They posed as a potential customer and called up an alleged hacker. Listen to this. Im calling about the credit cards. Okay. Now, did you want cvvs, fulls or donts . I think fulls, but im trying to figure out how many i can buy. Social, all of that as well . I dont know. Im trying to get some cash, so im looking to buy some stuff so i can sell it. Okay, so youre looking to buy stuff online, right . Yeah. Okay. What sites are you planning to target . Unbelievable to watch that happen. This has Better Customer Service than a legit company. This is insane. You have options. Exactly. Ill take this opportunity to say you should be monitoring your online Bank Accounts right now, especially if you shopped at home depot. In general, you should also do that. Oftentimes if you use a credit card at these places, you know, you can catch fraudulent activity before you lose money if you use an atm card. Thats a bit of advice, but its really difficult in these scenarios. Fraud alerts on your bank account. For these preventative methods.
