The bodies of 282 of those on board the flight now out of rebel hands. The first remains expected to arrive back in the netherlands tomorrow. Pro russian rebels also handed the planes black boxes to malaysian officials. These of course could hold key evidence about what happened to this flight. Now theres International Flavor here. Britain agreeing to help dutch investigators get data from these black boxes. Also a new image from the pentagon shows the trajectory of the missile that took the plane down. You can see the plane has a yellow line coming from the left. The missile is on the green on the right. The ukrainian officials says he is certain a russian officer personally pushed the button. Meantime, russian president Vladimir Putin promises to use his influence with the rebels to push for a full investigation, but that is not much consolation to his critics, many of them here in the United States sound an awful lot like senator john mccain. Vladimir putin is literally getting away with murder, and i mean literally and we are doing very little in response. Lets go right to ivan watson he is on the ground near the Ukrainian Border with russia. We know its been very tense there. Give us a look at the situation on the ground right now. Is there fighting happening near you . Reporter there has been the rumble of art tillry throughout the day heard, i would estimate a six miles away. Some art tillry strikes hit this city on monday and killing five civilians. We saw some apartment blocks that had been hit by this artillery that had come from ukraine Government Military positions. That triggered some fear in donetsk. The crash zone is an hour plus drive from here. It is in another area controlled by the separatists, but not that far from the fighting. For example, when malaysian experts went to the scene to start inspecting the site, today they heard in the distance the sound of rockets being fired, saw some of the signs of that artillery being fired, and that does underscore the fact that this terrible tragedy happened in an active war zone and no less than russian president Vladimir Putin himself has admitted that likely this plane would not have gone down if it wasnt for the fact that there is an ugly civil war thats been under way for months now in this corner of ukraine. In that corner of ukraine, ivan, there have been signs of progress as you say. Investigators getting more access to the scene, the bodies of the victims now turned over, thankfully after all this time. And also the black boxes, and within that, perhaps maybe some signs of the duplicity for lack of a better word of the rebels who held them for four days. Thats right. Let me just give you a little bit of background. For more than four days, the selfdeclared Prime Minister of the separatist region said he wouldnt confirm whether or not he had the black boxes in his possession. He frequently said he had some kind of technical object but he didnt have the Technical Expertise to determine whether these were in fact the flight recorders. So then fastforward to this morning, before dawn, at a ceremony at the rebel headquarters, where the Prime Minister, Alexander Borodai handed over these two orange devices to a malaysian delegation and they both signed a Handover Ceremony and they are clearly on the side of those devices the names flight recorders, which i think to any untrained eye would suggest that these were the socalled black boxes. That he werent entirely transparent about it and thats part why some people have accused the rebels of a cover up. When they say flight recorders that might be a good sign that they are flight recorders. Thanks so much for being with us. So now that they have been recovered and turned over to the malaysian authorities and the victims bodies have been moved out of the conflict zone, what can they tell us about the crash . Our analyst david seuss si and mark hurtley. Lets dispense with the obvious. They are not black. They are orange. They say flight recorder. What kind of information at this point do they expect to get from these boxes . Ive heard everything from flight paths, Technical Information but also possibly even sounds of an explosion from the cockpit voice recorder . From the cockpit voice recorder, that is a good possibility. However, because of the way it was hit, because the tail section was on its way off during the collision or with the debris, im not sure that it had power to continue to record the sounds from that point forward. However, the flight data recorder would have a lot of really critical information. If you align if someone questions whether its a missile or where it might have come from, you could look at the perforation marks of the side of the aircraft. The flight data recorder would tell you exactly the position of the aircraft, whether it was turning left or right or up or down. At that point you can align that aircraft through graphics, you can look where a piece of shrapnel went in and out and trace that back down to see where it came from. However, these missiles dont actually go straight. But it gives you an idea. It gives definitely a clue what direction it came in. Theres a concern about the chain of custody. The rebels had these four days. Is there a possibility they could have been tampered with and would that hamper the contents . As far as tampering, as far as altering the data highly unlikely. But wiping it out is definitely a possibility. So if it is wiped out, be very suspicious because at least in the history of my investigative background of 25 years, ive never had one that didnt have anything on it. So if it was wiped out, thats very suspicious. General, i want to bring you in here. Youve spent a lot of time in ukraine. I wonder what you think is going on now in the heads of pro russian rebels, they do seem to have backed down some on the bodies of the victims, the crash site, the data recorders. Why do you think they have done that and what do you think they are after Going Forward . They are scrambling. They have been scrambling since they realized what they hit was not what they thought they hit. And i think theres been a it shows the lack of professionalism of this group of proxies for lack of a better term. They dont know what they are doing. They are fighter, and attempting to disrupt and cause chaos in Eastern Ukraine and i think this kind of a big event really threw some of them for a loop. Youve seen the indicators the kind of force they are. The way they approach engagements, the way they deal with the media, the way they try and bully their way through. These are not professional soldiers. They may have been in the past. They may be guided by some professional soldiers by some special operators, what the russians call spets nats. They are scrambling. They are trying to figure out what their next step is and its been a continuing comedy of errors on their part. And i imagine because of this unpredictable nature, you have to be very careful in how you deal with them, especially when this investigation isnt complete, even close to complete . Oh, absolutely. I give great credit to all the reporters that are on the scene and the professional journalists that are there, but especially the office of Security Cooperation in europe. Those guys are doing masterful work under some very tough circumstances, things that they are not really trained the osce especially, they are not trained to do this kind of stuff and they are managing some tensions between these russian separatists and might have on the ground. Because putin is questioning now how the cold war ended. He is drawing new dividing lines in europe. Hes annexed crimee. Hes destabilizing ukraine. Theres no question the russia is supplying the mill separatists. Hes created a profound crisis between the east and west. It wont look exactly like the cold war because there are still things that we have to do with russia. We are partners with russia, for instance, in the ukraine iran negotiations. Were partners with russia in the north korea negotiations. Theres an awful lot of trade that goes on between europe and russia and the United States and russia, but theres a crisis of trust and i think between president obama and president putin, zero trust at this point in time. We have an International Space station. It might get awfully chilly up there as well. Ambassador, Vladimir Putin does not strike me as the type of guy who says im sorry or i was wrong about something. Theres been a few things over the last few days. Obviously, handing over the black boxes, allowing investigators on the site there, the victims bodies final getting out of the crash area. Is this what it looks like when Vladimir Putin backs down a little bit even though he doesnt say is so much out loud . I dont think so. I dont think hes sorry. Hes an authoritarian leader. Hes used to getting his own way. Hes also acustomed to lying to his own people and the rest of the world. It seems to me just watching this, the russian separatists in Eastern Ukraine are lying about what happened. The reason youve seen this latest change, they want to avoid sanctions. The European Union leaders are meeting to discuss those sanctions. Since the invasion of the crimea, the European Union has been very reluctant to step up sanctions. Heres the time of testing, because of this outrage thats happened, with the shooting of this aircraft with hundreds of europeans dead, will the europeans finally step up with the kind of sanctions that will hurt the russian economy . Thats what putin wants to avoid, thats why were seeing these relatively mild words from Vladimir Putin. He hasnt had a change of heart. You look at the fact that the dutch lost so many of their citizens, a nation so small, not having seen this kind of loss of life in recent history, and it makes you wonder how much pressure they are going to add and how strong their voices will be. I wonder if there are voices that you think can get through to putin. We know the chancellor of germany has had discussions with putin over the ukrainian crisis. Are you hopeful there could be some talking to him at this point . You know, michaela, at this point, i dont think words, diplomacy, conversations are going to do it with Vladimir Putin. Because he seems to be immune to New York Times editorialize or people writing op eds against him. He seems to be very vulnerable however to the kind of sanctions that would arrest Capital Investment in russia or stop manufactured exports from germany to russia. He needs that. His economy is highly integrated. So thats why this decision by the European Union is so important. Its ironic, that the dutch, the greeks, italians in the e. U. Context over the last several months had been opposing tough sanctions because each of them have an important economic relationship with russia but were beginning to see the united kingdom, certainly the countries of eastern europe, inside the e. U. Campaigning for tough sanctions. I think thats the question of the week. Will europe finally stand up to Vladimir Putin . Well have to wait and see. This breaking news, Delta Airlines has suspended flights to and from tel aviv in israel. This after one of its flights was diverted as it was coming into their International Airport after seeing signs of rocket debris near the airport there. That flight which actually had one of our reporters on it was diverted to paris. I want to bring in renee marsh right now. Delta a Major Airline in tel aviv. Absolutely, john. Were getting all of this information so bear with me here. Heres what we know from the airline itself. Delta telling us as uj said they are suspend flights to and from tel aviv this after again rockets or debris associated with rockets were discovered near the airport there in tel aviv. That all happening while a flight that was in the air had to be diverted. This flying was traveling from new york to tel aviv. It was delta flight 468, some 273 passengers on board, 17 crew members, and because of this, what they are calling security concerns, this flight had to divert to paris. As that is all happening, we are now hearing from based on israeli media, israeli media, i should say, u. S. Carriers, multiple u. S. Carriers, were talking about u. S. Air, united, delta as well, they are canceling flights to israel as a result of this rocket fire. Again, still developing, but what we have confirmed here, delta, because of this security issue, a flielingt a flight had to be diverted. They are stopping flights from coming in and out of tel aviv and now were getting word from israeli media that other carriers are following suit. Were staying on top of this as we get more information, john, of course, well get that to you. Lets get some context to this. David soo soucie is here. Lets talk about this. Theres a lot going into decisions redirecting flights. Economics are at play and safety at play. When you look at situations going on in ukraine and the middle east, these airlines are obviously on edge trying to figure out what they do and when they act. This is real good evidence of the fact that their safety concerns have been escalated to a level of hypercriticality. Every time theres an accident goes on, everyone in the industry, they are trying to group together to how to cover the holes of the communications and the things that might have led to mh17, theres areas of that information is not being shared about whats going on the ground, military information is not being shared. They are going to get together in a group and possibly in kuala lumpur to put together a group to find out how were going to work iko, all the other organizations to find out all the different ways to communicate. Richard, air threats right now, very much a concern. This seems to be a different kind of threat. Ive just literally been speaking to the director general of iata. That is the representative body of airlines globally. So iko does governments, iata does airlines. I specifically asked them, we got this news on delta. What is this with airlines . Because repeatedly were being told its governments that have to close airspace and not the airlines. What he basically said is yes, when you are talking about flying over a country where you dont have any assets, you dont have to rely on governments, but if you are landing there and youve got planes there and you know where it is, and youve got intelligence there, then, yes, the airline does have to it should be the governments. Iata is holding the Israeli Government responsible for decisions on safety of israeli airspace. But if they are not prepared to do it, if they are still saying its safe, then the airline in this case is saying has to make its own judgment. Its an absolutely impossible situation for the airline. Absolutely impossible. They are being told you can fly there. Its safe. But at the same time, well, they know its not really. Add to this, david, the u. S. Has already issued a travel advisory to gaza, so obviously a situation there is concerning enough. You add to it whats going on in ukraine. I think a lot of people were surprised to know that a commercial airline would have flown over an area that is a hot bed of fighting right now anyway but its a question of economics. Im not sure i would go with economics, to be honest with you. Its not that significantly less money or more money to go around or not go around. Its a matter of awareness. Its a matter of communication and understanding the level of risk involved. To assess risk, you have to know all those possible hazards and outcomes. This is about going to and stopping there and landing there. There might be flielts flight unable to land there. Were talking about rockets flying out of gaza and into israel. If you know the flight path, it specifically avoids gaza. You have to take you are vectored in, around, quick turn a long way around and straight in again. Its a very difficult situation for an airline bringing a 777 or a 747 in having to make the judgment at what point do you say im no longer going to go there. Its interesting, two or three days ago, a friend of mine were flying into that same airport, they were delayed because of rocket fire. They didnt stop anything. They did circles around and inspected, and they landed. It wasnt rocket fire actually at the airport, it was nearby, they had to divert the airplane. They are there and safe with their young child. Its concerning. At what point does the responsibility now shift very firmly to the Israeli Government to note it and say that even though we think its safe, you have the right to say its not safe. Exactly. You can always override that as you are you are talking about the airline being able to say that. No, im talking about the israelis. I was going to say, we dont have indication that the airport itself is closed. Delta is not landing there. We dont know that the airport is closed to outgoing flights. Its not. Its evidence its not. Because that pilot decided to go somewhere else. Other Airlines Flying in there now are taking a lot of risk. They are aware of the fact theres additional risk there. You are in the mh 17 situation. On the monday, we had the downing of a plane at 21,000 feet. That in many ways is water shed moment, before then, there wasnt the knowledge that you could. But post monday, you have knowledge, admittedly ukraine. It was very difficult for people to get information, but this is israel. This is an availability to get relatively good intelligence information, and now you have Major Airlines, two Major Airlines, ua and dl both saying that they dont believe its safe. Delta is saying it will not take off from tel aviv. We dont know how many more will be doing that. That will be something israel will have to deal with coming up. We have a reporter that was on that flight that was diverted to paris. Were hoping to get ahold of him. Delta airlines has halted flights to and from israel. In fact, diverted a flight to tel aviv, from tel aviv to paris where were told the plane will land. I want to talk about the fact that this is a big information and were also expecting some other airlines to follow suit likely, yes . Right. And were awaiting confirmation on our end, but we do know from israeli media reports that were hearing other carriers, are following the example of Delta Airlines in which they are essentially canceling flights to israel, again the butt of all of this is rocket fire, theres some evidence of this near the airport in tel aviv. They have security concerns. This is all coming on the heels of Malaysia Flight 17. We are possibly seeing airliners getting more proactive. I say that just a short time ago, at the white house briefing, the spokesperson just spoke about this issue. Let me summarize it for you. The faa has not given notice essentially rirkting the airspace over israel. What it looks like are these carrier s are make the decision on their own. This is from the white house just seconds ago. As it relates to the airspace in gaza, its my understanding that the faa has not issued any notices related to the ongoing violence in that region of the world. It does serve to illustrate that its individual care yerds who make the decisions about their flight plans and whether or not to alter specific routes based on hostilities on the ground. We have confirmed here at cnn Delta Airlines are suspending flights to and from tel aviv. This is all stemming from a report of rocket or associated debris at the teleaveef tel aviv airport. On top of that, we know that flight was diverted. We know there were 273 passengers on board. 17 crew members. They had to divert this plane, which was going from new york to tel aviv. They had to divert it to paris, and now were also hearing from israeli media reports that other carriers will be doing the same. They will be stopping flights to and from israel as a result of this security concern. Of course, this is all developing as we get more updates. Michaela and john, well get that to you. I want to ask specifically here, in everyones head they are thinking about what happened over ukraine right now. This anti Aircraft Missile this fairly sophisticated russian system that is suspended of shooting mh 17 from the sky. What we have in israel is a different situation. Rocket debris found near ben gurion airport. But still potentially a threat to aircraft landing there or taking off from there. Explain to me why. Because they are at much lower altitude and much slower speeds. Theres much less manueverability. 33,000 feet, mh 17 was a sitting duck for a surfacetoair missile but it was quite safe from my shoulder any shoulder launched operation. When you are coming to land, you are a much easier target, providing its believed or known that the hamas has the rocket capability to hit. You dont want some imagery enemy that couldnt hit you if they tried. If theres any reason to believe they could hit a target leaving or arriving at ben gurion, thats different. How does that assessment happen . You have a pilot that has filed a flight plan, has a plan to arrive at the airport there in israel. How is that assessment made and how is that decision come about . Thats the point what was said at the white house. Its not up to the airlines to have military intelligence to know whats going on on the ground. How could they possibly know that . How could they put that into their risk assessment. Its not how it works in the aviation industry. It does not. Im going to prove to you the complete futility of the situation or the idiocy of the situation. Delta has banned flights to tel aviv because it says its not safe. But deltas joint venture partner, air france, over paris, air france is just about to land in tel aviv. Turkey just about to land in tel aviv. Turkey is Units Alliance partner. Ba just landed. American airlines. One world partner. What we have now is this situation rapidly developing where youve got u. S. Carriers out of an abundance of overcaution, they say were not flying. You have their European Partners saying they will continue to fly. Everybody has their own risk assessments. These are their lives, maybe they have different kinds of information. Maybe delta didnt have all the information they needed and were exercising on the side of caution, which is admirable. Thats what it should be. Every pilot and airline and Operations Centers has the right to throw up the flag and say this is a high risk. Were not ready to accept it until we get more information about it, until we understand completely what our risks are, what the hazards are. Lets see if we can get some more information about what might be going on in israel right now. Well bring in another guest. Thank you so much for being with us. Interestingly enough, i had family members on their way to the airport to take a u. S. Air flight to philadelphia when they were notified that flying was canceled as well. So actually the story hit me personally as you guys were breaking the news. I want to talk with both your guests are saying, especially richard. You know, the missiles that are being fired by hamas into israel are surface missiles with absolutely no targeting capability whatsoever. They are not surfacetoair missiles. They dont have the capability of taking down an airliner and certainly theres no targeting capability. So i think what you are seeing is, yes, a super sensitive reaction to what happened on monday over the ukraine by the u. S. Carriers, although i think the Israeli Military intelligence, and government will do everything they can to soothe the fears of the carriers very soon to make them understand there really is no threat to flying in and out of ben gurion airport. Do you get a sense that the situation in and around the airport is wor worsing or have you heard this is not an immediate threat at all . Again, we dont know where the debris or the even the remains of these rockets came from. Right. No threat at all. In other words, i think there was some debris that landed in a neighborhood into the too far from the airport. I dont know the exact proximity, but certainly not close enough to threaten the airport. The Israeli Government is very sensitive. One of their function mechanisms economically is tourism. They cant afford to have the airport shut down. They are very hypersensitive to security of flights coming in and out. If there was any real threat, they would be the first ones to issue that threat assessment and let carriers know that it wasnt safe to fly in or out. Im going to bring in a senior fellow on the American Task force on palestine. Thanks so much for is being with us. Obviously, one of the arguments you hear from israel, the Israeli Government repeatedly is they are under taking this action in gaza because they have to protect themselves. That these rockets are raining down all over israel now, some 2,000 plus at this point. Does the fact that some of them have fallen near or around the airport make that case for them . No, i dont think so. Because two things. It doesnt change the history of the fact that this has been tried several times before and each time it doesnt work. I mean, unless israel were to go in and reoccupy gaza, clearly hamas and other extremist groups can rearm themselves and apparently very well in the subsequent years in between these flareups and theres the fact of what mr. Byrnebaum was saying they dont have any surfacetoair missiles all. These are unguided surfacetosurface rockets. They dont pose any threat to any aircraft. Theres been great concern about the situation ramping up, more deaths on each side. We also know that secretary of state john kerry is said to be trying to broker a ceasefire. Are you feeling confident theres any possibility of that . I wouldnt use the word confident. Im hopeful and im not hopeful in the next 24 or 48 hours, but im hopeful that by the end of the week or weekend, we could see that. You are starting to see real reasons why both israel and hamas will be looking for ways out, and i think the role and centrality of egypt remains crucial here. Its mainly the if you can find a formula where you can figure out what egypt can give hamas that hamas can accept and egypt can live with, then you are much closer to getting a workable ceasefire that would actually hold. The other possibility is to have an openended humanitarian east fire that essentially gives hamas a facesaving climb down. We also know a flight from tel aviv was rerouted to paris because of debris of some remains of a market on the runway as they approached there. Really a pleasure for you to join us today. We originally were going to talk about a completely other story. We want to get your thoughts on the situation were seeing right now that is literally chaotic and breaking and emerging right now. Want to get your sense of if theres more that needs to be done. If you thing the faa needs to issue some guidance on the airspace in and around israel. Well, lets not get this confused with what happened in ukraine, where we saw a rocket that has, we believe we saw a rocket that has a much larger ability to go up to a higher level of 33,000 feet. Were seeing here, these rockets being fished into tel aviv, into israel, are surface missiles, so theyre at a much later altitude. They also arent specific to being able to hone in to something. But it seems to me like these American Airlines are at least taking a step back and trying to assess just how chaotic is the situation in tel aviv. Ill tell you, i have a stepdaughter and a newly born grandson there and theyre going to the shelters left and right now for the last couple of weeks. Certainly things are intensifying in israel. It is interesting, as you say, these rockets dont have nearly the accuracy at all. Whether they can be aimed in fact, at all, is what we saw over ukraine. The world has been seeing the scenes from gaza right now, where 600plus people have died. The u. N. Estimates more than 75 of them are civilians. Israel says the operations they are undertaking right now in gaza are specifically for the type of thing we are now seeing at the airport around tel aviv. The israelis say they are being targeted around their nation with these rockets and that no one, they say, should have to live like this. Do you think whats going on now at the airport with this rocket debris found and now airlines deciding not to fly to or from there supports their point . Well, certainly israel has always held the belief that life goes on in a natural way, even amidst all this chaos, even when they had, you know, terrorism and buses being blown up, et cetera. As i said, i have a stepdaughter. They go about their way. Thats really where israel wants to be. They want to continue to tell people, come to israel, come and do your business here. To its citizens, youre going to be safe. Certainly the iron dome has been instrumental in shooting these rockets out of the air before they hit something. And at some point, you have to say how much does hamas have to send in and how much do we have to push back. And so thats why were seeing this ground operation by israel. Certainly, we need to find a diplomatic effort. Too many people on both sides will be hurt in the long run. We want to say a big thank you to you for joining us at this hour. Delta has canceled flights in and out of the airport in tel aviv because of what is thought to be rocket debris near the airport. Some other American Airlines may follow suit. Im joined by Richard Quest and david soucie. Despite what delta is doing, give me a sense of what the Israeli Airline itself is doing. On its facebook page, it continues to maintain its regular flight schedules. Except for shabbat. However, up until july from flights now until the 25th, you can reschedule your flight for up to six months without penalty but when you rebook there may be a booking change or charge. You cant ignore it when three of the Largest Airlines in the world choose into the to go there. Cant ignore it. Others will follow suit. Do you think the faa is going to make an assessment at some point . They must. At the very least, a statement, possibly something coming out that says this is something that all airmen need to be aware of. The important part is assess what he actually saw, what happened there.
