Hundreds of troops are already in the region. This hour, president obama and Angela Merkel are due to speak at the white house in the white house rose garden to bring those comments to you live. April jobs report making news. Figures show more than 280,000 jobs were added last month and the Unemployment Rate has dropped four points. To 6. 3 . That is a big, big drop. Much bigger than expected and there were revisions over the last few months, so more jobs added than expected, so were joined by an economist and alison kosik. Theres a lot going on with these numbers. A rot of it if good, but not all of it perfect. Right, no doubt about it. The 288,000 job adixs for april, thats good. It shows that the job growth is really taking on, that there is momentum in the economy, but then there are a couple of dark clouds in this report. Even after the winter thaw is happening. For one, you look at the Unemployment Rate. 6. 3 falling from 6. 7 . You think, gosh, that sounds great, but the problem is the reason it fell is not good. Its because the Labor Participation rate has fallen to its lowest level since 1978. That is made up of the number people who have jobs and the number of people who dont, that are looking for work and the problem is, the big reason why that rate fell is because the majority of those people, they just gave up looking for work. They grew discouraged and just dropped out of the labor force. The other dark cloud is the wages were making. The amount of money people are making at work, it didnt budge from march to april and if you want to see the economy grow and it is growing, but if you want to see it grow in a more robust pace, people need to make more money. Youve got to make more money to buy goods and services and youre not going to see that if you dont see wages keep up with inflation. Thats why its so important to look past the headline. Because sometimes, these numbers represent a little bit of a different reality. Ron, i want to talk to you about this. Youre the perfect person to ask about this. There is a question about how long its going to take before we get back to those prerecession levels. What youre seeing is a very bifurcated recovery. There are people in this country that are finding jobs. Jobs are being created, particularly in construction and retail, which really suffered from the long spade of cold weather in the winter, but theres a whole other group of job seekers dropping out of the workforce and the big question is whether they will ever find work again. Thats an importance not just to these families, but to fed policy and whether we hike Interest Rates faster or slower. So this is a big question in the economy right now. You said what were seeing is a bifurcated economy. Also an explanation now for the politics in washington. Particularly from the white house. Yes, were getting these big jobs numbers from the white house, but it helps explain why youre seeing the big push for the minimum wage from the white house, for extending Unemployment Benefits from the white house. Theyre trying to thread this Political Economic needle here. Absolutely. And i think this question of inequality of minimum wage, these are going to be more and more important in the 2016 president ial elections even. Its interesting that a book on inequality, a 685 book is actually number one on the amazon best seller list. Its amazing. This issue is really in the zeitgeist. Im curious how the markets reacted today. Markets are higher right now. Youre not seeing a celebration. Actually, theyre mixeded. They turned a bit lower. What i think youre seeing is the focus on the two sort of dark clouds that i mentioned. That yes, we are seeing that trend improve in job creation, but the reality is you know, what kinds of jobs are people getting and what are they being paid and what about all those people who arent working . Police say someone noticed a person acting strangely at a Storage Facility and tipped them off. If you see something, say something. This is the first time the department of education has released a list of all investigations explaining quote, we hope this increased transparency will spur community dialogue. Parents in nigeria taking to the streets demanding their government do Everything Possible to bring their girls back home. 230 girls were kidnapped by militants in the dead of night from their school dormitory. 43 of them have managed to escape, but the others are allegedly being sold for 12 each to the militants and theyre being forced to marry and do unmentionable other things. This weekend, there will be a demonstration in california asking the u. S. Government to push for those girls release. This is a tragedy. It is outrageous. Human rights violation. Will ripley has the details. Reporter the first time officials are answering tough questions about the report that shows hours were lost with confusion and delays after flight 370 disappeared. Theyre also dismissing reports of possible wreckage thousands of miles from western australia. New this morning, officials are dismissing claims by a private company several thousand miles from the search zone. Many days in the past have proven to be negative and this is similar to what we have done before. Breaking overnight, news of a meeting between australia, china and malaysia. Tightly committed as to find flight 370. The next step, a daunting deep sea search, 8 to 12 miles, an estimated 60 million joining the blue fin 21. Which so far, has found no sign of the missing plane. Air Traffic Control audio of those haunting final words from the cockpit just seconds before the planes tracking devices were switched off. This new report detailing the hours of confusion to follow. 17 minutes before anyone noticed the plane disappeared from radar. Another four hours from inaction in the control tower. Why 17 minutes, it is what i thought investigation team, to study and investigate. Meantime, more heartbreak for the families of flight 370. During this meeting in beijing, learning Assistance Centers are closing in just a few days, forcing them to go home without any answers about the plane or the 239 people still missing eight weeks later. Two more pieces of information coming out of press conference, using a flight tracker similar to what you find on your cell phone and thats what led them to believe the plane was in cambodia when in fact, it was far away from there. Theyre also looking into those 17 minutes that were lost when nobody seemed to notice the plane just vanished from radar. Probably a good idea. Thanks for that report. Right now, in the search zone, the underwater drone has just resurfaced from its 18th mission and again, it came up emp the. Want to talk about the search thats ongoing. Jeff, well start with you. What do you think now about the fact that theyre saying that they are going to send a resource to the bay of bengal . They first said, no, were not going to bother. What do you think of this . I would think theyre taking this seriously. Its a pr move . Frankly, i do. I dont think any experts who look at this think they hold much water. But its got so much traction. So many people are asking about it. I think theyre tired of arguing about it. Its easier just to go and get it overwitt. What are the glaring absences from this report . Any real mention that the malaysian military, the radar, picked up signals from the jet as it crossed the peninsula. Today at the News Conference about the report, the Malaysian Defense minister was asked a very direct question. When did the military radar pick up detection of this plane, communicate this with civilians . I want you to listen to his answer of this. I dont have the actual details and im very caution and very careful what i say. So, it is very important for me to get verification on that. Ill get back to you. This i was floored by this. Two reasons. One, he is the minister of defense and transportation and he has no information about what could be the most crucial element of this entire investigation. Think he laughed, he was chuckling there. I couldnt tell what was going on. It was like one of these. Not me, who knows. Its really, really unprofessional and again, the defense minister, thats the first thing he should be looking at. When we lack at what the radar does, the fact theres no communication between the radar, thats a severe problem. Thats how we got into more trouble in 9 11 because we didnt have that either. Now, we do. Now, those things are interchangeable. Sometimes, radar technicians from military are sitting right next to the radar technicians, so that communication occurs now. What surprises me is that didnt take that. Didnt say look, this is a standard we expect. Thats what the purpose is, when we go to another country, were going to have the same standards, or at least a close proximity. Why are they still in this old system and not communicating . Theres so many pieces that are making us ask those very questions. I want to talk to both of you, monday, we know that malaysia, australia, china, what do you think aing lot will come out of it and its a good sign in my estimation. I really feel like theyre opening up and saying we need additional help. Were going to talk about any people coming in. We are learning today about a sinister plot that was allegedly dreamed up by a 17yearold High School Student from minnesota. Police say the boy planned to kill his family, set off bombs at his school, then gun down his fellow students. He allegedly had the tools, but ran out of time. A concerned citizens tipped police off. A phone call that could have prevented a horrifying tragedy. Nick valencia is covering the story. Good morning. It was a plot tlarted by a local resident who saw activity at a local storage unit. Bomb making material, things like a pressure cooker, a steel ball bearing. He had a plan to kill his parents and sister, setting a diversion nar fire, so he had more time to carry out the shooting as his school. Where he planned to be killeded by the s. W. A. T. Team there. Initial reports seem to say police found him at the storage unit. They also found ammunition and a journal. Thats where the details become more chilling. In that journal, he said he was inspired by events like columbine high school, like the heartbreaking shooting at sandy hook elementary. He wanted to carry this initial attack out on the 15th anniversary of columbine high school, but because that anniversary on april 20th landed on easter sunday, he didnt have the time to do it, but authorities believe he intended to carry out this attack in the coming weeks. Details are just horrifying. Including a plan to kill his family as a distraction. Thats right. Thats the diversion i was talking about, setting that fire so he had more time to carry out his attack and we should mention, we just got new details in a moment ago, as he was being transferred, after he was taken into custody, he was take ton a juvenile center where he made a homicidal threat to authorities there. That led authorities to transfer him to another facility. His initial Court Appearance will be on may 12th. He is being treated as a juvenile, but some of the charges, two counts of attempted criminal damage to property. Four counts of attempted first degree murder, as well as six counts of possession of an explosive. We did reach out to his mother and spoke to her on the phone yesterday, but she was unwilling to give a statement about the circumstances surrounding her 17yearold son. What does a parent say at that point . There are going to be questions for the parent, the teachers, questions for the other students. Early on in this, obviously early stages of the investigation, getting indication that was a troubled kid . He seems to be a typical teenager. On his Facebook Page, there are elements and indication that he had maybe a darker side, but on the surface, a typical teenager. He likeded to play electric guitar. His grandmother said he was very close to his sister, the same sister he told authorities he planned on killing. But on his Facebook Page as well, he had likeded heavy metal music. He had affinity to sort of darker literature, but on the surface, that could be any typical teenager. Its this journal that really sets him apart and these detailed plans he had to carry out this detailed attack. A lot of kids like heavy metal music. T the journal and details that are deeply troubling. Thanks goodness for that quick thinking neighbor who thought something didnt seem right. 35 minutes after the hour. In just a few minutes, we expect president obama and Angela Merkel to speak in the rose garden at the white house. The two have been meeting for some time now and one of the most crucial items on the agenda, the crisis in the ukraine. For russia, theyre saying all hope is lost for a diplomatic deal and calling for a meeting of the u. N. Security counsel. That is scheduled for noon today. Launched a counterassault to dislodge pro russian separatists. Now, ukraine says its holding four suspects. And there are hundreds of u. S. Troops now deployed to certain countries in that region on stand by in poland. Also, the baltics, so the u. S. Is a key interest here and watchful eye on whats going on. The president of the United States has been meeting inside with Angela Merkel. Theyre about to speak. Christine romans and in moscow, matthew chance. Michelle, to you first. Set the scene for us. These are very important talks underway right now. From the beginning, weve seep such alignment between president obama and german chancellor merkel. She has been talking to Vladimir Putin consistently as well. Just within the last few days, another conversation between them. So, were waiting to hear more about really at this point, the lack of progress that has been made in those diplomatic atte t attemp attempts. Early on in the start of this crisis, merkel would speak to putin and say, it seems like hoos agreeing to some of this. There might be a movement of tro troops back from the border. That hes agleed to meet with a contact group. There really seemed to be an openness there and weve seen that erode over the course of weeks and weeks to the point that when you would get the read out from some of her conversations with putin, it would say yes, similar to what obama said, there just seems to be this enormous disconnect between what the west views as the events on the ground and what putin is describing them as such. And my understanding is, correct me if im wrong, an Opening Statement from the president followed by an Opening Statement from the visiting chancellor and then there will be four reporters who will be called to ask questions. Two americans, two germans. Is that right . Right, its really followeded that pattern on the president s foreign trip as well. So, its a limited number of questions. I think to remedy that, each reporter tries to ask several in one shot. So, were not going to be here for an hour taking questions on a number of topics. We expect it to be pretty brief, but the questions, where is this going, really, is the question and also the these sanctions. Right now, theyre not even completely aligned between the e. U. And u u. S. But there seems to be a real loss answering the questions as to what if anything these sanctions would do and where is the progress, if any, going to come from at this point . Stand by. Jim, how much distance, daylight, is there between the u. S. And germany on the imp sigs of sanctions . Clearly enough to keep the real sector sanctions. Really the step thats going to make a difference and impose a real economic price on russia and we saw that difference in the last week when you had the Obama Administration seemingly teeing up harder sanctions than they were able to deliver when announced earlier this week. But two, the u. S. Administration has made clear that theyre holding those sanctions for the event that Russian Troops roll across the border into ukraine and theyll make the point we need that step, we need to impose some sort of price. The trouble is, that lays out the possibility for whats happening now, which is in effect, the stealth invasion. Russian directed separatists taking over cities and towns causing disruption, shooting down helicopters. Its a real problem. The u. S. Has made the point, Administration Officials make the point over and over again, the unity of the United States with the European Union is whats all important here because thats where the power comes from. And thats why the United States should not step too far out in front of people like Angela Merkel, whos under great pressure back home from Major Industries not to do more. I think the question here is about american credibility and leadership. Is there a red line . Beyond which putin cannot cross that europe would finally get in line with stronger sanctions that you still can impose and move together or will the United States have to move on its own. They seem to have set that red line for a true invasion of ukraine. Meanwhile, youre seeing what appears to be a selfinvasion. I want to quickly go to Christine Romans in new york. The News Conference is taking place, three hour, four hours after some very positive jobs numbers were released in washington. 288,000 new jobs created. The Unemployment Rate going down from 6. 6 to 6. 3 . Thats the lowest in many years, so this is good news certainly for the country, good news for the president and fellow democrats. And you can expect the white house is going to say if they still have work to do, every time theres even a glimmer of hope or a sign of a turn around in the jobs numbers, theyre careful to say theyve got a lot of work to do. There are still a lot of people out of work and theres a lot more work to be done, but strongest job growth in two years. 6. 3 , the lowest in five and a half years and going the right direction. When i look at these numbers, i see broadbased jobs numbers. I see accountants and lawyers along with those low wage jobs that weve been creating. I keep using sort of this metaphor from the movie, frozen. We were frozen for three months in the economy. Gdp report showed almost nothing happening, but Companies Hiring managers are saying the spring thaw is here and you can i guess to continue that, i dont know if you have kids, but let it go. Things are getting better. Ill be curious to see if the president refers to these numbers in the Opening Statement. Thats the oval office. The latest weve just heard from the selfdeclared mayor on the pro russian protest, he says to me that five pro russian activists or militants call them what you will, have been killed today and two civilians. Thats higher than the death toll his spokeswoman posted on social media earlier, so we cant verify those numbers, but all the same, the impact will be there. The krim ly the bgt of course, that threat overshadowing actions here, what will those 40,000 Russian Troops do on the other side of the border. In many ways, this is a nightmare scenario because these ukraini ukraini ukraini ukraini ukrainian soldiers have moved into a town thats infuriated. An unpersonnel carrier over the legs of an elderly man, who was injured. He tried to block the way of the armored personnel, so its an extraordinarily volatile situation there. The concern is what do these troops now do . Theyre in place for the night, surrounding the town. Do they get attacked during the night by these militants here . Do they stick it out and does one soldier suggested to me, is it b possible that another force is coming in to enter in to the city . I feel like theres no doubt someone is going to bring that up. Its limited to two questions on each side. Two american and two german journalists. Im sure this will focus heavily on ukraine. What we expect is really kind of a show of unity between the u. S. And germany, which theyve tried to establish from the beginning. Even though there have been some differences. You mentioned the economies and the reluctance, strong pressure on Angela Merkel not to issue those sectoral sections. Nobody wants to hurt the global economy, and it seems like both the u. S. And germany are kind of at odds with what to do right now. Weve been talking about this being essentially an invasion of ukraine. And i know from the u. S. Standpoint, we hear constantly the same phrases, especially, you know, going along with international law, respecting a countrys National Sovereignty and territorial integrity. Weve seen this incredible violation, some would call it outrageous, and world seems to be really tied as to what to do about this. It has already happened. I think the hope now is there will be an announcement today of some, i dont know, nuance in the course of action that could could sort of put some clarity for future at least on the course. Weve already known for some time that there wont be these sectoral sanctions on big swaths of the russian economy, unlesses their is an invasion. Leading up to that, though, theres been a lot of pressure to really do something. Because weve seen nothing but escalation, wolf. The escalation continuing. I want you to stand by. Jim, ukraine the highest concern to both these leaders. Theres deep fear whats going on could clearly escalate. As you reported yesterday, you saw ukrainian prorussian elements in Eastern Ukraine going up to those ukrainian soldiers who had the batons, the shields, taking those away, ripping off their body armor, forcing them to run away humilia humiliated. These are the Ukrainian Military troops in Eastern Ukraine. It was one of the most embarrassing moments. It underscores the potential for real disaster over there. The Ukrainian Security forces, both riot police like were seeing there, but also the Ukrainian Military, are not up to the task, right. Theyre just matched by these russian militants, prorussian militants, that u. S. Officials will say consistently are backed by moscow. And thats a problem. And funded, trained, in communication with, associated with ukrainian intelligence. Ukrainian officials have been honest about that. They said, listen, we cannot control this. Thats a problem. Thats why you do hear some republican lawmakers asking for more robust military support, arm, et cetera. The point the administration makes there is any aid you give at this point is not going to quickly change the calculus on the ground and might, in fact, flame the situation. The president has his hands tied here. He has an American Public, obviously, that is not in favor of any kind of military intervention, military escalation. Theyre war weary. Theyre over iraq and afghanistan. He himself feels exactly the same way. On the other hand, it is an issue of american credibility and leadership in the world. And if we were to go out and impose stronger sanctions than, say, Angela Merkel is will to impose, will that hurt American Business . You know, that could just, as the president used the word, backfill, that other country could just backfill where we were stopping. I think this is an issue for him that really troubling, because i do believe the American Public see whats going on there and thinks its wrong, but they would not support any kind of escalation. And American Business would be very troubled by an escalation of sanctions in which they would lose business to europe. You know, the other point this companies at a time when on several Foreign Policy fronts, jim, the president is facing major challenges, not only in the situation with ukraine, but elsewhere around the world, there have been serious setbacks. Syria, attempts for diplomat situation solutions there, stymied in the peace talks earlier this year. And the situation with iran, ironically, are the one going well in the midst of this. Mideast peace talks, you know, syria setbacks just in the last couple of weeks. And who would have thought that europe would be the focus of the administrations attention in 2014 with all these other things . I want you to hold on.
