Disappearance of flight 370. Families had pressed for it to be made public, and now 55 days after the plane vanished, that report is out. Some of the details are frankly shocking. So lets get straight to it. Will ripley joins us from kuala lumpur with the details. So will, tell us what is in the report. Reporter well, its not just whats in this fivepage report, john, but its the time line attached to it. Some of these supplemental documents. And you asked the question, what took so long . Thats the question that i can bet a lot of these families will be asking as well. Because, you know, the plane disappeared from radar at 1 21 a. M. It wasnt until 1 38 a. M. , a full 17 minutes later, that air Traffic Control in another country, vietnam, reached out to kuala lumpur and said hey, have you heard anything from flight 370 . Okay, so had that not happened, k. L. Air Traffic Control may have taken longer than 17 minutes to notice that a plane with 239 people suddenly disappeared from radar. Investigators think it was just minutes after those last cockpit voice recordings that someone started switching off the transponders, the tracking equipment on the plane that allows it to talk to computers on the ground. And then we know that there was four hours that followed of utter confusion. Where Kuala Lumpur AirTraffic Control was saying they thought the plane was in cambodia even though there was no clear evidence to show that it was. But that confused cambodia. Cambodia started looking. You know, air Traffic Control in k. L. Really didnt know what was going on. In the meantime, we also know, as confirmed to cnn by the malaysian Prime Minister, that military radar was tracking this plane for at least some of that time and nothing was done. For hours. So for four hours of confusion after 17 minutes of not even noticing the plane had disappeared, we have this plane with 239 people on board veering off course, going somewhere. We dont know where because still nearly eight weeks into this, john and michaela, we have yet to find one piece of physical evidence from this plane. Can you bet the families are going to be asking a lot of questions after reading this. Yeah. And all of us have been looking over these documents. Will ripley, were going to say thank you to you and bring in aviation expert Richard Quest whos been going over this with a finetooth comb. Five pages. The los of important documents. And its interesting that 17 minutes that the planes gone off radar. Right. Im not so concerned youre not so concerned about that, are you . Not so concerned about that. Its not unusual for planes to veer off a bit, to be out of touch for a while. International flights. This happens. It shouldnt, but any pilot will tell you there are those moments, particularly on handover, it might be five minutes before the next. Fair enough. 17 minutes is long. Its not disastrous. Okay. What im much more concerned about is further up. Lets allow an hour, an hour and a half grace period for communications, where is this plane . We have two very unhelpful contributions from Malaysia Airlines. One suggesting the plane is in cambodia. The other saying everythings normal. Neither were true, by the way. Neither is true. But then after an hour, an hour and a half, you get some exceptionally long periods how long . Okay. In one case, 16 minutes. The next case, 37 minutes. Next case, 29 minutes. Next one, 44 minutes. When nobody seems to be contacting trying to find the plane. So were they misled by Malaysia Airlines saying with he know where it is . Clearly nobody knew where this plane was. Richard, the length of time here goes beyond or does it go beyond negligence into the realm of malfeasance here . This is a shocking length of time here, especially when you take it in conjunction with the fact that the malaysian military now apparently was tracking it on radar during that time. Worse than that, after air france 447, which took six hours before the rescue began, after that, it was very much recognized that it needed to be speeded up before the rescue control center was alerted. And there are definite protocols in place. Now, again, lets be charitable. Lets allow an hour, an hour and a half because you just dont know where the plane is. Its late at night. Different controllers going off to the bathroom, having lunch, whatever. Ultimately, the long and short of it is four hours is too long. So let me speak to you about that. The protocols you say are in place. Yeah. Are they generally followed in that part of the world on flights at that time of day . This was in the middle of the night. Or was this a case of bungling . What are you putting it in the category of . Im not putting it im not putting it in the category of incompetence. Okay. Im not putting it in the category of malfeasance. I think we need to know more about why nobody no government spokesman has actually said this is why they didnt do anything sooner. Weve really got the tick tock of who did what. But from my reading and look, im not a pilot, but ive read more than my fair share of air Traffic Control reports after accidents. And im telling you, im not surprised it took four hours. But it is still a disgrace it took four hours. I am surprised it took four hours. The length of time when you read the communications here, the confusion, the level of confusion is clear. Let me ask you this. Its not confusion. Its not confusion. Is it indifference . No, its just simply uncertainty. Its not like one person doesnt its me asking you, have you got this . And then you say im not sure. Im going to ask you. But then you ask me, and its uncertainty about a 777 with 239 souls on board. I agree. Thats a gross level of uncertainty to be dealing with there for as long as they were. Again, given the grace period that they have. Richard, what is not in this report . Because there is a lot that is not in here. Okay. Thats the biggest one thats not in the report. I mean, that is the single biggest issue. We could do it a few more details about the inmarsat data. Weve got more information the report doesnt have it. The report is a fairly standard tedious report that you expect after an event. Its a pro forma type of event. If this is all weve got, i would be saying it wasnt enough. But i believe very late last night, the Prime Minister of malaysia intervened and said whoa, enough. Do you think there will be more documents in the coming days . The Prime Minister has given the determination of transparency. And unless its going to conflict with the needs of an investigation, criminal or otherwise, i believe what weve seen today is the first example of the p. M. Saying get on with it. This is the first stages of the transparency we might see more of in the days ahead. I would hope so. Richard quest, thanks very much. Lets look at some of the other headlines making news troe today. Toronto mayor rob ford said hes tried to tackle his alcohol problem himself but hes admitted he cant do it alone and hes headed to rehab. This comes just hours after a newspaper in toronto reported on a new video that allegedly shows him smoking crack. These are pictures from the globe and mail showing him holding some type of pipe. He issued a statement saying i have a problem with alcohol and ive struggled with this for some time. Much more this hour. Two inmates were killed and more than 150 other inmates and officers hurt when an apparent gas explosion triggered a collapse of part of a county jail in florida. Three inmates still unaccounted for. Some 600 prisoners were in the building at the time. This explosion happened several hours after significant flooding swept through that area. Speaking of flooding and rain, record rainfall hammering parts of florida. In an hour, everything just gushed in. It was the strangest thing. It was weird. The streets of pensacola looked more like raging rivers. Floodwaters have destroyed homes, businesses and roads. Were going to take a look at the weather a little later and show you where the weather is headed later this hour. Ahead, so rob ford says he has a drinking problem. He is seeking professional help for it. But torontos troubled mayor is not resigning. Next, were going to talk to jane velezmitchell about addiction and why ford didnt get help months ago. Now this, pictures of the embattled Mayor Holding some sort of pipe from the globe and mail allegedly taken by a drug dealer while he smoked crack in fords sisters basement just last saturday. And now after all this, and i mean all of it, ford is admitting hes got a problem. He says hes going to rehab. He says hes taking a break from his mayoral duties. Hes taking a pause from his Reelection Campaign after all of this. After all of this. Big questions about why it possibly took this long, joining us now to talk about all this, our National CorrespondentSusan Candiotti and hlns jane velezmitchell. Sus susan, what is the mayor saying about this decision . Well, hes asking people to stand by him and to pray for him as he tries to get some help. But heres how his Statement Reads in part. Heres a quote from it. He says, its not easy to be vulnerable and this is one of the most difficult times in my life. I have a problem with alcohol, and the choices i have made while under the influence. I have struggled with this for some time. Remember, everyone, its been over a year since a drug dealer first tried to sell a video of him smoking crack. And at the time first he denied it and then said, well, you know, i try it had once, but i was drunk at the time. And so weve seen him acting erratically certainly time and time again. Its very painful to look at all of this. But once again, heres the thing. He is not dropping out of the race. And a lot of people are saying it is time for you to do that if youre serious about getting help. Aside from the politics, its interesting because weve seen him be defiant, right . All weve seen from him. Right. He has this behavior. Hes defiant. He has this behavior. Hes defiant. Wont admit to things. Now hes admitting things but still is being defiant in a lot of respects. Thats right. Defiance is the hallmark of alcoholism and addiction. And i speak as somebody whos 19 years sober from alcohol addiction, but theres no cure. The question here is did he really hit bottom this time, or is this a cynical pr move because he got caught with his pants down, or as it were, holding what appears to be a crack pipe . Now, if it were a real heartfelt move, i would think he would have done some other things. One, said i resign because im going to devote myself 100 to getting sober. B, not just say im seeking professional help, that could mean anything. I could go to a shrink. Thats what he said before. Exactly. Last time he said i had a cometojesus moment. Im going to rehab. Heres where it is. This is how long im going to stay. Game plan. As his lawyer said to our cnn paula newton, he said some people are calling it rehab, and he wasnt specific about what kind of help he is getting, as you point out, what kind of professional help. Let me read the statement. I have tried to deal with these issues by myself over the past year. He says that i know that i need professional help, but im now 100 committed to getting myself right. So jane, you know, youve had battles over the years with alcoholism, you were just telling us right now about that. The part of this that is so stunning to me is this has been happening in plain view of all canada, not to mention all of america, the entire world, we have all been watching this man over the last year make a fool of himself in some ways and battle addiction in another way. Shouldnt someone have stepped in . How could this have come to this . Well, theres evidence that he has a codefendant family that justifies, rationalizes, minimizes and otherwise enables him to continue his behavior by saying oh, youre ignoring the good things hes done and things of that nature. But the bottom line is, when youre in the throes of this disease, you are essentially held hostage by the drug or the drink. Telling somebody who is in their disease of alcoholism or drug addiction just, just give it up. Its like telling you, stop breathing. If you could only stop breathing, then everything would be okay. So essentially, its an obsession of the mind coupled with a physical craving that is so overpowering that thats, for example, the reason i dont even gargle with mouthwash that has alcohol in it because if i get a taste, it could run up my body and trigger a craving that i have no power to stop. The dichotomy of addiction is the only power you have is the power to surrender to your powerlessness. Yeah. And look, if hes successful, and we all hope that he is in getting help, if he is successful, the election isnt until the end of october. Well, it makes you wonder. Theoretically, he could come back. But for now, hes not. Dropping out. Part of his campaign has been about Second Chances and forgiveness. It makes you wonder if torontonians are going to allow. Were talking torrential downpours in florida. Parts of that state inundated right now. The question is when will the weather improve . Well have the details next. Water was coming in through our garage and then through the back doors and flowing in out this door. So we just have water in the house. We were getting a chair to perhaps get in the attic. We didnt know exactly what was going to happen. And it was a pretty frightening evening. Water just flowing right through the house there. So many homes under water, cars submerged, water just flowing through the streets. Florida is seeing record flooding. Yeah, the rainfall at the Pensacola Airport was record breaking, soaking it with more than 15 1 2 inches in a single day. The government has declared a state of emergency. Chad myers is in pensacola. How are conditions looking and is there hope that things are going to get better there very soon . Reporter i think so. There may be a shower or two but not the rain that they had. In fact, that Pensacola Airport, only about a mile from here. Every time a plane takes off, we can hear it. This is a street. I am not standing on the beach. You are kidding. I am standing on piedmont road. Under this road was sand. The sand eroded. And let me show you here. Im about maybe a foot and a half where the road grade would have been. This is the truck. This is where the truck was sitting parked on the road. This, guys, is not going to buff out. All the way down and into the engine. Heres the waterline from the inside of the truck all the way through because see still the water inside. Heres where the road should be. Theres the storm sewer in the middle of the roadway. Its all gone. The water came from up here from up a little reservoir. They call it kind of a retention pond. Came straight down. All the neighbors here walking around, looking at the damage. A lot of Insurance Adjusters already here. The water coming straight down this road and right on down there, washing all of this away. Now, yesterday we were here with the governor. And there was a lot of gas in the air. Natural gas was everywhere. Its been shut off now, i think, because i dont have any whiffs of that. This is going to take a long time. This is like rebuilding or building an entire neighborhood from scratch. Because the sewers are gone, the waterlines are gone. Gas lines are gone. Wow this is what some parts of pensacola look like. Chad, that is crazy. Unbelievable. That is just crazy. And the shot just disappeared. We saw the video of the water rushing by. But you dont think about what it looks like after the water is gone. There you have it. You talk about rebuilding or how are people coping. Theres no road there. How do you clean up . You cant pull out of your driveway. Theres the video of the water. You can see how high it was. But when that water goes awe, youre left with all of that dirt and debris and sand and mud. My goodness. My goodness exactly. It says the boeing 777 had vanished from radar four awe full 17 minutes before Ground Control even took notice. Plus it took another four hours before an effectual rescue operation was launched. Those seem to be critical hours lost. Also today Malaysia Airlines announced it is closing support centers for families of the 239 people who disappeared on that flight. Family members being urged to return home where they will receive regular updates and an advanced compensation package. Sarah bajc, one of the passengers partners was saying thats different for people who live in rural parts. The botched exclusion of an oklahoma inmate is raising a lot of questions about the death penalty. Clayton lockette was convicted of raping and killing a teen in 1999. But the white house says his execution, quote, fell short of humane standards. Take a listen to what an eyewitness had to say. 6 38, he was moving even more. He was almost trying to move off the gurney. He was talking, not words you could understand, but he was mumbling something. At 6 39, he was struggling to breathe. He was struggling to move. He said the word man. We all agreed he said the word man. The inmate, lockette, died of a heart attack 43 minutes after his injection of a lethal cocktail of three drugs went wrong. Its pts is an injury which means its fixable over time. And i notice youve dropped the d. Its not ptsd anymore. I have dropped the d, and thank you for reminding the viewers of that. D stands for disorder. And we dont view and a lot of the experts dont view pts as a disorder. Its an injury. And thats really important for a lot of reasons. Its important to eliminate stigma. This is an issue the former president cares about deeply. This is an issue jake tapper also cares about deeply. Hes written extensively, a wonderful book on afghanistan. I am really looking forward to this full interview later today on the lead with jake tapper. I wonder if theres going to be a separate diagnosis for people who suffer posttraumatic stress but not from an injury because there are many rape victims and other people who suffer these kinds of traumas, and they suffer from that kind those issues as well. It would be interesting to see what happens there. Lets get back to our breaking news story. This longawaited release of malaysias preliminary report on flight 370. I have it in front of us. Somewhere. In this pile of papers. Jet vanished, what, were told now 17 minutes, vanished 17 minutes before Ground Control even noticed it was gone. And it was missing for another four hours before the rescue operation was launched. The timing here, the lack of action or the long period of time of inaction very much in question right now. Were joined again by aviation analyst jeff wise. Youre a pilot. You fly planes. Youve been on a lot of flights presumably. Thats a lot of time there. Is that surprising to you, or are there other things that stick out to you in this report . Well, i mean, listen. Theres a lot in this report. Its not everything we would have hoped for, but there is a lot to chew over. You know, the 17 minutes, remember that one of the things that struck us initially as so interesting and potentially suspicious about the flight, the way it unfolded, is that the plane took this left turn around the time that it was disappearing from radar. Remember, it was out over the ocean. It was away from the ground radar surveillance. And so this is where it would have disappeared anyway. So its not so surprising that it took air Traffic Controllers to notice that it was something was amiss. So in a way, thats not so surprising to me, that it took a little while. It seems that the turn, if it was indeed made intentionally as malaysian authorities are assuming, then that would have been the Perfect Place to do it if you wanted to evade attention. You mentioned that there were things that you would have liked to see in the report. What was missing in your estimation . Well, really the Golden Treasure that we would have liked to find was a full set of inmarsat ping data. And we didnt get that. But we got some interesting maps that showed, with more precision that weve had to date, where the authorities think the plane went. And from that, i think some of these independent experts who have been looking at the data are going to have a lot to e extract from that and could give a much clearer picture of what was going on in those pings. We did get some audio released of the last conversation between the cockpit and the control tower. Lets listen to that. Malaysian 370, contact ho chi minh 129 decimal 9, good night. Good night malaysian 370. It is interesting to hear their voices. I dont think theres anything that jumps out as unordinary or something we didnt know before. I want to go back to the timing. The four hours before the search and rescue. You say 17 minutes before it was gone. That might not be alarming. But four hours before you do anything about it . Well, remember, were looking back on this with the benefit of hindsight. But at the time, this was a stunning and completely unprecedented turn of events. So much of the air Traffic Control system is based on the assumption that people are that planes dont just crash for no reason, that people go where they intend to go. And that there are, you know, gaps in the radar. But four hours is more than a gap. You would think that somebody would have raised some sort of red flag along the way, no . Well, you know, you might think, but remember, this is in the middle of the night. You havent got full staff. And the with air france 447, we saw a similar kind of thing where it took about a similar amount of time. Granted, that was over the entire Atlantic Ocean where communication is a little different. Yeah. But, you know, it takes time for the enormity of a completely unprecedent situation to sink into peoples minds. It takes a long time. And you see this in all kinds of stressful situations. And i think even you can draw a parallel to the korean ferry disaster where people just assume that its going to be normal. They assume that things are going to unroll as they normally do. Its unfortunate in retrospect that it took four hours, but i dont think we need to see nefarious intent in that kind of interval or incompetence, i should add. Jeff wise, it will be interesting to see what other documents, if there are other ones. Richard quest seemed to think there would be other documents coming out in the coming days. Well have more in a few minutes about how of relatives of missing passengers are reacting to this new report and to the news that malaysian airports are going to shut down some of those Family Support centers at hotels in malaysia and beijing by next week. Interested buyers, though, already stepping up, saying they may want to buy including some very familiar faces. The person who talk about this, rachel nichols, host of cnns unguarded. All sorts of names being thrown around. And in fact, oh, theres one of particular interest. Oh. Oh, you say. The super group as ive started calling them. Thats a good idea. I like that. We said the big three in basketball a lot, this is the big, big, big, big three. This is david geffen, larry ellison, computer magnate, and Oprah Winfrey. Thats a power trio right there. I want to just go over the money in this group. David geffen, 6 billion net worth. Oprah winfrey, 3 billion net worth. And larry ellison, oh, i dont know, 50 billion net worth. You think these guys together could outbid everyone else . Except for john, obviously. Youre saying that might work out for me. Im just saying you may need michaelas help with her salary also. Hes wanted to own a sports team for a while. He actually tried to buy the clippers a wheel agile ago. Donald sterling said ill never sell. The nba may have different ideas. How much would this cost the trio . It could cost up to a billion dollars, but again, thats couch cushion change for these guys. And oprah, i know there are been people saying we need to get more black owners in the nba. Yes. That would make her one of the only black women owners, would it not . It would make her the only woman owner and certainly a feather in the cap for a nba. Wouldnt that be something . Michael jordan owns a team and theres one in sacramento. Certainly they need more people of color in the nba and certainly it would be a double shot. Whats the time line . I know theres a subcommittee meeting at the owner level today. How soon do they have to vote . They have to give Donald Sterling notice. Once they do that, he has five days to respond to that notice. Then within ten days, they have to have this board of governors meeting to actually officially vote him out and hear anything back from him about pleading his case. Theres big questions, though, over whether and how Donald Sterling is going to fight this. He doesnt really have a lot of avenues to fight this within the nba. Although he could certainly make calls to some of his old friends. Remember, hes been an owner for 30 years. Hes got a lot of friends in the ownership group, and he can say hey, do me a solid, vote with me. Its going to be hard especially now that adam silver has laid down the gauntlet for somebody to come over to his side and stand with a racist. Do you want to be the guy or gal known as doing a solid for Donald Sterling in light of all thats going on . Exactly. Did a solid for Donald Sterling. But i do have to say that he is a very litigious guy. And even though he really doesnt have a case in the court system to challenge this, he may try to file under antitrust laws. And he may just try to tie them up in court. Because he can say, look, im going to file a lawsuit, and in that lawsuit, im going to file a bunch of briefs detailing the bad behavior of other owners who have been allowed to keep their teams as a way of explaining how i should and he probably wouldnt win that lawsuit because of the rules he signed on to with the nba. But if youre the other owners, do you want the threat of that lawsuit out there . Given that hes such a charming fellow, youd have to worry perhaps that it could happen. I leave l. A.
