We begin with questions around the captain of that sunken vessel off the coast of south korea. He managed to escape the doomed vessel. You can see him earlier today hiding his face there. This as the same moment the rescuers were combing the message for almost 300 missing passengers including scores of high school students. The captain was making apologies. Translator any words for the family members of the missing . Translator im sorry. Im at a loss for words. In the meantime, investigators are looking into a report that only one only one of the ships 46 lifeboats was deployed. And a senior official said there is a high possibility that the ferry deviated from its route. All this as agonized parents wait for any sign that their children may have survived. One young man reportedly sent this text from the sinking vessel. He wrote, mom, in case i wont get to tell you, im sending this. I love you. Our Paula Hancocks is in south korea. Paula, whats the latest on the rescue effort . How are the relatives there holding up . Reporter well, john, we do have some latest information for you. This is from the south korean government, the ministry of Security Public administration. They now have revised the death toll, saying that 18 people have been confirmed dead in this incident. That was nine not so long ago, and they say now 278 people are missing, so they are finding some of those unaccounted for. But unfortunately they are not finding them alive at this point, but relatives are still keeping hope alive. They are praying about their loved ones about 12 miles out to sea are still alive. We heard from the Maritime Police earlier this thursday that theyre working under the assumption there are still survivors. Theyre hoping there will be air pockets within the ship. And so they say theyre working around the clock to try and get to them. But this thursday, unfortunately the weather has just not been cooperating. There has been very low visibility in the water itself. More than 500 divers involved in this search and rescue operation. And at least six or seven times they tried to get inside the cabins that are submerged at this point, but they just could not. They failed because of strong underwater currents. Conditions were very dangerous for those divers as well. So of course, the hope is that the weather is going to improve, that they will be able to at least get divers in there very soon. John . Paula, the reports of these Text Messages are simply haunting. One teen is said to have written his mother this. There are a few people in the ship, and we are not dead yet, so please send along this message. Again, as i said, these are haunting. Do these messages, reported messages, give parents any hope, or does it make it all the worse for them as they wait for any sign, any word of what happened to their kids . Reporter well, john, about 4 24 hours ago, we actually heard from a mother just down by the water behind me. And she said that she had received a text message that her son on the ship had sent to her other son, and she believed that it was sent recently. So she believed that it could well have been after the ship had sunk. And it basically said, dont give up on us. Were not dead. Please help us. Now, of course, this gives some of these parents immense hope. But of course, it could also be the case that this text message just came through late. It could be the case that it is not an ongoing text message at all. So its really a very painful time for these families here. And there was one woman who was streaming at one point earlier today saying who told my children not to get off the boat . And of course, this is referring to this p. A. Announcement that eyewitnesses have told media they heard that they were told not to move, that it was dangerous for them to move, and so they had to stay put. And that eyewitness, a student who got out alive, said the reason he got out alive is because he disobeyed that order. One of the key questions were going to ask experts coming up. Why were they told not to move . How is it that the captain managed to survive with only one lifeboat deployed . Paula hancocks from south korea, thank you so much for being with us right now. A tragic story, and were following all the twists and turns. We do want to turn to new developments in the search for flight 370. Preliminary analysis of an oil sample taken from the search area has determined that this oil slick was not from an aircraft engine. Malaysias transportation minister now says if no traces of the missing jetliner are found either on the water or under water, officials will have to rethink the operation. There will come a time that we may need to regroup and reconsider. But in any event, the search will always continue. Its just a matter of approach. The u. S. Navy underwater drone the bluefin 21 today completed its first full scan of the ocean floor after its first two missions were cut short by technical problems. The data from the bluefin 21 is being analyzed. Lets talk about what might be on it. Lets go live now to Aron Mclaughlin in perth. When do we expect to get full results from the first day on the ocean floor, and when might it begin its next full day on the water . Reporter hi, john. Well, no timetable has been given for that analysis of those results. Also, we dont know exactly when theyre going to put the bluefin 21 back into the water. But this is a really critical time in this search operation, the bluefin 21 having completed its very first mission. It scanned some 34 square miles. That area is really important because its the area that officials have, in part, identified as the most likely place to find the black box. And that is based on analysis of pings according to the u. S. Navy, the second ping that was detected on april 5th. In particular, it lasted some 13 minutes. It was the strongest signal detected. Now, if the bluefin had, in fact, found something, it is possible that they could fit it with an actual camera. Its using Sonar Technology now to go down and take pictures of what its found. But the bottom line is we dont know what their next steps are, and were waiting to hear from them for that information. John . Lets talk about some other dead ends right now. We now know that that oil slick, the sample, they have tested it, and they see no connection to flight 370. This means there is still no physical trace at all of this plane. No debris, no oil slick. Is this discouraging to officials there . Reporter i think officials here in perth are confident that they are looking in the right place. And theyre still very determined to see this mission through. All along, angus houston, the man responsible for coordinating this effort when referencing that oil slick and the twoliter oil sample that was being brought to shore to be analyzed, he said it was just another lead that either needed to be ruled in or ruled out. And thats really a process that weve seen all along in this search. Theyve been searching by ship, by air, by satellite for any physical signs of this plane. As you mentioned, nothing so far despite hours and hours and hours of painstaking work. But the people involved in this search are determined to solve this mystery to give closure to the family and friends of the victims involved. John . Firstly, the visuals that we managed to get from the bluefin 21 were very clear. Not in finding what we were looking for, but what the seabed looks like, and that gives us a bit of relief as the next few days are going to intensify the deepwater search. That update from malaysias acting transportation minister. We want to talk about all the developments right now in the search for flight 370. Our aviation analyst jeff wise is here and Steven Wallace is with us here, the former director of accident investigations at the faa. And i want to start with something that the acting malaysian transportation minister also said at that news conference, steven. He said officials might be forced to regroup, to reassess if they dont find any sign of anything on the ocean floor before long. Those words, regroup and reassess, is that basically an admission that if they dont find anything within a week, they might be looking in the wrong place . I didnt really hang on those words so much. First of all, i think that really the australians and this tremendous International Effort down there in australia is really doing the right thing. I think there is kind of a continual process of reassessing and regrouping where they, as the evidence becomes refined, they narrow the search area. You know, there were some glitches with this bluefin 21 where they maybe needed to adjust the depth that it was going to go to. So i didnt put a lot of weight on those words from the defense minister up there in malaysia. So jeff, what about the oil slick . They tested that oil now. It doesnt end up being connected to flight 370. That leaves no physical evidence at this point of this flight. Right, exactly, and thats a big problem. Weve been hearing a lot of positive language over the last few weeks from both australian and malaysian authorities, basically assuring us that they were narrowing in on the wreckage and that it would be found soon. Now were hearing very different language. I would say that i do think there was much to interpret in this kind of language were hearing now, to regroup, to reassess. Is it in the vicinity of where theyve been looking . Is it somewhere else entirely . As you indicated earlier, the only evidence we have of what happened to this plane now are these pings from inmarsat, the satellite. And the interpretation of that data is crucial. And the thing we need to remember is we dont know how inmarsat carried out those calculations. We cannot independently assess their reasons for saying we are in this area that were looking. They have the inmarsat data, jeff, but they also have the underwater pings picked up by the towed pinger locator. They have heard something under the water there. So steve, the question is how long do you look for it where you did hear those pings . The australian official in charge of this essentially said were going to give this another week under water with the bluefin 21. Is that really enough time . Well, i think were going to take as much time as it needs. You know, as jeff said, perhaps the inmarsat data hasnt been viewed by as transparentally and as widely a group as it might have been, but i have a lot of confidence in the two pieces of data which seem to be aligning, the inmarsat pings and the pings picked up by the towed pinger locator. So thats whats focused this area. I think theres an unprecedented level of International Cooperation and determination here. I dont see anybody giving up on this. Its a huge search area. This bluefin 21 is apparently doing, you know, 10 or 12 or 15 square miles a day, depending on whose measurements you accept the search area could be, you know, 100 times that big or 1,000 times that big. I dont see anybody giving up here. I dont think theyre going to give up at all. Malaysia made that clear that theyll keep the search going in some form as long as they possibly can. Jeff, there was some more information coming up in the wall street journal today. Reporting from a source in australia that they think there are signs it might have been on autopilot. There are some signs based on the inmarsat data and other data. It may have actually been heading towards perth. Thats really interesting. That would seem to be beyond the range that we believed it could fly. And i think its important to realize that the average nonaviation person might be a little bit confused by this idea of flying on autopilot. Usually planes are flown on autopilot, meaning the captain or the pilot flying would input into the flight Management System a waypoint or a destination, and the plane will essentially take itself there. So the fact that its on autopilot meaning flying itself, thats actually the normal state of affairs. The idea it was heading towards perth is just one of these extrapolations. And there have been so, so many, havent there . Thats absolutely right, yeah. Stephen, what next . I mean, at this point, you just say keep searching with the bluefin . Should they start considering bringing in this next layer of technology, possibly the manned subs that would search the ocean floor if they had to just to be ready . Well, i think they will do that. I this bluefin has only been down there for three days. I would say were kind of at the beginning of this phase, and certainly the experts are looking at the next phases. I might just add one thing here. Jeff, of course, is absolutely right, airplanes are routinely, almost all the time, flown on autopilot. You know, the fact that this oil slick didnt appear to be from the plane and theres no debris, an explanation, perhaps the explanation, or the explanation is that this airplane impacted the water and remained intact. That could be the result of being hand flown or it being even perhaps on autopilot that it was intact and then a level attitude and completely out of fuel. Thats possible. Certainly one of the possibilities here that has led to this mystery and so much hypothesizing. Steve wallace, jeff wise, thanks for being with us. A sophisticated remotecontrolled vehicle will take up the challenge of trying to find the black boxes. Its camera will show whats happening deep below the ocean in realtime. This also has sonar and robotic arms. But the big question, can it go deep enough . Heres rosa flores. Reporter this could be the key to solving the mystery of flight 370. Its a remotely operated vehicle, or rov for short. Once wreckage of flight 370 is identified, an rov like this one is likely the next crucial step in finding the planes black box. All of the hydraulics running. Reporter its controlled from the surface running this joystick. Im coming around now. Reporter has lights to illuminate the stark black of the ocean deep. Cameras transmitting back footage in realtime. Hydraulics on. Reporter and highfrequency sonar to combat the notoriously difficult visibility in the area of the indian ocean where the plane is believed to be. But most importantly, the rov has robotic arms called manipulators. The arm has jaws, you can open and close the jaws. Reporter they are essentially mechanical hands, able to retrieve objects from the ocean floor, far deeper than any human could withstand. Stand and retract. Reporter a second manipulator can be equipped with tools for cutting through metal such as on the fuselage of a plane. It would be ideal for a black box, not a problem at all to pick it up, put it in a basket and recover it back to the vessel. Reporter experts say top priority for investigators is to retrieve both the flight data recorder and the cockpit voice recorder. This rov called the triton xls can go to depths of around 10,000 feet. But the rov that is brought to the wreckage of flight 370 could have to withstand the pressure of around 15,000 feet of water. Underwater pulses were detected at that depth last week. And unlike the bluefin, searchers are currently using, the rov is connected to the boat through a line called an umbilical and has a constant power source and is able to feed back information immediately. The rov can stay submerged for days. Reporter and the hope is with these capabilities, the rov will finally manage to bring some answers to the surface. Rosa flores, cnn. Just moments ago, defense secretary chuck hagel announced that the president has authorized sending nonlethal aid to the Ukrainian Military. Nonlethal aid to the ukraine military. Now, this comes after a few days that have frankly been embarrassing for the Ukrainian Military and their troops as those troops tried unsuccessfully in some cases to dislodge some prorussia militants from towns in the eastern ukraine, even losing control in some cases of military vehicles. The ukrainian troops unwilling or unable to do what it takes to move those militia members out. Again, though, the news just now, the president has authorized sending some nonlethal aid to the Ukrainian Military. Well have a live report from ukraine on what this all means and the ramifications in just a few minutes. Another big story were following right now, Poor Visibility hampering the search for almost 300 people, many of them high school students, missing after a ferry sank off the coast of south korea. Crews are injecting oxygen into the ships hull to perhaps prolong the lives of any survivors. Officials now say there is a high possibility that the ferry capsized because it shifted off of its planned route, and theyre now looking into a report that only one of the 46 lifeboats on this ship actually deployed. According to one survivor, passengers were urged not to escape. Translator put your safety vest on and stay put, as its dangerous, kept announcing it about ten times so kids were forced to stay put. So only some of those who moved survived. One of those survivors is the captain, seen earlier today hiding his face. He made it off. Again, with only one lifeboat, and new questions are swirling around how he did manage to escape. Several survivors said they managed to get out by jumping into the frigid water or crawling on the outside of the upended ferry. In doing so, they ignored commands shouted over the ships loudspeaker. Translator dont move. If you move, it is more dangerous. Dont move. All right. Joining us now on the phone is ken petersen, hes the governor emeritus of the nonprofit parry time Security Council and president of security dynamics. And kim, there seems to be a contradiction here. There are some people who say the safest place to be on a ship is in the vessel or near the vessel. Yet we saw, again, with this disaster that those who did jump off, those who fled as soon as they could, they seemed to be the ones to survive. So the question is, whats the right decision . Well, its very difficult to determine what actually happened and the time line associated with those commands from the bridge. Some reports from survivors indicated that they were told to stay put up until the time that the vessel began to slide onto her side. Bear in mind, the captains first duty is to protect his passenger and crew. If the captain felt that the vessel was in peril but stable, it may have been proper to calm the passengers in order to prevent panicdriven action. That having been said, however, the subsequent actions by the captain and the fact now coast guard officials are saying that he may face criminal investigation for his actions on the ship leads one to wonder whether or not the proper procedures were being followed. Kim, i have a lot of questions about the captain which we want to get to in a minute. First let me break down this issue of when to stay seated, when to flee. When would it be right to stay in your seats, not to move if theres problems on the ship . Well, if the vessel is stable and if the captain and the crew have determined that there is time to bring people to their muster stations where they would kong congregate. On the other hand, if the vessel is in peril of sinking before you could actually get people to muster stations or ready the lifeboats to go over the side, then obviously passengers have to take it upon themselves, working with crew, and find a safe means of egress you sboo the water and away from a sinking ship. Apparently it didnt work and they werent able to get off as quickly as possible. What do you make of the fact that only one of the lifeboats seemed to deploy . There is some confusion on that point. We are hearing from some sources in south korea that two lifeboats actually were deployed. But still, given the number that were on board and those the number on board had to meet the requirements for in excess of 180 passengers, there appears to be something seriously wrong. Again, we can only speculate at this time, and there are a lot of questions. For example, what caused this vessel to sink as rapidly as it did . In this area of what we dont know and what we do know, the one thing we do know, kim, is that the captain survived. And whether there was one lifeboat or two, there were more than 40 that did not deploy. There are still over 270 people still missing. One of them is not the captain. And i think there are a lot of people asking how. How did the captain escape and so many other people did not . Well, thats something that a lot of people are asking questions about right now. The captains name is captain lee jeun suk. Hes 69 years old. Its interesting that he was filling in for the regular captain who was on leave. Captain lee has been on the water for 40 years. There are numerous accounts reporting that he was the one of the first to be pulled from the water despite the fact that no one saw when he left the ship. It will be one of the questions that people are asking for some time until there is an explanation given. Also, as you say, we still need a further explanation about what might have caused the sink to ship so quickly. Right now, because of the possibility that it veered off course. That, of course, such an important question. But it does come at a cost. A financial cost. 21 nations, 80 ships, 61 aircraft scouring a vast section of the indian ocean. Plus, now the unmanned u. S. Sub that is searching the ocean floor. No doubt these costs are adding up. So lets talk about them. Our Aron Mclaughlin is back with us in perth, australia. John giles joins us from washington. Aron, lets start with you. What number are you hearing from the australians right now about how much this is costing . Reporter hi, john. Well, its pricey. The chief of the australian transportation and safety board telling cnn that its estimated that a prolonged underwater search and recovery effort will cost around a quarter of a billion dollars. And that doesnt even include the search for debris. Every day theyve been deploying around a dozen ships and a dozen planes to scour the oceans for any signs of mh370. They have found nothing so far, but thats estimated to cost in the tens of millions of dollars. Now, angus houston, the man responsible for coordinating this multinational effort, has been asked time and time again about that price tag. He has been loatheded to put a specific price on it all, but he acknowledges that this is expensive. So far none of the countries involved balking at any of this cost, john. Well, obviously there are many countries involved, tom. So how does it get split up . Who exactly is paying here . Right. We think australia is bearing a big brunt of this, at least half based on estimates that weve seen so far. U. S. Is in there a lot. Theyve put their number out so far at under 10 million so far, which seems like a small amount of money. But when you think about the number of countries involved, chinas in there. We know vote vietnam is in there. Lots of countries involved, lots of ships, as aron mentioned. So the cost is being drbistribud over many Different Countries with australia bearing the brunt, we think, so far. Everyone wants to find this for the families of the people on board, but there are serious technical questions here. To tom, im sure boeing wants to know what caused this flight to go down. Theres every reason to invest in this search for a lot of the parties involved. Isnt that correct, tom . Sure. Nobody more than china right now, which as you know, has most of the passengers were chinese nationals. So china has a very vested interest. Sure, boeing, malaysia airlines, u. S. , absolutely, there were u. S. Citizens on board, and we want to be part of the search. Its absolutely of utmost urgency for so many people involved this far out. Remember, air france, the flight that went down in 2009, that took two years, and we think the cost there was upwards of 100 million. So it does look like the cost this time is going to be much higher than that. But theres no question, people are not sitting there going, yeah, we cant believe how much this is costing. We are questioning the validity of it. People want to know what happened here, and were not going to find out those answers until we find that black box. And quickly, tom, do you see the price tag becoming an obstacle at some point, or do you think they will spend what they have to spend to try to find this plane . Just minutes ago secretary of defense chuck hagel said that president obama has signed off on sending more nonlethal aid to the Ukrainian Military. These obviously sounds of gunfire heard earlier this morning in ukraine. A gang of some 300 prorussian activists attacked a military base. Ukrainian soldiers opened fire, killing three attackers. And now kiev is not allowing russian men age 16 to 60 to come across the border. Ukrainian, russian and western diplomats are holding emergency talks in switzerland. And russian president Vladimir Putin says all parties need to figure out how to get out of this situation. Though a lot of people would say it is largely up to him. Our Nick Paton Walsh is at a proukrainian rally right now. He joins us on the phone from donetsk in ukraine. So nick, this is a proukrainian rally. We havent seen a huge number of them in the east. Tell me what youre seeing on the ground right now. Reporter given the threat that people think may be posed against this rally and theres a lot of riot Police Standing around them, its quite a reasonable turnout. Id say 2,000 to 3,000, putting up signs saying no to civil war. A lot of the crowd younger, more western orientation and, of course, calmer. Theres no anger really amongst these people. A sense of disappointment that their government hasnt been able to stop what they call the potential for a russian invasion. One key difference here, though, and i think this is to prevent anybody from pointing the finger of blame later, not one of the policemen here is carrying a weapon. They have riot shields and sticks but no guns. One man next there is a fear something could go wrong and want to make sure. Do you think they have the will to stand up to the pro russian militants that seemed to wreak so much havoc the last few days . Reporter not this crowd marked by how calm they are and their admission they accept theyre the minority and accept they dont have the majority here and think those pro russians in the area may be able to have their way. The will is for their government to keep their government together and how this turned this particular moment. A lot of anger towards troops in here as well behind much of this as the United States and nato do as well. I think given their calm calculated position we saw on Russian Television they have reason to be worried and do 30 port in place of a broader mod scou strategy. Some russi have seized russi citizens as many as 40 that have been acting out . Any thoughts on that . Reporter there have been reports the ukrainians have taken those who had provocation and causing unrest here. Its hard to verify that because theres so much happening from both sides and hurting credibility in many ways. Certainly, most people you speak to in this crowd think there is a broader russian strategy at work here. You have to say, when you hang out with these pro russian protesters when they let you, its always staggering the that theyre well disciplined, well armed, top notch firepower strapped around their shoulders and has to come from somewhere other than local activists for a few weeks. Certainly seem to be dictating the pace of actions in that part of the country and in geneva trying to find a peaceful way out, no progress at this time. Nick walsh, great to have him there. Were waiting for more information from the bluefin. In the meantime were going to answer your questions, so many people have questions. Steven weiss and the director of investigations at the faa. The first question is an interesting one. We have so few hard facts about this plane. There is one. One viewer writes when the story first broke, there was a video showing this plane striking the fin of another plane with its wing tip. This damaged both the fin and the wing tip. Could this repair on this plane have caused a cascade of failures that ultimately led to this planes disappearance . Its a good question to ask and asked in every investigation and a group of people look at the maintenance records. There was a terrible accident in 1985 with a 7yearold repair from japan where an aft pressure bulkhead failed and caused the depressurization of the airplane. This highly unlikely, talking about a wing tip hitting another wing tip or term, in aviation, theres a term called hangar rash, unfortunate things that happen on the ground and theyre very very costly but you can repair an airplane now just good as new. Typic typically these repairs, as good as new, very unlikely. Was there anything wrong one of the first questions asked and going over the history is key. Jeff, one of your favorites that everyone seems to be asking, has there been one absolutely positive piece of evidence to prove this plane crashed into the indian ocean or anywhere else. A variation is a possible landing out of question at this point. Theres really not. Once the plane disappeared from radar, we dont know what happened to it. They released this piece of evidence at 8 11 a. M. , appears this plane was on a certain arc, part of which in the north and the south. Beyond that we really dont know, dont know what route it took or how fast it was flying. Subsequently they released a report via malaysian authorities that said they had done a special kind of new analysis, based upon which they said it was more likely that it was in the south. They themselves never explicitly said it has to be only in the south. I think, if over the coming week or so, we dont find physical evidence on the seabed, then i think there will be a lot of pressure on the malaysians to will really show their work why we think this. Its still possible in your mind it could be somewhere in the northern arc . We have to even if we assume its in the south, we want to know why do we believe this . Weve gotten so used to assuming its in the south, weve gotten out of the habit of why we think its in the south. Might be part of the assessment. Jeff wise and steven, we appreciate it.
