Team trump recruitment evident hits a major setback. House speaker paul ryan, the highest ranking republican in the United States right now, refuses to fall in line behind donald trump, at least he says until trump makes some major changes. Listen. The question is, can our presumptive nominee turn things around, unify, and have a different kind of cadence Going Forward . The way i look at this, jake, is its time to go from tapping into anger to channeling that anger into solutions. Its time to set aside bullying, to set aside belittlement, and appeal to higher aspirations. So the response from donald trump, two can play at this game. He issued a statement saying that he is not ready to support paul ryans agenda and a trump spokesman said this morning that if paul ryan doesnt come around to back donald trump, then that makes paul ryan unfit to be speaker. Said it actually to you this morning preponderance priebus is now trying to step in as peacemaker and thats where we begin this hour. Phil mattingly is joining us. What are are we learn being this meeting . So this isnt supposed to happen. Were not supposed just wanted to clarify that right off the bat. Reince priebus has become an outlet for donald trump of late. Thats what made it most interesting when Reince Priebus at a playbook breakfast this morning recalled what happened after jakes interview aired, a specific phone call from donald trump. It wasnt like furious or anything. It was just like what do you know, what do i need to do . I mean and so i said, listen, let me just you know, my view is just relax and be gracious and ill talk to paul, and well try to work on this. I know paul really well, and i know hes being honest, and i know how he feels, and so im comfortable with the idea that its going to take some time in some cases for people to work through differences. And i think take some time is a key phrase there. And for a number of different reasons. This meeting, donald trump saying tentatively it would be set for wednesday. Reince priebus saying it might take place at the rnc. Both sides acknowledging this will be a meeting but the way donald trump framing things, as he usually does hes taken to twitter and on fox this morning, hes saying i have won millions of votes, im the presumptive nominee, why do i have to bow down to the Republican Party . Why do i have to come your way . That is not necessarily what the ryan team was hoping for. They would have liked a meeting where everybody comes together and figure out what can donald trump do to make Establishment Republicans or ryan respects, if you will, more comfortable. If you look at the issues he has, tone certainly one of them. He said it in the interview with jake. But policy areas, the divergence in the policy proposals between the two. And this is no small issue not only because paul ryan has made his career off some of these policy presiptiocriptions but sy have made their career supporting paul ryan. Donald trump has broken with them. He needs to give something at least in the eyes of the ryan team in order to move forward, in order to get that endorsement, and right now donald trump doesnt seem like hes willing to do that. Can he unbreak in one meeting . Real hard lines here that seem very clear and i dont know if theyre fudgeable here for them to get together. Phil, thanks so much. Lets talk more about this. Joining us cnns political director David Chalian and our chief Political Correspondent dana bash. Dana, on that subject, what does paul ryan need to hear from donald trump . Its confusing, right . Is it realistic to think that donald trump will go in there and say, you know, the ban on muslims, the temporary ban on muslims, foregget about it . Its not realistic at all and thats why the part of Reince Priebus comments this morning that we need to really underscore and remember is its going to take some time. I would be blown away if they walked out of a meeting next week and said and held hands and say sang kumbaya or anything close to that. Its not going to happen. Eventually, possibly the two of them could find a way back to each other, but because of the very deep policy differences and the differences in tone, it is going to take some time, but more importantly, the message that paul ryan had to jake yesterday was that its not just about what he says. Its about what he does. And so no matter what i believe donald trump would say in any kind of private meeting with paul ryan is irrelevant because hes basically saying, you know, show me the money. I want to see your actions. Actions speak louder than words. That definitely seems to be part of the message. And speaking of its not just what you say maybe this goes into the category of what you say, this morning, david, trump spokesperson Katrina Pearson told john that if paul ryan doesnt come around and back donald trump, then hes unfit that makes him unfit to be speaker. Does that help things heading into the meeting next week . Well, its an interesting choice. Last i checked Katrina Pearson is not a member of the House Republican conference and as we all know, those are the folks that will determine who their speaker is. Clearly i think that Katrina Pearson was not exactly in the same place as donald trump who, as Reince Priebus described there, reached out instantly and said what should i do . You saw when he took the stage last night in West Virginia that he didnt trash ryan. Druch is ta donald trump is taking a different approach to this political obstacle than he did to his 16 opponents over the course of the last year, and thats noteworthy because donald trump very much so. Is clearly realizing that as being the presumptive nominee and having advantavanquished al opponents, hes in a different place and hes choosing different tactics to deal with his political obstacles. Yes, but there is still this issue of twitter with donald trump cant seem to help himself on. This morning he tweeted out paul ryan said i inherited something very special, the Republican Party. Wrong. I didnt inherit it. I won it with millions of votes. So, you know, donald trump engaging paul ryan there a little bit and raising really an interesting question, dana, whose Republican Party is this right now . Absolutely. The one who just won the republican primary or the guy sitting in washington . Listen, they want a big tent, they got a big tent, right . This is the ultimate big tent. And donald trump is right. He did win it. He did win more votes than all of the people who tried to get this brass ring, and, you know, that was no small feat, and he did it because for lots of reasons, but the main reason is just in my anecdotal experience going to trump rallies and going to, you know, many of these states that voted, they did it because they were done with these politicians. Whether it is the paul ryans of the world or anybody else. People who are in washington, the republican rank and file, many of them out there they think are inherently part of the problem and its time to shake things up. They want a disrupter, and so donald trump does have a very good point there, but then there is an entire wing of the Republican Party who says, wait a minute, we have to work within the confines of the system, and we have to not, you know, call people bad names and we have to have somebody who is from their perspective more ready to be commander in chief. What were seeing here, guys, this has been the very story of the Republican Party for the last year. This is the story of the trump candidacy that weve been covering. Every exit poll show the majority of republicans believe their own Party Leaders have betrayed them, that they want an outsider. So the guy who fit that bill, who was going against the grain of the party is the guy who won this Republican Partys nomination, and what i think Reince Priebus is telling him, so just take a breath here as others who have been reluctant to embrace that or havent been out there as much come around to this. There is nothing as important for Donald Trumps electoral success in november to start healing these wounds and bringing the party together. You got to start with your own base, and bringing some of these leaders who clearly have been as dana is saying, the voters have rejected them in many ways but bringing them into the fold is a key task for donald trump. I call it big tent, you got it. It looks more like a mosh pit right now. Big tent to big mosh. Big mosh. Dana, david, thanks, guys. A lot more to come today. You know, look, here is the bottom line of this, which is donald trump ran against washington, and he ran against all these republican elected officials in washington. Why are we surprised that theyre having a little trouble swallowing the fact the guy thats been criticizing them on the campaign trail every day is now the nominee . So i think paul ryan is trying to hes trying to negotiate a little bit with trump. Trump is not officially the nominee, so hes going to work on him a little bit but in the end, guess what . Theyre all going to unite and theyre going to fight Hillary Clinton. Its the way this is going to work. You say theyre negotiating. The question then is who is negotiating from a position of strength right now . If these guys are going to end up being friends, who has got to give more . I think they need each other, and speaker ryan said yesterday that hes not yet ready. That portends that he will some day soon be ready. I dont think speaker ryan and the rest of the Republican Base is going to alienate the 10 million plus people that have voted for donald trump and its going to be more than that and he will get the nomination soon enough and the fact is, john, that say what you want about mr. Trump and plenty have and do daily, about you this man has brought voters into the republican primary and caucus system this cycle that were elusive to our past nominees, and thats got to matter for something because he could make competitive some of these rust belt states where you have these working class voters who in focus groups tell people like me, the men say were getting screwed. The women say were struggling but theyre both saying the same thing. Just in their own special ways. Councilman we were floored when paul ryan came out and said this to jake tapper yesterday. You have long said they need time to heal and theyll all come around. This seems to mean they need more time, but what was your initial reaction when you heard this from paul ryan . I was a bit surprised. The one thing that i dont think will actually happen is the chairman of the convention will ever be not supportive of the republican nominee. It would be unusual. It would be very unusual. Very unusual. But to take you back on what kellyanne said, theres a dual burden, and they have to meet and hammer out some type of compromise. But more interestingly, i think a lot of paul ryans members are already seeing the writing on the wall in their own home districts. They saw their congressional districts go to trump 60 , 70 . His members are not going to be avoiding donald trump as much as he thinks they might be. Errol louis, this is a question i want you to think about over the break. The question is, who has more to lose in this scenario over the next week and as they head into that meeting . You have about three minutes to think about that. Guys, stick around. Donald trump and paul ryan will meet next week after paul ryan says hes not yet ready to support donald trump. John berman is going to be in the meeting oh, my god if theres one meeting i would love to be in, its that one. Lets bring back the panel right now. Errol, when we last spoke, we asked this question, they have this meeting. Paul ryan and donald trump sitting down, who has more to lose in the faceoff and i really think it is a faceoff right now. Paul ryan has much more to lose and the reason is simple math. They have a 30seat majority, the republicans do, which not coincidentally is the margin which he remains as speaker or not. If he wants to keep his job he has to keep that 30seat majority. Theres Something Like 40 republicanheld seats where theres 20 or more latino population. Youve got moderate votes. You have millennial votes. You have all kinds of districts that are now going to be put in play because of donald trump, and to the extent he says im going to go out and do mass deportations, im going to stop muslims from coming into the country, thats not going to play well in certain states, and its not going to play well in certain districts, and speaker ryan is hearing from every one of those districts. Those people are on the phone with him saying, listen, if you want me and my vote to keep you as speaker, you better do something. Go talk to that guy, ask him to mood rate, ask him to downplay some things, arrive at a platform and a message that can keep all of us happy and keep all of us in washington. Well see if that can happen but the burden sis on ryan to try t make that happen and he threw it back on donald trump. Hes like youre going to have to figure this out. Make no mistake, theyre on different courses, and i dont know how much Common Ground theyre going to be able to find. Look, the reality is theres likely a lot of forces at play here, but one of the things as errol is getting to, now that paul ryan has come out, folks think this will offer political cover for his members to hold off, to run their own local race, to do a lot of things. Where do those folks go though now after paul ryan has come out here and now that youve got donald trump who very quickly threw the tennis ball back in his court. If theyre wise they wont say anything until after wednesdays meeting. These things are pretty dynamic, not static. Secondly, i would note this is nothing new in the sense of running your own race when you feel the top of the ticket either doesnt benefit you or youre not sure or maybe more to the point the president ial contender is not actually going to compete in your state. So if you look at 2008, 2012 when barack obama won both times, the republican picked up senate seats in unusual places like illinois and wisconsin and pennsylvania because those states, yeah, sure there are voters out there splitting your tickets but its also because you have to run your own race. If running your own race means attacking your president ial nominee, that would be unusual, but you can run your race without mentioning your president ial nominee. Kate pointed out this line from paul ryan to me yesterday and i think its really an interesting issue here. Paul ryan said i think conservatives want to know does he share our values and our principles on limited government, the proper role of the executive, adherence to the constitution . Does he share our view on adherence to the constitution . This guy has been running since june, right . If youre not convinced that hes going to uphold the constitution at this point, i just dont get what he could possibly say. Is paul ryan setting up something, an impanel bar to meet here . Not at all. I really believe this is paul ryan, number one, speaking up for the members of his conference because thats his job. He wants too keep that majority. He has house staffers who are panicked over big losses in the house. Second of all, hes trying to send a message to donald trump. Isnt this pretty clear . All republicans have been trying to send some kind of message to trump, even if they like him, theyre like get off the twitter. If they dont like him theyre saying, hey, we really want to find someone else. Everyone is sending messages into him and the speaker of the house has the right to do that as well. Let me be clear, donald trump ran against all these elected officials. If paul ryan was going to continue to pick a fight with donald trump, its hard for me to see in the end how that doesnt accrue to Donald Trumps benefit. Donald trump is someone who is taking on these sacred cows, and it always seems to benefit him, and i think its better for everybody to find a way to work together. You dont have to love everything about donald trump. If youre the majority leader in the senate or the speaker, if you have to criticize him from time to time, thats fine, but its absurd the person who is going to chair our convention wouldnt endorse the nominee. Its going to happen. All this is fun but in the end were going to come together, mostly. Dont think its fun for Reince Priebus. You call it absurd but it is very serious. Its not like the media forced paul ryan to come out and say im not there yet. I mean, this is very, very serious to the question that john had brought up earlier, who is the leader of the Republican Party . It kind of gets to that. But one question to you, councilman, is one thing that might not be helping is folks who are speaking for donald trump at this moment. Katrina pierson, spokesperson for the campaign, said to john this morning if paul ryan doesnt come around to donald trump, then hes unfit to be speaker. Do you like that . I probably wouldnt characterize it in that way but as errol pointed out paul ryan has probably more to lose. Donald trumps support doesnt come from people who care about which establishment republican has endorsed him. So why that would matter now to his voters isnt actually clear. Paul ryan, since when is he the architect of republican conservatism having been for a while. But having been on a ticket with mitt romney he is a conservative. I think im not saying hes not a conservative but he he also lost wisconsin by seven points. Lets be fair. He lost wisconsin by seven points. He was on a ticket with mitt romney. By the way, this bear hug is making me uncomfortable. I want to quickly donald trump has two events. What are the chances he out loud on the stump says the name paul ryan . Oh, i doubt it. Although i imagine first of all, you never know. Can i help himself . Even joe borelli will tell you they never know until theyre listening to the speech what hes going to say. On the other hand, i had be surprised if he left any doubt about who he was speaking to and about and the reality is to the extent he has run against the establishment, if the establishment says that they dont like him, hes going to take that and turn it into fuel. So everybody should know that and really keep their eyes focused. What do you make of it . I think this is just sort of a temporary message hes trying to send on behalf of his caucus. I think its going to be a te tempest in a teapot because in a week or so theyll be linked together arm in arm and the reason is they have to be. Paul ryan, if he wants to get any of his agenda passed in the future, he needs a republican president to sign those bills. Trump, if he wants his agenda to move forward in congress, he needs someone who can cooperate with him, an ally as speaker. So neither one of them can afford to alienate the other anymore. Who do you think represents more of the Republican Party now though . Donald trump just finished a very long primary process with more votes than any other candidate. Is it him or is it the speaker . Well, id have to say its donald trump. The speaker represents the Republican Caucus in congress but hes not running in various states. I like to think of the Republican Party as a bunch of segments. Think of it this way, you ever the populist conservatives, and the antiillegal immigration conservatives. Thats trump base. You have evangelical and social conservatives and i count myself in several of these groups. The majority of those voted for trump and many more will come on board. You have the party loyalists. They will be on board as soon as he is the nominee because they always support the nominee. The ones hes going to have the hardest time and he may not get are the country club republicans, the socially moderate ones, the rockefeller republicans of years ago but i dont think he necessarily needs those individuals. Its a small contingent of the Republican Party today and he can ri lie more on the Blue Collar Workers that have been such staunch supporters. I think he will get enough of the Republican Base behind him that he will be fine in the end. But there are issues and positions that donald trump has taken, were not just talking about tone, but on specific issues that donald trump hits on that paul ryan has already come out against, a strong conservative, a leader in the Republican Party, and i do wonder where there is middle ground between these two men, specifically on the issue of the ban on muslims entering the country. I mean, do you think do you see a middle ground there for those two men . Do you think donald trump needs to give on an issue like that . I actually think the opposite is true. I think the worst thing donald trump could do is if he starts to backtrack on any of the major platform points hes set out during this past campaign. The reason is this conservatives have been told constantly the biggest problem with donald trump is he may not really mean it, so whether its a prolife person or a person who wants to see the rule of law in illegal immigration, whatever. If donald trump starts to backtrack, you will see republicans running for the door saying, oh, my goodness, we just nominated someone who doesnt really believe what hes been saying. But on this issue, is there any middle ground . On the specific issue of muslims coming into the United States, there may be. For example, how that would actually work in practice. There are different programs that have been used in the past in immigration that it could be put in one of those molds and that mold might be enough that paul ryan would be comfortable, but bear in mind on that particular issue, a lot of that authority does lie with the executive as far as security reasons. Theres things called temporary protected status which wouldnt apply here but different policy that is the executive branch has in immigration. So i think that one is probably going to iron itself out too. But still, arent those those executive powers that donald trump has been campaigning against that he says obama has used . Yeah. He has definitely campaigned against the obama abuse of executive authority. Essentially granting right, something you know very well. But you want donald trump to then use that . Yeah. No, he wouldnt ever use that. What im saying is, for example, the immigration and nationality act is this incredibly thick its about two inches thick of legal code. There are some executive powers there that have to do with national security. Donald trump could perhaps use some of those in a narrow way and that would be perhaps satisfactory to paul ryan. Im completely speculating here but the point is i think there is actually middle ground. Theres a number of ways in which donald trump could put that policy into effect where paul ryan could say im already with that. Donald trump has some grand claims. He says he can win new york, which hasnt been done since ronald reagan. He can win florida. He can win rust belt states including pennsylvania and michigan and ohio. Of these states, which are the most likely that donald trump could pick up . John, you could win a writein in new york before hes going to win new york, but listen, if you look at this thing, just for the sake of argument, lets give him all romneys votes from last time, 204 electoral votes. He needs to carry ohio, michigan, florida, and then hes still not there, which means he needs one more. And i just cant imagine that thats the case, its going to happen that way because he keeps talking about blue collar i hear this about pennsylvania every election. Were going to carry it and they end up losing it. And donald trump, it aint going to happen. On the flip side, what states are you nervous about protecting from Hillary Clinton . The think there are a lot of states in the south, a state like North Carolina that could certainly be in play if the numbers hold as they are because donald trump has really put a lot of distance between himself and latino voters, between africanamerican voters. States with high populations of these folks are going to be really hard for donald trump to play in. He may be playing a lot of defense in some of these places. So margi, one of the things interesting we heard today was ben carson, who was heavily involved in the vp search, ben carson said perhaps donald trump would vet some democrats. Now, trump says no, but practically at the same time ben carson said yes. But for the purpose of this game, lets assume the answer is yes, that he will vet democrats. And lets ask the broader question on vps, do you think that the vp can help carry states . That selection can move a state one way or the other . Well, i dont its very rare that a vp candidate can really flip a state, but its certainly not out of the question sort of in theory. I dont think theres any democrat who i dont think theres any democrat who would agree to be vp to donald trump. I dont know what vp candidate can kind of soften the blow of hurricane trump. Right now all the analysis looking at public polling in the New York Times had some helpful graphics on this, clinton wins nearly every i mean, she crushes him currently and that even if trump starts to creep up about five points and even if he can win in florida, North Carolina, and ohio, he still loses. He would have to really narrow the gap considerably, and i dont think theres a democratic vp candidate that can correct all the errors that he currently has. And one person who im guessing is definitely not in consideration for vp, errol, would be president obama, but he could play a very Important Role in this race. Hes a democrat. Well, i think the role would be to sort of help lock down certain states where he remains very popular. Illinois comes to mind. A number of other states though. And its going to be really important because when you see the number of Establishment Republicans so who far, i know this can change, have walked away from or said nothing about helping trump and then you compare say to Hillary Clinton as a candidate who is going to have not one but two president s out there campaigning for her plus joe biden, she can cover a lot of territory. She can excite a lot of activity. She can reach into a lot of pockets of organized democratic support all at the same time. So as an efficiency measure, its amazing, and, of course, president obama assuming these figures hold up i think will be immeasurably helpful to her in one state after another. Think about a state like North Carolina where he expanded the democratic map by winning it. I mean, its a narrow race, its a turbulent state. You put obama in there, you never know whats going to happen. Let me ask about Hillary Clinton. Cnn reporting that the fbi could be interviewing Hillary Clinton soon on the email controversy. Cnn also reporting that Officials Say that as of now theres no evidence that she willfully broke the law, so, kristin, i will put this to you, a republican, if it turns out that no charges are filed, does the issue go away in the general election . I dont think the issue goes away. I think the reason why it doesnt go away and it still cuts to the core of one of republicans biggest criticisms of secretary clinton, which is that shes untrustworthy. Sort of the rules never really seem to apply to her. I do think though that this fbi investigation at this point is the single biggest thing that is preventing Hillary Clinton from getting to the white house. If current polling trends hold because donald trump is so unpopular, even if some of the party begins to rally around him, he has a tough road ahead of him. I think Hillary Clintons path to the white house, the fbi may be the biggest obstacle in herbay. Bob, finally to you, how do you think they manage it Going Forward . No matter what, not good optics when you say a president ial candidate will be sitting down to be interviewed wi eed by the. Thats true. But any democrat that gets in the race with donald trump better get in the witness protection plan, number one. Number two, Hillary Clinton could beat trump from super max. Im not worried about that.
