Dr. Nguyen, this stands to reason if any financial incentive was offered, the schools strapped for cash would be the first to open. Are those the same under served communities that have been devastated by the virus already . Thats right. These financial incentives are completely backwards. You dont incentivize someone to reopen too soon and take a shortcut. Weve seen what happens when you take shortcuts and by pas bipas science. There is a way for us to reopen safely and that involves keeping the level of infection low in communities. Because youre not going to be able to reopen and keep covid out of schools if in fact, you have raging infections out of control in the community and there are these interventions that secretary duncan mentioned and frankly that we have seen the cdc put out guidance on exactly how to do this. We need to put in hard work and not just have rhetoric and empty threats. And secretary kun duncan, it was intended for a tool and calls for the full reopening of schools and universities. It calls that the highest risk for the spread of the coronavirus, the full reopening. Squaring that with a message that weve been hearing from the white house, i mean, you cant square those two things. What do you think is actually going to happen here . Well, whats happening is people arent paying any attention to President Trumps bluff and bluster and threats and bullying. What you have is reallyintenden figuring out what is safest and right for their faculty and staff and teachers for our children in their communities and where they can open slowly and gradually with some physical presence. Again, the goal is not to reopen schools but keep them open. They will do that. Where its impossible to do that where we see cases surging as dr. Nguyen said whether in california or florida or whatever, people will make the decisions they hate to make but they have no choice because we have not done what we need to do in march and april and may and june and july to give our children a chance to go back to school in august and september. But secretary duncan, do i mean, do School Superintendents have the power to keep the School Closed or open or if the governor of the state says i want the schools open by this date, do they have to open . No, thats irrelevant. If President Trump has zero power here. What you have is local superintendents figuring out what is right, what is safe for children, for teachers, for parents, for grandparents and custodians or bus drivers and these staff. They are figuring out what is right and safe and they are being so thoughtful for the devastating lack of leadership at the federal level as i talked to super ten evintendents acros country, they are so thoughtful and careful doing the right thing for Peoples Health and safety and students social and emotional needs, as well. That would retraumatize kids if we reopen and close it all back down, that would be devastating. Lets do this slowly. Lets do it gradually and if, if, if in communities we can reduce the number of cases and gradually increase the number of students who have a chance to go into a physical school building. Dr. Nguyen, redfield from the cdc said last week sometime that not opening schools having kids stay at home will cause not sure if he said as much damage or more damage than kids going to school but the implication was basically, there is a high cost to having kids stay at home and that harms them as well. Hes right about that. Kids should be going to school. I mean, i have young children. You know do, too. We know kids do need the not only the educational support at school but there are so many other reasons for them to be in school, too. Many of the students in baltimore that i served as an example depended on the school for lunch. 80 of students qualified place to go. One in four to one in five cases of Domestic Violence and Sexual Assault is diagnosed at school by teachers. There are many reasons for schools to be open, too. We also have to remember that even though children are not the ones who might get severely ill from coronavirus, although some do get ill, they tend to get less ill. Were talking about family members they are coming back to and about the staff and teachers who may get the infection and about the community being infected if we have too many students going to school in an unsafe environment. So thats why its so important that we put in the hard work right now, reduced level of coronavirus in the community and that window for intervention is actually closing. Because it takes two to three weeks for us to see the impact of interventions. So we need to put in that work now and urgently get the resources secretary duncan said from the federal government to really make a difference.
