I read that article, i dont think its inappropriate for one thing. Did you ask that question . I didnt but i dont think its bad question to ask. Loyalty to the country, the United States is important. Depending on how you define loyalty. Number two, i dont know how it got there. I didnt ask that question. I hardly know the man, dont want to say i want you to pledge allegiance. Who would do that ask a man to pledge allegiance under oath. Think of it. I hardly know the man. Thats the claim, never asked director comey for loyalty pledge but breaking news from testimony the fbis Deputy Director gave. Manu raju with the latest. What are you hearing about what happened with fbi Deputy DirectorAndrew Mccabe. He was asked earlier this week. Met with the House Intelligence Committee about conversations with james comey, his former boss, fbi director when andy mccabe was deputy as he is now. What he told the House Intelligence Committee was that james comey did tell him about these conversations with President Trump. As you recall, comey has testified under oath he had multiple conversations with the president. Asked for loyalty, asked him to pledge loyalty, suggested he back off friend and fired National Security adviser michael flynn. What were told from multiple sources with direct knowledge of mccabes testimony, he confirmed that comey told him this directly. When comey testified before the senate Intelligence Committee he said he told Senior Leadership about it, not mccabe. First time were hearing that mccabe could be contemporary witness disputing the president s account if special Counsel Robert Mueller decides to look into this fully, the firing of james comey, perhaps asking mccabe his impression of what happened, according to mccabe, comey told him about this at the time. Could be contemporary witness. What could you tell us about mccabes relationship with republicans . Number of republicans have been critical of mccabe, dont believe hes necessarily been a fair arbiter at fbi and particularly dont like the way the email investigation was handled, the clinton investigation. And thats one reason why he was brought behind closed doors before two house committees today. Just left after nine hours behind closed doors. Second testimony this week. In large part asked about the clinton email investigation. What im told from republicans who left the room including jim jordan, reinforced their belief that clinton was treated favorably by the fbi by decision not to pursue charges against clinton for handling of private email server. Question is whether or not mccabe eased criticism from republicans, uncertain about that. Heading into this some republicans are saying he should step aside, including chuck grassley, said he should step aside from the job. Just the beginning of the investigation from houseled two committees who want to look into possible fbi bias and decisions in the 2016 campaign. Our political and legal team with us. Former trump adviser jason miller. Former clinton manager robby mook. Gloria borger and Jeffrey Toobin with us as well. Jeff, how big of a deal is this . Its very important. Remember the core of the obstruction of justice investigation here is whether james comey was improperly pressured to lay off the russia investigation, whether he was improperly pressured by the president. Part of that is whether he was asked for loyalty. Of course it ends with comey being fired. But the question of whether he was pressed for loyalty is very important. The president very clearly as we saw in the interview with Jeanine Pirro said it never happened. Comey said it happened and said he wrote contemporaneous memos about his recollections of the conversations and now it appears mccabe is corroborating comeys versions of those conversations. All of that is powerful evidence that comey was pressured to stay loyal to the president. It doesnt seal the case, not a smoking gun, but its certainly evidence that tends towards the theory that some obstruction of justice occurred here. Gloria, what is the latest sense youre getting of what President Trump thinks of deputy fbi director Andrew Mccabe and whether testimony could further exacerbate the tensions between the president and fbi. The president didnt think much of him going into the testimony, probably think less of him coming out of it. Last july president was tweeting about mccabe, saying why didnt attorney general sessions replace mccabe, a comey friend in charge of the clinton investigation . Anything that corroborates something that comey said is not going to sit well with the white house. Think the question is how angry will this make the president also about Jeff Sessions who did not replace mccabe. The president believes that mccabe is a democrat, that his wife ran for democratic seat in virginia, Hillary Clinton donated 700,000 to his wife. So the president believes mccabe was bias from day one. I want to point out however that chris ray, new head of the fbi, has pushed back on suggestions that mccabe operates in any kind of biased way at the fbi. Robby . I think it was Terry Mcauliffe that made the contribution, not Hillary Clinton. Youre right. Donated to pac. Which is separate from Hillary Clinton. Virginia state race. Democratic governor of virginia. Head of the democratic party, not usual for them to give to candidates running in virginia. Jason, youre a trump loyalist, how concerned are you about the testimony that corroborates what comey is saying . Of course former director comey is going to give the same story to mccabe as he put in his notes. But its important to keep in mind that director comey cleared former secretary Hillary Clinton before she came in last year. Tens of thousands of people in fbi and doj who show up for work and check political allegiances and ideological underpinnings at door and dont want to get involved in any way, shape or form. But something happened in 2016, Law Enforcement became politicized, in the investigation into Hillary Clinton i know youre not sending director Comey Christmas cards can agree with that. But Loretta Lynch meeting with Hillary Clinton on the tarmac, politicization that went on, at point most americans want to see all of this completely removed and investigations or oversight from capitol, want the investigations to get to the bottom but get the politics out of it. If somebody is guilty tonight, House Republicans are guilty of stepping on their own agenda. Just passed this tax bill and cant help but talk about Hillary Clinton and her emails. Incredible to me. And defending a president who day by day looks more and more guilty. Just let the investigation go on. Let Robert Mueller do his job, and get about legislating. I honestly am stunned sitting here. I think the tax bill is atrocious and they shouldnt celebrate because will lose the house because of it but just get on with it. I also dont think you can say that entire fbi is politicized or that somehow its a rampant an organization run amok. I think that in any organization you have some problems. But you cant you know, you cant say that the entire fbi under the last director was a terrible place. I completely agree with you on that. You cant tarnish it because the president doesnt like mccabe or didnt like comey. I think it takes it a step too far. But i think we can also agree that the way politics is infused into the debate by donald trump. He infused it. Jeffrey, go ahead. This idea that politics has been infused as if magically from the outside. Andrew mccabe is a career fbi official whose wife had a job. Lot of peoples wives have jobs and husbands have jobs. There is no evidence that Andrew Mccabe did anything improper or his wifes career, which shes more than entitled to have, affected his performance in the job. Mere fact that his wife was running for a state job in virginia has nothing to do with whether the fbi was politicized. I mean, its just a completely phony issue to distract from the fact that Andrew Mccabe, like james comey, has given powerful evidence, apparently, of obstruction of justice by the president of the United States. If i can jump in, you dont think that the investigation into secretary clintons emails was in any way bungled . You think it was handled absolutely smoothly . I think there were definite problems with it but i dont think it had anything to do with Andrew Mccabe. Person who should be complaining about that investigation is Hillary Clinton, Whose Campaign was, it seemed to me, destroyed on the eve of the election by the fact that james comey felt compelled to announce that the investigation was reopened, which turned out to be a big nothing. Thats the person with the grievance here. Donald trump should be worshipping the ground that james comey walked because he probably more than anyone made him president of the United States. You dont think thats right . Get robby on that. You and Hillary Clinton believes in the final days of the campaign when comey said he was reopening the case, Hillary Clinton believes get your thoughts that was the kiss of death, why she lost. Devastating. Lost by 70,000 votes across three states. I was there in the office, saw the numbers dropping, heard on the ground how it created enormous doubt. He went out and said i think i found she could be a criminal and two days later pull its back. Outrageous and ive been critical of him for that. But if the republicans are worried about politicizing the fbi, why not bringing in rudy giuliani, he predicted that fbi would make a stunning announcement before it came out. Leaks coming out constantly about the investigation. Hillary clinton has a lot to complain about i agree but why in the world a year after the election are we relaitigating this. Distraction. Gave a strong vote of confidence for his Deputy Director. Where i agree with robby, the timing of this i have no idea what House Republicans were thinking scheduling this today or why doing it now. Heard Different Things like maybe getting into more of the whole dossier issue and why the heck there may have been Government Funds to this and who knew what and when, but bottom line with such a huge win off tax cuts, this is the only thing anyone with r by their name should be talking about heading into the holidays. I do agree on that. But broader point earlier, fbi, doj or Law Enforcement, get politics out of it. Might have senior folks at doj going to the Hillary Clinton committ campaign, probably not that fun. But why does donald trump politicize every time. Fire james comey after he wouldnt take loyalty pledge, constantly attacking the fbi over political issues. Donald trump is just keeping this constantly mixed up. Every step getting closer to truth coming out. Let me tell you one thing, president is criticizing the fbi every single day, attorney general not saying a word about it. And i think thats an issue. I think its a problem. I think that they need a vote of confidence from leadership is the president is out there every day talking about them and that doesnt occur. Thanks very much. This conversation is continuing. Up next, james comeys own account and hear from a member of the House Intelligence Committee. Later tell you about the Vice President s surprise visit to honor troops in afghanistan and ongoing effort to honor his boss profusely when 360 continues. The great emperor penguin migration. Theres so much that we need to share so send a smile and show that you care ill give a little bit of my love to you tonights breaking news, potential bombshell in fbi Deputy DirectorAndrew Mccabes testimony before the House Intelligence Committee. 14 hours of grilling in all. Multiple sources from both parties say he told lawmakers that fired fbi director james comey spoke with him at the time about conversations he had with the president of the United States. Mr. Comeys testimony under oath backs up comeys claim that the president asked for his loyalty. In a moment speak to key member of the committee, but first relevant portions of the testimony from comey, meeting the president over dinner multiple times and how he said the request for loyalty came up. Its my impression, could be wrong but common sense told me what was going on, either he had concluded or someone had told him that you didnt you already asked comey to stay and didnt get anything for it. And dinner was an effort to build a relationship. In fact he asked specifically of loyalty in the context of asking me to stay. As i said what was odd about that, we had talked twice about it by that point and he had said i very much hope youll stay. I remember sitting here a third one, seen the picture of me walking across the blue room, what he whispered in my ear, i look forward to working with you. Days before you war fired . Sunday before the inauguration. Had dinner, president begins talking about job. Three times already asked me to stay, talked about me staying. Common sense, again i could be wrong but common sense told me what is going on is hes looking to get something in exchange for granting my request to stay in the job. We all understand i was governor and had people work for me, but constant requests, quoting you, him saying that despite explaining independence kept coming back to i need and expect loyalty. Had you ever had those requests before from anyone else in the government . No. And what made me uneasy, i was director of the fbi. Reason the congress created tenyear term is so director doesnt feel like serving with political loyalty owed to any particular person. Statue of justice has a blindfold on, not supposed to be peeking out to see if patron is pleased with what youre doing. Should be facts and law. Thats why i became fbi director, to be in that position. Thats why i was uneasy. Moving on, february 14th, a bit strange, in meeting and direct superior attorney general was in the meeting as well, yet the president asked everyone including the attorney general to leave before he brought up the matter of general flynn. What was your impression of that type of action . Had you ever seen anything like that before . No. My impression was Something Big is about to happen, i need to remember every single word that is spoken. And again, i could be wrong, im 56 years old, seen a few things, my sense was the attorney general knew he shouldnt be leaving and why he was lingering, and i dont know mr. Kushner well but i think he picked up on the same thing, i knew something was happening i needed to pay close attention to. Democrat of connecticut, thanks for joining us. I know you cant discuss specifics of what Andrew Mccabe told your committee. But give us bottom line. Do you have a greater sense of what comey said as result of what you heard . Yeah. I think its important question wolf, i cant disagree more with what jason miller said a while ago on the program, what were hearing too much, that fbi and Law Enforcement and doj were made political. In yesterdays testimony, every document, all testimony, there is zero evidence that the fbi or doj have been acting on partisan grounds. President criticizing the fbi, throwing mud on a storied institution. Without getting into what happened yesterday, because this has been too leaky a committee, i have yet to see anything which contradicts the testimony that james comey gave, the written memos from the meeting or anything to say he was being less than honest. What about Andrew Mccabe, is he credible . Republicans were complaining that his wife ran for office and received dollars from democratic governor. Shame on them, sean hannity and my colleagues. Terrific Public Service risked his life over a long period of time. Cant judge credibility over a period of hours but nothing in his demeanor to suggest anything other than dedicated servant. Fbi agents like members of congress and marines and everybody have political opinions. What happened when fbi investigators were shown to have exchanged partisan opinions . Mueller fired them immediately. Exactly what should happen. Of course they have political opinions, everybody does. But not one iota of evidence this investigation or fbi or doj have been tarnished by partisan bias. Alleging going back to the Hillary Clinton email investigation, there was partisan support for Hillary Clinton, comey mccabe and others watered down the entire investigation to help Hillary Clinton. Thats what the republicans are alleging. Its interesting, if you look at whole admittedly unusual steps that jim comey took, first announcing investigation, then saying its over, then right before the election saying its back, at any given point of time clinton people were outraged, then the republicans, then the clinton people. What jim comey did was unusual and well be debating for years about whether making the public announcements was right thing to do. And by the way when history weighs in, as member of the Intelligence Committee, not all the facts are known. Facts that impacted his thinking. When history judges this, i think will be regarded as quandary he was put in but not a shred of evidence he was acting in partisan manner. Evidenced by angering both campaigns. Do you fear or think the president might try to fire Andrew Mccabe by putting pressure on Rod Rosenstein or Christopher Ray . I really do. We all do. Seen the president s tweets slandering Andrew Mccabe, could be in private sector making a ton of money but stayed public to protect all of us. I say this with more knowledge than most americans he slandered him with zero evidence. Yes wife decided to run for public office. Going to make a rule if your spouse runs for public office, you cant do your job . Absurd. What can congress do if Andrew Mccabe is fired . American people need to understand what is happening today, on fox news, deliberately trying to do what they did to the media, you cant trust anybody, not even the guys with guns at doj and fbi. Theyre thinking they may come up with information, neutrally, they may not. But may come up with information damaging to the president. This is a campaign to make sure if and when that information emerges, institutions that out it have been sufficiently slandered and called into question so americans throw up hands and say i dont know what is true. Breaking news tonight, fbis Deputy Director may be able to corroborate that President Trump asked former fbi director james comey to pledge loyalty. Something comey says happened and president denied. Sources tell manu raju that mccabe testified before the House Intelligence Committee that comey told him about the conversations he had with the president after the conversations occurred. Go to the white house, jeff zeleny is standing by. Reporting on mccabe and comey, any reaction from the white house tonight . Reporter there is no reaction on this new reporting from the white house tonight. Reached out to several officials to ask them directly about this loyalty pledge of course, and fact that it seems to be backing this original story up. Weve not gotten a response. At the time though wolf, white house defended that private meeting saying that the president asked for pledges of loyalty and expects it from a lot of people who work for him. But of course this was so much different, the fbi director. But on the new reporting, there is no reaction yet. Also new cnn polling about the president s and Robert Muellers handling of the russia investigation. Fe tell us about that. Reporter it offers an interesting look at how the different figures are viewed by the american public. Take a look at numbers out this evening. In terms of bob mueller, special counsel, his approval rating, if you will, americans, 47 believe he is handling it okay. Approve of it. 19 unsure, 34 disapprove. But look at president s handling of the russia investigation, different story entirely. Majority, 56 disapprove, third of americans, 32 approve of his handling. Offers a snapshot how the public is watching and viewing this. Special counsel bob mueller criticized by some republicans but most americans believe hes doing a fine job. Also learning more about when the president will sign the tax bill. What can you tell us . Reporter planning on flying down to maralargo, his florida vacation spot for the Christmas Holidays tomorrow. Im told he hopes to sign the bill before he leaves, that would be sometime tomorrow morning. No announcement of ceremony or formal signing. May just happen in the oval office. Of course he had the big ceremony on the south lawn of the white house earlier this week. Signing all but a formality on the biggest legislative achievement of the year. Signing usually takes several days. What does it mean for when the bill goes into effect . Reporter pretty quick. Most pieces will go into effect january 1st, 11 days. Going to create a lot of concern and questions for people, how it affects their individual tax returns. But its going to take effect early january and youll be seeing a difference in your paychecks, some people will, early in the new year. Some are suggesting as early as february or march, paychecks will be a little bit lower for a lot of folks out there. Jeff zeleny, thanks very much. Decision to recognize jerusalem as capital of israel. Came just after u. S. Ambassador nikki haley issued a threat saying could withdraw funding. President made similar comments yesterday about saving money if u. N. Condemned the decision. Former cia director john brennan tweeted in response. Trump administration threat to retaliate against nations that exercise sovereign right to u. N. To oppose u. S. Position on jerusalem is outrageous, shows that donald trump expects Blind Loyalty and subservience from everyone, qualities usually found in narsistic vengful autocrats. How realistic is this funding threat . I think its pretty much empty. Lets be honest, u. S. Gives countries aid because its in National Security interest, not because out of goodness of their heart or expecting something in return. Look at some of the countries largest recipients of aid, jordan, iraq, egypt, countries that were sure to vote against the resolution. If the president threatens to withdraw aid from the u. N. , he has said and i was traveling with nikki haley in africa, she was saying pennies on the dollar that u. S. Pays to u. N. Because it stops United States from having to fight conflicts it doesnt want to fight. So u. N. Really picking up a lions share of the peacekeeping around the world, wolf. Its really interesting when you talk about President Trump criticizing that the u. S. Made this sovereign decision and National Security strategy a few days ago, he said all countries should be sovereign to make their own decisions for their own people. If theyre comfortable with the decision, u. S. Should be able to live with the criticism. Thanks very much. More on this. Cnn military and diplomatic analyst john kirby. Former Pentagon Press secretary in the obama administration. What do you make of the u. N. Vote today . I dont think it was a surprise by any stretch. I think you could tell by the way President Trump talked about it yesterday at Cabinet Meeting and nikki haleys comments they expected this would be resoundingly against them. No surprise there. And to the point, its representative of the sovereign, deliberative nation of the u. N. And degree to which President Trumps decision to declare jerusalem capital really struck a nerve not just with countries in the region but around the world. But president of the u. S. Makes a threat like that or ambassador to the u. N. , if you vote for this, funding will go down, dont do it, what does it do for u. S. Credibility . Hurts it. Foreign aid and assistance is in our interest, almost like insurance premium, good reason we do it and support the u. N. Shortsighted at best and if you look at National Security strategy that the president just valued the other day, says aid will be judiciously applied not just to help people in need but help our interests around the world. John brennan on twitter, said among other things that statement by the president of the threat shows President Trump expects Blind Loyalty and subservience from everybody, usually found in narcissistic vengful autocrats. Not been shy expressing his views. No he isnt. United nations is not Trump Country club. Cant think that everything we pursue is accepted by u. N. That makes it hard, i understand that and some in of the administration get frustrated about burden sharing. They have legitimate concerns there but way to work through is compromise and accommodation, not issue threats they have no ability to completely carry through in every regard. My sense is knowing President Trump a bit, makes a threat like this about funding for u. N. , forget jordan, egypt, iraq, afghanistan, major recipients but could see cutting funding for United Nations which he never liked to begin with. Or pinch money off bilateral trade deals coming up. But i dont think will be able to execute in massive way. Even the state Department Spokesman today walked it back and caveated, well look at panopoly of issues in financial contributions, not just the vote in new york city today. Thanks very much. Before i left the oval office yesterday, i asked the president if he had a message for our troops here in afghanistan. He looked at me without reservation behind the resolute desk and he said, tell them i love them. The speech was full of praise for the president , just day after another such display at white house. Randi kaye on more of the dynamic between the two men. Hes a man known for a large personality, a colorful style and lots of charisma. So i guess he was just looking for some balance on the ticket. Reporter that was Vice President mike pence during the campaign, boosting up his boss playing the role of selfdeprecating sidekick. All these months later, pence is still what some have called a permanent pat on the back. I will look back and say it was President Donald Trump who led a tremendous renewal of the american spirit. Reporter lot of here to go. Also President Trump has broad shoulders and a big heart. President trump showed you can have broad shoulders cnns dana bash asked pence to explain. What do you mean by that . I think donald trump really embodies the american spirit. Hes strong hes freedom loving, independent minded. Willing to fight for what he believes in. Youre not references his masculinity there . No, not a bit. It always came back to the boss. As the president says, its time for them to behave. The policy the president has articulated for this is very straightforward. Yesterday it was more of the same and then some. Asked to say a few words at a Cabinet Meeting, the praiseometer turned up to 11. Thank you for seeing through the course of this year an agenda that truly is restoring this country. Youve restored american credibility on the world stage. Im deeply humbled as your Vice President to be able to be here. It didnt go over well on twitter. This praise from mike pence is stomach churning to watch. Mike pence praised donald trump 14 times in three minutes. Thats once every 12. 5 seconds. Did the licking of his shoes and kissing the ring on his finger happen before or after the speech. Camera seems to have missed that. Showered with compliments donald trump is feeling the love. That seems to suit the both of them just fine. Randi kaye, cnn, new york. Joining us now to discuss, author of the book, the truth about trump. Emma kay hopkins who wrote a lengthy profile of the president. You write about the first day the president and Vice President met. As potential running mates. This dynamic between them seems like its been in place since then, right . Yeah, thats right. They played golf together over 4th of july weekend in 2016. Its funny, i actually talked to kellyanne conway, who said that while pence was on his way over to that game, he called her and asked for advice. She knew they would get along, mike pence is someone whose faith allows him to subvert his ego to the greater good. He spent that game kissing the ring, he told trump it would be the privilege of a lifetime to serve him. Afterwards mens made a point of going to the press and talking about how great trumps golf game was. Thats the way he operates, that he needs a lot of praise, a lot of aformation, right . It most definitely is, i think that make pence has either an instinct or has been coached very well, because this is a president who loves cheerleaders and he especially loves those that are cheering for him, when i dealt with then businessman donald trump, his big complaint, his initial big complaint about barack obama is that he had stopped being a good cheerleader. If youre around donald trump, and you want to get along with him, complimenting him is always a good idea, and stealing any bit of the spotlight is a bad idea. The Vice President seems to know that. You also write the Vice President believes in something called servant leadership. Explain what that is and how it pertains here . This is the theological root of mike pences approach to donald trump that i learned about as i was reporting this piece. He believes in the scriptural concept that is rooted in the new testament, where jesus washes his disciples feet, and anyone who should be great among us should be humble. Hes always believed that his political career, his career as a leader should be infused with a servants attitude. When he was a congressman, that applied to his constituents. He believes that once he joined trumps ticket. Once he accepted the job to be on the president ial ticket as the number two to donald trump, he was coming under trumps authority, in the words of pences friend. That meant he was there to sumably serve and submit to the will of donald trump. I think that attitude, that dynamic has kind of infused his service as Vice President over the past year. Has there been anyone in the president s life whos still close to him, who didnt necessarily play by these rules . I think there have been very few people. Certainly no one who worked for him failed to play by these rules, if they did, they didnt stay around very long. The president has said that he actually hates to fire people. Despite the catch phrase of the apprentice, youre fired. He doesnt like to fire someone himself, but hell have someone do it if hes displeased. I think what mckay points out about Vice President pence viewing himself as serving President Trump would please donald trump very much. He equates himself with the government and then the nation at large so his attitude, as i think he expressed it when he was talking about the comey affair, if im asking for loyalty, it might be loyalty to me, but im actually standing in for the country. If youre going to be loyal to the country, that means youre loyal to me. You say the praise bargain hes made . Pence may be as impressed by donald trump as he says he is in public. But he knows this is the price of power for him. The closer he is to trump the more able he is to advance an agenda in the way that he cares about, the way he does that is by maintaining the president s ear, and by submitting to him and performing his loyalty to him.
