Phil mattingly has the latest. Lets talk about the headlines from the report. Start with the context. Republican aides knew this was not going to be a great number. They did not know it was going to be this bad. And you hit the top lines. 14 million uninsured after the first year. By 2026 that number jumps up to 24 million. Those are huge issues right now. They knew it was going to be a bad number. They knew the numbers wouldnt match up with obama care, but thats a real number with real policy repercussions. On the positive for republicans. Theres a 337 billion decrease in the budget based on this bill. Thats important. And important because this is what they 3r078sed they would do. This is what they campaigned on. The premiums, this is one of the most important elements that republicans will talk about a lot Going Forward. Theyre saying we dont want to promise everyone will have care but will have access. The premium numbers arent as good Going Forward. There will be increases in premiums, but as the bill moves forward, youll see premiums by 2026 drop by roughly 10 . Thats what youre hearing from republicans. The end game on the premiums are positives. Paul ryan is trying to do that. Hes saying hes surprised itsed a good as it is. Reporter Glass Half Full mentality from him. This is what republicans campaigned on, repealing the individual mandate and repealing the Medicaid Expansion programs. These are the primary drivers of the poor numbers. This is exactly how they designed it. Take a listen. Im excited about this analysis, and i think they sort of overestimate the uninsured number, but i do believe that if were not going to force people to buy something they dont want to buy, they wont buy it. Thats kind of obvious. They say costs go down in 2020 when the reforms kick in. Were doing a transition period. We dont want to pull the rug out from anybody. Thats going to be the pitch you hear Going Forward. On the idea of not pulling the rug out from under anybody, thats where the Medicaid Expansion issue comes in. When you talk to conservatives and moderates, theres sharp differences in how they view this Going Forward. This number starts to cloud the differences more than they already stand as speaker ryan tries to make sure they can move this bill forward through the house. These numbers arent helpful. Whats the reaction from the white house . Reporter dismissal. While speaker ryan is willing to look at this report and say hes got positive things, the white house is rejecting it. Take a listen to what tom price had to say. We disagree with the report put out. We believe our plan will cover more individuals at a lower cost and give them the choices they want for the coverage they want for themselves and their family, not that the Government Forces them to buy. Reporter anderson, an interesting element. The director of the cbo is somebody that republicans put in place before this ever started to take place. The individual who put that director in place . Then House Budget Committee chairman tom price who is now attacking that individual. But i think you recognize by that response by speaker ryans response, the responses over the last couple hours on capitol hill that republicans know this is a problem. I want to read one text message i got from a republican official who supports the number. He texted we can recover, but this is not a good look for us. They recognize that keeping their moderates happy and making sure the conservatives are okay with the plan are necessities to move this forward in the house. Then you get to the senate. This is a complicated process Going Forward before this number came into play. This top line number showing up, the top line number being the headline and the headline in democratic attack ads, its going to create problems Going Forward. Thank you. So were talking about the full set of conclusions. The report estimates the deficit will shrink a lot. Medicaid spending will shink a lot more. Eventually premiums will drop but not after rising. And for older americans, rising by up to 25 . The cbo estimates by 2026, 52 million americans will be without coverage compared to 28 million under the Affordable Care act. Joining us, steven moore, robert reich. Steve, how do you square 24 million more uninsured by 226. A rise in premiums in the short term. Longer term is better . How do you square that with what speaker ryan said, lowering premiums and improving access to Affordable Health care . I dont believe this report. Remember, the republican plan on health care throughout the campaign and what theyre saying today was two features. Repeal obama care. Thats what cbo scored. What they havent scored is replace obama care. Its going to be replaced with Something Else that will reduce costs and give provide more competition and will make it more economical can for people to buy insurance. I talked to the republicans where they say for the first two or three people are in the system they wont lose their Health Insurance as the cbo reports. One other thing, i thought this report was exaggerated, because under the current system, if we dont change things, tens of millions of people are going to lose their insurance because the costs are escalating so much. I was in arizona two or three weeks ago, bob reich, the premiums for Health Insurance have doubled. People cant afford it. Theyre going to drop their Health Insurance. This idea that everyone is going to have Health Insurance under obama care and nobody is going to have it under the republican plan, i think is fatuous. Its obviously a blow to the republicans supporting this repeal and replace. And it was a replacement. Thats what they advertised it as. It was supposed to replace obama care, and donald trump said over and over again during the campaign, and he said again after he was president that nobody would lose coverage. Here you have the Congressional Budget Office, saying you have huge losses. 24 Million People over ten years. Look, if i were a republican, member of congress right now, i would be worried that possibly this bill could be enacted, because then id have to run for congress again and again, or id have to run for the senate when people were losing their health care, and their Health Insurance. Secretary reich, is it people losing their Health Insurance or choosing not to do it . I mean, its not look, thats mincing words. What kind of choice do you have . If you cant afford it, thats when the republicans are using these words like you dont lose access. Of course you lose access if you dont have any wherewithal. 80 of people under the Affordable Care act had subsidies and they could afford to get the Affordable Care act. When you say premiums are going up, yes, overall with regard to health care, its going up, but if you have subsidies and youre in the obama care Affordable Care act, youre being subsidized. Youre not actually suffering that kind of a loss. Under this republican plan, people actually are going to be hurt. And we can debate politics all we want. There are real people here who are really going to be hurt. Steve snn. First of all, i think if the republican plan is going to fly, the republicans have to make a guarantee that people who are currently ininsured are not going to lose their insurance through medicaid or the exchanges. Thats necessary that people will not lose their insurance for the first few years until we adjust to the new system. How do you square with what you said with what the omb said . Do you think the omb was out to lunch . That keith hall, a republican conservative economist, you know him. I know him. He was appoint bid a republican congress. You think hes wrong . No. I think hes not scoring the plan that republicans are talking about. What he scored is what happens if you repeal obama care . What hes not taking into account, theres going to be a new system that reduces the costs of health care, brings people yums down, and anderson, i think the point i would make and i think donald trump would, is when you reduce the costs of the insurance, more people can afford it. The problem we have right now is were going off this cliff, bob reich, average increase in the premiums across the country was almost 25 last year. Middle class families cannot afford the current system. Can you help me for a second . You say he scored the repeal. He didnt score the replacement. Now, where is the replacement if it wasnt in the republican bill . When we l we see the replacement if it wasnt already provided by the House Republicans and its been marked up by at least two committees . Thats not a replacement . Wheres the replace. The republicans are basically saying he didnt take into account other things theyre going to do in the future, but theres no details on it . What things . Theres no details because theres no plan. Steve, go ahead. Let me give you a couple of examples. Allow people to buy insurance across state lines. If i live in virginia, i can buy a plan in ohio or utah. That increases competition. One in three counties, theres no competition under obama care. Theres one insurance company. That leads to higher costs. Another thing, medical malpractice insurance reform. Subsidies for medical savings accounts that have been proven for companies there are all kinds of things you say these are all possible. The republicans had a chance to come up with a bill. They did not put any of this in the bill. They didnt put across state lines that you could buy health care across state lines. It will be. Why not but you know, you have this its going to be a two or threestep process. Why should americans believe step one, get rid of obama care. Step two, bring things that we talked about. Step three, get rid of regulations in obama care. If you do that and we have competition in health care, prices will go down. I dont understand something. Wait a second. This doesnt make any sense. Dont talk at the same time. Nobody can understand you. Secretary reich, finish it up. If steve is correct, why is a political matter what republicans have put forth this plan without a replacement . They would i mean, why would they have gone to all this trouble just to repeal without replacing when they say over and over again that it was repeal and replace . What is their strategy, steve . Steve . What im saying is what the cbo said was essentially everyone who got Health Insurance under obama care is going to lose insurance under the republican plan. Thats a flatout lie. This will be a system to provide subsidies to people who cant provide Health Insurance, that doesnt destroy the job market and push people into parttime jobs and all the other problems with obama care. Whatever else todays Congressional Budget Office report on the gop obamacare replacement bill says about spending cuts and the rest, those two numbers are certainly getting headlines. Before the break secretary robert reich said if he were a republican, he wouldnt be happy. Steven more talked about more legislation to come with the med term elections getting closer. Lets talk about it with our panel. How does the president square with what this plan does with the promises on the campaign trail . In terms of the cbo . Yes. First, i have to say before i worked for Ronald Reagan, i worked for a congressman on the Budget Committee. I did his Budget Committee staff work. Can i only tell you, great people in all this sort of thing, but they dont always get it right. Two wit, our friends at the Weekly Standard say in 2010 the cbo said that 23 million would be enrolled through obamacare through 2017. They were off by 14 million that kind of thing happens. They said they didnt realize medicare not all that some of the states would opt out of the medicare expansion. But thats my point. We dont know what the weather is going to be. If its going to snow, how much. We dont know. Why should we trust the cbo . This is the problem perpetually in washington. Are you saying you think theyre so wrong that nobody is going to lose insurance . People will gain . We know you dont have to be a cbo budget person to know if you end the Medicaid Expansion, millions of people who qualify for it now wont have it. Because of obamacare, right . They lost stuff . No. The ininsurance rate dropped. But people lost their plans, their doctors. No, no. Obamacare my mother lost her doctor. Thats a fact. It helped people buy insurance and the expansion of medicaid. The program spent money to get People Insurance overall, even if there were some disruptions in the system. This plan, i dont think anyone if this is what youre alleging, i dont think anyone in america believes that this plan will actually insure more people than obamacare . I think jeffrey is trying to destroy the credibility of the discussion tonight based around the cbo. I think we would all concede, of course, theres no way that they can 100 accurately predict whats going to happen. There are so many moving parts in this thing. Its also the only thing we have to go on. And i think that republicans demanded a cbo score. What obamacare and with other democratic policies. This is all that we have to go on. And i think its a really, really bad report. I mean, first of all, this is a plan that really makes nobody happy. We talked for days about how conservatives arent happy with it for a lot of reasons. But now you actually have a plan that is going to insure less people. I dont think theres a political stomach for that. I dont think that can pass. I dont either. And look, the metric that the republicans are using is access, not coverage. And they will also say that because people arent mandated coverage, of course youre going to have fewer people signing up. Some People Choose not of it. But i think you have to look at the magnitude of this. Its not 3 Million People are going to lose their health care coverage, or 10 Million People. Its up to 24 Million People over the next ten years. And thats a lot of people. And in particular, let me also say that there have been groups who have done studies about where this would hit the most. And it is those working class voters in red states. And those members of congress, and donald trump himself did you see the one, there was the cbo report there was like a 64yearold guy making 26,000 a year. That your rates would go up. You would have to pay 800 times more. The demographic hit the most is if youre a rural white and lower income. Thats the demographic. Red state, and in red states and older. Thats the political problem the people who are going to suffer and lose their subsidies and lose their health care tend to be older and rural, like the trump base. People who are younger and wealthier who voted for hillary, theyre probably going to be okay. They dont need the subsidy quite as much. Ive never seen a Political Party that actually goes after their own base like this. Normally you dispense but, this is what the republicans were campaigning on. The assumption here the mandate is going to be gone. I confess, im not a big fan of the ryan paul proposition. The assumption here is that the free market system wouldnt work. I think thats wrong. I think a free market system would be better than obamacare. But all the people choosing not to have Health Insurance when they get sick and go to the hospital, they will still get care, and that care will be paid for my taxpayers. Isnt that a cost i dont know if the cbo has factored that in when theyre talking about a famous republican made this argument back about 15 years ago. It was myth romney. When he was putting health care through massachusetts, he called people who wouldnt buy Health Insurance and went to the emergency room and called them free loaders. He talked about how it was the closest thing to socialism you could have to health care. That was the previous conservative argument about people who dont by Health Insurance and then free load off the system by taking the most expensive care and that they dont pay for it, emergency room. Mitt romney is the perfect example. This is a land war in asia. This is going into russia. If you were a Political Party, i would say the last thing you want to do is to go in and try to overhaul a radical way, health care. Theyre trying to pass it through reconciliation, party line vote. I think they should do what tom cotton, a conservative tom catt cotton says, take a deep breath. Its too late. They cant back out. Its catastrophic for republicans. It goes after their base. Trump made a cardinal promise. He said i will not cut medicaid. This limits it and turns it to states. It ends it as an entitlement. The notion that somehow people want that and will choose not to have Health Insurance, paul ryan, he said the it forbids the rich and the poor from sleeping under the bridge. The people who choose will choose because they cant afford it. The person that matt was talking act, the congressional budget sites, a 64yearold man is currently paying 1700 bucks under the Affordable Care act. Hell pay 14,600. More than half his income. We have to take a break, including the deadline approaching to prove evidence about wiretapping. President trump had his predecessor on his mind again today at the white house. Its a little bit like president obama. What he left. People like him. When he was here, people didnt like him so much. Thats the way life goes. Thats human nature. The fact is obamacare is a disaster. Reporter he was talking health care. Not his explosive allegation of president obama spying on trump tower. At his first Cabinet Meeting the president again brushed aside a question. But one of his top advisers, Kellyanne Conway, muddied the already confusing waters over surveillance during a weekend interview in her new jersey living room. There are many ways to surveil each other now, unfortunately. Do you believe there was an article this week that talked about how you can surveil someone through their phones, through their certainly through their television sets. Any number of different ways, and microwaves that turn into cameras, et cetera. Reporter on new day she tried clarifying her remarks saying she didnt have any evidence the president was being spied on through a microwave or any other device. Im not inspector gadget. I dont believe people are using the microwave to spy on the Trump Campaign, however, im not in the job of having evidence. Thats what investigations are for. Not in the job of having evidence. Jeff, whats the next stop . The white House Intelligence Committee is holding the first hearing on this matter next monday. Thats where we could find out if there is any evidence or if there is not any evidence at all to any of this. But we do know the fbi director james comey will be one of the first witnesses. We know that he does not believe this actually happened. At least thats what our reportirepor reporting suggests. We could hear him publicly answer the questions for the first time one week from today. All right. Well be covering it. Jeff, thank you very much. Back with the panel. What do you make of the dance the department of justice is doing with the House Intelligence Committee asking for more time . I think you cant mess with the Intelligence Committees. I think theytaketheir oversight responsibilities really seriously, and today they were threatening subpoenas. They were saying we want this information or were going to get it one way or another. Theyre serious about it. Republicans as well as democrats, i should say. So they need to get this information as soon as possible or theyre going to subpoena people or documents to get up there so they can get to the bottom of it. Ryan, how do you interpret sean spicer, seems to be redefining what the president meant in the tweets . Theyre starting to realize be careful what you wish for, right . And the fact that the House Intelligence Committee is taking this seriously is actually going to investigate it which is what the white house allegedly wanted them to do. Careful what you wish for. I interviewed the top democrat on the committee. Hes excited about that march 20th hearing when he gets director comey in front of his hearing and he has to say one way or another did this happen, and i think up until this point, some of the tweets and misstatements that trump has made have not necessarily had the same impact. But this seems like its on a different scale. The fact that he made such a reckless accusatioaccusation, it true, it seems that everyone has taken it a lot more seriously. The press has, congress has, and why. Why is it important that the president not say things that are not true . At some point hes going to have to come before the American People, and were going to need to believe him. What if iran is cheating on the nuclear deal and he needs to say iran he needs to convince allies . His credibility, theres nothing more important than the president ial credibility. It leads me to the other moment which happened in the White House Briefing today. Lets take a look. The bottom line is the question still not answer second down can you say whenever the president says something, we can trust it to be real . If hes not joking, of course. What does that mean . It means what it says. Everybody jokes. He has a good sense of humor. Hes a new yorker. Hes sarcastic. I want to go back to what were talking about. I said last week right here, this evidence is all over if place. Ive written about it, other people have. A 20year ap reporter wrote a long story with sara carter. There was, in fact, surveillance of the trump server. Lets get it all out there. The fact this happened and it leaked all over the place for months but i want to go back to what you said last week when you were asked should the president be taken literally, the press takes him too literally, you said he should be taken seriously. Thats essentially the question. Should the president be believed . I think he should be taken seriously that there was surveillance of the Trump Campaign and it was leaked. But not literally . No. I mean literally means there were people surveilling the Trump Campaign and leaking the information that they gained when the president mouth moves, and we understand the definition of his words, should we believe the president understands the definition of the words . Thats literally . The words are literally what he means . In the tweet, he put the words wiretapping in quotes . I think he only did that in one. I dont know why were parsing punctuation from the president. If he says wiretapping, he means wiret wiretapping. Sean spicer says the president was very clear. He always says that. Every time he says something. The president was very clear when he put quotations around. Hes not very clear. I got it. But if youre the only one here, thats a problem. Thats what im here. Im the trump translator. If, in fact, he was being surveilled, the it was on a court order. Not by order of the president of the United States. That cant be by somebody. Not by the president. Somebody in his administration. I dont know. Hes either you should investigation or under medicated. I dont know which is worse for him. To think that our president is nuts waiting for his fillings to tell him the latest thing from the cia or if hes coopted by a foreign power that hacked our election. Youre saying that youre now willing to say oh, maybe it was just somebody in the Justice Department . I said at the time, the president of the United States whomever that may be is responsible for the actions in their administration. Thats the way it worked for reagan. Thats the way it worked for bill clinton. He was making allegations that the former president ordered wiretapping. The administration. Thats not what he said. Youre getting to be too literal. I think shouldnt we all take the president of the United States literally . We should have an understanding when you say the president is responsible, rond reagan was not responsible for iran contra. It was staff people. They held Ronald Reagan personally responsible for doing it. But trump should not be responsible for what he says in his tweets . Of course. Read the tweet. He put quotes around. In one of them. Are we supposed to wonder if there are quotes around his words or not . He accused the president of surveilling him. Theres no way around it. During the clinton administration, when Kellyanne Conway suggests that microwaves to her local newspaper that they could have spied on through microwaves. She said im not in the job of having evidence. It gets to the literal idea. Its amazing to me that someone will come forward and present things and talk and just freely admit, well, i have no evidence. Its not my job to have evidence. It goes back to in the nixon days when his press secretary would famously say that statement is no longer operative. Because he was trying to advance the line of the coverup, and as more information came out, they realized nixon was lying. This is a different thing. This is like paranoid delusions, or guilty knowledge. Donald trump and his people are really acting like theyre guilty. Theres no evidence of collusion by the trump people with the russians. We know endless stories, though, about this. But no evidence. Theyre acting like guilty people or crazy people. I dont know which is worse. At some point the public is going to say somebody needs to be held accountable. And usually the buck stops at the president s desk. Youre right about that. But donald trump likes to say the buck stops there, not that it stops here. Its always somebody else who does something wrong. Why doesnt that apply to president obama as well . The buck stops with balm. The president said president obama ordered a wiretap. He knew about this stuff. It was in the newspaper. Didnt he read the New York Times . That president obama ordered it. That would have been illegal. He didnt stop it, did he . The New York Times reporter was on the show here of the article you were citing and he said you were 100 wrong and that the article did not say what you said it said last week and what youre saying it says tonight. And i said the same thing as far as ten years ago to the german people and to any population of people that is a declining population that doesnt isnt willing to have enough babies to reproduce themselves. And ive said to them, you can not rebuild your civilization with somebody elses babies. Youve got to keep your birth rate up, and that you need to teach your children your values. I think there are elements that are certainly absolutely cannot be defended and are terrible. But i think what people have to remember is he does not represent the entire Republican Party. Should other elements is there have some in the gop that have come at him. Should the president come and say thats not my Republican Party . No, i dont think so. I think if every person in the party came out and said something crazy and the president responded to it, even members of congress, he would spend most of his time doing that. I dont think its appropriate use of his time. But this president comments about everybody else he disagrees with on twitter, meryl streep, alec baldwin. I think the president has been on record denouncing the elements of this, he has come out strongly against racism and against sexism and against things that some people say that steve king represents. And i think he has done it effectively. Keith, that enough . I dont think its enough. Its part of a larger pattern of racism and xenophobia within the Republican Party. I think theres a troubling tendency on the part of republicans to say offensive things. And then for trump and other republicans to either say nothing or to come in defense of those statements. Thats why tim scott and others denounce the comments. But calling somebody a racist when you dont know their heart is something i do not do. That liberals like to do, but i wont do it. If you talk about an america where were not concerned about other peoples babies, its hard for me to see how these republicans say they believe all lives matter when theyre only concerned about certain lives, apparently White Christian heterosexual lives. And you make a distinction about what he has said as president. I think there is a difference. I think the American People who came out to vote for him are able to make that distinction. They said i may not like the things this man said as an entertainer or as someone who was never planning on being the United States. But that does not incapacitate him from being a leader.
