Fell, a bloodbath, more than 300 iraqi soldiers killed when their base was overran. One survivor said they pleaded for help and got no help. He said they were abandoned. It underscores one of two Major Concerns about the operation tonight. That being, can the iraqi army, which we spent billions and billions of dollars training and arming, can it stand up to isis . The other being have the airstrikes made the United States any safer at home . Today, concerning the threat from the Khorasan Group which was hidden, james comey told reporters in washington that he is not confident at all that airstrikes have disrupted their plans. Justice correspondent pamela brown has more on that story. So it is striking that he says he is not confident that the plans have been disrupted. Yes, that is right, even after the plans, he says he is concerned that the operation of the Al Qaeda Group known as khorasan is still intact and still exists. Now, sources say that there is still a planned attack. And because of the limited visibility the syrian officials had to assume there could be an attack by the group tomorrow, next week or next month. Until an official said the operatives were in an advanced stage of launching an attack on the west. And today, comey said the group will be on the top of the list of concerns. Is there a reason why he believes the group may still be plotting . Well, he says he is still waiting for the final strike plans, i know there is concern that these were seasoned terrorists. And they were known to decentralize and disperse often. So there is concern that they left syria in anticipation of the bombing campaign, anderson. Also it is a very small group. So unless there is personnel on the ground who can actually look at bodies i would imagine it is difficult to figure out who actually has been hit. Yes, he talked about that today, saying essentially syria is a safe haven for terrorists. And theyre like a black hole with limited visibility. There is really no way to know for sure whether or not the group and its plotting was disrupted. All right, pamela brown, appreciate it. All right, today, beefed up security on the new york subway system. Beefing up the security for the General Assembly, and president obamas visit and of course the outset of the war. It comes as iraqs Prime Minister said his country received what was credible intelligence of an isis plot against the american subways and paris systems. He was very specific, saying there are Networks Planning from inside iraq to have attacks. They plan to have attacks on the metro in paris. American Officials Say they saw no indication of this plot. Late today, flanked by the Police Commissioner, mayor bill de blasio said the same. Everyone should know the most important fact right now is we are convinced that new yorkers are safe. We are convinced people should go about their normal routine. Terrorists want us to live in fear. We refuse to live in fear. And we at the same time will be watching. The statements by the new iraqi Prime Minister were safe to say, a surprise today both in substance and how it came to light. Chief National Security correspondent jim sciutto has more. So jim, this plot to attack subways, what are you learning about this . This sounds bizarre that this guy would just make this statement. No question, it went through the full cycle, starting with the iraqi Prime Minister saying this is a credible threat. We spoke to u. S. Intelligence officials, Administration Officials and then later the mayor of new york. The Police Commissioner of new york forced to come out and say there was no specific credible threat. And just tonight now, anderson, the iraqi Prime Minister himself according to the state department saying he was not talking about a specific credible threat either, that he was speaking more generally about a threat to the u. S. So it really went from almost panic to nothing by the end of the day. And this is a very different plot than the khorasan plot which we still know very little about. That is exactly right. Because the khorasan plot, there is very real concern about u. S. Officials have said it is imminent now. You and i have talked about, it is a question as to how imminent it was. And u. S. Intelligence officials have said basically they dont know. And that is one of the problems here. Syria is a black hole in terms of intelligence. But there is concern that this Al Qaeda Group was targeting airplanes, specifically airplanes bound for the u. S. And specifically using personal explosives and handheld devices. Unfortunately, what we heard today got a lot of people from new york, where were both from. And understandably, new york can get very concerned about this threat. And jim just mentioned what appears to be damage control by the administration where the iraqi Prime Minister is concerned. I spoke to the Department Secretary for affairs. What is your understanding of why the new iraqi Prime Minister here in new york told journalists about an alleged threat to u. S. And french subway systems instead of calling the white house or the fbi or any other number of authorities . Well, anderson, i just saw the Prime Minister 20 minutes ago here after a meeting with Vice President joe biden. And we spoke in some detail about this. And he confirmed there was no specific or credible threat against the United States. In the course of going after isol, the iraqis are routinely detaining isol fighters. Theyre also finding the remains of the dead isol fighters. And oftentimes, there are aspirations to attack outside the theater and the United States. That is something that isol makes very clear in their public statements. Their spokesperson three days ago called on attacks on americans and frenchmen and others. So this is something that clearly is an aspirational goal of these types of jihadists who join the organization. When we get these threats we work very closely in terms of assessing the veracity of it. In terms of working closely to determine the veracity, he was very clear with me and the Vice President that there was no specific or clear threat to the United States based upon this information. Just to be clear, though, that is not what the Prime Minister of iraq said publicly. When the Prime Minister of iraq said, and he said he received accurate reports from baghdad of arrest of french and americans who are planning attacks on paris and the United States, just to be accurate. Youre just saying what he said was absolutely not true . That is what he told us, is that the veracity of this information has to be assessed. And i think the iraqis are putting out a statement to that effect as well. What i think the Prime Minister is getting at and of course he will speak for himself. But in the very detailed conversation we had is that here we are in new york, and the entire world is coming together to united against isol. Yesterday in the Security Council we had over 100 coalitions, sponsors, specifically focused on foreign fighters. Right, i just dont get why the Prime Minister of iraq, who the United States is pinning everything on in iraq, would come out and make a statement that you say is not true. When he says there is accurate information, youre saying he is going to say he is going to put out information that it is not clear. It has not been assessed as credible. Were actively working with the iraqis on a daily basis so does it worry that theyre not giving out credible information, the leader of the country . The information that he is talking about as i said just came today. So it is not something that anyone can say is a credible so should he talk about it publicly to journalists . Again, anderson, he was talking about it to the whole world, do they want to attack outside the region and the United States and in europe and the gulf region, yes, they do . You cant say youre pleased with the Prime Minister of iraq for saying something which he now is going to have to walk back for basically publicly Going Forward and saying there is credible information about something which according to you is no credible information about it. He was quite clear with us, he talked about the threat of foreign fighters particularly to the world, and specifically some of them who have passports to travel throughout the world. He was quite clear about that. Of course, this information we are in daily conversation with the iraqi partners and with Law Enforcement partners from all around the region about the threat steam from foreign fighters. This is an ongoing thing. Of course, he will speak for himself. I can just say what the conversation we just had with him about this specific stream of information. Were told how these changes are being met and turning the tide. However, especially in light of the defeat of fallujah all the troops are left to defend for themselves. Big questions remain if the Iraqi Government can defend themselves. Lets talk about what happened at this base in fallujah, because i saw some video from a soldier who said he tried to reach out to the command structure, to iraqi generals and no one picked up the phone. And basically these troops were abandoned. Yeah, this happened only 25 miles to the west of the skirts of baghdad, which was the headquarters for the 30th brigade of the iraqi army. It is in an area that was overrun quite sometime ago by isis. But some of these bases were basically cut off and just barely surviving. Now, what happened was yes, according to these survivors they tried to call up their commanders. They did not answer the phone. The iraqi army apparently tried to get them food and water, excuse me. But that could not be reached. And in the middle of all of this according to a statement by isis, isis managed to drive into this base an Armored Vehicle with two tons of explosives. It blew itself up in the middle of the base. At least 113 of these iraqi soldiers are now dead, according to iraqi army officers. More than 78 are apparently missing. Now this clearly underscores that this army is really in this area at least, falling apart. The Prime MinisterHaider Alabadi has said he is going to launch an investigation as to why the Commanding Officers either abandoned their post or did not come to the rescue of their men. Today, again i spoke to another senior kurdish official who said the iraqi army at this point simply is not functioning. So definitely, this incident is sort of a replay on a smaller scale of what happened in june in mosul with the iraqi army, essentially high tailing it out of that critical city. And it raises the question how the u. S. Which from 2003 to 2011 spent countless billions training the iraqi army is now going to do it all over again. And ben, how far from baghdad is this base . Reporter 25 miles from the outskirts of baghdad. Incredible reporter a very short distance. The 25 miles that they cannot resupply a base 25 miles from the capital city with the force in this country of allegedly 250,000 troops even if half of them are battlefield ready as some estimates claim. It is just shocking and really terrifying for anyone who wants to see the u. S. Succeed, you know, at least in the short term in iraq. Ben, i appreciate the update. I want to dig deeper with retired military analyst, rick francona, and currently, he is the Vice President of grom technologies. 25 miles away from the capital city and they cant get food and water and resupply and reinforcements to the base . Where did the iraqi army go. 26 brigades were supposed to be combatready. This obviously was not one of them. They have been cut off for quite sometime. There are ways to resupply. But evidently the iraqis could not even do that. This is just a complete breakdown in the chain of command. The lack of leadership is just terrible. I understand that many of the senior iraqi leadership has been let go but they have not been replaced. So there is no one in charge. Two generals have basically been fired in the wake of this thing. But there is no defense minister yet, no interior minister. But many of the shiite who were in charge of the units are gone and have not been replaced. And the sunni, many of who were in charge before, have defected to isis. All the combat expertise is on the other side. Dan, i mean, it is really inexcusable in a military to have the Senior Leadership completely abandon these front line troops. And i mean, i talked to general hurtling a short time ago who said he believes there is a group of lower level officer core who has been trained by the u. S. And is battle ready and could eventually take over these positions. The generals who are completely corrupt and not answering the frigging telephone. But that is going to take some time. Does it shock you that a base 25 miles from baghdad was not able to hold on . Well, sure, it is shocking. The general said it exactly. Lack of leadership, failure of logistics, command, control, the fact they made phone calls and no one answered their calls. And more troubling, the fact it is 25 miles from baghdad. It is really the facts as they are. And yet these soldiers, these iraqi soldiers need to recognize they are fighting for their very lives. There are multiple bases taken over in the past and all the soldiers walked out and executed. And these soldiers need to realize the stakes and take command, the fire in the gut is what is missin with the iraqi soldiers now. I dont understand what the Prime Minister of iraq is doing, running around new york, eating at the waldorf astoria, when all of these troops have been killed. Shouldnt he be rolling up his sleeves he doesnt even have a defense minister, nor does he have a minister of interior to run the police forces. There is nobody in charge there. This is just unfathomable that this happened. And it is not like the soldiers as dan mentioned, dont understand what is going on. They took all the out posts, surrounded, run some sort of a suicide bomber in there. This is templated and it is just over and over, that it doesnt work. And how do you replace a large number of senior officers, the generals, how long of a process is that to actually get kind of lower level officers who are actually willing to fight and care about their troops to get them in a position where they can you know, operate things . Well, youre dealing with an entirely different chain of command and structure. And the u. S. Military, if somebody gets relieved of command he is replaced immediately. You have multiple options of past commanders, who can take that step in the breach, if you will. You dont have that large culture in place not that there are not soldiers that are dedicated. Most generalships in the arab world are given by a patronage, not necessarily past performance. And were seeing that display of them giving out the generalships, now were seeing the consequences. It is really lack of leadership all the way around. And there is only so much you can do from the air. The entire plan from the United States is based both in iraq and in syria of having some forces on the ground that are able to retake territory, hold territory in conjunction with these airstrikes. You are absolutely right. This deals a severe blow to our plan. The plan was that the American Coalition and air power was going to blunt the offensive, which they did. They pretty much have stopped isis from taking the territory. But you have the small incidents like this. What was supposed to happen now that you have the air to support the iraqis, the iraqis were now supposed to move and take back this territory. It doesnt appear that they are capable of doing that. Where are we in this . Are we just going to continue to pour more air in this . And dan, to your point, if it continues down this road were only what . Two or three or four days into this bombing campaign. There is going to be that next step of well okay so much just the bombing is not working. So what is the next step . And the Iraqi Military is not up to it. So then is it u. S. Forces on the ground . But that promise has been made that that is not going to occur. So do you see that step as inevitable . Well, again, i can only use afghanistan as a model that with a small footprint of our special ops we were able to turn the tide very quickly. But they had to be imbedded with capable units. And on the ground, it has to be able to identify which battalion will take the fight to the enemy. We cannot constrict ourselves. Because murphy is always on the battlefield. Murphy always has an option in the play here. And all the best plans you make as we all know, they dont survive first contact. You need to have multiple courses of action. And never limit yourself because you cant say were going to do one thing only. Because pretty soon the enemy will counter that, and that is what were seeing here in iraq. And what he has described is probably exactly what has to happen. This is the very definition of the mission. Were going to put more advisers to replicate the iraqi structure. And tonight, we get a look by a woman who risked her life to show what life is like with isis. Reporter with a hidden camera, the syrian woman risked arrest or worse to document the scene inside raqqa, syria, the socalled capital of the islamic caliphate. The video was taken in march of this year. Walking through the heart of that North Central syrian city completely under the control of isis she showed how the city had changed. The isis flags, the spraypainted slogans, and even incidents where people were forced into public prayer. She went out of her way to react with isis militants, showing women with conservative dress, one carrying an ak47, and even her own experience being stopped. What some might find astonishing is the enthusiasm some women have for life under isis. There is a moment where women speaking with french interacted with concerned Family Members in their home countries. I dont want to come back. Because i feel good here. Its not a question of coming back or not. If i want, i can come back. I just dont want to come back because i feel good here. Clearly, this Family Member was not convinced and was pleading for this young woman to come home from syria. Stop it, it doesnt help me if youre scared or if you cry. Do you hear me . Im telling you, there is not a point to you crying or being scared. What you see on tv is wrong. Do you understand . They are exaggerating everything on tv. They amplify everything, everything, everything. That was in march. Fully six months ago. Today, the situation has changed. In the wake of u. S. Airstrikes on raqqa, activists told cnn many isis leaders had fled the city. Many civilians, including women and children, were also moving out. Others were keeping a low profile. Many are in fear civilians will be caught in these intense airstrikes. Some isis fighters we were told had moved into civilian areas effectively making the local population human shields in what is expected to be a long fight for survival. Jim clancy, cnn. Joining me now, cnn Global Affairs analyst, and kimberly dozier, cnn analyst and contributor. There was no doubt the woman who took the video could have very easily been killed. She risked her life to do that. Yes, absolutely, yesterday we heard about a woman, an ngo woman from iraq who was essentially executed in another iraqi city, mosul that isis also holds. So they have no problem executing women. Women have been jailed, tortured, raped. So this woman was taking enormous risk. I mean, kimberly, it is similar to me when the taliban took over afghanistan, the laws in place, not having music. Women having completely to cover themselves, in the video she is told by a guy in a car that she is not covered enough. That her veil is a little bit transparent, she says. And you have to remember this is the same kind of regime that exists in some countries like saudi arabia where you can be bothered if your veil is not in the right place. And also, the people being filmed are probably mostly sunni muslims. They were not doing well under the mostly assad regime. So for some members of that population this is the first time their people from their religion have been in charge. The other thing that occurred to me watching that internet cafe video is ive been under syria, under assad, in baghdad, when it was under saddam. People know that everyone around them is probably listening so they also know how to say the right thing to protect themselves and protect their families. I mean, probably listening to the women in the internet cafe you say it is almost like listening to a person in a cult . Yes, exactly, it is like listening to a person in a cult. You have seen this before, there is a sort of dispassion, this woman is saying to her parents dont cry, this doesnt help me, youre being afraid for me doesnt help me. There is an almost monotone, there doesnt seem to be any love or sympathy on her part. And kimberly, she is conscious of the people around. And that is what is quite unusual, you have been in these situations where yes, women in saudi arabia are out in the streets will be fully covered. When they go in a place like that where everybody around them is a woman they take off the veil. When they are surrounded by women they dont feel like they have to sort of cover themselves up so much. The fact that they were still covered even in that allwomen environment speaks to the level of fear they have. And kimberly, this was taken six months ago where isis has only been able to kind of tighten their control since then . Absolutely, i think one of the things, it gives us a view into is the world that theyre establishing so the outside world can see. I mean, isis wants this to be the way everyone lives. There are conservative christian, conservative jewish communities without the violence they have. But this is a new paradigm that gives no one any choice. And what this brave woman has done is given us all a choice, do you want to live like this . And briefly before i let you go, does it make any sense to you that the iraqi Prime Minister is here in new york all week long, while 25 miles from baghdad you know, some as many as 300 of his troops have been surrounded and killed and his generals completely abandoned those troops . Shouldnt he be rolling up his sleeves in baghdad on the front lines or rallying people . Isnt there a lack of a sense of urgency here . Especially when there is no defense minister, there is nobody who is his proxy, it is astonishing he is in new york. If he wanted to come and speak with the president. That happened yesterday. And they have telephones or internet connections. You can do a telepresence these days from baghdad. The thing is, it is a reminder he is cut from the same cloth as nouri maliki, he comes from the same party, the ethnic and religious background. He was like nouri maliki, an obscure figure with no political mandate, this is no real leadership. This is the guy upon whom everything rests. In addition to saudi arabia, the partner nations obviously include bahrain, jordan, and the United Arab Emirates and qatar. And in it, they describe how the talks with saudi arabia were actually the linchpin in building the coalition. But here is what president obama said after thanking the coalition. We are joined in this action by our friends and partners, saudi arabia, the united emirates, saudi arabia, jordan and qatar. America is proud to stand shoulder to shoulder with these nations on behalf of our common security. The strength of this coalition makes it clear to the world that this is not americas fight alone. And david kickpatrick of the New York Times talked about the ideology. I spoke to them earlier. Adam, you reported how the participation came together, and in particular, the strategy that they used to make sure the u. S. Stuck to its word. Can you explain what the strategy was and how it played out . Yes, we have to understand how the saudi arabias and the ae talked about the strikes against syria . Correct. And they really felt burned, as did some european allies, particularly the french. They decided going into this move by the u. S. Towards doing strikes, expanding to take on isis in syria, they decided to basically give the americans whatever they asked for. The idea of doing so was that you know, the opponents of expanding the strikes into syria wouldnt have the wouldnt have that ammunition to use in the internal debate to try to slow the process down on the american side. David, for all of saudi arabias talk about how they wanted to destroy isis, they dont really acknowledge the fact that isis belief system basically stems from a movement in saudi arabia. No, they certainly dont. And more than a root in saudi arabia, it is saudi arabias official religion. And weve seen a concerted effort by the saudi authorities to try to pin the blame elsewhere on the ideology, with a group of early heretics. Nobody really believes that in the world of scholars who study political islam. And certainly least of all the theologians of the Islamic State themselves. Theyre very clear they draw their reasoning and the works from the original thinker of the Saudi Arabian flavor of islamic orthodoxy. And it is not something they just practice at home. It is something they have been trying to support around the world, they are supporting madrasas for a long time, and much of the ideology they subscribe to. They use the religious texts from saudi arabia. Yes, theyre passing out photographs on line that show them using saudi textbooks in their schools. They have a kind of missionary kind of band that roams some of the streets with those writings. Theyre absolutely frank theyre getting their inspiration from this area. A lot of them pin the blame elsewhere, with al qaeda and the brotherhood, and lots of other factions. Adam, you say that officials on both sides see the Saudi Arabia Partnership as a way to rebuild the trust between the two countries. Is that happening in the way this whole thing is played out . You need to consider that saudi arabia has not done Something Like that really since the first gulf war. This is a big deal for them to put aircraft over another countrys air space and actually drop ordinance which theyre doing in this case. So this is a big deal. The relationship between the saudis and obama really deteriorated after the fall of mubarak, and the relationship really continued to deteriorate after the speaking of the moderate opposition. And in the eyes of the saudi, never delivered. So i would say this is a tentative patching up that is taking place. And certainly both sides see it that way. David, i mean, is there any side that saudi arabia has reached some sort of a Tipping Point beyond their involvement in this coalition in terms of exporting these ideas around the world . Well, it should be said that the wahab that is in practice today in saudi has been tamed. In saudi arabia, a major tenet is that you need to respect the earthly ruler. They have abandoned this approach, a revolution approach. So there is a really difference there, i think what well see is saudi arabia trying to export a version of islam, which is salafi, which is very conservative morally but also very respectful of earthly rulers. Theyre a status quo power, and they like the status quo religion. Thank you. And saudi arabias restriction against women driving cars certainly getting a lot of attention from the uae. They have a lot of older laws on the books. Take the case of the first female Fighter Pilot. Reporter well, liberty university, in lynchburg, virginia, confirmed that Jesse Matthews was a student there for three years. For two years they also say he was a football player. But they also say there was a Sexual Assault investigation by the Lynchburg Police department, but they will go no farther. The commonwealth has confirmed with us that Jesse Matthew was the one that was investigated for Sexual Assault october 2002. They say that at the time matthews said there was consent. And the issue became that there was not enough evidence. Because they couldnt prove there was not consent. Also, the alleged victim did not want to go forward. I know you have been speaking with the investigators on this investigation. Well, Law Enforcement in galveston, texas will be bringing Jesse Matthew back here to virginia. They continued to ask for help with the community but it is very interesting because they want people who have large plots of land to look all over their land. And now they increased that today by saying if you have cameras on your property and they specifically called wildlife cameras, to go through your footage. Look from september 13 to present all of your footage to see if you see anything at all. They dont want people to touch anything or disturb it but call them and they will come out to see if it is relevant to the investigation. I also said could hannah be from here to galveston . The Intelligence Services had been told about an alleged plot that he said had not yet been disrupted. There are networks and im quoting him directly, planning from inside iraq to have attacks, on the metros of paris and the u. S. That, as you might imagine, beefed up patrols in new york, beginning with the state officials doing the best they could to walk the comments back. I spoke earlier to deputy mcgurk on that subject. I just dont get why the Prime Minister of iraq is basically pinning everything on iraq, in iraq, would come out and make a statement which is just completely according to you is not true. I mean, he says this is accurate information, there are specific arrests in baghdad, youre saying this is not the case. No, anderson, i want to be very clear, were working with the iraqis on this particular information stream. It has not been assessed as credible. Were actively working with iraq as we do on a daily basis. So does it worry you he is not giving out credible information . The information i think just came out today. So it is not something that anybody can say is a credible or specific threat stream. And yet, the iraqi Prime Minister announced it to reporters today. That is how far it began, we have details by justice correspondent evan perez, so this subject of how there was a planned attack, how did Law Enforcement react after this surprise announcement was made . Not very well, Prime MinisterHaider Alabadis comments came on the sidelines of the gathering General Assembly leaders. He said he was told about this plot by officials. Almost immediately, u. S. Officials said theyre not aware of any such plot. The allegations only grew stronger, and the deputy secretary of state told you there is no credible threat. Only information not checked out. He suggested that Haider Alabadi was only speaking in general terms. Maybe that is what he is now saying to you and saying to u. S. Officials but what he actually said was that there were americans and french fighting for isis who were arrested. And that there was you know, credible information that they were plotting this attack against the subways in the United States and in paris. Right, that is very specific information. So it is not clear how this all happened given the close coordination of both the u. S. And Iraqi Governments say that they have. Was he confusing an old plot with more recent intelligence . Was he coming across new interrogation information that was not corroborated . Officials are not really saying. While theyre expressing confidence there is no known plot, new york city you know, increased security at subway stations out of caution today. And officials encouraged vigilant moves, because of what was posed not only by al qaeda and isis who has shown capabilities to launch these types of attacks. Again, bizarre circumstances, and another scare that concerns the effectiveness of airstrikes, particularly the ones that targeted the Khorasan Groups which was said to have specific plots against targeted officials. And james comey was asked if the plot was substantiated, really comforted no one. He said he is not comfortable at all, the fbi director james comey said he is operating under the assumption that khorasan still exists. And until he has concrete evidence to show him otherwise, he believes the plotting against the west is still happening. U. S. Officials say theyre planning on attack on specific targets, that they were in the advanced stage of plotting. Today, comey said given the experience he knew about the al qaeda operatives there officials had to assume and act as though an attack could happen tomorrow. And comey says as of tomorrow the threat remains the same and the group is at the top of his list of concerns, anderson. And we dont know the number of the exact amount of officials in this group. Officials believe it is a relatively small group. Are they believed to be in this area, you would think they moved elsewhere . Right, and comey alluded to that today. He said he didnt want to say anything else until the strike effort is done. You have to remember syria is a safe haven for terrorists. This is a place that is sort of considered to be an intelligence black hole. It is difficult to know anything for certain. And i know speaking to intelligence officials these are seasoned terrorists who are known to decentralize and disperse often. So if some of the Group Leaders left the area based in syria. He was one of the goto people at the fbi where he was a supervisor special agent. I spoke to him earlier tonight. Ali, obviously a group like isis may have an intention to plot against the United States, a subway system or france or paris. But in terms of their actual capabilities, are they capable to do that . Well, this means intention, plus capability, plus opportunity. The intention is always there, however, the ability of any terrorist organization to do anything in the United States has been diminished since 9 11. I think the work of the fbi, Homeland Security and many different entities makes it very difficult to operate and very difficult to carry out attacks on the homeland. How real is iraqi intelligence . I mean, weve all seen their capabilities on the battlefield in terms of their military. Do they actually have intelligence capabilities . Well, this is a big question here. I mean, iraq has a lot of reasons to say that there is a threat on the United States, threat in europe, threat in paris. They are fighting isis and fighting al qaeda, and theyre not working in iraq. I dont believe that there is any indication of a threat as far as we know from the intelligence community. In the United States and in europe. It is has not been seen that the information provided is kind of like legitimate information. Lets talk about this group, khorasan. The fbi director says he is not confident that their plotting was disrupted by the airstrikes this week. He said the u. S. Had to assume they could carry out an attack tomorrow, next week, several months from now. From what you know about this group how big a risk do they actually pose to the u. S. . Well, khorasan is actually al qaeda. Khorasan are the people in syria that have the main goal in following and ensuing al qaedas agenda. You know, al qaeda headquarters, which is based in the area in afghanistan and pakistan, they send operatives from Al Qaeda Network, from al qaeda central, as we call it, to syria in order to help set up al nusra, the official al qaeda affiliates. However, these individuals who came from afghanistan or pakistan, from different areas and they operate under Al Qaeda Network to syria, they start calling them khorasan. Or they start to refer to them as khorasan because they are the people who were sent by khorasan and headquarters. So it is like we are saying the guys from washington, or washington did that. So khorasan itself means al qaeda. Khorasan itself means al qaeda, central means those operatives who are veterans in al qaeda and take orders specifically from the leadership in pakistan. And does not follow necessarily the head of the al qaeda affiliate in syria. The thing that concerns me the most are the lone wolf attacks. People who dont have to be ones that fought overseas but people who for whatever reason look at a sermon on line and see isis on the news, and say oh, this organization that i dont have a direct connection to, im going to shoot up a weapon or bomb. To me that seems like a realistic threat in the United States. Is that for you the biggest thing on your radar . Well, that is always there, i agree with you, it is a big threat and i think that the fbi has been doing a great job in trying to figure out these individuals. They have a typical profile and sometimes they have been the subject of undercover operations and sometimes they have been arrested before they carry out these attacks. So the lone wolf attacks and the threat of one wolf, we have been dealing with that since 2001 and 2002 and we will continue to deal with that unfortunately. I mean, every time something happened in the middle east or in the muslim world these issues come up about lone wolves who want to retaliate. And we see it in london, paris, belgium, and even in the United States unfortunately. I appreciate you having you on again, ali thank you. Breaking news tonight in the case of missing College StudentHannah Graham, the university of virginia sophomore. She vanished september 13th. Today we have news about the suspect in texas, today he waived extradition and will return to virginia as soon as tomorrow. And now we learned about two investigations that actually were focused on him. Cnns jean casarez has more. So what do we know about the investigation back then . Reporter you know, anderson, the lynchburg prosecutor has confirmed that Jesse Matthew was investigated in 2002 at the university for an alleged Sexual Assault. But the issue was they did not have the proof. Jesse matthews said it was consensual, and they didnt have the proof to show otherwise so no charges were brought. Now 12 years later he is charged with a sex crime. And this is going to be extremely important in the investigation. We heard about it from the beginning. And Law Enforcement believes that hannah was there with jesse in final moments before she went missing. For the first time the owner of the restaurant has stepped forward to say that is not the case. While authority are preparing for Jesse Matthews extradition to virginia to face a criminal charge. It is very uncomfortable to go through. Law enforcement says at least one person saw hannah in the restaurant. But cunningham does vividly remember Jesse Matthew who he said was alone, but came to tempo twice that night. He was having a good time. I thought he was a little excited and happy to be there. His employee did see hannah outside the restaurant. Nobody that you know saw her in here, but your people at the door saw her outside . Yes. Walking away. With him. It would appear that they knew each other. And it is the next 40 hours Law Enforcement says that are crucial to this case. There is this this block of time, this very big, large significant block of time between the time that we know Hannah Graham disappeared and the time that disappearance was reported to us. We need to shrink that gap. And the key to finding hannah may come from those who know Jesse Matthew. If you know jesse, and many people do, because jesse grew up here. He grew up in this community. He went to school here. He has family here. He went to church here. He worked here. Lot lots of people know jesse. And the person who may know him best . His father. The only thing i could see him maybe trying to give the girl a ride home, or help her out. And as the Investigation Continues with tempo restaurant playing a critical part, its owner is emotionally invested like the rest of the community in finding Hannah Graham. It is very sad. Im really feeling for her parents. It is i dont know. Its i dont know the words. So this rape investigation back in true, he was never charged. He was never charged. Charges were not brought because there was a problem with the evidence. Because he said it was consensual, so it became a he said she said. They didnt have the evidence to go forward and she didnt want to go forward with the charges so they were never filed. All right, jean casarez, appreciate it. I want to bring in cnn legal analyst and former federal prosecutor sunny hostin. What do you make of this, sunny . You know, im very reluctant to make anything of it, anderson. Because in a court of law, he was not arrested or charged. He said the sex was consensual, the victim did not want to go forward. We should say the alleged victim. The alleged victim didnt want to go forward. I am reluctant to make anything of it because it was 12 years ago. I think in todays day and age we see a lot of this information coming out quite frankly before even an arrest in a case before a trial. And it really makes it very difficult for prosecutors and defense attorneys, lawyers in general so this should not be used in no, to try the cases, they should not be tried in the media. There were no eyewitnesss back in 2002. And the complaining witness said she didnt want to go forward with the investigation. If now, the complaining witness back then came forward and said well you know what . Actually what happened then is this and this and this, would that matter . Would that be inadmissible . It would be very unlikely for it to be inadmissible, unless of course there is a trial and he has all of these character witnesses who say this is an up standing guy who never got in any trouble. Well, then yes, maybe on that off chance this would come forward. But i think it is very important to note that the victims of Sexual Assault dont want to come forward, they rarely want to testify which makes prosecuting these cases very difficult. So i was known as hang em hostin at the time. But i dont think this is something we should consider when we talk about this case of the missing student. This is tragic, but i dont think it has anything to do with the case. Thank you, sunny, hang em hostin, who knew. Get out of the car [ gunshots ] in seconds, it goes very wrong as the trooper shoots jones from just feet away. It happened so fast, you almost wonder what really happened. So here it is again. It is roughly 5 00 p. M. , september 4th at a gas station just outside columbia. As the officer pulls up jones, he is exiting an suv. Off camera, he asks to see his license. As jones reaches back in the vehicle, grubert bursts into view, shouting, then firing. Firing at least four times, once even as the now shot jones staggers backwards, hands raised. Now listen to the conversation between the wounded jones and the officer. What did i do, sir . Are you hit . I think so. I cant feel my legs, i dont know what happened. I just grabbed my legs. Why did you shoot me . Well you dove head first back into your car. Im sorry. Amazingly jones only suffered a hip wound and was treated and released. Meanwhile, friday, grubert was fired and now extrooper is charged with felony assault and battery. We reached out to his attorney but he did not answer our call. There is a sad irony, just last year, the troop was hailed a hero after shooting a man who had opened up at a bank. For that he was given the medal of valor, but after this latest shooting if found guilty he could be given 20 years in prison. Marvin savidge, cnn. Lets bring in criminal defense attorney mark geragos. So sunny, what do you make of this . The fact there is a dash cam video really allows people to see what occurred. Right, and i think it is so important to note that we would not know who happened if it were not for the dash cam video. We see it all over, in d. C. , very important. I think it also shows how difficult a Police Officers job is and how quickly they have to make these decisions. I mean, when you look at this video, wow, it happens so quickly. Lets be clear, he over reacted. He made a mistake. And he had this he thought a perceived threat that didnt exist. But it just goes to show you how quickly these altercations happened. Mark, is this going to be a tough prosecution . Yeah, see, i think this is an immensely hard prosecution. Any time you try to prosecute a cop or an officer who is in the performance of his duty, jurors just do not want to quicconvict. I can name you cases all over the place where jurors will either hang or not come to a conviction or they will hurt the officers. Especially in this case, either with the dash cam video, you will end up hearing that this officer, i will bet whatever you want is going to say he saw furtive movement, he thought it was a gun. It was a split second reaction. The defense will put on a Police Practices expert who says he has to make a split second decision. And that this was not a criminal act. Let me say this, i teach a lot of street law classes. And im not blaming the victim here, and i believe that everything the officer did in this case is incorrect. But when you are having a police encounter, you have to make sure that the officer understands the intention of all of your movements. So when that officer asked him when that officer asked him for his license, he had to say, unfortunately, in todays day and age, officer my license is in the glove compartment. I am going to reach for it now. Just to be absolutely safe, that is what from seeing this video, i now think next time i interact with police, im going to say my drivers license in the glove box, is it all right it is what i teach my friends, father, husband, absolutely. And i worked with Law Enforcement officers. They often tell me that traffic stops are their most difficult and dangerous job. And they want to see their hands and know the intention. Im not saying it is right. But this is the reality. Im just going to say sunny, the only reason youre saying that is because the officer, there is implicit assumption that the man is africanamerican and more prone to be violent . Isnt that it he is not more prone to be violent. Whether the person is africanamerican or white, you have no idea where theyre coming from or anything. And again, im not saying that this driver did anything wrong here. But you know, he reaches into the car and then he does turn around quickly. I can see in court the lawyers for this Police Officer saying you know, freezing the video and saying look how quickly he is turning. The officer doesnt know anything about this person. That is exactly youre exactly right, anderson. That is what is going to happen in court. What im saying though, and the reason sunny is getting a lot of flack for this, is that this guy could not have been more compliant. You believe race played a role here . Sure. Of course it did, of course it did. You strip it off. I hate to always be the one who is saying that. But in the criminal Justice System it permeates everything. It just does. And this officer perceived a threat that didnt exist. I mean, how this guy could be anymore compliant. Listen to this tape, he is sitting there after being shot, sir what did i do . I think i have been shot. I cant feel myself. Also after being shot. I think he seemed to be shot in the stomach. But he then puts his hands up. And ill tell you something, he had every right. That is an unreasonable use of force. Under the law the driver had the right to attack this officer at that point. You dont have to just sit there and get executed. You absolutely have the right to go and try to disarm that officer at that point. So he went far beyond anything that he is called on to do, and far beyond what the law calls on for him to do. Well see what happens, mark geragos, sunny hostin. Again, you saw in the video where the officer opened fire. He had a choice of what to do, whether or not he is legally culpable or whether or not the troop thought jones had a gun. In that, in opening fire, the trooper chose wrong. Today, however, the police chief apologized to several people for the specific incident as well as the aftermath. Anna cabrera spoke to the police chief, here is her report. I want to say this to the brown family, no one who has experienced the loss of a child can understand what youre feeling. Im truly sorry for the loss of your son. Im also sorry that it took so long to remove michael from the street. Reporter it is the apology people in ferguson and around the nation have been waiting to hear. I do want to say to any peaceful protester who did not feel that i did enough to protect their constitutional right to protest, i am sorry for that. Reporter it is the first time Embattled Ferguson Police chief tom jackson has publicly said, im sorry in the nearly seven weeks since unarmed teenager Michael Brown was shot and killed by ferguson Police Officer wilson. You issued an apology today . I did. Why did it take so long for that to happen . Well, there has been so much going on, and every day there has been a different challenge ever since august 9th. But this is something that has just been weighing on me, something that needed to be said. Should have been said a long time ago. Reporter emotions in the Community Still raw. The protests unrelenting. And the pain over Michael Browns death and distrust of police throughout much of the Community Still remains. What did they do, or what can they do to rebuild the trust . I think what the police need to do is first admit there is a problem within the Police Department. It has never been the intention of the Ferguson Police department or of any Police Department that i know of to intentionally target individuals because of race. If there is that happening, its a crime and it needs to be addressed. Reporter new diversity training and new body cameras warn by officers, a civilian oversight board. These are among the plans for the city. But for some that is not enough. You are still the leader of the Police Department, correct . Yes, i am. Have you heard of any plans or intentions to remove you from that position . No, i havent. Are you aware of at least some of the vocal people, protesters included, who would like to see you removed from your position . Sure, i have. And i have talked to a lot of the people. And i talked to a lot of people who initially called for that and changed their mind after having meetings and discussions moving forward. Realistically im going to stay here and see this through. You know, this is mine and im taking ownership of it. Reporter todays apology, he hopes, is a fresh beginning. It is clear we have much work to do. How big of a test has this been for you personally and professionally . Both, the biggest test of my life. Reporter an ongoing test for this 35year Law Enforcement veteran. A test for the community thrown into the National Spotlight with perhaps the biggest test yet to come, depending on the outlook of the grand jury proceedings when we hear whether or not the officer will face charges for browns death. There are others who are worried, are you worried . No, i think we can manage it and come out much better than we started. And anna cabrera joins me now from ferguson. I wonder how people in the community are reacting to the apology. It is a mixed reaction, anderson, we saw protesters outside, one of the signs still calls for the police chief to resign. We did speak with protesters out here earlier today, saying that was really a long time coming, needed to be said. It could be a fresh start. Now others we spoke to said the apology was a little bit too little, too late. They questioned his sincerity, and they say actions speak louder than words and they want to see a lot more action. Another way to look at it though is that its a soft form of prostitution. Sure. Zpl or that its kind of just a sad, its not seeking love. Its just seeking a business arrangement for a lonely guy or a lonely older person and a younger person who has youth. I think a lot about it is sad that women find that the fastest way to be able to support themselves is through these men. By the same token, we live in this culture, that instant gratification culture, where were constantly selling to young women where consumerism is just drive iing so, in a way, h can you fault these young women for wanting to procure these things being sold to them. Also, people may condemn their young women more than they will the older guy who is more financially stable. And according to brandon wade, 40 of those sugar daddies are married. You just lost half the audience in terms of anger towards these women. If theyre married and seeking arrangements on is side and many of the guys are exclusive about wanting sex initially and its really on the women to reject it as part of the negotiation or agree to it. The fact they have parties, its really a whole subculture that exists. And its thriving. These websites are exploding.
