Repatrioted, the First Priority should be on safe and secure access to the crash site, a site we learned today could contain remains, as many as 100 people. Well talk about that. Youll meet a young woman whose mourning the loss of her kid brother and says despite being younger in years, he called her his little sister because he stood so tall in life. Lets get started. For many victims, this is the first leg of a long, slow journey home. What are believed to be the remains of 200 people, of the 298 killed aboard flight 17 arrived by refrigerated train to the government controlled city today. Prorussian rebels said they loaded the bodies of 282 people on board the train but authorities today said that number was incorrect. The tragic reality nearly 100 victims likely remain at the crash site. There was no procession to greet them, a small gathering of reporters, prorussian rebels on the train and the dutch officials tasked with preparing them for transport. The remains were brought to a local factory where they will be place in coffins before being flown back to the netherlands. They will begin the difficult task, identifying each victim. Also aboard the n, the planes two black aysia officia. It will be send to the United Kingdom where accident investigatiors will retrieve an analyze data from the cockpit voice recorder and flight data recorder. What likely wont be contained within are answers to the two questions that become more pressing each day, who shot down the plane, and why. New images of the debris have emerged today seeming to confirm a surface to air missile brought down the illfated plane. Parts of the fuse lodge riddled with small holes that appear to be from high velocity shrapnel. European leaders are close to more limited sankszs against russia and Russian Companies but fell short of stronger action urged by others. President obama for his part paid his respects to the victims today, signing a book at the Dutch Embassy in washington and vowing to bring those responsible to justice. This is not for me to extend on behalf of all the american people, our deepest condolences over the loss of family and friends and to assure the dutch people that we will work with them to make sure that loved ones are recovered, that a proper investigation is conducted and that ultimately justice is done. Duly justice requires evidence, evidence from the crash site but gathered by intelligence sources, methods. Tonight that effort may be bearing some fruit. Barbara starr joins us now. I understand u. S. Officials are saying they havent yet found a direct link between the russians and the shootdown but that doesnt mean they are innocent actors. Far from it, anderson. After briefing reporters, what we learned is that u. S. Intelligence Officials Say, you know, if you think russia is about to start behaving, think again. I want to put up this picture two satellite images and show it to everybody and just walk through it for a moment. This is a place called rustov across from russia. You see a couple white spots there, indications of military equipment but one month later, july, just this week, a huge buildup of Russian Military equipment there. The u. S. Intelligence community analyzing these pictures with other intelligence says this is the place from where russia is sending equipment across the boarder just today they say they have evidence russia sent some 20 tanks and Armored Vehicles across the boarder back into ukraine into this separatists held territory. Every indication that the russians are still very much trying to exert their influence in this entire situation, anderson. I heard a report, barbara and let me know if you heard this, as well, russia is sending equipment they know the Ukrainian Military has so that if its discovered, it appears that it could very well have been taken from Ukrainian Military. Yeah, exactly. Talk about plausible deniability by the russians. Very much so. What the u. S. Is beginning to analyze from these satellite images is they are sending the same type of equipment ukrainians have. In the case of this buk Missile Launcher, there were no ukrainian sa Missile Launchers near this area and what the u. S. Is saying look, you would have to assume the ukrainians fought their way across territory, had some reason to shoot down an airplane and fought their way back out bringing the missing launcher out. They say that is not plausible. Actually, in fact, they cant pin down whether there were russians with the finger on the launch button but they think whoever launched this missile simply didnt have the technical expertise, understanding of what they were doing. They may have thought they were launching at a military plane having no idea they were about to bring down a commercial airliner and cost so many lives. You obtained a diagram that shows the missile trajectory. Very interesting stuff here. This is based on the u. S. Intelligence community looking at owl all of their satellites,t images, radars, what you see is mh 17, that yellow line coming down in a southeasterly direction. Then the Missile Launch from further down and that missile travels to the northwest before it hits the plane. What they have found from the intelligence they have looked at, technical intelligence, heat and infrared and radar, the missile hit the plane, there were secondary explosions and it then fell to the ground. All of the pictures of the wreckage, the shrapnel everybody sees, the pattern of holes throughout the wreckage, that is the pattern caused by a surface to air missile flying at a high rate of speed they tell us. Barbara starr working her sources, thanks. Well talk shortly to our panel of intelligence and Airline Safety analysts. There is a lot of ground to cover, not the least of which what ought to have been dignified, organized, humane, descent and as quick as possible but it wasnt. None of it. Not by any measure, none. The first step of the terrible yet vital work of identifying the dead, preparing remains first transported back to the netherlands and soon we hope to their loved ones. The process now underway belatedly where Nick Paton Walsh joins us now. There is a discrepancy over the numbers of victims on board that train who were transported on that train. What are you learning . Reporter this is going to be the very messy business of the days ahead. One Malaysian Security official who traveled on board that train with the bodies said that he believed there are 282 bodies in a reasonable condition and 87 body parts. That tallies with what the Ukrainian Government said but the key question is dutch investigators dont really buy that at this stage. The head of the Investigative Team and the International Experts says hes more comfortable with the idea there were 200 bodies on board. As they keep going through the wagons and on the second of five refrigerated units at this point, they may find a larger number than 200 but there are growing fears that at that crash site there could be further humane remains yet to be gathered up. So potentially, dozens of victims may be out there in those fields . Reporter that is the fear, that of course, races the issue of further access to that crash site. This is enormously complex business certainly because as one investigator said to me, the damage done to people when hit by a missile for that distance makes recognition hard. The issue now is timing. It seems like identification and the real bulk of the forensic work has to happen back in the netherlands. All the bodies are going to get back there by friday. That leaves relatives an awful long period how little they know at this stage and investigators may have to continue working crash sites if they can get back there given the separatists violence. Family member haves been asked to give dna samples to help in the identification process but they were told clearly it might be weeks, months before their loved one is able to be identified. Reporter thats certainly the problem. I think its extraordinary hard for the investigators they tell me to be sure that entire area was combed. Were this to have happened in a western country with a fully functional state, an area racked by a civil war and concerns in the fight against the military. If its determined they havent got all 298 remains on the train, which frankly, most investigators think is likely, there will be days, as you say, perhaps months ahead where further investigation is done here but also, in the netherlands, too, where they have technology and resources, anderson. Nick, appreciate the reporting. Well have much more as the next two hours unfold. Late developments in the middle east, a major one involving flights in and out of the main airport not far from where a palestinian rocket launched. Apply online or at a bank of america near you. More breaking news tonight, the faa suspended u. S. Flights to or from tel aviv because of a rocket that landed about a mile away from the airport this morning. That airport is the gateway between israel and the rest of the world and other countries airlines including israel are continuing operations. The faa ban is just the latest of what seaems to be an escalating conflict a day after the state department issued a travel warning for israel, gaza and the west bank. The death toll climbs, at least 630 palestinian haves been killed in gaza and nearly 4,000 wounded. Up to 80 of them are civilian casualties. 28 Israeli Soldiers and two israeli civilians have been killed. Reporting from the airport. Youve been at the airport all day. Flights continue to come in and out of the airport, correct . Have you been seeing. Reporter thats right, for tel aviv, business as usual. The u. S. Flights are most affect affected. A rocket from gaza was intercepted from the anti Missile System but right over the International Airport and a few seconds later, a plane took off and its that combination of events and timing which the faa is so concerned about. They want some assurance that the planes will be safe enough from these rockets to land and take off from. A lot of push back from officials over the flight ban. What are they saying . Yeah, israels transportation minister is upset about this and he specifically said that this is like giving a prize to terrorism. This is exactly what hamas wanted and so, israel is campaigning very hard to have this over ruled, that this faa warning over ruled and the Prime Minister netanyahu spoke to john kerry about this but so far, the warning stands. This would have a Significant Impact on israel because this is the main gateway to the country. If secretary ckerry comes for talks, this is where hell land thats why it is so important for tel aviv airport to remain open. Are they taking precautions, they at least announced . Reporter no, no special precautions but a lot of Airline Carriers are watching the situation. Its only for 24 hours and they will monitor it after that. You never know when the attacks will be launched. They are flying all over the place here, which is part of the problem. You just never know where it is going to come out and land. Wolf, both secretary kerry and general are in the region tonight. Is a seize fire looking any more likely today . Reporter you know, i spoke to some palestinian officials from the palestinian authority. They seemed more upbeat that maybe over the next 24 hours they could come up with some sort of seize fire. Well see if in fact that happens. I know the u. N. Secretary general met with the Prime Minister netanyahu and they are working hard behind the scenes to come up with a seize fire. Well see if they can do it. The last time they tried, it was rejected. What about reports of israeli soldier missing possibly in gaza. What do you know . Reporter there is one soldier according to the idf listed as missing. They dont know if hes alive or dead. They know he was in this one battle, a brutal battle. He was an Israeli Armored personnel carrier. 13 Israeli Soldiers were killed. They are looking for this soldier. Hamas says they have an israeli soldier, though they have shown no proof of life. Right now the solar is simply listed as missing. Its a big mystery here in israel what really happened and the idf is continuing the search. Thank you. For more on the story, go to cnn. Com. A looming question, when and will russia take responsibility . Vladimir putin said ukraine is at least indirectly to blame for what he char aacterizes is separatists and there are theories what happened including the plane was loaded with people who are already dead in amsterdam or a ukrainian war plane caused flight 17 to crash. When Christiane Amanpour asked the Russian Ambassador, he said its a quote information war that has its own rules and also had this to say. I can assure you that it is in the National Interest of russia to see this conflict end as soon as possible. It has never been russias intention to launch this conflict. It started not it was not started by russia and we never thought it would serve any interest to prolong it or exacerbate it. Christiane joins me with former u. S. Ambassador to ukraine. Christiane, listening to the ambassador there, beggars belief. Russia denying playing any part in this conflict whatsoever, yet, at the same time, according to u. S. Officials and others pumping in weaponry continuing to pump in weaponry to prorussian rebels. Well, that, as youve been discussing with barbara from that Training Facility across the boarder is truly appalling to consider because this has been something that the west has been demanding and nato and everybody has been demanding that flow of weapons and people stop and if its still going on at this precise moment, it does, as you say, beg the question is russia going to stop it any time soon . And ambassador on the one hand said things like what happened is a game changer. What happened should be a serious wakeup call for all of us. On one hand he was saying sort of the right thing and on the other hand in the same breath, he would repeat the conspiracy theories and propaganda that is all the ukrainians fault that as you heard him say, russia never started any of this. If you just cast your mind back to when this all did start, it actually did start because ukraine wanted to sign a Free Trade Agreement with europe and thats when all of this started. So its very difficult to see whether or not they feel that president putin will actually try to exert his influence to stop this at this point. Ambassador, taylor, were hearing talk from russian officials about wanting a seize fire in ukraine but a seize fire just allows the prorussian rebels to really strengthen their grasp on the territory they want to hold. Is that what russia wants . Thats what russia has wanted up until now and the seize fire helps consolidate themselves as youve indicated. There is more equipment coming across the boarder even today. So the sense that the russians are trying to calm things down while they establish the rebels more firmly in the eastern part of the ukraine is a real mistake. Its extraordinary ambassador when you hear from u. S. Officials that russia is sending over equipment picked because its equipment the military would have so russia therefore has debiliniability that that c from russia. But u. S. Intelligence is good. We can tell. We have ways of looking down at that ter the rain to find out what is moving and where. So for them to try to pull this trick and then move it back across as they apparently did with these antiaircraft missiles just seems like a fool easi s er land. Were seeing only an increase in sanctions, france for instance, they are continuing forward with the sale of warships to russia. They have an active sale of military parts to russia. Other European Countries, european leaders are not really taking a hard line with russia because of their own economic concerns. Well, that certainly has been the case up until now and the thing that is really getting under the skin and under the collar of the british Prime Minister is the french military, Helicopter Assault and they are upset about that because as you know, there is not a war against russia but sanctions are the way people deal with these kinds of things right now and generally, when you start with sanctions, you start with the obvious thing and that is military sails. You start stopping that. If france continues with that, its a bad signal. However, today in europe they did ratchet up the notion they would expand sanctions, not make them complete against certain sectors of the economy but organizations and companies and individuals. Something has changed if you listen to the Prime Ministers and Foreign Ministers talking today, many of them said even those who said that they were always willing to give russia the benefit of the doubt since what happened on thursday, that is no longer possible and the whole climate has changed in that regard. But it is interesting, ambassador taylor, you hear European Countries pointing the finger at france saying we should start with military sanctions and stop the sell of military components. They arent selling weaponry to russia, but then france will say no, we should start with financial sanctions but a country like germany or england which has financial ties to russia, they dont want to start with financial sanctions. Each country in europe is sort of pointing at the other country saying we should start with sanctions but not ones that may hurt our pocketbooks. So thats been the case for the past several weeks. But i agree, actually, on with the Russian Ambassador there that christiane interviewed. This is a game changer. This is a real game changer. Things are different now. I expect that the europeans will be able to work out someway that the germans, british and french will accept economc sanctions. Even though it will be painful, there is a way to spread the burden. The french sail is so outrageous they will find someway to do that. They can sell them to the United States. We could buy them for our navy, these naval ships. There are ways this could happen. Ambassador taylor, good to have you and Christiane Amanpour, fascinating interview. This isnt the first time russia denied responsibility. You remember korean Airlines Flight 007, a flight from new york to seoul. As with flight 17, hundreds of people were killed and the denial of responsibility came quickly. Randi kaye looks back. Reporter september 1st, 1983 korean Airlines Flight 007 heading from new yorks jfk to Seoul South Korea become as target in the sky. Thats the voice of a soviet Fighter Pilot taking aim at the airliner. The plane is carrying 269 people, including at least 22 children and United States congressman Lawrence Mcdonald from georgia. Its been on auto pilot for hours but somehow has drifted off course and into soviet air space off the coast of siberia. Its the height of the cold war. So the soviets scramble fighter jets. A Fighter Pilot is ordered to destroy the airplane so he takes aim from about three miles away and fires. Missile war locked on. I executed the launch. The target is destroyed. Reporter according to flight 007s cockpit recorder, there is an explosion but the pilots never regain control of the airplane and report rapid decompression and emergency descent. The airplane spirals downward for 12 terrifying minutes before crashing into the sea of japan. Its destroyed on impact. President regan calls the attack a mass cure but the soviets deny any responsibility. They have persistently refused to admit their pilot fired on the korean aircraft. They have spun a confused tail of tracking the plane by radar until it just mysteriously disappeared from the radar screens, that no one fire add shot of any kind. Reporter when the United States exposed the soviets by making public the Fighter Pilots radio transmissions, the soviet government turned around and blamed the United States, charging that kal 007 was likely a spy plane, an rc 135 recognizance plane. They concluded a soviet pilot was directed by his ground command and control units to shoot down an aircraft which they assumed to be a United States rc 135. Incredibly, though, three years after that report, the soviet pilot who shot down flight 007 told the New York Times he had no doubt it was a civilian plane, and not a spy plane. He also told the paper this, i did not tell the ground that it was a boeingtype plane. They did not ask me. All these years later, its still unclear what caused kal 007 to fly off course, but the investigation did find pilot error likely contributed, if only an attempt was made by the soviets to contact the plane by radio, it would have become clear the aircraft was off course and 269 lives would not have been lost. Randi kaye, cnn, new york. Having seen what the soviet union was capable of and what Vladimir Putins russia has said and done, lets dig deeper next into the question of an actual cupbility in all this. Well return to the evidence, new evidence tonight that a missile did it, it cape from russia and came with training from russia. David susie joins us, well talk about the physical signs and ri rick. Its been careless and callous behavior and damage done tio important potential clues. The question centers on further Recovery Efforts and physical clues that may already have been tampered with and of course, the image, a piece to the 777 peppered with shrapnel damage. I want to bring in my guests. David soucie, when you look at the images, when you look at the pieces of wreckage, it looks basically like its hit with a shotgun spraying shrapnel. Thats what you would expect from a missile like this. It is. Some of the damage if an aircraft crashes from a rocky field, it may be similar but there are distinct character ris ticks that lead my away from that. Whats not there is any kind of exterior, like an engine decompression, engine coming apart uncontained failure that would throw knives. We had sharp, sharp cuts through the skin from something from the engine. This is not that. These are unique in that they are presimilar in size, the impact. So youre saying if it was an engine failure or coming apart or something midair, the actual cuts look different. It is. Its going fast through and titanium and aluminum. They are aluminum plugs from what colonel, lets talk about that. You and i have talked about what this missile does, how it works, explain it to the viewers. The war head is 150 pounds total but not all is explosive. Its got an explosive charge and wrapped around it is a Metal Aluminum shell. Its breaking into a pattern. So when it actually breaks apart it breaks along the lines. Its got break lines so it forms diamonds about the size of a quarter, half dollar. Which is consistent. Those are sprayed out. Like a shotgun. And they go out and spin and causes tremendous damage, as we see. Taking apart not only engines but piercing through the aircraft itself. Yeah, the reason they do this is years ago when these systems were first designed, they knew they probably couldnt hit the aircraft with a solid object so they created a fragmentation and this goes out and cripples the system to the aircraft. We dont always get an aircraft explode but cripples the system and forces the aircraft down. We havent heard a lot in the last 24 hours because weve been so focused on the remains, transportation and remains but the idea there could be 100 victims still at the crash site or multiple crash sites is extraordinary and there still is should be a big emphasis on the crash sites. Absolutely. No question about it. I was always somewhat concerned about the number when we heard 230, 250 people remains had been recovered because of the nature of the search. This was not a very well organized forensic search shoulder to shoulder and as david soucie said to me earlier, there are parts where seemingly hasnt been looked at on the ground yet so it wouldnt surprise me. This large discrepancy between the number of bodies that they say and there still has to be is when proper professional investors grid the area and start searching it using the satellite know exactly where every piece and following it through. Colonial, the having the media around the world is who pushed the button . Is there any way eyewitness accounts interview and whether its in the next week, month to be sure. What we see on site, where it came from, what we wont know is who pushed the button. Signals intercepts that may have taken place. Doesnt look like they were communicatin communicating. Now, the only way we do this is through finding an eyewitness on the scene and thats going to be difficult because we dont control that area. We could do it but its going to take a long, long time. And you were saying this was done a stand alone mode. Normally, this type of weapon would be linked electronically with others that would be communicating . Its part of a system and there will be a command vehicle and a radar vehicle and then this these launchers that we saw. What were looking at here is probably this thing operating by itself. It can do it. It doesnt have the advantage of information and thats why i think we had this tragedy here is because whoever was sitting in that vehicle did not have access to all the information that could identify that aircraft as a civilian airliner. Colonial francona, good to have you on, richard quest, as well. As terms of the crash seen, what do you need to determine from the crash scene beyond recovery of the remains, it seems like all evidence points to the missile. Is there anything you can find out . We found out everything we need to find out. The challenge becomes in proving that this is exactly what happened. Once we get into court, ive been in court many times with aircraft accidents and the things that get thrown out are p preposterous. You dont have the evidence. Who handled it . Who didnt . Maybe it was altered. Thats under question in the court of law. If you start trying to get back to the scene and say, i picked this particular piece upright here and i moved it to this other spot, the black boxes dont have that traceability. We dont know who handled it and where it went. Those things will be scrutinized. Is there anything that could have been done to those black boxes in the time that they were in the hands of these prorussian rebels . I mean, this may be incredibly stupid but can a giant magnet run over the black boxes, do something to the data . There is lowtechnology things you can do to erase the bl black boxes, no doubt about it. Thank you, we want to thank our panel. The long delayed recovery of human remains may be far, far from complete. The train said to be bearing some 282 bodies may only have carried some 200. Meaning, there could be close to 100 remains, 100 victims with ps partial sets of victims left on the ground. Also tonight, photograph evidence suggesting to many that a surface to air missile brought the plane down. If you look at the wreckage there, you see small holes made by shrapnel. Word on how deep russian involvement may have been. Well start where the bodies of the victims are being prepared to go home. Nick paton walsh is there now. Dutch investigators are going through the train that transported the victims bodies. There is a big discrepancy on the victims supposed to be on that train. What did you learn . Reporter well, earlier it had been thought there were 282 bodies on board. That figure confirmed but e crane y ukrainian ukrainians. He thought there were 282 bodies reasonably Good Condition and 87 body parts but dutch investigator haves been later on today maintaining quite consistently while they are only going through the refrigerated wagon slowly, they opened the second of five just earlier on today. They maintain from a separate source who saw the bodies being put onto the train that there may only be 200. They say there could be more than 200 but the wide area in which the wreckage and human remains were scattered when the missile hit that plane, that it may be necessary to return to the crash site and even then extraordinary hard to find those missing parts, anderson . What happens now . I know the forensic investigation on the victims, the effort to identify them, return them to their families, that will take place in the netherlands. When will they start flying these people back to the netherlands . They opened the first wagon today, the second they began, there is 50 bodies, we understand, tomorrow will be ready to be flown back to amsterdam. There will be a fell well ceremony about 11 00 local time that will arrive in the netherlands. Then they continue to go through the wagons slowly. We understand that will take until friday at the current estimate, both ukrainian and dutch officials told me earlier on today and of course, once they are in the netherlands forensic testing and the identification process begins. We are assured repeatedly nobody is trying to identify anything at this stage. Its simply about what they refer to as repackaging, getting remains back to better resources where perhaps the process can continue at a faster speed, anderson . Appreciate the update from the ukraine. I should point out i spoke to a relative of somebody who was on board that aircraft. They have been in touch with Dutch Authority whose have taken, asked for dna samples for members to compare that to remains ultimately brought back but they were told, this family was told it could be weeks, even months before proper identification is actually made. The kind of investigation that you dont always see because its only rarely needed, the kind thats being done this time because evidence at the scene is hard to come by and may have been tampered with and most of all, because the global stakes are so high. Were talking about the investigation being done by the Intelligence Community here at home. More from barbara starr. Reporter there are some things the u. S. Intelligence Committee Says they do know. Airlines flight 17 was downed by a missile fired from the ground. That missile was fired from a separatists controlled area. Reporter what they say they dont know were russians directly involved . That is now the key question. U. S. Intelligence Officials Say they cant pin it down yet. Cnn obtained this diagram put together by the u. S. Intelligence Community Showing the trajectory of the attack after analyzing data. U. S. Intelligence picked up the Missile Launcher being turned on and then the vertical asent of the missile and heat plume enabling intelligence analysts to then calculate the missiles trajectory and launch point on the ground near the russian boarder. Mh17 was on this course when the missile was fired hitting the plane here. There were secondary explosions from the plane as it crashed to the ground. Getting to the wreckage now vital. Pieces of the missile may still be there and the wreckage of mh17 has much to tell. Analysis of the shrapnel and damage to the aircraft will tell us how it was struck, what systems hit and how the aircraft came down. Reporter in the wake of the attack, there is little military evidence the russians are going to go back. U. S. Officials say russia continues to ship weapons across the boarder into ukraine as many as 20 tanks and Armored Vehicles on tuesday alone. U. S. Officials also released this satellite image of a Military Area just inside the russian boarder. On the left, mid june, then on the right, this monday, a significant buildup of weapons many headed for ukraine. Its the area where u. S. Officials say the rebels are being trained on how to operate surface to air Missile Systems but still, the u. S. Is uncertain about who gave the order to fire that brought down the malaysia airliner. Barbara starr, cnn the pentagon. That the the thats the view from washington. Reporter who operated the Missile Launcher that did this . Killing 298 passengers and crew aboard flight 17 . Based on their own intelligence. There is no question in the mind of this spy chief. You believe that was a russian . Absolutely. Reporter russian trained . Well equipped, well educated officer. Reporter that pushed that button. That pushed that button. Reporter a russian officer, an officer would be the only one who would have the training to operate the missile. He walked us through his evidence. He says this image shows a truck with a blue stripe carrying the missiles, the buk. Hours after flight 17 was shot out of the sky, intelligence images show what he says is the same truck crossing into russia one missile missing. They are trying to get these vehicles out of ukraine, to coverup the crime . Exactly. Reporter russia says the images are fake. More disputed evidence, you can hear the panic in these cell phone conversations purportly between rebels, recordings released by ukraine but he says his agency has more recorded calls he cant share yet, calls made three to four minutes before the plane was downed. If they possess this kind of weapon like buk m1 automatic launcher, the plane is not military plane, its a big target coming with constant speed in constant direction. They should analyze and knew that it is it was a civilian plane. Reporter a civilian plane with hundreds of people aboard, under scoring the horror of the crash, he wanted us to see this video obtained by his agency. Some victims are burned beyond reck nation of the debris. Most of ukraines video is too gruesome. When you hear the russians so they didnt do it. Whats your Immediate Reaction . Its lie. Its total constant lie. Propaganda. Reporter propaganda is also what the russians and rebels accuse the ukrainians of and blame ukraine for the loss of the plane, but perhaps bowing to the international condemnation, russian president Vladimir Putin says he will exert pressure on prorussian rebels. [speaking foreign language]. Reporter there are calls for us to influence the militants says putin. Well do everything in our power. Joining me from the ukrainian capitol, kiev. Weve been reporting on propaganda. Do ukraine yofficials appreciat how skeptical they are . Reporter absolutely. They know they dont operate in a vacuum and know the world is their audience. When you look at the propaganda war, ukraine believes they are winning and here is why. They believe that what they have is more concrete evidence. They came out hours after the plane went down and came forward with audio recordings, with some of the imagery. Russia disputes it saying this is doctored and fake but when they look at the world opinion, call it propaganda or evidence, what the ukrainians say, they believe they are winning. The United States may not go as far as ukrainian intelligence chief is but says they have a leg up. Latest developments in and out of the airplane not far from where the rocket landed. Reporter for tel aviv, we seen flights coming and going, a cargo plane coming and going and landing but u. S. Carriers are most effected. We had a really good example of what they are worried about. We had a siren go off and red alert went out. Few seconds later, a rocket from gaza was intercepted but it was right over the airport. A few seconds later, a plane took off and its exactly that combination of events and timing which the faa is so concerned about. They want assurance that the planes are going to be safe enough from the rockets to land and take off from. Push back from officials over the flight ban. What are they saying . Reporter israels transportation minister is upset and said this is like giving a prize to terrorism. This is exactly what hamas wanted and so israel is campaigning very hard to have this over ruled, that this faa warning over ruled and even Prime Minister netanyahu speak to john kerry about this. So far, the faa warning stands and i think the important thing here is this would have a Significant Impact on israel because this is the main gateway to the country. If secretary kerry comes for diplomatic talks, this is where hell land and thats why it is so important for tel aviv airport to remain open. The planes, are they takeing special precautions . Reporter no, they are just watching and monitoring. Its only for 24 hours, they will monitor it after that. The problem is of course, you never know when these rocket attacks are going to be launched and these arent particularly accurate. They are flying all over the place, which is part of the problem. You never know where its going to come out and land. Atika reporting, thank you. At least 630 palestinians killed 4,000 wounded, 28 Israeli Soldiers and two civilians died. We have scenes we should warn you are hard to bear. Another deadly day. Reporter the latest at this point, anderson, the death toll reached 650 since this operation began, more than 4,000 wounded today was another day of steady bombardment, particularly focused on the neighborhood where weve seen four days of intense fighting between hamas militants and the israeli army but increasingly, there is a lot of concern about the fact that according to the united nations, more than 70 of the victims of this fighting are civilians and more than 100 of them are children and its the children who are really suffering in this war. They were killed in the morning, buried in the afternoon. Two brothers mohammed 18 and amid ten. They were killed in northern gaza. The burl was a hurried affair, as tank rounds landed nearby. Israeli army warned residents to leave the area, many are staying put. [speaking foreign language]. Reporter we did die there, we can die here. Hes the last surviving member of his immediate family killed in shelling to the east of here. In another bed, 12yearold mohammed screams out in pain. He was on a horse cart when missiles landed nearby. He suddenly found himself underneath crushed by the load. It happened in an area where no warning to leave had been issued. [speaking foreign language]. Reporter when i saw my son mohammed like this, i lost all hope in this world says his father. Everyone here is in danger. Children in the emergency ward, children in the street, children in the graveyard. There is a reason why so many casualties of this war are children, according to statistics, 43 of the population is 14 years old or younger. Death comes often in gaza these days, and it comes early. Its heart breaking to see what these kids are going through. Is there anymore for kids, for civilians to escape to, to go to where they can be safe . Reporter to escape to go to, no, that is the problem and what weve seen time and time again that the israeli army will send either phone messages, prerecorded or drop these leaflets telling people to go, leave certain areas where they say there will be shelling and operations, to go to other areas but often times, there are air strikes, bombardment in the areas they have gone to for safety. So really, its all relative. For instance if you stay during the fighting, yes, there is a very high chance that youll be safer if you go to gaza, but youre still not safe. Anderson . Com between flight 17 and rocket attacks near israels main airport, you can see why travelers are scared. As tom foreman explains, it could put lives in danger. Reporter look at the countries in the world are the federal government says american air carriers should not go or be careful about going and what this tells you is there is real concern about the idea of planes being shot from the sky. First, there is concern about big systems like what we saw in ukraine here, Something Like the buk system, systems so strong and so powerful, they can reach way up into the sky and knock down a plane at cruising altitude 30,000 feet or even higher. These systems do have limits among those limits, they must be operated by governments, too big and too costly for rogue terrorists groups to roam around in most cases and secondly require a high degree of training to operate effectively and third, the issue of tracking, when you use something this robust, it will attract attention from other nations and they will demand to know who shot it and why they shot it. Which brings us to the second threat, which some believe is actually a bigger threat, and that is small hand held missiles, socalled man pads, they cant reach way up into the sky and bring a plane down. They can only be effective up to two or three miles maybe but every plane in the world has to take off and land and during that time, they are exposed to these and why do some people think these may be more effective and dangerous . They are so portable, they can be carried easery. The targeting has improved and thirdly, because the organized groups out there that now are becoming more serious about how they might use them, groups like isis, we look at what happened in ukraine and see a great tragedy. But other groups look at it and may see inspiration. That is why aviation safety analysts around the world are looking at air routes and saying is there something we missed of vulnerability to either one of these threats . Anderson . Tom, thanks very much. Lets dig deeper. David soucie joins me and Rick Francona and richard quest. Richard you reported on a flight from malaysia to london that flew over syria and i was surprised to learn flights are going over syria. The air routes arent closed. Syria hasnt closed them. They are not designated as closed, therefore, in the same way as nato, mh17 took its open and fall took that flight. When i asked malaysias chief commercial director today about that, he was quite clear, it was a mistake. He said hes gone back again and made absolutely secertain cauti planes must take these routes. If you look tomorrow at the carriers going up and down the eastern side of iraq, going over baghdad and if you look at the Middle East Airlines going over syria, they are still doing it because the routes are open. I got to say for all the time on flights where the pilots go on and on what ruth youll take when you try to sleep, they never mention dangerous places youre flying over. Look on your left and youll see syria. Sometimes they will say were going over baghdad or afghanistan. Really . Absolutely. Asia, europe, what we have is an awkward mess say situation where airlines have to make decisions about where they think its safe to fly, simply because the government sets the minimum standards cant be relied on perhaps. Thats what i see happening in short order. They have to come together with the regulator and start to rethink the protocol. As of right now, its up to just the airline to determine, yes . It is. The last seven years with the faa, we were specifically on Safety Management systems in place right now. What that entails is identifying a hazard and once you identified that hazard, you put it into a probability matrix and say what is the probability of it occurring and the risk if it occurs. Are you talking about a war zone or Weapon System . You have to know about it to identify the hazard. Countries are loathed to give up Sensitive Information about what Weapon Systems they have. There is two conflicting concepts in the u. S. Community, Intelligence Community. One is that we protect our sources and methods. So were afraid to say there is an sa1 1 because the enemy knos you can detect it at point a and b. You never want to give up capability if you dont need to. The other concept is called duty to warn. If you know there is a hazard as david suggests, you are duty bound by law to report that to the authority. So youre saying intelligence agencies have a duty to warning. The United States intelligence commune tip has a duty to warn. A duty to warn. As does every state, every country. Richard, you believe, though, that something is now going to change because of this . The rules changed with mh17. Suddenly, that minimum safety standard that has been approved by government and regulators, was no longer safe and we have an incident tonight or today with the airport. Think about it, anderson. Delta, the Top Three Airlines in the world, three largest in the world, and the fourth if you add in luthansa say they believe they dont believe it could be safe. The Israeli Government says quite clearly it is safe. The faa says its not. The esa says its not. Who makes the decision . The airlines tonight are in an impossible position that dammed if they do, criticized if they dont. Only regulators can come together and sort it out. Now that the hazard is identified, they do know it exists, whats the probability of occurrence . This is a Risk Management model. You dont know that because you dont know how to evaluate what the true risk is. David soucie, colonial francona. A view of the flight 17 tragedy, hard to imagine, let alone live with. Were talking about people who witnessed the plane falling out of the sky. Phil black reports. Reporter the debris of mh17 is scattered over a wide area, so is the trama inflicted on local residents. In the nearby village, the playground of an orphanage is empty and silent. The children who call this home are sent away because on july 17th, they saw too much. Valintina teaches here. These are dead bodies. [speaking foreign language]. Reporter valentina shows me whered body of a woman fell on the edge of the field where children were playing. Another woman came down nearby and the children saw the body of a boy hit the earth. She says they were terrified, some screamed, some just sat and cried. Mh17s cockpit lies down the street. She and other women who work at the orphanage, have have been coming here with pictures of children killed in the aircraft. They leave them toys, flowers for their parents. In this village, showered in debris where people fell through ceilings and in yards, people say they will never forget july 17. For her, the explosions, pe fead bodies were like memories of the second world war. As well as trama, people feel relief, even gratitude because no one on the ground was hurt by bodies of huge pieces of debris which fell so close to their homes. Near the main crash site, residents prayed for mh17s victims. These people are living through a civil war but even they never expected to witness death on such an extraordinary scale. As hard as it is to watch that piece with the callousness weve seen by rebel commanders and rebels in dealing with the remains to watch phils report and to see the efforts made by local villagers to remember those who died and to honor those who died, its a small bright spot in whats been a very, very difficult week. Whether or not a russian pulled the trigger that took the lives of the 298 people on board, many hold russia responsible for lighting the fuse on the war. That war is being waged on people like this man. His real name is much less glamorous, egor gurkin. Officials say hes an agent of gru. Prelance journalist noah sniedssnieds snider has been reporting on this man. How direct is the link between them and officials in either moscow out russian personnel . I think what we know for certain is that there is equipment and personnel being transferred across the boarder from russia into eastern ukraine. The extend of the links between the command decisions that are made on the ground and folks in moscow who are perhaps overseeing the movement is less clear. The rebel commander at the top of the pile whose real name is egor gurkin is believed to be deeply connected to the russian intelligence services. In fact, he himself admitted that he served in the russian fsb, the successor to the kgb but seen as a bit of a loose cannon. His presence here may not be something that was in fact directed or desired. He instituted a system of brutal justice under his ruling. He executed folks based on 1940s era laws on marshall law and military criminal justice. So hes been known to have a bit of a wild streak in him, and perhaps, less controlled than it seems from a far. So is someone like him, is he overseeing all the different rebel groups and would he have had to give an order, if it was in fact a rebel unit which shot down this aircraft, would that order have had to have come from him or not that centrally controlled . Thats another great question. The sense that folks have been following this conflict from the beginning is that its closer to watch work than it is a top down, control. From the very beginning, there were essentially local militia groups throughout ukraine who seemed to cooperate and certain cases but in other times fought amongst themselves, forces loyal over took forces loyal to a man named pablo when he was moved down. He seems to have consolidated control over the majority of the commanders, but one always a bit of a loose cannon himself is the man who appears in the leaked phone calls that come from the Ukrainian Intelligence Services who goes by the nickname demon. In late may, some rebel leadership here in donetsk spoke of him as an uncontrollable figure who moved on his own. It depends on who, in fact, had control of the launch system. Its, of course, impossible to say with certainly who gave the order to push the red button, but the command and control is weak, i would say, amongst these groups, which adds to, in fact, to the danger. How organized is the fighting force of the rebels . Its you talked about it being a patch work of groups. How experienced are they and what kind of discipline do they actually have in the field . The groups have seen pretty extensive fighting. Some of the rebel fighters may be more experienced than some ukrainians or the new arrivals and Ukrainian National guard who joined up following the revolution in kiev. Reporter september 1st, 1983, korean Airlines Flight 007 heading from new yorks jfk airport to Seoul South Korea suddenly become as target in the sky. Yes, im approaching the target. Im going in closer. Reporter thats the voice of a soviet Fighter Pilot, taking aim at the airliner. The plane is carrying 269 people, including at least 22 children and United States congressman Lawrence Mcdonald from georgia. Its been on auto pilot for hours but somehow drifted off course and into soviet air space off the coast of siberia. Its the height of the cold war, so the soviets scramble fighter jets, a Fighter Pilot is ordered to destroy the airplane, so he takes aim from about three miles away and fires. Missile war heads locked on. Ive executed the launch. The target is destroyed. Reporter according to flight 007s cockpit recorder, there is an explosion and pilots never regained control. They report rapid decompression and an emergency descent. The airplane spirals downward for 12 terrifying minutes before crashing into the sea of japan. Its destroyed on impact. President regan calls the attack a mass cure but the soviets deny any responsibility. They have persistently refused to admit their pilot fired on the aircraft. They spun a confuse tale of tracking the plane on radar until it mysteriously disappeared from the radar screens. That nobody fired a shot. Reporter when the United States exposed the soviets by making public the radio transmissions, the soviet government turned around and blamed the United States charging that kal 007 was likely a spy plane, an rc 135 recognizance plane. The International Investigation concluded a soviet pilot was instructed to shoot down an aircraft which they assumed to be a United States rc 135. Three years after that report, he told the new york, its not a spy plane. He told the paper this, i did not tell the ground that it was a boeingtype plane. They did not ask me. All these years later, its still unclear what caused kal 007 to fly off course but the investigation did find pilot error likely contributed. If only an attempt was made by the soviets to contact the plane by radio, it would have become clear the aircraft was off course and 269 lives would not have been lost. Randi kaye, cnn new york. Well, i wont try to push you on that, though. Is there a story . Is there something you can say that sort of just is something you think of when you think of him . I remember the day we sat down and we were having a conversation. I dont even know what it was about exactly. But he looked at me and he said, you know, youre my older sister, but i always kind of considered you my older brother. Because i guess he really valued my opinion on things and he ewould always ask me for advice with girls or with anything. I wanted to be insulted by being called his older brother, but at the same time i realized it was probably a very big compliment coming from him. And, yeah, that and when he started calling me his little sister because he has been taller than me since he was in grade 7. So ever since, that i have been little sister. It never mattered that i was older or what i said. It was always be quiet, little sister. You dont know what youre talk about. Youre too short. Listen, thank you for taking a little bit of time and a telling us about him. I wish i had met him. He would have wanted. This i think he would have gotten such a kick out of all the attention. Really . How so . I just think he would have thought this was all hilarious, being on the front page of papers and being on tv. Just all the attention. I think he would have gotten a really good laugh about it. I think he is getting a really good laugh about it. Yeah. I hope so. Again, please extend my condolences to your parents and the rest of your family. Thank you. All right. Stay strong. Thank you. Andreis sister lexy. Its a measure of her brothers life that even now he can make his little sister smile. We hope that smile and that love is contagious and that it comforts others in times like these.
