Theyre not telling us much, but they are telling us that some time today on tuesday it could be any time theyre going to release the results and the we had the belief that in the results will start to come in. But just a short time ago before face of the exhaustion and i get to that the candidates, many of them told you in their cynicism and division, in spite speeches they were going to fly of every trampled norm and to New Hampshire, and now poisonous tweet that a rising theyre on in New Hampshire and theyre going to leave this majority of americans was hungry behind and figure it out later for action and ready for new on, so were getting some of the answers. Candidates coming into the Manchester Airport now. Just a short time ago just minutes ago the former vice we could see an american President Joe Biden landed and our very own leyla santiago had majority yearning nor leadership to rally us together. Behind the ideas to make a difference in our lives. We saw that americans were ready to come together. But our politics were not. To seize this moment we needed a new path forward. A path that welcomed people. Instead of pushing them away. Brought them together instead of drying them apart. This is our best and maybe our last shot. We knew that with this american majority, we are on the cusp of changing the game for ordinary americans. But, that we couldnt win or govern if we wrote people off who didnt agree with us 100 of the time. If we could come together the future we know is possible would start on january 21, 2021. There were skeptics. An awful lot of skeptics who said in the now. Not this time. All this talk of belonging and bridging divides is too naive. Too risky. So tonight i say with a heart full of gratitude, iowa, you have proved those skeptics wrong. By your effort, and it was by your effort, we brought together an extraordinary progressives, moderates, and that good number of what we like to call future former republicans. Thats how were going to win this november. Because its about adding people to our cause. Adding to our majority. That is how we will guarantee that on the day donald trump leaves office, well be ready to move America Forward into the era that must come next. I want to thank every member of the campaign family. Every organizer, every volunteer. Every caucus goer who talked to neighbor or coworkers. Every staff member in every supporter who believed. And anyone who shares our vision can join the three quarters of a million grass roots supporters fuelling our movement and chip in right now with pete for america. Com. Buttigieg while were at it i want to recognize a few other people. My mother who not only helped raise me but put her love ot language to work answering letters sent to the campaign. My father, who left us just in the very early days of this journey. But whose own journey to this country made tonight possible in the first place. And to the love of my life. Keeping my feet on the ground. How about a hand for the future first gentleman of the united states. I also want to congratulate my fellow democratic competitors in this diverse and form dabble field. We have been having an honest and respectful but vigorous debate about the nation. Tonight iowa chose a new path. From river to river, in churches and Community Centers and high school gyms. You joined your neighbors to say that the time has come to turn the page and open up a new kmapt chapter in the american story. You chose to move on not just from the broken policies of the last few years but the broken politics that got us here. And tomorrow because of what we did here the nation will have the choice too. We take the message to New Hampshire. Which has a way of making up its own mind. To nevada and south carolina. And beyond to every corner of america. And as we do, we will be building the movement that not only will win the election against donald trump. But the era for our shared values. We have exactly one shot. To defeat donald trump. And were not going to do it by overreaching or division. Were not going to do it by saying its my way or the highway. This is our shot. Our only shot to galvanize an american majority to win. And make no mistake, ours is the campaign that will defeat this president. Buttigieg Buttigieg Buttigieg a president who cuts taxes for corporations while crushing the rights of workers to organize ought to have to compete. With a middle class mayor who entered politics fighting for autoworkers and lives and works in the industrial midwest. A president who tries to cloak himself in his wrong doing and religion. Should have to debate a candidate not afraid to remind america that god doesnt belong to a political party. A president who avoided serving when it was his turn should have to stand next to a veteran ready to show what troops deserve from a real commander in chief. Now this president may get a pass on the floor of the senate. But this november the verdict will be up to us. And when im your nominee we will win big enough to send his presidency but trumpism itself into the dust bin of history where it belongs. Something is stirring in america right now. You can feel it. We saw it tonight. In the bluest counties and the reddest in rural towns and industrial cities. In big communities and small. And the suburbs in between. Were seeing democrats hungry to win. Independent voters who had been turned off by our politics. Republicans tired of trying to look kids in the eye and explain this presidency. All standing together. And standing together to declare we are defined not by who we voted for in the past by what were voting for in the future. This is the coalition that no pun dit saw coming. And the coalition the president wont see coming either. Its a majority were assembling to agree not just on who were against. But what were for. We are unifying a rising american Majority Ready to raise wages and empower workers in this fast changing economy. A Majority Ready and determined to put an end to endless war. A majority committed to bringing about a day in america where your race has no baring on your health, your wealth, your access to education or your relationship with law enforcement. A majority of americans ready to support our teachers with a president and a secretary of education who believe in public education. Those americans are counting on us to come together and act and cannot wait. I have met americans not even yet old enough to vote but who know that we cannot wait. 11 yearold asking how his family will be able to afford the insulin he needs. He cant wait for a president to make sure theres no such thing as an uninsured american or unaffordable prescription. 14 yearold who let me know shes already written out a basic will because shes terrified the next day in school could be her last. Cannot wait for a president who will see to it that she can walk into her school free of fear. 10 yearold who let me know he expects to be around in 2,100 and look at back at whether we acted fast enough to secure his future. He cannot wait for a president prepared to enlist every american in the fight for or climate. We are running for them. This campaign is giving voice to them. And it has room for everyone. Because no matter who you voted for in election ts past, and for that matter no matter who you caucused for tonight. We welcomean you belong in the that we are being for america. Buttigieg Buttigieg Buttigieg whether you are a young woman with autism or a veteran battling addiction. You belong. Whether you clean hotel rooms in las vegas or getting a new business up and running in charleston. You belong. I believe the presidency has a purpose. And the purpose of our american presidency is not to glorification of the president. It is the unification and empowerment of the american people. To solve this america has a place for everyone. I believe this not because of my age, but because of experience. I believe in american unity. Because of my experience serving. Of lacing up my boots in the dust of a war zone alongside americans so different we hardly had anything in common beside the flag on our shoulders but trusted each other with our lives. Governor, was it the right thing to do for buttigieg to come out . Absolutely. He knows he has a good idea how he did tonight. Hes feeling good. He thinks he won it or very close. Go out and declare victory. He did the right thing. All campaigns sort of know. They dont know exactly. They know if they had a good night or bad night. Biden knows they didnt have a good night. Which is why they sent a letter questioning the results being valid. Everybody is behaving as you would behave if you knew what happened. If he won the iowa caucus, he got really screwed. He got rocked. He didnt come out until 12 06 or something. On the other hand, i understand he did the right thing. Buttigieg. But if he didnt win and came out and claimed victory. He didnt say they won. Close second. How do you define victory. It was a risk. Warren is still in the top tier. Theres a it depends how you define victory. Okay if i came in second or third. Thats a victory. His word were iowa you have shocked the nation. Truer words were never spoken. That was about the vote count. If he came in second thats a big win. No one expected him. Nobody expected him to win. But it can be momentum. The person who was the smartest was klobuchar. She came out right away. Clearly didnt win the iowa caucus. She said we punched above or weight. And got covered wall to wall. I presume. And the other candidates are saying wait a minute, why dont i get out there. Buttigieg left his voters feeling good. Feeling excited. Good job. Pete got robbed tonight. This was history tonight. A very big deal. Because of things went so terribly wrong . History because you have a gay man who did the impossible. If hes number one or two. Thats a big deal. He talked to his husband and hi husband came out. You have not seen that before in American History on a caucus night. That was a huge deal. He deserved for the numbers to be running below him while he was giving the speech. He got robbed and its terrible. Biden got an undeserved lifeline tonight. An anvil was about to drop on his head and he got a chance to scoot away. From my point of view this is the bounce he deserves all the stuff, your prediction is more true. Whoever comes out of here will not enjoy it. We didnt know how true it was going to be. Its worth taking a moment to acknowledge history was made tonight. A gay american get that close to first or second, give a speech like that. Its important and should have been we didnt see enough data from the entrance polls to he ran more consistently across all groups in the state. Bernie did well with young people. Biden did well with people over 65. Buttigieg did well across the strait, demographically. The biggest story tonight, i feel sorry for Pete Buttigieg. How about the people of iowa, the public that was looking for this process to begin. And now, this cloud of doubt hangs over this whole process. And thats a tragic outcool. It may be a source of amusement for the president and his team. For people who care about this process, it is a disappointing night. Theres weak spots to notice. The turnout was not great. If the theory is, were so mad at trump, you didnt see it tonight. It was okay turnout. It was not strong. You have the frontrunner, biden, looking like he stepped on a banana peel. Tonight was not encouraging. I was hoping we would see the trend, that is an electorate that is larger than weve seen before. Tonight, to see a slide in the first big president ial contest, i find i hope that New Hampshire is the backup for us. What was the effect of impeachment on this . The fact there were candidates that couldnt campaign. Some of the candidates werent in the state for the last couple weeks to rev the thing up. Also, we dont know what the impact on the Biden Campaign was of his getting beaten up in these hearings. Not because voters in iowa lacks integrity. There is a concern based on the last election, is this the benghazi, the email, theyre going to try to tag him with. Ernest gave promising to impeach him on day one. Something no one knows he did. Theres all kinds of things that made this funky and a lesser turnout. It seems like nobody gets out. A candidate or two candidates who might exit. At this point, why would they . Hang out for another week and see what happens. The huge impact is going to be money. This is a huge money night for the winner of the Iowa Caucuses. It just wont be the same. Youre not going to get that huge lift. Depend on who the campaign is. Pete and bernie raised all of their grass roots money. It may not be an affect. If warren had been the winner this, is a big missed opportunity for someone like her, if she did well tonight and didnt get it. Biden has money problems. We talked about that earlier. But Amy Klobuchar has money issues. It looks like she may have had a better night than people expected. That would have been helpful to her. Joe has a big super pac. Amy does not. Amy needed this more. Were going to get results. The democrats tomorrow. Very important for these candidates. Lets not get stuck in the iowa caucus. They have to get back to issues of the american public. We cannot spend as a party yakking about what happened in iowa. Were going to take a quick break. Don lemon and chris cuomo continue our kovshg whcoverage come back. Welcome to cnns continuing coverage of the Iowa Caucuses. As youve been hearing tonight, were waiting on the real returns. The real processing. Well take you why this has been an epic failure tonight, in terms of process. We dont know who won. We dont know the standings. One clear, huge loser, the iowa state Democratic Party. How they could let this process get to be so wrong, so quickly, is a big question going forward. Think about it, whoever won here didnt get the push they should have gotten. A couple of candidates dont know. Whoever is on the bottom, got a real break tonight. They got an extra day of not being called the loser in iowa. The results, obviously, matter for the process. But also for the kaptices and for the momentum going into New Hampshire, which is just a week away. Lets start with the understanding of why there are not numbers filling your screen with the results tonight. We go to jeff zeleny. Whats the latest reckoning of what theyre dealing with in the Iowa State Party and when they can do their job . Ill say good morning to you. The sign behind me, it says results are coming soon. Im here at the Iowa Democratic party media center. Thats not happening. Theres no results coming soon. Im told by two officials that the president ial campaigns have been notified there wont be results, even preliminary ones coming at this Early Morning hour. Theyre expecting them, anticipating the results some time tuesday. Well see if that happens. One official tells me this. He said, at this point now, we need to get it right. Thats an understatement. Chris, this is how we got here. A yearlong campaign, that featured candidates in this race, ends in uncertainty. It seems to be because of an app, a reporting app that did not work. We heard reports throughout the day that this happen was not working. Youll remember, the results are eventually reported from local officials in 1,700 presipcincts across iowa. They switched to a television system. Election officials were on hold up to 90 minutes at a time. We heard reports saying some of the recording was just fine. Some were able to get through. Theres an inconsistency there. The state party has not spoken about this extensively. They are trying to wait until the numbers are accurate and with integrity. They are not happy about this, as well. Leaving behind, so many questions of uncertainty about what happened here in iowa. This is interesting. Not the first time we had a problem in iowa, in terms of delays. When santorum won here, it was a twoweek measure. They dont have a good explanation. Theyre embarrassed and hiding. Heres the problem, why should anybody have confidence in the results that they put out . They clearly got over their heads. They said they had a backup to the backup to the backup. That was obviously b. S. How do they restore confidence . I was watching how the process was working. Theres new rules in place. Theres a paper trail. The paperwork exists for that. Thats different. So close, the Sanders Campaign was furious about a lot of the rules. Were supposed to get the popular result, if you will. The raw result as well as the delegate equivalent. And Officials Say they want to get this right. It leaves the campaign to do well. That diminishes the results for the campaigns that did well. This will all be started out in the morning. It will not be resolved more than one person, is this the iowa of the Iowa Caucuses . Theres pluses and minus. The counties and the persontoperson policies is unique here. How often can you screw something up when theres so much money and so much time to get it right and still be the steppingoff point for something as important as the president ial election. Jeff zeleny, thank you very much. Theres one report out there from the precinct captain. Who said, tomorrow morning, but i have a doctors appointment so it may not be until 10 00 in the morning until i put the results in. Thats what were dealing with. Biden h. Q. , he came out earlier. Hes on his way to New Hampshire. What was the mood like in that room . How do you think they did . Joe biden was here, trying to rally supporters in iowa. He wants the iowa party to be careful in the results. He will emerge from iowa with a delegate slate. Not knowing where that will fall. He leave believes it will be cl here. The official line for the campaign, the issues with the results tonight, should be a cause of concern for voters. There could be issues with the results. They hadnt started to see reporting from the precincts, including the smaller precincts that could come in earlier in the evening. Theyve been in contact with the iowa party and felt like they didnt get answers of what was going on. They stayed in contact with other campaigns, as well, as they tried to sort out what was happening. As we are waiting to see how the results will be reported, joe biden is making his way to New Hampshire. Hes slated to have two event theres in nashua and concord later this morning. As one biden adviser summed up the entire situation to me, they said this, is like when the lights went out at the super bowl. Chris . Thats an interesting take from them, arlette. You could make the argument, if anybody should be okay with this result tonight, it should be the Biden Campaign. They may have been spared a tough result from the donors. Lets go to m. J. Lee. She is at the warren campaign. Maybe somebody that could toot their horn with understanding in the race. They dont get to do that now. You see over my shoulder, the stage is being taken apart. This is election is over for Elizabeth Warren. She took photos with her fans. Now, she is getting on a plane to campaign in the next state. And this is not evening her campaign or any of the other candidates campaigns wish to have tonight. I dont think any of them expected there would be uncertainty and confusion, heading into tonight. One of the advisers i spoke to earlier in the evening, told me, they worry about the credibility that gets weakened the more time that passes when they look for the results. The state of iowa is so important. The fact this is alt good about campaign they have been running all year, and hoping that the efforts would pay off for New Hampshire in the next state, without knowing how they did and the credibility of the iowa k c Democratic Party on the line. I will make a note about the speech warren gave earlier. She drew a contrast between herself and president trump. She wanted to send the final message to iowans and anyone else tuning in. She believes she is the best candidate to take on president trump. Three, quick points when we check in. This is not about being nitpicky. This mattered. These campaigns put a lot of money and resources they could have put in other places. Who is going to get talked about and what way in New Hampshire . This is domino effect. Thats been stalled. This state had one job. The criticism should not be mitigated by any means. Ryan nobles. Hes with the Sanders Campaign. If theres one metric, is youre the only person who has a shop where theres a ton of people behind you. That was an interesting scene here. Bernie sanders came out and spoke, when it was clear that the results could not come out tonight. And you think that the crowd would have exited at that point. Nina turner came out and said, they were prepared to declare victory. And there was a chance that sanders might come out. It was a crowd in the mood for a celebration. But it never came. Theres a lot of frustration with the Sanders Campaign and their aids. They feel they were in a strong position in iowa. They had iowa in the first step, with a lot of momentum in this democratic primary. Theyre not giving up on the results coming out and going to democratic primary voters and say, we won the first contest. Now, its a matter of being patient. And you made earlier, the case to be made much more complicated because these results will always have the taint of what happened here tonight, associated with them. I talked to one aide saying, what are you going to do . These results are in question. And he looked at me and smiled and said win New Hampshire. The campaigns dealt with adversity and hardship before. They seemed prepared to roll up their sleeves and move on to the next contest if thats what it comes to. You make a lot of good points. One of them is, they changed the rules and streamlined the process because of what happened the last time to Bernie Sanders. He finished at the top here tonight. Thats one more day of being on top. Thats one more day of momentum. One more day of raising money and attention. Hes been denied that by this process. Well see. New hampshire, just days away. Abby phillip at Pete Buttigieg. Theyre still trying to make that name as easy to pronounce as possible. He was the most fullthroated to say i won. He came out lost. But his message was pretty clear, i was first. Yeah. Thats absolutely right. Here, the sense in this room, was that the people in the room felt like there was victory to be claimed. Beat buttigieg came out claim g ing victory, saying he was going to New Hampshire tonight, and in his view, being victorious in iowa. There are no official results. What is interesting about how this chaotic night really unfolded is that the Buttigieg Campaign has not been focused on these discrepancieies in the results. They acknowledged them. They said theyre waiting. Theyve been getting all of the data points from the precinct captains, where they have precinct captains all over the state. And those are the results theyre saying they are using in order to claim victory. The speech he gave tonight, is the speech of someone, at the end of this process, hell be able to say that this was a good night for him. You heard in his speech, a lot of references to the historical nature of his candidacy and the historical nature of this night. Regardless of how it ended up for him, he came out on the stage and gave his husband a huge hug. I think that is something that gets lost in the process. The question is going forward, despite the claims from buttigieg. Does he get the best heboost he looking for . At the end of the day, this is what he says it is. The campaign is emphasizing, they feel they did really well in showing they can put together a Diverse Coalition of voters, people from rural areas, suburban areas, people from all across this state. They think its Proof Positive they can go into november against donald trump and win. Thats the key message they wanted to come out of this caucus with. The big question for all of us is tomorrow, do the actual results verify that . Do they show that that is true . Pete, you can argue, he should have come out sooner. If he wanted to declare winner he should have come out sooner. Whats the down side . He said he won. As long as its close, a reporter like you comes out and says, the official results, youre second. Says who . You trust those results . Hes probably going to get his victory if he wants to define it that way, as long as its close, and hopefully we know sooner rather than later. Lets take a quick break. When we come back, how do you play the situation as the campaigns . You can only talk about the iowa state Democratic Party for so long. Theyre in the history books. Were 100 of nothing, meaning zero in. Lets bring in our folks now. Andrew gillom, Rick Santorum, rick. Did i say Mitch Landrieu . I did or did not . You did. Okay. Wanted to make sure. Want to get him the right treatment. This is what i didnt expect. I feel and most people do, that Pete Buttigieg, got, right . He got hosed. It depends if he won or not. If he didnt win, he had a great night. He went out and claimed he won. He did come out on top. As someone who can tell you from experience, who lost the Iowa Caucuses by eight votes, winning is better than losing by eight votes. Two weeks later, it makes a difference, whether he won or not. Particularly for bernie. And bernie won and looks to be well ahead in New Hampshire. He wins iowa and New Hampshire, the train is running. That speaks to why. Tonight was a shame. It was handled so poorly. It never should have handled that way. For this to turn out this way and not have any winners is tough. The only winner is the state of florida. Weve been replaced by the grate state of iowa. Its unfortunate that so many people put not only time, resources and effort, but some of the campaigns went for broke, trying to come out of iowa impressive. Enough of a lead giving momentum going into the next set of states and given the news were going to be talking about tomorrow, you have the president s state of the union. Right. There will be conversation about how that goes, especially that were under the impeachment process. Without this, there would be Big Questions whether hiowa should be first, or whether the caucus system makes sense. It is very rural. Is this representative of the democratic electorate . If you saw the pictures, many people texting me and saying, the process is not diverse. I hardly see people of color. Watching it made people question it at home. Youre watching and thinking, whats happening here . Theyre trading off the corners. The caucus process is peculiar to begin with. Theres a couple of issues. One is confidence. Secondly, iowans. I was there a couple of weeks. They take their responsibility seriously. For it to have turned out for the iowans is tough. Should it be like a regular election. Does iowa, as important as it is to them, does it reflect the breadth of the Democratic Party. If it started some place, would other candidate es merge other than there . And we will continue to have that debate. I was just in iowa. I got back tonight. What is happening is a big fuhrer there. A lot of voters were telling me and my colleagues, were afraid if we dont get this right the process or picking who the ultimate nominee is, or picking someone who likes iowa, were going to lose our first. Is it iowa or the Democratic Party . It was voters. There was a legit concern among democratic voters. Who do you blame . The process, no, is the Democratic Party. It is what they decided to do with the app and not being fully prepared and knowing earlier in the day that maybe the app was not working, which politico reported and not addressing the concerns early. Did they take on too much by rolling out the new app and rules at the same time . They may have. I will say, part of the stress youre talking about, is maybe reflected in their waiting to report and go through the actual process of counting the paper here. And making sure they have the right results. They know theyre holding on for dear life of being first in the nation with the caucus, right . And the dnc and the Democratic National party knows they are under a watchful eye because last cycle, they were accused of rigging the election and putting the thumb on the scale for Hillary Clinton. Its smart to be careful. Of course, wed love to have results and that would be better for candidates to have the results. At the same time, better to be right and be tomorrow than wrong. Were come off of the 2016 and talking about the integrity of the elections and what have you. The Biden Campaign saying, listen, before you announce results, we want to know what standards you have. Someone running. How do people have confidence in the process after this . I think, you know, i think thats just someone running fifth. Theyre watching this thing. This is a caucus, the first in the nation and the first people voting. We dont have the result. The punch line for president trump, this is the party that wants to run your health care and they cant run a caucus. This is not a good look for the Democratic Party tonight. I do think, you know, to bidens statement and frankly, to some of the other candidates trying to poor cold water on the efficacy of the results. What were going to get from the precincts is the accurate reflection of what voters say. According to cnn has learned right now, that the Democratic Party is holding another call with the campaigns right now. Obviously, they know this is serious. I mean, what good does that do at this point . Were not expecting results later today. They were dissatisfied with what they heard on the first call. Many of them spoke out. The ones that were complaining the most, were the ones that may not do the best, right . Well have to look at the results. If thats how the rank order is, if theyre not the ones winning or getting one, two, three, it may decleese of that. Heres the point, if youre a smart campaigner and have a good ground game, cant anybody declare everyone declare victory tonight . I thought Amy Klobuchar was brilliant. Came out, the first one, and said, heres where were going. To her, to most people at home, it looks like she did really well. They are picking up the ball where they find it. It is important for iowa to get this right. When the votes come out, theyre accurately counted and people know the votes mattered and theyre accurate. You cant get past the point that its after 1 00 and we dont have numbers. Its 1 00 in the morning and our magic wall shows look at that. They have redundancies to be accurate. Someone was saying that the system was compromised. No. The president got a good line. Listen, the Trump Campaign officials at the highest levels are saying that the votes could be rigged here. That is rich coming from anybody in the trump atmosphere. To make the final point, that this is an important part of the process. We want our way right away. We have to demonstrate some patience. When the count comes back that we can stand behind it and it was done fair and adequately. We dont get the victory of saying who won it tonight. But we should have some. I have to get to the break. We dont know if that means 2 00 in the morning, 8 00 in the morning. What we know is that the numbers are not out yet. And im only being sarcastic because this is an epic failure by the iowa state Democratic Party, thats all but assured that no matter what the results are now, theyre going to be questioned, in terms of their authenticity. Anybody that didnt do well in iowa, now has a real open path to say says who . There is a second call going on with the state party. This is according to the Senior Adviser from the Biden Campaign. The state party has reached out to all of the campaigns. Reporting comes from the biden camp. But all of the xaps have been invited on a second phone call with the party. In the first phone call, we didnt get to ask questions and they hung up on us because they couldnt explain anything. To take one step sideways to assess why we are where we are, iowa has never been easy. Weve had delays in the past. Nothing like this. They have only guinn us the explanation of an app is the problem. An app is a foreign thing that we dont deal with in our lives and we should expect can go back at any moment and never come back. They have to get three metrics from people in the precincts. They havent been able to put together anything in all of these hours . Thats the issue. Lets discuss the significance where we are right now. Mark preston is working the phones. Any suggestion of progress. Thats why theyre having the call . Someone on the call has told me theyre being told that they are going to be reporting it on tuesday. Its tuesday now. They will be reporting on tuesday, when you and i are in bed, probably a little later in the morning. So, we dont actually have a time. But they did say that on the call, theyre going to use a paper trail. They are focusing on Quality Control right now. The campaigns have been told that the reporting will occur on tuesday. We dont have a time yet. But clearly, there was an incredibly amount of pressure on the Iowa Democratic party to Say Something to them. Paper trail. Do we have a paper trail, that people filled out things with the first choice, second choice in the backside . Or did they put a collected system in pace . Write it down. Paper is then held. Very much using the old system. And what has app happened, it s, the new system doesnt seem it has worked as well as they wanted it to. And you rely on the old system. You go back and write it down on a piece of paper. You hope that is being safeguarded. We should say this about all of the predingt captains out there. Quite frankly, this is a bad mark on them. But theyre not bad people. They are trying their best. They were put into a situation that was difficult for them. Does your aunt work as one of these . Of course, theyre good people. Everybody is acting in good faith. You had one job. This day and age, of criticism and attack, we have to take a step back and say, theyre human. They made a mistake. Perhaps they didnt make a mistake. Perhaps they werent as prepared for it and the numbers will come out fine tomorrow. Im trying to be kind and nice. Thats not your natural disposition. Everybody on the panel is shocked. You must have a Family Member that works for the Iowa State Party. Im not from iowa. They had one job, phil. It was made more difficult by how this is a different caucus than existed. You i dont known it now. I would never agree with you on anything. Theres four precinct captains. It doesnt mean that all of the captains have done this before. They had different data sets they had to input. They have the app that people had problems with. My understanding is that some of the reporting was off. In the sense that, maybe the rules werent being followed or understood, through human error. Not intentional. But they werent sure of the viability threshold, how to operate with the second round. You had all these things coming together and creating a perfect storm when you dont have the of or the rules being fully understood. You dont have the reporting coming in properly. Right now, the lack of information they had for hours. We reported this. Mark was talking about this. They felt they werent given solid information. It was quick. They werent. They didnt handle it well. You do have to assess, is this a human error issue, an addon to cover what they did. They said they had a backup to the system. And if that went down, a backup to the backup of the system. This is a big failure. I dont think we should demonize anybody. But this is a major screwup. This is the super bowl of politics. Everything that everybody has been working towards. All of the people in iowa, the voters. The people there volunteering. This is usually an exciting night. Its when the campaign completely kicks off. I think you have to you have to be extra ready. Yes. Thats the right way to say it. It really isnt i dont feel like its excusable. I dont think that was a cheap shot by preston. Why is it a cheap shot . Im listening. You know, hes your boy on this. He can be your judge. Its too late. You moved closer. Heres why. You were right to say, dont demonize the people. Theyre good people. You understand this better than most because of how you work around the country and work with these organizations. You know the people who take the time to do what they do in these caucuses . The party system. This is different than a party. They failed the people. Us pointing out the failures is not criticizing the people. They believed in the system to campaign and give their all. Screwing up the way they did, full if i nullifies them. I thought it was compelling. Move on. If we compare what has happened tonight, to what has happened to Rick Santorum as he has described and he got screwed. If you look at what happened in 2016 with Bernie Sanders and Hillary Clinton, theyre different. You had Hillary Clinton in 2016, declare victory, as we discussed earlier. Declared victory and hadnt been awarded the victory. Bernie sanders got screwed. Same thing happened, with the republican party. Did the same thing to Rick Santorum. Went out and said, mitt romney is the winner. Im not defending the Iowa Democratic party. You kind of are. Raising your voice a little bit. Go ahead. Apples and arranges, my friend. Thats what were seeing here. Im not saying the folks shouldnt be held accountable with what he did. Maybe the saw cukacaucus system be scrapped. The states run the primary. You have paid workers in charge of making sure they said it was an app. Didnt say it was the system. Its a way for the democrats to kick off. Everybody is focused on the democrats. Everybody will remember where they were for 2020 with the iowa caucus. We have no results for the democratic caucus. I want to bring in my guests here. The call apparently, the second call, they were having, just over the Campaign Representatives will not be releasing any data tonight. This will source with knowledge of the call. The call is contentious. It was happening moments ago. They just finished. Why it failed, and they were giving them talking points as to how to move forward, just saying tuesday, tuesday, tuesday. And theyre not sure what time its happening on tuesday. They said the folks were frustrated. They have lawyers onhand. You have a crisis communication situation, the most important thing to do is to be open and transparent and clear, whether youre talking about youre talking about politics or a hurricane is coming. Whether you get in this mode theyre in, get everybody on the phone. Get all of the interested parties if they cant tell them, and this is what were working on. This is expected to be finished. If theyre not doing this, dont look at that. Theyre worried about the call. What theyre worried about on the call is campaigns have their own agenda right now. Of course they do. And different pieces would drip out in different ways and confuse the public even more. If i were them, i would have that put out there. They are not moving. I dont buy that every campaign is if i had to argue, there are probably three campaigns that are pretty upset and are haggling on this phone call. An theres probably two of them with the way things are going tonight. How many tickets are there going to be out of iowa . The truth is, theres five tickets out of iowa. Every one of the major top five campaigns. They declare their victory. It was probably going to get six tickets out of iowa. There may not be clairity after New Hampshire. We could be heading all the way to nevada and south carolina. Another thing on the call, they say they do have a paper trail. They have a paper trail. They are manually verifying the results. Theres nothing that precludes whoever the leader is of that organization, to tell the american public, this is where we are, this is what happened, this is what i can tell you and what i cant tell you. This is what i get back to you. It would help they provided no guidance on transparency at all. Thats their bad. The Iowa Democratic partys bad because it makes them look bad at the say. This is going to come out tomorrow. If youre mayor buttigieg, if youre Elizabeth Warren or Bernie Sanders. Tomorrow, they can make their own destiny. Fundraising and making money and doing big events. It will be worse if it was several days. You have experience with this. Did it help or hurt your campaign. That makes New Hampshire that much more important. What does it mean for the campaigns . Youve gone through this before. We should say you won but you were hold you lost. It was announced i lost by eight votes. And it was announced that romney was the winner. Romney won the caucus. The fact that hasnt happened, i mean, thats the worst thing to. Happen, to announce the wrong winner. Iowa is not going to ever do that again. Theyre not going to make that mistake again. Thats why youre seeing the meticulous waiting, not putting out any misinformation. And i give them credit for that. Its not bad to know when you have won. Its not that bad to get it 12 hours later. There might be more interest in this oddity, you know, come tomorrow, when they say they will announce it at 4 00 tomorrow or 8 40. Thats better than 1 00 a. M. I suspect, you will see, more of the campaigns. The longer this whole thing takes. I dont think we will be dealing with the worlds being a situation, when the results are ultimately announced. I might throw a couple of wrenches in it. That looks a little sour grapes. We see statements that are a little sour grapes. Another statement is coming out shortly, now that this call has wrapped. They will put out a further statement, explaining, at least, maybe they wont explain what failed. If you want to avoid what the mayor just talked about here, you have to get ahead of this and integrity. Say what youre doing, be specific, and talk about the cou duplicate and triplicate forms. You have to put the issue of any kind of discrepancy to bad and just say, thats whats going to take time. Especially if the situation is, that the reporting didnt work. We relied on technology, that did not fully function. That counts. These are humans that were here. And heres the reportings out of the numbers. Lets talk about this. Wasnt this Bernie Sanders idea to get the new technology . A lot of it was the genesis of it was 2016 and what happened in the Iowa Caucuses, between sanders and clinton. Yes. There were a lot of pushes to the dnc, which were the ones to this iowa caucus. Ironically, more transparency, adding an app and paper trails. Its what has led to tonight. Three sets of data all at once. Did that slow it down, you think . We dont know what it is. You have to tell everybody whats going on. A couple of texts from friends in iowa. One of the things and here it is. Because there was a change in the format, ma some of the caucuses werent run properly. And maybe there were errors in the way they conducted their caucuses. Im worried theyre going to try to aid irregularities. And say it was a tabulation issue. You had a tough week with the state of the union. The Impeachment Vote on wednesday. The person that wanted to capitalize it on n a normal year. In tend, the peoples votes will be counted. I dont think it means that much for them. How do you know what to do next . How do you know what to do for the news cycle. The morning shows will be calling you. What do you do . I think having been in iowa, the campaigns are a lot more agile for what theyre giving credit for. Its out there and they havent declared victory. Theyve been Contingency Planning for options. They have been discussing. What do we do on email marketing . What interviews are we going to do . Were seeing framing. The fact that buttigieg declared himself the victor and set off a response from sanders and set off a response from warren. Warrens catch and supporters said that warren exceeded expectations and is in a threeway race. We dont know that yet. Maybe i beat joe biden. She can go out there and claim, hey, its a good thing you are realizing. That everybody is a winner. We were sitting there and watching. Is beat the president right now . We knew they would do this coming out. Amy klobuchar would look at the Rural Counties. And now, theyre doing it without having the information. Well take a quick break. But the apparatus didnt work. Theres no ugly insinuations. No scary insinuations. It seemed to be about the party structure. An app or according to some campaigns, the reporting wasnt done right, the rules werent understood, we dont know. The state party had two calls with the campaigns. The first was found to be unsatisfying. The second one, they will release the results and this is about Quality Control. Thats no small way of being ironic, given the fact they didnt get the results done. It will be released tuesday morning. When tuesday morning, we dont know. In this vacuum of information, and all of this, not the people involved. We know theyre trying their hardest and it didnt work. The different campaigns had to find ways to work the opportunity of the unknown. This is what it was like for the different candidates. We know theres delays. We know one thing. We are punching above our weight. Somehow, some way, im going to get on a plane two nights in New Hampshire. Looks like it will be a long night. But im feeling good. Indications it will be close. Well walk out with our share of delega delegates. We feel good about where we are. It is too close to call. Ill tell you what i do know. You won. Have a strong feeling that at some point, the results will be announced. When those results are announced, i have a good feeling well be doing very, very well here in iowa. I have to say, i am a numbers guy. We are waiting on numbers for tonight. Were looking around saying, whats the math . But the math i care most about is the fact that this movement has become something that has already shocked the political world. And its going to keep on going from here. It will keep on growing from here. We still dont know what the results are from tonight. But we came to iowa for a reason. That was to start. This is the start of every campaign. This is the start of our campaign. We came here late. I think we did a fantastic job. We dont know all of the results. But we know by the time its all said and done, iowa, you have shocked the nation. Because by all indications, we are going on to New Hampshire victorio victorious. Now, buttigieg came out last. But heting out the message he believes he won in iowa. If you think about it, it will be tough to rebut that notion. Winning or coming in second, how can we trust these results . Thats the problem when this inconsistency and the inability to do the one job they had to do, will create. Another winner from tonight, maybe joe biden. If this was, as you saw there, hes going to get a fair share of delegates. But hes a real fourth or third. Thats not good for him. But he will escape the scrutiny between now and New Hampshire because he bought time with this. Theres a lot of indications. But the question remains, when do we know what they know . Phil mattingly on who knows what and when it comes out to us. The second call that the Iowa Democratic party had with the campaigns was another call of frustrati frustration. Basically, the campaigns were asking for any kind of details. What were the problems . Can you tell us the problems . They wanted the specifics about the problems. How much information do you have right now . What numbers do you feel solid about . The Democratic Party chair made clear, this is about the integrity of the process. This is about making sure that everything is right. Checks and balances and whatever phrase theyve been using throughout the course of the night. They would keep them looped in. Wh they were not given, is how much data they have. Part of the confusion, is you can pull up the chairman of the democratics, polk county, a democratic stronghold. Were not sure what is going on with the apps. But all of the poll county results are turned in and are secured. They put a picture up of the results, as well. Some have turned in the results. They believe that the state party has them. Why cant they release some of the numbers now . Save the frustration. And mark preston was sitting there he is right now. He walked off disgusted. He had to get a little bit of sleep. Hes doing this all day. Well have the team up first thing in the morning, which is right now. Mark has to get a little bit of rest to have a clear head on this. Those people gave so much time. We all know how hard it is and how involved it is. And that apparatus was supposed to be better and supposed to be the best ever, in its ability to retaliate and streamline the rules. You say, though, no matter what they said, this was always waiting to happen. Iowa has been teetering on the abyss for many years. It fell over tonight. Good people. This is too important and too much impact to allow it to be run in a haphazard manner. It has had a huge impact because by going first in the modern media environment, theres enormous value in the first rock in the paond. People are counting from one column to another. Leaving aside the diversity issues and all of the questions it faced, just lack i remember in 2000, there was one county election supervisor who said, we finally have an election where the margin of victory was smaller than the norjen of error. And iowa has put itself in that position. The margin of error is too big for the stakes involved. We have to have confidence in the results and the systems. Thats one of the things thats played on. What are the implications here . Lets take Pete Buttigieg first. He said, we won, essentially. Every day he is not declared the winner, it doesnt happen until late tomorrow, its not just what we talk about, or not just what people feel in the field, it could be millions of dollars of fund raising. If people are going to take his word that he won. People are going to wait, i think, for the results. If he won. Theres so many ifs. We dont know, right . It hurt him. But we dont know that he won. I think one of the big problems here, is before trump became president , people were losing faith in institutions. Trump has made that much worse. Theres so much suspicions around institutions. This is also feeding into that, into the sense that we cant trust the Democratic Party, to do the one thing that they were supposed to do. Can i throw in a different angle . I think muddle is going to be the message even after getting the results. Leaving aside the cloud thats hanging over this. When you think of how this is likely to end up, the winner will have, the smallest share of the delegates of any winner ever. We will have four and maybe five candidates in doubledigits. We only had four once, but never five. What do both of those things say . And i think the answers say the same thing. None of the candidates are building a coalition that spans the party. All are operating in niches. Sanders does well with young people. Biden does well with older people. Buttigieg did well with liberal. Sanders did well with very liber liberal. Biden with moderate. None of them are talking to all people of the party. In iowa, everybody is white. You get past iowa. Theres issues with latino and africanamerican voters. No one at this point, when we get the results, no one is demanding a coalition to pull away from the others, which points to a long and grinding fight to produce a nominee. I heard each of you at some point in this early process, not tonight necessarily, but the democrats say its all about who can beat this president. To rons point, they are nowhere in terms of figuring that out. Not because this is the first step. This has been chewed on and they are out there trying to raise money. How big an issue is it . That the people in this party dont know if any of these can beat donald trump . Its almost like a paralyzing fear, to some degree, right . Theres no perfect candidate if their minds. Whatever you say, joe biden isnt this or Pete Buttigieg isnt that and Bernie Sanders isnt because of that. You go on the trailer and youre out a lot. You find theres a paralysis to it. We cant lose to donald trump again. How can we not find a great candidate . I agree with ran that whatever the results tonight, this morning, it will not send one person above the rest. It takes away the first opportunity for people to point to results and say, okay. This doesnt answer all of our questions. But we have a better idea. It builds the case with actual data. When price was pressed by the warren campaign, about what information the party has, he wasnt able to give a direct answer. He doesnt give back to him on that because they are, quote, gathering information. When he was asked how confident they were, that every caucusgoer filled out a card, that sparked criticism from the Bernie Sanders campaign, especially from jeff weaver, the longtime adviser to Bernie Sanders, who called what price was saying, bogus. He accused price of saying it was a reporting issue. And said, if it were true, all of the issues were going on, the whole process has been a fraud for 100 years. Thats a criticism of price and the caucus of the Bernie Sanders campaign. Price tried to protect the integrity of the process. And he ended the call saying, well be transparent as we go forward through this process. Were trying to make sure were protecting the integrity of the process and the result. Well keep you in the loop. Its safe to say that 2 campaigns are not happy. Let me jump in. This is troy price. How many people are physically doing this counting . Did they tell you . They did not say at the time. A number of Iowa Democratic Party Officials have been holed up here at an event space in iowa, away from the press. Some has left over the last few hours. Theres some that we believe to be up there. In all honesty, we dont know how many people are up there. We dont know what percentage of the vote they have in, at this point. Let me ask you a couple of things, as well. Did anyone talk about the system at all being compromised . No. Repeatedly, the Iowa Democratic party repeatedly said, there was no hack. No intrusion. With the call on the campaign, the app did not come up. But the party has been very, very repeatedly claims theres no hack. Theres no intrusion into the reporting process. It was an issue with getting the information to the party and not that someone had hacked into the system. A couple more questions. Sources are texting me saying, on the call, with campaigns that they would release results on tuesday. Thats been reported. They provided no specificity when that would be. They provided no information on how they would verify the official results. Did you hear that . Yes. On a later call, shortly after this call i was able to listen to, that was supposed to be just with campaign aides, price had a call with the press, where he read a statement. He did not take questions from reporters. They didnt take questions and hung up, right . Very, very short. He said, we expect to have numbers later today. We will get some nebs at the Democratic Party. When that will be is someones guess at this point. The campaigns believe its not just the app that didnt work. But numerous reports that precinct chairs did not gather preference cards from every c cauc caucusgoer. They couldnt discuss the results. One of the bigger concerns is the callin system. In previous caucuses, has been used. If youre head of a caucus, you collect your numbers and you get the count and you call in to the Iowa Democratic party. Thats how you result the numbers from your precinct. According to a number of people, campaigns and different precinct chairs, that number was backed up for hours on end. The point that, according to the head of the polk county Democratic Party, the largest county here in iowa, they, at some point, just kept all of the paper ballots. He has the paper ballots. When they would get patched through, that sometimes the calls would just drop out after waiting for sometimes hours. They used an app in 2016. This is not the same app or is it . Im not sure. They were told they wanted to use newer technology, rather than going about this the old way. They used an app in 2016. But im not sure if its the same one. Apparently, it worked in 2016. Well hear from iowans this evening. The woman who is running that caucus had been doing so for over 20 years. They enjoy the callin system. The app added difficulty, which is obviously added to the fact it didnt work. Added even more difficulty to it. You talk to iowans here and they appreciate the system. The fact theyre not providing any detailed information, is a real problem for them because it just leaves open your mind to if there was a problem, identify the problem. Tell details to give confidence of whats going on. But the fact theyre hiding the ball this late at night with the campaigns, and this just has, im sure, everybody, worried that theres more to it than that. And that could be a real, real big problem. This is a perfect example of how not to handle a difficult problem. No matter how complicated it is, it has so many parts to it. Somebody could walk out and say, this is what was supposed to happen. This is why it didnt happen. This is why we cant tell you the information. This is whats being done to fix it. That leads me to the question that are we sure that nothing was compromised . An hour ago, i would have said that. The Iowa Democratic party, that dan just said, nothing was compromised. They have the paper ballots. Now, we have they can have the paper ballots. Im saying, the technological part of it, that could have been compromised. Well have to see if they change the statement, based on what theyre saying recently. Politico is reporting, an iowa democrat told us that people for the party are knocking on the doors of precinct captains, who didnt call in their relates to try to get it.
