unacceptable. they threaten the fabric of our democracy. >> reporter: in may the fbi set up a data base to track swatting cases for the first time and have received more than 500 reports and finding the perpetrators could be difficult and that is why political figures who have fallen victims to the crime are urging congress to act. >> if there was a federal law on the books, giving this person that is calling from another state, that you would have that jurisdiction and hopefully be able to apprehend those folks more effectively. >> reporter: as election results draw near, states are doing what congress has not. ohio made swatting a felony and georgia has drafted similar legislation. it is not just high-profile political figures falling victim to swatting. it is running from jewish to other institutions and government building and tools to election workers and members of
