>> reporter: what we are seeing here in okaloosa county, they came up with their own plan to keep the oil out of the bay here. they said they were going to do it whether the federal government gave them the permits or not. well, it came to a head and the federal government did give them the permits they needed. take a look. these are the tar balls that i collected on a beach in okaloosa island yesterday. these came ashore, 300 yards of beach there. these have since been cleaned up. thighs created a heightened sense of emergency. this was the most eastern point where we were seeing the oil come ashore. today they hit a small area in panama city beach as well. the oil is of moving east anden kru encroaching the habitat of the mannatee. >> reporter: if the oil comes in here, it could push this endangered species closer to the brink of extinction. used to be the biggest threat to them was getting hit by boats. this is unheard of and alarming. >> we don't know if they inhail orig ingest it. we have no idea how that will impact them. >> reporter: and no one is taking any chances. as the massive bp spill moved east, the u.s. fish and wild life service in florida has a plan to move and rescue oiled manatee is. they will give them 72 hours notice before the oil reaches the habitat. >> reporter: how many can you save in 72 hours? how many can you move? >> i don't know the answer to that question but we'll move as many as we can no so many unknowns. 10% of the known population was just wiped out in florida. many by the unusually frigid river. we went looking for survivors. manateeing still recovering from the stress of the cold. >> if we add any levels of mortalities from oil, we are looking at things that will take many years of recovery. >> reporter: they are not hard to spot here in the warm, shallow waters. but weighing over a half ton, they are hard to rescue. the threat of an oil spill raises questions. this has never been done before. on this trip, we are looking for one of the lucky ones. it is right over here, that little thing sticking up out of the water there, that is the antenna for the radio device that is attached to the manatee. the same manatee i saw in february in rehab after a wintertime rescue. now released into the wild and slowly recovering. how is she doing? >> fred, it came up because the white house threatened to yank the drilling leases on the rigs, and that would put bp out of business. having said that. they have three and a half year to fund this $30 billion fund. it is not like they wrote a check and it is funded now. that is a problem. having said that, we don't know the extent of damage that is done in the gulf. so say next year someone was to get a payout for one year's lost income, we don't know how many years for the eco system to regenerate. >> which leads us to, say you get a payout and it is based on what your one year of income is, and now in year two or three you are still losing income, and it is impacted from that oil 13spi, did you likely sign a release that you would not pursue further compensation from bp? if you get one lump sum next year, does this keep you from ever getting anymore? >> no. actually, i am thrilled about what has come up. between the white house and bp, primarily the white house, they got kenneth feinburg. who is like the a-rod of lawyers. he cut the salaries when t.a.r.p. money was passed out, there is nobody better in this country. sit a pr it is a process. if it doesn't work people still have the right to go to work. there should be something operating in the next 30 days. i'm optimistic about people being taken care of right off the bat. >> you would have the right to go to court if you were still unhappy with what is being offered from bp, but it means you go to court not because you accepted what claim money has been given out right? >> the whole idea is you look back ott at exxon-valdez and itk 20 years for people to be compensated. i think this program is important. hundreds of thousands of people on various levels will be cared for now. >> fred, the biggest problem here is who is going to admin str ster this program and ensure that the little guy -- >> this is why feinburg is the guy selected. he isn't going to tolerate a delay? >> no, i don't buy it. i think that the fund rz going to be dolled out to people with political connections and i don't think the funds are going to go to the little people, the shrimpers and the oyster farmers that are shut down now and not in business. >> i don't believe that at all. if anyone is going to get it done, this guy will. he will make it happen. >> before we got to this point, are are you in agreement or do you dispute what congressman initially said, you know what, this is big government getting in the way. no private company should be brought into the white house and this kind of deal being made. is this bad precedent? >> the president said someone has to do something. i have to step in as the leader of this nation i have to step in. and he did. i don't fault him for that. and he's being praised for forcing the hand of bp. some people are criticizing him. i don't know that it is going to go the way everyone thinks it is going to be and that is the problem here, fred. >> avery? >> right. as a professional, you cannot afford to do this on the highest stage possible which is a football world cup. >> all right pedro pinto, thank you so much, appreciate it. back in this country, let's talk bad weather. more strong storms may be on the way for parts of the midwest and eastern great lakes. our meteorologist, reynolds wolf here in the weather center. >> it has been the craziest weather season so far. in chicago in the western half of the great lakes we have strong storms. we have some video to back that up. people in parts of chicago may not be able to see at this point because we have so many of them without power at this time. there is the widespread tree damage crushing vehicles. we had problems in parts of illinois and michigan we had problems there too. the same severe weather caused all kinds of wind damage with that. one motorist killed when a tree fell across their car. those due west of detroit. let's show you the scenario for today. severe weather in the picture again? yeah. two places in the northeast and the other in the central plains. we have the dividing line of two different air masses. cooler dry air to the north and it is going to meet up in this dividing line that we refer to at a frontal boundary. it will bring an unstable air mass which could provide strong storms and hail. even tornados the same scenario in parts of the northeast. everything is going to be driving up to the east i'd say by late afternoon will be your best chance of severe storms. severe heat, plenty of it too. extreme heat for houston and dallas. although we have highs listed in both places in the 90s, bring in the humidity. by late afternoon it will feel in the triple digits. it will be brutal no question, but it looks like a slight cool down, fredricka, but it is summertime on the gulf coast. >> appreciate it. have i great day. all right a teacher fired for getting pregnant before getting married. we'll have that next coming up in the newsroom. and we all know that long flights can be a pain but did you know that they can be bad for your health?
