>> bill, great to talk to you. >> thank you for joining us for this very special edition of "your $$$$$." if 2009 was the year of the layoff, 2010 is the year we helped you getting your job back. you can follow us on facebook and twitter. >> tune in every week saturdays at 1:00 p.m. eastern and sundays at 3:00. have a great weekend. all right. in the news room, vince vaughn and owen wilson can move over for the newest party crashers. the fresh fallout from tuesday's state dinner fiasco. >> he really can drive a golf ball, but police want to talk to tiger woods about his driving skills behind the wheel. housing prices now at the absolute rock bottom. we are answering your prices about money. you are in the cnn news room where the news unfolds live, i'm fredericka whitfield. a deadly train derailment in russia. a second explosive device went off as they try to clear the sight. it killed at least 26 people and injured dozens more. it was traveling from moscow to st. petersburg when it derailed. they found the remains of an explosive equivalent to 15 pounds of tnt. no trains were passing at the time the next train went off. crews are still searching for 18 people who were on that train. >> state side now, the party crashers who attended a white house event caused a bigger security breech than thought. the couple actually shook hands with the president. the secret service is embarrassed. kate has the latest on the bizarre story. what is the white house saying about the image that this couple was very close, handshaking distance. >> reporter: about as close as you can get to a president, i would say. the white house is taking this breach of security seriously. the ins dend is being dubbed the state dinner crashers. it's getting more and more attention. the white house admits, as you see in the picture, this couple, the virginia couple were close enough to shake hands with president obama in the receiving line at the state dinner with the indian prime minister next to him. the secret service released a statement saying from the director of the secret service, the agency is deeply concerned and embarrassed. they go on to say they should have been prohibited from entering the event entirely. that failing is ours. while the white house asked for a full review of the incident. white house spokesperson, nick shapiro made a statement saying the secret service has the full confidence of the president. >> now what? >> reporter: it's a good question. it's unclear the circumstances of what really happened around the incident. how they really got into this state dinner. the secret service is not ruling out the possibility of criminal clarnlgs here. we haven't heard from this couple. the attorney says they did not crash the event. they look forward to setting the record straight soon, in their words. >> interesting stuff. >> sure. kate, thank you so much. we're not done talking about this. later in the show, we will talk with a former secretary of the bush administration to see what the protocal is for this. from the white house to florida. another high profile crash is getting a lot of attention. golf superstar, tiger woods is supposed to talk with the florida highway patrol regarding the car accident that happened in front of his home. he hit a fire hydrant, then a neighbor's tree. he suffered a few minor injuries. >> lacerations on his lip. >> he was released in goods condition. police don't believe alcohol was a factor in this crash. why all the hoopla over a minor traffic accident? >> housing starts are down 30%. home prices are down 10%. so, it might be in certain, unfortunately, places like nevada where a lot of people are under water. maybe not. but, you have to be careful, that's all. >> i'd be very, very hesitant at this point. what we are creating now, in my opinion is a new bubble in the low priced houses thanks to the first time home buyer tax credit. what it's done, if you look in our local papers here where they show real estate sales every week, the only houses selling are the ones that are the starter home prices. those are getting inflated a little bit. so, if you are a first time home buyer, there's another leg down to come because this unemployment number isn't getting better. >> what usually are starter homes, because they are traditionally moving -- >> great question. because as people who couldn't ordinarily buy a home, they get the $8,000 tax credit. now the inventory is drying up a little bit in parts of america. whoa. that means prices will go up a little. p bottom line is, if you find a home that you like, that you can afford in an area that's nice, that's great for you and your family and it's not an investment, you don't care if it goes down 10%. >> as long as you have enough to put into it so you don't end up upsidedown the way 23% of homeowners are now. >> it's why so many people are in trouble. one in four mortgages under water. >> yep. >> if that's you, if you are thinking i'm trying to hold on to the one i have, what can i do? what are my options? >> here is the thing. this is the scary number. 11% of the homeowner have -- who are upside down -- >> let me explain. what they owe is more than what the house is worth, so people know. >> 11% of those homeowners, but in 2009. that's a scary statistic. you have to get to the mind set, i need a roof over my head and i'm paying for something that doesn't hold its value. you'll be there long enough to at least break even. you have to live somewhere. >> you have to talk to the lender. lenders don't want to own anymore houses. >> so many people say when they talk to their lender, they get the run around. people are saying i'm voluntarily foreclosing or thinking of bankruptcy. >> it's called deed -- a lot of people are putting the keys in the mailbox. it's deed in lieu of foreclosure. that's going to trail your credit history for a number of years. >> okay. >> the other alternative is a short sale where you work out a deal. i want to sell this house because you got a job somewhere else to move to. i can't sell the house for what it's worth to cover what i owe. let's work out a deal where you forgive what i owe. >> it's a tough scene. >> it's very tough to get a loan for anything. >> a lot of people, i hate to say this because we love or cnn audience, a lot of people under water now should have never owned the home in the first place. >> that's water under the bridge. >> you're right. >> but, we are creating a new bridge with the water under it. those with the $8,000 tax credit are getting in with nothing down because of the tax credit. >> let's talk about something else -- >> don't depress everybody. >> i'm not depressed. >> just be cool. >> you're with a company, with a job, a 401(k). a lot of folks are saying i don't know if i want to give contributions because my company is matching it. what do i do? >> up to 60% of companies who had 401(k)s stopped the contributions. it's a great tax advantage. i'll be with you in a second. i want to say something. get the money off the top of your income. get it in tax deferred and put it into something as close to guaranteed as possible. don't stop your 401(k). >> we had this conversation at our thanksgiving dinner table -- >> oh, really. >> with someone in the family. his company is no longer matching. we said, look, if you do an ira at your age, you are limited to $4,000 a year -- >> $5000. >> $5,000, sorry. as long as the choices in your plan are good, put as much away as you can. >> we'll never invite him to thanksgiving dinner again because he has money questions. >> i bet where ever you go, people are asking you questions. wait a minute, i have something to ask. >> we have a lot of other questions coming your way from our website, our book, josh levs is sifting through a ton of questions. people try to reach out to you in so many different ways. wait, there's more, right? >> it's a good point. >> right now, you have to be very, very careful -- >> more than ever. >> there's so much going on. get into the news out of due buy where they made default on interest payments of $60 billion. it's got the world assessing everything -- >> risk. assessing risk. >> one of the areas that's benefited a lot are the commodities. >> jeff's not going to invest in commodities. >> i would absolutely say this. we have way overdone any sort of market upside with the run from march until now. it is not the time to be getting talked into going into the market by any way, shape or form. i would stay in cash and cash equivalents like money markets. so, when the time comes, it will come but now is not it. you'll be able to come in and pick the low-hanging fruit. >> you mentioned dubai. >> you're on a roll. >> there's a reason they need to reassess this. we don't know the full fall out from this. we know the u.s. banks other than citi-corp. don't have that much exposure to the debt of dubai world as much as european banks and british banks. the fact of the matter is, it's incidents like this that keep our own federal reserve in keeping interest rates low. the longer we keep interest rates low, the more we inflate the other asset classes like first time home buying, like the commodities market and the stock market. so, we are running the risk of creating new bubbles out of old bubbles. it's very dangerous for us all. >> this is only a one-hour show. give me a question, will ya, josh. >> this is a question for you. it's a follow up on investments. this is from karen. >> i'll shut up now. >> are you going to stick with keep it in cash and cash equivalents or if you are ten years from retirement, is there something you can do. >> that's a great question. i have to stay with daria. we want you to come back for a better day and fight. there will be a time to come back for growth. there will be a time. this isn't it. don't chase yield. we are now have $7 trillion poorer in our households across america. i saw a headline the other day, i heard it on one of the cable networks, if it was cnn i would say it -- >> if it wasn't, you shouldn't have been watching it. >> i let him talk and this is what happens. >> i'm almost done. dubai has problems. could black friday be a buying opportunity for stocks? i think not. >> you know what, before i lose you, could i follow up with one more invesment question. this came to us from dan. >> he's getting a life insurance payout. are we talking the same thing? >> in this case -- in this case, along with that safety now for opportunities later strategy is if you owe any debts, get out of debt. use whatever you need to from that, assuming you leave enough for emergencies and your, you know, liquid bank accounts. try to pay down debt. >> make a 9% investment. credit card. i would say clear the debt with a $60,000 coming to you. establish an emergency fund and we'll talk to you again. >> pay down your mortgage, too? >> i don't know. i'm not too quick to recommend paying down mortgages nowadays when we don't know where the bottom of real estate is. >> you are making the distinction between good debt and bad debt. >> the home equity loans are getting difficult with the bank credit and the shrinking $500 billion credit. >> you are saying hold on to the equity loans. >> you can't get another one. >> hard to get it, even with good credit, fred. >> how do you keep it open, if you are paying off on it or just about to pay off on it, keep a tiny balance there? >> if you are just about to pay off on it, for me, i don't think you need to have that home equity line of credit sitting there with the song of use me, use me and give in to debt. if you are about to pay it off, with this environment and no floor, yet, that we can predict, you are better off without it. >> interesting. >> if you can do without it, fred. >> black friday is the big old launch of holiday spending, people aren't thinking about saving, they are thinking about acquiring. a lot of retailers -- yeah, yeah. a lot of retailers are really counting on that black friday. counting on this holiday season. >> big time. >> retailers are going to do better this year than last. >> no. >> what about the shoppers? >> no, they depend on thanksgiving on. their yearly business is almost 20% of it. was there a blip, yes. and cyber monday. an enormous amount of people, half the shoppers will be online. you can make note of this, i see retail at about the same, which is down about 1% over last year on balance for the year. >> if you didn't -- if you weren't crazy enough. i think this is insane, this door buster 3:00 a.m. thing. >> watch out, the doors are opening. >> if you didn't cash in on the good deals out there, don't go rushing to the malls now. >> there will still be sales. >> by the middle of next week, there's going to be such a slowdown in traffic in the malls and stores, the box stores -- >> you'll see sales again. >> when it gets closer to christmas, the prices are going to go lower and get better deals. >> i bet a lot of folks will get caught in the moment. >> the emotion of it all. >> that's what they want. josh makes a good point. >> you get caught in the moment. >> they want you to use your credit card with ten days or seven days to go. i'm late, i'll do the credit card. no, make a list and stick to it. >> try to pay cash, right?
