many parts of the northeast. we'll keep people posted. supposedly it's going to get warmer from here on out. fingers crossed. first this hour, new developments in an amazing story rebrought you last week. police tracking down the accused fake mom suspected of posing as a nurse and snashing little krl la carlina white. white last week was reunited with her biological mother and father in new york. she discovered her own true identity after 23 years of living a lie. the suspect's name is ann pettway. she was picked up in connecticut yesterday. reportedly has a long rap sheet. facebook was involved. also, more on what went on for the past two decades in a live report in the next hour. meanwhile, the accused tucson shooter jared loughner will be in a phoenix courtroom today. he will be there for an arraignment hearing. he will face more charges many anticipate. right now facing three charges of attempted murder for shooting the congresswoman and two of her aides. but of course accused of killing six others. we do expect more charges. this is a legal case that's certainly could take a lot of time, even years, many of the legal experts are saying. >> gabrielle giffords' new doctors are surprised by the progress she's making. she was transferred friday to memorial herman texas medical center but she's been in the icu since she got there because of a fluid build-up on her brain. doctors are draining it. she's expected to remain in the houston facility for up to six months. the state of the union coming up tomorrow night for the pt. a lot of focus on the way people are going to be sitting. the president, however, expected to focus on jobs and the economy and trying to get everybody involved in this recovery. >> he's also expected to call on congress to be more civil. but he was clear this weekend that tomorrow night's address in the next two years will be focused on the economy. >> i'm focused on making sure that the economy is work for everybody, for the entire american family. how do we make sure that people have good jobs with good benefits? how do we make sure that somebody who has a good idea can suddenly start a business? how are we going to make sure that we have the most innovative dynamic economy in the world? and how do we make sure that our kids are able to compete with workers anywhere in the world? now, to do that we're going to have to out-innovate, out-build, we're going to have to out-compete, we're going to have to out-educate other countries. that's our challenge. >> jim acosta joins us this morning live in washington. good morning. we heard the president at the end of that sound bite saying the number one challenge is trying to get this economy going. what is his number one challenge just in his message tomorrow night? >> and do it all on the cheap at the sameime because we're all broke, right? you know, t.j. and kiran, this is a guessing game you hear every year on the days before the president's state of the union address people in washington trying to predict what the president is going to talk about in his speech. it's expected president obama will call for national unity. it's a theme you heard a lot coming out of this white house in the wake of tucson shootings. over the weekend president obama, as you mentioned, gave a bit of a preview in that weekly address. he talked about the need for new investments to create jobs. republicans, they don't want to hear any new calls for new government spending. they made that clear on the sunday talk shows. >> what the people have said is, enough. we've got to shrink government. we've got to cut spending. we need to really look to the private sector to grow job. >> right. so you know, the president is going to talk a lot about investments. we're hearing the republicans using the words cut and grow. you know the other thing on tuesday is the seating chart. not something we typically focus on but this year members in congress and the house and senate will not be sitting in their usual spots with the parties sitting on separate sides of the aisles. roughly 60 democrats and republicans have lined upstate dates as they're calling them for tuesday night. you will see democrats and republicans sitting together for the address. we will talk about these political odd couples in the making coming up at 7:00. >> date night at the state of the union. interesting stuff. jim, thanks so much. you can also see the president's state of the union address live tomorrow night at 9:00 eastern time. cnn's coverage begins at 7:00. take you to detroit now. listen to this. the a man just walks into a police precinct and opens fire and four detroit police officers were hit. again, this gunman, no one can explain right now why he went in and did what he did. didn't necessarily say anything, just walked in and opened fire. four police officers hit. all expected to survive. the gunman was shot and kill. among those shot was a female police officer shot in the chest. she did have on a bullet proof vest. expected to be okay. the chief of police there not talking about maybe changing their policy when it comes to security. >> in light of what happened in tucson, arizona, obviously, with congresswoman giffords, and then with this incident, of course we have to take a step back and reassess security procedures at each one of our facilities. we want to still maintain a community policing format. we want to engage our public. but by the same token, incidents like this are very sobering. >> again, i mentioned the female police officer who was shot in the chest, another two were grazed in the head by bullets, and another one shot in the back. that is considered to be the worst injury out of the four. that officer did have surgery and, again, the prognosis for that officer is good. >> she's lucky wearing a bullet proof vest. saved her life. shootout in front of a walmart 15 miles west of seattle. two people were killed and two sheriff's deputies wounded yesterday. police say that one of the dead was a man who opened fire on them. both deputies were shot in the torso. they are recovering atta coma general hospital. new leaked documents could cause so problems for palestinian leaders. these documents show that palestinian negotiators made more concessions than were publicly released. more concessions to israel than many people thought during those peace talks back in 2008. there were 1700 classified documents obtained by al jazeera, that arab network. palestinians reportedly agreed to give up much of east jerusalem. again, this was not mentioned publicly. the chief palestinian negotiator calling thing document a bunch of lies. we're going tv more on this, the implications with our zain vergee, later this hour. check out the waves on california's half-moon bay. look at the surfers. that's hilarious. they look like tiny little people. pretty amazing to see them like that and pretty dangerous. probably the most skilled surfers. over the weekend one was critically injured when caught by a massive wave and nearly drowned. he was rescued and revived onshore. boy, you have to be pretty much of a daredevil to try to go for those waves. >> yeah. and these guys -- these are the best surfers in the world, this maverick competition. i know rob marciano, we check in with him now, is familiar with this thing. they get 24 hours notice. they wait for the conditions to be just perfect at half-moon bay. they give them 24 hours notice, rob, to show up and compete. these are 50-foot waves. and you have to be something either wrong with you, but this is some serious stuff for these guys. fascinating event. >> it is. and that's some of the most startling video i've had yet to see coming out of maverick. when you think about how much water in a ten foot wave and how that can crush and kill you. you look at those waves, mind boggling. >> they live for that. they love it. >> you can can be an adrenaline junkie but that takes it to a whole other level. good morning. no surfing on the east coast. cool air again. temperatures that are, well, pretty mind boggling as well. minus 11 right now in syracuse. that does not include the windchill. we're talking about temperatures that are 12 below zero in albany, new york. the capital. six degrees currently in the big apple. nine degrees in philadelphia. even the buildings and the concrete that hold on to the heat a little bit better not going a very good job of it this morning. factor in the wind and the windchills are zero in new york city. minus 24 in albany. minus 20 in syracuse. that will get you frostbite to exposed skin in 20 minutes or less in that area. dangerous cold in cleveland and buffalo, montreal and boston. be aware if you live in those areas. cover up the skin. temperatures though will rebound into the lower 20s. eventually in new york city, 53 expected in atlanta. a little bit of moisture heading through the lower great lakes. not a whole lot of action. maybe a little bit of freezing drizzle and snow mixing in from chicago over to detroit. no advisories for the bigger cities. watching the storm develop across the south. rain and maybe snow mixing in across the deep south. sleet and snow eventually through the rest of the week. typically when it's in place, some sort of winter precip will mix in as led the bear on two touchdown drives that came up short in the end. and the packers prevailed. >> a lot of criticism this morn for jay cutler, the bears starting quarterback. they have people saying you've got to super bowl on the line. get your butt in the game. i don't care how your knee feels. >> teammates were supporting him. he's tough. never xwlcomplains. if he wasn't playing, he's hurt. >> a lot of jets fans are hurting this morning, aren't they, fellas? >> all is quiet here in the studio this morning. >> yeah, they tried. this was not much of a game. a lot of people probably went to sleep on it maybe in the first half. 24-0 or 24-3 at half. but at some point it was 24-3. the jets put a comeback against the testeelers in the second ha but that was not enough. pittsburgh converted a couple of critical first downs if steelers are headed back to the super bowl. a familiar place for them. eighth super bowl. they've won six. this is the third super bowl in the last six years for them. so very familiar place for them. we're going to talk more about what we saw last night. two storied franchises. the packers and the steelers going head to head. legendary new york sports anchor well, he says he had good reason. you're about to see part of it here. you see the officer there repeatedly striking the driver of this vehicle who is that 58-year-old woman i just mentioned. this is in utah. the trooper broke the window and started striking her because of this. you see this. it was supposed to be a routine traffic stop. catch somebody for speeding. that person took off, led the officer oss on a high speed cha. finally cornered the person, the driver, he said he had to do that to get her to stop. right now that officer is on administrative leave. getting a bad manicure may be a crime. one woman called 911 over it. this florida woman called the cops at least four times because she was not happy with the lengths of her nails. she was sobbing in a news conference but claims the woman giving her the manicure manhandled her. when the cops showed up she still kept calling. listen. >> they're not doing anything. >> if you don't like what he's saying -- >> she had a nail clip in her right hand and she was talking with it and at that time she hit my top lip. >> police say even if there was a confrontation it was not an emergency and one call was more than enough. we'll move right on from that one. i wasn't familiar with this but a lot of people are. angry birds. popular. it was the most popular iphone app, no more. there's something else out there. another app a i believe they're both free. >> yeah, angry birds did charge at some point and then it was free for a while, too. it changes. >> it has been knocked out by another app. got to top spot last week. something called bubble ball. a lot of people are talking about bubble ball because it was designed by a 14-year-old kid from utah. very simple game but clearly these are fairly will spl to put together. i think he used the public library. now he's got the most popular app. >> these are the innovators and the gamers. he's going to own his own tech company some day. christine romance is here "minding your business" this morning. may be a turning point when it comes to hiring which is something we want to hear. we want 2011 be the year of the jobs. >> rising demand. companies are not going to start hiring until they see their demand hiring. a new survey from the nabe, national association of business economics, this is the group that really looks at businesses and their conditions, found that 42% of companies plan to boost jobs in the next six months. that compares to only 29% last year, folks, and only 7% of companies said they plan to layoff. the difference between the hiring and the firing is the biggest it's been since 1998. so that tells you that something is changing in the psyche of companies that they've got all that money under the mattress but demand is starting to rise more than half of these companies and eventually they will have to start hiring and hope to do it in the next six months. what about that tax bill that was pushed through congress in december. we heard that that was going to add to jobs and help the situation. well, more than half of companies say, in fact, they think that is going to boost their sales. nearly one out of two business essay that tax cut deal is going to boost their sales, especially companies like miners, factories, agriculture products, those sorts of things. most companies say that in itself will probably not cause them to hire. it's rising demand that will cause them to hire. but one in two companies say it should help boost their sales and, of course, that would be good news if that were true. so we're seeing maybe the turning point. don't get me wrong. hiring is not as robust as it should be. 9.4% unemployment rate is still too high. we've been looking at all these surveys, you guys, trying to find out what's going to be that key to turn things. this is one more piece of evidence that things are starting to turn for companies. >> sometimes simple optimism can drive things. as long as people feel good about what's coming. >> absolutely. only 7% of companies saying they're going to lay people off i think is really good news. something has to happen and turn in the economy to cause them to hire. but when you've got the mass layoffs over, that at least is a foundation. >> unfortunately no more people to layoff. >> that is true as well. >> bare bones. >> thank you, this morning. we have seen over time convenience store clerks often have to keep a little something behind the counter to ward off would-be robbers. usually that's a gun. well, not this time. listen to this one clerk describe what they had to use. >> i got a knife, and i went the money out of the cash register. i said, what did you say? he repeated it. the third time he repeated it i hit him in the head with a hammer. i expected him to drop, but i -- but he didn't. he must have had -- i hope he's got a headache. >> this is the one convenience store we don't have the surveillance footage from. this would have been great. yes, he hit him in the head with a hammer. he actually used the handle of the hammer. he didn't go down but he did run out. so far police don't have a suspect. >> best part he said, i said to him, what did he say, when he repeated it the third time, out came the hammer. that was rubberized. driving blind, a blanket of thick fog shuts down a major highway. interstate 5, notorious area this time of year when the fog hits, you literally can't see. a trail of wreckage left behind when the clouds lifted. also this morning, it's one of the biggest health concerns for our children in this country, but could it be helped by you simply letting your child sleep longer? >> i got in a car this morning. >> you didn't want to chance it. frostbite, you know? >> you never know. welcome back to you all. give you an update on the stories we're keeping a close eye on. one is a story everybody was talking about in the country this past week. that's the story of this 19-day-old who was take from a hospital in 1987 being he unite with her real family after all these years. now the person suspected of taking her has been arrested, expected in court today. the woman is the one believed to have raised the child all these years. her name is ann pettway. expected to face charges today in court. she's dazzling her doctors in texas. congresswoman gabrielle giffords is still in the intensive care unit in houston but doctors say she is showing surprising results after being shot in the head. she's facing six months of grueling rehabilitation. he accused shooter is expected back in court today and could face murder charges. tomorrow night is the night for president obama. state of the union address, you will be able to see that live right here on cnn. he is going to be talking of course about the economy and jobs. maybe a little bit about civility. so much attention has been on civility since the shooting of gabrielle giffords and so much has been on the seating arrangement as well. that's right. cnn's going to start coverage 7:00. the actual address starts at 9:00. state of the union is shaping up to be a really strange cross between the odd couple and the dating game in some cases. republicans and democrats pairing offer and pledging to sit together. one democratic senator even joked about republican seating partner saying i'm bridging the popcorn and he's bringing a coke with two straws. they usually sit on opposite sides of the floor. tomorrow night the odd couples will be seated in the yellow section in between. there are more than 25 of them so far. liberal new york senator chuck schumer will be sitting with staunch conservative tom coburn of oklahoma. john mccain will be sitting with new mexico democrat tom udal. he's the one who -- it's mark udol, isn't it? >> mark, not tom. >> didn't mean to rename you. sorry, senator. arizona republican says it's no big deal. >> yeah. i'm going to sit with tom and hopefully i think mark may be sitting where i usually sit and, look, this whole thing is a good idea. i think it's going to -- the fact is it's a good thing to do. why not? the udols, for example, have been close friends of me and family for many, many years. so let's sit together. and finally could i just mention it might be nice, maybe cut back a little bit on all the jumping up and down, which i think frankly distracts from any president's speech when it's interrupted every 30 seconds by people jumping up and down because the president isn't speaking to congress. he's speaking to the american people. >> so he is actually sitting by tom udol. mark is the one who originally proposed this idea in the congress. there you go. the senate minority leader mitch mcconnell says this is really not something he's going to be doing. he's sitting where he always plans to sit. says the american people is more interested in the actual accomplishments bipartisan or not than the seating arrangements. he was one of the most high profile republicans to come out and say he was, in fact, going to be voting for the democrat, president obama, or then senator obama back in 2008. but colin powell says he's not so sure about who he's going to vote for this time around. take a listen. >> i will always vote as i have throughout my life, for the person i think is best qualified to be president of the united states. and i don't adhere to a single party line. so i'm not committed to barack obama, i'm not committed to a republican candidate. i will see who emerges. right now i do not see on the republican side any one individual who i think is going to emerge at the top of the pile. so it's going to be an interesting 2011 and a very interesting early 2012, as the primaries begin and they separate themselves. but i am not committed to any candidate until i see all the candidates. and finally see who the two candidates are who are going for this position. >> he went on to tell our candy crowley that obama has addressed campaign promises but still has a way to do. rudy giuliani is talking once again about the possibility that he'll run this time. on an interview on "piers morgan tonight" tonight he says he is more likely to run in 201 if sarah palin does, too. >> would you be more tempted to run if she wasn't? >> maybe the opposite. >> really? >> yeah. maybe the opposite because my one chance, if i have a chance, is that -- i'm considered a moderate republican. >> yeah. >> so the more republicans in which i can show a contrast, probably the better chance that i have. >> you've become the acceptable face of the republican party? >> i don't know if i'm acceptable, but the question is, the way i got elected mayor of new york city was not being acceptable. my slogan was, you can't do any worse. things were so bad, you need me. >> you can see more of piers morgan's interview tonight with former new york mayor rudy giuliani 9:00 eastern only on "piers morgan tonight." a drama, at see a cruise ship carrying three american citizens lost power and sent spinning off the coast of cuba. they shot video of the rescue. you can hear the high winds and see the swells. witnesses say it was clear the crew of the small ship had been through a lot. >> their boat was pretty well wrecked. there was a lot of gas cans and just everything was just thrown amok all over their boat. i think they had been tossed and turned for white a while out there. >> three boaters also had to deal with waves made by the huge oeg ocean liner but they did eventually make it on board along with their cat, unexpected cruise. i'm sure they were so grateful. >> the cat. well, he was fitness guru before people were talking about fitness. jack lalanne has died at 96 years old. there he is. told by the public now or at least coming out of his camp that he died of respiratory failure do to pneumonia. at his age he was still working out and eating right, according to his family, up until the day he died. he is the one who is giving credit for really founding the modern fitness movement. he was trying to get america and americans to get them going, get them moving and dealing with their personal health even before it became a huge national issue, before it became all the craze. also had a workout show on tv for some two decades. jack lalanne, dead at the age of 96. in the big apple. there are going to be spots downtown on wall street where the winds will be humming higher. feel colder than that. wintry precip heading across the lower great lakes. shouldn't amount to a whole lot. should be a slick go across indiana and illinois. and then some rain heading across parts of the gulf of mexico. this is going to be developing over the next day or two. it will bring beneficial rain across parts of the south easter. at one point we thought it might be a wintry mess across the southeast. maybe the back side will get some snow. this will head up towards the the do not buy list. do you have a thing or two to learn from chinese mothers? you may have heard, last week it was all the rage, a book and a study put out last week saying that some of the practices of chinese mothers, you know, a little stricter and sometimes the kids are performing a little better. alina cho is here. this controversy just will not go away. >> as a result, this is a best-selling book. i know you spoke to the author. she said the book is about her own evolution as a mother that is not why this book is getting attention, you know by now. we have heard from the author amy. we heard from experts and parents. what about the young adults who have just lived through this, raidsed by so-called tiger mothers. we talked to a group of asian-american 20 and 30 somethings who spoke candidly about the reali weities of growing up in an asian-american househo household. even though all of them found that some of her parenting style is over the top, they all agree that her emphasis on the value of education is spot on. >> obviously no asian kid cannot get good grades. that's just an expectation that you're going to get straight as and we're going to do real, really well in school. you've got to play the by anna and violin. i was a veola so maybe i was a failure. and chinese school every sunday. two hours, got to do it. >> i went to korean school every weekend and i also play the piano. david hung also told us education was so important that his father even up rooted the entire family without any job security, moving from florida to virginia because he read that fairfax county public schools were among the best in the nation. kenneth lynn's family also moved to a better school district, in a neighborhood slightly out of their means which meant his father worked three jobs. that put enormous pressure on him to succeed. >> if you don't succeed then you are hurting and letting down your family. >> bringing shame? >> not just bringing shame. your parents are so invested in you and your succeed and when you don't succeed, it injuries them. i think even children pick up that kind of energy and start feeling responsibility. >> that's for sure. a responsibility that sometimes means giving up that thing you really want to do in life. michelle chi a's case it was school sports. watch. >> your mother made you quit the lacrosse team. >> she did, yes. >> why? >> because she thought that i need to study for my s.a.t.s by mun j my junior year and i wasn't able to play lacrosse for one season. >> how did that make you feel sfl very upset. >> you did it. >> i did it because i had to respect my parents. >> respect is very, very big. michelle said sports was the reward for doing well in school and to doing well in piano and violin competitions. while all of them felt pressure to succeed they emphasized how deeply their parents loved them and how that pressure they felt was really about respecting their parents and wanting to do well to show them that they could. you know, what's interesting is that amy says in her book, my western friends who consider themselves strict make their children practice instruments for 30 minutes a day. chinese mother, the first hour is the easy part, it's hours two and three that's tough. all of them laughed as a result. she says toward the end of the book that western parenting is about building self-esteem while chinese parenting is about not letting up. >> she said that building self-esteem, what we do is by telling people that you did a good job, even when you didn't. it is actually worse because once they hit the real world and realize they're not doing well, it's too late. >> that's right. you know, i have an interesting story. i was asking my mother about this because i obviously a lot about my childhood i don't remember. and i said, when did i start reading. she said, oh, you started reading in kindergarten and you were one of the only ones in the class so you became the teacher's assistant. you taught other students how to read. i said why -- what do you think it is about the way that i was raised that, you know, maybe i progressed faster than the other kids in class. she paused and said, well, you know, you're just smarter and better. i thought, you know what, that is another aspect of asian parenting. you know, sometimes it's, no, you're not good enough, practice harder, or sometimes it is sort of helping them along by saying you did do well. so there are different ways to do it. the end result is often the same though. >> all right. alina, i love it lines in the audience. many of them at least agreeing to sit next to someone on the other side of the aisle. is it just another empty gesture or are they serious about bringing more civility to walk? did you catch football's final four yesterday? we know who is going to the super bowl but a lot of the talk today is about one quarterback who was crying and another quarterback who quit. wooets we'll explain that with veteran sports anchor man lynn berman. the story who had so many talking last week. a baby taken 19 days old, reunite with her family. now the woman who raised that child is under arrest. we're talking about carlina white. someone snatched her from a new york hospital in 1987, see the picture there on the left of the child. she was raised by another family, not her real family, in connecticut. >> now that woman who raised carlina white, ann pettway, is under arrest, picked up in connecticut yesterday on different charges. susan candiotti joins us now. are police saying she's the kad kidd napper of carlina white? >> they say she is. she will be appearing in court here in new york city today. you know, cnn exclusively broke the news of ann pettway's surrender to the fbi on sunday. she faces those federal kidnapping charges today. whether she's cooperating is not clear. what is clear is that the search for her picked up steam saturday when an employee at a pawn shop in bridgeport, connecticut, recognized her from media reports. she showed up there to try to pawn some jewelry. she didn't like the price and left after just a few minutes. cops were called to the store and police told me they confirmed it was really her. >> they were able to obtain some video of surveillance from the store and they -- based on what they observed and the photographs we had of her, they confirmed the fact that it was her in question. >> and she came in by herself? >> she came in by herself, yes. and she turned around and she left, you know, on foot. the clerk advised the detectives that he didn't observe her get into a car. he immediately jumped on a telephone and called the police department, made them aware of his sightings. >> and then the very next day, on sunday, yesterday, she turned herself in to the fbi. >> but getting hooked up with the police, facebook was involved? >> yes, exactly. we don't know all of the details. a law enforcement source tells us that she contacted the bridgeport police via facebook. and then after that, she turned herself in to the fbi there in bridgeport, connecticut. that's right. >> and as you said, facing federal kidnapping charges. >> that's right. exactly. we -- she will be appearing in court. we don't know yet whether she has a lawyer or whether one will be assigned to her. but she'll be there. whether she says something in court, we don't know. we will be there to watch all of this. still waiting to hear from her family, any reaction. we know that in the past the birth mother of carlina white has said in reports after their reunion that she would like to really face the person who snatched her baby to find out why did you do this? maybe we'll get some answers now. >> all right. susan candiotti on this transferred friday to memorial herman texas medical center but she's been in the icu since she got there because doctorsing are draining fluid from her brain and she can't start rehab until that is completed. she is expected to remain in the houston facility for up to six months. the man accused of shooting gabrielle giffords will be in court today for arraignment in phoenix that's supposed to happen this afternoon. right now he's facing three charges, indicted on three charges of attempted murder. again, he's accused of killing six people. will m. legal experts expect more charges to come, including those murder charges. also new this morning. israel out with a report on a bloody flotilla raid that caused a crisis in may. commission saying that the deadly raid on an aid boat for gaza was, quote, regrettable but legal. the report says israeli troops were attacked and they acted professionally to enforce the lockade. one survivor of the raid called the report, quote, a whitewash and a, quote, sick joke. 50-year-old ambulance just went on the auction block and was sold for $132,000. but this is not just any ambulance. it was reportedly the one used to transport j.f. kennedy after his assassination back in the '60s. now, i say supposedly. it went for $132,000. but many suspect it could have gone for a lot more but there were doubts raised about the authenticity and whether or not the former president actually ever was carried in that ambulance. the police in detroit say that he just walked into their precinct and started shooting. four officers were hit. all are expected to survive. the suspect was eventually shot and killed by police. a female cop was shot in the chest but wearing a bullet proof vest. the city's police chief is now calling for more security at all detroit precinct houses. also, two people are dead after a wild shootout in front of a walmart. this happened yesterday afternoon in a walmart just outside of seattle. also two sheriff's deputy were wounded. recovering and expected to be just fine. a cop tried to question a man acting suspiciously, according to a call that came in to police. they tried to question him. he turned around and opened fire. cops rushed fire, killed him and also another woman who was out side is believed to be an acquaintance of that suspect. ontario, a car dash cam captured the whole thing. left of your screen. a tractor trailer came crashing through the guardrail. there you see it losing control and dumping about 30 tons of sand. happened friday morning. there were several other vehicles involved. no one was injured in this this pretty amazing when you see the video. barely missing the other big rig on the other side of the road. the truck driver blamed the accident on poor driving conditions, but he has been charged with careless driving. seven minutes past the hour. rob marciano keeping an eye on the issues happening south of the northeast once again being targeted. >> cold air in place. the northeast really in it, especially upstate new york and northern parts of new england. some of the windchills are frightening. six degrees is what it currently is. temperature measured in the shade, without windchill included, in new york city. you go to syracuse and new york, minus 12. minus 11 inial b albany. minus 12 in portland. the winds, it feels like minus four in new york city. feels like minus 23 in boston. i have found some windchills, minus 31 in portland, by the way. minus 49 in parts of central maine. this is dangerous stuff. certainly you want to keep your skin covered up as you head out the door. here's the national map. storm is developing across parts of the south that will bring heavy rains through parts of texas and louisiana and through georgia and alabama and next year have to wait while steelers fans are making super bowl plans. they beat the jets. afc championship game. led 24-0 in the first half before the jets staged a second half comeback. scored 19 unanswered points. unfortunately fell short. pittsburgh will be playing in the third super bowl in the last six years. meanwhile, the packers will meet them in the big game. they beat the chicago bears, 21-14. packers looked in control of this game and the bears made a bit of a run. it got competitive. then it kind of put it out of way with that touchdown you just saw there. so much being talked about in this game is the bears quarterback, jay cutler, went out in the third quarter with a knee injury. some are calling it a mysterious knee injury. and he is just getting dogged by so many other players around the nfl, saying, hey, you've got the super bowl on the line, you do everything you can do to get in that game. even pointed out they didn't see a lot of trainers tending to him on the sideline. that's just a side thing. i they are making it to the super bowl. we will be talking about the football season with lin in a few minutes. president obama, the big speech planned for tomorrow night. it's not expected to cover a lot of ground. instead, it's going to be single focused on one critical issue that could make or break his presidency. we'll have a preview. also, one big issue will be on spending and how much of it to cut. republicans are making it clear, where they stand on the issue. and the surf was dangerous in northern california. famous spot, this is half-moon president who took a shellacking in the midterm elections is going to be focusing on what americans want him to focus on, jobs and economy. let's turn to our jim acosta who is keeping an eye on things for news washington. jim, good morning. not a lot of surprise that this is the thing the president is going to focus on. >> that's right. from all indications, president obama will be striking a centrist tone at this state of the union. in the wake of the tucson tragedy, national unity will be the dominant theme. one idea that has caught on a bipartisan seating arrangement. check this out. members of congress in both the house and the senate won't be sitting in their usual spots. at least not all of them. with the parties on separate sides of the aisle. instead, roughly 60 democrats and republicans will be sitting side by side and folks in washington have dubbed these pairings state dates. check out the political odd couples we're talking about here. new york democrat chuck schumer and oklahoma republican tom coburn. illinois democrat tick durbin said he's looking forward to sheeting f. next to mark kirk. there are many more. >> more important than the appearance of sitting together is what we do together. the american people are more interested in actual accomplishments on a bipartisan basis here in the next six to nine months than they are the seating arrangement at the state of the union. >> my new senate republican colleague from illinois mark kirk and i are going to sit together. i bringing the popcorn, he's bringing a coke with two straws. i'm just kidding, of course. >> it's getting a little icky, eyes. but not everybody on capitol hill is into this idea. republican congressman paul brown has called this a democratic attempt to silence republicans and the symbolism you might guess is only going to go so far because republicans and democrats are already locking horns over spend ppg the president is expected to call for investments to create jobs, but republicans hear investments and think new government spending. their motto for tomorrow night is cut and grow. kiran and t.j.? >> all right, we'll have to see how it goes down with the seating. it will make for some interesting viewing. >> absolutely. >> -- of the state of the union. yeah, whether that boils down into any long-term bipartisan progress, a different story. >> it's a good right. they have to go way beyond symbolism for some of the big issues happening over the next year. the president likely to be talking about something in his state of the union that his critics are going to call new stimulus, new spending. and you're going to see a big fight along there. the white house is sort of pivoted, switched the focus to u.s. competitiveness and republicans see that as a thin veil for more spending. here's what we're expecting the president likely to see he would like to see more investments or spending in. infrastructure, education, research and development. what you are going to hear from republicans is that that's just all a new way of saying more spending, more spending, more spending. the president will say, no, no, no, targeted budget cuts and targeted spending the grow the economy and grow jobs. this is how dick durbin, a liberal senator, and mitch mcconnell, republican leader in congress, this is what they said. listen. >> this part of the sim husband, but we're sensitive to the deficit. i was part of the president's deficit commission. they said be careful. don't start the serious spending cuts. the deficit reduction until we're clearly out of the recession in 2013. maybe it will be sooner. but that warning is something we shouldn't forget. >> any time they want to spend they call it investment. so i think you will hear the president talk about investing a lot tuesday night. this is not a time to be looking at pumping up government spending in very many areas. >> so they can sit next to each other but they still have very different views of where we should be going from here. some think we need to be making really important spending decisions. right now to make sure the economy gets back on its feet so the u.s. can compete on a global playing field, there are others who say, no, no, no, we have got to cut our way out, got to undo some of the things we've done over the past couple of years. huge differences. president likely to layout this case for more spending, more targeted spending, more competition to make the u.s. more competitive and, thus, grow jobs. we'll see how it comes down. >> all right, >> amazing? >> a bluff that the possibility of some sort of lockout because of negotiations breaking down? >> the contract's up. we'll know in a few months. to me the nfl is having its most successful season. ratings are through the roof. all other sports, ratings decline. the nfl is doing gang busters this year. billions of dollars on the table. if these guys can't decide how to carve it up in a pockets on both their houses. >> too much money. everybody is saying it will get done because there's so much money out there. still, you listen to both sides. it sounds like it's a done deal. >> they're t not going to have them take off just yet here. >> yeah, we're going to talk about other things. len is famous for spanning the world segment that many remember. the next story is in honor of you. we're going to start off being in northern california. the players there -- players, see, i'm still on sports. surfers are playing in the water. hospitalized, one of them in serious condition. he was injured catching a massive 25-foot wave. this is in half-moon bay. this is the weekend. authorities say he was surfing where the maverick surf contest is held. popular winter destination where the top wave surfers. 24 hours' notice. dozens of them got tackled in what they consider the most dangerous waves mother nature has ever concocted. >> wow. they were wearing helmets? >> free daily e-mail. join the party. it's cool that you guys are going to sit with the fox people and watch the state of the union address tonight. that's very nice that you guys are all getting together. >> me and bill hemmer, we already worked it out. >> very cool. together. >> thanks, len. >> great to see you. >> nice seeing you guys. thanks. coming up here, we'll give you an update on the remarkable recovery of gabrielle giffords even though her rehab can't get started just yet. we'll explain why. and this is what len was referring to, who is going to be sitting next to whom at tomorrow's state of the union address. it's date night in the congress. john will join us about this. hello there. bottom of the hour here on this "american morning." appreciate you all staying with us. it is going to be cold in the a lot of places. not just your normal cold. this is below zero type of cold. another storm system going to be really hitting the northeast and dropping temperatures in a major way. also expecting another storm system in the south this week that could be bringing more snow. caught on tape, a car chase. 58-year-old woman, the officer is now under investigation. broke through the driver's side window and punched her five times. police say the woman was speeding and that he had to ram the car to stop her and that she refused to open the window. the fake mom is in custody. we're talking about ann pettway. there she is. she is the woman accuse of taking carlina white from the hospital in 1987. white and her real mom were just reunited last week. you saw that story. but the fake mom now in custody. taken into custody in connecticut. expected to make a court appearance today. tucson shooting suspect jared loughner will be in federal court in phoenix this afternoon for an arraignment hearing. he could be hit with more charges including murder. right now he's only formally charge with three counts of attempted murder. now i want to give you another update on congresswoman gabrielle giffords' condition. she movtd from tucson over to houston to go to rehab but not being allowed to start that rehab just yet. >> she's made enormous strides but one thing they're dealing with is fluid on the brain. the congresswoman is on the icu because of that. elizabeth cohen was there for giffords' arrival. when we talk about the fluid on the brain. how soon will they know if this is something that's going to resolve snits. >> we were told, kiran, on friday at the beginning of this week, if they're going to start checking and seeing how that fluid is doing and if they can take the drain out of her head. she's got a drain that drains the fluid from inside her head to it outside. look at what i mean by this fluid. over here would be a normal brain where there's some fluid. over here you can see there's an over abundance of fluid. that pink is swelling. it's putting a lot of pressure on the brain. you have to drain that fluid. and as long as that drain is in her head, she has to stay in the intensive care unit. she can get a little bit of physical therapy but can't begin her true rehab this that dram comes out. >> forgive my ignorance here. you speak of it as a drain. how exactly is this taking place? how do you exactly drain the brain? >> you know it's actually a lot simpler than it sounds. it's literally a drain. it is a tube that's placed in her head. it goes into -- let me bring that up again. it goes into this fluid and brings it to outside her body. and so this is -- what you've got is a tube going from outside to inside the brain. now, as you can guess, this is not a great situation. you don't want to have this in there for too long. it's not unusual for someone to need it after her injury, but you can introduce infection relatively easily. so they really want to get that drain out of there. that's what they're aiming for. now, if there's still too much fluid they do something that's quite interesting. what they do is they take what's called the shunt. so they take kind of a drain and they drain it internally in her body and the fluid instead of going outside would stay inside her body and go to her abdomen. so again, if there's too much fluid to take that drain out entirely, instead of draining it outside her body, they'll set it up so it drains inside her body. and some people walk around with those shunts for the rest of their lives. >> and it sounds gruesome, of course. i mean, this is not something easy to recover from at all. but they're still noting her remarkable progress and noting some new things she's able to do, elizabeth. >> right. they say she is way stronger, kiran, than they thought she was. for example, and way more aware, too. she noticed, for example, that one of her nurses in arizona, as she was coming back from arizona to texas, they noticed that she was looking at a ring that one of her nurses was wearing. the nurse took off the ring and she held her nurse's ring and she twisted it around and she looked at it. when the nurse went to take back the ring she held it. she didn't want to give it back. they said that showed a certain amount of coordination in her arm and showed she had a sense of humor about keeping this ring. they've really been impressed with the strength on the left side of her body. her right side not as much. they've been impressed with the strength on her left side and one of the doctors told a little story about that when i was there a couple days ago. let's take a listen. >> at one point her leg dangling off the bed. we asked her to bring her leg up. after a couple of seconds she brought her leg up without any further delay. >> so that doctor told me he didn't think that she would be able to take a leg that was dangling on the bedside and lift it up on top of the bed. he was impressed by that. kiran, t.j.? >> so much of what she's done over the past two weeks has been impressive. certainly wishing her the best as she continues her rehab. thank you so much. mark kelly, her husband, gabrielle giffords' husband, wants to stay by her side, even if that means giving up his side by the first lady at the state of the union. yes, an invitation has been extended to mark kelly to be at the state of the union, in the first lady's box. in all likelihood, he will not make it because he wants to stay next to his wife in texas. meanwhile, the intern daniel hernandez, sounds like he's going to be going to the state of the union. telling the arizona newspaper he's sitting in the first lady's box. trying to confirm this with the white house. he's reporting his doing so. hers the one in the picture there. you have seen so much about since that shooting he was there, applying pressure to her wound. a lot of people crediting him with keeping her alive. >> he also got the standing ovation when the president spoke at that memorial service as well. it is capitol hill craze right now. pairing off for the state of the union address. sitting by your member from the other side of the aisle. our john avalon is going to be sitting next to me live in just a moment to talk about it. is it just political posturing or true fresh start in terms of working together in congress. we'll talking about it coming up. 40 minutes past the hour. they're calling it date night in washington. member ofrs congress pairing off with a colleague from the opposite party to sit next to you at the state of the union. 59 lawmakers have agreed to cross the aisle and sit together. kirsten gillibrand is going to be sitting with john thune. they joke it's the good hair pairing. illinois senators dick durbin and mark kirk and tom udall and john mccain. the big question is whether or not these seating arrangements will turn into any long-lasting bipartisanship or whether this is just a show. joining me now to talk about it the cnn contributor john avalon who has written a lot about the need for more civility in politics. is this real bipartisanship or just, you know, dog and pony show. >> you can call this photo-op by partisansh partisanship. it's a step in the right direction. they should be applauded for taking this symbolic step. >> not everyone is on board. the leader in the senate, mick mcconne -- mitch mcconnell said he's not going to do it. they're more interesting in accomplishments than seating arrangements. does he have a point? >> sure. the style and issue at the end of the day, it's the substance. if mcconnell are going to say i'm not even going to indulge in this, what is to make them think they're going to have good faith in building on real legislation. the real question is if president obama as expected tries to reach out on some policy issues, are they going to meet him halfway or is there still going to be a wing in the republican party addicted to the no obama strategy? that will be a misreading of where the american public is. new gallop poll shows that they want the president and republicans to find a way to work together. that's a pretty clear message. it's incumbent on both of them to realize that and follow through on. >> it's interesting you say that because some republicans say, look, we are not going to say yes to new spending in any way, shape, or form, regardless of how we want to put it, if we want to say it's for reinvesting in our nation, if it's for investing in innovation. and in fact, george's paul braun said it's a democratic trap and a ruse because it would stop republicans from being able to express some reservations about the substance of the president's speech. >> let's consider the source here. this congressman was the first congressman with less than a week after president obama's election in 2008 to calm paompa president to hitler and dictator. >> why do we love the hitler reference? >> we don't. we have seen that and it is a symbol of bush derangement syndrome on the left and obama derangement syndrome on the right. when they effort to reach across the aisle as a trap, i discount the source. he's clearly out of touch with what the change the american people want to make. we got to follow through on the real substance of this and it's going to be a real question. there are things the president can't propose, like infrom structure bank, republicans should be able to get behind but it will take courage. but it's out of what they've been conditioned to do. >> they liken 72% agreeing that they like the display of bipartisan ship according to a research poll. but they also -- they also say, okay, fine, this could be a good first step. but we want to see further action. >> absolutely. look, that's what this is about. at the end of the day, this -- this state of the union address is the super bowl for policy walks. this is the opportunity to put policy ideas ahead and set national agenda. it's all about the substance and the follow through. the photo-op bipartisanship is not enough. they need to find the common ground they can find on policy legislation and then build on it. that's the opportunity. that's the obligation. >> i just want to ask you one other quick question. >> sure. >> rudy giuliani, you were his speech writer for many years. he asked whether or not he was going to throw his hat in the ring for president by piers morgan. he said it depends on what sarah palin does in a way. meaning he wants to differentiate himself as a more moderate republican voice. >> sure. >> is he going to do it again? >> at this point, guys. you're kind of used to it. this winter -- >> we need a break. >> you know, you get another six inches of snow, it's no big deal. that may happen. the more immediate concern is the bitterly cold temperatures that are in place right now across the northeastern quarter of the cornry. six degrees in new york. nine degrees in philadelphia. minus two in boston. minus 11 in albany. you factor in the wind and it gets more dangerous. feels like minus 23, feels like 31 degrees below zero in portland, maine. other spots are 40 to 49 degrees below zero. that will get you frostbite in a matter of minutes. minus 20 in albany. this little kind of warm front, not a whole lot of precip is heading towards the northeast. this isn't going to do much. this is ushering in another little chunk of cold air for the upper midwest after a brief warm-up for them yesterday and today. this is the rain maker that's going to be developing across the upper texas coastline. for the most part, beneficial rains. i think it will bring in enough gulf warmth to where it will all be rain across the gulf states. the back side of this may bring in a little bit of snow as it gets off the carolina coast and up towards the northeast. speaking of carolina coast. check out this video coming in to us from over the weekend. a novelty snowstorm on the beaches of north carolina. this is where they saw 7 1/2 inches of snow. the sun came up over the horizon. to not only sandy dunes but snow-covered dunes as well. the outer banks seeing similar numbers. traveling today, 60-minute delays in cleveland, chicago, houston, detroit, and the west coast, cooling down after the santa ana winds were blowing over the weekend. t.j. and kiran, back up to you. >> all right. tanks thanks so much, reporteob. teachers holding parents more accountable for how involved they are in the kids education. we're going to are in their kids' education. whether this would work or lead to more finger pointing. >> what now from the airline? >> yes. she turned around and left on foot. the clerk advised the detectives that he didn't observe her get in a car. he made the police department aware of his sightings. >> the next day, sunday, yesterday, pettway turned herself in. >> she did this by reaching out through facebook. this is bizarre as well. >> yeah. we learned from a law enforcement source she reached out to police on the bridgeport facebook page and then turned herself into the fbi. >> any reaction from the real family or the fake family? >> not yet. of course, we have been reaching out to them. perhaps they will be in court today. the birth mother has said she really would like to get some answers from the woman who is accused of stealing her baby. maybe now she will get some answers. >> susan candiotti, thanks so much. >> you bet. i'll take you to a walmart where two people were killed, just outside of seattle, 15 miles outside of seattle, two people were killed after police were called because a man was acting strangely. they got there, tried to question him, he turns around and opens fire. two sheriff's deputies were injured and another young woman was killed in the parking that police believe was tied to the suspect. police in detroit say a gunman walked into their precinct and started shooting. four officers were hit. everyone is expected to survive. the suspect was shot and killed. a female officer was shot in the chest saved from injury by a bullet proof vest. >> in light of what happened in tucson, arizona, with congresswoman giffords and with this incident, of course, we have to take a step back and reassess security procedure at each one of our facilities. we want to engage our public, but incidents like this are very sobering. >> a police commander shot in the back. he had surgery and his prognosis is good. the famed fitness guru jack lalanne is dead at the age of 96. died of respiratory failure because of pneumonia. this is a man many of you will know from so many stunts he pulled throughout his life. at one point doing 1,000 push p push-ups in 20 minutes. he did these stunts into his later years. he was the founder of the modern fitness movement. he was talking about moving and eating right before everyone was into it. jack lalanne, 96 years old. >> they say he started the fitness craze when doctors were telling people lifting weights were bad for your heart. >> he started it all. he was in great shape into your 90s. 94-year-old zsa zsa gabor is back home after having her right leg amputated. her husband is putting their mansion up for sale to pay for medical bills. the home once belonged to elvis presley. the state of the uniyoon is going to be like a middle school assembly. this is the odd couple and the dating game. 50 members of the house and senate onboard by doing a simple bipartisan gesture of democrats and republicans sitting together. a few of if faces who have a date. dick durbin and mark curt. don't they make a cute couple? call now or go online for free information. breaking news. you are looking at video from fairport harbor in ohio, near cleveland. they have told this entire village to evacuate because perhaps a gas explosion of some short. there have been multiple structure fires and a severe smell of gas in the area and they are trying to get people out. >> they confirmed at least five different homes are on fire and no one has a good idea of why. if they have to evacuate the area, we are talking about 3,000 people who have to leave the area. we do not have words of injury. but all 17 fire departments in this particular county have been called out and are on the scene now to try to deal with whatever they are dealing with and they are not quite sure yet. they have a suspected gas leak. a very dangerous situation. the one we saw in california where essentially a whole neighborhood was leveled because of a gas leak and explosion there. we are talking about what sounds like, again, we don't know for sure, it is possibly a gas leak. at least five homes on fire in the area. something is going on. >> they are trying to evacuate a senior center as well. temperatures are quite cold. in the single digits in some cases, maybe the low teens. we will keep our eye on fairport harbor. christine romans is here, another week, another airline fee. >> hold on to your wallet when you hold on to prices. the cost of all kinds of commodities are up. they will try to recoupe this, fees on one hand, or higher food prices. the crb index of 19 commodities, coffee to cocoa to soybean oil, up sharply, up 23%. sugar prices, guys, they are up 90% in the past six months. wheat prices are up 95% in the last six months. oil prices up 20% in the last six months. all of this means that food companies, restaurants, airlines, everyone trying to figure out at what point they can pass these prices on to the consumer. so far they haven't been able to do it because we are so picky after the recession. bottom line takeaway for you, as you prepare your family budget you can count on spending more for a lot of things you are using every day. >> i have noticed food prices going up. >> there is no way they can absorb wheat prices going up 95%. this becomes a food security issue especially for poor countries. you are going to be talking about food prices and food shock. >> you gave us some over the northeast. in places it will feel like below zero. this is dangerous weather and two deaths are reportedly linked to this weather. the south could be seeing another storm. a car chase ending with a utah state trooper punching a woman in the head. a 58-year-old woman. he broke the driver's side window and hit her five times. video shows they had to ram the car and stop her. she refused to open the window. >> it was the story everybody is talking about last week. the fake mom is in custody. carlina white was taken in 1987 at 19 days old. she was able to link up with her real family. now her fake mom, ann pettway is in custody. she will be in court today to face charges. tucson shooting suspect jared loughner will be in federal court in phoenix for his arraignment hearing. so far he has only been charged with three counts of attempted murder. the congresswoman he is accused of shooting, gabrielle giffords, she was transferred to houston to rehab, but doctors will not let her do that rehab full time just yet. >> she is still in the icu this morning. elizabeth cohen joins us. she is still in intensive care because of the fluid on the brain. >> let me show you what that looks like. all of us have some amount of fluid in our brain. when you have an injury like she had, the fluid can build up. that pink, that is swelling and it puts pressure on the brain and that is not a good thing. so she has a drain that comes out of her brain to outside the body to drain the fluid. as long as she has the drain in her head she can't get out of the icu. she can't do full rehab until that drain comes out. >> there were so many little tidbits and updates about something new she was doing. what is she able to do these days? >> they are surprised at her strength on her left side. one of her doctors named gerard francisco. >> at one point her leg was dangling and we asked her to bring her leg up. after a couple of seconds she brought her left leg up without any further delay. >> the fact she could lift the leg up was surprising to them. she doesn't have the strength to stand on her own. she cannot quite speak. >> when she does get into the rehab full time the rigorous rehab, how long do they estimate the road to recovery is? >> they estimate that road to recovery is four to six months. that is an estimate. it could be shorter. it could be longer. i have spoken to people who have injuries similar to the congresswoman and they say it has gone on for years and years. every month they do rehab and physical therapy and it gets better. >> everyone is wishing her the best hoping she makes progress. >> her husband the astronaut mark kelly, he wants to stay by her side, even if that means giving up a coveted spot at the state of the union address. he was invited to sit next to the first lady in her box. you are used do seeing so many people sitting there. he would like to stay by his wife's side and will not make it there. the internal will make it. daniel hernandez, he is the one holding her hand as gabrielle giffords was leaving the scene. he applied pressure to the wound and a lot of people are giving him credit for keeping her alive until the paramedics got there. he, in fact, has been invited to the state of the union. >> how about the controversy after the battle hymn of the tiger mom. amy chua saying asian moms know how to raise children to be smarter. we talked to some children who were raised by their asian parents about how it shapes them and whether or not it is the best way to parent. lena cho is going to share that with us. you are used to your child showing up at home with a report card. what if a child bring home a report card for you. yeah. up with state is proposing the parent gets a grade. is it a good idea? it is 36 minutes past the hour. we have an update on the breaking news out of ohio. fairport harbor, the village. they were worried about needing to evacuate 3,000 people because of multiple fires and the severe smell of gas. one of our producers spoke to the lake county sheriff. all fires are believed to have been put out and the gas to the village is off. no reports of injuries, but no clear indication of what caused the fires in the first place. parents, listen up. your kid comes home with a report card and get all "a"s, as a parent maybe you are just sats factory. florida introduced a bill to have the teachers grade the parents. what do perry's principles say about this? joining us steve perry, founder of the capital prep magnet school. i know you pr loving this one, steve. let's go back to the basic premise here, how much of what happens with a child outside of the classroom has an impact on their performance in the classroom? >> what we know is that what happens in the classroom is what impacts the child's learning. now would it be nice if more parents knew more about how to help their children? of course. there is nothing in any teacher's training that would put them in a position to effectively judge the parenting of one of their student's parents. so why would we even consider that? >> what they are trying to do is here is get an assessment if something is not going right at home that correlates with what is happening with the grades in the classroom. thereby they can make a better assessment. >> they are not trying to do that. what they are trying to do is create more of a sfir. more of a cleavage obetween parents who don't come into school and those who come in and feel like they shouldn't be there. if they have the at least bit of interest in engaging parents she would form an opportunity for parents and teachers to come together not grade them. if getting a bad grade was impetus for people doing things right i would have an entire school of kids getting "a"s. >> the parents are not going to get sent to study hall. the parents communication, child's attendance, child's homework and test prep, child's physical preparation for school. you don't think the legislator is interested, necessarily, but they are trying to help them help the child. i know you are not a big advocate of anything other than an excellent teacher, but sometimes other people think what happens outside the classroom, whether the child is well fed, whether they go to sleep on time, affect what is happening in the classroom. >> t.j., i am a big proponent of solid proponent. in fact, anybody who is not taking care of your kids, i hope you have a horrible day, i hope your car doesn't stop. that doesn't the fact that i am hired to train teachers to educate children. that's what we do. that's our job. if it is too hard for you, find another job. we have the responsibility to make sure that we educate parents to the ways in which they can be more helpful to their children, but not to grade them. >> wait a minute -- >> hold on. we have parents who are immigrants who don't feel it is their responsibility to come into a school. the countries from which they come the school has got it. the school is responsible. is their children supposed to send home a bad gade for the parents. >> isn't part of your success is you know what is going on in your kid's life outside of the classroom and can help the child better the situation. that is what they seem to be trying to do in florida? >> no. they are trying to get you and i on television talking about something that has nothing to do with dietsching and learning. if they want to improve what is going on in the classroom, put more effective teachers in the classroom, better principals in the schools. design schools that are more likely to be successful than to waste our time having conversations about people who are not the biggest impact. >> parents are not the biggest impact? >> parents are important, but if your child gets a "d" on a test, is it your faultd? >> maybe you didn't get them up on time, maybe didn't get a new breakfast, possibly, yes, it is the parents' fault. >> no. different children learn differently, if i'm responsible for my child learning chemistry and i can't teach my child chemistry, what am i paying the teacher. >> steve, we can't finish it. i have to [ william ] after a couple of months, i was promoted to department manager. like, wow, really? me? a year later, i was promoted again. walmart even gave me a grant for my education. recently, he told me he turned down a job at one of the biggest banks in the country. this is where i want to be. i fully expect william will be my boss one day. my name is william and i work at walmart. ♪ we have some breaking news happening in st. petersburg, florida, where a local affiliate is reporting police officers shot. they say they are investigating what happened on the city's south side one and possibly two police officers may have been shot or have been shot actually and that crews have surrounded a house in an area where they believe suspects could be hiding out in the attic. again, this is breaking news so we are not getting many details right now. but we do know they are now looking for a suspect that shot one and perhaps two police officers in st. petersburg, florida. we want to turn from that breaking news to give you an update on another breaking story this morning. this is out of ohio, 30 miles outside of cleveland, an entire neighborhood, where authorities were thinking of evacuating 3,000 people. this is the bottom of your screen, ignore that part. there you go. that is a different story we will get to in a minute. this has to do with what they thought was a gas leak in a neighborhood that sparked at least five fires at five different homes in that area. they do have the gas shut off at this point point. 17 fire departments were called out, all of them in the county, for the possibility of evacuating. we don't have any word of injuries there. there was the smell of gas reported in the area as well. they had the gas out, but still they may be trying to evacuate 3,000 people because of the gas leak. things are going from bad to worse in washington, d.c. the inner loop of the beltway and morning commute snarled up because of this. a water main break shut down the inner loop in maryland. there are a lot of traffic problems. the beltway is closed between exit 15 and exit 11 because of water drifting on to the roads and because it is so cold, freezing. already one car accident attributed to that water main break. a couple of area schools on two-hour delay. >> let's turn to rob marciano. how cold is it in that area right now, the washington, d.c. area. >> it is 19 degrees. plenty cold to freeze water on the roadways even if it is moving. temperatures well over ten degrees below the freezing mark, it doesn't matter what the wind is doing. that is going to freeze it. ten degrees in philadelphia. the temperatures falling off the table. minus 12 in albany, minus 2 in boston. you factor in the windchill. it feels minus 8, minus 21 in albany, these are dangerously cold windchills that haven't warmed up much in the past couple of hours and won't warm up much in the next couple until you get in the sunshine. it is dangerously cold. 21 if you are lucky in new york city. a little warmer in atlanta, warming up across the plains which had drastically cold air -- did you hear that? a little construction in the a-t-l. live tv. light precip happening. this precip across the texas coast will increase in intensity. this is official rain and mostly rain. even though there is cold air in place. we fear a snow and ice storm again. it looks like the track will be farther north and warm air and mostly rain to the carolinas. the backside may bring snow to tennessee and georgia. the front side as it moves up the coastline wednesday and thursday the sleet and snow mixture from d.c. to new york city. like you guys haven't had enough yet. looks like you will get more wintry precip towards thursday. >> well, we are used to it, not saying we like it. 52 minutes past the hour. we'll be right back.
