Attempts to woo before next years election. Were live where the Central Bank Governor tells krvenz that the easing actions will help spur demand in the long run. Announcer youre watching worldwide exchange, bringing you Business News from around the globe. And we just had the eurozone pmi come in at 51. 1 for november. That is broadly in line with where its expected to come in, but does point to a 16month low. This follows individual Country Service pmi that weve had in the last 20 minutes or so, seema. It does. Lets focus in on germany. Germanys private sector grew at the slowest pace in the month of november as new business output prices fell. The reason were putting so much focus on pmi data is because this is the last piece of Critical Data that will come out ahead of the ecb meeting on thursday where mario draghi is expected to provide some type of additional commentary on monetary easing. Of course, the big question is if sovereign bond buying will be announced. Pmi data largely coming in d disappointing. Thats why youre seeing the euro weaken against the u. S. Dollar. It was trading at 1. 23 against the u. S. Dollar. So weve had individual countries coming ott. Spain with a disappointing reading. Italy was a better than expected reading. France was worse than expected and also came in below 50, but was in contraction territory. Then germany and the eurozone balanced out at 5. 1 as expected, but nonetheless, the euro has weakened throughout todays trade. It will be interesting to talk to some of our experts to understand how much of an impact the drop in the price of oil is having on pmi and manufacturing activity. In fact, speaking of oil, brent and wti are both trading higher in todays trade after a residers report showed a bigger than expected fall in u. S. Stockpile. Take a look at your screen. Brent crude trading at 70. 95. Nymex krup up 0. 8 . T. Boone pickens is predicting oil will return to the 100 level in the next 12 to 18 months. Up next, the billionaire investor says he expects opec to eventually cut production possibly in the first half of next year. Listen in. Weve increased production. A Million Barrels a year for the last three years. And that is remarkable, no place else in the world has that happened. So subsequently, i think youre going to probably see opec do something in the First Quarter of next year as far as cutting production. But im not so sure how much they have to cut to get to where i said you would be in 12 to 18 months. Youll be back at 100 a barrel. Amid signs of division in saudi arabia. The country could cut output if other nonopec countries, including russia, also took part in a reduction. Were joined now by simon evans, head of emerging markets research at commerzbank. He joins us from frankfurt. Lets kick off with russia. Of course, they significantly lowered their 2015 gdp forecast yesterday. Citing both the sanctions and the oil price for reasons for that. Which of those two factors is having a bigger impact on their economy . Well, i mean, it depends on what you see Oil Prices Drop as. I see it indirectly as part of the whoelg sanctions drive against russia. We dropped our gdp forecast at minus 1. 5 based on the Consumer Sentiment and based on investor sentiment. And if you look at the pmi, consumer confidence, theyre all reflecting whats going on in the ukraine and russia, this is a major driver as far as the oil price. And do you think mr. Putin is that bothered about the sanctions . He seems to be looking past. He seems happy to cut the gdp forecast. Why isnt he more concerned . Why isnt he saying more about this . Well, if you listen to Many Russians themselves saying history is showing us russians can take the pain for some time. So lets say, i dont know, anywhere between 3 and 12 months. This is shown historically. There seems to be some entrenchment here. If you listened to mr. Junckers comments last week, it is sort of military conflict. I wouldnt call this a frozen conflict of cold war. This is more than that. Its strong tension. And i think there mr. Putin is making his point. Oil prices resume their downward slide yesterday after that dead cat bounce on monday. One question is how much longer can we see this Oil Price Impact the market because the consumer doesnt seem to be spending as much as you would expect given Lower Oil Prices and a lot of that has to do with the uncertainty how much oil prices can continue to move lower. What are your thoughts there . Yes, absolutely. Whether youre looking at the west of the former iron curtain or to the east, consumers everywhere are worried. So i think that this Lower Oil Price has to take its effect. And you see dollar ruble pricing in already today an expectation that on a 12month basis, oil prices will remain at current levels. And actually, if the central bank were to intervene on a larger scale, then we would see that come up. And its interesting to see why the central bank is not doing this. There is one case apparently out there against having lost so many ethics reserves in the last nine months. If the central bank were to intervene meaningfully, lets say today or tomorrow, you would probably see dollar ruble collapse by about 10 even 15 . Theres all this psychology playing into the story. Simon, yesterday we did get the gdp cut from russia. We did have a wide range of Eastern European pmis, most of which was surprising to the upside, including russia. What does that tell you about the direction of the russian economy . I think as you were mentioning before, this Lower Oil Price, i think well have a positive effect on pmi. Generally in central and Eastern Europe, we are tending to see some positive effect because this year and next year youre continuing to see flows of eu funds from the 2007 to 2013 eu budget. And this is something thats butt resing growth rates in central and Eastern Europe this year and next year. So there are a whole load of mixed effects and countercyclical effects playing it into at the moment. Simon, thank you very much for joining us, we appreciate it. And weve been talking about the drop in the price of oil, the impact on global economies specifically on oil dependant economies like russia. Russia getting some investigation, the eu and the u. S. To reafoirm energy must not be used as a political tool. The eu and the u. S. Agree on the need to coordinate sanctions and to reaffirm that energy must not be used as a political tool. So well keep you updated on any news that breaks there. But again, some interesting news coming out given the price of oil, how that impacts global economies. Another big story, get more on the current and future oil prices straight from the front office of the worlds Biggest Energy economy, exxon mobil chairman and Ceo Rex Tillerson will be on squawk box today at 6 30 a. Lets have a look at the stoxx 50. Continental europe is up 0. 7 . Lets dive into the individual markets. The ftse 100 is weak today, down 0. 25 ahead of the chancellors autumn budget. Because its because of its heavyweighting of Energy Stocks which did already yesterday. Germany is up 0. 1 . France is flat and italy is down 0. 25 . Weve had those pmis out in the last half an hour or so. Well bring those to you as we talk about the euro. Weve got russia, as well. The micex index is up through the 1600 level, the peak for the year. The dollar has, of course, strengthened once again. The ruble off setting the gains in the micex, 54. 75. Lets look at top stocks, up almost 5 that rival shell is eyeing a takeover bid for telenor. 432. 6 on bp. Telenor is up about best part of 6 . Theyre planning to merge its danish rivals in a bid to cut profits. It will be structured as a 50 50 venture. Lavrox is looking for a new ceo. The uk bookmaker expects progress into next year. On the downside, metro, down over 5 after a hit from jpmorgan when it cut its stocks to underweight, citing concerns overhead windes and margins in russia. The eps forecast for next year by 15 . Weve had a little bit of profit taking in the bond markets yesterday and today after significant yield compression over the final quarter. Yesterday in the u. S. , we touched back up to 0. 3 . There is Corporate Bond issuance. A bit of profit taking in other bond markets. Germany is at 0. 7 4 . The italian moving in the other direction. Weve seen bond buying, weve seen record lows on the tenyear italian hovering at just above 2 . Were just above session lows at the moment, 1. 2337. Pmis have come out in the last hour. Spain came in worse than expected, but still above 50. Italy, above 50, as well. France was worse than expected and below 50 in contraction territory. 47. 9. Germany was at 52. 1. So above 50, but worst than expected. All in all, the eurozone coming in in line with specations. Lets now check in on markets in asia. Sri jegarajah is in singapore with an update. Thanks for that, will. Wee did see a bit of naughtsy, a bit of nice, and we got coal in the stocking for the malaysian benchma benchmark. The shanghai composite is still very much front running the idea that we are going to get some follow through stimulus measures from beijing to consolidate growth heading into 2015. And the market looking at the possibly of the cut in the rrr. Illustrate has been a bit of a choppy day. Nonetheless, extending the gains today. Turnover was at a record level in terms of volumes. This was a high energy melt up for the mainland equity market. Elsewhere, s p 500 up at the close by 0. 8 . Despite the fact we saw very disappointing gdp read for the quarter. Perhaps that is building the case of the minds of investors that we could see the rbi move to cut the benchmark rate sometime in 2015. He is forecasting a period of stability for Interest Rates. They kept the benchmark on hold yet at 2. 5 , a record hoe. I wonder who is going to change that tonight on the basis of the gdp number that we saw today. Thats how we stand. Now back to you in london. Thank you very much. 15 billion pounds for roads, a couple of the budgetmakers George Osborne will announce today when he delivers the autumn statement. Helia bra heemmy has more. We stood here today expecting not to introduce much this morning, to be honest, because the kitty is essentially empty. Theyre growing at 3 this year and weve got very low employment. We havent had the right kind of growth. And the right kind of growth would mean higher wages. That meant that he is likely to miss the decrease in the deficit by about 10 billion pounds. To give you an idea, debt to gdp in this country is now standing at about 79 . When George Osborne came to power as chancellor, he said he was going to try and get that gdp ratio to fall by 2015, 2015. Now that is going to be pushed out all the way to 2018. Remember, we are only halfway through this massive austerity program. There is so much more to be done. Solo we are going to have lots of tinkering around the edges, you mentioned roads, theres going to be more money for stock ups and business and extension in the funding for lending scheme, this is essentially cheap money for banks to lend into the real economy. This will be a few squeaks about property, there will be a load of stuff about tax evasion. Really, to be honest, i dont think he has the ability to offer much in the way of giveaways because the uk economy, although its growing, is still massively indebted. Back to you. The weather should benefit the belt in brazil, putting pressure on futures. Coffee has been a volatile trade over the past couple of months back in october. Now these concerns in south america have pushed the price lower. Yeah. Coffee was an interesting. That said, right now, we are seeing rain. The reason why coffee was rallying was because we had this 18year drought in brazil. There is real concern that it was going to be badly affected. We are now seen signs that rains are coming. This is the rainey season, so we should be seeing it, anyway. And so the markets are selling off in anticipation this is going to help the moisture. But it may be too late if you think about it properly. Does it impact the cup of coffee that i buy every morning . Yes. Some of the roasters, the starbucks, some of these are said to pass on the high cost of the coffee beans on to the retail level. So yes, we would expect at some point you would start seeing these through. But i dont think were quite out of the woods yet. We do fear some damage has been done to the trade. On the demand side, you have robust will be growing much quicker. I thought it was the other way around. If you look at it from a global context, demand is growing very fast at emerging markets. That tends to be robuster. Its the developed countries, like the u. S. And europe where demand for premium coffees from brazil, south america, tends to be high in demand. Bur they account for a slower proportion compared to the fastmoving market. Let move away from that and talk about sugar. Is that automatically bad for sugar prices . In the shortterm right now, the sugar market fundamentals are heavy. What is happening in sugar is that the currencies are impacting in a negative way. When you have a strong u. S. Along with the economy, immigration is high on the agenda heading into the election for 2015 in the uk. Prime minister David Camerons view has suffered in recent days going from a possible migration cap to a restriction on benefits Migrant Workers can receive. Our uk Business Editor, Helia Ebrahimi is there ahead of the chancellors statement. Helia. Good morning. Yes, we might get some tinkering about Migrant Workers coming from the eu, but really, you know this has been the big political issue of the last couple of months and is set to be the big issue of the next election. With me now to discuss this matter further is ryan born and raoul. Can i start with you, the Prime Minister stood up just a while ago to talk about immigration. He was slightly easier than the caps that people were led to believe. But he basically took a handout from your proposals, didnt he . Well, i mean, weve done a lot of research into it. And i think what the Prime Minister royces is that the base has moved from the question to the inward benefit question about migration to try and find the policy which attempts to limit the level of inwork immigrants will receive. That will help on the lower end of the wage scale where were seeing the pressures and where people are concerned about the impact of eu migrants. Can i just ask ryan, do you think these proposals are workable as they stand . I think theyre going to be difficult. But there is appetite for change. Personally, i think immigration by and large has been good for the economy. I dont want a situation where the government is sort of picking winners in the labor market. So i guess of all the policies that you could propose, this is probably the least bad. The least disportionary. The factors arent purely to do with productivity and boosting the labor market. Why is there such a negative view from the electorate about immigration . The ucl suggested this to the economy. How has that message not got through on the ground . That leads to some social pressures in some areas and some very observable changes in demographics. And i think thats really what concerned people. The sorted of antiimmigrant groups, theyve got pretty much free pass on the economics. Theyve been able to say that it reduces wages and leads to displacement of workers. But it seems too late now to make that case, the police debate, as well, has shifted and shifted a lot since then. And raoul, what are you expecting to see from the government in terms of these proposals and george as born this morning . I think the main proposals at the moment are not focused on the other 40 , 50 of the population which expressed concern about migration. The receipt 069 population are concerned about the impact. Theyre trying to target the policies to affect the negative impact on certain sectors, even though that has remained. Ultimately, people arent feeling it in their pocket. And part of that is because there is migration. People are coming here and that is creating a downward pressure on peoples pay packets as well as older people working. Is this something that can be done about that . By that logic, we would have expected downward wage pressure on existing male workers. That didnt happen. In the aftermarket, the banks ability to allocate properly, people being laid off, average productivity is completely stagnated. That is ultimately what determined standards. Clearly, that subject of immigration is going to continue to rumble on past today right up until the general election. I know you are doing all you can to improve the productivity in the uk. Well be back with helia throughout the show and bringing you the statement live later this arch. Moving on, the japanese Prime Ministers are under way. Lets get the story live from tokyo. Its been two years since Prime Minister abe took Office Following a land slide victory. And when the efrlths to revital id the economy will be approved or not. The Ruling Liberal Democratic Party needs around 270 seats to continue with discussion. The opposition parties have been made to cramble and are not very well prepared to knock him off his footing. So if the ldp manages to retain its stay in the lower house, it would likely keep abe in power for the next four years. Abe himself says the Ruling Coalition should be happy to win a simple majority and has vowed to resign if the results fall short of expectations. Moving on, u. S. Auto sales shifted up a gear in october for month on month sips 2003. Phil lebeau filed this report. The combination of a Strong Economy and big sales on black friday drove better than expected auto sales for the month of november here in the u. S. Overall, the pace of sales was 17. 2 million vehicles. What drove business at dealers ships last month . Basically suvs, trucks, pickups, they were all in demand. Americans have once discovered their love affair with suvs as gas price ves moved below 3 a gallon. And what stands out about that love affair . The jeep cherokee. Chrysler reported far better than expected Sales Numbers with sales improving by 20 . Toyota prius, hybrids are not in demand in the u. S. As gas prices have moved lower. Last month, toyota prius sales were down 13 . Right now, the u. S. Is on track for 16. 5 million vehicles. And were joined now by mike thanks very much for joining us. Lets quickly touch on those u. S. November auto sales. Who are the main winners . Its the usual suspects. Were talking about suvs, the big three in the u. S. , so ford, gm and chrysler. Chrysler has done particularly well on the month. It seems to me like this is a moment to get out before we see the turn downward. Thats the question around the states. Were less concerned about that, but in terms of growth Going Forward, we think it starts to look fairley pedestrian. We are back at precrisis levels in the u. S. What happens to hybrid cars . Manufacturers have been relentlessly working on cars. What happens to that business . Great question just in terms of its all conting yept on what oil does. I dont think its the end of the hybrid. They be needed. So we might see a lull in terms of demand while people kind of enjoy the fact that gas is cheap. But Going Forward, these cars still will be needed. When we talk about insole Vice President sy, is it sustainable given the oil prices weve seen . Above all else, you know, the model s, its a great car. So its about other things beside tess fuel efficiency side of things. Thank you very much. As investors keep an eye on volatility, cnbc is set to speak to the exxon mobil Ceo Rex Tillerson at 6 30 a. Well if you start putting that towards your retirement every week and let it grow over time, for twenty to thirty years, that retirement challenge might not seem so big after all. Lets take a look at markets right now. Actually, were going to go over to sara to get a look at whats coming up. Sara. Okay. I dont think sara can hear me. Well get back to her. We have the Christmas Tree lighting coming up tonight at Rockefeller Center. Sara, tell us what to expect. Yeah, we have an exciting evening coming up. Do you even think it is a real thing . Worldwide cnbc. Com or cnbcwex. Louisa is in prague and well join us now. [ speaking Foreign Language ]. I have to quickly say that before i forget it. We are in prague today. A lot going on here. You might have noted that the Check National bank recently cut their inflation forecast. Europe, of course, being massively important to the czech republic. Some 80 of exports head to other eu nations. I checked in with the governor and asked him how concerned he was about the impact. We are not that surprised. Eurozone is moving. It is more advantages to the part of eurozone to which we depend more. To put it, again, in short nutshell, it is bound to help german exporters. We are part of german production lodge i have theical network. So i think we despite the fact that it may take much longer until the easing of eurozone monetary continues help to the weaker part of eurozone. We are going to be more influenced by the weaker euro itself. So we will be from the rest by what happens in eurozone. What do you think about the russian sanctions and how do they impact the czech economy . That is a matter of foreign policy. Its not for me to have some comments on them. Not too much of them are hit by sections, either by russian sight or by european sanctions. So its not a pleasant development. But we are not in a meaningful oregon significant by practice whats already developed. So the governor of the Check National bank speaking to us there. Good morning and welcome to our cam radio poiera point. We were just talking about how the russian sanctions hasnt been that great given the small amount of exports done to russia. What is the impact on business, though . Well, hes right. The czech economy, we export a lot. More than 80 of our export ends up within the eu. Russia at the moment represents 3 . But for exporters, its the third market, socalled third market number one. Unlike many eu countries, at the moment, russia has or had influence. The sanctions influence them a lot, and for the tri engine, its a sensitive issue. How vulnerable would you say that the czech economy is at the moment and how difficult or how easy is it to do business here . We got hit by the economic crisis in 2008. It took us a few years to recover. Edges porters recognize that. They managed to diversify in 2008. Nowadays, we are growing by more than 2 . Unemployment is, i would say, 7 , which is below the eu average. So this is a problem, of course, but its nothing too serious. We are still seeing a lot of investments, so its doing fine. Is this the right policy for business . Well, their goal is to control inflation. So their intervention was focused on inflation because, at that time, they were concerned about deflation. For exposure growth is a big problem, of course, because it changed the rate of czech crown. Weve got to go. The program is coming to an end. Im going to wander off and loot your beautiful city. Thank you very much for being with us. Back to you guys in the warm studio. Louisa, thank you so much. Youre talking about the pmis. And i wanted to bring the focus into china once again. Before Services Sector pmis, which werent too bad all things considered, resilience despite the fragile underlying tone of the manufacturing sector, its not taking away from the fact that investors are looking at the idea of further stimulus measures. Growth is above 7. . And the market is coming around to the idea, although its just rumor and conjecture at this point. But we could see the cut in the triple r universally for the banking sector. We have seen it applied selectively to some of the smaller banks. But there is a rumor in the market we can see seat it applied more broadly. Property developers, i do expect, are stronger today. This is a high energy, High Conviction that we are seeing in the mainless market. The volumes were there. The highest turnover, report turnover, the volumes are there in the market. I want to talk about that weak gdp number. The markets here coming around to the idea, as well, that perhaps the reserve bank of australia, the countrys central bank, may implement a rate cut sometime in 2015. No certainty that that will happ happen. Their guidance, governor Glenn Stevens guidance was about rate stability for the foreseeable future. It looks like he may be forced to change his tone given the fact that commodity res being creamed. That will hurt the trade for australia and the macro picture. But we need more data to make a substantive opinion. Hitting a lot of the energy plays on the kl benchmark in malaysia. That market underperforming its peers down by over 1. 5 . Thats where we stand. Back to you now in london. Energy stocks have been underperforming due to the declining price in oil. Lets show you where theyre trading right now. Trading higher today after a reuters report showed a bigger than expected fall in u. S. Stockpiles. However, t. Boone pickens is predicting prices will move to 100 over the next several months. Weve increased products to a Million Barrels a year for the last three years. And that is remarkable. Nobody else in the world has that happened. So subsequently, i think youre going to probably see opec do something in the First Quarter of next year as far as cutting production. But im not so sure how much they have to cut to get to where i said you would be in 12 to 8 months. Youll be back at 100 a barrel. Wti krup last traded at 100 a barrel on july 25th where brent was last at the century march on december 5th. I wonder if oil will be one of the big stories that we reference given the massive drop that weve had down 40 since june 2014. I was reading an interesting article about this yesterday. But two other countries, just to point on, as well, india and indonesia have used this to reduce the subsidies. They havent been able to reduce subsidies, but lower prices allow them to do that and that can be positive moving forward. Exactly. Lets bring in mcneal curry, from bank of America Merrill lynch. Thanks very much for joining us today. Of course, all eyes on the oil price at the moment. Its been hugely volatile over the last few trading sessions. Just settling down a little bit today. What are the next key levels you think will lead to significant moves . Well, i think the first thing that you have to remember is weve had in a sizable down trend since about june of this year. And by most specifically, momentum incentive to this thing is overextended at levels from which we should see a bounce. Until you can get, id say, at least above 75 in wti, the trend you have to remain is consistently lower and you have to maintain a bearish buy. So on an anecdotal basis, i would say of the course of the past couple of days, it does seem like the overwhelming sentiment is extraordinarily bearish. Where every piece of commentary you see from popular news out t outlets, its about oil continuing to decline and oftentimes you tend to see markets in general to get that onesided bounce a bit. Unless we get a move of 75 bucks in wti, thank god, the trend is very much to the downside. Mcneal, do you think the market is too object setted in the price of oil . I believe the biggest move in oil was between 1985 and 1986. Yeah. Certainly weve seen bigger percentage declines than what weve seen now. Its actually starting to rival that mid 1980s decline. Its getting close to that. But, you know, again, on a very shortterm basis, over the course of the past couple of days, it seems like there has been a sizable object session with the decline in oil. It does seem to be a large object session within the marketplace right now. Are you getting a lot of attention from your clients, where is the support level, whats next to watch . In general, yes. Theres been a lot of attention on the price of recruit, yesterday. Were going to leave it there, head of technical stral strategy. Youre looking at a live shot of Rockefeller Center where the famous Christmas Tree will be unveiled later today. Will you be watching, wilfred . I will. But on the subject of christmas, lets get back out to mcneal curry. Mcneal, do you believe in the term of a santa rally . Are we likely to see that as we go into yearend . Yeah, i do believe in that. Globally, it tends to be constructive for the month of december. The rally that we saw yesterday in u. S. Secretaries and the s p, in the face of what had been a decent selloff in the rates market is pretty constructive. In general, december tends to be quite good as do the months of november, december and january for equities. So, yeah, i think that seasonality of equity markets this time of the year should not be underestimated. Mcneal, thank you very much for joining us, head of Global Technical strategy at bank of America Merrill lynch. Lets take a look at some of todays other top stories. We know there might be some tinkering around the edges in terms of the property market, which has been basically a run away success during recent times. To discuss it with me, hesitate of research. Theres been lots of concerns, especially in the southeast. Where are we now . What weve seen in 2014, post june, weve seen something of a slowing in the london market which has been a bit of a run away train of late. That is reflects in some of the figures. I think that is a reflection of what were beginning to see some of the impact in the Mortgage Market review which is a big piece of the relagz that came in in april. And he have a clamp down with the amount you can borrow in reference to that. So what about the political instabili instability . Do you come across buyers who worry about what might happen in the next election . I think in terms of political concerns, the overriding concern in the london market is at the top end of the market and that does reflect to the possibility of a mansion tax. I think what weve seen are some statements from labor which is between 2 million and 3 million. That will reduce some of the impact of that. It will have an impact on firing up the markets. And for foreign viewers, there might be some sinkering in terms of Capital Gains tax for viewers. Is that what you expect george as born to say . The good news is that we know that their base costs, so where you start the uplift from is going to be set from the incident trough dukz of that tax base. Its not retroactive. Thank you very much. Interestingly enough, whats going to be fun is hearing from Vladimir Putin tomorrow when he hears his address from the duma. Obviously, hes going to do Everything Possible to help with the problems in ukraine. What we know is that john kerry, hes in brussels for the next couple of days. Within at home in the senate, when rt be republican and democrat watching closely, what they all take away from this is that sthes sanctions are working. There is a different with what were trying to do with iran and we want tougher sanctions in the United States. Eu countries are not on board with that. But the fact that theyre trying to come together and have a united front on this is significant. Will we see kerry said, look, the u. S. Is willing to help, we get export more of our reis serves Going Forward . This plays in with the oil story. And it looks like from the commenced that we heard from saudi arabia, although hes not closely tied into those negotiations, the man is definitely, you know, with in the spotlight in terms of what people are saying at home. They dont look like theyre going to be making any moves anytime soon. How big of a threat is that to countries here . That will be a bigger problem, i think, Going Forward. And i think unfortunately when you talk to folks surrounding the eu and people within brussels working with the eu countries, theyre going to tell you that its going to be much tougher to get them on board wes sanctions in the United States than to bring them on board. Hadley, thank you very much for that. Lets have a quick look at what european markets are doing before we head to break. European markets at the moment are in the where are they . Over all, the euro dollar is around session lows at 1. 2335. Now, the ruble has been a volatile session for the ruble so far today. It was, in fact, stronger earlier in trade. The fras dak got some of the big ones. How does your line look in 2015 . Its been a pretty good line. Were very encouraged by the pipeline for 2015. Its a good indication were going to see a strong pipeline in 2015, as well. Are you worried that the nasdaq is losing its appeal as the destination for Tech Companies . No. Weve got the Worlds LargestCompany Listed on nasdaq with apple. Were very confident in our space and being a leader in tech. Ten years ago, Virgin America wouldnt have listed on nasdaq. We are others listing with us and its a very competitive market for listings. I dont want to make the obvious point of what happens after 2000 in a tech space, but by definition, do you always see more tech higher when valuations are at their peak . First of all, Interest Rates are at alltime lows. You have to look at the type of Company Going public today. Theyre more seasoned than they were back in the 90s. I think thats what youre seeing can and why youre seeing the success of the ipos. History has shown us ahead of any rate hike, we see a weigh on volatility. If the vix is higher, well see less ipo activity. All indications are we have a strong market for 2015. Its been a record year for your european ipos. Tell us about that. What is driving that . The u. S. Capital markets are the most of the robust in the world. You have the volatility. Just here in london, we had markets raised, a very successful ipo. On the nasdaq, will this continue in 2015 and have those concerns around transparency subsided . Are they out the door . I think the regulators have done their work and those concerns are behind us. Weve got momo coming up, which is the reach out of china. Were a very strong pipeline. We talked about some of your tech ipos and your strength there. Do you want to have more ipos from other sectors, as well . We love all sectors. One sector we didnt talk about is health care. Do you think google will go public in 2015 . Boone pickens has been involved in the oil and gas industry one way or another for about 50 years. So he knows about prognosticating. He expects opec to eventually move to cut production possibly in the first half of next year with saudi arabia leading the charge. Pick. Soffered his latest on cnbc. Weve increased production a Million Barrels a year for the past three years. That is regardble. Subsequently, i think youll probably see opec do something in the First Quarter of next year as far as cutting production. But im not so sure how much they have to cut to get to where i said you would be in 12 to 18 months. Youll be back at 100 a barrel. Pickens call comes as data shows permits for new oil and gas wells in the u. S. Fell nearly 40 last month. New permits indicate what drilling rigs will be doing three months out. The Permian Basin and the eagle ford in texas and the bakken shale in north dakota. U. S. Oil prices fell 17 between october 31st and november 28th. Analysts say the job and permits is more about producers taking a wait and see approach while with oil prices. They say it could be a decline in rig activity. The u. S. Has been relatively flat since september. Shares of u. S. Oil drillers were slightly lower on tuesday. Wilfred, back to you. Thank you very much for that. Youre now looking at a live shot of Rockefeller Center in new york city where the famous Christmas Tree will be lit later today. Is this a big moment, seema . Do you believe in a santa rally, i believe we meant to call it . But more importantly, do you believe in santa . Do i have in santa . Dont spoil it. When i was 4 years old, my dad sat me down and told me there was no santa claus. I have devastated. I went on until i was 27. I only found out recently. We can have a talk later. I can break the news to you slowly. Do get in touch with us. Will there be a christmas rally for markets . Sweet in cnbcwex. For those listening to us on the radio, well make sure to tweet this photo out. We have talked a lot about christmas. I love the topic. But lets remind you of our headlines as we head to break. U. S. The ecb meeting will mario draghi unveil full quantitative easing . Were lower across the board, indicating a move lower by around 15 points. The s p 500 and the nasdaq trading lower in premarket trade. Yesterday was the best day for the s p 500 in over a month thanks to better than expected Economic Data. Construction spending rising 5 1. 1 in october. How do you make money in these markets . That is the big question. Here is what experts have been telling us this morning. I think the dollar is going to go higher. Look, we had nearly ten years of negative real Interest Rates since early 2000. And briefly crashing down again during which commodity currency s went up. The oil story is the biggest change in the last month probably in the fundamental picture for equities. And its very clear who the winners and the losers are. Consumer discretionary is where everybody wants to be in the United States particularly a marvelous tax cut. And the losers is the Oil Companies and russia. We have a lot of supply, a lot of starts, and demand is okay. Whats happening in sugar as you mentioned is the currencies are impacting in a negative way. When we have a strong u. S. Dollar and its supporters produced to put encourages to exports rapidly. So you see a huge influx on the markets. Now, at the same time, importing that cost, that price of sugar is higher, the demand weakens a little bit. And just in brief, breaking news out of the ukraine, the Prime Minister has disclosed theres been an accident at a Nuclear Power plant in the southeast of the country. Hes instructed his Energy Minister to call a news conference, which hasnt started yet. So just confirming the Prime Minister has said there that be a Nuclear Power plant accident in the southeast of ukraine. Moving on, forecasts call for an increase of 23,000 in private sector payrolls. At 7 30, we get revised productivity and labor costs. The latest fed page book report which tracks Economic Conditions coming at 2 00 p. M. Joining us is to discuss more, thank you very much for joining us, camilla. Good morning to you. I was reading in your notes, youre saying sentiment towards the u. S. Dollar now is very, very onesided. Could that mark a potential moment where things could snap back . Weve had fascinating markets now. I think when we look at the fundamentals, the fundamentals support a stronger u. S. Dollar. And the flow as well as the sentiment supports that, as well, too. So we have a very onesided trade. As long as the flow, sentiment all support it, i think we have higher place to go. The option market continues to price for the u. S. Dollar outside. A very important piece. And then the final piece is probably Consensus Forecasting. We have Consensus Forecast to continue to build in more and more and more u. S. Dollar strength. So you have these fundamentals highly supportive of a u. S. Dollars. You have flows, very supportive of a strong u. S. Dollar. And you have sentiment. I think the u. S. Dollar story stays intact until you have a major shift. Thats unlikely to come at a nearyear term. The euro today trading at a twoyear low. The ecb meeting on thursday, mario draghi is expected to deliver more comment anterior. Where do you see it headed from here . We have a yearend for the euro of 118. Thats below those low levels in the 1. 20s we saw in 2012. You have an environment where inflation is now flirting with falling down to zero. On the back of the collapse in oil prices, you have very low growth. You have pmi struggling between expansion and contraction. Where you have the sentiment thats very, very negative. Euro is likely to be pressured lower, as well. For those two currencies, you would expect to see significant weakness as we get into 2015. All in all, i think the trend is strong. I think the trend is there for a reason. Those fundamentals are weak. The question for thursday is what does the ecb do . We get new forecasts. All in all, with oil falling the way it has and all growth metrics telling us things are weak, were likely to hear a dovish Central Bank Governor. And the question is does todays disappointing pmi data raise the question of whether full quantitative easing occurs on thursday . Well leave it there. And as we get, well just remind you of those flashes from the ukraine. The Prime Minister disclosed there has been an accident from a Nuclear Power plant in the southeast. Thats all we have time for. Squawk box is next. Because many customers dont like it when their data moves around. Can i go now .
