Senator cruzs capitol hill crusade last week on the senate floor, to this one, Silvio Berlusconis new threats that have investors all over the world getting nervous once again, strange bedfellows they, getting worried once again about europe and with european problems and washington worries, the big question this hour, should you be getting into this market or out of it . Listen to the president on tape. The senate has passed a bill that keeps the government open, does not have a lot of extraneous issues to it, that allows us then to negotiate a longer term budget and address a range of other issues, but that ensures were not shutting down the government and not shutting down the economy at a time when a lot of families out there are just getting some traction and digging themselves out of the hole that weve had as a consequence of the financial crisis. Ive said before, congress has two responsibilities. Pass a budget and pay the bills. And i am not only open to, but eager to have negotiations around a longterm budget that makes sure that were investing in middleclass families, helping the economy grow, giving people who are working hard a leg up, and greater security and stability and deals with some of our longterm challenges in terms of debt and deficits. But the only way to do that is for everybody to sit down in good faith without threatening to harm women and veterans and children, with the Government Shutdown and certainly we cant have any kind of meaningful negotiations under the cloud of potential default the first in u. S. History. Theres not a world leader if you took a poll who would say that it would be responsible or consistent with americas leadership in the world for us not to pay our bills. We are the foundation of the world economy. And the world financial system. And our currency is the reserve currency of the world. We dont mess with that. And we certainly dont allow domestic policy differences on issues that are unrelated to the budget to endanger not only our economy but the world economy. So, you know, i suspect that i will be speaking to the leaders today, tomorrow and the next day, but theres a theres a pretty straightforward solution to this. If you set aside the shortterm politics, and you look at the longterm here, what it simply requires is everybody to act responsibly and do whats right for the american people. All right. That was president obama just moments ago and as the president was speaking, we went from a negative 109 tick on the Dow Jones Industrial average we are now down double digits down about 98 points. Lets go to our chief washington correspondent john harwood. John, basically youve been right on the money about the fact that this is going to go to the 11th hour and, indeed, it looks like it will be. Its interesting that the president said that you dont mess with the reserve currency status of the u. S. Dollar. And as a result of that, he is going to be talking to congressional leaders today and probably over the next few days. How is this going to play out, john . I thought it was interesting that the president emphasized his eagerness to have a negotiation over the budget. Remember, that whats brought us to this point, to the brink of shutdown, with the possibility of debt crisis later on in a couple weeks when we hit the debt ceiling, is not a budget negotiation. Whats brought us to this point is a demand by a group within the House Republican caucus to defund, delay, interfere with obama care. The if the president by emphasizing his eagerness to negotiate deals with some of the sentiment you hear expressed like why wont the president negotiate with us, he was trying to say yes, i will, ill negotiate on a longterm budget, not obama care. That might be a little bit of a pressure release for some people, but im still waiting to see what the house is going to do, what theyre going to signal after they meet with their caucus this afternoon, what they do when they get clean cr back from the senate. I was just exchanging messages with a top House Republican aide and said what are the chances the house simply passes a clean extension of government funding as the senate has passed and avoid a shutdown, the answer is we will see. I think theyre not ruling out that option and the speaker who has been reluctant to confront those in his caucus who want a frontal assault on democrats in the white house still has the option of putting it on the floor, working with democrats and a significant chunk of republicans and avoiding what were talking about going through right now. Right now, the biggest shutdown question mark for markets is the friday release of jobs report from the bureau of labor statistics. Government Data Collection reporting is considered nonessential, posting on the eb website says if a shutdown occurs all survey and other Program Operations will cease and the public website will not be updated. A lot depends on if that september jobs report has been prepared and it would be up to the office of management and budget to green light any kind of contingency plan for releasing that report. Commerce department is on record say there will be no data releases from them. Now the big picture, not everything comes to a halt right away. But hundreds of thousands of government workers will be placed on unpaid leave including half the Defense Department civilian employees, some 00,000 people, museums, National Parks and land marks like the statute of liberty and other icons will be closed right away. At the securities and Exchanges Commission business as usual. The sec has reserve funding. In 1995 when there was 21day shutdown the sec was open for business during the duration. Social security and medicare benefits will continue to be paid and they will be delivered by the postal service. Some 1. 4 million active duty military personnel will remain on duty, but their paychecks could be delayed. And air Traffic Controllers and tsa screeners at airports will remain on the job along with almost everyone involved with Public Safety and public health. Now finally over at the irs, the shorthand, most tax collection activities will continue but if the government is closed and you had an audit this week, this would be a good week. Thanks very much. Lockheed martin lockheed on friday won more than 3 billion from the pentagon to build more f35s. Its also made significant inroads increasing international sales. It could beat out boeing to sell f35s to South Carolina and won a missile def contract which includes shares to united emirates. Energy is one of the worst performing sectors in the stock market today. Take a look at stocks in the Oil Companies in particular. Exxon, chevron, bp, conoco phillips, you name it, will people demand as much oil if the Government Shutdown really does hit the economy. So if the vote comes vote were to happen on wednesday what are the odds makers saying . Its much improved that government would not fall, that the current Prime Minister would still be in power at this point. He has his own personal issues. Many, many. Come on. Okay. I thought he was going to jail . House arrest . The reason hes trying to pull his people out of the party he claims because he didnt want them to raise taxes. Sales taxes in italy are 21 , trying to raise them to 22 . He didnt want them to do that. Nobody believes that, though. He can afford that. Nobody believes that. What they think it is is the senate is moving to expel him from the senate and that would mean he would have to serve a sentence for conviction for tax fraud. I see. Abigail, you think we may see the market continue to grind lower absent the Government Shutdown. True. I think thats likely. My takeaway from all of this turmoil, potential shutdown, greater threat of the debt ceiling not being raised is uncertainty. Investors hate uncertainty. Put on top of what could be a volatile earnings season, whats going on in italy, if we look back at 2013 its been kind so far, even if not for the right reasons to equity investors. Up more than 20 on the s p. Time to reduce exposure to equities, potentially go long treasuries or hold the proceeds in cash and i think gold could be pretty good in q4. Thats what i think investors may want to look at doing. Jim . What are you doing in the market right now . I disagree. The fact that s ps are only down nine handles today means they dont think this Government Shutdown thing is a huge deal. Its a mediumsized deal. The people who are trying to convince us the most that its the end of the world are the government. Perhaps at the end of the day theyre worried about us finding out the nonessential Government Employees are, in fact, nonessential at least for a couple days. Not trying to belittle anyones job. I agree that we were probably due for a correction. Just so happens this is convenient that the Government Shutdown and potential default comes into play here. However i do think that 1655 and i thought this for a few days should be a time where you start to look at buying s p futures. Thats where i will too. Keep in mind too, that one of the reasons probably the stock market doesnt take on a lot of water if it does have a material effect on the government the Government Shutdown, then the fed will be less likely to abigail, you say get into gold, would you get in at these levels . I would if were to go back above recent highs at 1334. Thats a way from where we are now. But to the uncertainty and what jim is saying, the bigger uncertainty the possibility that debt ceiling is not raised. Looming large. But as for here in texas, the its a little early yet but this is the opinion page of the Dallas Morning News today and the letters to the editor today shows sort of mixed. Tony foster of amarillo says as a texas citizen its disconcerting to see my senator say no to something he or his constituents havent tried. But one calls him a modern day big john. At least he made a try while the rest have criticized him for his efforts while john of garland said i hope texans will remember how hard ted cruz worked to make it more difficult for them to get insurance. The latest Approval Rating 39 but that was back in march according to a university of Texas Tribune poll before his Marathon Senate speech. There are indications some here like him even if they will be hurt by a Government Shutdown. As you heard jane wells report earlier, Lockheed Martin is a huge employer, they employ some 14,000 people in west ft. Worth and a lot of Small Businesses that are relying on that f35 fighter project, but none the less the owner of chads top shop says that he is likes what he sees so far. Im okay with senator cruz, yes. Im okay with the shutdown if thats what it takes. Because actually im against obama care. He does say, though, that hes very concerned about what would happen if there is a protracted shutdown, even though the money for the f35 has already been appropriated, it certainly is worrisome in an area that is dependent on government funding but senator ted cruz at least among some is playing well home in texas. Joining us from capitol hill are representative tim griffin, republican from arkansas and representative adam shift a democrat from california. Welcome. Im going to turn to both of you guys into reporters for us because youre on the inside, you must be hearing stuff. Congressman griffin, whats the latest . Whats the buzz . First of all i would like to say i think a shutdown is bad policy, bad politics. Ive been talking to democrats and republicans trying to find a way through this deal. I think right now there is still a chance, it dwindles as the hours go by, but there is still a chance that we can avoid a shutdown. I think there are a couple of forgive me for interrupting. Would you say its a 10 chance, 50 chance some. I dont know how to put a number on it. Look, i think, you know, i dont know what number is, 25 chance, 30 chance, but look, there are several paths to get to avoid a shutdown that i think could pass the house and the senate would also pass. And weve let me just say this, weve got a conference with the speaker in about 30 minutes and i suspect we will get an update on what hes hearing, but ive been talking a lot with leadership and with rank and file fellow colleagues and i believe that i believe there are some ways to get there. All right. But its going to take some creativity and flexibility and so what i want i want to get to those paths you see as a possible way to avoid a shutdown. Thank you for your reporting there. 30 minutes, youre going to go in with your leadership. Congressman, what are you hearing and whats likely to happen here . Whats the buzz . Well, i think i would probably put the odds around the same percentage, maybe a third chance that well avoid a shutdown when the senate kicks the bill back to us that well put a clean cr on the floor, clean cr and some token measure along with it to send it back and keep the government open. I certainly hope we can do that. This is no way to govern and its really destructive to the country. Our economy would be humming along if the congress would just get out of the way but we have these frequent shutdown threats and fiscal cliff threats and it is simply putting the brakes on a recovery. Terribly counter productive. But i hope it can be avoided. A lot will depend on the internal fight going on within the gop. Democrats in the house have been kind of in a wait and see mode, but i hope that ultimately the republicans will allow a clean bill to come up. If they did, it would pass with a very broad bipartisan vote. We could avoid this shutdown. Ive got two minutes left and now im going to play marriage counselor and get you to speak to each other. Congressman griffin, would you tell your counterpart there, where you see that path to passage of some sort of resolution that would keep the government open . What do you need to get you to vote for something . Well, let me just say that i i may or may not be representative of the entire conference. I represent the Second District of arkansas and i have, you know, my unique views that relate to my district. So just because, you know, im okay with a delay of the individual mandate, for example, that doesnt mean that everybody else would be but thats something that senator manchin, a democrat from west virginia, has said that he would be interested in and it would be the corollary to be honest with you, frank with you, to what the president already did. I think we should be clear that the author of the delay is the president. He delayed the employer mandate on july 2nd and why not do that for individuals if youre going to do it for businesses . Congressman schiff, is your bottom line that you need a completely clean continuing resolution in order to be satisfied . And second, why do we keep going for continuing resolutions which ensures that were going to be back at this place in, what, two months, 60 days . Why not go for a full year . Thats a very good question. Absolutely. And, in fact, beyond that, instead of a continuing resolution that just funds the preexisting levels for another year even when circumstances have changed, we ought to get to the regular process of governing where we pass a budget where we pass appropriation bills and we prioritize the across the board sequester is a nightmare because it cuts the good with the bad, efficient with inefficient. We have to get beyond this. What i would say to tim who is a good man and one of my colleagues here, we should get to yes on this. We can fight over what the budget levels ought to be. Thats generally what you fight over in funding the government. We cant bring in these extraneous issues. Weve had 44 votes to defund obama care. None has succeeded. You cant get to a position to say i cant get my way so im going to burn the house down and shut the government down. We can talk about changes and fixes and improvements down the road but it cant be done in the context of a shutdown. Were all watching. Thank you for your were against a shutdown. All right. For what reason . Ultimately we realize its going to have to happen. They have to come up with a decision. Why they are going to prolong it. Do your job and get it done. Its not like they havent known this day is coming frustrating to investors, port follow managers and the market. Were tired of becoming policy wonks on discussing washington politics. The dow moved up a little bit, put the s p up. We blipped up a little bit because when that headline came out that perhaps theyre discussing a oneweek stop gap bill, market moved up a little bit. I want to put up the vix here and one thing thats interesting to note is that even before this, were close to a Government Shutdown and the vix, put it up interday, the vix has been dropping all day because the market still is convinced this is somehow not going to be a problem in the long term that were going to have a resolution. Going to be meeting with congressional leaders throughout the day. Dropping all afternoon and my point here, ive been putting this up for a week now, the price of buying protection is cheap. The markets are very complacent. They dont believe theres going to be a problem. So what do you do . I think you stay i think you stay tight. You talk about rebalancing your port flol, i think rebalancing your portfolio is dynamic. People should be doing that quarterly in terms of looking at it. Doesnt mean every quarter you have to look at it. Youre doing well. I dont actually think the market will crash at all. I think thats we came down to 1671 which was support, stayed there and weve bounced off of it. I dont get the sense that the market is going to crash, that anyone has to be panicked. You stick with the program. Pension funds rebalanced, stocks have outperformed bonds this quarter. Its good general policy advice. If youve had a dramatic six months where youre up 20 eight months up 20 and the s p 500 and your bonds are down to flat and you want a certain balance, 60 40, stocks to bonds whatever it is, you should look at your portfolio to make sure the kind of split that you want stocks to bonds still exists.
