The new york stock exchange. Okay, president obama just spoke exclusively with john harwood on the budget crisis in washington. Lets listen to a portion of that. During the course of my presidency, i have bent over backwards to work with the Republican Party. And have purposely kept my rhetoric down. I think im pretty well known for being a calm guy. Sometimes people think im too calm. And am i exasperated . Absolutely im exasperated because this is entirely unnecessary. Well, thats off to a good start. Well have the rest of the exclusive interview in just a moment and get Immediate Reaction from an allstar panel, including larry kudlow, democratic strategist, Jimmy Williams and aide to george w. Bush, sara fagan. Lets get a quick check of highway the markets are closing. Stocks cutting losses toward the end triggered by worries over how long the Government Shutdown could last. Bob, the marketses shrugged this off yesterday. What happened today . Down three of the last four sessions. Put up the Dow Jones Industrial average. It started a lot worse. We had a poor private sector report, private sector jobs report from the adp. Then talk overnight this shutdown could last two weeks into the debt ceiling negotiations. Thats not priced into the market. You see the dow down earlier on. We started turning around when the president announced later on he was going to meet with congressional representatives and also a letter from senator reid to Speaker Boehner offering to have discussions on budget cuts if they reopened the government. Now, at least can you have a negotiation on budget cuts. Be tough other just getting rid of obama care. Thats why the market lifted in the middle of the day. The major indices, all to the downside, fractionally whats going on, and you see whats weighing on stocks today. Back to you. Thank you very much. President obama telling john harwood exclusively this afternoon that he is exasperated over the shutdown. He had much more to say about congress and the economy. John joins us from that interview. John . Reporter bill, in 90 minutes Speaker Boehner and congressional membership will be here to meet with president obama. I asked what he was willing to negotiate on and when. Im prepared to negotiate on anything. I think its important for us to talk about how we create a budget that is creating jobs, encouraging growth, dealing with our longterm debt issues. The deficits are coming down at the fastest pace since world war ii. Theyve been cut in half since i came into office. But we still have challenges in terms of our longterm health care spending, medicare in particular. Whatever the leadership wants to talk about, weve got a budget and we think weve got some good answers but we dont expect 100 . But what ive also said is that it is not acceptable for one faction of one party in one chamber to say either we get what we want or well shut down the government, or even worse, we will not allow the u. S. Treasury to pay its bills and put the United States in default for the first time in history. So, the message i have for the leaders is very simple. As soon as we get a clean piece of legislation that reopens the government, and there is a majority for that right now in the house of representatives reporter until you wont negotiate until after that . Until we get that done, until we make sure that Congress Allows treasury to pay for things that congress itself already authorized, we are not going to engage in a series of negotiations. And the reason, john, is very simple. If we get in the habit where a few folks, an extremist wing of one party, whether its democratic or republican, are allowed to extort concessions based on a threat of undermine the full faith and credit of the United States, then any president who comes after me, not just me, will find themselves unable to govern effectively. That is not something im going to allow to happen. Reporter an aide to the speaker yesterday, when i asked him, where did can this get resolved, ultimately said budget negotiation maybe involving replacement of sequester cuts with entitlement cuts. If you get to that discussion, is it conceivable any circumstances under which you could make a budget deal with republicans that does not involve new taxes . You know, i think it is possible for us to make sure that we are not increasing the income tax rate. That is something that was debated during the campaign. Thats now behind us. I think it is very important for us to continue to cut out programs that are unnecessary, not working, some of them need to be reformed. It is important for us to deal with our longterm entitlement spending. But i also think its important for us to make sure were investing in the things that will help the economy grow. Ill give you one example example. Thats our infrastructure. Every business thats watching this program rely osgood roads, airports that function, ports that are working. And we are vastly underinvesting in what is critical for our longterm growth. We have to find a way to pay for that, so reporter is there any deal you could accept, even a small deal, that does not involve revenue, which is the problem on the republican side . I think we have to distinguish between income tax hikes, which theyve always been reporter polls, too . I think we have to close loopholes in order to pay for those things that will help us grow. But the important point here, john, is in the normal give and take between parties, thats something we should be able to solve. Keep in mind in terms of reopening the government, what democrats have already said theyre willing to do, is to vote for reopening the government at funding levels that the republicans have established. And that the democrats dont like. So, if john boehner puts the senate bill on the floor right now, that maintains the status quo. It doesnt increase Government Spending beyond where it already is. Its far short of what democrats think are necessary for us to invest in things like education and research and development and all the things that are important. But what were saying is, well put everything on hold. We can interview robust negotiations around all these issues. Democrats wont get 100 of what they want. Republicans wont either. But thats the kind of democratic process the American People expect. Reporter before the election last year you said you thought there was a possibility a reelection would break the fever within the Republican Party. Didnt happen. Do you see this moment as a chance through this political confrontation to break the fever now . The interesting thing now, john, is the majority of republicans around the country, people who voted republican, they may disagree with me on a whole range of issues, but they also recognize that a democracy only works if everybodys following the rules. That theres going to be some give and take. And i think thats actually true for a whole lot of republicans on capitol hill. There are a lot of republican senators and congressmen, some of them who have publicly said, we disagree with the president on a whole host of issues but what we shouldnt be doing is shutting down the government, hurting our economy, having 800,000 federal workers, who have no idea whether theyre going to be able to pay the bills at the end of the month, and certainly what we shouldnt be doing is creating a potential financial catastrophe if the United States defaults. The last time there was even a threat of default back in 2011, we know that the economy did not grow. It went backwards during that quarter. We know that as a consequence we got downgraded. And thats not something that any of us should want to repeat. We have to take that off the table. As you try to appeal to those other republicans you think you could work with, i wonder about your tone lately. Have heard from you in increasing amount of es exasperation, even edge and mockery. You said, i keep hoping a light bulb goes off. It gives off the idea that you think your republican opponents are craven, stupid or nuts. Is that what you think . If you think so, does it help your cause to let people see that out loud . I think its fair to say that during the course of my presidency, i have bent over backwards to work with the Republican Party. And have purposely kept my rhetoric down. If john boehner puts a bill on the floor to reopen the government at current funding levels so we can negotiate on a real budget that allows us to stop governing from crisis to crisis, it would pass. The only thing thats stopping it is that john boehner right now has not been willing to say no to a faction of the Republican Party that are willing to burn the house down because of an obsession over my health care initiative. Theyve now voted 40 times to reveal this. 40 times. A law that passed the house, passed the senate, was signed by me, was ruled constitutional by the supreme court. But as we speak, is being implemented. That is already benefiting millions of people who allow their kids to stay on their parents plan until their 26, that are providing rebates to families because their Insurance Companies have to treat them fairly, that are making sure seniors are getting cheaper prescription drugs. And i am exasperated with the idea that unless i say to 20 million people, you cant have Health Insurance, these folks will not reopen the government. That is irresponsible. And so, my expectation is that if and when john boehner makes the decision to put a bill on the floor, thats the only thing thats holding it up it could happen in the next ten minutes that vote takes place and the government reopens. And if and when they vote to make sure congress pays our bills on time so america does not default on costs its already accrued, then im prepared to have a reasonable, civil negotiation around a whole slew of issues. And thats reflected not just by my words, but by my deeds over the last four years. You mentioned calm. Wall streets been pretty calm about this. The reaction, i would say generally speaking, has been washington fighting, washington posturing, yeadda, yadda, yadda. Is that the right way to look at it . No. This times different. I think they should be concerned. I had a chance to speak to some in the financial industry who came down for their typical trip. And i told them that it is not unusual for democrats and republicans to disagree. Thats the way the founders designed our government. Democracys messy. But when you have a situation in which a faction is willing potentially to default on u. S. Government obligations, then we are in trouble. And if theyre willing to do it now, theyll be doing willing to do it later. One thing i often hear is, well, mr. President , even if theyre being unreasonable, why cant you just go ahead and do something that makes them happy now . I have to remind people reporter the constitutional option. What i have to remind people is, what were debating right now is keeping the government open for two months. We would then be going through this exact same thing in the middle of Christmas Shopping season. Which i dont think many businesses would be interested in. We saw what happened in 2011. And then wed have to go through it again six months from now and six months after that. And one thing that i know the American People are tired of, and i have to assume the vast majority of businesses are tired of, is this constant governing from crisis to crisis. So in that sense do we need to break that fevor . Absolutely. We have to stop doing that. Lets get a budget that allows people to plan over the long term, that allows us to deal with our fiscal problems in a sensible, reasonable way. Even an issue like health care. If they want to give me specific suggestions around how we can improve delivery of Health Insurance to people who need it, people with preexisting conditions, im happy to talk to them about it. But im not going to do it subject to the threat that somehow america defaults on its obligations. Reporter four years ago at the beginning of your presidency the u. S. Government bailed out wall street firms whose issues had caused big problems for the country. Is this now an opportunity for you to ask wall street bankers to help save washington from its misbehavior and put pressure on congress . Well, again, john, i have to say this. This is not a problem of congress, per se. This is a problem with with a particular faction in the Republican Party. Democrats are acting responsibly at this point. It doesnt mean there havent been times in the past where democrats didnt have unreasonable demands or there wasnt the usual back and forth. Reporter can these wall street guys influence those people . Well, you know, i think wall street can have an influence. Ceos around the country can have an influence. I think it is important for them to recognize that this is going to have a profound impact on our economy and their bottom lines, their employees and their shareholders, unless we start seeing a different attitude on the part of that faction in congress. Reporter any awkwardness around having jamie dimon in and asking him to help with that effort at the same time hes been in discussions with your attorney general about his legal issues . Keep in mind, this was the Financial Services group. I talked to the Business Roundtable a while back. Im going to talk to any ceo and any company in america about why this is important. And, you know, oftentimes when youre outside of washington, the default position, both for ordinary voters, for businesses, for the press, is to say, oh, you know, this is the usual squabbling. Both sides are acting like spoiled children. This is not one of those situations. This is a situation in which once we get back to a normal process of bargaining, it wont be pretty, people may not like every outcome, thats why we end up having elections, but at least we know that Headstart Kids arent getting thrown off the program because the government shut down. At least we can feel confident that Small Businesses are still getting their loans processed through the sba. But the Small Business Administration Provides 1 billion worth of loans every single month. Right now that process is frozen. And that means there are Small Businesses all across this country right now who are being impacted unnecessarily simply because weve got a group of folks who think that they can hold america hostage for ransom that they cant win through an election. You told me as you were about to take office in 2009 that you were going to try to stay focused on the big picture. Not watch the stock ticker at the bottom of our screen. Are you going to watch that ticker over the next couple of weeks to see what the market impacts are as we get closer and closer to october 17th . I tend not to make judgments on the basis of the stock market. Obviously since i came into office the stock market has done very well. The biggest concern that i have day to day, though, is hows this impacting middle class families . Are we creating a system in which ordinary people, who are working hard and acting responsibly, have an opportunity to get ahead . Have an opportunity to find a job that pays good wages. Have a chance to, you know, buy a house and have some retirement security, have health care that they can count on so they dont go bankrupt when they get sick, send their kids to college, allow them to succeed. And so every day im tracking how is whats happening here in washington having an impact on that . And what we can say unequivocally at the moment is that washington is having a negative impact on the lives of ordinary people. And that may manifest itself in terms of the stock market going down. But im more concerned over the long term with whether or not this is a country where not only are we constantly thinking about how to grow this economy for ordinary americans, but also do we have a government that, despite the differences that exist throughout a very big nation, can come together and just do the basic common sense stuff thats required . Congress has two jobs, that the constitutions very clear about. Pass a budget, pay its bills. Were not asking too much for reporter a couple things very quickly. To ask them toe do that job. Reporter looking at health care data. Very, very popular among africanamericans. Marginally popular among hispani hispanics. Very unpopular amongst white. What are the implications on this issue of politics polarized not just by party but by race . What id say, john, is when you break out whats actually in the Affordable Care act, its bipolar among all groups. If you ask the ordinary person, do you think its a good thing that Insurance Companies have to let young people stay on their parents plan until theyre 26 . Absolutely. Do you think its a good idea that Insurance Companies have to spend 80 of premiums on Peoples Health care and not on administrative costs . Absolutely. Do you think its a good idea that people with preexisting conditions should be able to get Health Insurance . They say yes. So, the challenge we have with the Health Care Law is similar to the challenge weve had in our politics more broadly. And that is that there have been caricatures of what weve been trying to do. Theres always been some levels of polarization in our politics. Those have gotten worse, in part because of gerrymandering. Members of congress have no incentive to reach out to all groups. Its partly gotten worse because you have the super pacs coming in and financing, advertising, that stirs up polarization and the media has gotten more polarized. But i dont think when you look at the Health Care Law specifically that its an issue thats going to break down in terms of race. The majority of folks are uninsured in this country, even though theyre working, and will be helped by the Affordable Care act. The majority of them are going to be white. Not africanamerican or hispanic. Reporter very quickly. Does the shutdown at all affect the vetting of your potential fed nominee slow down . A lot of people have said, why is he taking so long on that appointment. Keep in mind, ben bernanke is still there and hes doing a fine job. This is one of the most important appointments i make, other than the supreme court. So, no, the shutdown is not slowing down the vetting. The person im going to be appointing will end up being somebody who reflects the feds dual mandate. Theyll keep an eye on inflation, not encouraging some of the bubbles weve seen in our economy that have resulted in busts, but also stay focused on the fact that our Unemployment Rate is still too sxand ordinar workers out there still need an economy that strengthened, aggregate demand thats strengthened, so we can put more people back to work at better wages. Reporter last question. Pope francis said the other day, the catholic church, without changing the churchs position, had been too obsessed on gay rights. Do you see any applicability . Ive been hugely impressed with the popes pronouncements. Not because of any particular issue. But, you know, first of all, he seems somebody who lives out the teachings of christ. Incredible humility. An incredible sense of empathy to the least of these, to the poor. And hes also somebody whos, i think, first and foremost, thinking about how to embrace people as opposed to pushing them away. How to find whats good in them as opposed to condemn them. And that spirit, that sense of love and unity, seems to manifest itself in not just what he says but also what he does. And if for any religious leader, thats something that thats a quality i admire. And i would argue for any leader, period, thats a quality that i admire. And so, you know, to bring it back to the issues here in washington, you know, i i think that, you know, no party has monopoly on wisdom. I think that a lot of folks in the Republican Party who disagree with me are good people, who love their country, love their kids, you know, want whats best for their communities. But, you know, one of the part of the genius of the founders is that they were able to set up a system where even when there are profound disagreements, we can work those di disagreements out in a sensible, civil way. And not every issue gets resolved 100 , but the system overall works. And ultimately the experiment of selfgovernment continues. The fight that were having right now is not about the Health Care Law. Its not about a particular budget. What it has to do with is do we continue with that process where we have elections, the majorities are determined, theres some protections for minorities in the system, but ultimately, you know, we are able to strike compromises and then move forward. And if we cant do that, this countrys too diverse, its too big, you know, what youll end up seeing is more and more of the polarization you talked about. Thats not healthy for our politics. Its also not good for our economy. The biggest strength we have as a nation, i think, is precisely that diversity and our capacity to get everybody, you know, energized and moving, and that creates a dynamism in the economy and the whole thing sticks together. If we become more vulcanized, we have problems other economies have had and that weakens us. Thats something we need to avoid and we need to get that settled right now. Reporter thank you, mr. President. John, i appreciate it. Thank you so much. And so there you have it. I think, guys, the most significant thing that came out of that very long interview was that the president is saying, yes, i will talk to congressional leaders, but were not going to negotiate until after they pass a clean c. R. , get the Government Back open. Thats going to be difficult for the republicans. But the president said, need to break the fevor now which is allowing a faxes within the Republican Party to control what the house is doing and therefore, the government did you hear anything in that interview that would suggest this is coming to an end at any time . Reporter no. Heres one one place where i think we got close to it. If we get into a budget negotiation, the president has the opportunity to do something that would be a step toward republicans if he were to say, i would take a budget deal rearranging sequester, entitlements, without tax increases. He said, i wont do anything to tax rates. He said that, you know, weve got to take care of certain investments. I tried to press him on whether he could take something with no new revenue. Remember, revenue is the republicans problem. He said, we have to keep closing loopholes. I thought he was a little soft on that. He didnt explicitly offer that olive branch to republicans. I think it is possible the two sides will get there. In any case, hes going to have to or he has taken the stance hes going to make john boehner put a bill on the floor that passes, that reopens the government, or at least get the hard liners within his caucus to agree to that. If we dont, its going to keep going and get right rolled up into the debt limit. I asked him if wall street was right to be reasonably complacent . He said, no, this is different. That caught my attention as well. We have steve grasso to join us on that one. John, a great job. Stay there. Lets get reaction from our panel, including mr. Grasso from stuart frankel, larry kudlow at hq, aide to dick durban, and sara fagan, political director for george w. Bush and a cnbc contributor. Lets take a listen to what the president told john he is willing to do and then well talk about that. The message have i for the leaders is very simple. Larry, that remind me of the negotiations between the israelis and the palestinians. They dont want to talk until theres no development on the west bank. But thats a nonstarter for one side. Getting to the continuing resolution is a nonstarter for the republicans right now without talking about the other elements. Youve got this see, heres where i think the president was delinquent. By the way, i want to say, john harwood, great interview. You got a lot out of him. Yes, john boehner cannot get a clean c. R. Out of his caucus. He has to get something with it, okay . At the same time, reid and the senate has to get something that is clean. They will not meet. They will not have conferences. They will not have conferrees. They will not deal with anything else until that precondition is met. Its going to be up to the president , in my humble opinion, to knock Heads Together and say, look, you guys have to get together and work towards a shutdown asap. Youre going to have to give a side, youre going to have to give a side in order to get that done. I didnt hear that. I didnt hear any urgency. I didnt hear anything about knocking Heads Together. I think thats the problem with the whole process here. Its very difficult when the president says, ill compromise, ill talk to anyone, as long as you agree with everything i say. Its hard as a starting point from there. What did you hear lets not forget steve, the president s line its different this time and wall street should be concerned about the negotiations going on right now . I think thats basically the president trying to rally the troops and say, listen, lean on your congressman to draw to a conclusion here. I dont think thats going to work this time, unfortunately. He threw around this world default, steve. What do you think of that . I dont think theres a chance well see a default. I just dont. I dont see it out there. Ive spoken to congressmen, ive been speaking to congressmen in the last couple of weeks. I dont think thats going to happen. But i think the republicans are trying to leverage their position right now. And theyre not going to give up. Can i ask, Jimmy Williams, my old buddy, what im hearing i dont know what youre hearing from various staff people, but were all on the phone talking to them. What im hearing is the shoin is going to go on for at least another week. Eventually the c. R. Is going to roll into the debt ceiling. In fact, in fact, paul ryans staff is now organizing some early talks for next week because on october 17th you the debt ceiling is busted. And it takes a week to just get the technicals in line. I dont see, jimmy, how you can stop the shutdown from rolling into the debt ceiling. You tell me if im wrong. Im going to confirm once again Larry Kudlows we must be talking to the same staffers. I was in the senate yesterday. Talked to a stop staffer on the senate side and counterpart on the democratic side and they both said, were not getting through this until the 17th because, again, boehner has a caucus he cannot control. I will say this about what boehner could do, and im not being a partisan on this, 18 of his own caucus members have said they will vote for a clean c. R. You only need 17 republicans to cross the aisle to vote for a clean c. R. Hes one over that number. He could pass a clean c. R. Today, but if he does that, he loses his speakership. Are we setting a precedent from now on, when budget comes up for negotiation, are we going to be talking about the debt ceiling from now on, possible default of our payments on our obligations . Is this always going to be a part of the budget process down the road . I think at least for the foreseeable future it is. You know, but the president was very cognizant of that in this interview. He talked about the need to get a stable government. And i heard two very significant things in this interview. One, he is willing to negotiate. We can talk about the timing of that. But he has not said that recently. And, two, he took income tax rates off the table. Those, to me, were very Significant Developments today. And i think republicans can hold onto that and figure out how do we get from the place where we are today, where we dont give, to a place in a few weeks where weve gotten something. I actually disagree with that. He said that repeatedly, that he would compromise and he would debate and he would dialogue. And we havent seen any of that. Weve just seen a lot of speeches and a lot of rhetoric. But we havent seen any sausage making. Having worked in the white house, guys, having worked in the white house, every word matters what i heard was on the one hand, early in the interview he said to john, ill negotiate on anything. And following that in the next parts of the interview, he listed a bunch of conditions. He will not negotiate under pressure from large scale changes in obama care. Yes. I get that. I get that. I understand that. I suppose if i were he, i would make the same deal. But there are things, for example, that have bipartisan support. Like . One of them is the medical device tax. 77 people in the senate voted for a resolution to cut the medical device tax. I dont know what it is, 2. 5 , whatever. Its about 25, 30 are we going to reopen the government on medical device tax . No. Something each side has to give something in order to accept a c. R. So that they can fill up the conference table and get to work. Otherwise, its not going to happen. John, last word here as youve heard the whole discussion. Want to make a couple points quickly. One, it is not reasonable for republicans to expect the president to undercut, destroy his kehealth care plan in a negotiation of this kind. Thats out of bounds. To say the president is not negotiating to, thats perfectly expected. Any president would do that. What is reasonable to expect is that if we get into an actual budget negotiation, which we seem to be moving toward, that the president will engage in give and take. So, thats the negotiation that counts. And the question is, how do we get there . And the president has a little barrier there on this clean c. R. Hes not going to do any of the negotiating. It may take longer than that anyway. But the idea of a temporary c. R. Is to give time for that negotiation. Maybe one way out of it is a shorter term shorter duration c. R. That kicks those budget negotiations into gear. Sure is fun watching the sausage being made, isnt it, gang . Thank you all. Speak for yourself, bill. Representative, what do you make of those comments . Well, mr. President , with all due respect, how is that a negotiation . The only thing that weve heard from the white house or that weve heard from senator reid and democrats in the senate, is that it was a phone call to us to say, we wont negotiate. That is, everything we want, which is a clean c. R. That doesnt solve our problems. That doesnt address the concerns on the minds of people all across this country, whether it is a Government Spending too much, whether its an unworkable, unaffordable Health Care Law. It doesnt solve our problems. And the president is how saying that thats a negotiation . I think most but if the but if the goal is to bring the president to the table to engage in budget negotiations, isnt that what youve achieved now . He has said, as long as you would reopen the government for business by passing a clean continuing resolution, then i will come to the table and we will have a budget negotiation. Isnt that what youre after . How is this is a negotiation when thats what the president has been saying from day one . His only message to us has been to say, pass a clean c. R. Nothing no changes, status quo, business as usual. Thats not making the tough decisions. I mean, hes not willing to talk about obama care. He made that clear. But he had said no negotiations. Now at least hes saying, negotiations. Well, we do need to negotiate. We need to come to the table. Weve been asking for weeks. The republicans do not like the situation. Were frustrated by the situation that we find ourselves. We need to start taking action to open up the government. Thats our goal now. And the president , to say that somehow we need to just accept his position and do what he had asked, which is not acceptable because it doesnt solve our problems did you take any heart from the fact that he was willing to take tax rates off the table . In the past he has said he wanted more tax hikes. Now he takes tax rates off the table and close loopholes. Is that a moving market for you . I was certainly encouraged to hear him talk about tax reform. We believe that tax reform is important to getting our economy growing, getting people back to work. Its important for addressing the fiscal situation. If we did tax reform right, it would actually increase the revenue to the federal government. Those are the discussions we want to have, but we need to get to the table so that we can start the negotiation as to how are we going to get our economy growing . How what are those tough decisions that need to be made so that we start living within our means, setting priorities, which is what were elected to do. The American People expect us to do that. They dont want us to kick the can down the road. And yet thats what the president s been asking for on the budget and on the debt ceiling. Its just business as usual. He said he heard paul ryan is convening a group that will begin negotiating on monday which will have something by the time we hit the diebt ceiling o october 17th. It appears something is happening behind the scenes. So the question is, whats going to be left on the table and whats going to be left off the table . Can you provide insight into that at all . One source tells me that really what is likely happening behind the scenes with the technical folks is that theyre trying to figure out not just the number of servers but they need to figure out just how theyre configured and perhaps reconfiguring them, what he calls the threads between them so they run more smoothly and can handle this huge volume. According to the government, the volume definitely exceeded their expectatio expectations. In the first 24 hours they saw 4. 7 million unique users at healthcare. Gov. They fielded some 199,000 calls at the call centers. And about 104,000 web chats or so. Those delays continue. They are trying to resolve them. A lot of experts say they really need to get this resolved by next week. This is, infect, realtime load testing and theyve got to get this resolved. Some states still having problems. Maryland. Connecticut is looking pretty good, actually. They say their wait times at this point, they fielded nearly 80,000 unique hits, and 75 seconds per page load.
