The ruble is down on the year and you can see that everywhere. Exchange points littered the streets. The ruble was declining before russia pushed into crimea. The most clear example is two things. A bank that was targeted by the sanctions and they have credit card users that cannot use credit cards. What is uncertainty as to sanctions could come down the line and what the next move is. President obama and David Cameron made it clear that that wider economic sanctions and have an impact on the ground. If you are looking for the fallout of the sanctions, as you said, the people on the street support Vladimir Putin and it is hard to see dire consequences for the education of crimea. The people on the street are talking about the sanctions and are supporting Vladimir Putin . Are they not talking about the sanctions . Is there concern about their future and their wellbeing . That is a good question. Much of the media is controlled by the kremlin and to be fair, not all of the media is controlled by the kremlin and that is the subject. Because the president is popular, lets not for lets not forget that the annexation is popular. Aid plan foronomic crimea and a lot of people are talking about how they can get in on the act. There talking about moving operations to crimea because it will be set up as a free economic zone. People are saying that we need to get out because sanctions are coming. He wants to curry favor with europe and see if they are prepared to step up with United States of america in terms of the action that we are here to take oath up whats give us some perspective. What does that mean for europe, in terms of real business . What it comes down to finance and banking where you see the most exposure. They have over 50 billion in liabilities for banking and exposure. Europe is a major foreign direct investor in russia and exports could come under pressure. They could drop 2. 5 . Are the most exposed. If there are boxes that have to be marked by the president on this tip trip, what are the most important ones . The most important is to listen. The president arrived facing three realities. Russian troops are on the ground and they are amassing on the eastern border of ukraine. Knowsird is that no one how far europeans want to push on sanctions. We have seen a piecemeal approach that has been incremental. For the morning and afternoon, president obama is a journalist who will listen and try to find how far he can go impressing some sort of unified sanctions. You want to preserve a united front in the west. That means that all countries should are one entity. That is the challenge going in. It is no small challenge because of the different economic relationships that the countries have with russia and their dependents on energy. He is mostly listening and has this emergency summit later on this evening. We suspect that we will get action coming out of this. Im going to pick it up. , young about listening will be speaking. This is part of the trip that is overlooked. He is meeting with his chinese counterpart. We do not have exact details about what they are talking about. In general, he leaves the chinese to shore things up on the notions and on of whether or not countries can autonomously decide that they can break away. This has great relevance. Look for president obama to try to go up the chinese and have them on his side on the idea that you can have independent referendums on sovereign territories and have new states created over a weekend or a couple of days. To wrap it up, we bring up the issue of europe and to what extent is there a feeling that the pivot to asia is probably responsible for the actions we are seeing in moscow . It is less likely that that is the case because the pivot to asia was rhetorical. The president has spent a great deal of time on economics in. Urope and iraq and afghanistan he spent a great deal of time on domestic matters. To asia was on who decides who goes to what country first. Some have been moved over there. That is a longerterm winding down of nato and putting assets in the pacific. That happened before president obama. My take on that is that if you think this is real, this may be a consequence. If you think this is a rhetorical trope, they may need to recalibrate the emphasis inside the state department. Perhaps you can wave a little bit of blame lay a little bit of blame on them. They have been underestimating the strength of the economy and overestimating the strength of the French Economy. I think the truth is in the middle. The good news is the fact that we have an increase in all three of the french pmi. The level that shows the French Economy is expanding. The reason is because of the new orders received the french private sector. There was a quote from jack kennedy and he said that the expansion and seeing further traction could translate to a boost in confidence. Let us talk a little bit about the german number. Germany, as we all know, is highly explosive exposed towards the russian economy. There is a slight slowdown in the numbers. We are seeing a ukraine affect. That is right. Becauseegin to see it you are making a valid point. Was exports to russia. That is in terms of confidence. Returning and making the point, germany will be the first country that feels the sanctions. That was seen as a big injustice by the majority of russians. It was merely a technical thing. It was logistics and power grids. It was easier to have crimea as part of the ukraine. Longer one no country and those in crimea are against this. Russiarning crimea to like this, we provoke war with the ukraine. It is a brother country and nation. We should live together in peace and friendship. What do we make of the sanctions imposed so far . They are not real sanctions. They are of individuals. It is a gesture and a threat of sanctions. Inside of parliament, all of the parliamentarians are worried about what will come next and they are afraid that this will fall on the rest of parliament. What is really spoken a lot about is sanctions against the bank of russia. There are 100s of 2000 credit card users. It is not a large bank. They were seen as popular. Today, the make of russia also said that they asked clients to refrain from hard currency transfer. It is an issue. Bucket,drop in the compared to a country that has tens of millions of credit cards users. Banks are heavily connected and under sanctions. Position that may get affected. This might start spreading. He talked about the need to look out at the boundaries of ukraine and he set the boundaries had not been finalized and out of kindliness and good neighborliness they have not looked at this question. But he made plain that more needed to be done on those boundaries. But he also then spoke about the Many Russians who had woken up on the morning after the soviet union dissolved and found they were in a foreign country. He was talking about the russian nationals in the baltic state and kazakhstan and many other places who are now outside of russia. Youas laying claim, if like, to ethnic russians as russiang to a greater of whatever nationality that may be. This is something he said right from the start, right . Three weeks ago he was making these kinds of comments that he is protecting russians inside. This is that other president s in the past have used as an excuse to go into a country and start a war. How much do we know how far he will push this . How far will the push if he if the sanctions get ratcheted up and the economy starts hurting, will he still push . I dont think that anything that has been done by way of sanctions is any kind of deterrence. But there is nothing being done that hurt his support at home. There is nothing being done that makes ordinary people feel that they are paying a price for his adventurism. Think we need to turn along those lines. What i think able to immediately i suspect is not too much. I very much doubt he will move into the rest of ukraine in the next two weeks. I dont think we will see that. What we will say is further destabilization of the ukraine and attempts to come up with provocation. But his next move, knowing him, will be something we did not expect. I will make the point that three years ago, if i had come on and said putin is going to annex crimea, people would have thought i was nuts. Nobody wouldve thought it would happen. Unexpected for better or for worse . For worse. He is now riding high on the time of extreme russian nationalism, which he unleashed. It is quite easy to lift nationalism outofthebox by this land grab and it is extremely difficult to put it back in the box once you let it out. I think the situation is more dangerous than generally considered. The motivation he is operating under at the moment ukraine, you can rationalize. There is a warm water port. The black seato and the mediterranean. It has a Strategic National rationale. Ukraine the warsaw pact, that would make strategic sense. But some of the other countries that used to be blunt in the soviet union, which strategic rationale would there be for moving into those countries . You can look at kazakhstan, about 40 ethnic russian. Vast proportions some of the areas of kazakhstan which are majority ethnic russians are as big as much of western europe. Large oil andry gas. That would be the objective, oil and gas reserves . Dont get me wrong. I am not saying putin will move into kazakhstan in the next few months, but what i am saying is this use ofg ethnicity and nationalism can gain greater control. Excuse. City is an he wants to build an empire, doesnt he . He wants more influence. He wants to start rebuilding the empire. What will make them stop doing that . I think if you look at putin, he came to power on the back of a fierce crackdown on chechnya and dr. Stan dagestan. What is going on in crimea, one of the many hypocrisies is no one necessary, not crimea, but one say, and and no whether they want to become part of russia. But the attack on chechnya and dagestan and ending the Resistance Movement there was his first big ploy on coming to sweep into power. Then he consolidated question central asia. The Central Asian republics and there was a phase of the great game going on 10 or 15 years ago. It has now finished. Russia has won that. Now he has moved on to annex crimea. His whole career has been one of assertion of russian power in the former soviet union, if youd like. And i dont think there is any doubt at all. Thehere is the boundary of sphere of influence . How far does a stretch in his mind . Is it the full extent of the warsaw pact . That is difficult to say. I think in his mind it does but obviously it is a technical impossibility to regain. Anything not still in the european union, not in nato, that is up for grabs and i do not think he considers you succeeds until the reasserts russian dominance. What sanctions, if any if anything is anything going to stop Vladimir Putin . He hasnt in his mind, he was ago through with his and he may go for further the matter what the u. S. Good morning. I think actually we have been waiting for this rebound for a while. We dont really understand what has been happening with pmi numbers. You look at pmi numbers in france since last summer, they pointed toward recession again where as the economy was holding up pretty well. I think there has been a diversion between really nomic data and the way filling the atmosphere in france. The economicebound activity. Just a confirmation that Economic Activity has been holding up quite well. And that france is still growing despite the week pmi we have seen the past couple of months. Should we read into the pmi figures . Are you a believer this indicates a trend we have seen the last couple of weeks . I had someone from Deutsche Bank early on saying you should almost ignore the pmi figures because they either undershoot or overshoot significantly. Look theefer to bank of France Survey which is probably less volatile. The difference with the pmi questionshe number of the different areas in which companies are at, i think basically my interpretation of the divergence we have seen the past year between pmi and activity data is due to the big ofertainty about the choice the Government Economic policy. Has been hollande elected there has been a gap between what has been done and suddenlybeen said, and sort of a need to understand a bit better what this government is aiming to do. I think mr. Hollande verification in january about his Economic Policy strategy, the fact that he wanted to improve competitiveness for companies and cut public spending, probably clarified definitely his goal. And i think it should help Business Confidence to rebound. And i was a bit worried until recently to see that Business Confidence was so low, because in the end, even though i dont think it was reflecting economic weakness, it could have run the risk to eventually be selffulfilling. You look at the index when it comes to price pressers pressures, looking at a graph, there is some deflationary pressure in this set of data as well. How much of a concern will that be do you think for those in frankfurt, the ecb . I think it is a concern and should be a concern. We are in a situation where inflation is low at the global level. On top of that, we have been experiencing a very long recession in europe. Unemployment is very high. So there are very few inflationary pressures. And the additional factor that i think is important is that many countries like to regain competitiveness to price adjustments. Because we dont have the Exchange Rate anymore and all these countries, there is a need to push prices down to regain competitiveness. That has been something that has been happening. I think this increases the risk of having a very long period of very low inflation. And i think wouldnt you have a very long period of very low inflation and overshooting the target it increases the risk of having deflation actually and eventually falling in a deflationary spiral. This is not the baseline scenario at archelaus and in general i think people tend to not believe it is very likely, but i think there is a risk am especially if countries like france and italy and eventually undertake reforms that could push prices down. So i think the ecb should be to the downward price pressure and i think the pmi survey, as you mentioned, was showing the downward trend is definitely continuing. Ofwhat do you think the the elections of the weekend . The National Front has gained ground. Is this a worry for economist . Because if they gain more ground it eventually would have to change france as a country and its economic policies . Think this is something that has been seen over the weekend in france but i dont think this is specific to france. I think we will see in the next European Election in may that in many countries, the far right or far left countries are gaining ground. We are in a situation where unemployment is pretty high, revenues are decreasing or increasing very slowly. A reformhere is fatigue taking place in many countries. Although france is probably not a good example because reform has been lagging behind. This is a worry evidently because governments everywhere in europe are becoming more and more unpopular. And i think people dont understand anymore what europe is about and they dont trust their politicians anymore.
