Cannot confirm, but it is possible the pen name of the cartoonist has been doing very aggressively secure satirical cartoons of the prophet mohammed , the cartoonist himself kissing a muslim man. Caroline, though this is shocking and brutal, it is not the first time this magazine has been attacked, right . It is not. A history of very provocative cartoons. The liberty of expression, the freedom of expression of cartoons. According to impressionist, several famous cartoonist of the newspaper have actually been killed in the attack. I have the names i have been circulating in different french media reports who have reportedly been killed in these attacks. This is against everyone the pope, the president , and they have a history. In 2011, they were already attacked, firebombed at the time. There were no victims whatsoever. The news editor at the time said he understood but they wanted to keep their freedom of expression. Lets bring that back up of two gunmen emerging from a vehicle read before they stormed into headquarters on their shooting rampage. What do we know about the gunmen . The report that they escaped in a stolen car, tell us more about what we know about them at large . What we know is there were two gunmen, according to some media reports they were using automatic weapons. When they left the headquarters one of them apparently two witnesses on the ground one of them apparently calling two witnesses two of them on the ground remember before christmas, we had several events of some people supporting the Islamic State, shouting the same thing as well, just before they were driving as the Christmas Markets just before christmas. These can be late, even though the gunmen are still on the run. Also a very dramatic we actually see one of the gunmen shooting one of the policeman who died in the attack just next to the headquarters and of course, we will probably see more of this dramatic in the next few hours. What happened, when it happened, and how it happened. We are seeing from news reports exactly what happened. They have attacks, firebombings, but this is unprecedented and i want to talk a little bit about the politics of this. We have seen already in the last five years a rise in far right parties. It is impossible to call them far right parties anymore because theyre becoming increasingly mainstream. Could command possibly 10 of the vote, and it is now climbing upwards. We see that across europe and particularly in france there this is not the research you do but one of the things interesting to me is watching these parties tied into antieu sentiment, but also antiimmigration sentiment, and these are two things in europe that have been twinned. Two thinks a separate, one is partly for some struggling with grievance, partly because of a persistent sense of subordination in some way or another. That is a problem and needs to get a target for people suffering in that way. The target may be a political target, immigration. The other issue to focus on and its relationship to terrorist acts remains to be determined, but it is likeminded people who have a sense of grievance or outrage talking to each other they can hear about great extremism in the terrible case of liberal violence. That is fascinating. We will bring this up on the screen, the growth in the far right parties. We can take a look in a second. One of the things i let that last year to catherine she called these parties entrepreneurial parties. These grievances youre talking about have been sitting around waiting for someone to seize on them politically. Yes. There is an idea of polarization entrepreneurs people who try to foment polarization by focusing on a set of people identifiable along ethnic or other lines, maybe even sociological lines who have a grievance, who sued the polarizing themselves, more politically engaged, more outraged, creating something new. Civil rights movements sometimes have been created by polarization entrepreneurs, as theyre called here they can be a well functioning part of democracy, very important. The danger is when it is based on falsehood based on a kind of hatred when theyre not helping anybody. You cannot discount what is going on in the French Economy that this content, using unemployment in double digits, how that could read two affiliations with extremist views are all right. Two hooded people entered the offices of the magazine, shooting at random and shouting god is great. Several journalists fled to the roof of these suspects are on the roof in paris and we expect a press conference in just a few minutes from now. Professor, let me just throw it to you first, whether this, as were working our way or the situation, is representing or going to represent now a seachange here here at is this an Inflection Point with how the west and the u. S. And european allies deal now with what has been a growing problem with islamic extremism . The problem of extremism is not new. The scale of this attack is certainly unprecedented in the french context. There have been several military style attack on civilians in the last several years. In march, 2012, if richmond killed several soldiers and judicious citizens and just past may, there was a similar attack on the museum in brussels, also by a man who is militarily radical. Unfortunately, this is the latest in a small series of military style attacks, which seems to be direct the related to the war and syria and iraq. Some form fighters have gained there and are bringing back to europe. Help us understand the slow boil of what is going on in the last 10 years all over europe nature of extending of the netherlands in early 2000 and a slow drip of events ever since then. There is frustration in europe that politicians are perhaps too accommodating of extremist views . I do not know any politicians who are accommodating of extremist views, but the problem is real that you have on the one hand a new religious minority that has not yet found its place in the pantheon of european relations, made up of millions of quite normal, peaceloving people, but with the exception of several very bad apples. The slow boil you referred to is quite right. There have been conflicts over the representation of islam and the representation of prophet mohammed in particular. You mentioned van gogh was a dutch filmmaker and Vincent Van Gogh was shot to death in the streets of amsterdam 12 years ago after having made a tone that was insulting of the koran. What followed, you might remember, is the cartoon controversy in denmark with a danish meat newspaper and a contest was held to see who could draw the picture of the prophet mohammed. This newspaper, Charlie Hebdo is in the same satirical tradition and that they are courting confrontation, looking to provoke religious extremists of all client, not just islamic. Very unfortunately, this is mixed together with the presence of hundreds of foreign fighters from france now receiving military training. Some of them are being sent back to france. You have written about extremism and extremist thoughts, not specifically about the islamic movement, but you are familiar with this and what we have seen over the last several years. Last i am not sure but it might be. One, there is a terrorist act tempted to think, the people who have done it are crazy or poorly educated and poor. None of those things is true. What happens is you have people, often young man, in a social network edge each other toward further and further thank you anger and outrage accommodating industry and extremist act. Frequently, when terrorist acts are undertaken, it is not just that people have military training although that could be an ingredient. There is a social network. Guns aiming these goals closely at police cars. This is not to say they did not have it. It is to say that those are not the only type of people drawn into the spirit quests plenty of people with military training do not kill civilians. There are two kinds of polarizations. They have run parallel, part of the work done with polarization is these events drive each other. They can. It is important to say in a Democratic Society like france and the night is it, to have parties on the right and the extreme right and parties on the left, the extreme left that is fine, but we need to isolate what kind of party is connected with what kind of violence and we do not know any particular case of tragedy whether a party itself is to blame or which particular views are to blame. We want to be careful about attacking people who deserve to have their say in the political process. Of course. I wanted to let you know what is happening right now. There is what you see, the International Condemnation coming from president obama and David Cameron and Angela Merkel but there is also what you do not see, the fundamental stepbystep plans of what needs to be done certainly here in america, by cities, local governments, to make sure there are not copycat attacks. Certainly plans are being enacted in london right now that maybe not every citizen of london sees, but are definitely taking place to make sure train stations are secured, airports are secured, and to limit any types of attacks whether there copycat or related. Professor, i want to bring you back as well into this conversation. In terms of the u. S. And response, yes, we can offer the assistance and condemn this but that it is there something more that needs to be done . What is the next that . New next step . Unfortunately, france is used to this type of tragedy, not necessarily in the form of shooting but in 1995 and 1996, experiencing the fury of islamist terrorist attacks in paris, including around eight people who were killed, and i mentioned earlier in the program that four jewish holy cities since and several soldiers were killed by an islamist who had returned from afghanistan in 2012 and another watcher were killed just this past may by another this time from syria and iraq. The u. S. Can continue to fight the plague at its source in syria and iraq which appears to be where the worst of the ideology is emanating, which has turned into, unfortunately, a magnet for likeminded european muslims. The numbers are extremely small, but in terms of our own efforts to counter violent extremism, clearly what we have been doing over the last 13, 14 years now is not enough. We have to continue to work with our allies combating violent extremism, especially in this minority of european muslims who do not find their place in european societies, and who are evidently attracted to something completely different. These men spoke Perfect French and had military training perhaps informally by the Islamic State military. There needs to be better ways to prevent these fighters from getting here in the first place. Were working more with turkey on controlling the border and we continue to work with french counterterrorism identifying potential deportees before they make it there and come back as dangerous as they appear to be. This reminds us how reliant we are on our own intelligence agencies. To help us understand where the attacks are coming from, are they People Living in the country inspired by those abroad, or are they returning . One thing really worth undermining this morning is the immense importance of the Intelligence Community including the cia and the nsa, which have been controversial and reasonable questions and objections have been raised and the fact that americans and europeans are safe as they have been over the last years, that was a great yield to the terrific work of intelligence agencies in ferreting out risks and diminishing them. And as we heard it was said france had gotten many signals in the last several weeks that there would be terrorist attacks there it they were already on high alert with the gathering of intelligence. There is a very large Muslim Population and the vast majority of them are lawabiding and reject tactics like this. But you do not really need that many that big of a radicalized minority to wreak havoc. That will certainly continue to deepen fissures in the society and strain relationships between the white majority and those who support and those help us understand what that means. This is a fringe party in the 1990s, which now after this morning, a potential coalition party. Her father started the party as annex was simply Antisemitic Party and she has moved away from that animated and antieu party and the nationalist party. Not far below the surface, it maintained a historical links and sympathies. You can certainly see it attracting more support over the next few years and months. But for the vast majority of french people, it is still something of a pariah party. Whether it could exceed 20 of the population remains to be seen. I know we have got video of french police. They appear to be looking through the car the gunman had used prior to this shooting. There is a photo there of them gathering evidence to see what they could find to identify who these people are, who the two shooters are. I want to mention that, as i noted, you were part of the white house, on the review board after the Edward Snowden leak. And intelligence gathering point you make is that todays about security and securing our borders and finding these gunmen. It is a testament as well to intelligence gathering and intelligence officials that we have not seen this scale of attack in many years. Right. One thing you said that was interesting and concerning, in france there are signals there was danger but apparently, they were not precise or clear enough for action to be taken. This underlines it is massively important not only to have sensible privacy respecting intelligence gathering, with an emphasis on sensible, ferreting out attacks, not intruding on privacy, but ferreting out attacks, and also to have sharing across signals. That is often indispensable. One country will know something another country does not. As long as theres information sharing you can pull. A trashy like this, it almost leaves room open now for perhaps the government to say, we need to continue this intelligence gathering and push back on some critics of privacy. There are completely tradeoffs to be made and sensible compromises. To emphasize privacy at the expense of security is a mistake. All we know is it was firebombed years ago, what is his role . They make fun of politicians issues like religion, and they are a satirical magazine and those words really say it all. It is not something widely read but certainly something that is appreciated and obviously, this is shocking. Cartoonists, some names very familiar to the french were killed in the attack. This is shocking. You have also reported from amsterdam, and i keep thinking this morning of that horrific stabbing of the filmmaker earlier. How does a Society Change after an event like this . By citizen to rest in. That was, for the never for the netherlands, something that change society because there had been an idea of what they call multiculturalism, of having various cultures living alongside each other maintaining their identity. In the netherlands, you do not have a melting pot there that might exist in the United States, certainly not to that extent. People maintain their culture very much. As a politicians, at least some of them, thought the model was not working. We have also seen the rise of rightwing antiimmigration tendency, Political Parties rising up in the netherlands and also elsewhere in europe. Staying on the political side of it, you had the french president making comments and will be holding a News Conference this afternoon. But also speaking or going to be speaking, tommy the dynamic here of the armor that french leader and the Current French leader and how this will play politically in france. Not saying we will see 5 gdp growth in the Fourth Quarter but it does look like it will be 3. 5 . That is an economy that looks pretty decent and therefore is resilient to some of these shocks.
