Stories making headlines today. Phil mattingly has the latest on negotiations for a ceasefire between israel and hamas. Todays Commodity Markets and watching peter cook as detailed on the eye partisan deal on congress to these long wait i wait times for Veterans Health care. The two authors Bernie Sanders of vermont and House Republican counterpart jeff miller just wrapped up a News Conference on the hill where they were walking reporters through the greatest aspects of the deal, the first legislative response to the controversy surrounding the long wait times across the country. At least 35 bets died awaiting care in phoenix alone. 12 million in new money. 10 billion in emergency funding be ahose who cannot get medical claimants right now. 5 million to pay for new staff. The bill authorizes leases for 27 new facilities as well. Funding for veterans needs must be considered a cost of law and appropriated as emergency spending. Flames and tanks are cost of war, so is taking care of the men and women who use the weapons and fight our battles. Lets bottom line, a significant portion will be paid 12 billion. The house and senate will vote this week of four they had out of town for recess. Sanders and millers both predicting passage in the respective chambers. Sounds like to be a bill make it done. What is left on the congressional agenda . A lot on the list theyre supposed to be tackling. Senate is expected to sign off on a shortterm bill. The house has already approved the measure. This would effectively kick the can down the road on that issue for about 10 months time. Lawmakers remain divided on the crisis on the border. Calling on president obama to not leave town until they provide 3. 7 in emergency funding. Happen, at least not right this moment. House republicans coming up with her on plan to provide no more than one billion. He would send National Guard troops to the border and expedite deportation rules. Finding a compromise for the end of this week seems like a stretch at best. Thank you so much. Peter cook. Former commerce secretary Carlos Gutierrez will join us on these issues in just a few moments. He will weigh in on the immigration debate. He has been pushing republicans on the need for Immigration Reform as emergency funding is gone in congress. In the meantime, john kerry returns in washington last night unable to secure a ceasefire deal. Israeli offensive failing to hold, officials have gone back to the drawing board. Phil mattingly joins us now from washington. Roadblock to the kerry brokerdeal here . No shortage of them on the israeli side. One is the tunnels that come off as used to attack citizens. The second is rockets that have not ceased. Perspective, they have been pushing for an end to blockades and border crossings, potentially releases of prisoners as well. Kerry was trailed by negative headlines. His point and the point of other top officials is what the u. S. Is trying to do right now is build on small gains, even if they are just temporary ceasefires. Take a listen. We believe the momentum generated by a humanitarian ceasefire is the best way to be to begin to negotiate and find out if you can put in place a sustainable ceasefire. One that addresses all of the concerns. There, you hear right they are not talking about longterm ceasefires. What theyre talking about hour by hour. One thing they are talking about hour by hour. Preparing for alarm long fight, as long as the tunnels remain in place. Nowhere near where john kerry wanted to be when he started off on the trip last week. Facing major backlash. I think this is the most interesting thing to emerge out of the trip. John kerry was hammered from the media and government officials for what he was attempting to do this past weekend. Part of that is who he was meeting with. The ministers of turkey and cutter. The proposal john kerry put out was according to Administration Officials of consideration. That was taken by israeli officials a something that was completely untenable. So much so that u. S. Officials have taken to going on the record to defend john kerry. Saying there is no stronger defender of israel than secretary of state john kerry and taking a shot at those who spoke negatively about him. The bottom line is what was leaked unfortunately it is an effort to misinform or was just misinformed. The u. S. And israel relationship right now becoming a potential casualty to john kerrys efforts at the moment. . His next move i think you will continue to see him plotting away. All right. Thank you. Phil mattingly, white house correspondent. In the meantime, European Union expected to announce further sanctions against russia. The impact of sanctions and the impact they are having on russian ukraine crisis is roman pompidou, former u. S. Ambassador to ukraine and a principal at thing am consulting. Thank you. Welcome to bottom line. Like thatd they look are expected to come out from europe. Thank you. You look at the sanctions that have been put in place, composite positive overall impact. First of all, the the asset freeze and visa bans on certain individuals have created some turmoil and the ruling economic circles in moscow. Secondly, by starting the sanctions, you lay the foundation for increased sanctions. You have created an air of uncertainty and russia whereby countries from the outside are not going to go to the next step in terms of investments at this time. You have seen a l flow from russia and for six months that is greater than all of two thousand 13. That gets to your question. I think what we need to do is have they European Union look at sectoral sanctions in terms of punishing russia for activities in Eastern Ukraine. What would be the most effective sanctions of this point. I think right now sanctions in the financial area. This would stymie russias ability to do outside trade. In other words, bring an already stagnant economy to a standstill. That would leave president fewimir putin with very options. What might we expect him to do if in fact those sanctions are effective and start to really tighten the noose on the economy in russia . Hard to say what his reaction will be. One of three choices. He could pull out from the policy he has had in the past few months. He can try to use forces to invade ukraine, which i think is a nonstarter. The most logical policy right now is the middle course, which is what he has been doing over the past few weeks and months, to continue the turmoil in Eastern Ukraine in order to destabilize ukraine so he can have influence in that country and particular the eastern part of the country that would have greater leverage on his dealings with kiev. I continue to see that happening at this stage. What should the u. S. Response be . I think it is important for the United States to take. Of the situation. Think if the eu asked tomorrow, the United States should step in parallel and increased sanctions in terms of applying sectoral sanctions. I think it is important to look at the military options in terms of supporting the ukrainian military. Important forvery the United States to give more military assistance to the ukraines who have so far been successful on the ground against the separatists. Absolutely. Timing is key to all of this. At what point does the u. S. Have to step in with more aggressive moves . I think the time have passed already. Withast two or three weeks the ma shootdown that Vladimir Putin is willing to hold back on policy. I think the time is already right to make serious decisions in terms of military decisions and increased sanctions. Prompted by the satellite photographs that shows russia has been shooting and shelling into ukraine. Absolutely. The United States has verified rockets have been coming in from the russian side into ukraine. It is time for the United States in the eu to step in with a very strong response to the russian activities. Thank you for joining us. Coming up, how to make millions from 11 dogs. We take you inside jeff world of high art. A reminder, multiple ways to watch Bloomberg Television, we are on the web at bloomberg. Com apple tv and amazon fire. Watch us anyway you want. Nations immigration laws are broken and need to be fixed. At issue is how to fix them. Paul ryan talked about the task at hand. Law which to fix the never intended for this to happen which means you can treat people in this country just like we do mexicans and canadians a week and stopped this crisis. We intend to do that this coming week in congress. The other thing about congress doing nothing, look no further than the United States senate. Qwest Carlos Gutierrez is the cofounder of republicans for Immigration Reform and the former commerce secretary. Joins us with his perspective. Great to see you today. Iss whole order crisis issue all part of a bigger issue about Immigration Reform and what is needed here. Republicans are asking for a dollars in emergency aid. Is there going to be a middle ground here . I would hope so him up because were not talking about amounts they are used to talking about so it should be pretty straightforward. I think the problem with do itation is we tend to in patchwork solutions. We only respond to latin america when there is a crisis. A crisis. Ave there is something to learn from columbia, probably the most successful foreignpolicy initiative with had with latin america in recent times. We put money in and work with colombian government. E took the cartels out we dramatically reduced influence. Is a different ball game today. The problem is a lot of those people have moved to central america. They have moved operations. With theo be working Central American government. Not just have a meeting but develop upland central america, learning from what we did in columbia, and lets go at the root of the problem. The violence and cartels and giving these folks the opportunity to defend themselves. Right now that is not happening. As we deal with the longerterm solution we have the immediate situation where we have tens of thousands of children coming across the border and where to put them. Weve bring them into the shelters come of this country or send them back . Think as everyone has said, some will have to go back, and the majority will have to go back but some should be able to stay. Some have a real plane for asylum. If they go back, their life is in danger. They are here, i would hope we treat them with dignity and respect and have what they need. And eventually a lot of them will have to go back, but there are those who deserve asylum, thedeserves to leave violence and threats to their lives. Unfortunately it has turned into a political issue as well. Im your side, how do you handle this . Crisisyou handle this while looking sensitive to people who are escaping violence , escaping the life and trying to seek a Better Future . How do republicans continue to handle this by looking sensitive because they have not always had the best best track record. I would say stop the scaremongering and rhetoric. As last thing you need to be insulting. There are people thereve running away from a lifeanddeath situation. Do is whatever we patchwork and we have Immigration Reform. The economy will continue to suffer. To satisfyy employment needs will be through your legal immigration. Do we get Immigration Reform . First of all, simple recognition that ignoring the problem will not make it go away. You delay, the worse it gets. The burden border problem is an example of that. You just all paul ryan say it is not our problem. Like it is congress. It is the senate and the house and congress and we have to get it through. Everyone can agree we can get it through. No one a curry can agree how or when or if it will even get done this year. The you believe it will get done this year. Go i doubt it. The way it has been going it is an election year. Were not facing up to the problem that without reform we will continue to have this problem. Thank you for joining us. The former commerce secretary. Still ahead, the big squeeze on oranges. Less water in california means smaller oranges but will likely pay just as much. Details next. Univision Communications Chairman was one of the president s top fundraisers. If you look over the valley, it is just brown. That haveee fields ground up. You will see some very green areas him about those areas are under the radiation and that is costing a lot of money, pretty much wiping out profits this year. Translate tohis what we get on our table . That is one of the most interesting things about the drought. People were talking about real nightmare scenarios. You have not seen that so much because of irrigation of the brown water. I was talking to a farmer who grows oranges in riverside and said he will have the same number of oranges but cutting back on the water on the which is making them smaller. They will not be more expensive but literally less fruit for the consumer. Farmers feel like the public gets its . That is a real challenge in the central valley. I was talking to a farmer who points out his family has been there for more than 100 years. The population has exploded in that area. They have their own plans for regulation. Areers feel like they gripped with agricultural uses. People see that youre a gators and wonder why they cannot water the lawn. A lot of questions being asked. Are the farmers expecting this to be shortterm or is this something longer . Farmer see this as longerterm. This is Merle Haggard country here. One very get that springs to mind is the water will be plentiful again when p will are eating rainbow stew. People expect this to be longterm. That whole process could be two years of just following my interest. Once i decide to make something, probably another two years in production and realization of the object. To do that sometimes i have to work with other people. I have a studio of about 130 people. I have a threed department. Painting, sculpture. I am the captain of the ship so i am really responsible for everything. In pricing our work you have to take into a fact into to affect the cost of manufacturing something which can be quite high. Like ebay says customers are returning following a massive Security Breach earlier this year. Earlier this year i talked to the president ebay marketplace businesses. We took action without necessary to protect customers. Resetting passengers for 150 Million People not an easy thing to do. It was the thing we thought would be in the best interest of our brands and customers. Ebay could soon face new competition from facebook. Buyting five buttons buttons. Joining us for more is scott galloway. Great to see you today. That whole incident with the privacy breach, that all segues right into facebook trying to become an ecommerce platform. It is all about security, right . Soso Networking Companies gain the trust that other companies have . It is a little scary with social met were privacy. If someone hacks your credit card information it is incredibly inconvenient. If someone hacks your social media account they potentially have more information on you. I think the concern over privacy is inversely correlated to age. If you look at how promiscuous people that are young are versus people of my generation, they are just not as concerned. Given that, is facebook it isgoing to work . The right thing to do. Initiatives and acquisitions are all on sale. To doave the capital great experimentation. Absolutely the right thing to do. Will it work . Probably not. The same reason we do not buy products while we are in a bar. Opened ontores facebook in 2012. The majority closed in two thousand 13. We just not in a buying mood when we are looking at our friends kids pictures. Maybe we are not in the move now but what about five or 10 years from now . Probably it is a trojan horse to get your credit card number. Amazon has 250 million credit card numbers. Apple has 800 million. Be if they collect 502 hundred million credit card numbers, that will be huge. Every time you want to enter into any sort of transaction it is one click as opposed to filling out credit card information now. Think about the places you shop. When you really think about ease of commerce, if they have your number on file, you default to that purchase. It is just a whole lot easier. Apple is a whole lot easier. They know who we are. They have specific identity information and perhaps gets to the holy grail of marketing. You would think amazon would be in the prime position or apple to really be able to hold on that and let off. Facebook has more data on our behavior than almost anyone. We are on it so much in so many of us are on it. Line, 40 of consider purchases over 100 are influenced by digital. 30 billion on mobilephone commerce but will influence three quarters of a trillion dollars in instore sales. What about the other social networking site . What about twitter . It will show twitter does not have the same commerce opportunity. When ibm ran on black friday at the analysis of ecommerce sites they hosted, the traffic coming from twitter was significantly insignificant. People doace where seem to be in a commerce mood, state of mind, is platforms in asia. Any kind of platform . When people are on social media in asia, they are ready to buy. Why do you think that is . Are they just more comfortable with that . I think it is cultural and who knows why. Wichat was linking to the platform, the sales supposedly spiked 600 that day. I think when you talk about social commerce, and everyone has been very excited, the one place where it might be exciting is with some of the platforms in asia. Pretty soon you will soon be losing be using your phone. Your phone will become your credit card one day. Yes. We talk about wearables.
