Its not even clear that the home office understands what is going on here. What we know is back in 2014, the Decision Rate was pretty efficient, which meant about 90 of incoming people seeking asylum got an initial decision in six months because a lot of the cases are complicated and you have to look into peoples history of the country they come from and the precise account they are making of the abuse they have suffered, you can understand why it might take time to run through and reach a decision. In 2018, the target was to get most decisions completed in six months and that was abandoned. It was abolished to help caseworkers deal with the more Vulnerable People and take a more nuanced decisions on the most convocation cases but what happened was Decision Making dropped off a cliff and we are in a situation now where about 6 of cases are dealt with in a timely fashion. And last year, and this is really interesting, of all the Bow Crossings last year, only 4 of those people had a decision, so in effect, the backlog has been growing and growing and at the same time, the number of people coming into the uk, partly because of the end of the pandemic and the increased movement of people has been growing but not as fast as the backlog has been growing so we have a crush in the system. Sometimes the language factor is important. Sometimes another factor is that there is economic migration in their calculation and they seek asylum, if they are going to claim asylum, if they are going to claim asylum, but they are going somewhere where theyve been told by other people that you will be able to settle and get work here. One thing we dont know, and i will qualify this, there is no evidence at the moment for is the suggestion that there is Benefits Tourism. Theres been a lot of attempts to study the concept of Benefits Tourism and its all been inconclusive for and from my experience, talking to people, people have very little idea of the kind of benefits they will get, so you cant necessarily say they are skipping one country to another to claim benefits but one thing that does tally and you hear people that they have been treated by a particular country and there is a feeling the british system, there is a feeling that the system is fairer than other countries and that pulls people towards us as well.
