Coming up the Withdrawal Agreement bill finally gets through parliament after the not contents in the lords drop their opposition. The question is that motions b e be agreed to or blocked. Although the chinese have sequenced the genome of the virus, it has mutated, and it now spreads directly from human to human. And a warning of the dangers of driving on smart motorways. But first, a key piece of brexit legislation, the eu Withdrawal Agreement bill, which sets out the terms of the uks divorce from the European Union has now cleared parliament and is set to become law. So how did we get here . Lets have a little recap. The Withdrawal Agreement bill got through the commons with no problems. After all, the conservatives have a large majority. Its passage through the lords wasnt quite so smooth. Peers made five amendments the most notable concerned the rights of unaccompanied child refugees. The bill in its amended form then returned to the commons, but the brexit secretary was in no mood for a rethink. I can only say again, mr speaker, as i did in our previous debates, that the governments policy is unchanged. Delivering on it will not require legislation. The government has a proud record on supporting the most Vulnerable Children. The uk has granted protection to over 41,000 children since the start of 2010. In 2018, the uk received over 3,000 asylum applications from unaccompanied children, and the uk deals with 15 of all claims in the eu, making us the third highest intake country in europe. He said that the government would continue to protect the rights of these children. Honourable members will be aware that my right honourable friend, the home secretary, wrote to the European Commission on the 22nd of october on this very issue. This amendment in no way affects our commitment to seeking an agreement with the eu. Primary legislation cannot deliver the best outcomes for these children as it cannot guarantee that we reach an agreement, and that is why this is ultimately a matter which must be negotiated with the eu, and the government is committed to seeking the best possible outcome. But mps still werent satisfied. There have been many arguments and debates across this house over the past 3. 5 years about the rights of european citizens and about protecting those rights, but surely none of us, regardless of which side of the argument we were on, want to see these children, refugee children who are amongst the most vulnerable in the world, any question of their safety and the possibility of their being reunited with their families undermined. Why then is the government so determined to take this out of the bill and to notjust purely go with the amendment which would guarantee and would reassure everyone in this house . And this was labours yvette cooper, who chaired the Home Affairs Committee in the last parliament. The minister has still given no reason. Why take it out of the 2018 act . Its in previous legislation. There are loads of things in legislation through the decades that the government says it agrees with, it says it isnt needed because it says it agrees with it, but it doesnt remove it from the statute book, and that is what makes us all suspicious, that he wants to remove it because theres some reason why he thinks it will restrict what he wants to do and therefore that he is going to in the end betray the commitments that have been made to the most Vulnerable Children of all. Let me address that head on, mr speaker. The reason is the purpose of this legislation is to implement in domestic law the International Agreement weve reached. That is the purpose and that is what the withdrawal bill is doing. That is why we dont support this amendment. But what drives the concern of the right honourable lady is whether the protections will be in place for unaccompanied children, and to that i draw her attention again to the record of this government as one of the three best countries in the eu. Well, mps voted on whether to accept the lords amendment on unaccompanied child refugees. This was the result. The ayes to the right, 342. The noes to the left, 254. And the commons rejected the four other amendments too, so the bill was off back down the corridor to the lords. Would peers have another go at amending it orjust accept it . The brexit minister seemed confident as he thanked peers across the house. Of course, i know that many on the benches opposite are disappointed that the commons has chosen to disagree with all of the amendments that noble lords passed this week. I would, however, like to reassure noble lords that their expertise, their contributions, will continue to play a valuable role after brexit. So what was it to be . Chinese Officials Say there have been over 500 cases of the infection which first emerged last month in the central city of wuhan. It has since spread to other parts of china and to other countries, including america. The Health Minister explained what the government was doing to protect british citizens. We are monitoring closely the development of this virus. Advice from Public Health england and the chief medical officer is that the risk to the uk is currently low. The uk is well prepared for the emergence of novel viruses. As part of our preparedness, we have introduced an enhanced monitoring of direct flights from wuhan to china and updated our travel advice for wuhan and continue to update Health Workers on how to identify, treat and contain any possible cases. Lady blackwood was responding to a question from an independent peer and former hospital consultant. This virus is a new virus thats identified. It probably originated in animals, particularly in the seafood markets in wuhan. It is nonetheless 80 genetically identical to the sars virus which killed a significant number of people, and it is now understood that, although the chinese have sequenced the genome of the virus, it has mutated and it has now spread directly from human to human, which raises the likelihood that it will spread more widely. It is also. Initial illnesses vary, and it is sometimes very mild form, hence the case in the United States where the diagnosis wasnt made on arrival at the airport in seattle by the authorities although they had the procedures in place. So my question is, will the government keep a watch out and update the advice depending upon how the virus develops . Secondly, will there be procedures for quarantine and follow up contacts if the case is identified, particularly if the virus mutates to becoming highly virulent . From today, enhanced monitoring will be in place for all direct flights from wuhan to the uk. Public Health Officials will meet every direct flight from wuhan to the uk and will be on hand to provide information about symptoms. Mandarin and cantonese speakers will be on hand and leaflets will be available in several languages. We will roll out enhanced monitoring for all flights arriving from china. Leaflets and information will be available across all uk airports advising travellers from china what to do if they feel unwell. Enhanced monitoring of direct flights will be kept under continuing review and expanded if necessary in answer to the noble lords question. The risk to the public is slow and the nhs as well prepared. He has asked any patients assessed if they would be isolated on the standard procedures if necessary, and there are a number of Infectious Disease units around the country which would respond appropriately. Would there be specific advice to uk citizens travelling into china who have underlying conditions that might mean they would need to take more care . Travel advice at the moment is against all but essential travel to wuhan. We will keep under consideration travel to other chinese cities. While we must not to react to this, it is also important we do not overreact and cause major disruption to the economy as has occasionally happened. Is it possible for the house to have some free site for the flight monitoring process, at the point where people depart within china . I say that someone with half a lung and therefore vulnerable. As someone who has my own health condition, i share his attitude to exposure to infection. I will say that the Chinese Government is taking strong measures within wuhan to try and control the outbreak, including reports confirmed by posting a showing that they are advising against travel to and from wuhan by their own citizens, so there are measures in place there. This was the benefit introduced by the conservative Led Coalition to simplify the benefits system. The labour leader began with a question about the bakery chain, greggs. Greggs are currently giving 25,000 workers a £300 bonus, but some of those workers on universal credit will only be allowed to keep £75 out of that £300. If the Prime Minister can answer that question and show me that is just and fair, i will buy him if he can roll myself but the first aim of universal credit which is set to affect 6 Million People was to make work pay, but when low paid workers cannot even keep their own bonuses, its clear that the government is punishing, not supporting people. Will the Prime Minister do something to ensure that workers at Companies Like greggs on low pay will be allowed to keep bonuses . Under this government, people on low pay will be able to keep more of the money that they earn. It is this government that is Cutting National Insurance contributions, this government is increasing the living wage, and it was the right honourable gentleman who voted against tax cuts for the low paid. Jeremy corbyn was concerned about the length of time new claimants have to wait before they receive the benefit. Under this government, 65 million meals were handed out by the food banks over the last five years. The five week delay for new claimants is leaving pay people without enough money to cover basic needs. Why isnt the Prime Minister taking action to end this punitive and vicious five week wait for benefits . Universal credit has in fact succeeded 200,000 people intojobs, and contrary to what he says the number of people in poverty has diminished by 400,000 under this government. Contrary to what he says, wages have been increasing solidly for the last 22 months. Universal credit was meant to make work pay, low paid workers are not allowed to even keep their bonuses, it was meant to be simple but has created mind numbing complexity, it was meant to reduce poverty, it is driving people to food banks. As we have seen today, the Prime Minister is not able to answer questions on it. The fact is, this government has raked in austerity for tens of millions of people. When will he finally accept that the universal Credit System is broken, damaging, dangerous to peoples Living Standards and it should go . Mr speaker, the right honourable tenable ones to do nothing else but keep people in the welfare trap. Stop helping people out of welfare and into what life i think he should pay tribute to all of the people who buy their hard work and fantasticjobs of the last year he should pay tribute to the growth and employment a big uk. The commons speaker, sir lindsay hoyle, has said plans by Jaguar Land Rover to cut about 500 jobs at its halewood plant on merseyside will have a serious impact on north west england. A total of 4500 jobs will be lost, with the substantial majority coming from its uk workforce. Most will be in office roles as the Company Wants to simplify its management structure. The cuts come on top of last years 1,500 job losses. Jaguar land rovers decision was raised by the local mp who said one in ten jobs at the factory would be lost. Ministers have come under pressure to halt the spread of what are called smart motorways after a number of deaths. Smart motorways use technology to monitor and manage the flow of traffic and vehicles can use the hard shoulder. Last year injune, my constituent, jason mercer, said goodbye to his wife, claire, at 8am. 15 minutes, he and another motorist were dead. Jason had been involved in a minor collision on the m1 in south yorkshire. In march, 2017 the hard shoulder on that section of motorway had been converted to a full time running lane. With no emergency refuge in sight, jason and his fellow motorist were forced to stop in a live lane and to exchange details. There is a steep bank immediately behind the safety barrier for nowhere for them to move off of the road. Instead, they were left exposed when a lorry hit one of the stationary vehicles, killing them both instantly. Motoring organisations including the rac and aa has been wanting for some time that alr presents unacceptable risk, concerns echoes by local authorities and Police Forces. Yesterday it came to light that the aa are no longer out roadside assistance on lane running motorways due to serious safety concerns. How bad doesnt have to get up before the minister asked . Minister, the safety of motorists must always be paramount. A young constituent of mine, im sad that he lost his life in 2018 in an accident on the m6, his parents are here today. The corner regulation 28 report on his death raises a series of huge questions that the honourable lady is exploring. Despite that there is no way to alter the system for stopping broken down vehicles. The one place there is on the m25 is overwhelmed by false positives. We dont know how often screens manually used to look up broken down vehicles are refreshed, or how many screens an individual is looking at. There is no consistency and spacing of refuges is in their huge stretches where no refuges are there at all. Officials have been too blythe about the problems the honourable lady is pointing out, and i hope the minister will stand up and take these huge problems really seriously. The minister acknowledged the tragedy, pain and trauma suffered by the families of those killed on smart motorways. Its no good the minister saying that the roads are safe. People need to feel safe, and they need to be safe. And we need to make sure that safety is, as it is, our number one priority. Let me start by saying that we accept there is a problem. The secretary of state is, as we speak, putting the finishing touches on a series package of measures in tackling it. I want to close by saying that in the spirit of this with the roads minister to follow up with colleagues across on both sides of the house to feeding your insights and to work with the secretary of state and making sure that that announcemens and the package are adequate. So that all of us can make sure that all of who used in motorways and all of us that represent drivers can make sure that jason and devon and the others that their deaths are not in vain. And that that their legacy is real improvement and that everyone knows these roads are safe. George freeman. Now a few weeks ago, Counter Terrorism police in south east england admitted an error ofjudgment after listing the climate protest group, Extinction Rebellion, as an extreme ideology. The list includes banned far right groups and religious extremists and its aimed at stopping young people being radicalised. The guide described Extinction Rebellion as a campaign encouraging protest and civil disobedience to pressure governments to take action on Climate Change and species extinction. Labours shadow home secretary raised the issue in an urgent question in the commons. Will the secretary of state except that in a democracy there is a fundamental right to disagreements and nonviolent campaign. And that interfering or denying that right, even in terms of an error ofjudgement, is a fundamental breach of the democratic contract between the government and the governed. The security minister agreed with the decision to remove Extinction Rebellion from the list. We are very clear that the right to peaceful protest is a cornerstone of our just society and an indispensable channel of political and social expression. I will say that in terms of the guidance, as i will say that in terms of the guidance, and science at the police they are revealing it. It will be and the police have both said that the protest groups are not Extremist Groups. Membership of a protest organisation is not, nor should it ever be, an indicator that an individual is vulnerable to being drawn into terrorism. It is important protest groups have that space and we believe in and we fight for and defend freedom of speech and we will continue to do so. But his reassurance didnt convince everyone. Hello there. Wednesday was a rather grey and gloomy day for most of us misty and murky with some spots of drizzle. There were a few brighter spells, particularly eastern scotland and north east england, and i think todays looking pretty similar most places cloudy with limited spells of brightness. Weve still got our area of High Pressure, its getting squeezed out as lower pressures pushing in from the north and from the south. This weather front will be pushing to the north west of scotland to bring outbreaks of rain. But its going to be another very grey day. There could be some dense fog patches in places, particularly england and wales, and some of the cloud might be thick enough for the odd spot of light rain or drizzle. Much like wednesday, its probably eastern scotland and north east england where well see the best of any brightness. We could see a little bit as well across the south west of england. For most of us, the winds will be winds but stronger in north west scotland as that weather front moves in. There will be a stronger easterly blowing through the english channel. Those temperatures, hovering around eight or nine for most, could see 10 or 11 in the brighter spots of north east scotland. This weather front pushes further south with rain heavy on it as it continues to go south, but it tends to weaken and elsewhere a rather cloudy night with spots of drizzle and a bit of mist and murk and again a largely frost free one because of the cloud cover. A few sheltered spots in north east england and north east scotland could turn chilly. Friday will be similar sort of day. With our low of High Pressure with us, its going to be a rather grey and gloomy one with those temperatures around eight or nine degrees. That is how we are looking on friday but out of friday and into the weekend, we start to see some changes. Low pressure starts to push into the north west of the country. For england and wales, youll still notice not many isobars around so another day of light winds here and quite a bit of cloud. Further north west, for scotland and Northern Ireland, it will be a breezier day and well start to that weather front pushing into the north west of scotland. Could be as well because of the breeze mixing up the air, we could see some brightness for scotland and Northern Ireland but a rather cloudy day for most. Those temperatures, 7 10. As you move through saturday night into sunday, that weather front begins to push eastwards, slowly sliding across the country and youll notice more isobars on the chart for sunday. So its going to be a breezeier day, or windier day, for us all, particularly in the north west. This weather front moving eastwards will bring outbreaks of patchy rain, the odd heavier burst on it as it moves across england and wales. Brighter skies in scotland and Northern Ireland but here there will have blustery showers and they will be wintry and quite cool over high ground, nine or 11 in the south east.
