The proposals would mean millions of patients would have treatments that would be directly targeted at the particular strain of cancer they have. Our medical correspondent fergus walsh reports. More than 30,000 nhs patients, mostly with cancer or rare diseases, have had their entire genetic code mapped. Some patients with breast, lung, skin and other cancers are having the genetic profile of their tumours analysed to determine which are the best treatments for them. But Dame Sally Davies told Me Genome Testing needs to be turned from a Cottage Industry into a National Network to ensure equal access. Cost matters. Of course it does. Patients will benefit if we can offer them the scan of their genome that will make a difference to their treatments. Thats clearly all people with rare diseases, of whom there are 3 million or more in this country. Its most patients with cancers and quite a lot of infections. Dame sally says six in ten Cancer Patients who get gene tested receive personalised treatment based on their dna profile, and that proportion will rise. This morning, in an exclusive interview, the father of the youngest victim of the manchester terror attack has paid tribute to his stunning daughter on what would have been her ninth birthday. Andrew roussos told this programme that he will remember saffie as a huge character, who was everything you could ask she was among 22 people who lost their lives following an attack on the Manchester Arena in may. I spoke to andrew yesterday. I dont even know how to put it into words. Saffie was stunning. She was a joker, she was a huge character, but she was just she was just everything, you know, everything you could wish for in a little girl, i should say. She was just a stunning young lady that just loved life to the full. Can i ask you, andrew, about the night of the bombing, and when you first started to find out what had gone on . We finished work and me and my son went to pick them up from the concert. I mean, saffie was just so looking forward to the concert, you know, it had been a dream, and she wanted to stay there till the end. So lisa said to me, you know, shes still on stage, just talking, thanking all the fans and everything, so she wanted to stay till the end, so i said, ok, ill go and find somewhere to park and, you know, give me a call when you come out. So we did manage to park round the corner, not too far away from the entrance. And then within five minutes we just heard everybody screaming, running. Me and zander thought, you know, there is some trouble or that type of thing, and then we saw the children screaming, so i was trying to speak to people to find out what was going on, and then obviously somebody said theres a bomb, somebody said it was balloons let off in the arena. Obviously, its late at night, you know, i had xander with me, we had the dog with us as well, so i said have to go and a look, and we just walked round and all the police were just there and coming in. It was just chaos. How did you track down, then, your wife lisa, and ashlee, your 26 year old, and saffie, your eight year old, how did you try and find out where they were . Well, as i went round the corner i did see ashlee outside. She was injured. I believe a couple of doctors were with her, that were at the arena at the time, so i spoke to them, asking the police, you know, asking ashlee. Ashlee was confused at the time, so she couldnt really give me more information. As you can imagine, it was chaos. Police wanted to get everybody out of the area, you know, just in case there was something else, so i said im looking for my wife and, you know, saffie, and they said the best thing to do is just to vacate the area just in case. So me and xanderjust had a good look around, to see if there was anybody around, you know, to look for them, and in the end a lot of armed police came and basically told us to leave the area and get to Manchester Royal for more information. What was your State Of Mind at this point, andrew . Youve seen ashlee, youve seen one daughter being treated by paramedics. And then youre trying to find your wife and your other daughter. Its a difficult thing to explain. Panic. What else can i say . Youre panicking, youre worrying, you want to get in there, have a look and make sure theyre safe. The police are sort of pushing you, you know, to safety. Its just a very nerve racking experience, if you like, a worrying experience, because you dont know whats going on. The police didnt know what was going on. 0bviously, ashlee was injured, but they told me that she was stable, so obviously i had a quick look around to see if i could spot them, but in the end the police just said, just get to the hospital, and as ambulances are coming in, the police will tell you whos coming in and whos not, and go from there. When were you able to work out what had happened to lisa, and what had happened to saffie . It was a friend of ours that kept on ringing all the hospitals up, because we were constantly ringing them up and trying to find out whos coming in and whos not, and a good friend of ours, mike, told me, theres a lisa roussos in salford, so i did ring them up, i asked them if lisa was there and they said yes, and couldnt give me any more information on the phone. So i went down to salford and they obviously told me about lisa and her injuries and the surgery that they did, and then they transferred her over to where she is now. And what did you find out about saffie . Not much, to be honest with you. I couldnt take it in. As a parent, and because of, you know, everything that was going on, i did think of the worst, and i remember saying to the detective before he went out, i said, you know, if somethings happened to saffie, im sure one of the hospitals would have her because she would be at the scene or on the way to hospital. This was, you know, 11, 12 oclock on the tuesday. And he sort of said, leave it with me, let me go and get as much information as i can and so i was holding ontojust a little bit of hope that she was in one of the hotels or in a hospital that they havent checked, and when he came and told me it wasjust. Ijust couldnt believe it. I cant say i did anything. Ijust sat there, looking at him, he was looking at me. Just let your Worst Nightmare begin, if you like. Then obviously, we just had a good ten, 15, 20 minutes. He didnt know what to say, i didnt know what to say. I didnt know what to think. And obviously, we had zander as well outside, and obviously i had to bring him in and tell zander as well. Youve already told us, andrew, that at this point, your wife, lisa, saffies mum, was in an induced coma. Yes. And of course it was only when she came round that youre able to tell her what had happened to your daughter. Lisa knew. You know, lisa asked me. Lisa remembers everything. You know, i didnt tell her she told me, and ijust confirmed it. So thats what happened, really. So she knew that night . Yes. You know, she hasnt really fully gone into it because obviously shes just spoke about it a few times, and she remembers everything about the night. When she came round, what did she say . Saffies gone, isnt she . So ijust nodded, and that was it. Thats all that was said really. You have talked about your wifes injuries and obviously her desperate attempt to get better. Is she a fighter, your wife . Yeah, shes on a mission. She is. Shes doing fantastically well. Very brave. I mean, considering her injuries and operations that shes had, the amount of times and the time she has spent in hospital so far, on top of losing your daughter. I mean, im a strong guy, id like to think i am. But i was worried to death that she mightjust give up, because its very difficult, particularly when youve got saffie to deal with at the same time. But, no, shes marching on to get herself up and physically strong to tackle whats coming, really, and not just for her, for us, because its something that we all need. Weve all lost saffie, and we all need to be strong for lisa now. Lisas doing everything she possibly can, she is surprising even the doctors, nurses, the surgeons, and shes getting there. And how is zander, saffies ten year old brother, and how is ashlee, saffies 26 year old sister . Yeah, were all doing as good as we can be, and we are all there for each other. We are all strong for each other. And we all do a little bit of everything, just to get through each day. I mean, we all sit there and think, what are we going to do tomorrow . What are we going to do next week, what are we going to do next month . And theres no answer. We dont know. All i know is that if we are strong, well stick together, we will get there. What will happen in a months time, ive got no idea, to be honest with you. But i know that we will sort it out. And wejust look at each other and say, lets just get through today, and we do. We do a little bit of laughing and a little bit ofjoking and a little bit of crying, cuddling, supporting lisa, and thats how we get through each day. And we are nearly six weeks down the line, and we all look at each other and we say, well, well get there. Today would have been saffies ninth birthday. How will you and your family mark this . Saffie loved fame, loved to be on camera, in newspapers, you know, that was her goal, her dream. As a forward little girl. She loved everything about it. Her idol was Ariana Grande. She wanted to be her, she aspired to that. It was a dream to go and see her, if you like. Again, her birthday is coming up, today, and i just wanted, obviously, to speak to yourselves and get some pictures together, because i knew that saffie would love that, shed love her pictures and to be spoken about on tv, and it was saffies dream. As her dad, i wanted to do that for her, and we are all here to support our children, and thats what were doing, really. 0urselves, i dont think wed be. 0bviously, apart from just thinking about her and talking about. I dont know if youve thought about this, andrew. What would you like saffies legacy to be . Knowing saffie, saffie wanted to be the most famous young girl in the world. That was saffies dream. Im going to try and do everything to make that happen for her, because she was a beautiful, stunning young lady, that had confidence, that you wouldnt believe. And she would push and use anything in her way to get to where she wanted. Her heart was massive, huge. Couldnt. She was just so soft and gentle On The Inside, butjust so strong in what she wanted, and she wanted, you know, to be famous. She wanted to be on stage, she wanted to be Ariana Grande, where she is now. That was saffies dream. And again, you know, part of this is to mark a little tribute for saffie for her birthday, and because theres not many pictures out there of her at the minute, ive managed to get some developed, and ijust wanted to share that with everybody, because thats what she wanted. She wanted to be famous and, yes, id love to make her as famous as i possibly can. Can i ask what you think about the way Ariana Grande responded to what had happened at her concert, and what she did afterwards, by arranging the concert in manchester . Stunning. Stunning young lady. Ive met Ariana Grande. I wanted to, i asked to meet her. The biggest part of why i wanted to meet her what she meant to saffie, and as her father, i wanted to tell her that i dont want her to blame herself, because she was very distressed at the time and blamed herself and, you know, a lot of different people said wrong things about her, and a beautiful stunning young lady herself, and when i met up with her, all she did say to me is, im sorry, and i said, youve got nothing to be sorry for. You know, youve made saffie and all the children round the world so happy with what you do and youve done nothing wrong, and i wanted to tell her that from me. And how did she respond to what you said to her . She thanked me. She appreciated me telling her that, because obviously again, as a young lady, you know, she must feel bad about what happened and everything else, and i just wanted to tell her from me that shes got nothing to be sorry for, nothing. And i thanked herfor making my daughter adore her and aspire to her and i said to her, you know, many things could have happened. It could have happened halfway through the concert, at the start of the concert, and she got to see her, right to the end, and she had been looking so forward to it that im grateful that she got to see all of it. And i wanted ariana to know that. What do you think, andrew, of the way the people of manchester, and lancashire, where you work and you live, have rallied round . I cant believe it, to be honest with you, victoria. Ive tried. I havent read much in the papers, i havent really looked at much news, i didnt want to. Whats happening outside, outside the shop, its just overwhelming. There are so many thank yous i want to give, and the people of manchester unbelievable. I mean, the police took us into st anns square a good few weeks back, while lisa was still asleep, if you like, just to show us the tributes, and it was very moving. I was a bit nervous to go in, and when i did and i came away, just the love that i felt, it made me feel, you know. When lisa woke up a couple of weeks back, i think it was one or two days before they cleared st anns square, and i asked lisa, for the right reasons, would you like to go in . And we all did, we all did it as a family. The paramedics sorted it all out for us, with the police, and we took lisa on a stretcher and an ambulance and we parked right outside, and there was me, lisa, ashlee and zander and, yeah, it was nice. As i said, there are that many thank yous i want to give, but i dont know right this minute, you know, everybody to thank, and it is just so overwhelming. Lancashire, manchester, Around The World. I am constantly getting cards from every corner of the globe, if you like. It has touched so many people Around The World. It is touching, it is. At the beginning of our interview, you described your daughter as stunning, and then said there are so many things you want to say about her, you dont even know where to start. I dont. Saffie was a very cheeky, beautiful, stunning young girl that was so forward, for her years, and she loved dancing, music, gymnastics. Again, you know, she was self taught in gymnastics she used to do backflips, the splits. And she just sat in front of youtube or in front of the tv and basically had me, mine and lisas hearts in our mouth because she was justjumping from one place to the next, back flipping and all the rest of it, and i remember saying to lisa a good few weeks back, we need to take her to gymnastics, and we managed to get her close by into the gymnastics school, and i looked and i said to her, are you excited . And she said to me, no, and i said, why . You like gymnastics . She goes, well, i know everything. That was saffie. She was just so confident, and if she wanted something, she would do it, you know. She would push every button. And did she get that persistence from yourself or your wife . A bit of both, really. I have to say that i like a challenge, if you like, but also, as a family, weve taken many risks before and, yeah, probably a bit of both of us. More me, i would say, because i do like a challenge, pushing myself, going into new ventures, and hoping for the best, if you like, and i suppose it has come a lot from that. When he goes to some more remote tournaments at the lower stages, he has been sleeping in peoples front rooms on sofa beds and things like that, trying to find a good double Affordable Accommodation close to the venue. How will he be feeling at this point . He is on court three today. I think he will be pumped. We dont speak before matches. Sometimes we go months without speaking to each other. We do texting and facebook and thats it. I know when i text him, i am not impinging on his training or in the middle of a match. Sometimes there isa time middle of a match. Sometimes there is a time difference. He can pick up the messages when he wants. Ijust like to know he is safe and happy when he gets to the venues and tournaments. Come 3am, an hour later, there were no police, nobody here, but there was about six to ten young men who had turned up on small motor scooters, what some people call mopeds, with learner plates, and they were fighting in the Middle Of The Road. I find it a bit distressing, because you dont know what is going on. You dont know why people are renting their properties out without proper vetting. Since launching in 2008, airbnb has seen massive growth. It boasts that more than 200 million guests have used the site to stay in more than 3 Million PropertiesAround The World, but mays story is not unique. 2,700 landlords reported Property Damage in 2016. They said they would contact me on the same day, but nothing happened. I called five times content several e mails sent them 60 to 80 photos. Not even an e mail of empathy or anything. It was only on monday afternoon, yesterday, that a lady called flora came back to me and gave me reassurance that they would help us recover our home. What does that mean, they will pay for the damage . It will be at least £20,000. The windows smashed, the carpets, mattresses. Have they said they will pay for it . They said they would help for us and compensate us. At the moment, it is just words. We do not feel. Until everything is done properly, at the moment, we are out of pocket. We already got the carpets removed, we had to, there were so many insects and flies and spiders, because of the smell, we had to get rid of it. There was from there was vomit and blood. 200 million listings on airbnb, do you accept that customer actually, it is zero consolation to you . It is zero consolation. When things are going well for them and everything is going great and they are getting their money and their commission, everything is great, but when things are going bad, i want to know what protection they will offer hosts in the future because we did not feel protected, we felt very vulnerable. If one of these people dealing with these agents, if this happened to their home, lisa faults, overdose of drugs in their home, blood, vomit, cigarettes, alcohol, how would they feel . What would they want, if the shoe was on the other foot . Where is their protection and how how will they make it right . Well speak to parents and charities about their concerns. A judgement is expected in the next hour in the case of a teenage boys prolonged Solitary Confinement in detention. The 16 year old, who has Significant Mental Health problems, is said to have been held for up to 23 and a half hours a day in Solitary Confinement for much of his time at Feltham Young 0ffenders Institute In West London. First, lets talk to our home affairs correspondent, danny shaw, whos at the high court this morning. Tell us a little bit more about this case. This is a very troubling case. It is troubling on two levels. You have a young person, 16, in custody for many months and who has a terrible upbringing, troubled upbringing, he has witnessed trauma, he has been in and out of care since a young age. Yet he also exhibits some violent tendencies and it makes life very difficult for people around him. He has very, very challenging behaviour. It is also troubling from the other Point Of View which is since december, when he arrived at Feltham Young 0ffenders Institute In West London, he has been held in conditions that the Howard League for penal reform bringing the case say in effect amounts to Solitary Confinement. He was not allowed out of his cell in the presence of any other young inmates for the first few months certainly. He was held for 23. 5 hours a day in his room, by himself. When he did come out of his room, he had to be accompanied by three prison officers, such was the concern about his behaviour. He had no education for the first three months, he was only allowed out to have a shower and make phone calls, to ta ke have a shower and make phone calls, to take medication. Since february, there has been a bit more time out of his room and this case really is all about whether the treatment this 16 year old who cannot identify, known by the initials ab, whether it breaches his human rights and it is unlawful. We will find out in the next hour, will we . Yes, the government, thejustice secretary is resisting the legal challenge, has already conceded the authorities did break certain prison rules and regulations. In that sense, some of his lack of association with other young people who are locked up, it was unlawful. They also conceded certain aspects of it breached his right to a private life, to privacy, to being able to be allowed to do what he wants to do within the confines of a prison environment. But they do not accept it amounts to inhuman and degrading treatment and thatis inhuman and degrading treatment and that is what is being argued by lawyers on but half of the boy and Howard League for penal reform. We are expecting a ruling at around 10 35pm with a high courtjudge. What we should say about this boy is he has really severe Mental Health problems, he has post Traumatic Stress disorder anxiety, hypervigilance, Hyper Arousal and Attention Deficit Hyperactive Disorder and he needs high doses of medication to deal with that. The history of his time in custody is really very painful reading indeed. He has been a threat to other staff and other people around him and he has also become a target as well. The difficulty is, what do you do with young people like this . They cannot be left in an environment by themselves. But equally, is it right they are locked up for very long periods with nothing to do and no one to talk to . Thank you very much. Danny will be back with us as soon as the ruling is handed down. To protect the familys identity, leah wishes to remain anonymous. Good morning to you both. Francis crook, what would you do with a teenager who exhibit such challenging behaviour, and it is potentially a threat to others . And a threat to the order and discipline of the Young Offenders institute . 0ur argument is this is a Child Protection issue, whatever you do, you do not lock them up in a room not much bigger than a bathroom, with a toilet, in fact, he has to eat and defecate in there and held in there day after day with hardly any in there day after day with hardly a ny a ccess in there day after day with hardly any access to anybody else and nothing to do. But as a Child Protection issue. If i did that with my child, i would be in court for child abuse. Yet this institution can get away with it. Although we are taking a challenge, a judicial review, on behalf of one particular child, there are many others who are being held in feltham and other prisons in exactly the same circumstances. The important thing is on friday the Chief Inspector of prisons published a damning report on feltham, absolutely damning, saying it was a dreadful place. 0ne thing he said very strongly was the way they were treating children with escalating punishment regime was making worse. Her majestys Chief Inspector of prisons has said this is the wrong way to behave. How should this boy have been treated . There are secure units run by local authorities that manage very challenging children who have, like this boy, come from very neglected and difficult backgrounds where they may have seen violence and experienced abuse, Mental Health problems, there are units that deal with them. They are expensive but thatis with them. They are expensive but that is the way we have to pay the money because this is a 16 year old child, he has his whole life ahead of him, we want to help him so that he can come out and lead a good and useful life. What they are doing at the moment is the opposite and it is very likely he will be so damaged after months of Solitary Confinement that he will be more dangerous. Let us that he will be more dangerous. Let us bring in leah. Your son was in feltham as well and at one point he was kept in Solitary Confinement for over three months. Give our audience an insight into what that was like for him. He became very depressed. Very troubled. He was very angry inside. It was not helping him. Some of the officers used to tease him. Why was he being kept for that prolonged period on his own in his cell for most of the day and night . He went against the authorities, the prison system, he had a fight with another young boy. He got put into Solitary Confinement. For three months, it is too long. He is not the only child going through that. All the boys regardless of Solitary Confinement or not, they are kept in feltham for 23 hours a day in their cells. What did your son do all day . There is no electricity. He did not have a kettle, no radio, no tv. Obviously, he went into himself, he tried to read books, he tried to do crosswords, do a work out, maybe, but there is only so much you can do for 23. 5 hours a day for three months, as a 16 year old child. It will have an effect on him in the future. There is a minority of office rs future. There is a minority of officers in feltham who are empathetic and caring, but the majority of the officers do not treat, and they are children, 14 17 years old, they do not treat them with any care whatsoever, they are brutally beaten behind closed doors. They would deny that. They will deny that but there are ongoing allegations. Any time the children try to put in a complaint, it is overseen. Yeah, it needs to be sorted. We obviously asked the Minister Ofjustice for a statement on both cases, the one in the high court this morning and the case of your son and they declined to give us your son and they declined to give usa your son and they declined to give us a statement on either case. It is not a solitary case, it is happening regularly and it has been going on for years. This treatment to children in feltham. Where is your son now . He has moved from feltham. He eats with the other inmates, breakfast, lunch and dinner. In feltham, they are just in their room, 23 hours a day, that is where they stay. This is not going to help them in their adulthood, they stay. This is not going to help them in theiradulthood, it they stay. This is not going to help them in their adulthood, it will not rehabilitate them it is basically sending how many hundreds of Young Offenders back out into society angry, vicious, angry with the system, angry with everybody. This is not rehabilitation. This is modern day torture. Is not rehabilitation. This is modernday torture. Why is he being detained . He is being detained because he broke the law. Like many. Like everybody has done. Can you tell us the nature of the defence . I do not think that is the issue. I will break in. If defence . I do not think that is the issue. Iwill break in. If you defence . I do not think that is the issue. I will break in. If you do not want to answer, that is fine. I do not know if you want Francis Crook to speak on your behalf. Petty crimes that could potentially come out and do much worse crimes because of the mistreatment they are receiving in there as children, they are being kept in a room for23 hours a day without any outside contact. My son was in Solitary Confinement for three months without any association. A lot of children are sent into prison on remand awaiting trial and when they come to court, they will not get a Prison Sentence because they have not done anything that serious. There is a problem with black young boys being sent to prison disproportionately. There are lots of children in prison who do not want to be there. The handful who are so dangerous and difficult who require custody, their local authority units that work. We should use those, not places like feltham there is no education for them, they hardly get any education. A 15 year old boy placed in a room no education, Solitary Confinement or not, the boys not receiving any education. They do get a set number of hours a week. Seven hours. At best. That is all they get in feltham. That is what the Chief Inspector said last week. It is a really poor institution failing children, failing the staff who cannot cope, failing the public and the taxpayer and failing the victims. Thank you. Thank you very much, both of you. The red cross has been coordinating the effort along with local charities on the ground. But there is some concern one local Community Group told us that some survivors have received no money from donations almost three weeks after the fire. They said its disgraceful that people are having to beg. Our Reporterjim Reed is here. Give us an idea of where the money has come from . Firstly, we are talking here about Charity Donations. The government has also promised £5 million in emergency funding, which works out at £5,500 per household. We think half of that Government Money has now got through. As far as the Charity Money goes, through. As far as the Charity Money o through. As far as the Charity Money goes, we can show you a breakdown of where the money has come from. The largest chunk is coming from a fund called the london dispossessed fund, run by the Evening Standard newspaper. A lot of corporate donations, raising £5 million in total. The kensington and Chelsea Foundation has raised 3. 4 million. They say they are still opening checks at the moment. In terms of high profile donations that we have seen, and arsenal footballer has pledged £50 for every minute that he was playing in the under 21 world cup. That worked out at £19,000. Gary lineker tweeted last night that he would match it, so another £19,000 from him. We have also seen this music single put together by simon cowell and other musicians, which has raised about £671,000. The government told us it will waive the vat on that. All in all, an awful lot of donations going through to people. So that is what people are raising. Is the money getting through to those who need it . This is where it gets complicated. Again, we re is where it gets complicated. Again, were talking about Charity Donations only, not government donations. A family who have been hospitalised in some way, a single payment of £10,000. £20,000 to a family who have lost a Family Member and £10,000 as a fresh start grant after housing has been sorted out. So how do people get this money . They have to apply through something called the London Emergency trust. We understand it has only had four applications for that so far. No cash has yet been paid out through that route. Let me stop you for a moment. There is so much information here. So the London Emergency trust is what you have to apply to to get money . Thats right. And they have received four applications. They said that is partly because people may have other priorities at the moment, or they may be in hospital. Or they have no idea because they have never heard of this trust. This is the problem, survivors dont know where to turn. We spoke to one Community Centre last night. The person who runs it said someone came in last friday lived on the 16th floor with his mum. He hadnt had anything to weeks after the fire. He said it is disgraceful that people are having to beg for money. When we asked that person about it, he had only received £500 from the government. I spoke to one survivor last night he was in a similar situation, saying they had not seen any Charity Money so far and they we re any Charity Money so far and they were having to turn to friends and relatives for money. So from the people we are speaking to at the moment, there is difficulty in getting it through to people on the ground. What about other forms of fundraising . This is all included in the 17 million we were talking about earlier. On top of the official fundraising, we have these unofficial funding pages. Go fundraising, we have these unofficialfunding pages. Go find me and just giving our run by commercial companies. Just giving has 700 pages raising money for g re nfell tower has 700 pages raising money for Grenfell Tower survivors. Goodness. And there are concerns about whether that money raised will get through to the people for whom it is meant to . The way just giving works, if you are a member of the public, you can set up a page on that site and most of the time, any money will then go through to that persons bank account and it will be their responsibility to pass it onto either a charity or an individual who they think needs it. We spoke to one last night who said he had raised £4500 in this way, and his plan was to go down to the site, speak to survivors and relatives and find out the best way to spend it. He said he was going to film it on his phone and posted to his site. There is no doubt that in almost all of these cases, people have good motivations, but are there other right checks and balances in place . Could it be open to abuse . Because there is no regulation of the process. Absolutely no regulation. The Charity Commission doesnt oversee it. The Fundraising Regulator doesnt oversee it. At the moment, they are looking into this to see if it needs more protection. As the just to see if it needs more protection. As thejust giving, they say to see if it needs more protection. As the just giving, they say they do Put Id Checks in place and they offer advice to people who run these pages about how to pass on their money. Butjust giving is a commercial company. They take a 5 fee of any donations. So if they raise £5 million, they are taking £250,000 in fees. We asked them, are you going to waive this free . They said in this situation, there are not going to do that because if they do that for one cause, why not for every other cause . It puts them in a difficult situation. We can speak now to sarah atkindon, director of policy and communications at the Charity Commission. I was in a meeting yesterday and that did not come up. We spoke about funding, we have concerns about funding, we have concerns about the funding. Remind our audience what the gold meeting is . It isa audience what the gold meeting is . It is a process to manage the borough in an emergency. We have different boroughs stepping in to deal with issues. Sarah atkinson, Charities Commission, how worried are you about the possibility of some of these pages being open to abuse . It is critical that when the public has donated that it does get through to the right places. We do not have jurisdiction overjust giving, it is a commercial site, but we are working with the Fundraising Regulator to make sure they have access to Charitable Funds to get through to the right places. Are you worried . We are always worried that large amounts of public money raised and get us through to the right place, the families. We have a responsibility, the Fundraising Pages have a responsibility and the individuals helping the Fundraising Pages, we will be working with them to make sure the money gets to the right place. How do you react to the fa ct right place. How do you react to the fact 17 plus million has been raised, isis, to help people of the g re nfell tower . Raised, isis, to help people of the Grenfell Tower . That is amazing for the survivors. My concern and certainly we raised this yesterday, there seems to be some ambiguity as to how the money is being divided up. There is money the government has put in, 5 million, the money raised as donations. The Government Money as compensation money, the families apply depending on circumstances, however, it seems to me there is a lack of clarity as to whether all of the money has been lumped into one pot. My view is the survivors and the evacuees, that is their money. We need to ensure there isa their money. We need to ensure there is a transparent process to ensure they get all the money. It is not money they should be applying for. The public have reached into their own pockets and donated specifically to these people. How do you react to the sum raised so far and whether it will get through to the right people . Just as isis mentioned, it is amazing. I think it is the motivation behind raising this amount, we believe it is completely genuine. We know many of the pages. What we did was we started to list all of the different pages and we started to contact the individuals. With the purpose of what . With the purpose of understanding, have you reached out to a charity . Where do you foresee the money going . The reason we did it was because on the morning of the fire, we are now the unit, but previous to that, we were a group of friends, we were working with families since the day of the fire, even early this morning, i was speaking to a family, and one of the key concerns is there is a lot of money being raised but no one has asked us, what do we need and want and where will it go . My concern, especially from the rent for muslim Response Unit is that it is brilliant the money has been raised but someone has to say, we have raised the money, but with the voice of the Grenfell Residents and victims, we need a structured process in terms of where the money will go. Right now, as sarah mentioned, the Charities Commission is not in charge, ultimately, those individuals, they can do what they want without money, effectively. But we now need to put in Play A Process which allows the money to go to the victims. I want to ask you about another issue, the recently elected labourmpfor another issue, the recently elected labour mp for the another issue, the recently elected labourmpforthe area, another issue, the recently elected labour mp for the area, this morning, she called for the retired judge who is heading the Public Inquiry to stand on. To make it as bearable as possible for the pa rents, bearable as possible for the parents, they would make sure everything medical is away and they would just be able to cuddle her baby. Can you think from your own experience over years as to why a baby would not be allowed to go home to die . In all the cases i looked after the end of life care, not one of them went home, actually, and that was purely because of the nature of how long it will actually ta ke nature of how long it will actually take for the young child to die. Should that be the parents decision . Let me start with you, lara, to explain how it works . Just under two weeks ago, the latest update to snapchat include this function called snap map. This is an opt in function. You have to choose to use it. If you do, you can pinch the screen and see where your friends are and they can see where you are if you give access to all of them. You will also be represented by what they are calling an action moji to show what you are doing. That is based on the location you are in and the accelerometer in your phone which is tracking your movement. If you are moving faster than you are walking, the chances are that you are ina walking, the chances are that you are in a car. If you are in an airport, maybe you are wheeling a case. It will indicate what you possibly look like at that moment as well as where you are. Why would snapchat do this . They say it is to give people an idea of what is going on, see what their friends are up going on, see what their friends are up to and inspire adventure. going on, see what their friends are up to and inspire adventure. I know the answer to this because my son has done it. You can put it on ghost mode, which means what . On the national stalking helpline, we talk to a loss of people who we are advised to change their habits. A stalker who is obsessed with somebody will often use their habits to build up a picture of where they are to facilitate that stalking. We are to facilitate that stalking. We are concerned about children, obviously, but many adults phone up the helpline every day and it is incredibly important that we are aware of the information we are putting out which could be used for ill in the wrong hands. And as a representative of the nspcc, emily cherry, what is your view . This highlights the need for social Media Companies and any online industry to do much more to keep children safe online. Our Research Shows four out of five children think the industry has to take more responsibility and not place it all on children and parents. We also hear from parents calling our Online Safety helpline. If its of them do not feel able to talk to their children about the sites, games and apps they are using. Much more needs to be done. They were looking for ways for their users to engage in social communities. But you can see that this technology can be used for ill, cant you . The best practice is to make very clear what the privacy policies are and to give the user is a clear ability to opt in and out. That is where our customers make decisions about that. We want any child under the age of 18 to have their privacy settings at the highest level of security as default on all platforms. We also need them to have more things like bullying alerts and grooming alerts so that they invest in the technology to pick up on those behaviours and report them. Again, her birthday is coming up, today, and ijust wanted to, obviously, speak to you and get some pictures together because i knew saffie would love that, she would love her pictures and being spoken about on tv but that was saffies dream. As her dad, i wanted to do that for her. And we are all here to support each other and that is what we are doing, really. I do not think we will. Apart from thinking about her and talking about her. In the last couple of minutes, the high court has ruled the human rights of 16 year old boys were breached after he was held alone in his cell for long periods. Let us talk to danny shaw live at the high court for us. We talked about this earlier, tell us what the ruling suggests. The ruling is pretty much in line with what we expected, victoria. The high court has accepted that there were times when this boy, the 16 year old boys and was detained at feltham Young Offenders institute when his detention in a cell by himself very long periods, sometimes up to 23. 5 hours a day, there were times when that period of detention was unlawful, it breached his article 8 rights, right to a private life, and it was also against prison rules because he did not have sufficient time in classrooms to do educational activities. He is meant to have at least 15 hours a week and that did not happen for some months. While he has been detained at feltham. Crucially, thejudge did not say has been detained at feltham. Crucially, the judge did not say the treatment of this boy was inhuman and degrading, it did not breach article three of the human rights act which was what lawyers on his behalf and the Howard League for penal reform had argued. If i can read you a passage from the judges ruling today. He said, there were a number of failings on the part of the Young Offenders institution during this period, shortcomings and failures, even if quite serious, do not of themselves show a breach of article three, inhuman and degrading treatment. He was still a very difficult person to manage in the Young Offenders institution and the institution were always seeking to reintegrate him. Taking in the circumstances of that period together, he says, thejudge, iam not persuaded it was treatment which breached article three. The threshold for inhuman and degrading treatment is not so low. That is very important because if that ruling had gone against the ministry ofjustice ruling had gone against the ministry of justice and ruling had gone against the ministry ofjustice and his treatment was inhuman and degrading, that would have huge repercussions for many other young people who are held in similar conditions. I think the ministry ofjustice will breathe a sigh of relief. They had conceded already parts of his treatment were unlawful but that they did not say it breached article three. We have just had a statement from the ministry ofjustice. A spokesman said, the safety and welfare of young people held in custody is our highest priority. We are grateful for thejudges findings highest priority. We are grateful for the judges findings and we will consider these carefully. We are pleased the judgment found there has at all times been a considered and proper justification for segregation in this case. Proportionate and justified segregation is an essential tool to manage offenders who would otherwise pose a significant risk to staff and other prisoners. A 16 year old human rights had been breached, right to privacy breached after being held for prolonged periods in Solitary Confinement in the Young Offenders institution in west london.
